This is Not a Tribute To Bill Lambert
Bill Lambert, my friend and colleague was the founder of the “Arizona Metalworker”, some nearly 19 years ago.This Editors Corner can’t be a tribute to Bill, because most of our readers in the Rocky Mountain states never knew him. A proper tribute will appear in the edition he founded, in our Southwest edition, with the help of many friends in the manufacturing industry. But he did pass away, in the arms of his beloved wife, Shanna, on September 18th, just before we go to print. So it feels important to speak to this wonderful, funny, smart, and loving man. Barring accidents and unforseen tragedies, I believe those who are ill decide when they are ready to die. It’s like a mathematical equation - when the pain exceeds the pleasure, it is time to go. They, the ones who leave us, decide it is their time to go to a place, in Heaven, where they will feel no more pain. And so Bill’s mortal body just left this earth. If you knew him, please email me a brief tribute or story about your encounter. This will be part of our Tribute to Bill, in the November, 2012 Southwest issue (linda@azmetalworker.com). Kim and I just came back from IMTS, the most comprehensive and exciting machine tool show in all of North America. It was the 29th IMTS show, and IMTS statistics show it enjoyed the strongest results in more than a decade.

As industrial production has fallen in Europe and growth has slowed in China, U.S. factories have continued an expansion that has stretched on for over 33 months. In April, manufacturing growth was the strongest in 10 months. Let’s finish up 2012 as a great year for manufacturing! Mazak. Expands. Multi-Tasking.Talents. of. INTEGREX.i.Series Mazak showcased more than 20 high-performance machine tools in booth S-8300 at IMTS 2012, that took place in Chicago, Ill. Among those machines is the new INTEGREX i-100ST, a Multi-Tasking horizontal machining center that brings the high accuracy and productivity of the company’s popular INTEGREX i Series into a smaller footprint that measures 119.2” (3,030 mm) x 98.2” (2,495 mm). Ideal for small high-precision part applications such as those in the medical industry, the INTEGREX i-100ST employs two turning spindles, a milling spindle and lower turret for processing first and second operations simultaneously or performing required sequential operations on a single workpiece. The machine also executes full, simultaneous 5-axis machining for handling all processes from raw material input through final machining in just one machine; thereby, reducing production lead times, improving machining accuracy and lowering operating expenses. In addition to the i-100ST model, Mazak also has the INTEGREX i-100 with a tailstock and i-100S with a second spindle from which to choose. The turning spindles on the INTEGREX i-100ST share high performance capabilities as they both employ a 15 hp (11 kW) integral motor spindle with maximum spindle speeds of 6,000 rpm. precision C-axis contouring, the main spindle indexes in 0.0001-degree increments, while the second spindle provides increments of 0.001 degrees. Each spindle features a 6” chuck with a 2.4” (61 mm) bore size that can accommodate bar stock of up to 2” (51 mm) in diameter. The INTEGREX i-100ST has a powerful 10 hp (7 kW), 12,000-rpm milling spindle mounted in the rotating B-axis with a range of 240 degrees in 0.0001-degree indexing increments. And for high accuracy of motion, B-axis scale feedback comes standard on the machine. The machine’s 36-tool magazine accommodates tools up to 5.1” in diameter when neighboring stations are empty and up to 3.5” in diameter when stations are occupied. For off-centerline operations, the INTEGREX i-100ST, while compact in size, provides ample axes travels of 8.2” (210 mm) in Y, 17.7” (450 mm) with a below centerline capability of 1.96” in X and 35.5” (904 mm) in Z; thereby allowing the machine to process a wide range of part sizes and shapes. Furthermore, the machine’s three linear axes attain high-speed rapid traverse rates of 1,575 ipm (40 m/min). The INTEGREX i-100ST features Mazak’s new MAZATROL MATRIX 2 CNC control. Within the control are both enhanced hardware and software functionalities that make the control easy to use while also delivering high accuracy and increased productivity. Despite these and other concerns on taxes, regulations and a diminishing workforce, Albaugh remained positive about the future of aviation. “I believe that aerospace will define the 21st century,” Albaugh said, “but the question is: Will it be American? “The traditional duopoly of ourselves and Airbus is probably one that won’t exist in the years ahead. We always have to be looking over our shoulder to see who’s gaining on us … All we have to do is make sure we’re building tomorrow’s airplanes while the competition is building today’s.”

Boeing.CEO:.US.must.invest.in.R&D.to.take.the.lead.in.aerospace The US must invest in research and development (R&D) of technology to take the global lead in aerospace during the second century of flight, according to Boeing EVP Jim Albaugh in a National Aerospace Week address. Speaking at the Wilson Center forum in Washington DC, Albaugh said, “Wherever R&D goes, innovation and economic growth follow. Studies have shown that more than half the growth of America’s GDP is due to technological innovation. Yet US government R&D as a percentage of our GDP has fallen by 60% since 1964.” Another threat to the industry is the widely contested impending budget cuts due to sequestration, he cautioned.The cuts not only affect large OEMs, he said, but they have a rippling effect throughout the supply chain. He noted Boeing has seen reluctance on the part of their suppliers because of A2Z METALWORKER

AT K c o m p o s i t e t e c h n o l o g y supported the successful launch of a United Launch Alliance Atlas V rocket from Cape Canaveral Air Force Station, Florida. The ULA Atlas V roc ket launc hed the Radiation Belt Storm Probes (RBSP) mission for NASA. RBSP is designed to help understand the Sun’s influence on Earth and NearEarth space by studying the Earth’s radiation belts on various scales of space and time. The rocket flew in the 401 vehicle configuration with a four-meter fairing and a single-engine Centaur upper stage, with no solid rocket boosters. Using advanced fiber placement manufacturing techniques, ATK produced the 10-foot diameter composite heat shield that provides essential protection for the first stage of the launch vehicle, fabricated by ATK at its Clearfield, Utah, facility. This is the 32nd Atlas V launch using ATK-built composite structures.

Results from Aviation Week’s 2012 Workforce Study show that companies across the A&D industry are hiring machinists, operators and skilled craftsmen for U.S. facilities. And that could accelerate as soaring wages and high employee turnover diminish the attractiveness of low-cost meccas such as Mexico, China and India. Another bonus: Energy costs in the U.S. have flatlined, driven in large part by new technology that is allowing energy companies to access huge reserves of natural gas. Add that all up and you get a much more competitive environment for manufacturing in the U.S., says Jack McDougle, senior vice president at the Council on Competitiveness. The AviationWeek study finds that over the next three years A&D companies are planning to hire more than 12,000 technicians, operators, machinists and skilled craftsmen. Many of those jobs will be in an emerging air transport manufacturing cluster in the Southeast U.S., a region that appeals to employers due to its lack of labor unions and abundance of state incentives—including extended workforce training packages and assistance in establishing advanced innovation centers and incubators to drive the major manufacturing operations.
One of the industry’s key worries is finding enough qualified employees.Thirty percent of respondents to the survey say manufacturing shortages are hindering their ability to grow. And companies worry that a need for more on-the-job training could drag down their productivity. Attrition rates for manufacturing professionals and hourly workers are hovering at 10-11%, twice the average for the overall industry. And nearly a quarter of the A&D manufacturing workforce will be eligible for retirement in 2015, up from 18% this year.

Boeing.Locks.In.Air.China.Order.For.747s The AP reports, “Boeing Co. has locked in orders for five 747s for Air China.The plan for the order was first announced in March 2011, but it still needed Chinese government approval. Air China is one of China’s three major state-owned airlines. “The deal was worth $1.6 billion at list prices at the time of the commitment last year, although discounts are common.” The Seattle Times notes, “Orders for the new jumbo jet have been sluggish.This is the first confirmed sale added to the order book since July 2011. It brings the total firm order tally to 111 jets, of which 32 are passenger jets, 70 are freighters, and nine are VIP private jets going to, among others, the royal families of Abu Dhabi (two), Qatar (two) and Saudi Arabia. In addition Boeing has commitments, though not yet firm orders, for a further 19 of the passenger models.”
Foreigners.Invest.in.U.S..Manufacturing If the U.S. manufacturing revival is real, shouldn’t it be showing up at least partly as more foreign investment in American plants? It does, but you have to peel back a bit of the onion to see it. A recent analysis by U.S. Trust’s chief market strategist Joseph P. Quinlan found that, while there’s been an explosion in outward foreign investment of all kinds by U.S. companies over the past five years, the investment flow the other way slumped. Announced A Falcon 20 jet owned by the National Research Council of Canada will be the first civil jet to fly on 100% biofuel meeting petroleum jet fuel specifications. Tests to date have typically used a 50-50 blend of biofuel and regular kerosene jet fuel.The ReadiJet fuel, developed from mustard oilseeds, was made by Applied Research Associates and Chevron Lummus Global for the US Air Force Research Laboratory. The article notes that when the newly announced tests take place, “NRC’s flight test team will be able to switch back and forth in flight between bio- and regular jet fuel, enabling them to run either engine on 100% biofuel.”

NASA is still waiting for its second cargo services provider, Orbital Sciences Corp., to wrap up its own demonstration program. Orbital holds a $1.9 billion contract to make eight deliveries to the space station with its Cygnus space freighter and Antares launcher. Orbital has two flight demonstrations scheduled: the Antares maiden flight, in which the rocket will carry a ballast payload; and a mission with the full Antares/Cygnus stack. These demonstrations are scheduled for October and December, the company says.

ACV,.F-35 The big Marine Corps news of the last month was the award of development contracts to three firms, Lockheed Martin, AM General, and Oshkosh, to work on the Joint Light Tactical Vehicle to replace Army and Marine Humvees.The Marines nearly backed out of the program in 2011 over cost concerns. While the Marines are committed to the JLTV today, they are buying far fewer than once hoped. When the JLTV program was first conceived, said Gen. Amos, “we were going to replace all our Humvees,” about 23,000 vehicles: “We can’t afford that.” What’s more, as the service reorients from Afghanistan -- where the improvised explosive device threat has pushed the military to heavier, better-armored vehicles -- to Asia -- where the crucial challenge is fitting equipment onto ships to traverse vast distances -- “in the Pacific maybe Humvees turn out to be pretty good,” Amos added, or at least “good enough.” For all those reasons, concluded Gen. “It’s 5,000 to begin with,” he emphasized. “We build the first 5,000, and then the Army comes in behind us,” with a production run now planned at 50,000. It’s entirely possible that, as the Army buy winds down, the Marines may start a second JLTV purchase, perhaps of an improved version, “on the back side of the Army,” Amos said. “We’ll know a lot more five years from now.” Almost as important as how many vehicles the Marine Corps buys is when it buys them,Amos added.The Marines must carefully sequence its Humvee replacement program, the JLTV, with its programs to replace its aging amphibious troop carriers. Originally both bills were coming due at the same time, creating an unaffordable spike in procurement spending: “It became a huge mountain...We just couldn’t get there because of cost,” Amos said. Now, “we’ve actually spread this out.”
Once ACV production is done, the Corps will start buying a yetundefined Marine Personnel Carrier, which will be cheaper than the Amphibious Combat Vehicle because it will be a pure ground transport without the ability to swim. (MPC will likely be a sixor eight-wheeled armored vehicle similar to the Army’s Stryker). The Marines simply cannot afford enough amphibious vehicles for their entire force, Amos explained, so they will buy a mixture of ACVs and MPCs instead. The Corps will also keep (and upgrade) some of its existing amphibious vehicles for many years to come. The Marines have to balance all these surface vehicle acquisitions with their version of the Joint Strike Fighter, the F-35B. Amos expressed his confidence that the technologically ambitious jet, which can take off and land vertically, has worked through its problems of the past year. “I’m probably not as much as engaged with the JPO [Joint Program Office] as I was last year; last year I felt I needed to be more hands on,” he said. For one thing, the plane’s lost weight, a major performance consideration. “[Last year], we had like 140 pounds of margin,” Amos said. “We’re well over 300 pounds now... you do that one pound at a time.” Just removing excess caulking from the fuel cells, a seemingly trivial detail, saved over 30 pounds, he said.

The report that adds to last month’s w h o l e s a l e t r a d e r e p o r t s h owe d manufacturing and trade sales for the month up 0.9 percent on a seasonally adjusted basis to $1.24 trillion. From July 2011, inventories rose by 5.4 percent while sales rose 2.8 percent from a year earlier. The inventory-to-sales ratio -- reflecting how many months it would take a company to deplete its inventory at the current sales pace -- came in at 1.28. A year earlier, the ratio was 1.25.

Mike Delaney, vice president of engineering at Boeing, says Seattle joins Southern California and Washington as one of the three most expensive regions to hire engineers. “We’re committed to the Puget Sound,” Delaney said. “But we also have access to the Boeing corporation.”

General Dynamics announced its second acquisition, moves the company said were aimed at expanding its portfolio and keeping its offerings relevant. General Dynamics said it had acquired the defense operations of Gayston Corp, a privately held company that supplies precision metal components used in munitions programs, such as the Hydra-70 rocket for military helicopters. It said the deal was a cash transaction but did not disclose anything else other than to say it would be accretive to earnings in 2013. Gayston’s defense operations employ 187 people at a facility in Springboro, Ohio, where the company makes rocket motor tubes and other aluminum parts. A2Z METALWORKER

Michael Mulligan, president of General Dynamics Armament and Technical Products division, said the acquisition would expand the company’s ability to produce high-precision parts in large quantities for lower cost. Recently, General Dynamics said it was acquiring Fidelis Security Systems Inc, a cybersecurity company that employs about 70 people in Maryland and Massachusetts to provide real-time network visibility, analysis and control. The value of the cash transaction was not disclosed. “By acquiring companies that enhance our capabilities or open doors to new customers, we are able to expand our portfolio and maintain the relevancy of our offerings,” said General Dynamics spokesman Rob Doolittle. Defense consultant Jim McAleese said General Dynamics was pursuing an aggressive acquisition strategy to help it expand revenue after disappointing second-quarter results. Most other big companies in the defense sector have put their acquisition plans on hold until the budget outlook for 2013 becomes clearer, but General Dynamics has “a much more immediate requirement,” McAleese said.“In the short term it will counteract the revenue contraction that they’re seeing in the information systems and technology sector,” he said, noting that the company also faced weaker demand from the U.S. Army due to the end of the war in Iraq and the drawdown of U.S. troops in Afghanistan.

Three additional PAC-3 missiles are scheduled to undergo operational testing in the second half of 2012, which also include flight tests to demonstrate the missile segment enhancement (MSE) capability in both the Patriot and Medium Extended Air Defence System (MEADS). PAC-3 is an advanced, hit-to-kill air defence projectile weapon designed to defeat incoming tactical ballistic miles (TBMs), cruise missiles, aircraft and unmanned aerial vehicles (UAVs) by direct, body-to-body impact. The PAC-3 MSE upgrade include integration of Patriot system with a PAC-3 missile, a highly agile hit-to-kill interceptor, PAC-3 missile canisters in four packs, a fire solution computer, as well as an enhanced launcher electronics system (ELES) to offer enhanced performance, greater altitude and range. Lockheed Martin Missiles and Fire Control serves as prime contractor for the PAC-3 MSE missile upgrade, which was selected as primary interceptor for the MEADS in September 2006.

In the past several months, White Rock has purchased a number of new machines, intended to upgrade older equipment and to improve capabilities for their customers. They currently have 20 CNC machines, 18 Citizens and 2 Haas VMCs. One of their recent purchases was a Miyano Citizen BNA MSY-2 Turn Mill Center. The Miyano BNA-42DHY comes equipped with sub spindle, and 8-position main turret with Y-axis, featuring live capability in each station. In addition, this Fanuc-powered machine also includes a 6-station static turret for use with secondary operations with the sub spindle. The BNA-42MSY features the same 8-position main turret and utilizes a Mitsubishi-powered Cincom control, making programming a snap for existing Citizen-Cincom users. What makes the BNA-42DHY and MSY so truly unique is the inclusion of Citizen’s proprietary superimposition technology that allows the user to superimpose the sub spindle to the main turret. This special technology allows you to independently machine on the front and backside on the main turret simultaneously. Essentially, your main turret is now functioning as 2 turrets. Justin and David said that this newest Miyano Citizen machine allows them to make parts 1 5/8” in size, compared to their previous capabilities of 1”. The company additionally acquired 3 Citizen L20 machines.These are the fastest, most efficient 7-Axis L20-series lathes ever developed by Citizen. When cross machining is required, three cross spindles can be mounted, totaling eighteen tools: five turning, seven rotary, and six drilling tools. The three cross spindles can also be used as end-face drilling spindles by rotating the holder 90 degrees. Justin says of the Citizen machines, “We didn’t get to where we are in business by purchasing low end machines. These are outstanding machines.” Justin and David additionally agree that the machine tool dealer is an integral part of their decision process. There is no official price tag for the effort to upgrade and maintain the 5,113 warheads in the inventory, to replace old delivery systems and to renovate the aging facilities where nuclear work is performed. A study this summer by the nonpartisan Stimson Center, a Washington think tank, estimated costs would be at least $352 billion over the coming decade to operate and modernize the current arsenal. Others say the figure could be far higher, particularly if the work is delayed even longer. The timing does not fit with the nation’s evolving defense posture, either. Over the past decade, the U.S. military has moved away from nuclear deterrence and major military interventions in favor of more precise tactics rooted in Special Operations forces and quick tactical strikes deemed more effective against today’s enemies. Federal officials and many outside analysts are nonetheless convinced that, after years of delay, the government must invest huge sums if it is to maintain the air, sea and land nuclear triad on which the country has relied since the start of the Cold War. Failing to act before the end of next year, they say, is likely to mean that there won’t be enough time to design and build the new systems that would be required if the old arsenal is no longer safe or reliable.

EADS,.BAE.Systems.In.Merger.Talks The Seattle Times reports, “UK defense contractor BAE Systems and European aerospace giant EADS, the parent company of Airbus, are in talks about combining into the world’s biggest aerospace company. The merger could strengthen EADS in its bid to challenge Boeing and other US defense companies for US military contracts.” The Los Angeles Times reports, “The potential merger would have broad effects across the defense industry, particularly for larger defense contractors such as Lockheed Martin Corp., Northrop Grumman Corp. and Boeing. BAE and EADS have divisions in the United States and frequently compete for” defense work iin the US.

On December 31, 2012, 101 tax deductions and credits will expire or would have already expired, costing manufacturers billions in tax increases. Many of these expired/expiring provisions are critical to incentivizing manufacturing in America such as the R&D Tax Credit, expanded Bonus Depreciation and Section 179 Expensing, among numerous other manufacturing tax incentives used by manufacturers to make them more globally competitive. While taking some action prior to leaving for the August recess, the Senate Finance Committee did pass their version of the tax extenders bill which includes many One Voice priorities, albeit with less robust versions of capital expensing provisions. In a compromise with Committee Democrats, Senate Republicans also agreed to not include an Estate Tax extension in the extenders bill and rather work to address that in the 2001/2003 Bush tax cuts package which also expires on December 31st. To pressure lawmakers into acting on the expiring provisions prior to January 1st, One Voice is working with the 87 House Republican Freshmen to secure majority support for action on a tax extender bill. The GOP Freshman class and Tea Party members are central to securing enough votes to move a bill forward. However, the election outcome will likely determine how much, if any, substantive work Congress will consider when they return in late November after the election.

There were 62 hybrid/electric vehicle (HEV) patents granted, a gain of 24 over last year, and biomass/biofuel patents more than doubled from Q1 2011 to 36.As to assignees,Toyota took the top spot with 49 patents, mostly for fuel cells and some HEV patents. GE was in second place with 33 patents, the vast majority of which were for wind technology. Third place went to Danish wind turbine manufacturer Vestas with 30 patents, and GM was in fourth place with 28 patents, almost all for fuel cell technology. Other patentees in the top ten were Samsung, Honda, Siemens, Ford, Mitsubishi and Hyundai. The CEPGI reports also break out patent data by geography, looking at U.S. states and other countries. The long-awaited contests, one for the US Navy to replace the VIP fleet that ferries the US president, and another to replace US Air Force combat search and rescue (CSAR) helicopters, both require highly survivable aircraft. AgustaWestland had previously partnered with Lockheed Martin to produce a similar presidential helicopter called theVH-71, but theVXX programme was cancelled due to high acquisition costs and budget overruns. The presidential transportation role is currently filled by Sikorsky VH-3s, based on the long-retired SH-3. The USAF’s CSAR contest will replace the Sikorsky HH-60s that currently fill the role but are reaching the end of their service lives. Variants of the UH-60 are ubiquitous throughout the US military, and an updated version has been offered as a competitor.

NASA. Launches. Program.To. Certify. Space. Taxis With an eye toward breaking Russia’s monopoly on flying crew to the international space station (ISS) by 2017, NASA has launched a twostage certification process aimed at ensuring commercial passenger spaceships currently under development will meet the agency’s safety standards, schedule and mission requirements. NASA expects to award multiple firms a Certification Products Contract (CPC), each of which will run for 15 months and be worth up to $10 million. The program dovetails with the agency’s ongoing partnerships with Boeing, Space Exploration Technologies Corp. (SpaceX) and Sierra Nevada Corp. to develop privately owned space transportation systems capable of flying astronauts to the space station.

CPC’s first phase is scheduled to begin in February and run through May 30, 2014. The timing is intended to influence commercial spaceship design and operations plans early enough to meet NASA’s space station mission requirements and minimize potentially costly changes and schedule delays later in the development process.
“This bridge will allow us to either move down the road toward getting design concurrence assessment or potentially waivers for areas where we don’t fully meet all the design requirements,” said John Mulholland, Boeing vice president and program manager for commercial space programs.

Last month, U.S. consumers bought 1.28 million new cars and light trucks, 20% more than a year ago, according to researcher Autodata Corp. Honda Motor Co. and Toyota Motor Corp. led the way with big gains compared with meager sales a year ago when both were reeling from production losses from an earthquake that hit Japan in March 2011. General Motors Co., Ford Motor Co. and Chrysler Group LLC all had solid months, with each reporting sales increases of more than 10%. A2Z METALWORKER

“Though we are seeing most of the economic conditions stabilizing and the job market not improving as much as we hoped for, I think pent-up demand is really the driving force for retail sales,” she said. Yet the annualized pace of newvehicle sales climbed in August to 14.52 million cars and light trucks, Autodata said. That is the highest rate since August 2009, when the government’s “cash for clunkers” incentives caused a spike in car sales. Take a look back at U.S. monthly auto sales by car maker since 2005. “Autos have been a bright spot for the economy all year long and we see that trend continuing,” said Kurt McNeil, vice president of U.S. sales operations for GM. Honda reported sales of 131,321 vehicles, 60% more than in August 2011. Toyota’s sales rose 46%, to 188,520 light trucks. A year ago, Honda and Toyota were struggling to restart their plants following the ear thquake and tsunami in Japan. “Our sales did take a big hit because they didn’t have cars,” said dealer Bill Fox, a partner in Fox Dealerships in Auburn, New York. But now, the Japanese auto makers are back to full production and they’re offering attractive leases, low-interest financing and other incentives that help lure in buyers, he said. “They’re battling to win back the market share they lost last year because of lack of availability” of vehicles, Mr. Fox said.
Nissan Motor Co., which recovered faster than rivals from last year’s natural disasters in Asia, said its August sales rose 8%, to 98,515 vehicles. GM’s sales increased 10% to 240,520 vehicles, boosted by strong demand for small cars including its Chevrolet Sonic. Ford reported light vehicle sales of 196,749 cars and trucks, a gain of 13%. It was boosted by strong sales of its F-series pick up trucks, which climbed 19%. Chrysler likewise saw sales of its Ram pickup rise 19%. Sales of GM’s two pickup trucks, the Chevy Silverado and GMC Sierra, grew more slowly, partly because they are near the end of their product cycle and a new generation is coming next year.

Lockheed.seeks.deal.for.fifth.batch.of.F-35s. by.year-end Lockheed Martin Corp said it was aiming to wrap up long-delayed negotiations about a fifth batch of F-35 fighter jets by the end of the year. Lockheed Chief Executive Robert Stevens told a Morgan Stanley investor conference that discussions with the U.S. Defense
Department were ongoing, but an agreement could be reached by the end of the year. The contract discussions between Lockheed and the Pentagon began formally in December 2011 and have dragged on much longer than initially expected, with government officials insisting on extremely detailed pricing data. Stevens gave no further details on the contract talks, but said Lockheed was making progress on testing the aircraft, and was working to resolve lingering challenges on the sophisticated helmet that will be used by F-35 pilots and the complex software required for the program. He said Lockheed had delivered 16 of the 30 jets it was due to deliver this year, and was continuing to press for additional international orders to help drive down the overall cost of the program. For high-paying, skilled manufacturing jobs, it just might be. The number of job openings for skilled factory workers has increased 38% since 2005, according to numbers from the Conference Board that measure labor demand across industries. More strikingly, the sharpest increase in postings for skilled workers – 152% – has occurred in the last three or so years. Among the states where demand is the highest for skilled workers are Ohio, Michigan,Texas, California, Illinois and Indiana, according to the Conference Board. The employers range from small parts makers that contract with large manufacturers to mid-sized and large assemblers in the auto, aerospace and industrial metals sectors. The hottest openings are for machinists, tool-and-die makers, computer-aided machine operators and similar specialties. And the jobs pay well. Starting salaries are often as much as $45,000 to $50,000. Overtime, which is common because of a shortage of skilled workers, can bump that up significantly. “What’s clear from the data is that there is a pick up in [manufacturing] hiring and the biggest swath of job openings is the central part of A2Z METALWORKER

The trend lines are promising. According to the Conference Board numbers, which aren’t adjusted for seasonal factors, there were 151,478 job postings for skilled workers nationwide in May 2005. That number dipped to 82,741 in February 2009 before rising to 208,887 last month. “What we’re seeing is the bottoming out of manufacturing,” said Michael Mandel, chief economy strategist with the Progressive Policy Institute. “The really sharp jump in wanted ads coincides with the portion of manufacturing that is switching from shrink to growth mode.” Driving the surge in demand for skilled workers is a mix of state and federal policy measures and changing economics of manufacturing. States such as Alabama are aggressively courting local and international manufacturers. They are dangling tax breaks and other lucrative incentives to attract companies – and in turn are generating industry jobs and boosting their revenue. The federal government’s bailout of the auto industry in 2009 saved General Motors (GM, Fortune 500) and Chrysler from bankruptcy and helped propel American automakers to improved sales, record profits and more hiring. Rising expenses in China are another big reason domestic factory work has heated up considerably in the last 12 months. As labor and raw material costs skyrocket, more American companies are bringing production back home. One example is WindStream Technologies, which makes small wind turbines. WindStream opened a facility in North Vernon, Ind., last year so it could move production out of China. The change eliminated overseas shipping and travel expenses and helped lower production costs by 10% for each turbine.

Mr. Yergin, currently vice chairman of IHS, a consulting firm in Englewood, Colo., is the author of “The Quest: Energy, Security, and the Remaking of the Modern World.” His history of the oil industry, “The Prize,” earned a Pulitzer Prize. Here are edited excerpts from the conversation. Energy Boom WSJ: The U.S. is experiencing an unprecedented boom in oil production. How did this happen? Where is it taking us? MR. YERGIN: The last time we had a presidential election, the U.S. was going to run out of oil. Since then, U.S. oil production has grown about 25%. As has happened in the past, technology has opened doors people didn’t know were there or didn’t think could be opened. We expect to see tight-oil production [oil extracted from dense rock formations] grow dramatically over the rest of this decade. If you take what’s happening in the U.S. and what’s happening in Brazil and Canada, we’re going to see a rebalancing of global oil flows. By the end of this decade, the Western Hemisphere may be importing very little oil from the Eastern Hemisphere. WSJ: What difference does that make to U.S. oil consumers? MR.YERGIN: Until a couple of years ago, people didn’t focus on the economic impact of domestic energy production. Over one million jobs have been created by the development of unconventional gas. It makes the U.S. more competitive. You can see how the growing recognition of the economic impact is changing the political discourse about energy in the U.S., including, very clearly, in the presidential campaign.You would not have had this kind of discussion about energy in 2008. [The new flow] changes the geopolitical perspective about energy. The U.S. is going to be relatively more self-sufficient and less dependent on foreign energy. We’re already independent in terms of coal and natural gas; greater reliance on regional and domestic supplies increases our sense of security.
to have a bigger presence on the world stage; it is participating in antipiracy efforts off the coast of Somalia. In some ways, China will become a partner—it will come to have a role in the security of the flow of energy. This can go on a very constructive, cooperative fashion, or it can go on in a fashion which creates greater risk. This is going to be one of the major focuses of the U.S.-China relationship. WSJ: Critics have said the potential of unconventional fields—shale and tight oil—is exaggerated. Is this boom real? MR. YERGIN: The proof is in the numbers. Shale gas (2% of U.S. gas production at the start of the century) is now almost 40% of U.S. gas production. And using this technology in new areas and established oil fields has really revitalized U.S. oil production. Mr. González is Houston bureau chief for Dow Jones Newswires. Boeing.Sees.Demand.Staying.High.in.2013. The new head of the commercial jet arm of Boeing Co. said that he expects the company’s orders to remain high in 2013, despite the surge in deals over the past 18 months.
Boeing Commercial Airplanes Chief Executive Ray Conner said the jet replacement market in the U.S. has yet to be fully tapped, helping global orders next year to closely match the Chicago-based jet maker’s deliveries, which could approach 700 aircraft if it maintains planned output increases. In his first public meeting with Wall Street investors since being appointed in June, Mr. Conner said at a conference that production rate increases across all its jet models remained on track. Despite a high-profile cancellation for 35 Dreamliners by Qantas Airways Ltd., the jet market is balanced by demand for new jets in Asia and elsewhere, Mr. Conner added.
WSJ: Will this weaken the U.S.-Saudi relationship? MR.YERGIN:We don’t get a lot of our oil from the Middle East as it is today, but the strategic interests are very strong; obviously they’re highlighted by continuing tension over Iran’s nuclear program. Enlarge Image
He also anticipates the U.S. Export-Import Bank will help finance 31% of the Chicago-based jet maker’s commercial deliveries this year compared with 28% in 2011. New funding rules will make export credit funding more expensive next year, leading more carriers to lock up funding before the deadline.
WSJ: What is China’s role after the rebalancing of global oil?

Killer Despite a grim fiscal environment, the U.S. Air Force still has ambitions to acquire a new generation of air-launched weapons that will take advantage of the stealthy F-22s in its fleet and the F-35s that will be introduced late this decade. But the service is being forced to prioritize its needs, putting a near-term emphasis on attacking hard and deeply buried targets such as nuclear weapons or command-and-control facilities in North Korea or Iran. One factor driving requirements for improved weapons stems from the limitations of the service’s decision decades ago to shift to an all-stealthy fighter force. The Lockheed Martin F-22 and eventually the F-35 will provide the operational flexibility of stealthy missions in enemy airspace, but this attribute comes at a price. The internal weapons bay, used for stealthy operations, has only two positions. So the service is pushing weapon manufacturers to mature technologies to make future munitions smaller and more flexible. This, in turn, is reinforcing a need for more sophisticated explosive fills—perhaps halving the size of a warhead without compromising its explosive effects. Additionally, a decades-old hope remains for fuzes that facilitate variable explosive effects or shaped blast-fragmentation effects.

Market Overseas weapons sales by the United States totaled $66.3 billion last year, or more than three-quarters of the global arms market, valued at $85.3 billion in 2011. Russia was a distant second, with $4.8 billion in deals. The American weapons sales total was an “extraordinary increase” over the $21.4 billion in deals for 2010, the study found, and was the largest single-year sales total in the history of United States arms exports. The previous high was in fiscal year 2009, when American weapons sales overseas totaled nearly $31 billion. A worldwide economic decline had suppressed arms sales over recent years. But increasing tensions with Iran drove a set of Persian Gulf nations — Saudi Arabia, the United Arab Emirates and Oman — to purchase American weapons at record levels. These Gulf states do not share a border with Iran, and their arms purchases focused on expensive warplanes and complex missile defense systems. The report was prepared by the Congressional Research Service. The annual study is considered the most detailed collection of unclassified arms sales data available to the public. The agreements with Saudi Arabia included the purchase of 84 advanced F-15 fighters, a variety of ammunition, missiles and logistics support, and upgrades of 70 of the F-15 fighters in the current fleet. Sales to Saudi Arabia last year also included dozens of Apache and Black Hawk helicopters, all contributing to a total Saudi weapons deal from the United States of $33.4 billion, according to the study. The United Arab Emirates purchased a Terminal High Altitude Area Defense, an advanced antimissile shield that includes radars and is valued at $3.49 billion, as well as 16 Chinook helicopters for $939 million. Oman bought 18 F-16 fighters for $1.4 billion. In keeping with recent trends, most of the weapons purchases, worth about $71.5 billion, were made by developing nations, with about $56.3 billion of that from the United States.

In July, my company found two great hires at a veterans job fair. That brings the total number of U.S. military veterans at E.J. Ajax & Sons to nine. It’s a small number in the overall scheme of things; in 2011, the Bureau of Labor Statistics reported 234,000 new veterans were looking for work. But at E.J. Ajax, a small, third-generation metal-stamping company in Fridley, veterans now represent more than 10 percent of our total workforce. As a company that exports nearly a third of our production to China, Mexico, India, Europe and the Caribbean, we rely on skilled workers to provide the productivity and quality that give us a competitive edge. In our experience, veterans have exceptional qualities that make them exceptional candidates for entry-level manufacturing positions. WORK ETHIC “The Marine Corps taught me discipline. It made me grow up,” said Brad McKnight, an Iraq war veteran who has been with our company for six years and is now our quality manager. “Punctuality is real big.You’re guaranteed that a veteran will be there on time,” said Jose ChavarrÃa, who was a newly retired Marine Master Gunnery Sergeant when he joined our company in 2011. “The saying in the military is, ’If you’re not 15 minutes early, you’re 5 minutes late,’” he added. During the job interview, he was surprised to be asked whether he’d be OK with working extra hours on occasion. “That’s what I’m used to,” he said. As one of our newest hires, five-year Army veteran Gilbert Sanchez said, “In the military, you have to be there at the right time, in the right uniform, with the right attitude.” LIFELONG LEARNING Our veterans are comfortable with our company’s commitment to training, which requires a minimum of 100 hours of their time each year – and far more if they’re in a four-year apprenticeship program. Although it might not be the first thing civilians associate with military life, rigorous training begins the first day of boot camp and never ends. Let me emphasize that word “rigorous.” In a six-month Marine Corps training program that Brad attended, “if you failed two tests, you were out of the program.” That background is ideal for a precision manufacturing operation like ours. While “technology” might not be the first thing you associate with manufacturing, we are constantly installing new machines, updating our processes and learning to produce more parts, faster, for less money. Someone like Jose, with a background as a helicopter mechanic, inspector and quality assurance representative, is in synch with our goals from day one. The combination of on-the-job training and coursework required for apprenticeships supervised by the Minnesota Department of Labor and Industry qualifies veterans as full-time students, enabling them to make full use of their educational benefits.
SAFETY Our company puts worker safety above everything else. Veterans come in with extensive training in safety, and they have a deep appreciation of a safe working environment. “Everyone knows the rules. If anything happens, they pull the tapes,” Brad said of his Marine Corps experience. “I learned not to assume,” Gilbert said. “I find out the facts before I do something. I don’t assume someone worked on the machine last night and the part is going to work.” While veterans have many skills and abilities that transfer easily into civilian life, there are things employers can do to make the transition to civilian life faster and more effective. CREDENTIALS TRANSFER Military roles and assignments are specialized, with their own naming conventions. One of the biggest obstacles to civilian hiring is figuring out how the veteran’s skills and background line up. In manufacturing, programs like M-Powered at Hennepin Tech provide fast-start training for veterans and others. My company uses a highly reliable mechanical aptitude assessment for all candidates.Tools like those enable veterans like Gilbert Sanchez, who was a chaplain’s assistant in the military, to discover his technical and mathematical skills. CAMARADERIE We read stories on an almost-daily basis about the heroic lengths our military people go to for the sake of their comrades. That esprit de corps has carried veterans through some tough times – and if it’s missing from their civilian occupations, they feel the loss. That’s one area where a small family-owned business like mine can hold its own against some of the Fortune 500 companies with whom we compete for workers. Gilbert Sanchez still remembers that, in our first meeting, I asked him about his family. For me, that was standard procedure. For him, it was a sign that he’d be a name, not a number, in our company. Jose calls it “unit cohesion. There’s a family aspect from the commanding officer to the youngest private.” He says that some of his military buddies still miss the camaraderie, “everyone getting along and knowing each other. I found that right when I walked in the door at E.J. Ajax,” he said. HIERARCHY Like a lot of U.S. companies, E.J. Ajax places high value on the “fresh perspective.” In fact, we assign our summer apprentices the task of identifying and documenting a process improvement. Our veterans come from a culture that says, “if I want your opinion, I’ll give it to you.” They consistently tell us that as a newcomer, speaking up can be hard to do. On the other hand, it can also be hard to frame recommendations rather than orders when they do feel they have sufficient expertise and background. A training program that includes soft skills as well as technical instruction will help veterans develop their civilian leadership skills. While we believe that hiring veterans is, first and foremost, good business sense; it is enormously satisfying that the right thing for our business is also the right thing for our country. As President Obama so aptly said, “no one who fights for this country should ever have to fight for a job when they come home.”

Supply.Build Bloomberg News reports crude oil prices “tumbled to a six-week low after US crude inventories surged the most since March as production and imports rebounded from Hurricane Isaac.” Crude oil for October delivery settled $3.31, or 3.5 percent, lower $91.98 a barrel on the NewYork Mercantile Exchange, the lowest settlement since Aug. 3. Futures fell after the Energy Information Administration reported a supply build of 8.53 million barrels last week, which was more than eight times what analysts surveyed by Bloomberg projected. Crude also “fell earlier on speculation Saudi Arabia is moving to reduce prices,” Bloomberg adds. According to the AP, futures dropped “for the third day in a row as traders realized that a recent run-up to $100 may have been overdone.” The AP explains that prices are declining as “traders are taking profits after oil got above $100 per barrel last month for the first time since May. And there have more signs that the global economy is slowing down, which tends to push oil prices lower because people and businesses use less energy.”

Wired UK reports, “A team of bioengineers has genetically engineered skeletal muscle tissue to produce a protein that reacts to light, and plans to use it to build a robot with realistic manoeuvrability.”The MIT and University of Pennsylvania team decided that mimicking animal behavior in robotics was not enough - by mimicking the genetic materials that allow those behaviors, they could make a giant leap towards feasible biorobots. It is the first time skeletal muscle has ever been manipulated to react to light, with past studies focusing only on cardiac muscle cells.”
