GROWING up in Upper Lurg and Hamilton Park gave Tim Goodson a lifelong appreciation for nature, and passion for preserving the environment. “I have always had an interest in the environment, and how we can reduce the impact of our use of energy on the environment,” Tim said. “I think this interest comes from growing up in such a beautiful part of the world. “Growing up with this really makes one appreciate the beauty of nature and the value of reducing humanity’s footprint on the natural world. “I have also always appreciated the technical aspect of energy technologies, this interest began with the tinkering with projects in the shed at home.” It was from these humble beginnings, following studies in engineering and energy, that former Wangaratta High School student Tim now works for the International Energy Agency (IEA) in Paris. Much of his work focuses on the World Energy Outlook, and various energy scenarios and policy assumption for all fuels out to 2040. “My job involves following developments in the energy sector all over the world, from how technologies are changing, what new policies are being put in place, and how markets are evolving,” Tim explained. “I work most closely on developments for the buildings sector and electricity sector.

ASIC puts spotlight on buy now pay later industry ASIC has released its first review of the rapidly growing buy now pay later industry. The review of this diverse and evolving market has found that buy now pay later arrangements are influencing the spending habits of consumers, especially younger consumers. A buy now pay later arrangement allows consumers to purchase and obtain goods and services immediately but pay for that purchase over time. While some buy now pay later providers offer fixed term contracts up to 56 days for amounts up to $2000, other providers offer a line of credit for amounts up to $30,000. ASIC found that the number of consumers who have used buy now pay later has increased five-fold from 400,000 to two million over the financial years 2015-2016 to 2017-2018. The number of transactions has increased from about 50,000 during the month of April 2016 to 1.9 million in June 2018. At 30 June 2018, there was $903m in outstanding buy now pay later balances. ASIC Commissioner Danielle Press said although the review found many consumers enjoy using buy now pay later arrangements and plan to continue using them, there are some potential risks for consumers in using these products. “The typical buy now pay

later consumer is young with 60 per cent of buy now pay later users aged between 18 to 34 years old,” she said. “We found that buy now pay later arrangements can cause some consumers to become financially overcommitted and liable to paying late fees.” One in six users had either become overdrawn, delayed bill payments or borrowed additional money because of a buy now pay later arrangement. Most consumers believe that these arrangements allow them to buy more expensive items than they would otherwise and spend more than they normally would. Providers also use behavioural techniques which can influence consumers to make a purchase without careful consideration of the costs. “The exponential growth in this industry, along with the risks we have identified, means this will remain an area of ongoing focus for ASIC, Ms Press said. “One area we will be targeting is where consumers are paying more than they need to for using a buy now pay later arrangement.” AASIC’s MoneySmart website at www.moneysmart.gov. au explains how buy now pay later services work and how consumers can avoid getting into financial trouble when using them.

Plan your planting to avoid problems AS I was discussing in my last article, selecting the right plant for the right place is very important. Continuing on from that - how big something grows is consideration also. When you purchase a plant it may seem small. Knowing how tall and wide it grows and more importantly how big it’s root system may grow will ensure you don’t end with a major problem with roots causing damage to pipes or structures. It is a sure way to get your neighbours offside if your trees roots are encroaching on their side of the fence! Do your research - especially when planting trees. Fruit fly season is upon us

once more. Make sure you get your control methods in place now. There are quite a few options available so come down and have a chat and see what best suits your needs. Be vigilant if you want to enjoy unaffected fruit and vegetables this summer. Have conversations with your neighbours and friends - education is the key. If we are all doing our bit it will help reduce numbers and we can continue to enjoy homegrown produce. Cherry slug affects trees in spring. Keep an eye out for this pest on

your cherry, plum, pear and quince trees. The ‘slug’ is the larvae of the sawfly - the adult lays eggs on the leaves, these hatch into the slug which can skeletonise leaves if left untreated. They then drop to the ground and pupate and emerge as adults. They will have two life cycles per spring/summer season so try and get on top of the problem now. You are mostly likely to see more damage late January. If you only see a few you can pick them of and squash them. If there are too many to do this you can spray with pyrethrum. Keep up the good work gardeners and as always - happy gardening.

Itchy ears A DOG or cat who presents with itchy sore ears is one of the most common conditions we treat in the veterinary clinic. Inflammation of the ear, also known as otitis, can present in many different ways depending on what structures of the ear are affected. The ear is made up of three sections: the external ear, the middle ear and the internal ear. Most commonly the external ear is the part that becomes inflamed and itchy. Signs of inflammation in this area include: itchiness, painful ears, head shaking, and smelly ears which may have visible discharge. When the internal ear becomes inflamed, deafness and neurological signs may also occur. Inflammation of the ear can eventually lead to an ear infection, which predominantly are due to bacterial or fungal organisms. You may notice that some dogs and cats get ear infections more often than others. That is because there are predisposing factors as well as primary causes for ear infections. Predisposing factors include:

All these factors can alone or in combination can produce an ear infection. Ear infections can be a very uncomfortable and stressful experience for your pet. So if you suspect that your dog or cat’s ears need attending to, a consult with your local veterinarian is recommended. At the clinic, a thorough assessment of the ear can take place. This may include careful examination of the ear with an otoscope and swabbing the ear for debris to further investigate infection. A treatment plan is then developed which may involve ear medications, or a procedure to clean and treat the ear at the clinic. Preventative strategies can then be formulated to prevent further infections. Contact your local clinic for more details.

“In my team, we then use this information to model how energy demand may evolve in the future under different scenarios. “This can be quite technical, but it provides very valuable information to policy makers and other decision makers. It can help them evaluate the impact of their policies, and what policies are needed to achieve objectives such as improved energy efficiency or reduction in CO2 emissions. “It can also help companies to make well informed investment decisions,” he said, adding that through his work he hopes to help make the world more sustainable and limit climate change. Tim recently made a return visit to Wangaratta and spoke at the Wangaratta Library, sharing his thoughts on world energy and climate change in association with the Wangaratta Sustainability Network. Tim’s Wangaratta presentation was attended by 59 people, and Wangaratta Sustainability Network chair Tony Lane said it was great to see such a contribution come from one of Wangaratta’s own. Tim said that in terms of energy pro-

duction and consumption, the biggest issue the world is facing is the need to rapidly decarbonise electricity supply, “phasing out coal fired power stations and transitioning towards a 100 per cent low-carbon electricity system”. “Doing this without compromising security of supply and affordability of electricity is possible, yet requires significant political will and capital,” he said. “With this done, electricity can be used as a tool for decarbonisation of many energy uses. “In Australia, we are so lucky to have readily available and high quality renewable resources, these resources are sufficient to power Australia many times over.” Tim said one of the biggest obstacles to creating a more sustainable future was politics. “It is hard to reconcile our short term political time-frames with the long term consequences of climate change,” he said. “At the same time, I can definitely sympathise with the immediate concerns and challenges that many people are facing, including the affordability of energy and perceived threats to their livelihoods, I think reducing inequality

and improving education are two key measures to try and overcome obstacles to cooperation and action on mitigating climate change.” Tim said climate change has many long term impacts. “I think we are only just beginning to understand to what extent climate change could disrupt our lives,” he said. “The list of impacts is long from more extreme weather events, bringing fires and floods, to much more variation in rainfall, effecting water availability and agricultural production, to destruction of natural treasures such as the Great Barrier Reef and coastal landscapes. “Then of course there is the social impact, millions of people losing their homes and livelihoods, there is potential for massive disruption of our civilisation. “I find this terrifying, and really I don’t see any choice but for us all to try and do whatever we can to limit these impacts, with our actions big our small. “I think local community groups are a great catalyst for this sort of change, as well as using our democratic powers to ask for change at higher levels.”

cod photos from all over the region with Lake Mulwala being the dominant location, possibly due to the cod classic being held down there over the weekend. I also had a report of a number of Murray cod and trout cod being caught off the sandbar at Northern Beaches in Wangaratta with the biggest being a 60cm trout cod, caught (and released) using cheese as bait. So the Murray cod season is off to a racing start for many anglers. The thing that I am looking forward to the most is being able to just pop down to the river after tea and flick a few surface lures around - the perks of living in Wangaratta.

LAST WEEK’S SOLUTION

From the reports I received, the Ovens River was quite consistent with most anglers picking up a few fish. Brett Corker and I fished close to Wangaratta where we managed to catch and release 10 Murray cod for the day, made up of two sessions - morning and evening. We did not fish during the middle of the day. All the main types of lures worked for us. Spinnerbaits, hard body lures and surface lures, however it was the surface lures that seemed to work the best. My Instagram newsfeed, and messages have been awash with Murray

Murray cod opening delivers THE much anticipated Murray cod season opening did not fail to deliver last weekend. Stable warm weather led to some excellent Murray cod fishing right across most of the region. The only bad fishing reports that I had came from the Kiewa River, which has a tendency to fish very hot and cold at the best of times. The cod fishing there can go from red hot, to pretty much dead at the flick of a switch. As far as numbers go the Broken River seemed to produce the goods with one report of a group of young blokes catching and releasing 27 Murray cod.

Peel the red onions, removing the top stem and the root from each piece. Cut an incision in the outer three layers of each peeled onion from top to bottom. Carefully remove the onion shells and set aside to wrap meatballs. Finely dice the centre of the onion. To make the meatball mixture, combine chicken mince, mushroom mince, diced onion centres, chives and garlic in a large mixing bowl.

Season with the barbecue and Worcestershire sauces, mustard, grated apple, salt and pepper. Add the eggs and the breadcrumbs, mixing until evenly combined. Add more breadcrumbs if mixture is too sticky to shape. Shape the meatball mixture into golf ball sized balls, stuffing each with one cherry bocconcini. Wrap each meatball in the onion shell and wrap with a couple of slices of pancetta/bacon. Secure with a toothpick. Cook the beef bombs until well browned all over, around 2 minutes each side. Baste with BBQ sauce and close the BBQ hood to cook the meatballs through, approximately 10 minutes. If using the oven, cook for 20 minutes on 180 degrees Celsius. Serve on a plate, or use a paddle pop stick or toothpicks to make meatball lollipops.

The enigma code - Australia’s proposed decryption laws THE Federal Government is seeking to accelerate the passing of laws which will enable police and intelligence agencies to compel tech companies to aid them in the covert retrieval of end to end encrypted messages of suspected criminals. While such power would require a warrant, tech giants such as Google, Facebook, Amazon and Twitter have raised concerns that such measures would necessitate the undermining of the security features hard baked into their respective platforms, opening up the potential for hackers to access the private information of any user, not just criminals. In other words, they are concerned that in attempting to prevent physical domestic terror threats, the Australian government may inadvertently open the floodgates for digital

terrorists and criminals internationally. But the government insists that what they seek isn’t a back door that will break the encryption of a messaging platform or app, but rather a ‘front door’ means of accessing that information. And Prime Minister Scott Morrison insists that agencies such as ASIO need such laws passed urgently before Christmas. Breaking the code So what are encrypted messages and services, precisely, and who uses them? Encryption is the technology that scrambles messages using complex algorithms into unreadable codes as they travel from sender to receiver, so anyone who intercepts the message can’t read it. These days, just about everyone uses encrypted messaging

and services online - from banking and online shopping, to simple chatting between friends. The main reason why so many people feel comfortable using services and storing data online is because of the large scale, overall success of platforms like Facebook, Google and Apple in building encryption into those services. If your account was hacked into every second day, and you had money stolen, those tech giants would have crumbled to dust years ago as no one would have used them. When these companies are hacked into or their security is breached in some fashion, it’s an international scandal. Given this, it’s not terribly surprising that the big tech companies would fight such laws, as forcing them to build weaknesses into their platforms will

undermine their security for all users, not simply the criminals misusing them. Knocking on the front door But as previously stated, the government insists that it doesn’t want to weaken the encryption of services, rather, it wants a ‘front door’ means of accessing a suspect’s data and messages. But what does a front door approach entail, exactly? Former Australian Federal Police investigator Nigel Phair knows the laws could enable agencies to compel tech companies to assist them with investigations. “Going through the device would be the easiest thing,” he told SBS News. “That would be either through a key-stroke logger, maybe an additional secretive app downloaded on to [the de-

vice], maybe through an update of the other apps that are on the device.” Put simply, even if a suspect was using an encrypted messaging service, a tech company could install an app or update on the device that monitors keystrokes or takes a screenshot and sends it to investigators. But what if such power falls into the wrong hands? Combating terrorism and criminal activity is obviously an important and ongoing task, but many have raised concerns about the new ‘capabilities’ of law enforcement agencies, built by tech companies, falling to the very hands of those they are trying to stop. “The problem is that when you break encryption for one, you break it for everyone,” said Tim Singleton Norton, chair of

Digital Rights Watch. And in a joint submission to the Home Affairs department, a group representing Amazon, Facebook, Google, Oath and Twitter raised serious concerns with the scope of the bill and a lack of oversight. “While [we] appreciate the challenges facing law enforcement, we have concerns with the bill, which, contrary to its stated objective, may serve to actually undermine public safety by making it easier for bad actors to commit crimes against individuals, organisations or communities,” the submission reads. Adding that the proposed laws would effectively “require the provider to identify a weakness in the security of data in their systems or technology and to make that weakness known to those agencies”.
