BOUTIQUE producers and suppliers of the North East are demonstrating a proactive approach to the latest hurdle to beset a region which was only just beginning to recover after a summer impacted by fire. From the Rural City of Wangaratta to the towns of the Alpine Shire, the area is renowned as a gourmet region, and as such the wineries and farm gates, restaurants and local producers rely heavily on agri-tourism to survive. With farmers markets forced to postpone events or cancel indefinitely, organisers of these events are directing customers to stall holders who have an online presence, or list the contact details of producers who don’t. Wangaratta Farmers Market has taken a different approach to other markets, taking that additional step to set-up an online shop and actively promote their producers and facilitate the process. Capitalising on the increase in online shopping, Wangaratta have moved their market online and are encouraging customers to subscribe for updates. The shop opens for business from Monday morning trading through to Thursday afternoon with shoppers enjoying access to their favourite producers and suppliers.

It’s the same great seasonal produce, but the offerings are now available on a weekly basis, with order pick-ups scheduled for Saturday morning at the Wangaratta Farmers Market Hub, therefore eliminating the need for a delivery service. With the likes of Walkabout Apiaries, Woodland Gourmet Mushrooms, Jacobs Dairy, Grass Roots Beef, Sprocket’s Free Range Eggs, Rutherglen Lamb, vegetables from Heirloom Naturally, and produce from King Valley Walnuts, Damn View Olive Oil, Beechworth Berries, Eldorado Orchard and Cherrytime Orchard, the online market is a one-stop shop for those who prioritise local, quality produce. Also taking on the responsibility of promoting and unifying producers in their immediate region, Tolpuddle Goat Cheese and Farm Food moved rapidly once restrictions became a real possibility and farmers markets began to scale back events. Starting out with their goats’ milk and cheese, some Tolpuddle merchandise and a handful of local producers, Melissa and Donovan Jacka used their facebook presence and website to advertise their new online store which was established using the Square platform. ■ Continued pages 18-19

QUAD bike rollovers were the leading cause of farm deaths in Australia prior to the introduction of state funded Quad Bike Safety Rebate programs. The Victorian Government introduced the Quad Bike Safety Rebate in September 2016, and this rebate has been attributed to the dramatic reduction in the number of deaths and serious accidents across Australia. Farm safety isn’t just about rebates and quad bikes.
It’s about being aware of the risks you face every day on the farm and taking steps to reduce the risk. The $6 million Quad Bike Safety Rebate scheme is funded by the Victorian Government, administered by the Victorian Farmers Federation and supported by WorkSafe Victoria. Eligible farmers can apply for a rebate of $600 towards the purchase of an ATV Lifeguard, which is one of the approved

operator protection devices or OPDs by the Victorian Government. Up to $600 (GST exempt) for the purchase of two OPDs with a limit of two per farm business (ABN), or the rebate can be used to purchase a safer vehicle such as a side by side. New legislation being introduced by the Australian Federal Government in October 2021, concluded after many years of extensive research and evalua-
tion by the ACCC, will mean that every single farm ATV will have to have an approved OPD fitted to the quad bike. Insurance companies such as QBE and IAG have welcomed moves by the Federal Government to require quad bikes to meet minimum safety standards. The two insurers respectively own Elders Insurance and CGU, two major providers of rural insurance for farm equipment including quad bikes.
Helping supermarkets down the import aisle during crisis THE Australian Government is working with the supermarkets and their brokers to fast-track border clearance of imported groceries during the COVID-19 crisis. The Department of Agriculture, Water and the Environment is placing dedicated people within its import assessment, bookings and inspection functions to enable critical supplies to be cleared faster without deviating from our strict biosecurity and imported food controls. This has been developed through close consultations with the major retailers as
part of the Australian Government’s Supermarkets Taskforce. Head of biosecurity Lyn O’Connell said the department is completing inspections as quickly as possible while meeting requirements under the Biosecurity Act 2015 and the Imported Food Control Act 1992. “Dedicated staff will prioritise these applications so we can get product on the shelves quicker to complement Australia’s supply of quality fresh food produced from all parts of the country,” Ms O’Connell said.
“Streamlining the import processes for items such as frozen processed foods would help ensure supermarkets are fully stocked. “While Australia is a major food producer, and much of what we eat is home grown, imported food accounts for about 16 per cent of household consumption. “This includes highly processed fruit and vegetables, chocolate, coffee, pasta and rice - some of which are in high demand at the moment.” The streamlined process only applies to imports of groceries by supermarkets.

Sa’Vey Arabians strive for excellence Double Supreme Arabian Derivative at the inaugural Victorian Arabian Derivative Owner and Breeders Alliance Incorporated in November 2019, adding to the list of accolades.. “Prancing out in front of the two international judges she so wowed them and any prospective buyers that I was inundated with enquiries about her after the event,” said Sally. “And she was snapped up pretty much straight away. “And now she has a full sibling on the way, and I already have two people on the waiting list for the foal which I’m incredibly happy about, as that’s what you want as a breeder - to breed horses that people want.” Miss Chilly Pepper’s
mother was one of the original three horses that Sally purchased. Though not Gemimah who took out the Bronze Championship in 2016, Miss Chilly Pepper is related, in that her grandsire is a full brother to the award winning mare. Sally admits that the original three horses were an incredible investment, and under Sally’s guardianship, mentored by Steven Rath, Sa’Vey Arabians have selected some truly amazing sires to get such outstanding results and develop the bloodlines in a relatively short space of time. “When I bought the horses, I also gained most importantly a lifelong friend,” Sally said.
“Steven Rath became my mentor and a fabulous confidant, and we talk almost daily with him heavily involved in the breeding and welfare of the mares. “Under his guidance, I am ready to achieve my next goal and that is to win Gold Champion Purebred. “It’s like hiking Kilimanjaro after summiting Buller - it’s a massive undertaking. “It’s highly competitive, and commands the big bucks, with buyers from the Middle East prepared to spend six or seven figures on the right horse.
“Derivatives can go any which way, and though as a breeder you do have responsibility with your experimentation based on sound goals and principles, there is also a degree of intuition required. “Purebreds require much more planning and finessing, with the finer details harder to tweak to achieve perfection.” It is a challenge Sally is keen to undertake, and though not her driving force, Sally thrives on achieving her goals. “If I can breed a top qual-
ity useful family horse, then anything else is a bonus,” Sally said. “If I breed this incredible colt that it would be crazy for me to geld it, I know that I’m really on the money, and everything is coming together.” With a love of horses, and specifically Arabians with their intelligence and qualities of endurance and durability, Sally praises the breed for their great heart. It is this ‘great heart’ that Sally wishes to showcase as she perseveres with breeding these valuable bloodlines.

ON the outskirts of Mansfield is a little farm of 12 acres achieving great things. Sally Harvey is a goal setter, and she dreams big. With ideas of breeding Arabians initially as a hobby, Sally bought three quality purebred Arabians from New South Wales breeder Steven Rath who had to move his horses on. Of the group for sale, Sally managed to acquire three mares, which with their carefully curated bloodlines would become the foundation of Sa’Vey Arabians. Sally’s plan was to breed a few horses, but with the excitement of the new purchases came the decision to show Gemimah, one of the three, at the 2016 Australian National Arabian Championship. “It was a bit of fun,” Sally said. “But then she won the bronze championship in the Senior Mare category, and I’m afraid it just hooked me. “I said to myself I want to do more of this, and I want to do it better each time, and so I set myself a goal to breed an Australian Gold Champion within three years. “That was March 2016, and in 2018 Miss Chilly Pepper was born.” And in the championships just past, on the Labour Day weekend in early March, this little Arabian pony won Gold Champion Arabian Pony Led Junior Filly, competing against older fillies. With the championships awarded in two different classifications, both Champion and Reserve Champion, Sally’s glorious little filly won gold in both. And previously Miss Chilly Pepper had taken out

How to minimise the negative effects of colder months on pasture and crops WINTER brings colder soils and fewer daylight hours with reduced growing conditions. For pasture, any feed you can grow in autumn and winter will replace the need for supplementary feeding. In this article BioAg show you how to improve productivity in the lead up to winter. Soil Conditioning The condition of the soil is to a large extent determined by the health of the biological systems it contains. This will determine how effective the soil is at acting as a nutrient reservoir, and how effectively nutrients are supplied to the crop. Within the soil, the biological systems are attempting to cycle nutrients, harness energy to produce carbohydrates, and convert resources such as carbon, oxygen, nitrogen and root exudates into usable forms for the plant. Winter stresses slow these biological actions, leading to less growth. The options to the grower at this time are to wait until environmental conditions improve, or attempt to stimulate growth by feeding the crop additional nutrients. It is possible to condition the soil prior to sowing or at sowing feeds to develop the

Soil conditioning improves water infiltration, root depth, plant access to nutrients and water use efficiency. Once the crop is sown and the weather turns cold, the improved soil condition can then support improved plant growth. Waiting too long into the season to condition your soil can mean it occurs too late.
Foliar Feeding Throughout the plant’s growth stages, and during colder months, consider feeding foliar nutrients and other complexed food sources. BioAg’s Balance & Grow provides both the plant and the soil with the appropriate nutrients to stimulate and support the biological systems that deliver growth including calcium, phosphate, a range of enzymes, and microbial foods.
When applied as a foliar application in conjunction with a nitrogen product (such as UAN or calcium nitrate) the plant has improved access to the nutrients it requires, delivering improved growth and helping to fight stresses that may reduce yield. Pasture trials show that a foliar application of BioAg’s Balance & Grow can improve protein and energy content in pasture.
Committed to growing organic? Alongside a surging interest in organic pasture systems, there’s a perception that organic systems struggle to provide enough pasture growth through the winter months. The alternative of supplementary feeding is even more prohibitive, with organically certified grain or hay at a premium. Trials in NSW, VIC and TAS
in 2016 tested nutrient strategies in organically certified combinations, with positive results. A combination of Balance & Grow (organic), gibberellic acid (GA), and HydraFish (as an organic source of nitrogen, replacing UAN) provided not only the most dry matter production over the control, but also a greater level of protein, digestible carbohydrates and metabolisable energy. Tip: Apply in a tank mix of 2L/ha of BioAg Balance & Grow with 20 L/ha of HydraFish. This trial achieved excellent dry matter results for both the conventional and organic applications. Summary Supporting your crops’ early growth during the stresses of winter is an important factor in delivering quality pasture and crops. Soil condition plays an important early role, while nutrient supply and sustaining the biological systems in both the plant and soil will improve winter growth and the plants’ ability to combat stresses. Improved vegetative growth through winter will set you up for productivity, quality and yield.

Foreign investment change protects Aussie farm land SENATOR for Victoria Bridget McKenzie says changes to foreign investment review laws will ensure the interests of regional, rural and remote businesses are protected through the ongoing COVID-19 pandemic. All proposed foreign investments into Australia subject to the Foreign Acquisitions and Takeovers Act 1975 (the Act) would require approval. These measures would remain in place for the duration of the COVID-19 crisis. Senator McKenzie said this would provide significant protection for agricultural land in these difficult times. By bringing the threshold for screening down to zero dollars, the Australian Government would ensure all proposed foreign investments were appropriately scrutinised. “Entire communities right across regional Victoria and Australia face an incredibly tough rebuild following this summer’s horrendous bushfires, sustained drought and now coronavirus,” Senator McKenzie said. “These foreign invest-

International Dairy Week distributes bushfire appeal money Renee and Harley Salway. Renee’s husband and Harley’s father Patrick was tragically lost in the fires at Cobargo, alongside his father Robert. The balance of the funds is being distributed directly to 12 dairy farmers - six in the Cobargo region and six in North East Victoria Jersey Australia general manager Glen Barrett said Jersey Australia was proud to get behind and support the appeal. “The bushfire was a significant tragedy across the dairy farming community,” Mr Barrett said. “The tragic death of Robert Salway, a long-time member of Jersey Australia with the wellknown and highly regarded Wilgo Stud, and his son Patrick was devastating and felt across the association.
“We cannot thank all donors, buyers and supporters of the appeal enough. “It certainly makes you swell with pride to see the dairy community come together to provide such amazing support when a lot of the industry has been challenged by long-term drought, water shortage and below par milk price.” Director of IDW and dairy livestock services manager Scott Lord said it was a pleasure to have the dairy community support the bushfire appeal conducted during International Dairy Week. “The funds raised via the auctions as well as the many cash donations from Australia and overseas show that as an industry we care about our own,” Mr Lord said. “We are proud to be associat-

The distribution of funds from the IDW Bushfire Appeal is providing significant direct cash support to affected dairy farmers in the Cobargo and North East Victoria regions. With the generous support of the herd improvement industry, dairy farmers, dairy suppliers and those who purchased items from the silent auction, cattle sales and made donations from across Australia and around the world, about $113,000 was raised to provide direct financial support to dairy farmers. From this amount $50,000 has already been provided to

FARMERS have got your back. This is the message for Melbourne commuters this week, as part of the National Farmers Federation’s ongoing campaign to reassure Australians. “Farmers want all Australians to know that running out of food is one thing they don’t need to be worrying about in these challenging times,” NFF president Fiona Simson said. The NFF is speaking directly to the public with the installation of a message of support on billboards across Melbourne. “Farmers and all the in the food supply take very seriously the vital role we play in the lives of all Australians. “And, right now the provision of fresh produce has never been more important to the health and wellbeing of Aussies. “Farmers are experts at working from home, growing the fruit, veggies, grains, milk, meat and more that are staples in the diets of Australians young and old.” The installation of billboards across Melbourne this week are one part of an initiative by farmers to reassure Australians about their food supply. Ms Simson said measures to mitigate the spread of COVID-19 had prompted many shoppers to buy significantly more groceries than they normally would, in some cases leaving

Quad bike ruling fails to protect the farming community a ban by stealth - designed to move the safety issue to some other form of vehicle such as utilities, tractors or side-byside vehicles (SSV). “This is an extremely disappointing outcome for farm safety and the countless farmers who rely on quad bikes every day,� said managing director of Honda Australia Motorcycle and Power Equipment Robert Toscano. “Honda’s position has always been to put farmer safety first. “The final standard released fundamentally fails. “ While it seems that the standard released contains some differences to the original draft; as it looks, in two years’ time we will be forced to cease supply of quad bikes in Australia. “From my first reading of the new standard, I’m amazed that the government has even added another type of ‘quadbar’, since the original draft just six months ago, despite, by its own admission, there being no Australian Standard. “What type of mandated scientific rigor has it undergone or are they just accepting
another device to test on our farmers?� Mr Toscano believes the tragedy of this decision is that the known and proven safety measures, accepted and agreed by safety experts, coronial inquests and the manufacturers, have been ignored. These known safety measures are (1) mandating helmets for all quad bike riders; (2) mandating rider training; and (3) stopping children under 16 years of age from riding adult size quad bikes. Honda attributes the lobbying of special interest groups for this effective end to quad bikes, rather than have their members wear a helmet or keep our precious children off adult quads. Honda will continue to advocate for the known safety practices of helmets, training and age appropriate use of vehicles. This advocacy remains critical for most forms of farm vehicles including motorcycles and SSVs. Honda’s hope is the government will adopt these known safety measures soon, to bring an end to the cycle of tragedy on Australian farms.

QUAD bikes are an invaluable part of most farms, preferred for their ease in the dayto-day running of the business. With legislation announced in October 2019 dictating new regulations to be imposed on all new quad bikes, the entire industry has effectively been put in jeopardy, with the very real possibility that quad bikes will be unavailable in the near future. For many farmers this decision completely effects how they manage their farm, and should new regulations go ahead, now is the time to purchase a new quad bike before they become unavailable nationwide. The announcement by the Assistant Treasurer Michael Sukkar to introduce the Consumer Goods (Quad Bikes) Safety Standard 2019, demonstrated the government had chosen to shift the safety issue, rather than decisively protect the farming community. The standard represents a set of regulations that cannot be entirely met by any ATV (quad) bike in the market today, and is unlikely to be met by anything in the future. The standard is effectively

Throughout the application process, both recipients have shown themselves to be articulate, thoughtful and driven people with strong leadership skills. “Both are also very committed to the future of agriculture and recognise the need for agricultural production to service
a growing population, while also considering the resource and environmental challenges facing the industry,” said Barry. Sophie Hanna is a passionate contributor to her family’s beef cattle business at Walwa and hopes to become an agronomist while continuing her involvement on the farm. Sophie is also interested in plant genetic research and hopes to advance crop and pasture varieties for farming systems. Lachlan Quibell is interested in plant production, especially broadacre crop and perennial horticulture systems. He is also passionate about engaging with the wider com-
munity about agriculture and wants to be part of a new generation tackling production issues while also focusing on factors such as greenhouse gas emissions, farm feasibility and sustainability. Sophie said the bursary would provide extra time, enabling her to broaden her knowledge and seek practical agricultural experience. Lachlan expressed a similar sentiment, saying that the scholarship will better allow him to take full advantage of the university learning experience. As the 2020 recipients of the John Hanrahan Scholarship, both Sophie and Lachlan receive a bursary of $5000.

Keeping our community safe during coronavirus (COVID-19) restrictions
FARMS and agribusinesses are continuing to keep Victorian supermarkets stocked and food on tables through the challenges of the coronavirus (COVID-19) pandemic. Chief executive Dr Emily Phillips said Agriculture Victoria was working hard to support farmers and the Victorian community through this difficult time. “Farmers, particularly those impacted by bushfires, drought and dry seasonal conditions and other challenges, should be reassured that support and services will continue to be delivered,” Dr Phillips said. “We have been working hard to deliver and, where needed, redesign our services to ensure the safety of farmers and the people who live and work in our rural and regional communities. “Your safety is our number one priority at this time. “Many of our workshops and events will now be delivered by phone or via a digital platform, including our seasonal climate outlooks, the autumn livestock webinar series starting in May, and our financial literacy program which will be available soon. “We will continue to provide our usual compliance

tion centres have been operating with changes to enable physical distancing which included establishing drop off and exclusion zones. The bounty program will
continue, however, collection events will be suspended from March 30, 2020. Hunters are strongly encouraged to continue to collect fox scalps and wild dog
skins within their properties during the suspension of collection events. These pieces can be frozen or dried and submitted for reward when the fox and
wild dog bounty collection schedule resumes, in line with bounty terms and conditions. Arrangements have been made with a private company to enable us to continue to provide pig vaccine manufacturing and diagnostic services when the Pig Services Centre suspends its services from Friday, March 27. The Responsible Pet Ownership (RPO) program has rescheduled all visits while schools are closed. Animal Welfare Victoria will continue to work closely with schools and preschools to resume the program once schools re-open and the restrictions on non-essential travel and physical distancing allow. Animal Welfare Victoria is also exploring options to deliver the key dog safety messages live via online learning to maintain the interactive components of the program. Virbac announces first challengers to take part in innovative program ANIMAL health company Virbac Australia is excited to announce the first challengers to take part in the 2020/2021 Multimin Performance Ready Challenge (MPRC) - a 12-month program that will see up to 75 Australian farmers experience firsthand the benefits of trace mineral management at high demand production times in sheep and cattle. The company has reported receiving an overwhelming response from top-quality beef, sheep and dairy producers, all hoping to take part. Following the selection of 13 entrants to the first round, each challenger will be guided by veterinarians and livestock nutrition experts, while also working closely with their local Virbac representative, as they use their supplies of Multimin to test the effects on animal fertility, health and ultimately their financial bottom-line. Challengers will then go into the running to win an overseas trip for two to the USA tailored to their professional development and farming system, plus a 12-month supply of Multimin.

Debbie is a fourth-generation cattle farmer in North East Victoria at Mudgegonga. Debbie and her husband Tony have three daughters, Maddison, Taylah and Ryley. They took over the family farm at Mudgegonga in 2010. They are loving life on the farm and are currently breeding Angus cattle and also run a small fat lamb production. This was not an easy decision for Agsafe to make for the drumMUSTER program. It is, however, to protect the safety of all volunteers and members of community groups that participate in the program. Agsafe understands that community groups receive much needed funding from the collection of containers. However, at this stage they have to keep public safety front of mind and abide by government protocols during this extraordinary time. Councils and collection

Making the most of winter with Liquid Foliar Fertiliser By BAYLEY GOODE WE hope everyone is finding their way through these times, and as we are obviously an essential service we press on. Liquid soil and foliar applications are the most efficient tools available to stimulate pasture and crops in winter where adequate soil moisture is available but the low temperature slows the energy supply. In general terms for every 10 degrees Celsius drop of temperature, the rate of biological/enzymatic reaction is halved.
However, there are a few ways to stimulate growth in winter, two of which are mentioned below. 1. Foliar Uptake Foliar versus soil uptake helps plant growth in winter for two reasons. Firstly, uptake efficiency of soil applied nutrients is much lower than foliar; this is due to a greater dilution of fertiliser in soil as well as slower uptake by the root system due to cold weather. Secondly, foliar uptake uses less energy than soil uptake per unit of nutrient; this is because when a nutrient is taken from the soil, energy is used on its uptake at two distinct points. Foliar Uptake in contrast only uses energy once when
ions are taken up from leaf free space into leaf cells. 2. Phosphate and Nitrogen in foliar spray is essential to benefit from Integrated Fertiliser Management (IFM) It has been shown that when foliar phosphate is applied especially in sunlight, the root system develops pockets of activity that are otherwise absent, these pockets exude hydrogen ion (by proton pumping) and organic acids to mobilise tied up soil nutrients. THE Department of Agriculture, Water and the Environment is introducing new requirements for live sheep exports to, or through, the Middle East following the finalisation of the regulation impact statement (RIS) in March. The changes will see improved animal welfare, with a focus on conditions to manage the risk of heat stress during the Northern Hemisphere summer (May 1 to October 31). This will apply from May 1, 2020 onwards. Under the changes, Australian live sheep exports will not take place to, or through, the Middle East to any port from June 1 to September 14 .
There are additional prohibited periods for Qatar (from May 22 to September 22) and for Oman (from May 8 to September 14). Additional conditions will also apply to voyages departing between May 1 and October 31 to manage the risk of heat stress in sheep. All voyages during the Northern Hemisphere summer must now be equipped with automated environmental data loggers, with the temperature and humidity recorded and reported to the department. Exporters will also be required to ensure sheep depart with the shortest wool length possible—not exceeding 25mm.
Voyages arriving in the Persian Gulf or Red Sea after June 1 or leaving Australia between September 15 and 30 must have no more than two ports of discharge. These changes have been made by the independent regulator under the Australian Meat and Livestock Industry Act 1997. The RIS analysed the impacts and benefits of three policy options with the objective of reducing heat stress in sheep while supporting a sustainable live export trade.
