Welcome Letter From the Chief Executive Milton Keynes Community Foundation is passionate about Milton Keynes and supporting our local vibrant and diverse Voluntary, Community and Cultural Sector to thrive. In March this year, we adopted a new Strategic Plan, which restated our Mission to connect people with resources, skills and ideas to enrich lives and create positive growth for Milton Keynes and we fully adopted the UK Community Foundation Movement’s Philanthropy Framework. As a result we have restructured our staff teams to deliver our new plans with the Philanthropy Director & Deputy CEO role being a key position in our new structure. We have ambitious targets, such as increasing our giving by 50% in the next five years, developing a new property and community land strategy, building new community buildings, diversifying our funding options and attracting new regional, national and international funding. We are working with our partners to promote the positive impact the Voluntary, Community and Cultural Sector has and we are developing supportive tools to improve the way we celebrate the impact made, so we can tell the story better and encourage philanthropy in our community. We are recognised as leaders within our city and the Philanthropy Director & Deputy CEO plays a vital role in engaging in city-making/ partnerships with key strategic public, private and philanthropic partners. For example Milton Keynes is at the centre of the Cambridge MK Oxford arc, which will see extensive development in transport and the creation of new communities.

MK Community Foundation is working across the sub regional, cross sector to ensure the new communities that will be developed learn from the successes achieved here in Milton Keynes and by the Community Foundation. Milton Keynes is a community, both rural and city, with a vibrant, diverse richness of cultural groups and organisations. There has been a significant increase in ethnic diversity, which is one of the city’s strengths. In 2015, 40.3% of the students enrolled in the city’s mainstream school population were from BME families compared with 20.7% in 2005. About 41% of children in reception classes are from a BME family. Milton Keynes was created with a commitment to inclusive growth and MK Community Foundation strongly supports this. We seek to encourage citizens from all our communities to join us as members to create a real sense of ownership. As such, there is huge potential for philanthropy to help meet the needs of those more vulnerable in our community who are not getting a fair share of the city’s success. With our donors’ help, each year Milton Keynes Community Foundation awards grant funding to support a wide range of projects that benefit the residents of Milton Keynes.
Our Work
Grant Making and Philanthropy
We support local organisations and groups who are working to make a real difference to our community. We specialise in awarding grants to smaller, lesser known charities and groups alongside well known charities such as the YMCA and Child Bereavement UK. Our supporters’ generosity helps us meet the immediate needs of Milton Keynes as well as building endowment to help people for many years to come. We accept grant applications from local voluntary and community organisations, individually or in partnership. Each is assessed on need and demand, reach and impact, sustainability and innovation. Written reports are presented to our independent Grants Committee for final decisions. The grants that we award target 12 specific ‘Vital Signs’ areas that include: Strong Communities, Disadvantage and Poverty, Diversity, Health and Wellbeing, Crime and Safety, Housing, Arts and Heritage, The Local Environment, Economy, Transport, and Work and Education. Each year, MK Community Foundation publish a ‘Vital Signs MK’ report that rounds up the most current research on the communities of Milton Keynes and present it in an easy to read format. The ‘Vital Signs’ categories help us to highlight our strengths and point to the challenges that we face in Milton Keynes.

Milton Keynes Community Foundation owns over 200,000 square feet of accommodation in Milton Keynes in the form of city centre office blocks, light industrial units, retail space and other accommodation, all of which is available to rent by local charities and commercial businesses. Local charities may apply for a rent subsidy of up to a 75%, based on community benefit, efficient use of space and financial need. We also own plots of land known as Community Foundation Land (CFL) which are available for development in Milton Keynes. Several of the fifty CFL sites have been developed by a variety of local charities working to improve local lives such as MK SNAP and The Oak Tree Centre, the home of the Shenley Christian Fellowship. Property assets remain a core part of our business, long after our first properties were gifted to us by the Milton Keynes Development Corporation in the 1990s. Our properties ensure that affordable, high quality and accessible space is available to the local voluntary sector of Milton Keynes. Philanthropy Director & Deputy CEO | October 2018

The Director of Philanthropy & Deputy CEO has a significant leadership role in the community and represents the MK Community Foundation, the charity sector and the network of Community Foundations in a range of local, regional and national forums. 4

The Community Foundations for Bedfordshire and Luton, Buckinghamshire, Cambridgeshire, Milton Keynes, Northamptonshire and Oxfordshire have formed a partnership to look at the opportunities for their communities provided by the National Infrastructure Commission, through the strategic planning for the CambridgeMilton Keynes – Oxford Corridor. Each Community Foundation covers its own geographical areas and we have an unparalleled reach into local communities. Each Community Foundation has an in depth understanding of their local area, what the priority needs are and how best to address the issues the existing and new communities will face. The group of Foundations that are forming this partnership distribute approximately £9 million annually to their communities from endowment investments, flow through funds, and rent subsidies. Collectively, they hold community property, land and grant making endowments totalling £65 million. We work with our donors to build a mixture of funds so that we can give out funding to address problems and issues that exist in our communities now and to build endowments as a sustainable source of funding to tackle the social issues and challenges of the future. As public sector funding continues to decline it is vital that Community Foundations hold sustainable funding to support the future of our communities and ensure the whole Voluntary, Community and Cultural Sector (VCCS) is able to fulfil it’s leadership role along side us. We want to be the voice of and the partner for community development and see ourselves as key agents that the development agencies will want to include when developing and delivering the strategic plan for the growth corridor. The Director of Philanthropy & Deputy CEO will play a leading role in this leadership work.

Our Governance & Structure Milton Keynes Community Foundation Limited is a company limited by guarantee and a registered grant making charity. The Community Foundation also has a wholly owned trading subsidiary, MK Community Properties Ltd. The subsidiary company is a property ownership and management company whose aim is to support the charitable objectives of its parent, the Community Foundation. The Community Foundation currently has 12 trustees. The Board meets six times a year and there are sub-committees covering Finance, Grants and Property, all of which are attended by senior members of the Executive. As well as these, ad hoc task groups for specific projects are set up as and when required.
Our Philanthropy Framework We have recently adopted the new UK Community Foundation’s (UKCF) Philanthropy Framework and are the first Community Foundation in the UK to do so. The framework has been developed in collaboration with local Community Foundations, UKCF and the CASS Business School. The Framework creates a development structure to enable Community Foundations to deliver consistent high quality philanthropy advice and provides an assessment and competency framework to operate within. For the first time it has allowed us to consolidate our philanthropy and grant making processes to improve processes and improve the donor journey.

Our Achievements
Milton Keynes is the most ambitious social project ever to be realised in the UK. The city was created with a commitment to inclusive growth, a commitment the Community Foundation strongly supports. The city’s development was guided by a set of founding utopian principles: the very best place to live, freedom of choice, ease of movement, everyone welcome, and jobs for all. As a result the city is one of the world’s most successful new towns.

In 1967, when the Government decided to develop a new city, around 60,000 people lived in the area now known as Milton Keynes. Now, some 267,000 people live here.

Our Finances Income Our income is made up of four main streams: •
Voluntary income from donations, which can be “flow through” or endowment.
•
Investment income from our endowed funds held on the stock market and managed by our investment managers.
•
Property income from rents received from our property portfolio, managed by our in house estate management committee with the help of a professional property manager.
•
Income from sale of long leaseholds on Community Foundation Land sites.
Flow through donations and investment income from our stock market held investments are used to fund our grant and bursary programmes. Property income from rents is used to fund our core costs, partnership and leadership work and income from the sale of long leaseholds is reinvested into our property portfolio.

Support to the Voluntary Community & Cultural Sector Our total support to the VCCS (£1,999,026 in 2017) comes not only from our grant making (£854,317 in 2017) but also from rent subsidies given to voluntary sector tenants (£813,983 in 2017), amounts raised by local groups through the Local Giving website and discounted prices charged to the Voluntary Sector for use of our meeting rooms and conference suites.
Endowment Our endowment is held in stock market investments and property: Investments Our stock market investments are managed by two investment managers, UBS and CCLA and totalled £14.8M at 31 March 2017. Property Our property portfolio is all located within Milton Keynes and is a valuable resource for supporting the Voluntary Sector, by allowing local groups to apply for rent subsidies of up to 75%. This therefore affects our property valuation in the statutory accounts. Market valuation of our properties at 31 March 2017 was £40.1M.

Job Description Reporting to: Chief Executive Job Purpose To be responsible for the day to day management of the Philanthropy functions of the organisation, including all fundraising, development of funds and grant making activities. To develop, support and promote community philanthropy, integrated advice and support services to people and organisations that have set up funds and develop the effectiveness and scale of existing donors’ giving. To deliver our grant making and bursary programmes to ensure our impact and financial targets are met. To provide strategic leadership and to deputise for the Chief Executive. To be a key member of the Senior Management Team, playing a leading role in developing the organisation’s longer term strategy, extending our reach and impact.
Key Responsibilities As Philanthropy Director you will be expected to perform the following tasks: Take overall control of the organisation’s Philanthropy Team including management and development of philanthropic funds and grant making functions. You will oversee the management of the organisations strategic partnerships with supporters, members, corporate supporters and voluntary, community and cultural sector partnerships. In conjunction with the Chief Executive and Board Philanthropy Champions you will prepare and direct the annual Philanthropy Team activity plan.

You will lead the Philanthropy Team in the delivery of the Philanthropy Framework, including: •
Developing new philanthropy from a range of streams including HNWI, corporates, statutory bodies and trust and foundations

Identifying, cultivating, soliciting and stewarding donors, renewing and growing funds

Ensuring exceptional donor care at all times

Sharing knowledge of the technicalities of giving through philanthropy advice services

Developing and supporting philanthropy advice relationships, including with external advisors

As Deputy Chief Executive you will be expected to perform the following tasks: Form a close working relationship with the Chief Executive, Directors, President, Vice Presidents, Officers of the Board and other Board members. Contribute fully to the development of strategy across all areas of the organisation, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plans, targets and organisational drivers. Provide leadership to the Strategic Leadership Team, to optimise the organisation’s performance and strategic position. To prepare and circulate relevant Committee and Board papers and to attend as a non-voting member as appropriate. Contribute MK Community Foundation and to the wider UK Community Foundation network. Represent the organisation at external events and forums building the Foundation’s profile. Work with and support Trustees and other senior volunteers to explore opportunities for the benefit of MK Community Foundation.
