There are other interesting trends to track economic growth, and make you think “hmm”. Hemline/Skirt Length Indicator This theory suggests that the direction of the economy can be predicted based upon the average length of hems in that year’s new fashion lines. If skirts are short, markets are on the rise. Conversely, if skirts are long, markets are heading down. The rationale is that longer skirts are worn when general consumer confidence is low, demonstrating fear and lack of spending. Harvard MBA Indicator This is a long-term indicator founded in quite a bit of logic. It looks at the percentages of Harvard Business school graduates entering into various market-sensitive jobs, such as investment banking, private equity and securities trading. The indicator signals investors to exit the market if more than 30 percent of graduates take these jobs, while investors should go long if less than 10 percent of graduates move into these fields. Socks and underwear are often overlooked as necessities during economic downturns, so with sales perking up — we are seeing the end of the recession. According to research, the average 2012 hemline registered at 44.38 — 9.34 points higher than the Fall/Winter 2011 collections. Where Harvard MBAs are going to work, I don’t have statistics on. Dow Chemical CEO: US Needs To Train More High-Tech Workers Bloomberg News reports, “The US needs to train more people to work with technology through vocational schools and doctorate programs if it’s to reclaim its leadership in manufacturing, Dow Chemical Co. Chief Executive Officer Andrew Liveris said.” Liveris said in an interview at Bloomberg’s New York headquarters, “This is the one that keeps me up at night: The human talent issue that built this country and rebuilding it so that the American manufacturing base can truly move to advanced technologies.” Liveris “co-chairs President Barack Obama’s Advanced Manufacturing Partnership, which he said will next week recommend a national focus on vocational schools that can produce workers capable of running modern factory equipment.”

New technology advances defense, protects F.E. Warren Airmen The 90th Missile Wing’s robust deterrence mission added another weapon to its arsenal recently - the Remote Targeting Engagement System. The RTES is made up of several parts, including six separate M-240 machine guns, controlled remotely from command consoles. The weapons are contained in up-armored housings and outfitted with 7.62 mm armor-piercing rounds. They are strategically placed around areas requiring the highest level of protection. “The RTES is a system that keeps our people out of harm’s way, while still being able to engage the enemy,” said Tech. Sgt. Michael Firos, 90th Security Forces Squadron NCO- in-charge of RTES. The system is on a dedicated network which connects each separate weapon system with a central control center. Once an alarm sensor is tripped, the system requires dual control to activate. After activation, a security forces member uses a touch-screen console to visually identify an enemy target, and a video game-like controller is used to engage and eliminate the target. The RTES machine guns have three cameras mounted to them, with live video feed back to the console. Oshkosh Defense has completed in-theatre installation of 3,500 underbody improvement kits (UIKs) onto the US Ar my’s Mine-Resistant Ambush-Protected (MRAP) All-Terrain Vehicle (M-ATV) vehicles in Afghanistan. Working in collaboration with the MRAP Joint Program Office (JPO), the company completed the installation process in less than seven months to provide warfighters with new levels of protection against improvised explosive devices (IEDs) threats. The MRAP JPO established 10 installation sites in Afghanistan for the programme, while Oshkosh designed the lean process flow and specified, procured, packaged and delivered the tooling required to support the installations. Oshkosh Defense Joint and Marine Corps Programs vice president and general manager John Bryant said the company uses a modular approach to vehicle design, allowing the M-ATV and several other fielded platforms to accept a wide range of upgrades in-theatre as threats evolve. Apart from increasing the vehicle’s protection level beyond the initial requirements, the kits also help to keep soldiers safe on the battlefield without limiting mission-critical off-road mobility of the vehicle. The kits, also known as C-Kit armour, are similar to the M-ATV’s bolt-on armour and can be installed in-theatre without requiring welding or major fabrication process.

The Army is considering plans for such an aircraft under a program called Armed Aerial Scout. Bell and AVX Aircraft Co., both of Fort Worth, are proposing to upgrade the OH-58 to higher performance. Lockheed Martin and EADS Nor th America propose adapting a civilian Eurocopter model to military configuration and are funding their own prototypes. Most analysts say that with intense budget pressures, the Army is unlikely to have funds for such a program within two years, maybe longer, which would fit into Sikorsky’s timetable. Given the profits spun off by Sikorsky’s military contracts and commercial sales, Pino says, he sees no reason the company can’t design and test aircraft to prove that it can build a combat helicopter that is faster, flies higher, is more maneuverable and carries more payload.
Sikorsky wants to develop copter without government help Facing the likelihood of tight budgets for years, the Army and the Defense Department may not have much money anytime soon to develop helicopter technology. That’s not stopping Sikorsky Aircraft Corp. from forging ahead and spending tens of millions of dollars to try to reinvent the helicopter for the military. President Jeff Pino says Sikorsky is committed to investing its own funds to build flying prototypes of the S-97 Raider, a demonstration aircraft incorporating the company’s high-speed X2 Technology, to show the military what’s possible. In a recent interview, Pino said he’s very confident Sikorsky can develop the technology and highperformance aircraft quickly and less expensively without government direction, money and oversight. “It’s kind of fun to be doing it on our own,” said Pino, a veteran Army helicopter pilot and former Bell Helicopter executive. “I think we can do these kinds of developments for one-third the cost and half the time [of a government contract]. I can do it with less people. I can do it in a Skunk Works-type environment; we call it Sikorsky Innovations.” The S-97 Raider was undertaken to demonstrate a high-speed, high-altitude scout and attack helicopter for the Army that could replace the aging OH-58D Kiowa Warrior fleet built by Bell. The S-97 will be designed to carry weapons, a crew of two and six troops. Sikorsky recently announced 35 suppliers for the program, some of which will contribute their own development funds to the effort. The S-97 is the next step in Sikorsky’s pursuit of what it calls its X2 Technology.The first step was design, development and testing of the X2 demonstrator, which flew a total of 17 hours in 2009 and 2010 and reached a top speed of more than 250 knots, nearly twice as much as the fastest conventional helicopters. “We’re telling the industry,‘Come on, we don’t always have to have government support,’” Pino said.

Cirrus Aircraft stays on top in its market Despite another drop in plane shipments, Cirrus Aircraft outsold its competitors in 2011 and continued to be the world leader in its class of small personal aircraft. The airplane manufacturer now commands 35 percent of the world’s single-engine piston plane market. That’s up from 28 percent three years earlier and from 11 percent a decade ago, according to General Aviation Manufacturers Association annual shipment reports.

the 2011 shipment report released. Cirrus’ 3.5 percent drop in shipments wasn’t unusual. It paralleled the 3.5 percent drop in the general aviation industry worldwide. “Because we’re such a big player in the business, we tend to mirror the industry,” Simmons said. Cirrus bettered the 5 percent drop in its class of single piston-powered aircraft worldwide. And like that category of planes, Cirrus began its dramatic downward sales trend in 2008 as the industry took a major hit with the economic recession.
“Every year, we’ve increased our share, despite the downturn,” said Todd Simmons, Cirrus’ vice president of sales and marketing. “We continued to grow during economic down times.”
Amid declining shipments, however, Cirrus boosted its revenues by cutting costs and selling more fully loaded planes.

As a result, Cirrus finished 2011 with its strongest quarter since 2008. Its 89 planes shipped during the quarter included 20 SR22s delivered to the Civil Aviation Flight University of China in Luoyang, China. And in 2012, Cirrus’ shipment totals will get a boost when it delivers most of the SR-20s ordered by the U.S Air Force Academy’s Powered Flight Program. That institutional market for training aircraft is another part of Cirrus’ strategy for growth in a down market. Flight schools and governments around the world are renewing their fleets and seeking the latest safety and cockpit technologies, Simmons said.Simmons doesn’t see the industry returning to the pre-recession growth levels anytime soon. But he thinks the industry has hit bottom and will stabilize or improve slightly in 2012.

Consider this: If China’s does economy change, and slip off its current torrid pace, its labor market will contract. All those manufacturing jobs that American companies sent there in the past few decades will come streaming back to the States. That’s the thesis from two Harvard Business School professors’ new research. What’s changing in China? To start, workers will get paid more in coming years. In the next few years, wage and benefits will increase 15% to 20% per worker at the average Chinese factory, according to the research.This would slash the incentives behind outsourced labor: By 2015, the labor-cost advantage between China and low-cost U.S. states will dwindle from 55% to 39%, and the savings gained from outsourcing will drop to single digits for many products, according to the Harvard research. And increased factory automation would reduce the primary attraction of outsourcing to China.Those robots will work just as well in American as in China—eliminating the desire for low-cast labor. All this means jobs should start to come back to the United States. From the research: “Assuming the trend continues, as we expect it to, the economic impact could be substantial, resulting in as many as 2 million, and possibly up to 3 million, U.S. jobs between now and the end of the decade. An estimated 600,000 to 1 million of these jobs would be directly in manufacturing, with the remainder in construction, orders for new equipment, supporting services, transportation and retail sales.This could increase U.S. gross domestic product by $100 billion, lower the non-oil U.S. trade deficit by 20% to 35%, and reduce unemployment by 1 to 1.5 percentage points. Americans have a fixation with the Chinese economy. We fear the country’s economy may someday outpace us—and worry they’ll become wealthier.

Economists see more reasons for optimism this year, but maintaining slow growth expectations Economists are increasingly confident that some pillars of the economy will improve this year, but they still remain cautious in their expectations on the overall pace of economic growth. The National Association for Business Economics said that forecasters have raised their expectations for employment, new home construction and business spending this year. But they held on to their average prediction that the nation’s gross domestic product, or GDP, will grow at a rate of 2.4 percent. That’s a slight improvement from 2011, when economists believe the economy grew 1.6 percent. GDP reflects the economy’s total output of goods and services. The latest forecast is in line with one issued by the group in November that called for the economy to grow 2.4 percent this year. Forecasters predict growth will be stronger in the second half of 2012 than it will be through June. NABE economists see the unemployment rate sticking at 8.3 percent this year, matching January figures. That’s improved from their November forecast of 8.9 percent. Unemployment peaked at 10 percent in October of 2009. The economists expect job growth to accelerate next year, and forecast the unemployment rate will fall to 7.8 percent. GDP growth needs to be above 3 percent to significantly lower unemployment. Panelists are also still forecasting strong business spending growth this year. They’ve slightly raised their forecast to 8.1 percent growth this year. For 2013, spending should slow slightly, but still remain strong at 7.3 percent, the forecast said. Despite a brightening forecast for employment, housing and business spending, the NABE Outlook Panel of 45 economists expects consumers to continue to penny-pinch this year. They still predict spending will increase just 2.1 percent this year and 2.3 percent next year. The rate is below historical average of 2.8 percent, highlighting an economy that’s heading in the right direction, but still slowgoing. Overall, economists say they are more confident in their predictions than just a few months ago. Less than half of economists surveyed by the NABE this month call their forecasts “somewhat uncertain” or “much more uncertain than usual.” In November, more than two-thirds of respondents characterized their predictions as uncertain.

The United States remains interested in a possible purchase of light attack aircraft made by Brazil’s Embraer despite cancelling a contract this week, a top US official said recently.
Burns said there was no link between that contract and a tough bidding war in Brazil for 36 air force fighter jets. US-based Boeing is battling for the deal worth between $4-7 billion with France’s Dassault and Swedish maker Saab.
Deputy Secretary of State William Burns, on a visit to Rio de Janeiro, said the contract cancellation was not a reflection on the Super Tucano -- to be used in Afghanistan -- which he described as “a very fine aircraft.” Brazil’s foreign ministry issued a strongly-worded statement, voicing its “surprise” at the cancellation of the bid, particularly “its manner and timing.” “This development is not considered conducive to strengthening relations between the two countries on defense affairs,” the terse statement said. The Pentagon cancelled a $355 million contract with US firm Sierra Nevada Corp. and Brazil’s Embraer, and announced an investigation after a legal challenge from rival American aerospace firm Hawker Beechcraft Corp. “Embraer is a great company and the Super Tucano is a very fine

He continued, “We’ll be able to develop fixtures and processes on the first machine while the second is running production and we’ll be able to utilize the automatic pallet changer to run production while employees are otherwise occupied or not present.” Mazak’s Palletech includes a simple, yet effective scheduler, which allows jobs to be queued and prioritized for efficient “lights out” operation. Yet, when the prototype job or the emergency delivery arises, as it always does, it can be given top priority in the schedule without the need for re-organizing other work. Andy says that at Teton, there are typically 30-40 jobs set up on the Palletech on a regular basis. He adds that previously, 4 machinists were manning 4 machines, while today the new Mazak horizontal machining center is manned by one machinist, with output equal to or better than the 4 machining centers’ output combined. Andy says the Palletech cells are an effective strategy for both low-volume and high-volume requirements. Resident pallets and part fixtures make “one-off ” manufacturing economical and tombstones with multi-part fixtures serve higher production manufacturing requirements. Clark Smith of Smith Machinery Co. adds that industry statistics show a typical vertical machining center spindle will be cutting about 25% of the time in a typical 8-hour day. Industry concern about a budget collapse has been greater for suppliers of the U.S. Army, which is scheduled to downsize considerably over the next five years as thousands of troops withdraw from combat zones. But contractors still can expect a healthy market for groundwar equipment. “The Army has been through all of this before after major wars,” said retired Army Gen. Gordon R. Sullivan, president of the Association of the U.S. Army. “Army leadership knows what they want to do with the dollars they see.You heard the chief [of staff] say that and acquisition folks. I don’t think the mood has been dampened at all by the budget news,” he said. Officials assured contractors that the Army is serious about adopting an “agile” procurement process to replace buying practices that add unnecessary time and cost of weapon systems. Smith also said that he expects Congress to pass a budget and avoid a continuing resolution (CR) because of pre-established spending caps. Congress has passed continuing resolutions to fund the federal government a number of times in recent years because lawmakers were unable to pass legislation before the beginning of the fiscal year. U.S. Defense Companies Should Remain Strong if No Sequestration Defense companies that survived broad cuts in the Pentagon’s 2013 budget proposal are likely to see their programs continue over the next five years barring additional reductions. “I think that’s a fair assessment, if there is no sequestration,” Deputy Defense Secretary Ashton Carter said at a conference sponsored by McAleese and Associates and Credit Suisse. The U.S. Defense Department plans to cut $259 billion from planned spending over the next five years, as mandated by the Budget Control Act of 2011.This is part of $487 billion in defense spending cuts mandated by the law over the next decade. But DoD is facing an additional $500 billion in cuts through sequestration if Congress cannot strike a deficit-reduction deal by January 2013. “We’re going to continue to think through our situation and make adjustments and so forth as we go forward because this is a slow process of making a very major transition, but what you see is what you get,” Carter said. “We’ve thought it through pretty carefully.” Rep. Adam Smith, D-Wash., the ranking Democrat on the House Armed Services Committee, said he does not expect sequestration to happen.The congressman said that expiring tax cuts would cover the sequester expense, meaning no deal is necessary. Air Force acquisition executive David Van Buren called on industry to innovate in the cyber arena.“People are looking for new ideas,” he said. “For you and industry, that’s an area that you might focus on a little more.” Cyber is the only area in the Air Force budget that is growing, Gen. Norton Schwartz, the Air Force chief of staff, said. Last summer, defense officials b e g a n l o o k i n g a t D o D ’s electronic warfare portfolio for areas “where we have fallen behind in expectation,” Carter said.“Fortunately, in many cases, with a reasonable investment, we can catch up quickly. We still have the expertise in some places and government to do that.” DoD has made str ides in responding to electronic warfare over the last decade in Iraq and Afghanistan, Carter said, but these threats “aren’t as challenging” as ones the military could experience elsewhere. “For any aircraft, however capable, however stealthy, to have a chance, it needs electronic warfare,” he said. “You can’t do all of that on board.”

U.S. Army Says It’s Making Progress in Acquisition Reform A year ago, details of an internal U.S. Army acquisition study began to leak. The findings were disturbing. From 1990 to 2010, the Army terminated 22 major acquisition programs, the largest being Future Combat Systems (FCS), which was really several programs rolled into one. The most damning fact: Every year since 1996, the Army has spent more than $1 billion annually on programs that were ultimately canceled. The Army spent about $18 billion on FCS alone, for which it continues to negotiate termination fees. Even when FCS was excluded, the sunk costs in canceled programs amounted to about 25 percent of available R&D funding per year. “The gravity and scope of the problems necessitate comprehensive, urgent action if the Army is to improve significantly its acquisition of materiel and services,” wrote study authors Gil Decker, a former Army acquisition executive, and retired Army Gen. Lou Wagner, who served as commander of the Army Materiel Command. Those interviewed for the study were unanimous that the current acquisition process “needs major surgery to improve its effectiveness.” A year later, the Army says it is making progress implementing Decker-Wagner’s recommendations. Of the 76 recommendations made, the Army decided to enact 63; 29 already are implemented. The Army aims to complete the majority of recommendations this summer, Lt. Gen. William Phillips, military deputy to the Army’s acquisition executive, told reporters recently. A2Z METALWORKER

“Most importantly, we have revised the way we look at requirements,” Phillips said. Affordability and feasibility now play much more important roles. The Army’s go-to example of reforms in action is the Joint Light Tactical Vehicle (JLTV) program, which the service is developing with the U.S. Marine Corps. “That vehicle probably would have cost us close $500,000 if we had gone forward with the strategy we had had through the technology development phase,” Phillips said. The Army has revised requirements for the vehicle after identifying the program’s biggest cost drivers.To discover what was driving up costs, the Army consulted industry through a series of high-level meetings between industry teams and former Army vice chief of staff Gen. Peter Chiarelli, who retired in January. “We refined the requirements and have got it down to where we are confident we can bring this vehicle in for less than $250,000,” Phillips said.

Peterson Machining was a superior machine shop from its inception. Over time, we have the availability to expand into the additional space we own.” She continued, “With the purchase of our building, we were able to take some very critical steps to support our planned new equipment.We increased the available power in the building, moved into an additional 1500 sq. Feet and made the facility temperature controlled. This enabled us to immediately make some necessary high-tech capital equipment purchases.” December of last year, the company purchased a 65 DMG MonoBlock. This 3rd generation MonoBlock machine is the culmination of over 25 years of 5 axis machining technology. Todd says this machine can meet the most demanding simultaneous 5 axis needs. Lastly, and perhaps one of the most critical improvementsTodd, Ronda and the team made to bring their business to the next level was the decision to certify to ISO 9001:2008. “While our customers include some of the industry giants in aerospace, defense, instruments and space industries, we knew that ISO certification would enable us to grow our business with our current customers and to take on new customers”, Ronda said.
Ronda continued, “Last July, Todd saw an ad in the Metalworker magazine for an ISO Consultant, Bretta Kelly, owner of BMSC.” Todd said, “She looks like someone we could work well with, and her prices advertised are substantially less than others.” And so Ronda contacted Bretta. Bretta and Ronda began the ISO process in August of last year through emails and phone discussions. Ronda says, “Bretta’s approach to ISO 9001:2008 is brilliant. She makes the system fit the business. Bretta is so easy to work with. Her knowledge of the ISO and AS9100 Standards is vast and concise. Her consultation is “first class” Even though we did all the consultation remotely, by phone and e-mail; she always got right back with me sending updates, corrections and suggestions. I was so impressed at how on top of it she was. I never felt like I was out there on my own. She was absolutely committed to our success with getting our certification and I felt it every step of the journey.” In just a few short months, Ronda and her daughter Celeste Christopher, a 5-year employee of the company, were ready for their initial audit. Through Bretta’s support, the company additionally has all of the documentation ready for AS9100 Certification. Celeste said, “We brought in Great Western
Registrar to conduct the initial audit immediately after Christmas. A Colorado-based Great Western Registrar auditor came to do the pre-audit. Then, in January, the same Great Western Auditor came in for the formal audit and we were officially ISO 9001:2008 Certified in January.” Ronda and Celeste both agree that Ronda and Aaron they learned an enormous amount through the help of BMSC. “Our measurement and tracking of all of the processes we do in house was good before -- and now it is even better”, Celeste said. Ronda continued, “We are now formally measuring our customers’ experience working with us, and we are more organized with inventory. BMSC was outstanding! But his education really started way before Todd went to school. In fact, Todd’s father owns several patents for inventions he made in his industry, and was always building something. Obama Announces $1 Billion Initiative To Boost Manufacturing CNN reported, “President Barack Obama traveled last month to a Rolls-Royce jet engine facility in Virginia, where he outlined a proposed network for manufacturers to share ‘access to cutting edge capabilities.’ Obama said the National Manufacturing Innovation Network is meant to link industry stakeholders in a national conversation about best manufacturing practices. The cost of the president’s new proposal is $1 billion, but the White House is committed to creating a pilot program using appropriated funds from various departments, rather than waiting for Congress to approve funds requested in the president’s budget.” The centers would bring together industry, colleges and universities, and government agencies, as well as invest in new technologies, to help train workers for what the president has called the manufacturing jobs of the future. Obama also announced steps to use executive authority to authorize $45 million in existing resources to develop a pilot program for those institutes. Bloomberg News reported, “Each of the technology hubs would focus on a specific manufacturing technology geared to the region, such as developing lightweight materials for use in next-generation automobiles, aircraft, ships and trains.”

Assuming the customer interest is there, later this year [a decision will be made], and we will have something to offer toward the end of the year.” He says the 787-10 will have a shorter range than the -9 but will be able to carry 40 more passengers, so “the economics are very good.” The fact that the 787-10 is a stretch of the 787-9 means it will be in the realm of the 777 in terms of seating capacity. Albaugh, however, suggests otherwise. “We think we’ve got a good separation between the models.There’s 15% separation between the models.We’ve spread the sizing between them, so we don’t cannibalize any one aircraft.” There have been some reports about a 777-8LX model, which promises more range, but Albaugh is dismissive. “I’ve seen something on a chart mentioning that, but I am focused on the 777-9X and 7778X,” he says, referring to the new stretched version of the 777-300ER and 777-200, respectively. Boeing has started delivering 787-8s, but has had to do some post-production fixes to the aircraft in response to concerns about delamination.

Textron to supply additional MSFVs to Afghanistan Army Textron Marine & Land Systems (has been awarded a contract option for the supply of 64 additional Mobile Strike Force Vehicles (MSFVs) for the Afghanistan National Army. The not-to-exceed $71.7m order is part of the original $257m Undefinitized Contract Action (UCA) awarded to the company by the US Army Contracting Command in June 2011 for the production of a total of 240 MASVs. The contract also included a Total Package Fielding concept comprising of associated support equipment, spare parts, field service representatives, training and training aids to the Afghan Army. Initial deliveries of the vehicles into Afghanistan theatre are currently in progress. TM&LS senior vice president and general manager Tom Walmsley said the highly mobile and well-protected vehicles will play an important role in the Afghanistan government’s ability to address threats and defend its people. Based on the TM&L Systems-built M1117 Guardian armoured security vehicle (ASV), the MSFV is being developed in three variants which include an armoured personnel carrier (APC) with gunner’s protective kit, an APC with enclosed turret, and an armoured ambulance.

The U.S. Navy has qualified AAI Corp., Boeing Insitu and CSC to bid competitively to provide sea- and land-based ISR services under a five-year, $874 million contract vehicle. AAI and Insitu
both have experience in operating their unmanned aircraft systems in the field, but this is a new business for information technology services giant CSC. “We have not done ISR services before, but this is not a design and development contract, it’s operations—and CSC does billions of dollars of that. It’s a business model very familiar to us,” says Bob Frizzelle, vice president and general manager for ISR mission systems. Under the Navy’s new ISR contract, Insitu has won the first task order for sea-based services, with its ScanEagle unmanned aircraft system, says an industry source, while AAI will perform the initial two land-based services tasks, with its Aerosonde UAS. AAI has also won a contract potentially worth $600 million to provide ISR services, again with its Aerosonde, to U.S. Special Operations Command (Socom). CSC has qualified to provide land-based services to the Navy with the Arcturus UAV T-50, but has yet to win an ISR task order. “The aircraft are bought and paid for. Our people are trained. We’re not in the money, but we are in the hunt,” says Frizzelle. The company proposed the vertical-takeoff-and-landing Saab Skeldar for the sea-based portion of the contract, but was excluded because the unmanned helicopter did not have the required mission duration.

In January, Insitu delivered two Integrator UAS to the Navy to provide an early operational capability for the Stuas program.The first system is being used for Marine Corps predeployment training at Twentynine Palms, Calif. The second was delivered to the Navy.
“The market is going to fee for service, and is less about which vehicle you offer,” says Fred Strader, CEO of Textron Systems, of which AAI is an operating unit. “Fee for service arose during the Iraq and Afghanistan wars, and makes sense when technology is changing a lot,” he says. “For five years, the Navy will not be tied to any one company, until they buy systems down the road.”
Frizzelle says the Navy’s “level of service” requirements under the ISR services contract are similar to the quality-of-service demands built into IT outsourcing contracts. “You prebid a fixed price for a level of service and if you miss it they decrement your fee.” The Navy set requirements in areas ranging from mission duration to the resolution of full-motion video from the UAS’s electro-optical and infrared sensors.

Colleges Urged To Cooperate To Bring More Minorities, Women Into Engineering The Chronicle of Higher Education reports the EducationCounsel and the American Association for the Advancement of Science “set out a strategy recently for producing more science and engineering graduates by bringing research universities into student-centered alliances with two-year, liberal arts and minority-serving institutions.” The plan “calls on colleges from all sectors to work harder at ensuring that students at institutions with few or no science offerings have a lot more options for getting quality science training at nearby campuses.” Arthur L. Coleman, a managing partner of EducationCounsel, said the “plan reflects a realization that existing efforts to improve the nation’s output of science and engineering graduates have focused too narrowly on helping the students, not paying sufficient attention to the institutional structures surrounding them.”
Google and DOD on leading the charge for better buildings The drive to make buildings greener has been spearheaded by some unusual sources, including the Department of Defense, which is applying new technology to its 300,000 buildings worldwide, and Google, which is focused on transforming its offices to improve employee health and productivity. recently, Rob Watson, CEO of EcoTech International and founder of the U.S. Green Building Council’s LEED rating system, moderated a panel discussion about green-building strategy with Dorothy Robyn, deputy undersecretary of defense in charge of installations and environment at the DOD, and Anthony Ravitz, Google’s real estate and workplace services green team lead. The DOD takes green buildings seriously because it sees huge potential for energy savings, as well as better energy security, Robyn said. “Four billion dollars a year is real money,” Robyn explained, referring to the cost of energy for its buildings. “We have backup generators on our bases, but they are expensive and we worry about energy security and try to make them more secure.” The DOD is investing $1 billion in energy-efficiency retrofits for its buildings. It has also tapped solar power both in urban areas and in remote installations, aside from other measures. “We see the convergence of a huge energy demand with 200 years of technological innovation. So we’re trying to do this in the building space as well.We’re looking at microgrids and energy storage.We’re trying to address what we see as [a] market failure, which prevents us from using some technologies,” Robyn said.

For instance, the DOD is experimenting with “smart glass” that uses electrochromic technology for windows, which allows them to go from transparent to translucent when activated, controlling the amount of light and heat transmitted. Google has one of the largest fleets of shuttle buses in the Bay Area, which runs on biofuel and gave 1 million rides to employees in 2011. Ravitz heads the company’s healthy materials program, through which the component materials used in office buildings, furniture, equipment and supplies are vetted. He sends survey questionnaires to manufacturers asking what goes into their products. The program, launched two years ago, has brought about some healthy changes, but – even though it’s received plenty of feedback – faces a huge challenge when it comes to collecting all the data. “We don’t think it should be so difficult,” Ravitz said. “You go to a grocery store, you can read the ingredients in a Snickers bar. But for a chair or table, we don’t know and we don’t get to decide. In Google’s case, I’m the gatekeeper and I feel it’s very important to select materials carefully.”
Until now, Google has occupied existing buildings so it’s been focused on improvements. In the future, new construction will enable it to take a more integrated approach, Ravitz said.

The global aerospace and defence sectors saw a record number of mergers and acquisitions last year and the trend should be strong this year as well, a study by consultants PwC said recently. PricewaterhouseCoopers put the value of aggregate 2011 deal value at $43.7 billion spread over 341 transactions, surpassing the previous record of $42 billion set in 2007. “The most significant trend affecting the aerospace and defence industry is the contrast in civil and military outlooks,” PwC added, noting that the former had benefitted from Asian fleet expansions and a need by airlines everywhere for new, more economical planes as fuel prices climbed skywards. “While we may not see the record for the largest deal in sector history broken for some time, the weight of evidence suggests that 2012 will be another robust year,” the consulting group concluded. In particular, European groups interested in the North American market have purchased US and Canadian companies to produce more products using dollars, the currency in which global deals are billed. The value of mergers and acquisitions in the United States totalled $30.1 billion, with 26 deals worth $50 million or more, while Europe accounted for 12 more transactions at that level, and a total of $7.5 billion. Looking ahead, “there will likely be more moves by defence contractors to establish themselves further in the civil market as well as more consolidation between aerospace suppliers,” PwC said. “In addition, several emerging markets continue to develop their own domestic aerospace industries, which are acting as another spur for aerospace transactions,” it added.

Global demand for unmanned aerial vehicles (UAVs), better known as drones, is heating up as armed forces invest in new systems to boost their ability to carry out reconnaissance and strikes without putting soldiers’ lives in danger. Propelled by a rise in Asian defense budgets, annual global spending on UAVs is forecast to almost double from the current $5.9 billion to $11.3 billion over the next decade, according to U.S.-based defense research firm Teal Group.The Asia Pacific is the second largest buyer after the United States.

“UAVs are necessary in this age when you want to win wars and at the same time you want to have less casualties,” said Tommy Silberring, who heads the drone division at Israel Aerospace Industries (IAI). I The use of drones rather than manned aircraft helps make countries participation in multilateral war efforts more palatable to the public, said Silberring, a former Israeli air force colonel. Drones have played a crucial role in recent conflicts, with the United States relying on them to strike targets in the rugged tribal areas of Pakistan that are strongholds of Taliban and al-Qaida operatives. U.S. drones were also used in the NATO-led intervention in Libya last year. According to IAI, its Heron UAVs are used by 18 customers around the world, including Singapore’s air force. The Heron TP — the largest in the Israeli drone arsenal with the wingspan of a Boeing 737 passenger jet — is purported to have a range of more than7,400 kilometers (4,600 miles). In the United States, homegrown manufacturers such as General Atomics and Northrop Grumman look set to benefit from the Pentagons recent plans to expand its current fleet of 7,494 drones by 30 percent. According to a congressional report released, the U.S. military is expected to spend nearly $32 billion on new UAVs over the next eight years. “There is a wide range of uses for unmanned systems, from surveillance work, gathering atmospheric data to direct combat strikes,” said Commander Robert Moss, a regional director at the US Office of Naval Research Global.

The Central Command’s intentions are spelled out in two “reprogramming” requests that Pentagon Comptroller Robert Hale sent Congress last month.The four congressional defense committees have approved the requests to move defense funds, which were to go to other programs, and the changes are being implemented, according to the comptroller’s website. “There’s no significant area where I’ve got to come in and say, we’ve got a big problem here.” Central Command commander General James Mattis told the House Armed Services Committee. “They’re just areas I want to make certain we maintain our edge.” In a “couple of cases,” Iran improved capabilities “faster than we anticipated,” he said. The Command requested the additional funds because “our growing reliance on our maritime forces requires an ability to project power against asymmetric threats, particularly in the confined and crowded sea lanes” of the Strait of Hormuz and the Persian Gulf, Major David Nevers, spokesman for the Central Command, said.
