Patience is a beautiful virtue, unquestionably. Unfortunately it is an attribute that not all of us innately have. And it is not one I can boast about. But, alas, I do try, and I’ve had to exercise this skill recently with more travel than I usually do. So, I love my Sudoku, and I am now reading more. And then?

What a spectacular country we live in! It is springtime, and many places in our great United States are now experiencing their most beautiful season with flowers blooming everywhere. Since last issue, I have spent time in San Jose, California; Idaho Falls, Idaho; Portland, Oregon: Phoenix, Arizona; Dallas, Texas and Salt Lake City, Utah. In the last couple of months, Kim and I attended the Pacific Machine Tool Show in Portland, Oregon and the Design2Part Show in Santa Clara, California. We met many of our current customers, and so many new people who will become subscribers to our magazines. We so enjoy these opportunities to meet with so many in the industry! Still, while I have been to many of these locations over years in business, Idaho Falls was a first for me. And it was stunning! I traveled numerous times to Santa Clara, CA during my 9 years while working at Intel. Since we launched the Rocky Mountain edition of the A2Z Metalworker, I frequent Salt Lake City, as it is such a key city for the Rocky Mountain magazine. I lived in Dallas, Texas for many years, but haven’t been back in the last 14 years, until this issue. But I am delighted when I am asked to do an article on companies in less traveled locations in Idaho, Montana and Wyoming. I booked a hotel overlooking the falls in Idaho Falls, Idaho, and it just made me smile. I took many pictures of the landscape, and I felt compelled to make one of them part of the cover. I hope that you enjoy the articles in this issue. One company, a small 4 person shop, is making a business by two sons, one that their father, a race car driver, started in Idaho Falls. Another, a shop in Phoenix, Arizona, is doing such great things with their gold plating and metal finishing, now NADCAP accredited, that they wanted to share the news in the Rocky Mountain Region. And while heading back from Idaho Falls to Salt Lake City, I stopped in on a manufacturing company in Blackfoot, Idaho, that grew from 1 person to more than 350 employees in less than 20 years, with the founder still active! It was inspiring. Many of the machine tool dealers in the magazines say business was record breaking in 2012, and that it continues to be very strong this year. And all of this helps us to feel confident that manufacturing is a viable industry in our country, not just for those in it today, but also for those who are just entering the workforce. At this time, many of you are celebrating your new graduates, whether they are just finishing high school, college, or an advanced degree.Thank goodness, the environment for them is so much better than it was a few years ago. Let us all help them to continue on their paths to success. So for those who can benefit from it, practice patience! I promise to. Until next issue, I wish you success and happiness, and God Bless our Troops!

Hexatron.Engineering.Company.Celebrates. 31.Years.In.Business Hexatron Engineering Company is celebrating its 31st year in business. This engineering, design, and manufacturing company was founded by Cy Williams, a degreed mechanical engineer. He has built his company and reputation on its expert design capabilities. The U.S. Air Force has contracted with Hexatron Engineering many times to reverse engineer parts and manufacture spares at a much more economical cost then previously possible. For the 25 years, Hexatron Engineering has been a licensee of Boeing Aircraft Company and has been manufacturing the aircrew seats used on the DC 9 and DC 10 Cabin Attendant and Crew Seats. Cy says that if you use aluminum molds you should explore the possibility of HEXALITE, a proprietary treatment that could save you in both material and labor costs. This treatment makes it so nothing sticks to the surface of the aluminum part(s). The HRC210 from Haas Automation is a high-speed, cam-driven rotary table that provides cutting and indexing speeds up to 830°/second. It provides 110 ft-lb (149 Nm) of spindle torque for synchronous 4-axis machining, and has a pneumatic brake that yields 134 ft-lb (182 Nm) of holding torque for stationary work. Indexing accuracy is ±20 arc-sec, with repeatability of 4 arcsec. The 8.27” (210 mm) platter of the HRC210 has a center height of 6.000” (152.40 mm), with a 2.00” x 1.91” deep (50.8 mm x 48.5 mm dp) pilot bore and 1.77” (45 mm) through hole. Six radial T-slots simplify fixture and workpiece mounting, and both manual and pneumatic tailstocks are available for additional workpiece support. The HRC210 is driven by a highperformance roller cam system that uses a high-torque servomotor to drive a globoidal cam meshing with cam followers equally spaced around the diameter of a roller gear. Needle bearings in the cam followers provide smooth contact with the cam, and a precision-engineered cam profile ensures accurate speeds and motion. Because the roller drive is preloaded during assembly, the system yields high stiffness, high torque, and high speeds, while providing low wear characteristics and reducing maintenance.

Gold Tech Industries, an ISO:9001/AS9100 Rev. C, Precision Plating and Metal Finishing Company, Is Now Fully NADCAP Accredited! Gold Tech Industries knows that to continue to service their customers, they must embrace continuous improvement. In 2011, they achieved ISO:9001/AS9100 Revision C certification, then in 2012, NADCAP accreditation for three of their special processes. This year, they took the next step to achieve NADCAP accreditation on all 10 of their special processes. This ITAR registered company is preparing to celebrate its 30th year in business and is a recognized leader in precision plating and metal finishing applications for the aerospace, defense, automotive, commercial, telecommunications, and semiconductor industries.Their customers are located throughout the world, and they include Boeing, General Dynamics, Honeywell, Lockheed Martin, Raytheon, and Northrop Grumman. The team at Gold Tech that spearheaded the rigorous NADCAP accreditation includes: Brett Malacky, Project Manager; Julie Flickinger, Quality Manager; Mark Duschek, Environmental Compliance Manager; and Daren Hess, Technical Process Manager. Mark says, “We knew the accreditation to 10 processes was going to be a challenge, as we had been through it just over a year ago for 3 processes. It was, indeed, more than 3-fold the effort, but we are so excited that we can now offer these accredited processes for all of our customers.” Brett added, “We know that our customers, the Prime Contractors and their supply chains, had made NADCAP accreditation a requirement, and we achieved the accreditation as part of our commitment to continuous improvement and superior customer service.” The company built its reputation on superior product quality, cycle time, and customer satisfaction. This position in the industry has, in part, resulted from the company’s ability and willingness to respond to challenging proposals involving exotic base materials, unique design configurations, and intricate plating and masking requirements. Brett says, “We successfully accomplish these challenges because of the expertise of our staff, and our management team has a combined 171 years of tenure with the company.” Gold Tech’s NADCAP Accredited Metal Finishing & Plating Processes GoldTech Industries’ Aerospace Division works with the following substrates: Aluminum, Copper, Mu Metal, Steel Alloys, Beryllium Copper, Hastelloy, Nickel Alloys, Silver, Brass, Invar, Kovar, Tellurium Copper, Inconel, Monel, and Stainless Steel. Alliant Techsystems (ATK) has been awarded a contract for the supply of a low-cost, lightweight, precision-guided missile for evaluations by the US Special Operations Command (USSOCOM), as part of the Defense Acquisition Challenge (DAC) program. Under the terms of the $3.2m contract, ATK will deliver its guided advanced tactical rocket (GATR) and precision-guided rocket launcher (PGRL) for both environmental and operational evaluation on the USSOCOM’s MH-60L/M rotary-wing platforms. Manufactured in collaboration with Elbit Systems, the GATR is a 70mm precision system designed for air-to-ground and ground-to-ground missions against soft, lightly armoured, stationary, moving and manoeuvring targets, and for military operations in urban terrain. Incorporating a semi-active laser seeker similar to the one used in combat-proven joint direct attack munition (JDAM), the system enables pilots to lock-on targets before launch to ensure engagement of only the target of interest, with minimum collateral damage and at reduced operational costs. Compatible with the existing 2.75in rocket-launcher hardware, the system features a digitally fused M282 multi-purpose warhead that is programmed from cockpits to provide super quick, point detonating fusing to defeat soft targets or delayed fusing for hardened targets penetration. Available in three, seven and 19-tube versions, GATR is launched from PGRL digital launcher, and supports seamless integration into all fixed and rotary-wing platforms using existing digital and analogue fire control systems to offer digital stores management for all loaded weapons.

Manufacturing.Sector.Is.Making.A.Comeback The Washington Post reports Caterpillar, General Electric and Ford are among the manufacturers “that have announced that they’re shifting some manufacturing operations back to the” US. Economists “are debating whether these stories are a blip - or whether they signal the beginning of a major renaissances for” the manufacturing sector. Optimists “counter that the logic of a coming renaissance is impeccable. Besides the shrinking wage gap between China and the United States, the productivity of the American worker keeps rising. And the surge in shale gas drilling gives the United States a wealth of cheap domestic energy to bolster industries such as petrochemicals.”

New.Technologies.Will. Lead.To. More. FuelEfficient.Planes National Geographic News reported that while the Boeing Dreamliner is currently the most fuel-efficient commercial plane, researchers are already looking towards new technologies that go beyond it. These include the geared turbofan engine, set to debut in June on the Bombardier CSeries plane, new composite ceramics, a “double bubble” fuselage being designed by NASA and MIIT that will be wind tunnel tested at the Langley Research Center later this year, the “flying wing” concept NASA has been developing with Boeing through the X-48 program that just ended this month, and Reaction’s Sabre engine with its high-speed heat exchanger.

GE.To. Use. 3D. Printing.To. Manufacture. Jet. Engine General Electric’s aviation division, the world’s largest supplier of jet engines announced that it would start manufacturing a complex fuel nozzle with “additive manufacturing,” instead of traditional casting and welding. To build the fuel nozzles, GE machines will shoot laser beams into a bed of cobalt-chromium powder, melting it into individual layers of metal only 20 micrometers thick. Traditionally, the palm-sized part requires welding 20 small pieces together and often results in a lot of wasted material. This 3D printing process uses less material and

therefore reduces production costs. The parts will also be lighter, which GE hopes will yield significant fuel savings.

Automakers.Turn.To. Lighter. Materials,. Innovative.Engineering.To.Build.Lighter.Cars The Detroit News reported, “Automakers are turning to lighter materials and innovative engineering to build cars that weigh less.” Automakers “increasingly are turning to advanced high-strength steel to reduce weight in body structures.” Greg Schroeder, research engineer for the Center for Automotive Research, “expects to see more use of aluminum. Automakers also are making smaller and more efficient engines, which have the added benefit of weighing less.”

Amtrak.Unveils.First.Of.70.New.Locomotives The AP reports, “Amtrak has unveiled the first of 70 new locomotives, marking what the national passenger railroad service said it hopes will be a new era of better reliability, streamlined maintenance and more energy efficiency.” The AP notes that “on a broader scale, the new engines displayed could well be viewed as emblematic of the improving financial health of Amtrak, which has long been dependent on subsidies from an often reluctant Congress.” Meanwhile, “Amtrak said it will be able to pay back a $466 million federal loan for the locomotives over 25 years using net profits from the Northeast Corridor line, where ridership hit a record high last year for the ninth time in 10 years.” A2Z METALWORKER

Steen & Sons, Tucked Away in Idaho Falls, Idaho, Epitomizes Automation in Manufacturing. Period. years of training to be an expert machinist, many under the tutelage of his uncles in Southern California, Roy, who had moved his family to Idaho Falls, opened his own shop in 1975. He called it “Steen & Sons”, even though his first son Clayton was only a young baby and Josh wasn’t yet born. Clayton says, “He named the business for the sons he knew he would have.” Roy and his wife had 2 sons and 2 daughters. Roy Steen, founder and past owner of Steen & Sons Machine Shop, was a long term Smith Machinery customer. Clark Smith, owner of Smith Machinery says, “Roy would call almost every week just to check in. He loved talking to our office staff; Dorothy, Sue and Mindy. He always opened the conversation with “What are you doing?” About 10 years ago, he called to talk to me. Instead of his standard greeting Roy asked, “Clark, how many hours are there in a week?” Before I could answer Roy replied that there were 168 hours in every week. Then quickly followed with; “How many hours do you think our Mazak Multiplex was cutting parts in auto operation?” Again before I could answer, he said “164!” “Roy reported that during the last week, the Multiplex 6200Y (equipped with a barfeed capable of holding a full 5,000 lb. bundle of material) required only about 4 hours of operator attention; to add coolant, to adjust some offsets and to change a few inserts”. Roy was an amazing machinist, yet this accomplishment pleased him to no end. And that is what makes Steen & Sons such an extraordinary machine shop. Automation to the “nth degree.” Sadly, Roy passed away just a few months ago, but fortunately he brought his sons Clayton and Josh into the business many years ago. Clayton and Josh both agree, “We miss him every day.” Roy must have been clairvoyant. After many A2Z METALWORKER

The boys were both involved in the family business at a young age. Clayton says, “I always knew I wanted to be a machinist, and that is what I did during high school and then full time for the company once I graduated.” Josh says, “I wanted to be an accountant, and started college to pursue this career, but I found that I valued working full time and earning an income more.” Today, Clayton follows in the footsteps of their father, as a master machinist (many say the father and son are gifted machinists), and Josh is able to capitalize on his skills with managing the financials of the business. Both Clayton and Josh team up to quote any new work. Sadly, Roy suffered from a number of illnesses beginning more than two decades ago. Clayton and Josh, by necessity, had to take over the day-to-day operations of the company since

they were in their early 20’s. “We learned from the best in Roy”, Josh said, “and we were forced to become very active early on.” The company, while still a small shop in the small town of Idaho Falls, has done some remarkable things and has some outstanding qualities. Here are just a few: Production Parts The company has been manufacturing production parts for a number of years. Clayton says, “We make complete roller lifters for aftermarket high performance automobiles. There are less than a handful of shops located throughout the United States who manufacture this product.” Josh says that Roy secured this business years ago through his connections in the drag racing world. Roy was a chassis builder in the early 1960’s at Frank Huzsar’s Race Car Specialties and a partner in the exotic Herbert, Hampshire & Steen dual-F85-powered fuel dragster - the first in a long series of projects for the Herbert family, which further included Chet’s fourengine, 6,000HP streamliner (nicknamed the “Herbertliner”). Roy and Clayton were drag racers, and Clayton’s two sons, Alex (16 years old) and Chandler, at 12 years of age, are now 3rd generation racers. Clayton says that so far, the 3rd generation is the most successful in terms of race wins. Josh’s daughters, one who

is 5 and the second who is 8 years old, are still too young yet to become racecar drivers. Range in Part Sizes and Quantities While the company supports production runs in the quantities of up to 50,000 parts per year, they also regularly support custom designs with engineering and machining of prototypes. Clayton finds the prototypes especially exciting because it challenges his product design expertise. Josh says, “Our part sizes range from very small, of the size where you could fit hundreds into your hand, to cylinder heads and other large parts for the nuclear industry (pictured above) that weigh thousands of pounds.” High Tech Equipment and Operation Roy purchased superior equipment early on, and his purchase choices were largely determined by the honesty, fair terms and “after-the-sale” support his company would receive from their machine tool dealer (Smith Machinery). Josh says, “Roy started buying equipment from Smith Machinery nearly 40 years ago, and whenever we can, we purchase from them.” Clayton continued, “During the 1980s, when the economy faced a downturn and Roy suffered from an illness, the company was struggling with bills. Smith Machinery was one of a few of our suppliers who really worked with Roy to help get the debt paid off. Josh and I will never forget the companies who helped us when we needed it.” The company really values Mazak machine tools, and this is evident from the number of machines they own today.Their turning machines include a Mazak QT-8N, QT-15N, QT6G and QT-30 plus two multi-tasking, twin spindle, turn/mill centers a QTN-100II-MSY and the Multiplex-6200Y. They also have several Mazak machining centers, a VTC-16C and two Nexus Vertical Machining centers, a VCN-410A and the popular VCN-510CII. Clayton says, “Our Mazaks have enabled our ability to run lights out 24x7. We do this for our production runs, and it really enables us to be very competitive in our pricing. Plus, we are living in a low cost of living area, and this too makes our pricing outstanding.” For more information on Smith Machinery’s premier line of machine tools, go to www. smithmachinetools.com or call them at 801-263-6403. Utah. named. Best. State. for. Business.three.years.in.a.row Third time’s the charm! Forbes has picked Utah as the Best State for Business for the third year running. How’s that for bragging rights? Since 2006, Utah’s economy has expanded 2.3 percent annually. This makes Utah’s economy fifth best in the nation, and our economic outlook is one of the most optimistic as well. Several things make Utah ideal for both existing and new businesses, including the five percent flat corporate tax rate, a favorable regulatory climate and the state’s talented labor force. A big draw for companies is Utah’s young, educated workforce. A third of the state’s workforce is bilingual (according to EDCUtah), and that is a major perk for companies wanting to gain a presence in the global market. This fact likely stems from many people learning a second language while abroad on Mormon missions. Utah’s regulatory environment also ranked in the third spot. “Utah is less likely to reward frivolous lawsuits or hand out excessive judgments,” says report co-author Jason Sorens. “Utah’s health insurance regulations are generally light, resulting in less costly policies and more choice for people in the small group and individual markets.” Another plus is that energy costs in Utah are 29 percent below the national average. Utah is also one of seven states to maintain a triple-A

beyond low-earth orbit.

ATK has successfully completed its solid rocket booster Preliminary Design Review (PDR) with NASA for the new Space Launch System (SLS).The PDR milestone indicates the booster design is on track to support first flight of the SLS in 2017. The SLS vehicle will support NASA’s human spaceflight exploration to all destinations

“This is a tremendous milestone for ATK as we work toward building the boosters for our country’s Space Launch System,” said Charlie Precourt, vice president and general manager of ATK’s Space Launch division. “NASA’s SLS will enable human exploration for decades to come.” With the successful completion of PDR, the SLS booster design can now proceed with the associated activities required to advance the design toward Critical Design Review (CDR). Additionally, a ground static firing of qualification motor-1 is planned for later this year at ATK. “The booster PDR was successful and speaks to the importance of a collaborative design process with our NASA customer” said Fred Brasfield, ATK vice president, Next-generation Booster. Scientists have found what may be the most environmentally friendly galaxy ever seen, a galactic star factory that operates with a nearly 100-percent efficiency rate. It is located about 6 billion light-years from Earth. NASA unveiled the galaxy discovery last month, one day after Earth Day, and dubbed the distant galaxy, called SDSSJ1506+54, the “greenest” ever seen. It was spotted by NASA’s Wide-field Infrared Survey Explorer (WISE) telescope. Most galaxies use just a small fraction of their available fuel to make stars, but SDSSJ1506+54 is quickly consuming all its gas for star formation. And while stars tend to form in discrete knots of activity in the spiral arms of most galaxies, in this case, gas has collected in the galaxy’s center, where a furious riot of star formation is taking place. “We are seeing a rare phase of evolution that is the most extreme — and most efficient — yet observed,” astronomer Jim Geach of McGill University, who led the study, said. New stars form when gas condenses under the weight of gravity, squeezing atoms to the point that nuclear fusion ignites. But when stars form, their powerful radiation blows gas outward, counteracting the condensing action of gravity, making it harder for the gas around them to form new stars. This effect limits the maximum possible rate of star formation, even in galaxy SDSSJ1506+54. The researchers first noticed the galaxy in all-sky survey data collected by NASA’s WISE space telescope, which ended its mission in 2011. In infrared light, the galaxy glows with the brightness of 1 trillion suns.

NASA’s administrator tried to reassure wary lawmakers his agency isn’t foot-dragging on developing a rocket to take astronauts into deep space by the next decade. “We need a 70 metric-ton vehicle and we are on schedule, on target and on cost to provide that 70 metric-ton vehicle,” Charles F. Bolden Jr. told members of the Senate Appropriations subcommittee that oversees NASA funding. NASA is asking for $17.7 billion for fiscal 2014, which begins Oct. 1. That includes $2.73 billion to develop the Space Launch System (SLS) consisting of an Orion multi-purpose crewed vehicle and the deep-space rocket that will carry it. Bolden said SLS remains one of the agency’s top three priorities, along with development of the James Webb Space Telescope and replacement of the shuttle, known as the Commercial Crew program. NASA simply doesn’t need more than the $2.73 billion it’s asking for SLS, he told subcommittee members. “We are confident that we can carry out his program with the budget that we had requested.” he said.

“We believe we can have a negotiation settlement” by May 31 “followed by final contract award in June,” Air Force Lieutenant General Christopher Bogdan, manager of the Pentagon’s F-35 program, said. The Pentagon has worked to protect the F-35 from the federal spending cuts called sequestration. Some of the money for the next group of fighters already has been obligated, sparing those funds from the across-the board reductions. Other funds may be subject to the cuts, which Air Force, Navy and Pentagon officials continue to assess. The F-35’s estimated cost for a fleet of 2,443 aircraft has risen to $395.7 billion, up 70 percent from $233 billion in 2001 in current dollars, according to the Pentagon.

The contract may be valued at about $9 billion, according to a person familiar with negotiations between the Pentagon and Lockheed who declined to be named discussing the private talks. The number of F-35s may rise to as many as 71 if orders from other nations are included.

Bogdan, who has pressed Lockheed to do a better job containing costs for the F-35, said the Bethesda, Maryland-based company will absorb a greater share of any overruns than under previous contracts. Bogdan gave a generally upbeat assessment of the F-35’s progress in his statement. “The basic aircraft design is sound and we can deliver on our promises,” Bogdan said. “Our progress continues at a slow but steady pace.” Frank Kendall, the Pentagon’s chief weapons buyer, told reporters that “I feel much more comfortable” about the F-35 program than “I did a year and half ago.” Lockheed Martin’s performance since a strike of its aerospace workers ended in July “has been fairly stable and the program has seen marked improvement in design stability,” Bogdan said. Bogdan was less optimistic on development of the jet’s software. He said he had “moderate” confidence in Lockheed’s capability to deliver mid-level versions needed to train on the aircraft and give it an initial combat capability. Lockheed and its subcontractors “still need to improve both the speed and quality of software development” to “catch up from previous software delays,” he said. The fighter jet accounted for 14 percent of the company’s sales last year, according to a regulatory filing.

Separately, the Equipment Leasing & Finance Foundation’s Monthly Confidence Index (MCI-EFI) for May is 56.7, an increase from the April index of 54.0, reflecting industry participants’ increasing optimism despite continuing concerns over the economy and the impact of federal policies on capital expenditures. ELFA President and CEO William G. Sutton, CAE, said: “Both performance indices—the MCI as an indicator of future optimism about the direction of the U.S. economy, and the MLFI-25’s growth trend in new business activity—provide solid evidence that the demand side of the capital investment equation continues to pick up as the broader economy strengthens. It is our hope that this trend pushes into the second half of the year.” Paul J. Menzel, President and CEO, Financial Pacific Leasing, LLC, said: “Over the last four years businesses of all sizes have pursued a defensive strategy of austerity by right sizing their balance sheets, maximizing operating efficiencies, and optimizing cash flow, all while top line revenue growth has remained weak. This has kept many borrowers and lessees on the sidelines despite historically low rates. The anemic revenue story may be coming to an end as businesses seem to be going on the offensive and investing for growth, as this month’s MLFI data reflects.”

About the ELFA’s MLFI-25 The MLFI-25 is the only index that reflects capex, or the volume of commercial equipment financed in the U.S. The MLFI-25 is released globally at 8 a.m. Eastern time from Washington, D.C., each month on the day before the U.S. Department of Commerce releases the durable goods report. The MLFI-25 is a financial indicator that complements the durable goods report and other economic indexes, including the Institute for Supply Management Index, which reports economic activity in the manufacturing sector. Together with the MLFI-25 these reports provide a complete view of the status of productive assets in the U.S. economy: equipment produced, acquired and financed. The MLFI-25 is a time series that reflects two years of business activity for the 25 companies currently participating in the survey. The latest MLFI-25, including methodology and participants is available below and also at http://www.elfaonline.org/Research/MLFI/ The MLFI-25 is a barometer of the trends in U.S. capital equipment investment. Five components are included in the survey: new business volume (originations), aging of receivables, charge-offs, credit approval ratios, (approved vs. submitted) and headcount for the equipment finance business. The MLFI-25 measures monthly commercial equipment lease and loan activity as reported by participating ELFA member equipment finance companies representing a cross section of the equipment finance sector, including small ticket, middle-market, large ticket, bank, captive and independent leasing and finance companies. Based on hard survey data, the responses mirror the economic activity of the broader equipment finance sector and current business conditions nationally.

Equipped with a 10kW fibre laser, the ADAM is a portable, groundbased laser system designed to safeguard military high-value installations including, forward operating bases (FOBs) against a wide range of close-in improvised rockets, such as Qasam, and unmanned aerial system (UAS) threats.

With a tracking range of more than 5km, the system is capable of precisely locating targets in cluttered optical environments, while the fibre laser helps destroy targets located up to 2km away. Lockheed Martin Strategic and Missile Defense Systems advanced programs vice-president Doug Graham said: “High-energy lasers complement kinetic energy systems and have unique attributes, including very low-cost per engagement, a virtually unlimited ‘magazine’ and minimal collateral damage.” Manufactured under the company’s independent research and development funding programme, the modular system can be transported easily and is self-contained to destroy rockets as a standalone system and also engage UAS with an external radar cue.

Bella. Energy. Announces. Completion. of. 1.65. MW. Salt.Palace.Solar.Array Bella Energy is proud to announce the completion of the 1.65 megawatt solar array atop the Calvin L. Rampton Salt Palace Convention Center in Salt Lake City, UT. Covering 3.85 acres of rooftop, the project is currently the largest solar photovoltaic system on Rocky Mountain Power’s entire electric grid. It is also the largest solar array in the State of Utah. The 6,006 solar modules will produce an estimated 2.3 million kilowatt hours of electricity in its first year, covering approximately 17% of the Salt Palace’s annual electrical usage. Project development began in 2010, construction began in December of 2011 and took about 6 months to complete. The array required more than 14,000 man-hours from local labor. There were zero change orders, zero OSHA violations and no injuries. The project is the result of efforts from multiple parties including, Salt Lake County, Bella Energy, CarbonFree Technology, Chase Bank, Rocky Mountain Power, the National Development Council, Zions Bank, Ballard Spahr, Suntech, Solectria Renewables, and Unirac. Financing the 1.65 megawatt project was achieved using a mix of grants, bonds, public and private capital. The project also holds the distinction of being one of the first solar projects in the nation to utilize the New Market Tax Credit. “Financing this project required a lot of sweat equity and 14 months of hard work to develop a funding package that would satisfy the needs each party,” said Andrew McKenna, Executive Vice President of Bella Energy.

Pentagon:.F-35.Program.Costs.Fell.$4.5.Billion. Last.Year The total price tag for the F-35 Joint Strike Fighter program fell $4.5 billion in 2012, according to a new government report. This marks the first time in the F-35’s checkered history that estimators have lowered the projected cost of the program, the Pentagon’s most expensive acquisition effort. The pricing, unveiled in the Pentagon’s annual selected acquisitions

report (SAR), now projects development and procurement of the fifth-generation stealth fighter at just over $391 billion, still tens-ofbillions of dollars more than originally projected. The F-35 is just one of 78 DoD acquisition programs reviewed in the SAR. Collectively, the cost of those programs grew $39.6 billion — or 2.44 percent — in 2012. Frank Kendall, the undersecretary for acquisition, technology and logistics, said it was the “first time in my memory” no program in the SAR breached any of the federal spending caps. If a program breaches a so-called Nunn-McCurdy threshold, it could be canceled unless recertified by DoD. The Pentagon’s Better Buying Power initiative, an acquisition reform effort designed to improve the weapons buying process and get DoD more bang for its buck, has helped improve program performance. The aircraft that took off, the Northrop Grumman-built X-47B UCAS (Unmanned Combat Air System), is just the trailblazer for an actual combat-ready drone, the UCLASS (Unmanned Carrier-Launched Airborne Surveillance and Strike System), that the Navy plans to start developing in earnest this year. (The draft “request for proposals” is out and industry folks expect the final RFP to come out in the next few weeks). So, if the Navy gets its way — and sufficient funding, which is hardly a foregone conclusion – today’s modest 65-minute flight from the carrier at sea to the Navy’s celebrated “Pax River” test site ashore is just a taste of things to come.

Need we say more?

“People will say ‘wow,’” the Navy’s senior admiral, Chief of Naval Operations Jonathan Greenert, said a few weeks ago. Why do Adm. Greenert and the rest of the Navy brass care so much? Two words, though they won’t often say them on the record: China and Iran. Both nations are building elaborate layered defenses of sophisticated radars, advanced anti-aircraft missiles, shore-based anti-ship cruise missiles, and ballistic missiles like a smart-bomb version of Saddam Hussein’s old SCUDs, all designed to keep US carriers and the aircraft they currently carry at bay. Beijing also just rolled out a new drone of its own and announced it’s creating a new carrier-based air force, but China’s second-hand aircraft carrier is still a work in progress. Even the stealthy F-35 Joint Strike Fighters that the Navy, Marines, and Air Force are now beginning to buy will find it a challenge to penetrate these so-called “anti-access/area denial systems”.The problem:While the F-35s themselves are hard to detect on radar, the lumbering tanker planes that refuel them in mid-air are definitely not. Neither are the ground bases and aircraft carries from which the F-35s must launch.

Based on the different ranges of missiles available to Tehran and Beijing to keep us at arm’s length, Rep. Randy Forbes, the chairman of the House subcomittee on Seapower, told me recently in his Capitol Hill office, “we can only cover about a third of Iran and we can’t even get to China’s shore.” To solve the penetration problem, the Air Force has a handful of B-2 stealth bombers — hard for radar to detect but relatively slow and vul-

nerable once the enemy does get a track — and is investing in a long-range, high-speed, radar-evading future bomber. The B-52s possess the range and payload, but they’re slow, highly visible on radar, and generally vulnerable to enemy aircraft and anti-aircraft missiles. And no matter what the exact type, heavy bombers can’t fit on a carrier flight deck. Enter the drones (known to much of the military aviation community as Remotely Piloted Aircraft). An unmanned aircraft can be built much lighter and offer more room for fuel than one that has to accommodate a human. It can stay in the air longer than a human being can endure, and, if it does get shot down, there won’t be a military officer walking slowly up to anyone’s front porch with a grim expression and some tragic news. The future UCLASS drones will be primarily reconnaissance aircraft, scouting stealthily ahead of the main force to find targets for manned aircraft and cruise missiles, but they’ll be able to carry smart bombs as well. So — if it materializes on time, on schedule, and with the expected performance, always a trick in government programs — UCLASS will give the Navy a capability for long-range strike such as it’s never had. So the X-47B launch is “a seminal event in the history of carrier aviation,” Seapower chairman Forbes said in an email to BreakingDefense today. “The UCAS-D/UCLASS programs will ensure the relevancy of the carrier air wing for the 21st century by providing an asset with the range, persistence and stealth needed to operate in increasingly contested environments…..This is a tremendous first step on the path toward forever altering the nature of naval aviation.” A caveat: The UCLASS is not a silver bullet for future warfare. No single weapons system, manned or unmanned, ever is. From the Navy and Air Force standpoint, they’re just one aspect of a complex concept known as “AirSea Battle.” “UAVs [unmanned air vehicles] are a part of the future of military aviation, not the future of military aviation,” said Ed Timperlake, a contributor to our site and a former Marine Corps fighter pilot who’s worked in the Pentagon and Congress. Ultimately, in fact, no amount of airpower, automation, or other advanced technology is going to ensure victory, as the US found out painfully in Iraq. “There’s been lots written about avoiding using humans in conflict,” harrumped the head of the Association of the US Army, retired Gen. Gordon Sullivan, speaking at an AUSA event this afternoon. “You can’t do it.” And Sullivan is no Luddite: As Chief of Staff of the US Army, he pushed what was called the “Digital Division,” the forerunner of the battlefield wi-fi networks commanders use to coordinate ground operations today in Afghanistan. Now the Army has gotten the Marine Corps and Special Operations

Command to start an “Office of Strategic Landpower” to work on the “human domain” of warfare as an intellectual counterweight to the Air Force and Navy focus on high-tech systems for AirSea Battle. “This isn’t an anti-technology pitch at all,” said Gen. Robert Cone, head of the Army’s powerful Training and Doctrine Command (TRADOC), speaking after Gen. Sullivan. From the ground-combat point of view, he said when I asked him about the Navy UCAS, “one of the best applications we’ve seen in unmanned aerial vehicles is the smallest ones,” where young Army captains send modest drones to check out what Taliban might be lurking over the next hill.

Honeywell.to.support.US.Army’s.heavy.tactical.wheeled.vehicles.program HoneywellTechnology Solutions (HTSI) has been awarded a contract to supply mission-capable heavy tactical vehicles to the US Army as part of a military vehicle program. Representing the continuation of the company’s ongoing support to the program, the $72.4m contract covers provision of vehicles, along with required training to the army personnel for safe operation and maintenance of heavy tactical vehicles fleet over the next three years. Under the contract, the company’s certified mechanics will repair, overhaul and deliver fully mission-capable vehicles for worldwide use by the US Army, Army Reserve and National Guard soldiers. The instructor staff will also provide real time training to on-theground units prior to delivery, to ensure sufficient knowledge is provided to personnel on how to troubleshoot, order parts and repair equipment. The comprehensive training will also enable operators to know all characteristics, capabilities and functions of the vehicles, before their actual deployment in combat operations. Honeywell Technology Solutions president Carey Smith said: “Our teams have fielded and trained thousands of soldiers all over the world, and they understand the importance of ensuring that our soldiers are equipped to operate and maintain these trucks in any situation and in any region.” Integral to the army’s global logistical footprint, the 10t heavy tactical vehicles are primarily operated for personnel, supplies and equipment transport missions. Trucks that include the heavy expanded mobility tactical truck (HEMTT), heavy equipment transporter, and the palletized load system have regularly been upgraded with latest technology and capabilities, while some others have received full armor packages. Lockheed. Martin. looks. overseas. to. recoup. sequester.losses Defense giant Lockheed Martin is looking outside the United States for new business as it scrambles to make up millions of dollars in lost sales from sequestration. The American weapons maker wants to bolster its international sales portfolio up to 20 percent over the next fiscal year, Lockheed Martin President and CEO Marillyn Hewson said last month. The move is part of Lockheed’s strategy to mitigate damage to its bottom line from the budget cuts under sequestration and from the overall reduction in military spending since the post-9/11 boom. The sequester cuts $41 billion from the Pentagon in 2013, with another $500 billion in cuts coming over the next decade. Senior military leaders have said those cuts, if left in place, would require the Pentagon to change its strategy and dramatically scale back procurement. The fiscal strain being placed on U.S. defense firms like Lockheed “isn’t anything new to us,” Hewson said, adding that the defense industry has been very vocal on the impact of sequestration for more than year. That said, “the alternative cannot be to [just] stand still,” Hewson said. Lockheed will try to make up for lost U.S. business by focusing on exports of missile defense systems and unmanned aircraft, as well as foreign sales of the F-35 Joint Strike Fighter. Nine nations, including the United States, have already agreed to purchase the F-35 from Lockheed.

Most recently, Israel and Japan have confirmed F-35 buys while Singapore remains a “security cooperation participant” on the program, according to company officials. Other, older aircraft and weapons in the U.S. military’s arsenal, such as the Navy’s MH-60 combat helicopter and the Air Force’s F-16 fighter jet, are ripe for overseas sales, according to Hewson. “We are delivering,” she added, regarding progress on the international side of the F-35 program. Defense observers say defense sectors in Asia, Brazil and the Middle East are among the emerging buyers on the international market.

But countries like China and Iran are also looking to gain a larger foothold in the global weapons trade, raising concerns not only for the American defense sector but for U.S. national security as well. Despite the anticipated losses in weapon sales, stock in Lockheed Martin and other American defense companies has soared since the first tranche of sequestration went into effect March 1.

Lockheed Martin stock has surged 8.3 percent, while competitor Boeing has jumped 9.6 percent. Shares in Northrop Grumman have climbed 6.1 percent, while Raytheon is up 6 percent. Lockheed has stopgaps in place to cut costs and increase efficiencies to prepare for whatever the future might bring, Hewson said.

Boeing is an old manufacturer with a high-tech edge, with tens of thousands of aerospace engineers, software developers, database administrators and network architects among its employees. Yet unlike such firms as Microsoft and Amazon, Boeing rarely hires foreign workers. Out of 86,000 employees in Washington state -- twice as many as Microsoft -- Boeing hired just eight new foreigners with H-1B visas in fiscal 2012. By contrast, Microsoft added 1,497 new visa workers during that time. Why the discrepancy? For one thing, Boeing already has offshored a significant share of its engineering work to suppliers and design centers in Japan, Russia and elsewhere. For example,Saws Boeing did only half the engineering work itself on the 787-8, its first DreamBand Saw Blades liner model. Files Magnets

try may be another factor.

Among defense contractors, Boeing’s practice isn’t unusual. Lockheed Martin and Northrop Grumman, for instance, have hired a total of only 21 H-1B visa workers in the past five years combined. like 1 (lk) v. liked, lik·ing, likes v.tr. 1. To find pleasant or attractive; enjoy.

Stan Sorscher, labor representative for the engineering and technical workers’ union at Boeing, believes Boeing has opted for homegrown talent out of both necessity and choice. Developing new airplanes is time-consuming and expensive, and most of Boeing’s white-collar workers are in their 40s and 50s with years of institutional know-how, said Sorscher, labor representative for the Society of Professional Engineering Employees in Aerospace (SPEEA). Sorscher also said Boeing trains more and hires better. He believes Boeing is more likely than Microsoft and other companies to look for solid technical, problem-solving and communication skills instead of weeding out recruits with myriad technical requirements. In addition, Boeing offers extensive in-house training as well as subsidized college tuition. Indeed, Sorscher said he’s less worried about Boeing’s use of visas than about the influx of foreign workers distorting the job market for those already here, driving up competition and driving down wages. “The labor market is working fine for Boeing,” he said.
