“Honesty and transparency make you vulnerable. Be honest and transparent anyway.” Mother Teresa (1910-1997) I enjoyed one of the most honest responses to an email I sent to a potential customer this past month. When I asked him if he had received approvals to begin advertising, he promptly emailed me back. Here is the short email I received from him... “I am ignoring you for a couple more weeks. Please forgive me.” This response put a smile on my face, though I hadn’t secured a new order! For those of us in sales, and we all are, because we’ve always got to sell customers, internal and external, to make changes in what they are doing today. But it is indeed so refreshing when you get an honest answer, whether it is a “yes”, “not now”, “not ever”, “next year”, etc.Yet so many people believe they can’t be honest, sometimes brutally honest, and yet still be successful. What a concept, honest success. Sometimes it seems that these two concepts are not typically joined. Why? Because success is often an illusion that the business leader has created in his or her own mind, based on his or her perceptions, values and beliefs. According to a recent survey of corporate executives, nearly 90% equated their success with 1) the money they personally made, 2) the money the company made, or 3) the rise in the value of the company stock. The remaining 10% defined success by the “quality” of the products or services they provide, factors related to the “contentment” of the workforce (low turnover) or personal satisfaction in what they do. Actually any leader’s real success is based on other’s perceptions of who they are, what they do, how effective they are, their importance to the organization, and the money they make. So how do we get honest success? Rather than asking yourself how successful you are, you must ask others. Honest success means honest feedback. And just for grins, I looked into companies in our industry that were deemed honest and ethical. Equipment Leasing and Finance Industry Confidence at Two-Year High for Third Consecutive Month The Equipment Leasing & Finance Foundation (the Foundation) releases the May 2014 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI). Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $827 billion equipment finance sector. Overall, confidence in the equipment finance market is 65.4, relatively unchanged from 65.1 last month, peaking at the highest index level in two years for the third consecutive month. When asked to assess their business conditions over the next four months, 31.4% of executives responding said they believe business conditions will improve over the next four months, down from 37% in April. 68.6% of respondents believe business conditions will remain the same over the next four months, up from 60% in April. 34.3% of survey respondents believe demand for leases and loans to fund capital expenditures (capex) A2Z METALWORKER

will increase over the next four months, down from 37% in April. 65.7% believe demand will “remain the same” during the same four-month time period, up from 60% the previous month. 28.6% of executives expect more access to capital to fund equipment acquisitions over the next four months, unchanged from April. 71.4% of survey respondents indicate they expect the “same” access to capital to fund business, and no one expects “less” access to capital, also both unchanged from the previous month. When asked, 40% of the executives reported they expect to hire more employees over the next four months, an increase from 37% in April. 51.4% expect no change in headcount over the next four months, down from 60% last month. 8.6% expect fewer employees, up from 2.9% who expected fewer employees in April. 2.9% of the leadership evaluates the current U.S. economy as “excellent,” 91.4% of the leadership evaluates the current U.S. economy as “fair”. 37% of the survey respondents believe that U.S. economic conditions will get “better” over the next six months, an increase from 34.3% who believed so in April. In May, 45.7% of respondents indicate they believe their company will increase spending on business development activities during the next six months, an increase from 40% in April. 54.3% believe there will be “no change” in business development spending, a decrease from 60% last month. No one believes there will be a decrease in spending, unchanged from last month.

NASA To Test Ways Larger UAVs Can Fly In National Airspace Bloomberg News reported that NASA is using a Predator UAV in flight tests to develop the “sense-and-avoid technology” that will allow large UAVs to safely fly above 18,000 feet where airliners do. Live drills using a Predator and piloted aircraft will begin at the Armstrong Flight Facility in 2015. Chuck Johnson, senior adviser for unmanned and autonomous systems at NASA, said, “You could see down the road aircraft that are very large flying in the national airspace that are either remotely operated or semi-autonomously operated.” The article noted that because larger UAVs can be fitted with the same equipment piloted planes have, it should be easier to incorporate them into U.S. airspace, possibly as early as 2018, according to Johnson. He added, “This is about getting the rules aligned so that any commercial entity can take advantage of them.” A2Z METALWORKER

Lockheed eyes avatars, 3D printing to lower satellite costs Lockheed Martin Corp, the Pentagon’s biggest supplier, is ramping up its use of 3D printing and virtual reality simulators to drive down the huge costs of producing national security satellites and safeguard profits in the face of reductions in U.S. defense spending. The company expects to finalize a government contract to buy two new missile-warning satellites in coming weeks for 40 percent less than projected by Pentagon cost estimators due to changes in its manufacturing methods, plant closures and layoffs. Analysts say the deal will be worth around $2 billion. “We’re trying to find new ways of doing things. We’re leaving no stone unturned,” Mark Valerio, vice president and general manager of military space for Lockheed, told Reuters in an interview at the company’s facility south of Denver. Valerio said Lockheed was pushing hard to continue lowering costs so it could maintain strong operating profits even as lower military spending squeezed revenues. “We haven’t hit a wall yet,” he said. “But that’s when you bring in technology.” He said Lockheed had reached agreement with the Air Force on the 5th and 6th Space-Based Infrared System (SBIRS) missile-warning satellites, and hoped to finalize the details by early July, the comA2Z METALWORKER

pany’s first confirmation a contract is near. Last year, Lockheed signed a deal with the Air Force for a separate program to build two military communications satellites for $2.2 billion, $1 billion less than initially expected. Lockheed, which built the first Titan intercontinental ballistic missile at the Littleton, Colorado, site in 1955, and Boeing Co have long dominated the U.S. government military space market. But the weapons makers are scrambling to cut costs and hold onto their share of the military satellite market, given a downturn in U.S. military spending, and efforts by the U.S. Air Force to bring in new competitors. The cost of military satellite programs has begun to edge lower in recent years, but most bigger satellites still cost upwards of $1 billion to build since it is difficult to achieve the economies of scale seen on weapons with large volumes. Those costs have driven the Air Force to study smaller satellites that would be less complex to build and cheaper to launch, an area that is drawing interest from smaller companies that have long been shut out of the lucrative market. Lockheed executives say additive manufacturing, or 3D printing, could trim the weight of key components on spacecraft, allowing the government to pack on more sensors, or launch satellites on

smaller, less expensive rockets. Lockheed engineers are evaluating which satellite components could be made with an in-house 3D printer instead of sending specifications to outside suppliers. That could save money and bring more manufacturing back to Lockheed, which relies on suppliers to build about 60 percent of its satellites.

The new manufacturing process allows Lockheed to use fine titanium dust to build lighter-weight parts than possible with older machining techniques and reduces waste, said Dennis Little, vice president of production. Valerio said he was confident the government would eventually approve use of 3D parts on the new SBIRS and other military satellites, noting no major concerns had been raised. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ll get there; itâ&#x20AC;&#x2122;s not that hard,â&#x20AC;? he said. Lockheedâ&#x20AC;&#x2122;s interplanetary Juno aircraft, which was launched in 2011 to carry out a NASA mission over Jupiter, carries a part made with 3D printing, and similar parts are used on the companyâ&#x20AC;&#x2122;s revamped A2100 commercial satellites. The same technology helped Lockheed streamline its production process for a new batch of Global Positioning System (GPS) satellites, reducing the number of times the spacecraft must be lifted during manufacturing by 64 percent, and cutting the distance it travels in the factory by 48 percent, he said.

Lockheed is also using a new virtual reality and simulation laboratory at the Littleton site to work through challenges before starting production. The equipment allows human avatars to interact with machines and streamline production processes.

Kush Patel, who heads a small aerospace consultancy, Relative Dynamics Inc, said Lockheed and other arms makers were turning to civilian commercial markets for ideas on how to save money.

Vestas gets order for 48 turbines for Maine wind project; will add Colorado workers Vestas Wind Systems said last month it has a firm order for 48 wind-power turbines for use at a $369 million wind project near Oakfield, Maine. In the same announcement, Vestas said its Colorado factories “are expected to be involved in the manufacturing for this project,” and reiterated its plans to hire hundreds more workers for the Colorado plants. The latest order, from Boston-based renewable-energy company First Wind, is for 48 of Vestas’V-1123.0 MW turbines, each with a capacity of 3.075 megawatts. A crowdfunding effort has raised $125,000 to make contact with a 36-year-old NASA spacecraft that’s been dormant for 17 years. The private project hopes to make course corrections to reuse the International Sun-Earth Explorer 3 probe no later than mid-June, when the craft makes a close approach to Earth. “Next month is crucial to the success of our project. ...The spacecraft gets about the distance from the Earth to the moon closer each day, and now every day the amount of propulsion burn it takes to make the trajectory correction grows,” said Dennis Wingo, co-leader of the project. Manufacturers Have Positive Outlook, Says ISM Survey Bloomberg News reports a survey by the Institute for Supply Management shows that manufacturers are more optimistic about demand and capital spending. Purchasing managers surveyed projected sales to grow by 5.3 percent this year. The survey also reported that manufacturers estimate their spending on new equipment and plants to rise 10.3 percent, and for employment to rise by 1.4 percent. Manufacturers Combat Skill Shortage InVarious Ways 1/16/13 10:45 AM The Inquirer reports that a lack of skill in manufacturing is leaving jobs unfilled, according to a survey by the Federal Reserve Bank. Of the companies surveyed, 50 percent reported “a gap between the skills their businesses need and the skills available in the labor pool.” In order to combat this problem, 40 percent said they were partnering with educational institutions, and a third said they were raising wages. Poll Finds Economists Say Oil And Gas Exports Will Help Economy The AP reports “the vast majority of economists” say that removing restrictions on oil and natural 3/21/14 gas exports “would help the economy even if it meant higher fuel prices for consumers,” according to an AP poll of 30 economists.

One expert interviewed said that industrial companies are showing a real demand and that the nation could be on the brink of the inflection point where the economy takes off. A steadily growing US and European economy coupled with decreases in Chinese growth and political stability have all contributed to a positive economic outlook for manufacturers.

According to the Christian Science Monitor, “an ultrathin wire developed by researchers could someday make today’s flatscreen televisions and tablets look ridiculously bulky by comparison.” The article notes that “by exposing special semiconducting materials known as transition-metal dichalcogenides (TMDCs) to a weak beam of electrons, lead researcher Junhao Lin, a Vanderbilt University Ph.D. student and visiting scientist at Oak Ridge National Laboratory and his team have developed flexible metallic wires that are just three atoms wide.” ORNL’s Wu Zhou said, “Junhao used a scanning transmission electron microscope (STEM) that is capable of focusing a beam of electrons down to a width of half an angstrom (about half the size of an atom) and aims this beam with exquisite precision.”

House Schedules Vote To Permanently Extend R&D Tax Credit

Bloomberg News reports the House of Representatives plans a vote in May that will make the research tax credit a permanent piece of the US tax code. House Republicans announced the plan to extend the credit permanently. The Senate Finance Committee has already voted to extend the credit through 2015, but the House took a different approach to the extension of the credit.

even find a textbook until just recently. The text, however, mainly focuses on the technology and regulation environment revolving around UASs. Yet with some certification, such as that being offered by Rocky, Wilson foresees aviation graduates stepping into jobs that pay $75,000 to $125,000 a year. “Our objective for students is to have a working knowledge of the UAV environment,” he said, using another phrase for the aircraft. Right now, that environment is pretty hazy thanks to a lack of regulation by the Federal Aviation Administration, which is supposed to have regulations out by 2015. But Wilson said the framework for safely operating UASs has already been outlined: don’t fly them at altitudes above 400 feet, avoid conflicts with other aircraft and stay at least five miles away from airports. If UASs are operated above 400 feet,Wilson said the pilots should have some sort of certification. But Wilson said the FAA is like the highway patrol cop pulling over the blatant speeders, the FAA will only go after the most egregious violators. Operators who aren’t thumbing their noses at the FAA or embarrassing the agency won’t be prosecuted, he said, partly because the FAA doesn’t have enough people to go after everyone.

Don’t call them drones: Rocky Mountain College offers course in unmanned aerial systems The future of flight may feature more unmanned aircraft hauling cargo, according to Rocky Mountain College aviation professor Scott Wilson, so he’s helping to train pilots how to operate such unmanned aerial systems, or UASs.

Cameras capable of shooting still photos or video images can be mounted to the UASs, making them useful for photographers and videographers. The Stillwater County Sheriff’s Department recently purchased a UAS that has an infrared camera that can be used to detect the thermal signature of a human during search and rescue operations. “You get 10 times the surveillance for one-tenth of the cost,” Wilson said. “That’s a huge savings.”

“Many of my colleagues say the last fighter pilot has already been born,” Wilson said during a discussion of the classwork.

Because of the video and photography capability provided by UASs, Wilson said surveys have shown the public is skeptical of or concerned about the usage of the aircraft.That’s also one reason the industry never calls them drones — which carries a negative military connotation. He said the biggest problem is balancing the rights of citizens to privacy with commercial operators conducting business.

The class was added to the Billings college’s aviation program this spring, joining what has become a quickly expanding interest in the systems for a variety of applications ranging from agriculture to real estate and search and rescue.

Conservative predictions are that there will be 10,000 UAS operators within the next five years. The problem is that the UAS industry is traveling at “Mach 1,” Wilson said, while the FAA is trying to catch up in an automobile.

For example, in Japan, Wilson said 90 percent of the crop dusting is done by UASs, which can range in size from fist-sized toys powered by batteries to full-sized aircraft used by the military.

Newly graduated Rocky senior Ryan Rojeski helped form the program, which has six small UASs. He hopes to become a Navy fighter pilot and transition into the space program. Rojeski said there will always be a need for pilots, as well as for operators of unmanned aerial systems.

“We figured we had to get something going here at Rocky,” Wilson said. A few other colleges, such as the University of North Dakota, already offer degrees in unmanned aircraft systems. Wilson said when he began looking into offering a course, he couldn’t A2Z METALWORKER

Best in Class Machine Tools Allen says, “Machine tool acquisitions are less costly than employee expenses. If you don’t have the best machine tools that are up and running, then you

are spending more money on people (employees) that are running inefficient equipment that is subject to failure.” Today, the company owns 6 DMG/Mori Seiki machine tools, as well as various other high precision machine tool lines. They can machine parts from 3/16” in diameter to those as large as 18”, depending upon the configuration of the part.Their machine tools enable lights out manufacturing, and today they machine parts 4 hours each day unattended. The company offers its customers superior inspection capabilities, with a Brown & Sharp CMM, and 2 full time inspectors. Their latest machine tool purchase was the DMG/Mori NLX2500SY. Dave Sulak, 16-year tenured Sales engineer for Triad Machine Tool Company, says, “Allen purchased the DMG/Mori NLX 2500SY/700 with counter spindle and Y axis because it offers efficient complete machining in one clamping operation.” He continued, “The NLX2500SY added capacity for A&L Machining and it facilitated ‘gear hobbing’. Until recently, dedicated hobbing machines were the only option for gear production. However it’s not always practical to purchase these machines if your production quantities don’t warrant it. Fortunately, CNC lathes have come into their own in recent years and are no longer just two-axis turning centers. Today these machines can be used for much more than turning. DMG/Mori Seiki NLX2500SY offers a hobbing option for lathes that allows the syncing of the spindle and the milling tool to produce gears or splines.” This latest purchase enabled A&L Machining to bring grinding and hobbing in house. In essence they can do hard turning

(turning a heat treated part for A&L, they can hard turn 62 Rockwell and above) and gear hobbing in one process. For one of their customers, the DMG/ Mori NLX2500SY reduced the number of operations from 5 to 1. Lorrie says, “We were running 3 operations on the part,and then the customer completed 2 additional operations.Today, we are running this complete part in one operation.” She continued, “Not only were we able to machine the part faster with one operation, we were able to improve the quality of the parts we are making. Less operations mean less non-conformances.” The company also recently purchased the Mori Seiki NHX4000 high-precision, high-speed horizontal machining center with a 6-position pallet pull. Dave says, “The NHX Series of high-precision, high-speed horizontal machining centers offers high-speed, high-rigidity and high-precision machining. It also offers improved positioning accuracy by reducing weight of moving parts including a column.Additionally, it has achieved an approximately 40% reduction in total power consumption compared to the conventional models. It was an excellent machine tool choice for Allen and A&L Machining.” A&L Machining also has a MasterCam license, which they purchased from Triad Machine Tool Company. Allen appreciates that Triad is an authorized MasterCam dealer with a full MasterCam training center in-house. The Wall Street Journal reports that new data from the Department of Commerce released last month shows that personal consumption was up 0.9 percent in March, the largest gain since August 2009. Economists surveyed by the Journal had expected a 0.6% increase. In addition, February’s gain of 0.3% was revised upward to an increase of 0.5%. The Journal says that consumer spending is responsible for more than 2/3rds of US GDP growth. Meanwhile, the same report also showed that personal income was up 0.5% in March, more than the 0.4% expected by economists. McClatchy reports that despite the poor first quarter GDP data, “new indicators Thursday gave reason to think that the economy is in better shape than the growth numbers suggested.” McClatchy said that the growth in personal income and spending, combined with ADP’s jobs report on Wednesday, suggested that the economy is rebounding as the second quarter progresses.

Wind powers Xcel Energy to top of the charts — again Xcel Energy Inc. is at the top of the list for the amount of wind-based energy the eight-state utility has on its system, according to a new report from the American Wind Energy Association (AWEA). This is the 10th year in a row the energy company nabbed the top spot. At the end of 2013, Minneapolis-based Xcel had 5,080 megawatts of wind energy on its electricity grid, enough wind power to meet the energy needs of about 2.5 million homes, according to the utility. Wind was about 15 percent of the company’s total energy supply at the end of last year. And Xcel says it expects wind will be more than 20 percent of its total energy portfolio by 2020, the utility said. “Xcel Energy is proud to be among the nation’s leaders in delivering affordable, clean energy from renewable sources,” said Ben Fowke, the chairman, president and CEO of Minneapolis-based Xcel. “We embraced wind energy early because it’s clean, cost-effective and will protect our customers against rising fuel prices in the future,” Fowke said. Nationwide, the U.S. industry ended 2013 with 61,110 megawatts (MW) operating in the U.S. across 46,100 wind turbines in 39 states and Puerto Rico, according to AWEA, based in Washington, D.C. The trade issued its “AWEA U.S. Wind Industry Annual Market Report Year Ending 2013” earlier this month. It’s available here. AWEA said the U.S. has 905 big wind farms operating, and their power production was more than 4 percent of the nation’s electricity portfolio during 2013. The Washington Post reports the Boston Consulting Group issued a report studying the manufacturing costs in the 25 largest exporting countries. The study concludes that US manufacturers have grown more competitive when compared with other major nations over the last decade. Only seven of the 25 countries in the study had lower manufacturing costs than the United States did this year. In one example, manufacturing costs in China went from being 14 percent less to only 5 percent less in the last decade. The report projects that manufacturing in the US will be less expensive than in China by 2018.

The article notes the difficulty of maintaining a large-scale solar plant, using as an example the 290-megawatt Agua Calientie solar plant in Arizona. The plant, which is selling its power to Pacific Gas & Electric under a 25-year contract, “consists of 5.2 million photovoltaic modules spread over nearly 10 square miles,” and “finding a faulty module is a time and labor-intensive endeavor.” The Atlantic highlights the San Francisco start-up Skycatch, which “has developed a small and cheap drone outfitted with a high-resolution camera and various sensors” and can find failing solar modules by using their distinctive heat signature. The article goes on to provide more details about Skycatch drones, noting that the company is also hoping to see them used in the future for “conducting wildlife surveys and detecting when a protected animal has wandered onto a power plant site so it can be removed before it’s hurt.”

Colorado breaks record for annual oil production Colorado energy companies produced nearly 64.1 million barrels of oil during 2013, breaking a record for full-year production that’s stood for nearly 60 years, according to state regulators. The 2013 production also represents a 30 percent increase over the state’s 2012 production — and is more than double the amount of oil Colorado produced in 2008, according to the Colorado Oil and Gas Conservation Commission (COGCC), which oversees the state’s multi-billion dollar industry. Colorado’s oil and gas companies produced a new record of 64,080,502 barrels of oil in 2013, according to the COGCC’s final figures for last year. Of that, Weld County — where billions of dollars is being invested in new oil and gas wells, pipelines, processing plants — accounted for 51,929,899 barrels, or 81 percent of the state’s total production in 2013. In 2012, the state produced 49,308,440 barrels of oil, and Weld County accounted for 36,643,485 barrels, or 74 percent of that year’s total, according to state records. In 2008 — before the latest oil boom hit the state — Colorado’s energy companies produced 29,607,936 barrels of oil. Colorado’s previous oil production record was 61,995,205 barrels, a mark the state hit in 1956, according to the COGCC. New Boeing jets hold key to more than half of future sales

Boeing Co said it expects to finish flight testing its stretched 787-9 Dreamliner in the next two months and deliver it around mid-year, one of six new jets the world’s biggest plane-maker aims to get into service by the end of the decade.

Here are capsule summaries of the status of the three programs:

Boeing will start fabricating parts for its 737 MAX jetliner this year, keeping that new development program on course for final assembly to start by mid-2015 and service entry in 2017, company officials said in media briefings made public last month. The company also is “well along” in choosing suppliers for its 777X wide-body jet, due to enter service in 2020, though officials would not elaborate on the extent of selection. The three jets are part of a major overhaul of Boeing’s product lines that is “harvesting” technology and lessons from the its original high-tech 787 Dreamliner and adding efficient new engines to make 737 and 777 models that burn less fuel, fly more easily and provide passengers with more comfort. Chicago-based Boeing is fiercely competing with new models from European rival Airbus Group NV (AIR.PA) to capture its share of a world jetliner market estimated at $4.8 trillion over the next 20 years. The three jetliner families will account for more than half of Boeing’s commercial plane sales over 20 years, said Scott Fancher, senior vice president for airplane development. “What we have in work today really is the future of Boeing Commercial Airplanes,” he said.

787-9 and 787-10 Boeing said the Hybrid Laminar Flow Control system on the tail fin and horizontal stabilizer of the 787-9 produced “significant” reduction in aerodynamic drag in testing, but the company declined to be specific. Boeing plans to use HLFC on the 787-10 but has not decided if it is worth putting on future 787-8 models, said Ed Petkus, deputy chief project engineer for 787 airplane development. Fancher said Boeing assembly lines in North Charleston, South Carolina and Everett, Washington, would provide flexibility about where to assemble 787-9 and 787-10s, although he declined to say if North Charleston would build either model. The 787-10, which is undergoing detailed design, will cost 10 percent less to operate than the Airbus A350-900 on a per-seat basis and will have at least 26 more seats, said Jim Haas, Boeing’s director of product marketing. Airbus said in response that the A350 offers 6 percent better fuel efficiency than the current 787-8. 737 MAX While still under development, the 737 MAX is “meeting or exceeding our performance targets,” including 8 percent lower fuel consumption than the Airbus A320neo on a per-seat basis, when configured with 12 more seats, said Keith Leverkuhn, 737 MAX general manager.

Boeing is redesigning the 777X and 737 MAX cockpits to make them mirror the 787 design, including larger displays and other features, making it easier for pilots to move from one aircraft type to another and reducing airline costs.

The Denver area’s job growth comes amid consolidation for parent company Lockheed Martin Corp. nationally. Late last year, the company decided to close the Newtown manufacturing site and move the commercial space business done there to new cleanrooms and offices at LMSS headquarters. Out of about 1,000 workers in Newtown, 350 of them chose to move with their jobs, Hamel said. They’ll add to about 3,900 people working for LMSS locally. About 200 of the relocated LMSS workers will focus almost exclusively on commercial satellite production, design and engineering and related work. The remainder will primarily be tied to commercial space projects but share their expertise across other civilian and military projects at LMSS, Hamel said. LMSS’ commercial imaging satellite technologies are primarily produced at the division’s site in Sunnyvale, California. More than 40 Lockheed commercial satellites have launched in the past couple decades, and they’ve amassed more than 400 years of combined in-orbit service, Hamel said.

Lockheed Martin Space Systems adding hundreds of commercial space jobs to Colorado HQ Lockheed Martin Space Systems Co. will start adding hundreds of jobs in commercial satellite design and manufacturing to its headquarters campus southwest of Denver next month. The large space contractor, the area’s largest private-sector aerospace employer, is relocating 350 employees from its Newtown, Pennsylvania, site to its headquarters near the mouth of Waterton Canyon in Jefferson County. University of Denver to break ground on $41M STEM facility

The Middle East and North Africa markets are attractive to Western suppliers because governments there generally are open to contractors’ sales pitches before they settle on what equipment they want, said Aleksandar Jovovic, a senior associate at Avascent. “These governments tend to not write long RFIs or RFPs, they tend to look to industry for solutions,” he said. “It’s a ‘shapeable’ market where customers are looking to be educated on what’s out there.” Top-line defense spending in the Middle East and North Africa, led by Saudi Arabia and the Emirates, will top $120 billion per year by 2016, with roughly one third destined for procurement of new weapons, he said.

Nearly $100 billion in defense sales are up for grabs in the Middle East and North Africa through 2019, along with tens of billions of dollars in services and support contracts, according to new estimates by the consulting firm Avascent.The region’s largest spenders are Saudi Arabia, the United Arab Emirates, Qatar, Iraq and Algeria. “SOFEX looks to be pretty active this year,” saidTheodore Karasik, director of research and consultancy at the Institute for Near East and Gulf Military Analysis, based in Dubai. Every country in the Middle East is shopping for some type of military equipment, Karasik said during a conference call with analysts. Besides rockets and small arms, the most sought-after items at this year’s show are mine-resistant armored trucks and special operations helicopters, he said. “Oshkosh is doing a great job selling their products in the region,” Karasik said of the Wisconsin-based manufacturer of military trucks. The Middle East is experiencing “monumental changes” as governments face both internal and external threats, he said. A drastic drop in oil prices would put the brakes on arms procurement, he said. And small countries, although wealthy, can only absorb so much equipment. Patrick N.Theros, former U.S. ambassador and currently president and executive director of the U.S.-Qatar Business Council, said instability in the Middle East is here to stay. “The Arab Spring is not a short term event,” he said during a conference call. Theros compared it to the European revolutions of 1848. It started out as a wave of rebellions that were crushed, but set off about 100 years of war, he said. “I don’t know that it will take 100 years in the Middle East,” but unrest will be lasting. This will be a rolling revolution,” said Theros. Governments in the past worried about outside invasions or attacks whereas now the greater threat to their survival will be internal. For U.S. weapons manufacturers, Saudi Arabia has been a promised land of sorts. Now the world’s fourth largest military spender, the kingdom has become a key customer for U.S. arms suppliers. One of the Pentagon’s top contractors, Northrop Grumman Corp., launched a new venture called Northrop Grumman Aviation Arabia, in partnership with local firms, to supply aviation support services. “We are looking for professionals to join the NGAA team in Saudi Arabia,” says the company’s website. The United Arab Emirates, too, have been a prime customer for U.S. firms. They are a tough buyer, though, because they demand significant work share, or “offsets,” as a condition of sale. That means arms sellers must invest in the country, generate jobs and share technology. Between 2011 and 2013, Western firms accumulated about $91 billion of offset obligations just with Saudi Arabia and the UAE, according to Avascent. Nasa says new spacesuit one small step towards sending mankind to Mars Nasa unveiled its latest prototype spacesuit last month, after opening the decision to an online vote. The “Technology” design accrued just over 63% of the vote to overtake the competing designs, “Trends in Society” and “Biomimicry,” to become the newest Z-series suit. More than 230,000 votes were cast in the competition to determine the design of the Z-2 suit, which closed on 15 April. This suit will be the first suit tested in full vacuum conditions at Nasa’s John Space Center in Houston, where it will also be tested in a pool and on a false Mars surface. Nasa will build the suit using 3D human laser scans and 3D printing hardware. The winning design is expected to be ready for testing in November 2014. It builds off of tests on the Z-1 series Buzz Lightyear-esque design to make the Z-2 closer to being space-ready. Z-series suits are not intended for flight because they lack the high-performance materials needed for extreme space environments. The demonstration took place at an airstrip near the National Museum of the U.S. Air Force atWright-Patterson Air Force Base, Dayton, Ohio. “In our work for the Air Force, we’re engineering technologies to prevent and lessen future injuries by learning how humans can effectively interact with machines,” said Tim Choate, Aerospace & Cyberspace Technologies senior business manager, Ball Aerospace. “These technologies are designed to restore independence and enhance warfighter autonomy, and have the added benefit of introducing a new generation of mobility and safety technologies that are critically important for disabled individuals.” Ball Aerospace led the creation of the human-machine interface and the driver guidance system that are key elements of the SAM Project. The Ball engineering team identified the driver’s abilities and matched them to what is needed to drive the car. Critical to this process was determining the optimal combination of machine-controlled and human-controlled functions. Mr. Schmidt was severely injured in an IndyCar accident 14 years ago that left him with no mobility from the shoulders down. Despite his injuries, Mr. Schmidt has the ability to move his head, which will allow the Ball team to convert the driver’s head movements into computer commands. These commands flow to the SAM vehicle’s central processor, to control the car’s steering, acceleration and braking. The SAM Project is a collaborative venture between Ball, AFRL, Arrow, Schmidt Peterson Motorsports, and Falci Adaptive Motorsports.The race car is the first of its kind developed to be driven on a race track and controlled only by an individual’s head. Schmidt will officially demonstrate the SAM vehicle at speed at the Indianapolis Motor Speedway later this month. ATK Secures 300 Win. Magnum Ammunition Contract with U.S. Army ATK announced it was awarded a Fixed Price Indefinite Delivery/ Indefinite Quantity (IDIQ) contract from the U.S. Army for the production of Mk248 Mod 0, 190-grain and Mk248 Mod 1, 220-grain 300 Win. Magnum (Win Mag) rifle ammunition. The Army has selected this ammunition for primary use in its M2010 Sniper rifle. The five-year 300 Win Mag ammunition contract is in its first year. The contract has a total of five 12-month ordering periods. DroneCast, based in Philadelphia, lets advertisers fly 6-feet-long, 2-feet-wide banners in the city 25 feet above the ground. The Federal Aviation Administration has attempted to ban commercial drones, but they keep popping up. “They warn you and inform you of the regulations,” said Jack Supple, CCO of Pocket Hercules, which promoted beer delivery via drones. “The next level is a stiffer warning. New Marine helicopter to be unveiled The first flight-test version of the U.S. Marine Corps’ new CH-53K helicopter will soon be unveiled to the public, a key general said. The “rollout” ceremony will occur at a Sikorsky Aircraft production facility in West Palm Beach, Fla., said Brig. Gen. Matthew Glavy, assistant deputy commandant for aviation for the Marines, who spoke at the Center for Strategic and International Studies (CSIS) in Washington, D.C. Flight testing of the new aircraft is scheduled to begin later this year. The CH-53K is being developed to replace the Marines’ aging CH53E Super Stallion heavy-lift helicopter. The Marines plan to buy 200 CH-53Ks and begin fielding them in 2019 to transport troops, equipment and supplies from ships to land.

The new bomber is described by the Air Force as vital to reaching far-flung, heavily defended targets worldwide. The service has said it may buy as many as 100 of the new aircraft in a program that may top $55 billion, generating billions of dollars in revenue for the contractor chosen to build it. Bethesda, Maryland-based Lockheed, the biggest U.S. government contractor, and Chicago-based Boeing, which is No. 2, said in October that they planned to bid on the project as a team. Northrop Grumman, which has the advantage of its experience on the B-2, hasn’t announced that it intends to bid. The report does doesn’t incorporate the constraints of the automatic budget cuts called sequestration, which are scheduled to resume in fiscal 2016.

In addition to funding for bomber programs, the Pentagon report, “Annual Aviation Inventory and Funding Plan” for fiscal years 2015 to 2044, outlines long-range plans for fighters, drones and helicopters. It anticipates continued purchases of Lockheed’s C-130J transport plane, buying 32 more by 2021 for use by special operations forces as AC-130 gunships. In addition, the Marine Corps will continue to purchase the aircraft, the first version of which flew in 1955, made at Lockheed’s Marietta, Georgia, facility as an aerial tanker, “expanding its inventory of this aircraft, which has proven its combat effectiveness and reliability.” Boeing’s P-8 Poseidon reconnaissance aircraft didn’t fare as well. The Pentagon said in the report that the Navy, “compelled by fiscal restraints,” has cut its planned inventory to 109 from 117. The report also outlines steps the Navy is taking to make up for delaying the purchase of 33 F-35C aircraft from Lockheed beyond fiscal 2019 for budget reasons.

These include extending the service lives of 150 Boeing F/A-18A-D jets and accelerating the conversion of older F/A-18C models into the newer E/F jet. The Navy also is undertaking a program to extend to 9,000 hours the current 6,000-flight-hour life of the E/F aircraft.

A $17.8 billion submarine contract, the biggest weapons deal announced by the U.S. military in more than a dozen years, kept Pentagon awards from sinking last month.
