Created in 2000, Gavi is an international organisation - a global Vaccine Alliance, bringing together public and private sectors with the shared goal of creating equal access to new and underused vaccines for children in the world’s poorest countries. Our partners include WHO, UNICEF, Bill & Melinda Gates Foundation, the World Bank and the Global Fund. Country performance monitoring and measurement is critical to reaching our goal. Part of the wider monitoring and evaluation department, our talented and high performing team ensures that valid, reliable and useful information is available

to inform decision-making and improve accountability to successfully deliver on the Alliance strategy. We look for creative and compassionate problem-solvers to advance our life-saving mission. Strategic and collaborative in approach, you will co-lead the development and implementation of Gavi’s overarching monitoring and accountability framework. In parallel, you will ensure robust measurement of country immunisation programme performance and strategic use of Gavi’s support to strengthen country data systems and use. A blend of management, technical and exceptional communication abilities will be essential for you to work collaboratively with colleagues at all levels across Gavi and with Vaccine Alliance partners in multiple countries.

Created in 2000, Gavi is an international organisation - a global Vaccine Alliance, bringing together public and private sectors with the shared goal of creating equal access to new and underused vaccines for children living in the world’s poorest countries.

OUR HISTORY The Gavi story begins towards the end of the 20th century, when global immunisation efforts were beginning to plateau. Despite the promising progress of the previous two decades, by the Expanded Programme on Immunisation (EPI), there were still 30 million children living in poor countries who were not fully immunised. Coverage was stagnating and in some places even declining. Even though new life-saving vaccines were becoming available, beyond the original six EPI vaccines, virtually none were reaching children in developing countries, those who needed them most, because they were too expensive.

What was needed was an entirely new approach. So, with the help of a US$ 750 million five-year pledge from the Bill & Melinda Gates Foundation, in January 2000 the Global Alliance for Vaccines and Immunisation (Gavi) was created. A unique public-private partnership, Gavi was created to bring together the best of what key UN agencies, governments, the vaccine industry, private sector and civil society had to offer in order to improve childhood immunisation coverage in poor countries and to accelerate access to new vaccines. This model was designed to leverage not just financial resources but expertise too, to help make vaccines more affordable, more available and their provision more sustainable, by working towards a point where developing countries can pay for them themselves. It was a 21st century development model for a new millennium and one which works, by 2018 reaching over 700 million children since its creation and preventing more than 10 million future deaths in the process. And that’s just the beginning. Gavi aims to reach 300 million children between 2016 and 2020, preventing 5-6 million deaths over the long term.

ABOUT US

OUR PARTNERSHIP MODEL By bringing the key stakeholders in global immunisation together around one mission, Gavi combines the technical expertise of the development community with the business know-how of the private sector As a public-private partnership, Gavi represents the sum of its partners’ individual strengths, from WHO’s scientific expertise and UNICEF’s procurement system, to the financial know-how of the World Bank and the market knowledge of the vaccine industry. By maximising its partners’ expertise, existing networks and facilitating collaboration to find new solutions, Gavi has brought a single-minded focus to its mission: to save children’s lives and protect people’s health by increasing access to immunisation in poor countries.

Coordination, Maximising Existing Systems Rather than duplicate the services of the many players in the field of health and vaccines, Gavi relies on country-based systems and works with partners with widespread field presence to deliver its programmes. This keeps burdensome transaction costs down for implementing country governments. • Gavi is not present on the ground in developing countries. Instead health ministries take the lead working closely with WHO regional and country offices, who provide expert recommendations on vaccine use and appraisal of new vaccines;

• Gavi provides funding for vaccine procurement, but UNICEF’s supply division makes the purchases; • The World Bank gives strategic advice on capital market dynamics and plays a key role in innovative financing; • Gavi-funded vaccines reach villages in the poorest, most remote parts of the world thanks to in-country health systems and civil society organisations that deliver the life-saving vials to health centres.

Collaboration: Drawing On Partners’ Specialist Knowledge To Find New Solutions Providing a single forum for each partners’ unique perspectives has yielded a fertile ground for collaboration and innovation. Partners contribute to the Vaccine Alliance through participation in strategy and policy-setting, advocacy, fundraising, vaccine development and procurement, country support and immunisation delivery. The different skills and experience mix has fostered new and better ways of improving routine immunisation, both in the programmatic and the financial spheres. A true partnership has emerged stretching from the Gavi Board, where senior leaders set policies and principles, right down to the technical staff of partner organisations, who work together to support programme implementation at country and regional level.

03 Our 2016–2020 mission, to save children’s lives and protect people’s health by increasing equitable use of vaccines in lower-income countries, is guided by four strategic goals. 1) The vaccine goal: Immunise 300 million more children and advert 5-6 million future deaths.

2) The systems goal: Transition 20 countries out of Gavi support to fully fund their immunisation programmes

Gavi continues to support developing countries to introduce and increase access to vaccines so that they are able to protect every child with a full package of WHOrecommended life-saving vaccines.

Effective and efficient immunisation delivery systems, drawing on modern technology and approaches, will be critical to ensure that the Vaccine Alliance reaches more children, in more places, sustainably.

This includes introducing new vaccines into the routine schedules of national immunisation programmes and working to protect every child, including those who are hardest to reach – e.g. in poorer urban areas as well as more remote rural locations.

Recognising the importance of integration, we support developing countries to build comprehensive immunisation programmes and to do this in a way that strengthens their broader health systems.

We also support global stockpiles and immunisation campaigns, so the world’s lowest-income countries can be assured of ready access to quality vaccines to protect against disease outbreaks.

While Gavi develops and proposes solutions in critical areas of immunisation delivery such as vaccine supply chains and data quality, the support that is delivered is driven by national and local situations and priorities.

In addition, we work to ensure that wealth, geography and gender are not obstacles to immunisation and that children, even in the most fragile settings, benefit from the protection that a complete schedule of vaccines provides.

3) The sustainability goal: Ensure healthy vaccine markets, with manufactures supplying vaccines at affordable prices One of the cornerstones of our development model is that support is time-limited and catalytic, and that support for countries diminishes and ultimately ends as their economies grow. We work with developing countries to ensure that they successfully transition from our financial support and can sustain and continue to improve the performance of their immunisation programmes. In doing so, we focus on sustainability from the outset of each country grant to support and sustain gains in immunisation. Our approach to sustainability is mindful of the simultaneous transitions that countries undergo from other development funding instruments.

4) The market shaping goal: Generate US$ 80 – 100 billion in economic benefits in Gavi-supported countries Gavi aims to help make vaccine markets work better for lower-income countries. This means putting in place mechanisms that allow manufacturers to plan production based on known demand and donors to maximise their investments. Most importantly, it permits developing countries to buy suitable vaccines at prices they can afford and to eventually transition out of our support.

04 The evidence is clear: vaccines are one of the most cost-effective investments in health and development in history. Gavi helps save children’s lives and protect people’s health by increasing equitable use of vaccines in lower-income countries. OVER 10 MILLION FUTURE DEATHS AVERTED

65 MILLION CHILDREN IMMUNISED IN 2017

Since its inception in 2000, Gavi has helped developing countries to prevent more than 10 million future deaths through its support for routine immunisation programmes and vaccination campaigns.

In 2017 alone, 65 million children were immunised with Gavi-supported vaccines. This equates to more than 190 million points of contact between these children and the primary health system and provides a robust platform for other health interventions.

MORE THAN 700 MILLION CHILDREN IMMUNISED Since 2000, Gavi support has contributed to the immunisation of more than 700 million children.

80% COVERAGE WITH DTP3 Coverage with three doses of diphtheriatetanus-pertussis-containing vaccine (DTP3), including pentavalent vaccine, in Gavisupported countries was 80% in 2017 – just 5 percentage points below the global average. While this represents an increase of 21 percentage points since 2000, it has remained unchanged over the past two years.

HEALTH SYSTEMS AND IMMUNISATION SERVICES STRENGTHENED IN MORE THAN 60 COUNTRIES The Vaccine Alliance has helped to strengthen health systems and immunisation services in more than 60 countries.

MORE THAN 430 VACCINE INTRODUCTIONS BY THE END OF 2018 Gavi has supported more than 430 vaccine introductions and campaigns since 2000.

RETURN ON INVESTMENT OF IMMUNISATION IN GAVI-SUPPORTED COUNTRIES1: US$ 18 FOR EVERY US$ 1 SPENT A study in Health Affairs covering 73 Gavisupported countries over the 2011–2020 period shows that, for every US$ 1 spent on immunisation, US$ 18 are saved in healthcare costs, lost wages and lost productivity due to illness. If we take into account the broader benefits of people living longer, healthier lives, the return on investment rises to US$ 48 per US$ 1 spent.

OVER US$ 150 BILLION GENERATED IN ECONOMIC BENEFITS By preventing illness, death and long-term disability, Gavi-supported vaccines have helped to generate more than US$ 150 billion in economic benefits since 2000.

FIFTEEN COUNTRIES HAVE TRANSITIONED OUT OF GAVI SUPPORT By early 2019, 15 countries had started to fully self-finance all their vaccines introduced with Gavi support.

Purpose:

To lead development and implementation of Gavi’s strategy for ensuring robust measurement of country immunisation programme performance and strengthening country data systems and use.

The Monitoring and Evaluation (M&E) department at the Gavi Secretariat is responsible for leading the design and implementation of Gavi’s monitoring and evaluation activities, with the aim of ensuring that valid, reliable and useful information is available to inform decision-making and improve accountability to successfully deliver on the Alliance strategy. This is a leadership position within the M&E department, leading the country-focused performance monitoring and measurement to:

• strengthen measurement and accountability for delivering on country immunisation programme performance with Gavi’s support; • enhance use of performance data to inform development of country-level strategies to improve immunisation outcomes; and • lead and coordinate cross-Alliance data strategy to support sustainable improvements in the availability, quality and use of country data to improve immunisation outcomes.

• Provide strategic leadership for ensuring robust measurement of country immunisation programme performance and strengthening country data systems and use: –– Lead development and implementation of Gavi’s strategy for measurement of country immunisation programme performance: ensuring development of quality accountability frameworks with robust measurement of metrics and target setting, theories of change established, and enabling use of this information for improved investment strategies to improve immunisation outcomes through Gavi’s support; –– Lead refinement and implementation of Gavi’s data strategy, including collaborating with Vaccine Alliance partners to plan, manage and monitor investments (annually >$80M) to catalyse improvements in the availability, quality and use of country data (i.e. immunisation coverage and equity data, disease surveillance, vaccine safety, other M&E systems) to address barriers to vaccine uptake and increase immunisation coverage and equity; –– Oversee the production and updating of relevant country communication materials, documents, guidelines, standard operating procedures, tools,

08 ACADEMIC QUALIFICATIONS: • PhD or Master’s degree in Business Administration, Public Health, Public Policy, International Development or other relevant field. • Training in public health, programme monitoring and performance management highly desirable.

EXPERIENCE • A minimum of 12 years of professional experience including a mix of: 1) Strategy development and / or management consulting in multiple countries; 2) Working experience in using measurement to improve performance management and / or strengthening country data systems and use; and

3) Management and professional development of high performing teams; • Experience with immunisation programmerelated data tools and approaches in low and or middle income countries is highly desirable; • Demonstrated ability to lead strategy development and identify practical solutions/guidance to strengthen the availability, quality and use of country data for action; • Conduct and communicate quantitative and qualitative data analysis; • Understanding of multilateral agencies and key public health donors is required, and experience with a public private partnership model is an asset.
