01 WELCOME LETTER Dear Applicant, Thank you for your interest in becoming the Director of Young Manchester. Young Manchester is an independent, city-wide Charitable Incorporated Organisation (CIO) created to attract investment in youth and play services for children and young people in Manchester. We are committed to making Manchester a world-class city for children and young people, where they are happy, realise their full potential and prosper from the city’s economic growth. We understand that high-quality youth and play work is life changing. In an era of cutbacks, we are ambitious in attracting investment in Manchester’s young people. Young Manchester makes grants to partners across the city to deliver youth and play work and create opportunities for young people to develop their skills through social action such as volunteering, fundraising or campaigning. The work of the charity is linked strategically to the ‘Our Manchester’ strategy and UN Convention on the Rights of the Child, and the charity recognises the vital role it plays in ensuring Manchester’s role as a world-class city. The charity is currently in its first year of operation, and the Trustees are now seeking to recruit an experienced and dynamic individual to the post of Director, who will be responsible for all aspects of the organisation’s strategy and operations and will bring the variety of skills and experience needed to lead the charity successfully. 02 ABOUT US Young Manchester is a charity that strives to improve opportunities for all children and young people across Manchester.

In an era of cutbacks, Young Manchester needs the support of generous, inspired and forward thinking individuals, organisations and businesses to help fund and shape innovative services that make a real difference in the lives of children and young people and the communities in which they live.

To maximise access to corporate and other new and additional funding sources for youth and play services.

To promote the importance of young people to the city’s current and future wellbeing and celebrate the success and contribution they bring.

Capacity Building To support the infrastructure and sustainability of Manchester’s VCS youth and play sector.

03 04 TOGETHER WE ARE MANCHESTER As an engaging and independent charity, Young Manchester has been set up to find a new way of supporting play and youth services, and increasing opportunities for children and young people across all communities in Manchester;

04 OUR FINANCES To be successful in fundraising Young Manchester will need to gain early support and endorsement from the private sector. Achieving high-level support will provide a strong foundation from which Young Manchester can grow. Young Manchester will aim to secure external funding (restricted & unrestricted) for the following key areas: • Core costs: to support the set up and ongoing infrastructure work of the charity.

A blend of funding and investment from a wide range of diverse sources will be needed to provide a suitable working capital for the new organisation. This will in turn provide scalability to the organisation and as it grows, and will encourage further funding from new potential donors. In less than 12 months, Young Manchester has already attracted an additional £2 million in addition to the initial investment provided by Manchester City Council. Our ambitions are much higher and we are looking to achieve an additional £5.7 million over the next five year period.

• Collaboration: disbursements to partners to support network collaboration and/or research costs. • Delivery: funding to enable a wide range of quality provision and projects to be commissioned and delivered to meet the needs of children and young people in communities across the city.

05 THE FUTURE What would success look like? Trustees and stakeholders alike have clear goals regarding Young Manchester’s progress. Upon appointing an exceptional and experienced Director, we envisage that within the next two to three years there will be clear evidence that the charity has achieved numerous successes including five key areas of measurable growth and development: • Demonstrable and measurable improvement in children and young people’s equal opportunity to access a wide range of services to support them to develop the personal and social skills they need to lead safe, happy, healthy and successful lives – evidenced by specific examples of success. • Strengthened position for Young Manchester, in relation to diverse and sustainable funding activities, as evidenced by design and delivery of fundraising activities across Manchester. • Development of Young Manchester as a single point of contact for potential investors to broker opportunities on behalf of local services across the city – evidenced by key relationships having been developed. • Development of a highly valued and utilised training and professional development programme for providers as evidenced by user feedback and continuous improvement. • Stakeholder recognition that Young Manchester has become a centre of excellence for youth and play services and is established as an ‘expert’ voice in the sector.

06 ROLE PROFILE ROLE TITLE: Director RESPONSIBLE TO: Board of Trustees RESPONSIBLE FOR: Management Team, External Consultants SALARY: c.£60,000 LOCATION: Centurion House, 129 Deansgate, Manchester, M3 3WR

MAIN PURPOSE OF THE ROLE: • To provide leadership to the organisation, in ensuring that the Board of Trustees fulfils its responsibilities in the governance of the charity. • To be responsible for developing and expanding current services, and developing new services that benefit children and young people across Manchester. • To work with the Board and managers to achieve business strategy, plans and targets. • To ensure long-term sustainability, through effective governance, extensive fundraising, sound finance and overseeing the commissioning of play and youth services.

07 JOB DESCRIPTION KEY RESULT AREAS To provide the leadership to deliver the agreed vision, strategy, values and specific objectives of Young Manchester by: • Developing and agreeing with the Trustees the business plan and fundraising strategy. • Engaging stakeholders - including voluntary and community sector youth and play provision organisations, schools and colleges - to strengthen the youth and play offer across the city. • Creating and leading the fundraising strategy - working with existing funders, trusts, businesses and the public sector to generate income. • Negotiating and closing significant contracts from the Local Authority in accordance with the business plan and financial planning, whilst seeking wider opportunities for procurement, tendering and developing new work to benefit children and young people.

• In consultation with the Chair, preparing meeting agendas and drawing the Chair’s attention to matters that need a decision. Ensuring that there is prompt provision of the minutes of Board Meetings. • Enabling proper constitution of the Board to provide good governance. • Helping the Board acquire appropriate skills and ensuring that peer review by the Board takes place.

Strategic Leadership • Leading the new charity in a time of change, implementing the Business Plan and Fundraising Strategy. • Developing a clear and authentic brand for Young Manchester, gaining recognition for the charity across the city and on a national level. • Keeping abreast of developments across the city and Greater Manchester.

• Identifying and exploiting new business opportunities that are in line with the charitable aims of Young Manchester.

• Facilitating the establishment and development of a research and evidence base, in the light of growth of Young Manchester.

KEY RESPONSIBILITIES 1. Governance and relationship with the Board of Trustees

• Representing the charity at all external events and opportunities, through carefully devised PR and media strategies.

• Ensuring that the Board has at its disposal sufficient resources, guidance and professional advice on matters concerning compliance with its governing instrument, the law and the need to remain solvent.

• Ensuring that at all times Young Manchester staff, consultants clients and its Board of Trustees comply with all laws related to its activities and operations.

• Undertaking research and procuring investment opportunities, to ensure the economic viability and furtherance of Young Manchester.

• Promoting diversity and equality of opportunity in all Young Manchester’s work and practices.

• Making proposals to the Board on the goals, aims and objectives, (short, medium and long term) of Young Manchester. • Procuring and securing commissioning contracts from independent business, and entering into such contracts with agreement of the Board of Trustees, in the pursuit of providing opportunities for children and young people in partnerships with key providers in the city. • Prioritising the leading role the charity intends to take in the provision of supported services for children and young people.

4. Leadership and coordination of staff • Managing office resources and staff, in order to meet the agreed plan and strategies of the charity. • Providing leadership, supervision and direction to any staff within the framework of Employment Law. • Monitoring HR strategy, appraisal systems and training programmes. • Ensuring all staff are well managed with appropriate guidance and support to carry out their roles effectively.

• Building a staff culture where everyone is valued and equipped to do their job.

6. Operational Framework • Writing and introducing policies and procedures to create and maintain a consistent work culture, relating to staff, clients and all members of the charity. • Monitoring quality assurance as it pertains to the services and units under the auspices of Charity Law, regulatory bodies and funders. • Reviewing the overall performance of the charity. • Supplying all reports required by the Board in the exercise of its legal, financial and other responsibilities, in accordance with Charity Commission regulations and current legislation.

7. Finance • Consulting with the Board and liaising to create annual budgets. • Managing the overall budgets and resources of the charity as a whole. • Ensuring the timely and complete preparation of the annual audited accounts and Annual Report.

08 PERSON SPECIFICATION The Director should be an experienced leader, who has a genuine commitment to, and sympathy with, Young Manchester’s aims and objectives, maintaining its ethos and providing vision, and will ideally have the following skills and attributes:

• Experience of identifying and building partnerships with external stakeholders.

• Demonstrable leadership, management and organisational skills, including fairness and impartiality and openness to new ideas and information.

• Experience of organisational legal responsibilities.

• The ability to think, and operate strategically. • The ability to work closely with Trustees and staff, building positive working relationships in a constructive and consultative environment, looking for and acknowledging the contribution of others and making them feel like valued members of the team, at the same time as confronting and resolving inadequate performance in a respectful way.

• Experience in negotiating and securing commissioning and procurement contracts.

• Demonstrable experience of management of change. • Experience of developing appropriate structures for the creation of staff teams and demonstrable experience of people management.

Skills, Knowledge and Abilities • Business focused with sound commercial acumen and an entrepreneurial approach.

• The ability to influence key stakeholders positively, in order to achieve results that are in the best interest of Young Manchester.

• Highly developed financial literacy.

• Credibility with current and potential funders.

• A visionary strategist with the ability to lead.

ESSENTIAL CRITERIA Experience and Qualifications • Considerable experience of leadership in an organisation where growth and income generation are key features, ideally at Director or CEO level. • Outstanding track record of financial management, performance and income generation. • Experience of working with Trustees/non-executives. • Outstanding communicator at all levels including presentation skills and public speaking. • Experience of strategic planning/business planning frameworks.

• Outstanding strategic and inspirational leadership abilities.

• Able to work collaboratively with a wide range of people and organisations and ability to develop and maintain networks. • Knowledge of charity/voluntary sectors.
