Free trade deal sours dairy taste Beef exporters, canned fruit producers and wine exports to benefit from tariff cuts THE dairy industry believes the recently announced JapanAustralia Economic Partnership Agreement (JAEPA) that has cut tariffs on beef, canned food and wine exports has failed to deliver much respite to the dairy sector.

As part of the deal, tariffs on beef exports will drop from 38.5 per cent to 19.5 per cent, with immediate cuts to tariffs on canned fruit and vegetables also taking place.

minister Shinzo Abe, Prime Minister Tony Abbott said that the historic agreement was “good for the economy, good for jobs, good for farmers and good for consumers” – but the dairy sector begs to differ.

United Dairyfarmers of Victoria (UDV) is “extremely disappointed” at what it said was a lost opportunity to secure a better trade deal with Japan.

UDV president Tyran Jones said that dairy farmers currently paid $116 million a year in import tariffs on $511 million of processed dairy products going into Japan, equal to almost a quarter of the value of Australia’s total dairy trade to Japan.

“We understand that all we’re getting out of this free trade agreement (FTA) is a few million dollars of tariff relief at best,” Mr Jones said.

“Japan is a huge market for us, with 130,000 tonnes of Australian dairy produce hitting its shores each year.

VFF, Stone want farmland barriers to urban sprawl

BOTH the Victorian Farmers Federation (VFF) and Sharman Stone (MHR, Murray) have highlighted the need for limiting urban sprawl into food-producing agricultural land as one of the key areas that must be addressed in their submissions to the Agricultural Competitiveness Issues Paper (White Paper).

Beef Australia expo receives $2.5 million THE Federal Government has delivered a $2.5 million grant to Australia’s national beef exposition, Beef Australia 2015.

Facilitating new trade opportunities is a core objective of the 2015 national beef industry expo which is to be held on May 4 - 9 next year.

Beef Australia chairman Blair Angus said the funds will be put towards delivering an innovative program that showcases the Australian industry to the world.

The event is recognised around the globe as Australia’s biggest and most comprehensive cattle industry expo, and is held

only once every three years in Rockhampton, Queensland.

More than 600 international visitors attended the 2012 event from countries in Europe, Asia, North and South America and Oceania.

It is expected that more than 4500 cattle will be on show in 2015.

Bright future for North East farms

THERE are a few things that are synonymous with farms and farmers including worrying about the weather, whether you have enough feed for the stock, what will the price of water do and dogs.

There would hardly be a farm in northern Victoria that doesn’t have a dog and ours is no exception.

We have two Labradors that pretend to be working dogs, although following cows to the dairy, sniffing interesting scents along the way, having a splash in a channel on a hot day and licking up any milk spilt in the dairy hardly constitutes work.

In recent weeks I have had an additional pooch to deal with, he has been here before but not for a while.

He’s a black dog, not particularly friendly and has an uncanny ability to sniff out vulnerability.

The injury to my Achilles and its timing has been particularly frustrating given the number of tasks to be undertaken at this time of the year and while not the sole cause, it has provided sufficient uncertainty to leave the gate ajar and allow him entry.

It is for that reason that I have

THE latest GrainGrowers survey has revealed that financial assistance is the best way to help through times of drought.

A record number of producers responded to the organisation’s latest survey that focused on drought assistance measures, with 80 per cent indicating they think drought assistance should be available to growers in times of drought.

Respondents were then asked to rank five different types of drought support measures in order of usefulness.

Almost 41 per cent ranked financial support and help with day-to-

day living expenses as the most useful form of drought assistance.

Low interest rate loans came a close second, with 38 per cent of respondents indicating that was the most useful form of drought assistance.

GrainGrowers’ general manager of grower interests Michael Southan said the results show there is a real need for growers to get practical support to get through tough times.

“GrainGrowers believes this result is just the tip of the iceberg when it comes to grower sentiment around drought support,” Mr Southan said.

We irrigated all the annual pastures and they have since received 70 millimetres of rain.

The rain fell over two and half days and was a fantastic break for the dry country.

Preparation for the winter crops has begun and I am intending to plant 20 hectares of oats and vetch this season in addition to the normal areas share cropped.

This will provide some additional feed for the young stock over winter before being conserved as hay next spring.

The autumn herd is calving and have not presented too many problems at this stage.

I have been fortunate that John has been able to take over the day-to-day management of the farm while I have been out of action and with the assistance of Tamar doing some milking we are getting by.

Tax now a serious business THERE are positive times ahead, but beware of the tax office.

That’s the message from accountants to the region’s farmers as the end of the financial year draws near.

According to RSM Bird Cameron senior accountant Maxine Vale, farmers have experienced an average to aboveaverage harvest, with commodity prices firming since harvest.

“This has reversed bank accounts from overdrafts to credit and improved farm equity,” Ms Vale said.

“Based on what we have seen, many clients have been surprised at how quickly losses incurred in the drought have been used up and tax is now a real issue.

“The key is to make sure producers

are proactive in understanding their tax position and determining strategies to be put into place to minimise their tax,” she said.

There are a number of steps that farmers could take to reduce their tax burden.

Farming business entities that have a turnover of less than $2 million are eligible for special tax considerations including accelerated depreciation.

These businesses are able to write off assets purchased for less than $1000 ($6500 for assets purchased between July 1, 2013 to December 31, 2013) and prepay expenses such as interest.

“In some circumstances farming businesses might also be able to bring

forward or defer the timing of income and expenses to suit their position,” Ms Vale said.

Options open to eligible farmers include the use of farm management deposit to manage the fluctuating nature of primary production income and superannuation contributions with the concessional contribution limit increasing from $25,000 to $35,000 for taxpayers over the age of 60.

“We strongly urge you to review your position well before June 30 as it will be too late if left to the last minute.

“A failure to plan is planning to fail,” she said.

The 82 millimetres we received before Easter has put plenty of pep into the step of a lot of the farmers around here.

It has also guaranteed that a few tractors have been fuelled up and that if sowing hasn’t already commenced, then all is in readiness for an Anzac Day start.

I think this is the most April rain we have received for a good number of years and it has certainly started our motors.

I guess the issue is, as it always is, will there be follow up rain and will it continue so that the season is better than average?

I recently read that farm debt has increased by nearly 75 per cent over the past decade and this statistic is quite daunting when we all know the unreliability that affects most areas of Australian agriculture.

Agriculture is one of the only occupations that rely heavily on the weather and when there is a glimmer of optimism, investment in the current season often increases in relation to that expectation.

Let’s hope that the optimism of the opening days of this cropping season are realised with bumper crops and money in the bank.

We have been preparing some new ground for the past week – it was a bit wet to start with, but it is now working up quite nicely.

We ploughed it first with a disc and have since run over it again with the multi disc and grader board.

Truck work continues to be steady and we are plugging away at getting all our grain from last harvest sold.

The upside is that grain prices are higher now than they were at harvest, so while we have had a late cash flow, it is better than we first anticipated.

The GMW supply channel had been designated for the modernisation program, which replaces the channel system with a pipe supply.

I then applied for the on farm-efficiency grant where I give up some of my water to the environment and I then put those funds toward re- lasering the land and to put a pipe and riser irrigation system in.

This was mainly because of the date on my birth certificate, and I wanted to make my irrigation more user-friendly.

I will endevor to fully automate this so as I can be watching my grandkids at the football or having a latte in Lygon Street and still be growing grass at home.

Now that’s what I call farming.

How long have you been a farmer?

Some will say it was before the war, but I left school early after a discussion with my teacher.

He said he was paid to be there and one of us should leave.

It has probably been an excellent career choice for both of us.

I was the eldest of six kids and I am the only one left farming.

My parents sold the family farm back in the 1970s when the government paid farmers $10 per head to shoot cattle and then put them in the pit.

I am a life time dairy farmer, but I now have good share farmers running the dairy farm property.

I suppose you could call me single now, as I have been married which resulted in three terrific kids and five grandkids.

My two sons and their respective families are both farmers in their own right.

Adam dairy farms at Barooga and has a mixed farm near Berrigan.

Heath and family are near Traralgon in Gippsland and also have two properties.

My daughter Jade multitasks, and can do anything from farming to tourism and massage.

Best advice or farming tip you have received?

Play opposites.

When everyone is running and buying you sell, sell, and when they have to sell, you buy.

Also, buy the best land possible and twice as much as you can afford.

Good land will always look after you, whereas poor land will always have you look after it.

Describe your perfect day.

No cows died of bloat, a shed full of hay, I haven’t bogged the tractor, and family and friends are just arriving for a BBQ or party.

Let’s relax and enjoy.

What is the best thing about being a farmer?

Developing a farm and sowing it down to the pastures you want, then breeding the ideal cows that you have always wanted to have.

Really it’s about being able to build your dream little world and put your mark on it, so to speak.

To be able to create that great environment to raise your family and to have a sustainable property.

What is the worst thing about being a farmer?

Not knowing what you will be paid for your product, or even if your product will be sold after leaving your farm gate.

Sometimes the world just doesn’t want your product or can’t pay, or worse still, our governments are also not getting on.

I also think farmers could and should be given some incentive to do the work of our nation regarding keeping the balance of our nature and environment right.

We as farmers rely on a clean and green image.

If you could be someone else for a day, who would that be and why?

I am actually pretty happy in my own skin, you know, with who I am and what I am.

I have been very lucky and enjoyed nearly every day of my life.

But I would love to have had a day with Nelson Mandela.

I think this man was just a wonderful, wonderful man.

It’s incredible to think how this person continued his life without bitterness - just amazing.

After a day with Nelson Mandela, I would have to save the night for Whitney Houston.

She could even sing to me if she wanted.

What do rural women want?

RURAL women want to undertake training that will enable them to communicate more purposefully and powerfully so they can grow their rural communities.

According to a new report titled ‘What do rural women want to know’ released by the women’s advocacy group, National Rural Women’s Coalition (NRWC), women want to use digital communication technologies, public speaking and effective media skills to advocate for their local community or interest area.

Effective communication needed to help communities NRWC president Irene Mills said the survey result in the report demonstrated how rural, remote and regional women value being able to exchange information, ideas, opinions and thoughts about themselves, their business and communities. “It can be difďŹ cult to keep up with emerging communication technologies and ensuring that the chosen form of communication undertaken by

FINANCIALLY stressed farmers now have access to financial support after the Federal Government passed legislation to make permanent assistance available.

The Farm Household Allowance will allow farmers to apply for support despite the cause of their financial distress.

Sharman Stone (MHR, Murray) said the new legislation gives farmers similar support to someone who has lost their income through losing their job. “Farmers will be able to access payments for up to three years if necessary,� Dr Stone said. “This should give farmers enough time to improve their circumstances.�

The allowance will be paid fortnightly and will be equivalent to NewStart payments or Youth Allowance.

A Health Care Card will also be provided to those who receive the allowance and a case manager will help assess the financial position of farmers.

The allowance will be available from Tuesday, July 1, 2014.

AUSTRALIAN beekeepers are facing honey production losses of between 50 and 90 per cent following summer’s scorching heat, bushďŹ res and drought, according to leading honey producer Jodie Goldsworthy.

The owner and director of Beechworth Honey and president of the Australian Honey Packers and Marketers’ Association said that production had been very difďŹ cult this season and this year’s production is estimated to be about half the usual national

Ms Goldsworthy said that the season also enabled the industry to raise awareness of the complex, cumulative and interrelated threats to honeybees from seasonal distress and the risk of disease incursion.

Ms Goldsworthy – a fourth generation honey producer – and her husband, Steven, are investing heavily in honey-based tourism and education with the refurbishment of the historic Bank of New South Wales building in Beechworth.

Beechworth Honey Discovery – expected to open in spring – will include a honey and beekeeping museum, archive and bee garden. “We are conďŹ dent in the future of the Australian honey industry,â€? Ms Goldsworthy said.

“Building a honey discovery centre during a severe honey drought really raises the image of a pub with no beer, (but) from four generations as honey producers we know that the honey will ow again.â€?

The other issue facing the honey industry is keeping the devastating varroa mite out of Australia’s honey bee population.

Australia remains the world’s only populated continent where the parasitic mite has not infested the bee population. “We’re so fortunate to be the last country in the world not to have it (varroa) but, on the other hand, keeping it out is the biggest challenge,� Ms Goldsworthy said.

Ms Goldsworthy is currently at the forefront of a national campaign now under way to convince beekeepers and the food crop industries that rely on bee pollination to support a dramatic doubling of a national honey levy to fund pest prevention and surveillance.

Beekeepers presently contribute 2.3 cents per

kilogram from honey sales towards the levy.

This raises $460,000 p e r y e a r, o f w h i c h $75,000 – together with another $75,000 from Horticulture Australia and $60,000 from the Federal Agriculture Department – presently funds a national bee pest surveillance program.

The program includes the use of more than 120 sentinel hives at wharves and air cargo terminals considered by government biosecurity authorities and other agencies to be highrisk entry ports.

These hives are the frontline detection points for varroa mite and other bee pests – where the mite, if it makes landfall, is likely ďŹ rst to be detected.

A doubling of the levy will deliver $920,000 per year and enable beekeepers to increase the annual allocation for biosecurity measures to $580,000. “The industry is trying to lead the government and has clearly indicated that we’re prepared to play our part to develop the biosecurity program and a code of practice for beekeepers,� Ms Goldsworthy said.

ATEL Offers on farm school based apprentice opportunities in the North East Region FOR more than 30 years ATEL has contributed to the community’s economic development by supporting and assisting young people to gain employment and valuable trade skills.

Offering nationally accredited on-the-job training in Victoria and southern New South Wales and specialising in delivering flexible training to suit students, employees and employers, ATEL gives people the opportunity to have their own, their family’s and employees’ skills and experience recognised.

And there is no need to travel, as all training assessment takes place on your farm.

ATEL’s business development manager Christine Haddrick said there is no reason for those interested in gaining qualifications to not take advantage of the company’s apprenticeship/ traineeship system.

“Our friendly workplace assessors will meet with you on the farm to work out an appropriate training plan which meets the needs of you and your property,” Ms Haddrick said.

“The assessor then comes back out every six to eight weeks to assess the apprentice’s/trainee’s work, ask them and their supervisor questions and gain written evidence for each unit.

“The trainer is then

always available via phone or email and will make contact monthly to check on progress.”

ATEL is a government accredited, registered training organisation and has been operating since 1993, delivering a range of training commencing at Certificate III through to Diploma level including pre-apprentice training and short courses.

It is a not-for-profit company owned by its community.

The company’s purpose is to achieve lasting benefits to the communities it serves rather than generate profits.

Those interested in gaining a Certificate III or Certificate IV in Agriculture could be eligible to receive up to $5000 in tools for trade payments, while employers can receive up to $4000 per employee participant.

The agriculture qualification covers areas including first aid, chemical use, front end loader competency, plus units from business or transport package if desired.

“ATEL delivers on-the-job training programs customised to suit your business and staff requirements,” Ms Haddrick said.

“We have experienced, industryfocused trainers and assessors, dedicated to developing your employees’ skills, using a flexible delivery model with minimal disruption to your business.

“Last year, all of our students were able to achieve their goals and we also had the student with the highest ATAR score of all of the Wangaratta schools – 98.35 – which put him in the top 1.65 per cent of the state.”

GOTAFE develops new breed of tertiary degrees A NEW breed of tertiary degrees has been developed to provide regional and rural Victorians with more choice when obtaining an undergraduate degree in their local community.

Goulburn Ovens Institute of TAFE (GOTAFE) in conjunction with Federation University Australia have launched new tertiary programs that will be delivered within a TAFE environment for the North East of Victoria.

GOTAFE commercial manager for business and IT Joanne Craig said that GOTAFE is utilising new delivery methods and enhanced services that enables students to learn in a familiar setting.

“The partnership between Federation University Australia and GOTAFE has been developed to boost higher education in regional Victoria,” Ms Craig said.

“The structure of our courses provides our students with flexibility and one-on-one attention they deserve.

“Smaller classes and sessions ensure the highest standard of learning is delivered locally yet affordably,” she said.

The Australian Bureau of Statistics has reported that over the past decade nationally, there has been a 10 per cent growth of people aged 25-64 with a higher education qualification.

According to the report, a key determinant of regional economic development is the knowledge and skills with which people contribute to society and the economy.

Despite this significant growth, the availability of skilled workers is a key regional development issue.

Both tertiary institutions believe that with the pending retirement of the baby boomer generation, the development of regional and rural individuals is a critical part of addressing anticipated regional labor shortages.

been achieved in reducing a range of trade barriers. “There has been no movement in this agreement on fresh cheese - the number one objective for Australian dairy, with tariffs to remain at 29.8 per cent,â€? Mr Poole said. “A successful outcome on this tariff line would have delivered approximately $60 million in tariff savings - instead we have received nothing and the tariff stays in place. “This has been an agreement over six years in the making and sadly from the dairy industry’s perspective, will end up providing no meaningful beneďŹ t. “This deal sends all the wrong signals to our key trading partners and is particularly troubling in the context of the FTA negotiations with China. “As we seek to grow dairy exports to China we have one opportunity to get a China trade agreement right and it’s time for the Federal Government to recognise the potential in dairy food export growth and prioritise this in trade negotiations,â€? he said.

missioned a new $45 million UHT (Aseptic) dairy beverage facility in Shepparton to manufacture high value-added dairy beverages for key customers in China and South East Asia.

The facility has initial capacity for 100 million litres of dairy milk production, with the capability to be increased up to 300 million litres.

Bright Dairy is one of China’s largest dairy producers.

Its products include fresh milk, yoghurt, cheese and powder, selling them under six value-added brands including Excellence Plus and Momchilovtsi (the iconic fermented UHT yoghurt drink in China).

These brands are distributed all over China through 400 distributors and more than 400,000 sales outlets. “We are pleased to be aligned with what is recognised as a market leading, high-quality company with the resources and capability to market and distribute premium dairy products,�

Mr Macleod said. “We would also like to acknowledge through this process, the support of Australian government, including the Australian Federal Government and the Victorian State Government in their efforts to assist com-

panies in building a competitive future in supply of high quality food products.

“In the future, enhanced trade agreements between Australia and China will fur-

ther increase trade between our two countries and build a stronger alignment,� he said.

“We deserve a better deal. “The FTA has cut tariffs on Japanese car imports, which will save Australian buyers about $1500 on a new Japanese car, but what have we got in return for dairy? “I’d hope that dairy hasn’t been traded off in this FTA, while Japanese car manufacturers have been given free access to the Australian market,� he said.

Truck driver memorial to be opened in Alexandra THE official opening of the Victorian Truck Drivers Memorial in Alexandra will be an important part of this year’s18th annual Alexandra Truck Ute and Rod Show.

The memorial is a tribute to drivers and all participants in the road transport industry who have lost their lives at work.

The new memorial in Rotary Park in Alexandra has been constructed by local volunteer trades with most of the construction materials donated and with active support from the Murrindindi Shire Council together with the Creative Ministries Network of United Care.

Chief executive officer of the Australian Transport Hall of Fame in Alice Springs, Liz Martin, is the patron of the memorial project and will be attending both the service and the truck show.

The official opening of the memorial will include a non-denominational service on Saturday, June 7 at 2pm, the day before the Alexandra Truck Ute and Rod Show kicks off on Sunday, June 8 at 10am.

Key events of this year’s show include exhibits of new trucks from at least three major manufacturers including Scania, Volvo and Kenworth.

Red Bull Racing will have their Caltex racing team on show, a special craft display of model trucks can be seen alongside the usual display of several hundred collectable, restored

Pam Shelley – Kaludah Herefords – Cooma Pam was getting very low conception rates in the AI programs with cows having silent heats or not cycling. Since feeding Fertility Plus, the cows are cycling and getting in calf. Cows only take Fertility Plus when they need it.

Irrigators need to make plans for unused water

by GMW is urging irrigators to make plans for any unused water allocation immediately.

GMW acting general manager of retail and operations Peter Clydesdale said end of irrigation season options and actions needed to be put in place before June 30.

The corporation last week released an information booklet to all its customers outlining options for this season’s unused water allocation. “By not planning you could lose your unused water allocation,� Mr Clydesdale said. “We’re urging customers to ensure their water is secure and reminding them of the options that can be taken before June 30.�

Irrigators can sell their unused water allocation

by ďŹ nding a private buyer or using a water broker to settle the trade before the end of the irrigation season.

Irrigation district customers can use allocation by placing an order before May 11.

Customers sourcing water from regulated waterways can use water anytime up to June 20, but need to ensure their meter is read prior to that date.

Farmers can relinquish their allocation should they wish to or if they have no desire to carry over water into the next season. “We’d obviously recommend as a ďŹ rst option that customers seek to actively manage their allocation to deliver the best possible outcome for their business,â€? Mr Clydesdale said. “There is no charge to relinquish your allocation and money will be saved as customers are not charged extra fees to store water above their entitlement volume.â€?

People who want to take this option need to phone GMW. The third option for irrigators is to carryover their allocation.

Farmers falling behind in drum recycle muster

RECYCLED REMNANTS: drumMUSTER is calling on all farmers to recycle their chemical containers and participate in the environmental-friendly program.

THE number of empty chemical drums being returned for recycling is stagnating in Victoria as farmers are failing to participate in the rural drumMUSTER program.

Victorian drumMUSTER consultant John Knight said the lack of participation of farmers has become a bit of a problem over the past few years.

He said farmers are still buying containers fit for recycling, but are not bringing them back to be recycled into new and useful things like plastic cable covers, wheelie bins and pipes.

“We have been fighting an up-hill battle to get some farmers to use the program,” Mr Knight said.

“A lot of farmers are good and bring their drums in, but we’re still seeing the same people continue to do the wrong thing.” drumMUSTER is now calling on growers to help improve the return rate and prevent drums going into landfill or ending up in creeks or paddocks.

Since 1999, drumMUSTER has collected more than 23 million drums nationwide.

This represents more than 28,000 tonnes of waste avoiding landfill and being recycled.

Mr Knight has been working with councils and community groups to provide more flexible options for farmers by opening convenient drop-off points and extending landfill hours.

He said these partnerships are pushing the message to farmers that burning or burying drums is no longer an accepted method of getting rid of their waste and in some cases may be illegal in Victoria.

“We are constantly developing strategies on how to best approach these farmers who may not understand the program or flat-out refuse to use it,” Mr Knight said.

“We’re seeing drums trickle in, but we should really be seeing two or three times more drums in some areas.

“I hope calls to action like these really go a long way to changing attitudes about the way waste is handled.”

THE Department of Environment and Primary Industries (DEPI) is reminding people that firewood can only be collected from designated collection areas until Monday, June 30.

A permit is not required to collect firewood for domestic use, but you are only allowed to take wood found lying on the ground in firewood collection areas.

On-the-spot fines will set you back about $577 and offences that end up in the courts may be liable for fines up to $7218, one year imprisonment or both.

A total of 53 designated firewood collection areas are open for the autumn 2014 season across Murrindindi, Upper Murray, Goulburn and Ovens district.

The dangerous â&#x20AC;&#x2DC;frothy bloatâ&#x20AC;&#x2122; is a form of functional blockage, where a stable foam forms in the rumen and prevents the gas that is normally formed in the rumen from being released. This can be an emergency situation, as many cattle deaths can occur without intervention. The increased pressure in the rumen compromises the circulatory and respiratory systems, and can rapidly lead to death.

Clovers in lush pastures are a risk factor for frothy bloat, and some paddock environments will be worse than others. Warm humid days increase the risk also. Avoidance of high risk pastures on high risk days, and strip grazing and/or manipulating pasture type can reduce the incidence of bloat.

Feed additives and bloat capsules (Rumensin) can be quite effective at preventing bloat in cattle on high risk pastures.

Bloat capsules should be numbered and recorded with the cow number, as the odd cow will burp one up and require a replacement.

Treatment depends on the severity of the bloat. Mildly bloated animals can be saved by removing them from the offending pasture, and administering a bloat oil orally. Severely bloated cattle will need a rumenotomy, which in an emergency situation it may be necessary to stab into the rumen with a knife to relieve the pressure.

An example of physical obstruction preventing eructation/gas release would be an object such as an apple or potato stuck down the oesophagus, or a cow down for a prolonged period.
