A 2018 study by Deloitte and the Manufacturing Institute predicted that U.S. manufacturing would have 2.1 million unfilled jobs by 2030. In July 2021, the Department of Labor (DOL) Job Openings and LaborTurnover Survey (JOLTS) showed 889,000 unfilled manufacturing jobs. I tried to find out how many of these unfilled jobs are skilled vs. unskilled, but nobody I talked to at the DOL had any idea. In fact, I couldn’t find anyone in government or industry who had any idea what kinds of manufacturing jobs are going unfilled. Bill Padnos of the National Tooling and Machining Association thinks that most unfilled jobs are middle-skill jobs and that many require apprentice training. But many companies do not want to invest in long term apprentice training, Padnos says, because they don’ believe they’ll get a good return on investment, and they also don’t want to certify journeymen because the employees would have the skills to shop for better jobs. Padnos said 70% of his members are shops with less than 40 employees and cannot afford the time or money to invest in apprentice training. My assumption is that if a good percentage of these jobs are highly skilled, then we will need advanced or long-term training like apprentice training. However, it appears that the manufacturing sector is not investing in apprentice, training. I have been following the Office of Apprenticeship training’s website since 2001 and the total annual number of registered A2Z MANUFACTURING WEST COAST •

apprentices in manufacturing has dropped from around 20,950 in 2001 to 15,510 in 2020. Meanwhile, apprenticeships in other sectors like construction are growing. 1. Entr y-level worker s. According to the Deloitte/MI survey “These are the jobs that do not require technical knowhow or industry knowledge, such as team assemblers, production work helpers and hand-held tool cutters and trimmers.” They say that manufacturers are willing to pay $15.50 per hour, but that “applications are not pouring in.” It is a problem because new workers without experience can get a job at Amazon for $18 an hour starting pay with up to a $3,000 signing bonus. Wages are going up in many service industries, and $15.50/hour may not be enough to interest a Starbucks employee to make the switch. 2. Semi-skilled workers. These are jobs like CNC machine operators, welders, drill press operator, assemblers, grinders machine operators and tenders, which require classroom and hands-on training that can take several months up to one year. 3. Highly skilled jobs. Although apprentice training is not growing in U.S. manufacturing, many industries still need journeyman workers. Penn

United in Cabot, Pa., is a good example of a company with successful apprentice training. They have 90 apprentices in training today and need more. They believe that to truly become a productive machinist, students must learn all the manual machining skills first before learning CNC.Their journeyman machinists become proficient in 28 different skills and are capable of operating a wide variety of machine tools. They also have the ability and skills to work in other departments of the factory and are far more productive than specialist CNC machinists.

Penn United also believes in “competencybased training,” in that people coming from high school and vocational school programs will get credit for learned skills. Workers who complete the required skills on the journeyman checklist before the four years of training are up can also receive their certification earlier. The 2021 skills gap report also focuses on smart manufacturing and the 4th Industrial Revolution. It says manufacturers must transform the world of work using artificial intelligence, advanced robotics, automation analytics, cloud computing, wireless communication, big-data analytics and the IoT. But the report doesn’t say anything about how much training will be needed to accomplish the digital revolution. If manufacturing is having trouble finding entry level workers and investing in the training of semi- and advanced-skilled workers, how will it train people for the digital revolution and transform the world of work?

A January 2020 training survey by the Manufacturing Institute shows that the average number of hours of training, per employee, among their members is 27.7 hours per year. and for new employees it was 42.9 hours per year.The training survey also shows that only 32% of members have apprentice training programs.The study says that “75% of industrial organizations identified reskilling the workforce as important or very important for their success over the next year, but only 10% said they were very ready to address this trend.”

The short-term approach will probably work for entry-level workers but it doesn’t answer the multiple skills needed for tool and die, mold making, advanced machining or all of the maintenance skills needed to troubleshoot, repair, operate and maintain automated production lines using robots and palletizers.

Montez King, executive director of NIMS, the National Institute for Metalworking Skills, said that most manufacturers tell him they want short-term training tracks that are “stackable” along a particular career path. King responded with what he calls “short-track” training that is designed to train workers one role at a time. He said NIMS’ Smart Training Solutions is focused on roles, not occupations. By Marissa Nall Deliveries of Renton- and Everett-made jets climbed in September for the Boeing Co. (NYSE: BA) as it continued to outpace its primary rival Airbus on new orders. The company continued its streak of net orders, driven by the popular single-aisle 737 Max, as well as six new orders of its highcapacity 777 freight craft that brought it to nearly 60 orders for freighters so far this year. That puts it at 302 orders for the year, net of cancellations and conversions, compared with 138 orders for French jet manufacturer Airbus, which received just one order for the month after a banner month with 99 orders in August. On deliveries, where jet makers receive the majority of their revenue, Airbus maintained its lead on Boeing with 40 deliveries for the month, compared with Boeing’s 35. Of those 35 deliveries, 26 were for the Max, while five were freighters; also among the month’s deliveries were three widebody 777s and a converted 767 tanker for the U.S. Air Force. Chicago-based Boeing’s September deliveries were “somewhat disappointing,” Cowen senior aerospace analyst Cai von Rumohr said in a note to investors Tuesday.

Deliveries of the 737 were “a tad light,” von Rumohr said, while Boeing’s 787 Dreamliner production remained paused as it worked out issues near the nose of the plane for FAA recertification. “But 22 net orders were the eighth straight month of positive bookings, suggesting demand is on the mend.”

That brings it to 85 deliveries overall for its Commercial Airplanes division in the third quarter, a huge jump from the 28 it delivered in the same quarter the prior year. “We are also continuing to complete comprehensive inspections across the 787 production system and within the supply chain, while holding detailed, transparent discussions with the FAA, suppliers and our customers,” Boeing said in a news release. “Production resources remain focused on inspections and rework,” for the plane, which is currently being built at a rate of five jets per month.

Boeing Speeds Up 737 Max Deliveries By Daniel McCoy The Boeing Co. stepped up the delivery pace of its 737 MAX, as the rebound of its narrow-body jet program helped offset continued struggles on other programs in the third quarter. According to new order and delivery data from the company, Boeing handed over 26 MAX aircraft in September, up from 14 in August, to finish the third quarter with 66 737 deliveries. That included five older 737 variants used as the platform for the P-8 antisubmarine defense aircraft. The 737 is the most important individual aircraft program to the Wichita economy, as locally based Spirit AeroSystems Inc. builds around 70% of the structure on the jet. Boeing (NYSE: BA) has delivered 179 of the aircraft through the first nine months of the year, marking a rebound after a 20-month safety grounding in 2019 and 2020 spurred by two deadly crashes of the MAX. Spirit (NYSE: SPR) plans to ramp up its workforce through 2024 — adding around 5,000 people — primarily to meet expected production increases on the MAX in the years ahead. But Boeing’s marquee wide-body passenger jet, the 787 Dreamliner, remain stalled in September as deliveries were still halted due to production issues. That includes nonconformities found in the forward fuselage section made in Wichita by Spirit. While the issues are not believed to pose a safety risk, Boeing has idled Dreamliner deliveries for much of 2021 as it works through the quality control issues and a new inspection process with the Federal Aviation Administration. Boeing’s other deliveries in the third quarter included 11 767s, six 777s and two 747s. Boeing also continued its order momentum over rival Airbus, as September marked the eighth straight month that new orders outpaced cancellations. That helped push Boeing to 302 net orders on the year, compared to 133 for Airbus. But the European manufacturer remains well ahead on deliveries through the first three quarters, outpacing Boeing 474 to 241. Spirit has work on Airbus commercial programs at factories outside of Wichita, including North Carolina and the United Kingdom.

Future flight tests are slated for fiscal year 2022-2023, and the program remains on track. Earlier this week, Lockheed Martin opened an intelligent, advanced hypersonic production facility at its Courtland, Alabama location. Designed and constructed with the latest digital tools, factory work there will focus on producing much of the company’s hypersonics portfolio, including LRHW. Four General Electric (GE) gas turbines have been deployed in California as part of the follow-up to Gov. Gavin Newsom’s emergency order to safeguard the state’s power grid. GE recently announced two of the company’s 30-MWTM2500 aeroderivative turbines have been installed at the Roseville Energy Park in Roseville, with another two installed adjacent to Calpine’s existing Sutter Energy Center in Yuba City. The TM2500 units, which are essentially grounded jet engines that have been reconfigured to run on natural gas and generate electricity, are designed to start and ramp up within minutes to supplement renewable power generation and provide more reliability and resiliency to the state’s electricity supply, which has been challenged in recent years due to numerous wildfires, extreme heat, and drought. Licenses for the units were issued in August, and GE said the turbines were ordered, delivered, installed, and commissioned in only 42 days by GE, Kiewit Power Constructors Co., and California’s Department of Water Resources (DWR), which manages the state’s water supply. The DWR has anticipated a power supply shortage as hydropower resources have been reduced, and the reliability of the commercial and residential water supply in the state could be impacted by power outages. Emissions Regulations California has stringent emissions regulations, which has led to an increased emphasis on renewable and cleaner energy resources to supply power. The DWR has taken a lead role in helping the power industry diversify the state’s electricity supply, with an eye toward supporting reliability and controlling costs, while recognizing that natural gas-fired generation continues to supply the bulk of the state’s electricity. “The State of California has made tremendous progress in reducing greenhouse gas emissions and is helping to lead U.S. climate change action,” said Eric Gray, CEO, Americas, GE Gas Power, in a statement. “We are proud to support the State of California and the Department of Water Resources while demonstrating the highly efficient and flexible nature of gas power to support renewable energy and ensure system reliability with a low environmental footprint.We are helping the state of California meets its renewables and carbon mandates, while providing reliability to the electrical system when renewable resources are not sufficient to meet the state’s electricity demands.” The trailer-mounted GE TM2500 units are being deployed at two California sites to support the state’s electricity supply. CAISO in early September submitted an emergency request for additional power generation; the request was approved by the Dept. of Energy (DOE) on Sept. 10. DOE approval enables CAISO to access generation that otherwise would be constrained by federal air regulations. CAISO in its request wrote, “This authorization will help the CAISO meet the existing emergency and serve the public interest by preventing or mitigating power disruptions and the potential curtailment of electricity load within the CAISO balancing authority area. To minimize any adverse impact on the environment, the CAISO will only dispatch the generating units identified in this request above their permitted levels during specified hours and only if necessary to meet exceptional levels of electricity demand or to address a transmission emergency that would otherwise create the risk of curtailing electric demand.”

State Paying Roseville $1 Million The Roseville Energy Park is home to the city’s municipal utility. California is paying the city $1 million to use the site this year, and $3.5 million each of the next two years as part of an $8 million contract. California officials have said the state could see an electricity supply shortage of as much as 3,500 MW of generation during extreme weather conditions, or an even higher shortfall should severe heat and drought conditions persist. Heat waves in each of the past two years, and continued concerns about electrical equipment sparking wildfires that have ravaged the state, have led California utilities to preemptively institute blackouts in order to protect the grid.

Calpine officials said the two units inYuba City, like those in Roseville, will be available for dispatch at the direction of the California Independent System Operator (CAISO), which operates the state’s power grid.Yuba City officials have said the units will be available through year-end 2023. MICRO-TRONICS – MORE THAN JUST AN EDM SHOP NASA Awards Funding to GE Aviation and MagniX for the Development of Electric Propulsion GEAviation and MagniX are the two U.S. companies awarded a combined $253 million from NASA for the development of electric aircraft propulsion (EAP) technologies for aircraft. The technology developed through this funding intends to reach consumers by 2035 and has the potential to be a major contributor to the industry-wide commitment of a net-zero emissions goal by 2050. With a combined value of $253.4 million, NASA’s funding was split between the two companies. GE Aviation received the majority of the funding, totaling $179 million. MagniX received $74.3 million. The backing comes from NASA’s Electric Powertrain Flight Demonstration (EPFD) program; a project that falls under a larger NASA establishment known as Integrated Aviation Systems Program (IASP), a program specializing in flight-oriented, system-level research and technology development for transition to advanced aeronautic technologies into future air vehicles and operational systems. “GE Aviation and MagniX will perform integrated megawatt-class powertrain system ground and flight demonstrations to validate their concepts, and project benefits for future [electrified aircraft propulsion] A2Z MANUFACTURING WEST COAST •

aircraft configurations,” NASA’s Gaudy Bezos-O’Connor, EPFD project manager stated. “These demonstrations will identify and retire technical barriers and integration risks. It will also help inform the development of standards and regulations for future EAP systems.” The technologies being developed will aim to target tech for aircraft beyond general aviation, tapping into both the short-range and regional passenger aircraft markets. Who They Are GE Aviation is a subsidiary of General Electric and continues to be a leader in aircraft engine manufacturing and supply to consumers all around the globe. Headquartered in Evandale, Ohio, GE Aviation produces engines for the majority of commercial aircraft with a combined total of 33,000 engines in service. “After years of maturing individual components of a hybrid-electric system – motors, generators and power converters – GE will systematically mature an integrated hybrid-electric powertrain to demonstrate flight readiness for single-aisle aircraft,” GE says. “GE will also provide guidance and data to establish standards and certification and regulatory requirements for hybrid-electric engines.” Founded in 2009, the majority-owned by Singapore-based Clermont Group company MagniX, specializes in electric motor manufacturing for electric aircraft, already having produced its Magni350 and Magni650 electric aircraft engines. Energize This: Canada Could Become A Global Hub For New Nuclear Technology

Canada, like many industrialized countries, has pledged to reduce its net carbon emissions to zero by 2050. But what makes Canada unique is how it wants to achieve that goal. Like others, it has been boosting renewables like wind and solar. But it also plans to add to the mix a powerful new source: small modular reactors, or SMRs. SMRs can generate carbon-free electricity while overcoming some of the nuclear industry’s biggest challenges — namely, cost and lengthy construction times. They can play a crucial role in helping Canada decarbonize in several important ways. Designed to produce up to 300 megawatts of carbon-free electricity generation, SMRs can step in when the wind stops blowing or the sun stops shining, which can happen for extended periods during Canada’s long winters, marked by a formidable mix of snow, cold and short days. But they can also help provide carbon-free generation in remote areas, particularly in the northern regions, where many rely on diesel generators for electricity. A2Z MANUFACTURING WEST COAST •

Highlighting Canada’s long experience with nuclear energy — it was the world’s second country to generate nuclear power — Seamus O’Regan, Canada’s minister of natural resources, said in a statement, “SMRs offer the next great opportunity” for Canada. SMRs also could prove to be a game changer for Canada’s economy, which already has some of the world’s largest resources of uranium. Being a first adopter of the SMR technology could allow Canada to become a global leader in this technology and spark a whole new industry that could create thousands of jobs in manufacturing, construction and plant operation. Countries like the U.S., Poland and Estonia have already expressed interest in the technology. “In the face of the existential threat of climate change, Canada is investing in the full suite of the energy technologies we will need to achieve net zero emissions by 2050. Nuclear energy is part of achieving these objectives,” O’Regan said. “We also see tremendous potential to expand safer nuclear technologies — in Canada and around the world.” The government of Ontario and its utility, Ontario Power Generation (OPG), are currently in the process of selecting the company that will build in its province the first SMR in the world, with plans to bring it online by 2028.

PwC also reported that the SMR reactor in Ontario is expected to create 1,700 jobs during the construction and manufacturing phase. GE Hitachi is “already building this coalition,” Wileman says. In July, GE Hitachi and another GE joint venture, Global Nuclear Fuel (GNF), announced a memorandum of understanding with Canada’s Cameco Corp., one of the largest providers of uranium fuel in the world. “Cameco intends to be a go-to fuel supplier for these innovative reactors,” saidTim Gitzel, Cameco president and CEO. “We’re looking forward to working with GE Hitachi and GNF to see what opportunities might exist around their novel SMR design.”

One company that raised its hand to do the job is GE Hitachi, which has been supporting the operation of nuclear reactors around the world for decades.The company is developing an SMR called the BWRX-300 (see video below).The reactor stands on the broad shoulders of true, tried and tested technologies that power many existing nuclear power plants. But it also includes innovative features that would allow it to be deployed more quickly than conventional large reactors. “The pieces themselves already exist, they are basically building blocks that have been pre-designed,” says Christer Dahlgren, the principal designer of the BWRX-300. “You are no building them in the field. They are coming to the site already built and pre-tested. GE Hitachi wants to go further than just build the first SMR in Canada. It wants to help Canada to become the first global center of excellence for this technology. “Canada is taking steps to be first and to start a wave of new builds,” says JayWileman, president and CEO of GE Hitachi. “GE has been in Canada for more than 100 years. We can bring our state-ofthe-art technology and build a coalition of Canadian partners to support Canada’s SMR Action Plan.That would include building on our local GE infrastructure, bringing and expanding our nuclear resources in Canada and collaborating with Canadian partners that have expertise to help with the development and deployment of the BWRX-300.” The Conference Board of Canada, the country’s leading independent research organization, reported that in Ontario alone, the technology can generate 2.6 billion Canadian dollars (US$2.07 billion) of gross

GE Hitachi is currently seeking to hire and train 30 new field service technicians, who could be among the first global operation and maintenance experts trained on the BWRX-300 reactors.The company also plans to open 80 new jobs in Ontario to support the rollout of its SMRs, and it brought on nine interns from Canadian universities this summer. “GE Hitachi values diversity in our workforce, including equal employment opportunities for indigenous people,” says Lisa McBride, GE Hitachi’s country leader for SMRs in Canada. “We are working to develop a highly-skilled workforce to serve the current nuclear fleet, with the potential opportunity to service the BWRX-300 SMR fleet when deployed in Canada.” McBride works with industry partners, suppliers, government regulators, NGOs and other stakeholders to bring the BWRX-300 to Ontario. “Canada has significant nuclear experience and is a global leader in the nuclear industry,” she says. “We are looking to leverage the expertise in Canada and build on that for the future of SMRs.” Heather Chalmers, president and CEO of GE Canada, is very engaged in supporting this effort. Chalmers grew up next to a nuclear power plant on the shores of Lake Ontario and got her first university job there. “In Canada, we are very comfortable with nuclear power,” Chalmers says. “In Ontario, almost 60% of our electricity in the province comes from nuclear power generation and we’re proud of that. For me personally, I’ve always had a relationship with the industry. Literally from my childhood home, where my parents still live, I could see a nuclear power plant. It was part of our community growing up.” But like others, Chalmers also is looking beyond her home country. “Canada has a global nuclear vision, and we want to help the country to be the leader in this new SMR industry,” she says. “We know that as soon as OPG starts building the first SMR, that’s going to be the tipping point for other provinces and countries to follow suit. Canada is going to benefit from that, and, with our scalable SMR technology, we can help Canada achieve its vision.
