The Impact Investing Movement

Impact investing, defined as investment with a strong intention to create positive impact as well as rigorous measurement of the impact created, can be said to have started with the launch of the first Social Impact Bond (SIB) by Social Finance in 2010. The SIB for the first time relied on impact measurement to optimise risk, return and impact through a security. Since then much has been accomplished, but much remains to be done if we are to improve billions of lives and help restore the planet. It has become clear that governments and philanthropists alone cannot cope with the enormous scale of the social and environmental challenges we face. OECD governments are spending about 20% of GDP on social issues, representing more than $10 trillion, about double the percentage they spent in 1960. They are constrained in spending more, yet social issues continue to proliferate. Governments are starting

to realise that they do not have the resources or the ability to provide a solution alone. Philanthropists across the world donate some $500 billion a year. Generous as they are, and for all the good they certainly do, their donations cannot fund all the solutions either. There is enormous, untapped potential in impact investment’s ability to drive major improvement in lives and the planet. There is certainly a great need for it. For example, the achievement of the 17 UN Sustainable Development Goals (SDGs) faces a funding shortfall of $2.5 trillion a year. Impact investment can help narrow this huge gap in a way that adds up for everyone – delivering sustainable funding for service providers, financial returns and impact for investors, and breakthrough ideas that lead to lasting improvement for the world.

About Us The Global Steering Group for Impact Investment (GSG) is an independent organisation catalysing impact investment and entrepreneurship to benefit people and the planet. The GSG was established in August 2015 as the successor to and incorporating the work of the Social Impact Investment Taskforce established under the UK´s presidency of the G8.

A registered UK charity since November 2017, the GSG currently has 21 member countries plus the EU. Chaired by Sir Ronald Cohen, the GSG brings together leaders from finance, business and philanthropy to solve some of the world’s most pressing social and environmental challenges.

The GSG is bold and exercises its significant influence at the highest levels globally. This influence is built on the GSG’s unique network of National Advisory Boards (NABs), which act as a national platform for private, public and civil society actors to work together to create an enabling environment for impact investing.

Currently the network is made up of 21 NABs with planned growth to 30 by the end of 2020. Regular dialogue among the NABs, and with many other global organisations also working within this sector, leads to initiatives to establish more market entrants (for example impact wholesalers), to commission research and to change policy.

Recent Success

Growth in NABS The number of NABs has grown from 14 (13 NABs plus the EU Regional Advisory Board) at the beginning of 2017 to 21 by the end of 2018.

Annual Summit Each year the GSG has organised a summit to discuss practical steps to drive forward the growth of the impact investing ecosystem. The first three Summits were held in London (2015), Lisbon (2016) and Chicago (2017) and attracted a growing number of leaders in the sector. The fourth GSG Impact Summit was held in New Delhi in October 2018 and saw nearly one thousand global leaders with more than 60 countries represented among the delegates and galvanised by visionary leaders like Nobel laureate Al Gore.

Work with G20 Our thinking and educational work has been embraced at the highest levels of government: for the very first time, the G20 Leaders’ Declaration explicitly referred to impact investment and endorsed it as a vehicle for “inclusive and sustainable growth”.

Outcome Payment Funds The GSG supports research on the scope for Outcome Payments Funds in Africa/Middle East, Latin America, India and Europe. With the creation of more, and larger, outcome payer pools, more investors will emerge to support SIBs, DIBs, and other impact investment initiatives globally.

Our 2030 Strategy:

From Tipping Point to Building Impact Economies As more people and organisations become more involved in the world of impact investment, a cumulative effect takes shape. A vibrant, inclusive, and growing economy can develop where business and investment deliver tangible improvements in outcomes for people and the planet, and people have choices to fulfil their potential. In the impact economy, businesses use their capabilities to optimise both their positive impact on the world and their financial return. Investors use their resources to optimise business impact, adding and creating value beyond what would otherwise be achieved.

The momentum of more positive impact being generated enlivens the possibility of an inspiring return. This is GSG’s vision for 2030. Our work, with the NABs and our strategic partners, will be to keep iterating what we have already started: outline the exact detailed steps that countries should take to build Impact Economies and work with each of them to implement such a blueprint and adapt to national contexts. This will require pioneer countries to keep inspiring the rest of the world in how such radical transformations are truly achievable.

Governance, Finance and Structure The GSG Board of Trustees is comprised of eight Trustees, including a Chair and Vice Chair. Together, these leaders represent six countries and four continents. The global leadership of the Board is crucial to the movement’s success. The Trustees bring the innovative vision and energy they have demonstrated in their home countries to leading GSG’s global movement. The GSG is supported by a number of international foundations who all share our vision. As a newly established organisation, no accounts covering a full year are yet available, however our annual budget is around £1.5m. The GSG is now looking to scale up its initiatives and raise additional funds. Around £5m a year is required to fund the activities of the GSG and of the National Advisory Boards across the globe and related activities, such as the Outcome Payment Funds managed by other parties. To achieve this, two new roles to drive global fund-raising and communications are being created. GSG operates with a small, high performing team of ten people (including the new roles), with a flat structure. PURPOSE: The Global Director of Philanthropy & Investment will be responsible for shaping and implementing a robust and compelling proposition, securing significant income from individuals, trusts, foundations, bi-lateral donors and corporates to enable GSG to deliver its ambitious mission.

Key Responsibilities Develop our global proposition to include a broad range of issues relevant to the Sustainable Development Goals, for example in health, environment and education, and clearly articulate how financial markets and impact investment can help achieve these goals. Work with the Chair, Trustees, CEO and associated networks to expand GSG’s network of philanthropic supporters at the highest levels of influence. Orchestrate the involvement of individuals capable of donating transformational gifts to unlock funding for both the operating overheads of GSG and other GSG impact investment initiatives that act as a catalyst to achieving the mission. Take full ownership of GSG’s income generation

strategy, working towards achieving a target of at least £5million per annum from a range of sources. Shape and deliver GSG’s donor relations plans, ensuring that ongoing, active donor engagement is in place, including a rigorous stewardship and reporting programme. Develop compelling proposals and applications of the highest standard to secure funding. Monitor and report on income and expenditure budgets. As part of the Senior Management Team, contribute to GSG’s overall strategy.

Experience of devising and delivering a significant fundraising strategy. Experience or knowledge of the social enterprise / investment sector. A proven track record of success in securing 6-7 figure gifts and/or investments. Ability to bring a global outlook and insight.

Outstanding influencing and interpersonal skills; able to adapt to different audiences (e.g. donors, multi-laterals, peers, partners and the public) and to build effective relationships.

Able to work independently with initiative and • tenacity in seeing tasks or projects through to conclusion. Able to prioritise work towards clear goals and performance targets. Knowledge and understanding of best practice and global fund-raising codes of practice.

Flexible: able to work independently in a fast-paced environment, including travelling internationally.
