The not for profit organisation perpetuates the memory of Victoria Police employees who have died in the line of duty through the support of community projects in Victoria. The North East branch’s mission is to raise money to help build specialised medical facilities and provide vital

medical equipment to hospitals in the region. Ms Castens, who first joined the branch in 2007 and resigned as vice-president last year, said it was through her role at Northeast Health Wangaratta (NHW) that led to her involvement. “I worked as a community
engagement coordinator and my manager was on the committee and I started out by helping her,” she said. “I thought, I work at the hospital and we can use this foundation to definitely name the rooms after fallen (police) members. “Over that period, we raised just under $147,860 for NHW.
“There were various projects but the first one was the Senior Constable Rennie Page oncology treatment room. “The next one was the Senior Constable Ann Brimblecombe paediatric rooms.” Ms Castens said after becoming involved with the committee, it wasn’t long until she
became secretary. “That was to take minutes, do the agendas and keep the committee informed on what’s going on,” she said. “Then in 2014, I started to step down from that role and became the vice-president until last year.

De-worming your horse FOR 40 years, horse de-worming protocols have been based around administering an anthelminthic (dewormer) every six to eight weeks. However, blanket parasite control strategies have led to widespread resistance to many de-worming drugs. This means that the de-wormers are becoming less effective at killing worms, and with no new de-worming medications being developed, our options are becoming limited. If horse owners don’t transition to a more targeted approach of de-worming, resistance to all drugs on the market could become a reality. A faecal egg count is recommended prior to the de-worming of adult horses, to determine if the horse has a worm burden, allow targeted treatment of the worms present and to reduce the development of anthelminthic (de-wormer) resistance. Eremophilas - part 2 SPECTACULAR flowering after summer rains, the genus Eremophila comprises over 200 beautiful and varied species. Eremophilas occur naturally across most of mainland Australia. There are two main flower groups: t 5IPTF XJUI MPOH OBSSPX tubular flowers which depend particularly on nectar-feeding birds for pollination - these species have red, white, pink, yellow, orange and occasionally green flowers; or t &SFNPQIJMBT XIJDI EFQFOE on insects for pollination and have broad, flat flowers, providing landing platforms for insects such as butterflies and bees - the flowers of this group are shades of blue, purple, violet and sometimes white. Eremophila glabra [common emu bush] is a complex species with many different forms and belongs to the first grouping. This species has narrow, tubular flowers and occurs in dry inland areas. The focus of this article is two
species from the Murchison River catchment in Western Australia. This river meanders over 800kms inland from the Robinson Ranges, through spectacular gorges and across desert plans to the Indian Ocean near Kalbarri. The lower reaches are typically dry riverbed with chains of arid salt lakes. Infrequently, the Ranges in the upper catchment are hit by tropical cyclonic storms. Floodwaters surge downstream and the lower plains burst into life. Eremophilas are opportunists. They have evolved to survive long periods of dryness and the occasional ‘wet’. The rains trigger a prolific flowering with a consequent frenzied activity of pollinators. E. glabra typically flower in our district in winter, spring and early summer. A drenching rain event in January 2021 triggered another flowering. Eremophila glabra ‘Kalbarri Carpet’ is a spreading, dense ground-cover with bright yellow
flowers offset against soft silvergrey foliage. A mature plant can spread beyond two metres and will spill over walls or across pavement. Plants may self-root where stems touch the soil and these ‘extras’ can be potted up separately for use elsewhere in the garden. An occasional prune will keep the plant within bounds. E. glabra ‘Murchison Magic’ is a medium dense shrub sporting deep red flowers over a long period. In our garden, summer’s tropical rainstorms have triggered a magnificent late flowering. Eastern spinebills and other honeyeaters daily gorge themselves on the copious nectar flow. The ground below is carpeted with spent blooms. Both these eremophilas are unaffected by frost, they enjoy full sun and are a spectacular combination as a feature potplant. E. ‘Murchison Magic’ could work well as a low hedge. Both strike readily from tip cuttings of semi-hardwood growth.

Morrisons of Glenrowan 2019 Tempranillo ONE of the pleasures of visiting the Glenrowan wine region is its proximity to so many different points of interest. The landscape there is quintessentially Australian; a little wild, rugged and very natural and you often spot amazing flora and fauna like clumps of tall grass trees and mobs of grazing kangaroos. There’s plenty there to interest sightseers, walkers, cyclists and history buffs and wine lovers can visit a handful of interesting places, all within easy reach of each other. The bonus of visiting the Morrisons of Glenrowan cellar door is a family member is likely to be on hand to offer you a taste and perhaps even some great advice on where to go next to pursue your particular interest, such is their knowledge of the area they call home and love. If you do have to limit your wine tasting experience in some way (and I hope you don’t), tasting the local Shiraz and then a more unusual variety like Tempranillo makes good sense. Morrisons of Glenrowan Tempranillo is a must to try. The grape variety originates from Spain and this version has a deep, purple red colour and an inviting, fruit-filled aroma. It’s kind of juicy in the mouth, but with lashings of sour cherry

and earthy red berries, like wild raspberry, and perhaps some dried herb like oregano. This is a medium bodied red wine and its savouriness makes it a great partner for foods like pizza, pasta or maybe some grilled chorizo sausage. With a couple of bottles and some of Dianne Morrison’s homemade produce under your arm, you’ve bagged yourself the best kind of North East Victorian takeaway. PRICE: About $27 a bottle

Nadia’s Blue Ribbon service “I also had a change in position and moved to health promotion at NHW, which is where I’d like to spend the majority of my time, so I thought I would step down.” Ms Castens said she had cherished her time in the organisation and the opportunity to raise money for health services, and also encouraged anyone in the community to consider volunteering. “It was a great experience for me at the time and being involved on a committee, I used to organise the Blue Ribbon balls and that was always a lot of fun,” she said. “It’s a great committee and they’ve got a great crew, you don’t have to be
a police officer or work in emergency services, just as long as you can bring something new or if you’ve got great ideas. “All the funds will go towards vital medical equipment, specialised medical facilities or health services in our area, and the home branch will match it dollar for dollar if they approve it.” Victoria Police Blue Ribbon Foundation chairman David Mann AM, FAICD said the award was given to Nadia for the terrific work she had accomplished. “They’re not given out lightly, in my time they’re very sparingly presented on behalf of myself and the board,” Mr Mann said. “My aim each year is to move around
the regional branches but COVID put a stop to that. “We tried three times to get to the North East branch and finally made it. “Our aim is to promote living memorials; there are 17 regional branches that raise living memorials, which is hospital equipment made in their honour.” Other police dedications at NHW include the Inspector Alan Dickson MRI unit and Senior Constable Robert Kerr patient gymnasium, as well as the Simon De Winne urgent care centre at Benalla Health. with Chris Febvre NEM GRAPHIC ARTIST cfebvre@nemedia.com.au ◆ TRAFFIC VACUUM: If the stoush between the Federal Government and Facebook should teach us anything as a nation, it’s that we’ve relied too heavily on a private, off-shore corporation to supply us with an essential service in the digital age, and it’s time we attempt to rectify that problem, as difficult as that may be.
Facebook has re-friended Australia, but with friends like them… WELL it’s been an interesting couple of weeks - news media versus social media, the Federal Government versus Facebook. There’s quite a bit to unpack, and new developments happening daily, so this week I thought I’d take a deep dive into the arguments being made, the events that have occurred, the long term ramifications of the News Media Bargaining Code, and the fight to regulate Facebook in Australia. Media blackout The banning of Australian ‘news’ on Facebook - which included not only traditional news media outlets, but health, social services, charities, sports organisations and many more was a stark warning to all of us. We rely on Facebook a lot. Too much, in fact. We are a nation void of an essential public service, and we’ve allowed a foreign owned corporation to not only fill that void - but overflow its edges and trickle its way into places it shouldn’t be. Those of you who have read my past articles know that I hold
no great love of Facebook, or social media in general, and yet when Facebook took the action that it did, I argued the point that not only did Facebook have the right to ban us, it was ostensibly the only choice they would make in the face of the previous draft of the Federal Government’s media code. In essence, the previous draft would have forced Facebook to pay (either through a commercial deal or arbitration) any and all news publishers, who met the requisite conditions stipulated by the government - even though it was news publishers who elected to use Facebook’s service and post their links to content on Facebook’s web pages. The Federal Government, the ACCC, and news publishers themselves argue that Facebook repurpose and benefit from news content appearing on their platform keeping reader eyeballs on Facebook - which in turn contributes to the advertising revenue they garner. In their final report, the ACCC stated that, “while newspapers
extensively use Facebook, Facebook derived significant benefits too. “Facebook benefits because news stories appearing on a users news feeds retain the user’s attention ensuring more advertisements to be displayed. “The platforms revenues from news supplied to them, should be shared with media businesses.” Now, maybe you agree that Facebook should pay for news content, or perhaps you don’t. But whether should or should not pay for news was not the overall point I was making. The point was, Facebook would have never agreed to it - and the outcome, to me at least, was inevitable. And I made this argument for one simple reason. Unlike Google, Facebook does not have a competing platform ready to and waiting to strip it of its mantle. And without provisions to placate Facebook’s concerns and garner their interest, they would pull the plug on news in order to obey the code as it was written.

Re-Friend-ed And so the Federal Government had to make concessions, and those concessions have placed a great deal of power back into the hands of Facebook. Now Facebook can choose which organisations they wish to enter into a commercial deal with, still reserves the right to ban whomever they want, and will not even be subject to the media bargaining code provided they enter into enough commercial deals to satisfy the government. The government was successful, at least, in getting Facebook to make deals with news publishers, and that can be considered a win in itself. But now that Facebook has demonstrated to us that they are happy and willing to delete us at a moments notice, I can’t shake the feeling that we are entering into a war of attrition we are destined to lose. The democratisation of tech innovation During proceedings, Greens Senator Sarah Hanson-Young asked why we don’t simply
build our own publicly funded search engine, and at first I balked at the suggestion. If everyone could make their own Google, I’m sure quite a few more people would have tried it by now. But search engines aren’t a dime a dozen, and for good reason. The resources required to crawl, index, and rank the billions of pages necessary to make a search engine viable are considerable. Not only that, but Google’s market dominance on both Apple and Android mean they are the default browser on practically everybody’s phone. So yes, creating our own search engine to combat Google seems a bit ‘pie in the sky’. But Senator Hanson-Young may still have made a more broadly valid point. If we are going to challenge Facebook, then let’s ‘actually’ challenge them. Afterall, Facebook is pretty long in the tooth these days, with a lot of younger users favouring other platforms. Not only that, but the rise
of low-code and no-code services, open-source, and an increasingly tech-savvy demographic means it’s becoming easier and easier to develop innovative technology. And why, exactly, are we so heavily promoting STEM in education if all we are going to do is export our best and brightest out of Australia due to the simple fact that we have no real tech sector to speak of? An Australian owned Google or Facebook might be out of the question right now, but a ‘Newsbook’ - an aggregator of Australian National and Local news content - doesn’t seem like too much of a reach to me. I’d like to see the government divest focus and come at these tech giants from a new angle. We can’t replace these American monoliths wholesale, but if we invest in tech innovation, and start building smaller scale platforms and market them as ‘Aussie owned’ just like we do with the food on our shelves, maybe, just maybe, we can put some chinks in their armour.
