As Scouts, we believe in empowering young people with skills for life. We encourage our young people to do more, learn more and be more. Having just launched a new strategic plan Skills For Life: Our plan to prepare better futures 2018-2023, this is an incredibly exciting time for Scouting and a great time to be joining the staff team. We know that in order to reach our goals, more support is needed over the next five years to build a resilient team that better supports our members. We want to focus on developing a culture that can meet the challenges we face, encourages innovation and new ways of working, and that values the contribution everyone makes to achieve our mission. About Us Our organisation not only spans multiple sites at various locations across the UK but also covers a number of subsidiaries covering a varied range of business activities. Our Commercial Operations are central to our income generation and service delivery including Activity/ Adventure, Scout Store and World Scout Shop that has all the aspects of a

Society is changing. In often fragmented communities, the pressures and expectations on young people are increasing. The future is uncertain. Scouts has never been so important in helping young people prepare for the future, developing the skills they need to succeed in a changing world. Each week almost half a million young people enjoy fun, friendship and outdoor adventure. They develop a sense of optimism and strong values as well as the leadership and team working skills that are more valuable today than ever. Our movement achieves remarkable things. We have continued to grow for 13 consecutive years. Our previous plan, Scouting for All, inspired new Groups and sections to start in an additional 834 areas of deprivation since 2013. We now help over 462,000 young people aged 6-18 (including 102,000 girls) get the best possible start in life. Our social action campaign, A Million Hands, has enabled over 200,000 young people to make a positive contribution in their local communities. Now we want to go further. Skills for Life is a strategy that supports and empowers our volunteers who are the people that make Scouts a reality. It’s a strategy to bring communities together and contribute towards a better society. But most of all, it’s a strategy for young people. They deserve the best skills, the best support, and the best possible futures.

Responsible for the leadership and day to day management of the HR department; 2 x Senior HR Advisors, Senior L&D Advisor, Senior Recruitment Advisor, HR coordinator

Responsible for managing the HR Budget including the organisation’s L&D expenditure (£135K)
Role Purpose: The Head of People and Culture is responsible for the development and implementation of a People Strategy to support the delivery of the new Skills for Life strategy for The Scout Association.

Working closely with the Chief Executive and Senior Leadership Team, managers, staff and employee representatives across the organisation, the Head of People and Culture will drive a cultural step change throughout the organisation as well as having overall responsibility for driving improvement across the full range of HR Services and Operations.

Key Responsibilities People Strategy • Identify the objectives and measures of success and develop the People Strategy, ensuring full buy in from all stakeholders. • Communicate the People Strategy, project manage its implementation, and adapt the strategy as appropriate. • Lead the development of action plans across the organisation and enable their delivery focusing on delivering a continuous improvement in the levels of staff engagement. • Ensure equality, diversity and inclusion is at the heart of our decision-making. • Design a Wellbeing plan as part of the People Strategy and support the Senior Leadership Team in managing the health and safety of staff.
Leadership, Management and Governance • Build and maintain effective relationships with the Chief Executive and SLT members providing trusted advice, support and challenge. • Leadership and management of a team of 5 staff and partnership working with several third party providers, including legal advisors, reward consultants, training and learning organisations, recruitment agencies and others. • Lead improvement across all HR Services and Operations by supporting the HR team to deliver a high quality service. • Attend the Senior Leadership Team meetings as required. • Reporting to, and supporting the effective running of the Staffing Salary and Remuneration Committee. • Preparing and presenting Board and Committee papers as required.

Learning and Development • Identify desired organisational cultures and deliver plans to achieve cultural change. • Lead on Talent Management, Succession Planning, Performance Appraisal and 360 feedback processes across the organisation. • Develop a plan to obtaining new Investors in People accreditation. • Work with the Senior L&D Advisor to analyse organisational and individual development needs and designing interventions to meet those needs; designing inspirational induction processes and the evaluation of learning and development activity to ensure sound return on investment.
Recruitment, Reward and Recognition • Design and communicate our ‘employer brand’ to potential recruits. • Ensure 100% compliance in the pre-hire processes that are essential to our safeguarding responsibilities and our duties and obligations to young children. • Work with the Senior Recruitment Adviser to ensure the delivery of resourcing plans, end-to-end recruitment processes that give a great candidate experience. • Lead the development of a Reward and Recognition policy and develop and implement recognition programmes. • Work with the Senior HR Adviser to benchmark appropriate grading and pay structures including benefits plans.

Employee Engagement • Maintain effective staff consultation processes and high levels of staff engagement and communication through formal and informal channels. • Work with the HR team, assisting the communications specialists within the organisation with the broad range of internal communications methods and practices to achieve high levels of employee engagement. • Work closely with the Employee Forum to ensure the staff ‘voice’ is heard and is influential across all aspects of the running of the organisation and especially employee pay and benefits issues.

HR Operations, Systems and Management Information • Ensure the HR team has efficient and effective systems in place to support workforce planning, change programmes, succession planning, and skills assessment. • Oversee the maintenance of up to date HR policies to ensure legal compliance, best practice standards and that they are reflective of the culture at The Scout Association. • Have overall responsibility for the effective provision of case management and Employee Relations support and pre hire vetting processes including DBS and Right to Work processes.

Person Specification Essential skills and experience • Senior HR professional with demonstrable strategic and operational experience across the range of HR specialisms. • In depth experience of culture change and change management programmes. • Proven experience of delivering organisational change in diverse and complex organisation structures.
The successful candidate will also: • Have real enthusiasm, commitment and motivation for the strategy and the work of the team. • Be able to think laterally and innovatively • Be committed to achieve the best results for The Scout Association and its employees.
• Depth of experience in not for profit and/or commercial organisations of a similar size and complexity. • Systems and process project management, including the introduction of HR systems.
• Want to ensure responsive and genuine engagement with internal and external stakeholders which will both challenge and support.
• Experience of coaching and influencing staff to deliver new ways of working.
• Want to maintain an up to date knowledge of technical competency areas and take a proactive approach to self-development and performance improvement.
• Experience of delivering complex and multistakeholder projects.
• Be confident and credible to senior stakeholders.
• Ability to demonstrate good analytical and problem solving skills.
• Be an excellent team player and calm under pressure.
• Proven capability of delivery to diverse range of stakeholders – Board level, SLT, staff forums, governance committees, volunteers and staff.
Qualifications • MCIPD qualified and a member of CIPD.
• Ability to develop innovative solutions to staff issues and staff engagement.
Safeguarding rules
• Effective management of third party providers and establishment and measurement of service and delivery requirements. • Experience in embedding and understanding digital transformation projects, include HR systems.
The post holder agrees to comply with the safeguarding rules as set out on The Scout Association’s yellow card at all times and be willing to undertake a DBS check.
• Ability to understand different styles and the ability to lead motivational programmes to enable the organisation to get the best from its staff. • Experience of equality, diversity and inclusion programmes.

All employees are covered by a scheme which pays four times basic salary in the event of death in service.
This plan allows employees to contribute a minimum of 2% of their gross salary up to the maximum allowed within HMRC limits. The Association will contribute twice your contribution, up to a maximum of 10% of gross salary.
