explained by Huber By PAM ZIERKMAHONEY IN response to an article in the issue of Buller News June 25, (Concerns raised at 30 per cent hike in leases), the News looked into who would be affected by this rise and by how much. An insight into leaseholds and the leasing agreements, set by the Minister for Environment and Climate Change, were explained by chief executive officer John Huber. The Alpine Resorts Commission/Victorian Ski Association (ARC/VSA)Agreement was made in 1990 between the former Alpine Resorts Commission and the Victorian Ski Association, Now the Victorian Snowsports Association. The ARC/ VSA Agreement established site rental provisions that were taken up by most site holders in the late 1980s/early 1990s. Through the agreement, leaseholders subject to the agreement have not been required to pay the market rent as defined by the Alpine Leasing Policy and enjoy a highly subsidised below

market rent environment compared to standard leaseholders. Site rent in the first year of the new six-year period shall be the lesser of 3.5 per cent of the site value (market rent), or the rent from the previous rent period adjusted by the IWC. At Mt Buller, 62 out of 155 of the lease sites are party to an ARC/VSA agreement which was set from the late 1980s to 1995. Of these 62 leases, 54 sites will be affected by the IWC increase. However, even with the 30 per cent IWC increase all 54 sites will still be paying at or

below market rent for their respective leases. There will, however, be a number of historic leases that will retain reference to the ARC/ VSA agreement until they transition to the Standard Alpine Lease at the end of their current lease period, and it is only these leases that will be affected by movement in the IWC. John said this week, the Mt Buller RMB is very supportive of club lodges. “We have worked closely with the minister and both the Mt Buller Rate Payers Association as well as the Rate PayersAlpine Resorts Working Group,

in assisting club lodges with a transition arrangement for notfor-profit site holders moving from the historic ARC/VSA agreement to Standard Alpine Leases,” John explained. “This transitional arrangement is to be applied for eligible site holders with a discount of 27.5 per cent off market rent. “This discount applies in relation to site rent for the period of November 1, 2013 to October 31, 2016.” As well, the RMB and Mt Buller Rate Payers Association is working to establish a Support and Incentive Program for club lodges. This program will be the first of its kind in any of the Victorian alpine resorts. “This program is aimed at providing club lodges with information, advice, support, networking and other opportunities to assist them in building strong and resilient club lodges for the future,” John said. “Many of the lodges will need to review or devise new business plans and this support system will help them through this process.”

DID you know that the Mt Stirling Cross Country ski school brings in a number of Estonian national and international instructors each year? Craig and Barb Jones sponsor young ski instructors to come to Australia - many are cross country ski racers. These elite skiers have university degrees specialising in Outdoor Education with an emphasis on cross country ski instructing and race coaching. While the emphasis on Mt Stirling is more towards ski touring, Craig and Barb will be re-instating a junior race squad for the 2014 season to provide local youth and secondary colleges, hoping to field a strong team in the Interschools Snowsports competition, the opportunity to take advantage of the latest technical knowledge, training schedules and special skills associated with the sport of cross country ski racing. The squad will meet every Saturday afternoon between 1pm and 4pm for a skills base clinic. Students will be aged between 12 and 18 years of age and are encouraged to bring along their own race skis as time will be set aside to discuss race tuning, with the opportunity to prepare skis for racing. A limited number of racing skis are also available for hire on the mountain. The race squad program

In 1970 a young Tom Griffith hired his first set of skis from George. Last week, 44 years later, Tom took his two daughters Ursula and Raphaela (pictured with George) down to George’s Ski Hire to hire their first skis. When generation after generation return to Buller it’s stories like this that really makes Mount Buller ‘My Mountain’.

Snow safety for children this winter WITH school holidays now in full swing and the snow season here at last, Kidsafe Victoria has issued a reminder to keep safety in mind when travelling to the snow fields. Kidsafe Victoria vice president, Robert Caulfield, said that while a trip to the snow can be a very exciting experience, it can also present a unique set of hazards that many families are not used to as part of their normal living environments. Common injury hazards for children in the snow fields include falls and collisions with other people or objects such as trees and logs. “With school holidays now here and an increase in visitors to the snow fields, it is important for safety in the snow to be on the agenda for all involved,” said Mr Caulfield. Kidsafe Victoria has produced a safety fact sheet which can help families plan and prepare for their trip to the snow. Kidsafe Victoria’s snow safety tips: ✔ ensure children are adequately dressed for cold and wet weather; ✔ remember to protect children’s skin and eyes - there is still a risk of sunburn, even on cold, overcast days; ✔ have children learn the basics in a class led by a qualified instructor. Most snow schools will have specialised classes for children; ✔ match your child’s level of experience to the activity they are going to undertake; ✔ never carry your baby in a sling or carrier if you are skiing or snowboarding; ✔ ensure your child is wearing appropriate and correctly fitted safety gear, including a snow sport helmet; ✔ ensure children are supervised by an adult at all times; and ✔ have a name tag in a visible place (with ski lodge or home address) to help the Ski Patrol locate you should one of your children be lost or injured. FROM out of a closet at Ski Club of Victoria’s ‘The Whitt’ recently came loads of history. As the saying goes a new broom sweeps clean – well recently appointed manager to The Whitt, Andrew Dwyer, decided to clean out a storage closet and found more than he bargained for. Among boxes and boxes of old records, including purchase receipts dating back to the 1970s, came a large box of fully bound Schuss magazines going back to the very first edition in 1924. And among the filing cabinet files up popped some

Celebrating 90 Years since the formation of Ski Club Victoria this year – Buller News will run a series of articles over the coming issues on the history of the club and The Whitt. historic letters written to and from SCV to heads of state, local gentry and politicians and even to King George VI and then Queen Elizabeth II. “This is The Whitt’s heritage in these files,” Andrew said as he also relayed he had spent many hours reading over the old editions, gaining more insight into the history of the club. The file of historic letters has now been tucked away for safe keeping, along with the bound copies of Schuss. Andrew said Schuss has

been published since the 1920s and continues to be published although now more in electronic form to its members. “Originally SCV had a hut at Boggy Creek and then Cow Camp where members would almost ‘rough it’ when they came skiing,” Andrew said. In 1944 a bequest from the late Ivor Whittaker saw the first lodge built for SCV. Named after this benefactor, The Ivor Whittaker Lodge was raised but originally was labelled “Dump Inn” – which many still refer to today.

Over th the years Dump Inn has been added to many times until today it now houses the lodge, plus restaurant and bar. Still a popular place for mountain folk the bar has many of its ‘old mountain people’ gravitating to it for drinks at day’s end. SCV history goes way back to 1924 when Frank Lovick took a party to White Bridge and left them to walk the rest of the way to the top. The group who had travelled from Melbourne had first been shown a photo of snow on Mt Buller. They skied the mountain for a day then after travelling back to Melbourne formed the Ski Club of Victoria - now 90 years young and going strong.

%R\ WUDJLFDOO\ GLHV LQ VQRZ VICTORIA Police are preparing a report for the Coroner after a 7-year-old boy died at Mount Buller on June 25. The boy was reported missing by family shortly before 5pm on that Wednesday. At a press conference on Thursday morning police Acting Sergeant Matt Bennett said a line search was conducted by police, CFA, resort staff and ski patrol. The Roxburgh Park boy was found unconscious covered in snow by a ski patrol shortly after 6.30pm. At the time he was found it is believed the boy was unresponsive. The boy, who was in cardiac arrest, was taken to the Mount Buller Medical Centre, but could not be resuscitated. He was taken to a near-by medical centre where he later died. “We believe there’s been some sort of slide off the roof of a building that’s engulfed him,” Acting Sergeant Bennett said.

“The boy had apparently been playing around the lodge the family were staying in with two or three other children when he wandered a short distance from them. “The call was raised only after 20 minutes when his parents realised he was not with the other children and started searching for him. “When found he was buried under about one metre of snow which police believe had slid from the roof of the lodge.” The death rippled throughout a tight-knit community, with resort chief executive John Huber describing it as a “tragic and devastating” incident. Mr Huber said this was a tragic accident and urged anyone visiting the snowfields to go to the Snowsafe website to look up safety measures around resorts.

Visitor numbers on the rise with fresh snow falls DESPITE a late start to the snow season Mt Buller is holding its head high where numbers through the gate are concerned. Recorded at the end of the fourth week of the season Mt Buller recorded 9484 visitors through the gate for one week, almost half of the total number of visitors across all Victorian resorts which recorded 21,673. Mt Stirling recorded 132 visitors for the week and year to date a total of 249. Mt Buller’s year to date figures sit at 14,885 and across all resorts 35,991. Visitor days (including overnight and longer stays) for Mt Buller have been recorded at 18,831 which indicate the majority of visitors come for a day only, but compared to the same week last year is only five per cent down. As snow continues to fall and school holidays across Victoria, and now South Australian holiday periods, numbers are expected to rise significantly.

Onset of winter brings VicRoads warning WITH winter ďŹ nally arriving in the Victorian Alps, VicRoads has issued a warning to motorists to take extra care. Motorists are being urged to take extra care during the severe weather events which include gale force winds, rain, snow, and low visibility. VicRoads regional director Bryan Sherritt reminded road users that conditions do change quickly on otherwise familiar routes, and extreme care needs to be taken during the winter season. Reduced speed limits are imposed at times for the safety of all motorists as well as road workers who may be undertaking repairs, clearing debris, and otherwise making conditions safer for everyone. During the first real snowfalls of winter recently reports of chains needing to be ďŹ tted as low down the mountain as the Gnome House

tree were received, while those who had parked on the mountain overnight had some digging to do before retrieving their vehicles. And even experienced drivers had to take extra care on the road to the top as a snow plough, clearing the main road, is reported to have slipped over the edge at around Caravan Corner. Ambulance Victoria regional manager Tess Tuohey has also urged people to take care in wild weather. “The recent weather has had a big impact on the type of cases paramedics have been called to,� Ms Tuohey said. “It’s important for people to take care and be mindful of the potential for trees to come down across the road,� she said. New name, brighter and warmer for visitors MT BULLER’S Cow Camp has been rejuvenated, enlarged, made lighter and brighter and warmer for visitor comfort – and has had a name change. Now to be known as Village Square Plaza – the guest lounge area has been increased in size by all veranda areas being incorporated into the inside space. A new mezzanine floor, along with new staircase, an expanded balcony area and a gas-fired heater, also add to the comfort and accommodation of guests. The Village Square Plaza has a long history of being ‘the meeting place’ for many visitors to the mountain which not only has tables and chairs for some 100 people but also is home to Pat’s Italian Restaurant and The Pancake Parlour, Black Mountain Ski Hire, visitor rest rooms and teller machines. During the opening weekend celebrations ARMB chairman Jennifer Hutchison, board members and ARMB chief executive officer, John Huber, escorted Bill Sykes (MLA, Benalla) on a tour of the newly completed facility.

THE 15th annual Mark Adams Ski/Golf day was held on Friday, July 4 in superb conditions. The weather on Mt Buller in the morning matched that on the golf course in the afternoon, blue skies and sunshine. Some 72 skiers faced the starter on Mt Buller for the two Giant Slalom runs and then the 18 hole ambrose competition. Retiring to the MansďŹ eld Golf Club clubhouse after the golf, competitors enjoyed the odd ale as tall stories of their prowess were told. On behalf of the MansďŹ eld Secondary College (MSC) Snowsports program, Geoff Walker welcomed the participants. “Despite our activities on the snow or course, at the end of the day we had fun and the kids of the district beneďŹ ted,â€? he said. “I must thank the commitment from Mark Adams as the main

sponsor and the other sponsors. “We are also appreciative of those who supply gear for the day.â€? The snowsports captains from MSC, Stephanie O’Halloran and Mikaela Richardson thanked those in attendance for the great beneďŹ ts of the day that allows all students to experience snowsports. MC Laurie Blampied announced that the total monies raised from cash sponsorship, the Calcutta and the entry fees was some $21,000. While the winners were celebrated, spare a thought for the less qualiďŹ ed. As the fastest skier took 15.6 seconds, MansďŹ eld Golf Course superintendent, Tony Cooksey, took a leisurely one minute 47.8 seconds. On the golf course with a score of 58, K2 were fairways ahead of Doppelmayer, Donny Morgan, Bruce Turner, Aki and Anna Turner, with a score of 67.38.
