The Winter of our Discontent?

Just a few weeks into their administrations, two back-to-back major snowstorms provided both Governor Gina Raimondo and Mayor Jorge Elorza with their first opportunities to show what they could do. One passed with flying colors. The other, well, not so good.

No matter how you look at them, or even worse try to negotiate them, Providence streets are a disaster. The reasons for this are many. An almost historic level of snow. A DPW work crew decimated by years of cutbacks. Reliance on part time plowers not necessarily familiar with the terrain. A lack of institutional memory.

The pity is that the initial approach by the City had been encouraging.

Early warnings to stay off the roads; parking bans, rigidly enforced; posting of appropriate phone numbers in case of emergencies.

The hope was this would facilitate curb to curb plowing, which is particularly important on the East Side where our roadways are narrow to begin with. It obviously didn’t work.

But what is even more disappointing is that the Mayor, who should be leading the project and reassuring the residents that help is on the way, has been difficult

to spot. Staffers, most noticeably Brett Smiley, have been thrust into the spotlight and unfortunately haven’t been as careful with their words as one might like. And lest one thinks this is a problem just here on the East Side, the howling is even louder on the other sides of town.

It’s too early of course to jump on the Mayor who is just taking his first steps of what will be a challenging four-year journey. And given the financial realities facing the City, that

path promises to get significantly steeper going forward.

But for many residents of the city, the primary two responsibilities of any Mayor are pretty basic: Pick up the garbage and make sure the streets are passable, be the problem snowstorms or potholes.

Let us hope the Blizzard of 2015 serves as a useful learning tool for Mr. Elorza and that he heeds the advice of Harry Truman that the buck stops with him.

Think Bilingual To the Editor: I am so appreciative of the education reporting you do in the state. Our new Head of School, Jean-Yves Carpanese is launching new initiatives at the French-American School of RI (FASRI) and dramatically increasing the number of students we can accept.

We now have programs to accept nonFrench speaking students through the eighth grade and we will soon launch an Italian immersion program.

The new initiatives will not only enhance the FASRI’s vibrant multicultural community, but they signal an important shift in the school’s approach to multi-language learning and global education. It’s never too late to learn a second language, and also why stop at just two?

Artful Billboards the next round of street art is up and running

By Mary K Connor Perhaps you have noticed, over the past several months a small billboard here or there (on Charles Street or Allens Avenue or Valley Street to be specific) that was not trying to sell you something? That was instead trying to engage you, to get you thinking about art and talking about art. Not just while visiting an art gallery or a museum, but while driving or walking through the city’s streets. If so, then Artboards RI, a year-long project launched last October with the installation of three original works by three local artists on billboards in Providence’s urban neighborhoods, has been successful. Stay tuned. In late January, three additional works by three different artists were installed on three more billboards in Providence. These will remain in place into late April.

Providence artist Bob Dilworth’s Backyard can be seen at 382 Broad Street (billboard sponsored by Cornish Associates).

Bob says the work symbolizes many of the informal backyard gatherings at his parents’ home in Virginia – casual and fun events. “My work is about memories of lives and relationships of family and

friends, something I think many can relate to,” he says. “And because the billboards are out in the open I thought this painting would best represent those memories. My hope is that, when seen, people will think of their fondest times with family and friends.”

Bob earned a BFA from RISD and an MFA from the School of the Art Institute of Chicago. He is a professor and past Department Chair (Department of Art and Art History) at URI, and has taught at Princeton, Brown and Columbia College in Chicago. Artist Ida Schmulowitz’s View From Behind Vartan Gregorian School/Autumn can be seen on Dean Street at Westminster Street (billboard sponsored by the Providence Tourism Council). Ida, who lives and works in Fox Point, is known for her large-scale paintings of urban landscapes – particularly for her series of works painted from one vantage point on the India Point pedestrian bridge, where something as small as shifting light or as big as changes in the landscape itself “are the catalysts for creating a new series.” Ida earned a BFA from RISD. Her work has been exhibited throughout Rhode Island, in Sag Harbor, New York, Santa Barbara, California and in galleries in Ohio and New Hampshire, among others. Artist Cesare De Credico’s work, which remains untitled, can be seen at 845 Potters Avenue (billboard sponsored by Marc Greenfield, Esquire). The piece is the first drawing in a series Cesare intends to do, of images that appear on his television screen during storms, when weather is interfering with the satellite feed.

“In the last few years, I have been thinking a lot about the culture we

live in today, about how we are constantly surrounded by images – on our iPhones, on 24-hour news channels, in advertisements that are all around us. We live in a very chaotic world. As a visual person, how do I live with that chaos, and sort through it? The drawing is my way of breaking it down, using my own vocabulary – of colors and marks – as a poet would use words.”

Cesare earned an MFA from RISD in 2005. He exhibited his work in a oneman show in Stuttgart, Germany that year and since then in shows throughout the Providence area, and he is currently with the Freight & Volume Gallery in the Chelsea area of New York City. Cesare notes the irony of having his work on a billboard. “My work has now become part of the chaos.”

At the time of the writing of this article, the three previous works remain on display, at 384 Valley Street, 221 Allens Avenue and 800 Charles Street.

Rochambeau Library’s new program Girls Who Code is off to a great start

By Wendy Grossman It’s clear that Rochambeau Library believes in girl power. In January, the library became Rhode Island’s first and only official club host of the Girls Who Code program. The national nonprofit organization, founded by former New York City Deputy Public Advocate Reshma Saujani, strives to inspire, educate and equip girls with computing skills to pursue 21st century opportunities. There is a large gender gap when it comes to who holds jobs in the computing field, with women holding less than 25% of technology sector jobs. Girls Who Code wants to close that gap.

The Girls Who Code (GWC) program at Rochambeau Library is a yearlong program that began in January. The program is maxed out with 20 girls, ranging from 6th through 12th grade, who found out about the program through outreach to schools and social media sites. The girls meet once a week on Thursday evenings to learn computer science and get involved in fun, yet cutting-edge, technology projects. They will have over 40 hours of GWC curriculum, get exposure to the tech industry, and have the opportunity to learn computer code, develop apps and games, as well as work on a final project that will have an impact on their community.

evenings are always bustling with excitement. She’s heard many of the girls express they think the program “is really cool,” which is about the best learning endorsement one could hope for. Creating that inspirational environment is GWC instructor, Gryte Satas, a Ph. D candidate at Brown University’s Department of Computer Science. All club instructors are volunteers, trained by GWC, and provided with official GWC curriculum and resources.

When asked why the library chose to bring the program on board, Ed Graves, Regional Librarian at Rochambeau said, “We’re excited to work with GWC because they are a great organization trying to close the gender gap in computer science. As a library, providing access to technology is one of the core things that we do: wifi, ebooks, basic computer classes and multi-player gaming are just a few examples. We hope it continues into next year and are already looking to expand our support of coding clubs with upgrades to our equipment.”

Since we’re celebrating our 40th anniversary this year, we decided to take a quick spin through our archives and discovered this cover article on the winter of 1994 when apparently our streets didn’t look much different than they are now. That year it was a series of storms that piled up one after the other. Then-Mayor Buddy Cianci complained our budget was shot. But so too was the patience of residents.

Our March issue caught young Evan Fain skiing down a snow packed Lloyd Lane under the headline “Ski the lovely East Side. 86 trails; no waiting.” Inside were our top ten list from back then about why the City plows couldn’t stay ahead of the snow. Mayor Elorza, feel free to borrow any that still apply.

The theatre promises plenty of food, drink, auction items, general frivolity and reflection as they take their well deserved bows for 30 years, well done.

By now most of us have probably seen the imaginative “School is Closed” video from Moses Brown that incredibly has now received over three million hits on YouTube. In it, headmaster Matt Glendinning, nattily attired in blue and white scarf, gloves and hat, sings (or at least lip syncs) some hilarious no school advice to his students in a parody of the Disney’s hit Frozen. The YouTube video has been picked up nationally and internationally prompting feedback to the school from places as far flung as Jakarta and Singapore.

It’s now also acting as a learning tool for MB students as they calculate first hand the impact of globalized social media. Kudos to Adam Olenn ‘91, the school’s communications director and creator of the video, as well as everyone at MB for thinking out of the box and showing that a good snowstorm rightly brings out the kid in all of us.

In a Glass by Himself In this case, we’re talking about the American composer Philip Glass who will be in town for a chamber music performance at the VETS on Wednesday, February 25 at 7:30pm as part of the always-interesting FirstWorks concert series. Viewed by many as perhaps the most important living late 20th century composer, Glass will perform on piano accompanied by violinist Tim Fain. While unfortunately I can’t claim him as a direct relative, his bio speaks for itself as does his virtuoso performance in the movie Black Swan. Glass has actually written violin solos specifically for Fain. When asked why, Glass simply responded: “Because he’s that good!” Catch them both by calling for tickets at 421-2728.

In Remembrance of Two Local Legends With the passing of Lila Sapinsley and more recently Dr. Stanley Aronson, the East Side, Providence and our state have lost two extraordinarily talented individuals, both of who seem to defy age as they continued to make important contributions up until their final

moments. Neither saw the aging process as a time to shut things down, but rather an opportunity to use their time to reflect, to educate, to advise and most important to astound us all with their ability to continue serving the community they so obviously loved well into their 90s. Their legacies remain indelible and hopefully will serve as an inspiration to all of us whose lives they touched.

In case you missed it, this year’s PPS Annual meeting at the Providence Public Library downtown was a particularly inspiring event. In addition to honoring Clark Schoettle for the wonderful work he does at the helm of the nationally respected Providence Revolving Fund, organizers brought in the charismatic former mayor of Pittsburgh Tom Murphy. Now a senior resident fellow at the Urban Land Institute, Murphy gave a short form recap of some of the principles that guided Pittsburgh’s amazing turnaround from a dying, pollution ridden industrial town (“Hell without a rooftop,” Murphy called it) to a thriving, redesigned, tech-centric hot spot that Forbes magazine now names as one of the most livable cities in America.

He offered some suggestions that he thought might be useful to Providence as we try to redefine ourselves with the now available I-195 land. While the event was well attended by preservationists, designers and architects, one group noticeably absent was elected officials. To their credit, new City Council president Luis Aponte and East Side Councilman Sam Zurier were in attendance. We’re told Mayor Elorza was meeting with Murphy for dinner after the event and Gina has already spent hours with him on the phone. Still one wishes more of our local political leadership took advantage of these unique opportunities. Just sayin’.

Snow-Clearing Program Gets First Test Volunteers from SNA’s assistance program took to the streets on January 24 to clear the snow for handicapped or elderly residents during the season’s first significant accumulation. All of the people who had signed up for help got what they needed. Anyone willing to help or in need of help can contact SNA by emailing SNAsnow@gmail. com or through its listserv or website.

Program co-chairs Tom Schmeling and Britt Page say they are also working to guard against non-needy people trying to take advantage of their neighbors’ generosity or landlords trying to evade their responsibilities to their tenants. SNA is also willing to assist other groups in setting up similar programs.

Annual Meeting Set For Highlands Highlands on the East Side, an assisted-living and memory-care center at 101 Highland Ave., has agreed to again be the site of the SNA annual meeting, this year on May 20.

In the past, the event had been in January or February, but the board of directors decided to move the date out of the cold and snowy New England winter to make the meeting more easily accessible.

As it did last year, the annual meeting this year will combine the election of a new board of directors with a social gathering. It will be an opportunity to get up close and personal with elected officials as well as other people of influence in the neighborhood and city, a “who you need to know” party. Participants can expect to sample wines, foods and other offerings of local merchants as well as voice opinions as to the proper direction of the association.

It is also a good time to join or renew a membership.

Introduced by SNA member Ralph Mero, organizer Cy O’Neill described the system which was first put in place in Boston’s Beacon Hill and which has since spread across the country. He said the villages are “comprised of member-volunteers and a small professional staff… who provide one-calldoes-it-all access to the services members need to live safely and confidently in their own homes while staying connected to a supportive community.”

The SNA board agreed to serve as a conduit for interested neighbors and board member Jim Barfoot volunteered to assist.

College Hill neighborhood Association Snow Removal Like everyone else on the East Side, we still consider Mayor Elorza in his honeymoon period so no criticism… yet. That said, someone has to find a better way to get the snow off our streets come the next big storm. Getting around the East Side after the first two has become both daunting and dangerous for our residents who like to walk, for our students who wait for busses, for our drivers who must wind down way too narrow streets. Here’s the deal.

Taking a New Look at Prospect Terrace CHNA met last month with retiring Parks Department Head Bob McMahon. Like everyone else on the East Side, we appreciate his conscientious efforts to keep our parks the wonderful urban resources they are, despite a budget and work force that has continued to shrink. The man is a magician and he will be missed.

Before he left though, we sought his advice on how to form a public-private partnership to help make some additional improvements to Prospect Terrace.

It remains one of the Jewels of the City, but one, which could use a little TLC. We are hoping to put together a working committee to help restore a bit of luster to this important and beloved landmark, one that serves visiting tourists, nearby students and all East Side residents so faithfully. Bob has given us some ideas that we hope to explore over the next few months and welcome any East Side residents who would like to help.

Blackstone Parks Conservancy How One Thing Leads to Another At the Blackstone Parks Conservancy (BPC), the list of unattended needs is long. It was in a searching frame of mind that the board of the BPC recently took up two longstanding questions about the southern end of the Boulevard Park.

First: How can we link the Boulevard Park to the Blackstone Park Conservation District? Only a sliver – the head of ravine given to Providence in 1866 – is visible from the Boulevard. It is a steep drop blocked by a chain link fence. One needs to proceed down Irving Avenue to see the first trail into the beautiful but relatively little known 45-acre conservation district above the Seekonk River.

Second: How can we make access to the lower tip of the Boulevard Park (and its newly refurbished garden) safer?

The safety issue grabbed our attention when Vice-president Carrie Drake described feeling like a mouse escaping a hawk as she tried to scramble south from the southernmost tip of the linear park across the paved no-man’s land to the little triangle where Butler Avenue splits without being picked off by speeding cars. Other board members described their own close calls making their way to or from this part of the Park, especially when crossing the northbound lane. Whether to the east, the west or the south, there is no clear way to get across the street.

How did this area come to be so muddled, hence dangerous? Step by step, is the answer. Individual problems were solved without an overall plan to take pedestrians as well as drivers and cyclists into account.

If, like Carrie, you try to walk north from the little triangle toward the Boulevard Park, you’re forced to cross an oddly shaped area of concrete with no indication of where drivers are supposed to go. You may occasionally see a few parked cars there. Elton Street is to your left, but to your right is a baffling double intersection, with a larger triangle, where Irving Avenue divides to accommodate eastward and westward traffic. Here, also, Butler morphs into a two-lane road and becomes Blackstone Boulevard. But the right lane is marked off limits to cars with slashing white diagonals. The purpose

of that section is unclear.

Now, pass through the southern section of the park with its garden and looping trail beloved of thousands of walkers and runners to Irving Avenue.

Here a crosswalk enables you to cross safely to the next section of the Park.

From that section, two crosswalks connect to the east and west.

Here’s the rub: If you wish to walk anywhere safely from the south section, you have to cross to the north first – even if you want to head south towards Lincoln School or Temple Beth-El. Clearly, the City’s priority here was on moving vehicular traffic. And when cyclists demanded a path, one was added.

But bipeds weren’t adequately considered. Neither was stormwater drainage, which is a growing public concern.

The challenge of figuring out a sensible solution to this tangle in a way that ensures the safety and satisfaction of all concerned parties is a planner’s dream. Not to mention the opportunity to finally link the two Blackstone parks in a way that everyone can see and safely use.

These are the relatively easy tasks. Bringing them about is another matter.

Progress Continues at the Park After January’s formal groundbreaking celebration, attended by Mayor Elorza and Representative Regunberg, the Waterman Street Dog Park is close to becoming a reality. In March, the Providence Parks Department will start work on clearing. To give the dogs space to frolic, they will clear out the snarls of brambles that currently cover the site. With volunteer help, they will lay down trails and build a special enclosure to protect small dogs.

In April, after the snow has (hopefully) all melted away, the Parks Department will be organizing community work days.

With a surge in donations, the Waterman Street Dog Park Association is now more than halfway towards raising the $25,000 needed to put up the protective fence around the park.

Once the funds are raised, the park Caption is expected to open as early as this summer. Dog owners in our community will be able to take their dogs to a safe space, where they can let them off the leash to roam free. Snowed In Little news to report this month, because the normal holiday lull was followed by snowstorms that cancelled several meetings and events.

Much of our activity in late January and early Februrary was exchanging weather-related notices and reports

by e-mail with each other and with other neighborhood groups.

As usual, many sidewalks were impassable. Although the City of Providence often succeeds in getting property owners to clear their sidewalks, the city and its contractors often make those efforts nearly useless to pedestrians by piling up huge continuous snowbanks around the curbsides.

And a poor example is set when, winter after winter, the sidewalk outside the Gladys Potter children’s park on Humboldt Avenue is almost never plowed. The property owner responsible is the City itself.

Luis Aponte is Ready to Roll

The City’s first Latino council president sets his priorities

at the Elmwood Diner, there is an immediate East Side connection as the owner is introduced and she explains that she also owns the Eastside Mart on Lloyd Avenue. It is four days after the Blizzard of 2015 and almost all of the conversation in the restaurant and with the Council President is about the horrible job that the City did cleaning up the streets after the storm. And it’s not just the East Side that’s going ballistic over the problem. “This is a Citywide problem,” Aponte explains, “and it’s terrible.”

“Everywhere I’ve been, it’s all I’ve heard about. The Tavares administration fired the people in Public Works who knew how to run the snow clearing operations. And, that was after the Cicilline Administration lowered the standards to ‘barely passable.’ Streets need to be down to pavement and wide enough for normal traffic flow with parking so businesses can function and do business. It’s also a question of safety.”

Aponte was first elected to the City Council in 1998, representing Ward 10 -

which encompasses Washington Park and Lower South Providence. He was considered a member of the more progressive wing of council as he moved through the ranks. He does recall that things were much more parochial back then. “In those days, Councillors represented their Wards and were focused on specific neighborhood issues and problems, while the Mayor represented the whole City. Today, the Council has to take a more global view to work with the Mayor to bring the city forward. We have major financial issues to address, education and school issues as well as development opportunities issues.” In his mind, these are issues that affect all residents of Providence wherever they live.

looking forward to working with the Mayor Aponte likes Mayor Jorge Elorza and has already begun a good working relationship, which is important since the Council, which comprises 15 members, has a majority that can override a Mayoral veto. “I think that the Mayor is trying very hard, is

genuine and I believe will be more hands on than his predecessor who was MIA for the last 18 months. I like his energy level and his reaching out to all of the City’s stakeholders. However, we need to make sure that the basic fundamentals, like snowplowing, are addressed.

Two of the three East Side Council members, Seth Yurdin in Ward 1 and Sam Zurier in Ward 2, did not support Aponte, but unlike his predecessor who sent his enemies to Siberia, Aponte has found places for both council members on key committees. “I value their insight and intelligence and it’s the right move for the City,” adds Aponte.

The Council has to work with the administration to make sure that all residents are getting high quality services and that all of the neighborhoods and

downtown are treated equally. “We all know that a significant portion of the tax base is on the East Side and downtown, and that many of the needs of these areas are far different than other areas of the city, but as you could see by the snowstorm, no area received preferential treatment. We have to improve the quality of life for everyone and we have to clean up and fix up areas in each neighborhood. And, we have to do all of this while staying within our means.”

differing with elorza over taxes and port The first major conflict may be in Elorza’s first budget, for which he “promised no tax increase” during the campaign and is an issue that is very near and dear to the East Side. “I’m

not committing to that until we see the projections. There is a gap in the budget already and it’s somewhere between $10.4 million and possibly as high as $24 million. We know that there are serious financial problems and we have to act responsibly.”

Another area to watch is Allens Avenue and the working Port. Elorza is content with the scrap operations.

Aponte is not and it happens to fall into his Ward. “There is no major city with this kind of waterfront opportunity that isn’t looking at opportunities for residential and commercial development. I support the working waterfront, but we have plenty of unused acreage to relocate some of these businesses and greatly expand our tax base. The property abuts the I-195 properties and is potentially a game-changing development opportunity that would be the highest and best use for the waterfront and the City. The Governor talks about the great possibilities of ‘Meds and Eds’

for revitalizing the economy and this area could not be better positioned to accommodate both of these constituencies.”

He points out that if the student apartment complex is approved, this will be the third I-195 parcel which would trigger the construction of the major parking complex behind the Garrahy Court House - which will be a further incentive for development.

It’s something he feels would provide a much needed catalyst to the area.

“Tax stabilizations and TIFs are important tools in economic development and every major new project wants or need one,” explains Aponte.

“Each deal is negotiated separately with the City Council. I’d like to see some standardization and some exploration of linkage programs that will result in a break for the developer and some kind of other support for the City, possibly a ‘Housing Trust Fund’ that could help promote the development of workforce housing.”

We have deferred maintenance issues that must be addressed. These buildings can’t take any more use.”

On the issue of education, he explains, “Providence has a tremendous immigrant population and many first generation students, giving us challenges that few other cities have to deal with. I don’t have a problem with Charter Schools but we can’t favor them over our own system. The Center for Dynamic Learning on the south side is a great example of programs that can meet these challenges. I watched a class and heard a student exclaim, ‘Math now makes sense to me’ after a teacher gave him a perspective that he could understand. We also have to find ways to educate the workforce with training programs as well as increasing adult education.”

“I am also a strong supporter of the street car proposal that would bring dedicated transportation to business districts from the neighborhoods and transportation hubs,” he explains.

“Cities that are business-friendly and successful are able to move people to their workplaces quickly and efficiently. I know the cost is high, but the federal government bears the majority of it and it may come down to dedicated trolley or small bus lanes rather than an actual streetcar system.”

dealing with CaMpaign violations One of the areas of concern to many on the East Side is Aponte’s long-standing unwillingness to follow the rules when it comes to his previous campaigns. He has been criticized for failing to file dozens of campaign finance reports with the Board of Elections and has been hit

with thousands of dollars in fines. He explanation is that “the majority of the past due reports have been filed and that these non-filings were caused by numerous personal and personnel issues.” He goes on to emphasize, ”but that shouldn’t be taken as an excuse as to why they weren’t filed. We have a meeting scheduled with the Board this month and will get everything resolved.”

Luis Aponte is 51 and was first elected to the City Council in 1998 and was re-elected for his fifth term in November. He is the first Latino Council President in Providence’s history. Aponte is next in line to become Mayor and points out that this is the first time that the City’s top three elected officials are all Hispanic.

It should be noted that Aponte has more hands-on committee experience than virtually all of the current sitting councilmen. He has served as Vice-Chairman of the Special Committee on Ways and Means and was a member of the Special Commission to Study Property Tax Revaluation.

He was also one of three City Council representatives on the Task Force on Economic Development. Previously, he was the Council Majority Leader and has served on the Committee on Finance, the Special Commission on State Legislation, the City Council Rules Committee and the Providence Redevelopment Agency.

interconnected world we live in nowadays, it isn’t surprising that Brown University’s recent decision to ban liquor in all campus resident halls for the upcoming spring semester produced a student response almost immediately. What is perhaps more interesting, is that because the story caught the attention of at least one major media source, the story simultaneously went national. But, according to Mark Nickel, a communications spokesperson for Brown, at least some of the information they reported needs some amplification.

BloombergBusiness blogged an article reporting that two Brown fraternities were charged with allowing date-rape drugs to be used during one of their fall parties. While the fraternities denied the accusations and no individuals were specifically charged, a Brown panel consisting of a student, a faculty member and an administrator found both houses must be held culpable “for creating an environment that facilitated sexual misconduct through improperly monitored space and inadequate safeguards surrounding the service of alcohol.” The panel then came down hard on the two fraternities, suspending one for a year and a half and the second for four full years.

But additionally, in a move that will dramatically alter campus life at Brown for the next few months, the school will ban all resident house parties with alcohol service while the school uses the time to formulate a more comprehensive on-campus drinking policy. The story quoted Nickel as explaining that the ban is part of broader efforts to intensify sexual assault prevention.

According to the Bloomberg report, Brown is the latest school to try and crack down on fraternity drinking and sexual violence. Over the past three years, the U.S. Department of Education

has launched more than 97 individual investigations into how specific colleges and universities handle their sexual assault cases.

Many of the schools being cited by the government have already complied with stricter federal regulations in part over fear of losing federal funding.

Brown certainly receives significant monies for government sponsored research, hence their need to pay attention.

Not surprisingly however, there has been some push back from Brown students about the ban. The Brown Daily Herald ran an editorial that questioned whether the restrictions of parties on-campus, regardless of how well intended, might instead produce the unintended consequence of “driving drinking underground leading people to pregame parties where they get drunk quickly.” In addition, the editorial warned that the policy could actually “lead to a jump in reckless drinking and sexual assaults, which are much harder to police and prevent.”

Nearby residents in College Hill and Fox Point have also begun looking for clarification from the school as to the specifics of the new policy. “Just what we need, more late night bar hopping on Thayer Street,” groused one. Others, in emails to East Side Monthly, recalled a period of out-of-control off-campus parties not too long ago, particularly on Barnes and Williams Streets, that fortunately no longer occur.

Nickel suggests that at least some of the concern raised by both the students and nearby community may be overstated. In a letter that the university sent out its students on January 30, the school explained that the drinking ban does not apply to casual “individual drinking or informal gatherings among students.” Alcohol is only forbidden in

“parties sponsored by Greek organizations and program houses, parties involving 100 or more students and events that require a city permit to sell alcohol.” Nickel did acknowledge however that as long as permission is granted in advance and the event is held in an appropriate space by a Brown student group in good standing, the ban does not apply.

While understanding community concern that party goers might seek out off campus venues instead, Nickel reiterated that the university is not shirking any of its responsibilities in terms of insisting off-campus students behave in a responsible fashion. The letter that was emailed to the entire student body reminded them that “all students living off campus are expected to adhere to Brown’s code of student conduct and city ordinances.”

And what of rumors that the students who can no longer remain as residents in the closed fraternity house are being relocated to off-site future “party houses”? These Nickel feels are inaccurate. “Most of the students currently living in the fraternity have been reassigned to other dormitory rooms on the campus.”

Dillon O’Carroll, a senior at Brown, feels that the alcohol restriction for on-campus parties “is a band aid at best” and needs to be part of a more comprehensive program. He spoke of one alternative that is gaining at least some traction which involves planned events off campus, primarily downtown, that provide transportation to and from the event sites to insure more safety for the students and less disruption to the adjoining neighborhood.

As the old Beastie Boys song says: “You’ve got to fight for your right to party.” To which Brown now adds the word “responsibly.”

Freedom Project & JuxtaPOSE

March is the perfect month to get out and see what’s going on in Providence – a good time to shake off the winter blahs and get energized for spring, which is surely just around the corner. In fact, March is a perfect time to take in a live performance or two (or three or four – its been a long winter!). This year, why not think a little bit beyond the usual suspects (all excellent of course) – Trinity Rep, Gamm, PPAC and Second Story? Why not make plans to take in performances by the East Side’s very own highly acclaimed dance companies: Everett: Company Stage and School’s Freedom Project and Festival Ballet Providence’s JuxtaPOSE? The two productions are as different from each other as are Everett and Festival Ballet, but each in their own way promise stunning entertainment. You will not regret your ticket purchases.

Everett’s Freedom Project, which previews on March 13 at Brown’s Granoff Center, is a multi-disciplinary documentary theater production. It’s the dramatic culmination of a twoyear research and development project (undertaken in collaboration with Brown University) into the very real impact America’s proclivity towards mass incarceration has had on very real people. If this sounds too scholarly or intimidating for an evening out, do not worry. Will you be moved to think? Yes, of course you will. Will you be entertained? Consider this from Ellen Taylor, my go-to person for all things dance: “Everett performances are so energetic, so vibrant and alive, the walls of the Carriage House literally shake.”

Freedom Project tells the stories of people who have been marginalized by the criminal justice system. It does so using the disciplines of theater, dance and filmmaking, and what co-artistic director Aaron Jungels calls “visceral choreography and poetic visual imagery.”

The stories are personal and straightforward, but Freedom Project makes them universal by incorporating into the production “jarring facts” about race, addiction, trauma and incarceration in America.

Freedom Project grew out of Everett’s past work, studying the effects of trauma on the human brain (go to Everett’s website for information on and clips from 2012’s production, Brain Storm). “We worked with a lot of low-income youth (for Brain Storm), and a great percentage of them had suffered some kind of trauma in their lives, without having the resources necessary to help them process it,” explains Jungels. “We later worked with a trauma center in Boston, where we learned that there are more kids in prison with brain trauma than was the case with soldiers returning from Iraq and Afghanistan. This made the linkage for us, from brain trauma to issues surrounding incarceration.”

Freedom Project has six performers, including Jungels. All are professional members of Everett’s dance company and range in age from 20 to 52 years old. Four of the performers grew up through Everett’s own school. The sixth is internationally known spoken word poet Christopher Johnson, whom the Rhode Island State Council on the Arts has called a “poet-warrior and provocateur” who “gives voice to a universal message of human spark that connects us all.”

It is that same universal message of human spark that Jungels wants audiences to experience in Freedom Project. “I hope the audience will take away an empathy for the people who are caught up in America’s criminal justice system and understand it could be any of us. We should all recognize the role systemic racism plays in all of it. But I hope it gets beyond race, it is a human issue.”

Festival Ballet Providence’s JuxtaPOSE will be performed at the Veterans Memorial Auditorium in downtown Providence on March 13 and 14.

There are two ballets on the bill - the Rhode Island premiere of Études and the return of audience favorite Coma.

The first is classical, the second decidedly contemporary. “Both are gems, in their own way,” says Artistic Director Mihailo Djuric. “They are completely different from each other in mood, in execution, in technique and in artistic vision. Hence, the program’s title.” Both, he says, are masterworks of ballet. Études (from the French word meaning “study,” as in a practice study) is a one-act ballet by Danish dancer and choreographer Harald Lander. It premiered at the Royal Theater in Copenhagen in 1948 and brought international acclaim to Lander. Études shows dancers gradually progressing from learning the basics of ballet, as would happen at a barre in a classroom setting, to executing ever more difficult routines and finally to performing spectacularly on the stage. “It showcases technique and bravado, all done with uplifting and energetic music,” says Djuric. “It is one of the gems of classical repertoire.” Festival’s production is choreographed by Radenko Pavlovich, artistic director of Columbia Classical Ballet in South Carolina.

Coma was created and produced right here on the East Side, by Festival Ballet’s resident choreographer Viktor Plotnikov and was first brought to Providence’s stage in 2007. It is based on Michael Crichton’s science fiction film of the same name. Dance Magazine reports that Plotnikov’s Coma is “much more than merely a danced sci-fi thriller,” that it uses a “new language” to combine “the classical legacy of ballet with a unique

contemporary sensibility.” Coma was most recently performed in 2011 at the Belgrade International Dance Festival. Festival Ballet Providence was one of just 18 dance companies from all over the world to be invited to the prestigious festival. Its performance of Coma was live broadcast in Europe at the time and was one of just ten acclaimed “memorable performances” of the festival. “It was time to bring it back to Providence audiences,” says Djuric.

Festival Ballet Providence is in its 37th season. Djuric is in his 17th as its artistic director. The company is made up of 25 classically trained full-time professional dancers from all over the world – 10 men and 15 women. All will be performing in both pieces at the Vets in March. About half the cast has performed Coma before. “Even with those who have performed it before, each time they come back to it, it is different,” says Djuric. “I am expecting even bigger brilliance on the stage in March.”

Providence, for a city of its size, is fortunate to have so many organizations

promoting live performances of one sort or another. Djuric would like nothing more than to greatly expand the audience drawn to ballet. After all, dance, he says, is the most human art form. “You can go back thousands of years – human beings express themselves through movement before anything else. All other art forms come later.” Everyone, he contends, if they are honest with themselves, loves to dance. “Young, old, no matter age or gender or class status.” It follows then, that everyone should want to watch dance. Everett Theater’s Aaron Jungels would undoubtedly agree.

See for yourself – make plans to see both Freedom Project and JuxtaPOSE this month, and support two great East Side organizations in the process. In the words of that go-to person of mine for all things dance: “Festival Ballet and Everett are alike in one very important way. Both companies are extremely disciplined, hard-working, well-rehearsed and made up of people who are passionate about what they’re doing.” You can’t do better than that.

Learning Standards The newest wave of standardized tests To PARCC or not to PARCC? Thoughts on standardized testing.

A recent hot topic is whether parents should refuse to allow their children to participate in the Partnership for Assessment of Readiness for College and Careers (PARCC) state standardized exam, which will be administered in March and April to third through eleventh graders in Rhode Island’s publicly funded schools. The PARCC aims to assess student learning in mathematics and English/language arts. It replaces the previous state standardized test, the New England Common Assessment Program (NECAP) and is aligned with the Common Core State Standards Initiative, a national effort to establish standards for teaching and learning in elementary, middle and high schools.

In January, the Providence Journal published, “Students can opt out of new tests in RI,” an op-ed written by retired teacher Sheila Resseger that described the PARCC as pedagogically and developmentally inappropriate.

Resseger urged families to resist by refusing to allow their children to participate. In response, outgoing state commissioner of education Deborah Gist packed consecutive weekly field memos – communiqués to state education leaders – with warnings about the consequences of PARCC refusal.

Gist’s January 23 memo states that right now, the Rhode Island Department of Education (RIDE) will use “2015 PARCC results neither for school classifications, graduation decisions, nor student-growth scores,” though she also suggests that PARCC opt-out may eventually threaten to imperil students’ status. Gist and others at the Rhode Island Department of Education (RIDE) have also suggested that since Rhode Island’s school districts don’t have a formal process for opting out, doing so isn’t possible. Opt-out advocates respond that the state’s lack of a policy

and process for families to refuse their children’s participation doesn’t mean that such refusal cannot happen.

Since this flurry of PARCC-related media, other parents have been floating the topic when our chats drift toward education. “So, this new test, this PARCC thing,” the conversation tends to start. “Are you going to let your kids take it?” My answer is, “Yes, and…” This response feels like the classic start to an improv skit, because it seems like we are wildly improvising in the face of, well, you name it: uncertainty about the actual significance of the PARCC, Common Core backlash, the educational and mental health of our kids, worries about schools’ technological readiness, the association of corporations such as Pearson Education with the test’s development and administration, arguments about the role of teachers as the best assessors of student learning, qualms about the ways test results and other collected data may be used, concerns about test design and so much else. If you don’t feel great about your kid taking the PARCC, you will doubtless find your reason in the miasma of angst that clings to it.

Without drama or trauma, my own children tend to do relatively well on standardized tests, thus contributing positively to their schools’ bottom line as measured by its testing data. Though I am strongly in favor of a system that balances large-scale standardized assessments with teacher-driven, classroom-based tests of mastery, my kids – third, sixth and ninth graders in the Providence Public Schools – will take the PARCC, even if the only current cost to refuse their participation may be the time and hassle required to opt them out. This is a cost that some parents in Rhode Island are choosing to bear, as is evident on Facebook groups such as “Stop Common Core in Rhode Island,” which serves as a sounding

board and information clearinghouse for families who are opting for their kids to sit out the PARCC. As for your choice for your children, be clear about your motivation, either for them to take standardized tests or for denying their participation. You should find out all you can about how and when the tests will be administered, how much class time they may miss due to test preparation or the testing itself, and how your kids’ test scores will be used.

Now that Gist is headed west to become the Tulsa, Oklahoma superintendent of schools, time and the political

appointment process will tell what the RIDE’s stance may be. Perhaps we will stay the course. On the other hand, half of the states that formed the PARCC consortium have postponed or declined to administer the test this year. Others – such as Oklahoma, as it happens – are moving away from the Common Core entirely (though toward what is not clear). So, yes, figure out what your want for your own kids – and remind our elected officials that we need an educational policy environment that respects learning and growth at least as much as the tests themselves.

Recently, seven such organizations came together to form the Providence Youth Caucus, a student-led coalition that aims to gather Providence’s young people to work together for citywide education changes. The Game of Life

A local chess whiz gains life lessons from his sport

around a soccer ball one day and doing other stuff little boys do when he decided to take a serious shot at chess. He had dabbled in the game before, but never fully understood it, and his opponent always won. He asked his mother, Rosa, to sign him up for the school chess team. She did.

At first, he wasn’t, as he puts it, very good. He thought about quitting. Rosa would have none of that. She encouraged him to stick with it. She told him he was smart enough to do anything, and he believed her. William started to practice – with his classmates, his friends and his coaches, Gina Dufresne and Frank Delbonis.

Today, the 11-year-old is a chess whiz, beating other players who are older and more experienced. He also beats the grownups, including Central Falls Mayor James Diossa. “I was excited to win,’’ says William, also known as Junior. “It was nice to meet the mayor too.’’

Chess has shaped William into a driven boy with dreams. Chess, he knows, could open doors to a private high school and a good college, as well as to tournaments in faraway places with the best players in the world. “I’m proud of him,’’ says Rosa.

“He’s a good boy.’’

Rosa was born in Guatemala, fleeing the impoverished country in 1988 to live with her brother in Central Falls. It hasn’t been easy. She’s a single mom raising William and her daughter, Stephanie, a college student. To make ends meet, Rosa cleans houses and works as a nurse’s aide. “My kids see me working hard, so they work hard,’’ she says.

William is in sixth grade at the Segue Institute for Learning, a charter school.

His best subject is math, but he says “I like all of it – gym, science, the humanities.’’ He gets A’s and B’s. His favorite magazine is Chess: Life for Kids,’ which he gets because he is a member of the United States Chess Federation. He plays soccer and basketball and goes to church at Holy Trinity.

Toys are scattered throughout his bedroom – Legos, Woody from Toy Story, a stuffed bear – but they’re outnumbered by his chess memorabilia: 19 trophies, 8 medals and countless certificates, all

He has two chess sets – one from his mother, the other from his sister. William also plays chess with his computer and, not surprisingly, usually wins. For his birthday his mother bought him a chess journal, “100 Game Scorebook,’’ to record his wins and losses and even his moves, every last one, during a match: “When I get home from a tournament I read it and check the mistakes I made,’’ he says.

His passion for chess ignited when he was an eight-year-old student in fourth grade at Veterans Memorial Elementary School. Dufresne has the scoop: He played his first tournament on August 17, 2013 at the Providence Invitational at Roger Williams Park, placing 16 out of 32 kids in the 10-year-old and under category.

In fifth grade he played in a dozen competitive tournaments, hence his medals and trophies. A year ago,

he placed fifth out of 26 kids at the Scholastic Blitz Tournament. He also competed in the State Scholastic Chess Championships. And not long ago, he started working with chess master Bob Salvas at the prestigious Monastery Chess Program in Cumberland.

Last April, Central Falls sent its first elementary school team to the Junior Chess Nationals in Atlanta, and William was one of the competitors. He was 103 out of 355 kids and helped his team place 24 out of 57 teams.

William had a blast. “We got a hotel, ate, went to the Coca-Cola factory, saw the fish,’’ he says. “It was fun.’’

William can’t wait for his next match. “Chess is good for me,’’ he says. “It helps with my mind. I concentrate more. Chess is a mind sport.

You’ve got to think before you move.

I don’t touch the piece until I know what I want to do.’’

At a young age, he knows every move counts – on the board and in life.

Seafood with a French Accent the Providence G’s new food installation of approachable fine dining

Providence’s newest

fine dining restaurant, Garde de la Mer, appeared like a surprise beam of sunlight during a grey December. Garde is the third and final dining establishment in the Providence G, joining the lower-level G Pub and the fair-weather rooftop bar. Garde de la Mer means “guardian of the sea,” hinting at the contemporary French seafood-focused menu.

Passing the construction site, I’d wondered how a restaurant would fit in the comically narrow tailor’s shop on Dorrance Street. The developers cleverly built into the adjacent alley, forming an elegant two-story space that houses the marble bar. An unexpected upper level holds more dining tables as well as an airy banquet room.

The restaurant’s decor complements the Francophile seafood menu: a classic tiled floor is reminiscent of a French bistro, the haunting mermaid in the painting above the bar beckons you to consider some oysters and a gold sea dragon playfully spouts water at the bathroom sink.

This was our second visit, and we ordered the same cocktails. That is a testament to the talent of the mixologists, because we usually like to work our way through a menu before repeating ourselves. I enjoyed the smoky, spicy Ginger-Lime Fumé ($12), made with El Buho Mezcal, Jose Cuervo Gold, ginger-lime jalapeno shrub and smoked sugar. My husband had the Eau de Tomate ($12), a salt and pepper rimmed tomato water martini made with Ketel One, with the optional oyster garnish. Dirty martini fans might find themselves ditching the olive for this savory delight.

The bread arrived first, little glossy pretzel-like rolls with coarse salt served in a rectangular dish. An amuse bouche came from the kitchen: tiny profiteroles stuffed with herbed cheese.

scheduled to coincide with our birthdays. Our visit to Garde de la Mer was on my husband’s birthday, so we added a celebratory round of oysters to the restaurant week menu. Our waiter, Ben, rattled off a delicious-sounding list of bivalves and was very knowledgeable about the varieties. We decided on Canada Cups ($3/ea), a medium-sized Prince Edward Island variety. We settled into a bottle of Louis Jadot Pouilly Fuisse ‘13 ($40) while we looked over the menu.

Restaurants participating in Providence’s Restaurant Week(s) feature three-course dinners for either $29.95 or $34.95. To my surprise, Garde de la Mer had set theirs at the lower price, perhaps as an opportunity to showcase their new restaurant. Much of what we ordered is also available on the regular menu.

My husband had the Lobster Bisque, a nice presentation. Blood orange, greens and rounds of brioche were arranged at the bottom of a shallow soup bowl. Our server poured the

bisque around these from a small, elegant pitcher. Tarragon crème fraiche was a nice complement to lobster, and I detected a hint of cumin.

I started with the Sautéed Squid (normally $12). This dish was visually striking, a painterly brush stroke of squid ink aioli scattered with squid, thin slices of dried tomatoes, beans and fried chickpeas. The squid was tender and well seasoned.

For his entree, my husband had the Pan Seared Diver Scallops. Three seared scallops sat atop a bed of tiny black lentils, with brown butter vegetables on the side. I ordered the Roulade de Poulet (normally $25). Pounded chicken was wrapped around pine nuts and Camembert. The chicken was not at all dry, and the filling oozed out just enough to trigger a visceral hunger. Accompanying the chicken were tiny roasted Brussels sprouts, maitake mushrooms (also known as Hen of the Woods) and a pudding-like rye muffin with golden raisins.

We shared our two desserts: the

Meyer Lemon Semifreddo, garnished with blood orange marmalade, fresh blood orange and coin-sized rounds of almond cake, and the Flourless Chocolate Torte (normally $10) with chocolate caramel mousse, cranberry chutney, cocoa nib nougatine and a scoop of browned butter ice cream.

Both desserts were well executed and just the right size.

From my excessive description, it may be difficult to garner just how fun the dishes were.

The juxtaposition of ingredients was playful and smart. With so many fantastic restaurants in Providence, it’s difficult to make a mark, but Garde de la Mer has what it takes to impress: impeccable service, a beautiful interior, a talented kitchen and beautifully plated food.

Borealis Coffee Roasters goes pro in Pawtucket

There’s a line that separates the coffee enthusiast from the obsessive. I’m not sure exactly where it is, but when you start roasting your own beans, you’ve sailed on by. Brian Dwiggins, owner of Borealis Coffee Roasters, Rhode Island’s newest coffee roaster, crossed that threshold long ago. I visited Borealis Coffee Roasters at Historic Lorraine Mills in Pawtucket, and after speaking with Brian, it’s clear he’s just the sort you want to go pro.

While Brian has been a jack-of-alltrades professionally, his wife Jessie reports his desire to get into the coffee business “is the only thing he’s been consistent about.” Brian’s increasing obsession began as a young coffee groupie in Anchorage, Alaska, dating baristas in high school. It involved a pilgrimage to “coffee camp,” Coffee Lab in Waterbury, VT, to train on roasting, and culminated with the purchase of an old 5 kilo Probat Roaster. Along the way there has been another interest that has proven to be symbiotic: his work as a freelance lighting technician in the New England film industry.

Frustrated with the quality of coffee available to him, Brian bought a small Behmor home roaster, which looks something like a toaster oven. Ultimately he went from vetting coffee shops on caffeine runs to supplying coworkers on set with home roasted beans. Inevitably he began to look for the next big thing.

Brian’s lust went where most dark and frustrated needs go: Craigslist. After showing one too many people pictures of the old, bright orange Probat roaster for sale there, a chorus of voices said,

“you’ve been talking about this for years, why don’t you do it.”

Buying a coffee roaster is no small investment; as Brian puts it, it’s “like buying a car.” After thinking about the lean times in film production, waiting for the phone to ring, soon his dream sounded like a sensible plan B. Wife Jessie says, “the whole project has been divine timing.” Brian found a perfect fire-safe, food-safe space in Lorraine Mills. It had it all, one former tenant left a raised platform for their glass blowing that seemed a pedestal begging for a roaster, another had painted two walls bright orange, perfectly matching the roaster he’d been ogling. Feeling it was meant to be, the roaster was delivered in the middle of June, and Brian roasted his first batch on July 13.

Since then, Borealis has mostly been doing wholesale business, and Brian’s movie production connections have given him steady trade.

Still working fulltime in lighting, Brian found an eager partner in Team Crafty, a Boston-based craft services company. He began fueling crews working long late hours, with 30-50 pounds a week of his Team Crafty Roast, a delicious Columbian. As time goes on, Borealis has been slowly expanding, and has appeared as a guest roaster in its first café, my favorite one at that, Angelina’s in Bristol.

All Lives Matter With hot button topics such as white privilege and racial profiling dominating the news of late, it seems only fitting that one forward-thinking Providence gallery will host an artistic exhibit examining hate crimes, racism and oppression. The Avenue Concept presents The Human Equation: Unarmed inFraction featuring new works by B-Mor7, a local artist, educator and hip hop artist who’s focused on exposing hate crimes in the community. The exhibition runs from March 1-30. The gallery is open Monday through Saturday. The Avenue Concept was founded in 2012 as a public art program that integrates elements of urban arts with opportunities for professional development and artistic training for people of all ages. Set in Canada, the documentary follows Mélanie Carrier and Olivier Higgins as they cycle through the north shore of Quebec, Canada with the intention of learning about and better understanding the complex relationships that exist between aboriginal and non-aboriginal people there. You’ve acted and danced; what informs your work as a performer?

Improvisation practices are where my heart is. I’m a very different actor than my parents, neither of [whom] are improvisers. I’m an actor, but not a film actress, at least not [now], and certainly not a classical dancer. I’ve been able to carve out a little piece of pie that is my own.

What makes a good dance teacher?

What do you want to impart to your students?

A good dance [or] movement teacher [must] communicate the joy that one can find in the practice. I want my students to have a kinesthetic experience… that desire for perpetual motion and arrival in the body is what I want to share.

Is it a burden or a blessing to have two famous parents?

Both; I worked hard to build what I have in this community on my own merits. Who my parents are is often a point of interest or curiosity, but what I’ve earned… has been my own.

I’ve worked hard at it. I was exposed to incredible artists as a young person, incredible travel and arts education by osmosis; I value my parents as artists and the integrity they showed me over time.

Did you ever consider changing your name?

I wish I’d thought of that when I was an 18-year-old kid going to New York to audition for dance companies. It

didn’t occur to me [then]. I’ve had nine lives. I’ve been… in arts administration and design work, a stay-athome mom and pulled back to the performance world.

If you had to choose between teaching, dancing or choreography…

I wouldn’t ever want to choose. I believe what makes my contribution unique as a performer, educator and dance maker is that I don’t divorce those processes in my creative life.

There is a beautiful cycle of renewal that results from doing many things.

Meet Shura Baryshnikov: Dancer, improviser, educator and movement designer. The daughter of Jessica Lange, an award-winning actress, and worldrenowned dancer Mikhail Baryshnikov, Shura juggles multiple commitments.

In addition to coordinating and teaching in the co-curricular dance program for Moses Brown School, she is a faculty member at Festival Ballet Providence School and a Teaching Associate in the Brown/Trinity Rep MFA Programs for Actors and Directors. Oh, and she’s the single mother of two girls – one who dances and does circus arts, and one who acts and sings!
