Editor’s Corner The holiday season is here. This is the time we ponder what we are thankful for, what we have done productively throughout the year and we are thankful for our health and our families. We also ring in a New Year and hope for a continued bright future. It really is the most wonderful time of the year! In this busy era, work is plentiful and 2018 has sailed by like an F-35 in the horizon, very fast! Here are some good things that continue to be the theme in 2018 and I hope we continue them on in 2019. The Consumer Price Index for All Urban Consumers was unchanged on a seasonally adjusted basis; rising 2.2 percent over the last 12 months, not seasonally adjusted. The index for all items less food and energy rose 0.2 percent in November (SA); up 2.2 percent over the year (NSA). Compensation costs increased 0.8 percent for civilian workers. Over the year, compensation rose 2.8 percent, wages and salaries rose 2.9 percent, and benefit costs rose 2.6 percent. Total nonfarm payroll employment increased by 155,000 in November, and the unemployment rate remained unchanged at 3.7 percent. Job gains occurred in health care, in manufacturing, and in transportation and warehousing. The Producer Price Index for final demand rose 0.1 percent in November, as prices for final demand services increased 0.3 percent, and the index for final demand goods decreased 0.4 percent. Prices for final demand advanced 2.5 percent for the 12 months ended in November. Productivity increased 2.3 percent in the nonfarm business sector in the third quarter of 2018; unit labor costs increased 0.9 percent (seasonally adjusted annual rates). In manufacturing, productivity increased 1.0 percent and unit labor costs decreased 1.2 percent. Real average hourly earnings increased 0.3 percent over the month in November, seasonally adjusted. Average hourly earnings increased 0.2 percent and CPI-U was unchanged. Real average weekly earnings decreased 0.1 percent over the month. Albina not only has one of the newest, most technologically advanced machines on the market, Albina also has one of the oldest, custom made bending machines ever created! In honor of the 80th Anniversary, Albina has created a museum on site, called “The Smith-sonian”, which honors the family name and houses one of the first ever pieces of equipment that Albina owned and used to bend materials. John Smith, Brian’s grandfather, built the “Model-T” bending machine in the early 1940’s utilizing the transmission and differential from a “Model-T” Ford. This machine was used to roll/bend various materials such as pipe, tube, and square and rectangular HSS (hollow structural steel).The machine would pull material around a bend die resulting in a smooth radius finished good. The “Model-T” was in operation at Albina until the 1990’s when it was replaced by more efficient bending equipment. “The Smith-sonian” is ready for visitors. Stop by to see us! Cheers to 80 Years!

GE Names New Leadership For Its Power Units, John Rice Returns To GE

GE said that it intends to split Power into two units: GE Gas Power, comprising the Gas Power Systems and Power Services divisions, and GE Power Portfolio, which will hold Power’s Steam, Grid Solutions, GE Hitachi Nuclear and Power Conversion operations. The company also announced that it intends to consolidate the current Power headquarters structure into GE Gas Power to create a more simplified business structure that can best serve its customers..

The company said that John Rice, a retired GE vice chairman who spent almost four decades at the company, will return to serve as chairman of the GE Gas Power business. Scott Strazik, an 18-year veteran of GE and current president and CEO of GE Power Services, has been named CEO of the GE Gas Power business, reporting to GE Chairman and CEO Larry Culp. Russell Stokes, the current president and CEO of GE Power, will serve as CEO of the GE Power Portfolio unit, reporting directly to Culp as well. “I am confident this is both the right strategy and the right leadership team to ensure these businesses are best positioned for success,” Culp said. Culp said that the proposed creation of GE Gas Power, a unified gas life-

GE also named Dan Janki to lead the Transition Management Office.The company said that this office will comprise a small “tiger team” guiding the power businesses through the transition. Janki has spent more than 25 years in a variety of senior roles at GE Capital, GE Energy, GE Global Operations and the company’s corporate office. He will also report directly to Culp. GE has been hard at work rebuilding its Power business. In early November, the research company McCoy Power Reports released its latest analysis of the global gas turbine market. In the third quarter of 2018, GE led other major competitors with 51 percent of market share by gigawatts across all segments. It also led the way in unit count, capturing 35 percent of gas turbines ordered during the first nine months of the year. The company said that its flagship HA gas turbine remained the fastestgrowing fleet of turbines in the world today, with 83 orders by 35 customers in 16 countries.The Power units have an order backlog of $94 billion, including $69 billion in service. Oregon Manufacturing Innovation Center To Train Next Generation Of Skilled Workers In A Region With Strong Industry Roots Manufacturing can be likened to the key that revs Oregon’s economic engine.According to the National Association of Manufacturers, the industry represents 21.8 percent of Oregon’s total output, ranking the state as the second most dependent in the nation on manufacturing. In 2017, Oregon was home to nearly 6,200 manufacturing establishments, representing 189,000 jobs — more than 10 percent of the state’s employment according to the State of Oregon Employment Department. Yet while the sector’s wages are well above the state average, its demographics jeopardize the industry’s long-term viability. Compared to other industries, a relatively large percentage of Oregon’s manufacturing workers are age 55 or older. Acknowledging the “silver tsunami” on the cusp of retirement, all nine of Oregon’s local workforce development boards have made manufacturing a priority in their regions. Mirroring this focus is the Oregon Manufacturing Innovation Center – OMIC for short – based in Scappoose. The Oregon Manufacturing Innovation Center represents a collaboration of industry, higher education and government seeking to combine applied research and development and workforce training. Modeled after the University of Sheffield Advanced Manufacturing Research Centre in England, OMIC represents a collaboration of industry, higher education and government seeking to combine applied research and development and workforce training, in the metals manufacturing industry. The effort will serve advanced manufacturers in the region while giving area residents access to living-wage careers in a growing industry sector. “OMIC will be transformational for Columbia County and northwest Oregon, and I am excited to see it continue to grow and move forward,” said U.S. Representative Suzanne Bonamici, whose congressional district includes Columbia County. “Advanced manufacturing has a bright future in Oregon.” The effort has thoughtfully integrated both research and development and workforce training, to ensure long-term success. OMIC’s R&D partnership (www.omic. us/) operates out of a facility owned by the Oregon Institute of Technology (Oregon Tech). Near-term manufacturing challenges are addressed through applied research and advanced technical training led by faculty


from OregonTech, Portland State University and Oregon State University. Complementing the R&D collaborative is workforce training directed by Portland Community College. Within the next year, Oregon’s largest postsecondary institution is slated to build a training center near the R&D facility, housing such programs as computer numerically controlled operation, machining, welding, and mechatronics. Its programs will be based on an apprenticeship model, giving students work-based learning experience as they complete certificates or associate degrees, then move directly into advanced manufacturing jobs or pursue advanced degrees. “One of the greatest take-away learnings from our study of AMRC in England was the importance of connectivity between workforce training and R&D,” said Marc Goldberg, associate vice president for Workforce Development and Continuing Education at PCC. “Students, business and industry, and research flourished there because of the proximity to one another, and the sharing of knowledge and resources.” Last month PCC greenlighted a purchase and sale agreement on more than 17 acres of property near the OMIC R&D facility. Construction for the training center is anticipated to begin in summer 2019, with Mortenson Construction and Hennebery Eddy Architects tapped as the facility design build team. Until the center opens, estimated to be fall 2020, courses will be taught at temporary locations, including at Scappoose High School. Earlier this year PCC saw the formation of a Joint Apprenticeship Training Committee made up of representatives from Vigor, Evraz, Rightline Equipment and JC Customer Machine & Design. JATCs add legitimacy, establishing standards for occupations that align with nationally recognized credentials and developing apprenticeships – and in PCC’s case, contributing to the approval of its first OMIC registered apprenticeship standards, for machinists, by the Oregon State

Apprenticeship and Training Council. “PCC’s training center will provide workers with both the classroom and on-the-job learning they need to fill high-demand, living wage jobs in advanced manufacturing,” said Bonamici, who attended OMIC’s “Makers Gone Pro West” event in October. AeroVironment Gets $3.2M Defense Deal For Unmanned Aircraft Systems AeroVironment Inc. has received a $3.2 million contract from the U.S. Department of Defense to provide RQ-20B Puma AE II small unmanned aircraft systems. Monrovia, California-based AeroVironment said it received the firm-fixed-price contract on Sept. 14 to provide the drone systems, as well as training and support to an allied nation in the U.S. Indo-Pacific Command (INDOPACOM) area. The company said it expects delivery by March 30. “The vast, diverse landscape of the INDOPACOM area of operation demands small unmanned aircraft systems that can support ground, riverine and maritime operations effectively,” Kirk Flittie, vice president and general manager of AeroVironment’s unmanned aircraft systems business unit, said in a statement. “The combat-proven Puma has demonstrated its unique effectiveness in a wide range of operating environments, from mountains to deserts, from the Arctic to Antarctica, on land and on the open ocean, delivering actionable intelligence to help customers proceed with certainty.” AeroVironment said its family of small drones comprise the majority of all unmanned aircraft in the U.S. DoD inventory and its international customers include more than 45 allied governments. The company said the all-environment Puma, with its Mantis i45 sensor suite, is capable of landing in water or on the ground, giving the operator extended flight time and a level of imaging capability previously unavailable in the small UAS class. AeroVironment’s small unmanned aircraft systems include the RQ-11B Raven, RQ-12 Wasp and RQ-20A/B Puma. They operate with a common ground control system and provide increased capability to the warfighter that can give ground commanders the option of selecting the appropriate aircraft based on the type of mission to be performed. This increased capability has the potential to provide significant force protection and force multiplication benefits to small tactical units and security personnel, AeroVironment said. 3D Printing Among Methods Advancing Heart on a Chip Technology An organ on a chip is a tiny cell culture that mimics the structure and function of human tissue – a micro-organ, if you will, that allows scientists and medical professionals to test pharmaceuticals and other treatments. In a paper entitled “Heart on a chip: Micro-nanofabrication and microfluidics steering the future of cardiac tissue engineering,” a group of researchers discusses the use of 3D bioprinting and other techniques to create a heart on a chip. The researchers present a thorough look at the many ways in which cardiac tissue engineering has been approached. “Optical lithography, soft lithography and plasmas have provided tools for structural


and chemical modification in planar two dimensional fashion,” they state. “Lasers, electrospinning and 3D bioprinting have provided the capability to advance the fabrication even further, by providing the tools to fabricate structures into three dimensions. In several cases the combination of these techniques is employed, where additional functionalities or capabilities are needed from the construct. These approaches focused on culturing cardiac cells in a biomimetic environment in order to create a functional cardiac tissue.” In these approaches, the main objective was to recapitulate the ECM that support cardiac cells; thus, the substrates or scaffolds are made from polymer materials. Depending on the method, cardiac cells were seeded on top of micro-nanoengineered materials in 2D or 3D structures or encapsulated within the polymeric matrix. “The 2D structures have provided with useful information on the effect of geometries on cardiac cells structural properties,” the researchers state. “The 3D scaffolds have been applied, although in a limited number, for cardiac cell therapy by means of implantation in animal models carrying a specific cardiac disease. The idea of this therapeutic direction is on restoring some functionality in heart scarred regions by providing a new pool of functional cardiac cells. This application falls under the category of cardiac regenerative

medicine with final target the clinical trials by implanting the cellularized scaffolds to patients.” 3D printing makes sense as a way to create a heart on a chip, as cardiac cells can be taken from patients and deposited in a layer-by-layer approach that allows them to grow into a micro-organ. This allows scientists to study the cardiac pathophysiology and test drugs in vitro, and can also lead to individual patient-targeted therapy.These hearts on chips can also provide useful information about treatments that should not be used to treat cancer, for instance, because they are found to cause cardiac cell toxicity in the miniature culture. These discoveries offer more value than testing on animals, whose physiology does not always respond in the same way to drugs as does that of humans. Microfluidics are also a big part of the creation of hearts on chips.The researchers point out that the technology is starting to be used to mimic specific diseases such as pathological cardiac hypertrophy and ischaemia. “Actually, some of the described micro/nanofabrication technologies have been incorporated to the microfluidic systems, such as microcontact printed molded structures, as well as bio-printed 3D scaffolds, even though these cases pose the minority,” the researchers explain. “We envisage that the prior knowledge and the correct translation of the information extracted from the use of micro/nanoengineering in cardiac tissue engineering can lead to the development of multi-diverse ‘Heart on Chip’ systems tackling a wide spectrum of cardiac diseases.” Authors of the paper include Maria Kitsara, Dimitrios Kontziampasis, Onnik Agbulut and Yong Chen. United Technologies Says It Will Split Into 3 Companies United Technologies plans to split into three separate companies, the industrial giant said Monday. The breakup, to be completed by 2020, signals a shift away from a kitchen-sink approach to industrial manufacturing in favor of generating returns by specializing in a single area of business. Another will be Otis, manufacturing elevators and escalators, and the third will be Carrier, making heating and cooling equipment among other products. “Our decision to separate United Technologies is a pivotal moment in our history and will best position each independent company to drive sustained growth,” the company’s chairman and chief executive, Gregory J. Hayes, said in a statement. Last month, Chinese regulators approved the company’s $30 billion purchase of Rockwell Collins, a manufacturer of airplane parts, providing the final green light for a deal struck last year. With the acquisition, the company added the scale it needed to establish a stand-alone business in aerospace systems, analysts said. Formed in 1934, United Technologies spent decades getting


bigger and broader in reach, and for the most part making a lot of shareholders richer along the way. But in recent years, the company “struggled to make the conglomerate model produce the same kind of financial outcomes,” said Carter Copeland, an analyst with Melius Research, citing stagnant growth in earnings per share. “Separating allows them to focus on what each business needs to do to be successful on its own.” After all, Copeland said, producing airplane engines requires a different strategy than making air-conditioners. The aerospace business operates on decadelong timelines, while cooling equipment requires a shorter-term outlook. The company had conducted a review of its operations and promised to make a decision on a breakup before year’s end. Hayes, for his part, had dropped hints that he wanted to split up his $103 billion conglomerate. Building Immortal Machines Many electricity-generating turbines have an official life of 30 years, yet some of the machines that GE maintains have been operating for twice as long — one is still running after 82 years. Colin Parris, vice president of software research at GE’s Global Research Center, is taking the kind of life extension that occurs by happenstance and turning it into a formal engineering practice. The idea is to make more efficient machines that last forever. The forever turbine: The project involves combining three important technologies: computer simulation, artificial intelligence and 3D printing. For instance, if a part fails and needs to be replaced, GE engineers could use the opportunity to design and 3D-print a better, more highly customized component that enables the machine to perform better. The engineers could also run simulations on virtual versions of the turbines called digital twins, which use machine learning to predict how the turbine will function in the years to come. “Normally a model will describe how a turbine works, but every machine degrades in different ways depending on a variety [of] factors,” Parris said. However, SpaceX still is conducting a diagnostic to figure out any other issues and is coming up with a plan to prevent future mistakes. Musk gave a bit of insight into improvements that may happen: “Pump is single string. Some landing systems are not redundant, as landing is considered ground safety critical, but not mission critical. Given this event, we will likely add a backup pump & lines,” he said via Twitter. Koenigsmann echoed those thoughts. “I’m pretty sure it is going to result in potentially adding a backup to supply the grid fins with hydraulic power.”

The value of Arcimoto’s shares quickly slid, bottoming out at $2.02, leaving the company’s market cap under $30 million. Advent International Acquires GE’s Distributed Power Business For $3.25 Billion by Tomas Kellner

GE and the private equity group Advent International completed Advent’s $3.25 billion acquisition of GE’s Distributed Power business today. The unit, now rebranded as INNIO, is best known for manufacturing the Jenbacher and Waukesha gas engines that generate electricity for towns and factories around the world. Workers in the Austrian Alpine town of Jenbach, the birthplace of the Jenbacher,

have been making gas engines there since 1957. GE acquired the company in 2003.Today there are more than 20,000 Jenbacher gas engines in more than 100 countries, burning a variety of fuels including landfill gas, flare gas, sewage gas and biogas. One hospital in Wisconsin, for example, uses biogas produced from cheese whey and brewing waste as well as landfill methane to power its Jenbacher engines. Prominent, one of the largest tomato farmers in Holland, is using 53 Jenbacher gas engines, some equipped with sensors and apps, to generate 150 megawatts of electricity, as well as heat to keep its greenhouses warm. In 2013, when Typhoon Haiyan slammed into the Philippines, a Jenbacher gas engine on the island of Cebu that survived the storm’s 150-mph winds became the center of community life. People used it to recharge their phones, and the engine supplied power to hospitals and evacuation centers. The Jenbacher gas engines can also consume energy-rich synthesis gas, or syngas, which contains methane, hydrogen and carbon monoxide. GE also announced today that it would sell its gasification business, which makes systems that generate syngas, to Air Products. Ford And Walmart To Test Driverless Car Deliveries Ford will partner with Walmart to test ways to deliver groceries by driverless car, as the Detroit carmaker struggles to dispel the perception it is trailing rival General Motors in the race to make money from autonomous vehicles. The carmaker announced that it would set up a pilot program with Walmart and Postmates, the delivery start-up, to “explore how selfdriving vehicles can deliver many everyday goods such as groceries, diapers, pet food and personal care items”. Ford is looking at different types of partnerships to help build a selfdriving car business. Last month Sherif Marakby, the head of Ford’s autonomous car unit, told the Financial Times the carmaker was open to working with rivals to expand self-driving services internationally, adding weight to speculation it may partner with Volkswagen on driverless cars. Separately, it is partnering with retailers such as Walmart to gain consumer insights and “strengthen our effort to successfully deploy self-driving vehicles in a way that people actually want to experience — whether they are ordering takeout, groceries or anything else they might need,” Ford said in a corporate blog post. No cash changes hands in the transaction, a spokesman said. “Like us, Walmart believes that self-driving vehicles have an important role to play in the future of delivery, and that true success comes from first learning how individuals want to use them,” Ford said. Ford has completed more than 1,000 deliveries of goods from flowers to dry cleaning as part of the initial phase of building its driverless business, the company said. Deliveries from a supermarket will be “larger and more varied”, it said,


“so we’ll be exploring different vehicle configurations or modifications . . . to accommodate perishable goods or scenarios where our vehicles end up making multiple deliveries on a single trip”. The announcement came as Ford laid out the scope of its driverless car ambitions in Miami, where it plans to demonstrate self-driving test vehicles in real world conditions for journalists on Wednesday. Arcimoto said it completed a 15-car Beta Series in the recently completed third quarter and was onto a 25-car Pilot Series, the final step before retail production. The Pilot Series is significant, Frohnmayer said, because the vehicles will be the first made with custom frame and chassis components made fully in-house, taking advantage of the company’s investments in factory automation. Arcimoto netted more than $18 million in a public offering that closed in September 2017. The company, founded in 2007, leased factory space in Eugene shortly thereafter. As of June 30, it had invested $4.3 million into tooling and manufacturing equipment and expected to spend another $500,000. It’s also spending more on personnel, with the workforce rising from 22, pre-IPO, to 78. The company aims to boost production over the course of 2019, to 200 vehicles per week by year’s end. Thanks to a robust economy, the past few years have been very good for those in the United States who are engaged in manufacturing. But at a shop in the city of Wood Village, just outside of Portland, Oregon, business growth has been nothing short of remarkable. Bob Grover founded his company, which he named Grovtec 12 years ago. Bob had learned everything about manufacturing from his longterm employer, Michaels of Oregon. When the manufacturer of sling swivels was acquired by a leading optics manufacturer in 2005, Bob was tasked with supporting their offshoring of manufacturing to China; even taking several trips overseas to support the company’s manufacturing efforts. Bob says, “We had some issues with offshoring, from quality struggles to time to market delays.” Bob knew that in order to continue to be successful and to support his family, it was time to make a drastic change in his career. He went to his employer’s management team with a proposal. It called for Bob to purchase their machining equipment, and become a supplier, supporting their transition. Bob would accomplish this with the company he was about to form, called Grovtec. They agreed to Bob’s proposal, and Grovtec was founded in 2006 as a small disadvantaged business. In the family run company, Bob’s wife Debbie, Debbie’s sister Pam, and his sons Tyler and Chris supported the business, and are all still active today. Grovtec was 100% a firearms accessories manufacturer but during a down tick in business in 2013 Grovtec made the decision to open their doors to other industries offering production screw machining services and precision swiss turning. “As a start-up we were fortunate to have a good amount of business from my previous employer but the fact was we had all of our eggs in one basket” He continued, “We were tired of struggling with A2Z MANUFACTURING WEST COAST •

Diversification was first achieved with Grovtec’s acquisition of another screw machine company in 2013. The acquisition offered the company additional machines as well as new customers, customers outside of the firearms industry. The following year, Bob’s son Tyler launched Grovtec’s Contract Manufacturing division (Grovtec Machining), a wholly owned division of Grovtec that would support all customers in many different industries, including medical, dental, automation, aerospace, and defense. Bob says, “Through Tyler’s direction, the Grovtec CM achieved sales of several hundred thousand in its first year, and has seen year over year growth ever since. Today, the CM business is more than 10-fold what they were a short 5 years ago, and it now represents more than 40% of the company’s overall revenue. Today, Grovtec is an ISO 9001: 2015 / AS9100 Revision D certified business as well as being ITAR registered. It resides in a 68,000 square foot building that the company purchased and moved into in 2016. “We make new machine purchases every year”, Bob says, “and today we have more than 200 machines on the floor.” What factors make Grovtec more successful than the industry as a whole? In our interview, there were several differentiators that stood out. • The company is competing with manufacturers overseas for many of the large volume, small parts that it manufactures today. “We are committed to our lean


journey”, Bob says, “and when we planned for the build out in our new facility, we enlisted the recommendations of our employees.The layout of the new building is designed to maximize our productivity.” The company has also implemented‘lights out’ manufacturing with its acquisition of automation equipment and focusing on tool life management. • Finding superior employees is a challenge for every manufacturer in the US. Grovtec has taken some very innovative approaches to hiring. Tyler is a millennial himself, and he knows what makes others of his age engaged in this type of work. Tyler says, “We offer flexibility in our workforce, we encourage cross training (which makes everyone’s jobs more interesting), and we have taken some of the best millenials and promoted them into leadership roles. The combination of the senior management team which is comprised of mainly Baby Boomers with the midlevel management team made up of mainly millennials is working very well for us.” • Networking and actively participating in community associations whose goals are to increase the interest and awareness of career opportunities within the manufacturing sector. Today, Tyler sits on the board of the Pacific Northwest Defense Coalition, and is active on such initiatives such as assisting the Center for Advanced Learning on their NIMS accreditation. He is a Co-chair of the East Metro STEAM business engagement team and is also an Ambassador of ‘Gateway to College’, a program designed to help disconnected youth earn a high school diploma and meaningful postsecondary credential. •Grovtec views its employees as its most important asset, and as such, the company offers such employee benefits as tuition reimbursement, profit sharing, and medical, amongst others. The facility is next to the Long Beach Airport and also has two manufacturing buildings, including a 1.1-million-squarefoot main assembly building in addition to other structures. The first bids are due in mid-December, per the report. Douglas Aircraft Co. constructed the factory in 1980s, prior to its name change to the McDonnell Douglas Corp. Boeing acquired McDonnell Douglas in the late 1990s along with the Long Beach site. Boeing, in turn, sold a large section of the property in 2012 to Irvine developer Sares-Regis Group. A portion of the site is now taken by Virgin Orbit. Last month, Boeing reported robust thirdquarter earnings on defense business and commercial aircraft production. The company also upped its 2018 earnings forecast, its full year revenue could exceed $100 billion for the first time. CEO Dennis Muilenberg said during the earnings report that Boeing garnered billions in military contracts during the summer, calling them “important new defense business,” per CNBC. The Navy chose Boeing to develop its MQ-25 unmanned aircraft system and the Air Force gave Boeing $9.2 billion to build its T-X trainer aircraft and $2.4 billion for the MH-139. :2015 Boeing Puts Long Beach Facility Up For Sale Boeing Co. last month put its Long Beach, California facility up for sale, the site where the company once built its C-17 Globemaster III cargo plane.

SolarWorld Americas officially began a new chapter last month with the close of SunPower’s deal to acquire the Hillsboro solar panel maker.

The Chicago-based aircraft manufacturer said the move to find a buyer was “being coordinated with city of Long Beach stakeholders to provide the best opportunity for new businesses in the city,” according to the Los Angeles Times.

SunPower, largely reiterating what it outlined when it announced the acquisition in April, is retooling the SolarWorld plant to manufacture a lower-cost SunPower line of panels beginning in 2019’s first quarter. In the meantime, the factory, which opened under German ownership 10 years ago this month, will continue to make SolarWorld

St. Louis Company Takes Over 37-Year-Old Stainless Tank Manufacturer Big With Brewers Faced with cash flow, sales and other challenges, longtime stainless steel tank fabricator JV Northwest has handed over the reins to St. Louis industrial engineering firm ICC Inc. ICC will continue JV Northwest’s operations in Canby as ICC Northwest, preserving close to 100 local jobs and adding several more. “We are very excited about it, mostly because we were able to not only save all of the 98 jobs that were in the place, but in fact to begin employing additional people,” said Alex Alexandrov, CEO of ICC Northwest. Founded in 1981, JV Northwest long specialized in stainless steel tanks and systems used by brewers, distillers and wine and cider makers. Alexandrov said the two companies, which had worked together before on projects for the Balcones Distillery in Texas and the Templeton Rye Distillery in Iowa, began discussing joining forces a year ago. ICC considered an acquisition, but Alexandrov said a lack of cash, sales and direction kept that from happening. Instead, ICC made a significant cash infusion — nor th of $1 million, Alexandrov said — to keep the operation afloat and now operates the company under an interim management services agreement. ICC Northwest is leasing the former JV NW plant in Canby from the building’s owner. It is also leasing equipment from JV NW. ICC Northwest has already hired an additional eight employees for the new operation. Alexandrov said they are seeking more steel fabricators and welders as ICC Northwest sets its sails for expansion. One Voice submitted comments to the Office of the U.S. Trade Representative (USTR) on negotiation objectives for a trade agreement between the U.S. and Japan, focusing on the removal of non-tariff barriers, particularly in the automotive and medical device markets, currency manipulation, and market access. Nearly half of One Voice companies are direct exporters of goods, however, 82 percent manufacture a product whose end use is for a finished good that is exported. Unfortunately, a significant imbalance remains for our members’ products, which we hope to see addressed in an Agreement. Japan is the third largest auto market in the world, yet one of the most closed to U.S. manufacturers. Imports into Japan account for less than 10 percent of all vehicle sales compared to 55 percent in the U.S. Similarly, the National Trade Estimate report indicates with medical devices, U.S. exports to Japan account for only 23 percent of the $22


billion market. Historically, the Japanese Government has restricted market access by setting discriminating reimbursement rates for U.S. and European medical devices limiting their sales and availability in the Japanese marketplace. Currency manipulation by Japan remains a major concern for U.S. manufacturers and is a significant contributor why many U.S. exports to Japan lag behind those of other nations. Japanese intervention in its currency is an indication of a state-managed economy and gives its manufacturing exporters a significant subsidy and a competitive advantage in the U.S. market. In addition, One Voice’s comments advocated that any agreement must immediately lift tariffs on steel and aluminum from Japan, prevent 232 automotive tariffs, and address existing countervailing and antidumping duties in place on tool steel.The price of steel in the U.S. is now nearly double that of China and $310 more per metric tonne over Western Europe for hot-rolled band steel commonly used in the automotive industry. Most of our members source their raw materials domestically, however, many specialty metals are not available domestically, particularly for tool and die makers and medical device and aerospace manufacturers. An Agreement should also review duties imposed by the Department of Commerce on imported Japanese raw materials in short supply in the U.S. and not further disrupt established supply chains.

U.S. and China Agree to Suspend January Tariff Boost After a meeting on the sidelines of the G20 Summit between the U.S. delegation led by President Trump and the Chinese Delegation led by President Xi, the countries agreed to a 90-day trade truce, suspending scheduled tariff boosts from 10 percent to 25 percent on $200 billion in Chinese goods scheduled for January 1, 2019. However, the rate on these 5,745 items will increase on March 1, 2019, to 25 percent if the President does not believe enough progress is made. In return for the U.S. tariff suspension, the Chinese agreed to purchase an unspecified amount of American agricultural, industrial, energy, and other products. During this 90-day trade truce the countries plan to reach a broader trade agreement by its March 1 deadline. Currently, negotiators are working on an agreement where China, over the next several years, will increase purchases of American goods and services by as much as $1.2 trillion. While negotiators seem optimistic a deal will be reached in time, actions by either country during this period, like last week’s arrest of a Chinese national over alleged violations of U.S. sanctions, could make reaching an agreement that much harder

U.S. to Impose Duties on Chinese Aluminum Sheet Imports The U.S. International Trade Commission (ITC) ruled unanimously that imports of Chinese common alloy aluminum sheet unfairly injured the U.S. aluminum industry.The action allows the Commerce Department to issue antidumping and countervailing duties. GE engineers got that first thrill of seeing their designs take shape in San Antonio in October, when GE partner Southwest Research Institute broke ground on a two-year-old project to build the world’s first 10-megawatt power plant using supercritical carbon dioxide (CO2) instead of steam. “Supercritical” refers to the state of the CO2 that circulates through the system, pushing against the blades and turning the turbine. Carbon dioxide is a gas at room temperature and forms “dry ice” when it freezes. At high temperatures and pressures, it is dense like a liquid but expands like a gas to fill the available space. Smaller pilot projects suggest that supercritical CO2 turbines could be petite enough to fit on a conference table and generate electricity at higher efficiency than steam-powered turbines. The San Antonio plant, developed in partnership with Southwest Research Institute as part of a $119 million project with the U.S. Department of Energy, will be the largest carbon dioxide turbine ever built. It will generate 10 megawatts — enough to power 10,000 U.S. homes — and operate at 700 degrees Celsius. That’s a hundred times more electricity than the 100-kilowatt CO2 plant now operating at Sandia National Laboratories in New Mexico, and 200 degrees hotter. Southwest Research Institute has broken ground on a $119 million project to build the world’s first 10-megawatt power plant using

supercritical carbon dioxide (CO2) instead of steam. “We’re hoping to prove that we can operate at scale with good safety and control systems,” says GE Global Research engineer Douglas Hofer, who developed the turbine. The team will be looking closely at half a dozen control variables that determine how efficiently the turbine is being run — things like the temperature of the CO2 as it enters the turbine, pressure at key valves and the status of materials at key joints and seals. One important goal of the project is to work out precisely how to start the turbine. Just as a turn of the ignition key on a car triggers a series of events — a squirt from the fuel injector, an ignition spark and so forth — starting a gas turbine is a multistep operation. Of course, ramping up a CO2 turbine from room temperature to high temperatures and pressures puts a great deal more stress on components than anything that happens in a car engine. “It’s a thermodynamic power cycle, so the whole thing starts out cold,” Hofer says. “You have to warm it up in a controlled way, avoiding stress on various components.You have to get the right amount of CO2 at the right temperature.When in this sequence do you start rotating the turbine? How do you avoid having liquid CO2 condense, or form dry ice? We’ll be looking at all these things.” Because of the efficiency of supercritical CO2 as a thermal medium, the turbomachinery can be one tenth the size of conventional power plant components, providing the potential to shrink the environmental footprint as well as the construction cost of any new facilities. Once operators have the turbine up and running, the next issue is how to balance the load on the grid, matching output moment by moment to fluctuating demand for electricity. Both conventional and CO2 turbines can adjust their outputs by raising or lowering the temperature of the gas (steam or CO2) that enters the turbine. Operators of CO2 turbines can also adjust the amount of CO2 that turns the turbines. “Because we have the option of changing the amount of CO2 in the loop, which changes the circulation rate, we can get a lower power output with the same turbine inlet temperature,” says Hofer. “That allows us to operate at a wide range of outputs at high efficiency levels.” Hofer expects that GE will start getting data from the new plant in 2020 and finish in 2022. Beyond that, the company may look to applying the lessons learned to concentrated solar plants and next-generation nuclear plants, which use similar closed-loop thermodynamic systems. Although the GE team is two years into the six-year program, research for the CO2 turbine goes back to early work on components as part of a Department of Energy contract begun in 2012. “Our journey,” says Hofer, “has been longer than two years.” A2Z MANUFACTURING WEST COAST •

The 3D-Printed Age: Why This Futuristic Ohio Factory Is Proving Mark Twain Wrong

got people who have come from a variety of backgrounds and have had to re-sculpt their thinking and learn new engineering practices.We wanted to create a learning environment because there’s no playbook for this.”

Mark Twain allegedly claimed that when the end of the world came, he wanted to be in Cincinnati “because it’s always 20 years behind the times.” The quip is funny, but his strategy to ride out Armageddon in the Queen City would backfire today. A case in point is GE’s Additive Technology Center located along Interstate 75 as it bisects the northern suburb of West Chester Township. From the outside, the building looks like many of the low, gray boxes in this industrial area. But step inside through large glass doors and you’ll enter what might easily be the world’s largest and most advanced 3D-printing facility and development center. “It’s not hard to walk into this building every morning and go to work,” says Eric Gatlin, a general manager for GE Aviation focusing on additive manufacturing. “A lot of the things we do here, we are doing for the very first time. I think that breeds a certain amount of excitement, a certain amount of energy, and requires a certain culture.”

Additive manufacturing, also known as 3D printing, allows engineers and designers to print complex metal parts directly from a computer file. The printers here produce intricate fuel nozzles for the GE9X, the world’s largest jet engine; ribbed gearbox covers for the GE Catalyst, the company’s new turboprop engine; alien-looking fuel heaters honeycombed with vessel-like channels; and many other items. The parts are built, step by tiny step, by fusing together super-thin layers of fine metal powder with lasers or electron beams. With the GE Catalyst, the technology allowed the company to combine 855 parts into just 12, reduce weight, simplify the supply chain and maintenance, and improve the engine’s performance. As recently as 2015, the ATC, as GE calls it, was an empty shell that once held a Dell Computers distribution center. At that time, GE had already acquired Morris Technologies, an American additive manufacturing pioneer based in Cincinnati, and used 3D printing to develop an intricate tip for a fuel nozzle in a new jet engine called the LEAP. In 2016, the company followed that acquisition by taking majority stakes in Concept Laser, a German maker of 3D printers, and Arcam AB, which makes printers as well as the special metal powders used for printing. These companies now form the core of GE Additive. Today, the ATC holds close to 90 3D printers, including six of the largest metal printers in the world, and employs 300 designers, machinists and engineers. The site belongs to GE Aviation, but about half of the employees come from GE Additive, a new GE business unit that makes 3D printers and the materials used for printing. Like a skilled matchmaker, GE laid out the ATC in a way that would make these interactions as natural and easy as possible. For example, the facility’s center is a large octagonal office area for workers, who zip in and out to the machines and workstations surrounding it like bees in a beehive. “This is a new industry,” Gatlin says. “You don’t have tenured engineers with 20 years of experience in additive manufacturing.You’ve A2Z MANUFACTURING WEST COAST •

One recent example is a 3D-printed bracket for the GEnx jet engine, which powers many Boeing 787 Dreamliner aircraft. Grimm and Gatlin are particularly proud of this project because it involved using additive manufacturing to redesign an existing part, rather than developing a new component from scratch. “It really represents the power of additive,” Gatlin says. “People sometimes think that 3D printing doesn’t make sense unless you can combine parts into a system. In many cases, that is absolutely where you get the maximum benefit, but there are also instances where simplicity rules. This is one of those cases.” Each GEnx engine has two of these brackets, which hold the engine covers open during maintenance. The traditional method of making them requires suppliers to mill away material from a solid block of aluminum. It works, but it also results in a lot of waste. “We were being charged a significant amount for these parts,” Gatlin says. That’s why last October he and Grimm asked the team at ATC to explore whether they could redesign it, print it on a Concept Laser machine and take it to production in less than a year. “We actually rejected it at first because it seemed too simple,” Gatlin says. “But the more we looked at it, the more we realized the value it represents.” Ten months later, they handed off the production process to the Auburn 3D printing plant. Grimm says they make the bracket on a printer for less than the original price and can now apply that savings to the 2,200 GEnx engines on order. The process, which allowed them to radically reduce waste, also led to a lighter bracket, an important factor for the aviation industry. “The team has been able to find places where they could take material off areas you couldn’t reach with traditional subtractive manufacturing,” Grimm says, adding that a lighter bracket will also lead to fuel savings for airlines. In addition to troubleshooting the production process for existing parts, workers at the ATC are also helping designers develop new parts, vet new machines and test new powders used for printing. “We are making lots of prototypes the designers can test on a test stand and iterate on the design,” Grimm says. “3D printing allows them to move very fast.” The ATC also holds a research and development space where engineers test new features and applications for Concept Laser and Arcam printers. For example, the ATC houses the largest cluster of Concept Laser’s X-Line units anywhere in the world. These machines are the world’s largest industrial printers for metals, but GE Additive is already working to surpass them with Project A.T.L.A.S., a printer that will be able to make part as large as 1 meter in all three axes.

The upgrades have reduced technician fatigue and enabled them to improve workflow efficiency and triple their output to 100 motors a week to meet increasing demand.
