Anthony Cummins is the hardworking small business owner of the Nagambie Newsagency. With social distancing laws and travel restrictions in place, foot traffic has declined in the High Street precinct and with the Easter Holiday influx of tourists off the agenda, times are tough. “Like all service businesses in town we are missing the tourists that our lakes and eateries bring to the town. We’ve noticed a reduction in local foot traffic, which is a good sign that people are doing the right thing. We’ve also seen an increase in home deliveries for newspapers and magazines as people are more reluctant to come out to shop. Most people coming into the shop are fairly optimistic about overcoming this situation,” Mr. Cummins said.

“The Nagambie Newsagency is classed as an essential service so we will continue to trade as long as the government lets us. We clean and disinfect the shop and it’s surfaces regularly and hand sanitise methodically. I’ll be quite happy never to smell Glen 20 again!” said Anthony. On the morning of Sunday April 5th, Anthony received a phone call that he had been waiting 14 years for. This is what we all dream about, it’s the good news that often changes someone’s life. “I was notified by Tatts first thing on Sunday morning that we had sold a first division winning ticket in Saturday night’s draw to the value of $613,016.67. It was certainly a nice call to get!” Anthony said. “We’ve sold a couple of reasonably sized second division prizes but this is our first 1st division! After 14 years it’s about time”

The Cummins family have been in the business of making people's dreams come true over the years, “My parents sold a couple of first divisions in their years in the newsagency game and my brother Carl sold a $1.2 million first division from his Tocumwal newsagency a couple of years ago,” said Anthony. The newsagency is set to be the talk of the town for some time as the news continues to spread throughout the town. “It’s tough times for everyone at the moment, it has been great to generate a bit of excitement and good news for the town,” said Anthony. The thrilled winner, who wishes to remain anonymous, is a local retiree who has been playing the same system 7 numbers for 30 years. Not only did the winner take out first division, they added to their total

by scoring six times in division three, increasing the total win to $618, 175.17. “He pulled the numbers out of a hat and has been using them ever since. He’s a regular in the shop and deserving of the win. He’s going to buy a new car and do some house renovations! ” said Anthony As Anthony and the team at the Nagambie Newsagency absorb the excellent news that the outlet sold a division one winning entry there is hope on the horizon that this is the start of a lucky streak. “We hope there will be more division one winning entries sold here in the future. Ticket sales have been up! I think people are hoping that lightning might strike twice!!” concluded Anthony. The lucky winner is planning to celebrate with his family once social distancing regulations allow.

The Community Voice went behind closed doors to see what was happening with the Rowing Club renovations and extension and there’s plenty to report. With the venue forced into closure due to the Coronavirus pandemic the Rowing Club have taken the opportunity to fast track their renovations to complete the makeover before doors open again later this year. The Rowing Club manager, Trevor Forbes is determined to remain positive about the current situation. “The lockdown came upon us quickly and it is unknown how long it will last for. We were able to seize the opportunity and look at the bright side, we now had time to finish the extensions without disruption to our daily trading. We would have needed to close for a few days to complete the renovations but that's all changed now,” said Mr. Forbes. The renovations add a new fully accessible event space capable of hosting 80 - 100 guests, and refurbishment of the existing

dining room will complete the makeover. The design makes the most of natural daylight with floor to ceiling retractable windows framing the million dollar views across the lake. “The existing bistro has had the floors sanded and all the carpets in the venue will be replaced. The renovations are very close to completion and l expect to have the rooms ready in about 3 weeks time. We will then be able to start setting up the space ready for the grand reopening,” said Trevor.

Letter from the Go Nagambie president To our readers, Some good news in these different and challenging times. I am pleased to confirm that the Community Voice will not only continue to be published as promised but we have now resumed hard copy deliveries to all households in Nagambie and Avenel. This is in addition to our usual digital edition. This has only been made possible by the very generous support of Bendigo Bank who have enabled us to resume printing sufficient hard copies for general distribution. These copies are being hand delivered with the assistance of the Nagambie and Avenel Action Groups. A sincere thank you to all three bodies. This support of the Community Voice is just part of Bendigo Bank’s recently announced local community initiative. The program involves a range of community support services, including small but important things like the ordering and home delivery of groceries and pharmaceutical items for those in our community who are having difficulty in going to the supermarket and pharmacy.

Mel Likas will act as the Community Coordinator to oversight the program in partnership with Go Nagambie. As I indicated in the last paper our intention is to ensure that you, via the Voice, will receive all of the necessary information related to the Covid 19 outbreak. This information will come from Commonwealth and State governments as well as our own local council and medical providers such as Nagambie Healthcare and our general practitioners. What has been organised for Nagambie and Avenel? There has been considerable effort undertaken to plan for helping and supporting the community through these times. The focus has been the elderly and unwell, ensuring a food delivery service, getting reliable and regular information to the community and community safety. But there has also been thought put into such things as Internet services and simply keeping people in contact. The best solution though is friends and neighbours keeping in contact and helping out as needed.

So what is in place? Community Groups will make regular phone calls/send messages etc to all their members and other people they know in the community to check that they are ok! Use it as a chance for a quick chat and to keep connected. The community groups will be doing this every week for as long as is needed. When they come across someone needing some support they can use the new Community Bank Coordinator to organise a solution. The new Community Bank Coordinator has been put in place by the Nagambie branch of Bendigo Bank with the support of Go Nagambie to act as a single contact in solving individual problems that arise. The Community Groups can contact this person to pass on details of residents needing support and the Coordinator will either handle the issue or pass it onto the relevant area.

Nagambie HealthCare has undertaken considerable planning and preparation to ensure they can provide maximum support to the community and maintain access to essential health services. They are fully supporting the initiatives above and they will provide necessary backup for people who have health issues. Nagambie HealthCare has entry restrictions in place to protect staff and visitors and to ensure our aged care residents, hospital patients and anyone presenting for emergency care are safe. Internet Services Some people do not have any or reliable Internet services - and in this current emergency Internet can be important. To help in this regard, and only for the approved purposes of work and study, we are currently discussing with a number of businesses to make their internet available to approved users. This will be supported by delivering free SIM cards or dongles to students at government schools who need them the most. Rate relief: Your questions answered Strathbogie Shire Council has introduced measures designed to assist ratepayers and business owners who have been financially impacted by the COVID-19 pandemic. Our community has been hard-hit by the standing down of employees, job losses and mandatory closure of businesses. This follows drought, fire and storms in recent times, putting a strain on household budgets. On 5 April 2020, Council announced some changes to help our community through this unprecedented situation. What relief is Strathbogie Shire Council is offering? The initiatives are: • An extension of the due date of the fourth Rate Instalment on property rates to 30 June 2020 (instead of 31 May 2020). • No overdue/outstanding interest to be added to assessments for the period from 1 April 2020 to 30 September 2020. • The refund of any previously paid business registration fees for this financial year to become a registered premise, which includes food business, hairdressers, etc. As part of its 2020-21 Budget deliberations, Council will consider a no fee arrangement for business registrations and footpath trading. Who does the extension of rates payment to 30 June 2020 apply to? The extension applies to all current Strathbogie Shire ratepayers. The fourth instalment rates notice, to be issued soon, will reflect the new payment due date of 30 June 2020. Why do I need to pay rates? Strathbogie Shire Council provides an extensive range of services to the community. This includes waste collection, playgrounds, community facilities, parks and gardens, roads, animal services, planning and building services, and much more – in total, there are more than 130 services which are provided for via rates. If the community doesn’t pay rates, these services cannot continue. I am having trouble paying my rates – what should I do? The first piece of advice is not to panic – we are here to work with you through this. Council has a range of ways in which we do this – we have a Hardship Policy and can arrange payment plans to help people reduce their rates debt. The updated Hardship Policy was adopted at the March 2020 Council meeting and is designed to assist ratepayers in: • The payment of rates and charges, including the Fire Services Levy; • Applications to enter into special payment arrangements; • Applications for financial hardship; Rates will not generally be waivered but can be deferred. Upon request, an application form will be sent to you and will need to be completed. This will allow you to demonstrate how you are experiencing undue and unusual hardship. I am currently on a payment arrangement agreement but have been impacted by job loss – what can I do? We understand that people’s financial circumstances have significantly been changed as a result of the COVID-19 pandemic. For those who are on existing payment plans, we are happy to discuss other arrangements which may better suit their new financial situation. I am a business and paid my registered premises fee – how do I get a refund? Council is currently working on processing refunds for fees paid in registering premises. We will provide further information on how you will receive this and we are working on ensuring this reaches you as soon as possible. Will further financial assistance be available? While our first round of rate relief is more immediate, Council is currently preparing its 20202021 budget and is aware of pressures being experienced by many people, which will be taken into consideration. Together with other Councils, we are also appealing for Federal and State governments to provide financial assistance, which would in turn be passed on to ratepayers. What is Council doing now the doors are closed? One of our major priorities has been ensuring staff are safe – many staff are currently working from home. In some circumstances, larger teams have been split in half, rotating between working from home and coming into the office to reduce the overall number of people in the office at one time. Our teams are focusing on delivering services which are innovative and in line with current Government restrictions. Some examples of this are where youth services and maternity services are looking at running group activities via weblink so that social interaction can occur in an environment that meets social distancing requirements. All Council departments have been required to be agile and adaptable to their new working arrangements. For many departments there has been an increased workload as they try to do all they can to support their community and provide services that are valued. We are all in this together and our work has focused very much on providing support mechanisms and timely communications for community and staff. We have put on hold recruitment of all but the most critical roles. To respond to community requirements, some current roles have been redeployed to other positions to provide services most in need at this time. The 28-year-old Swedish Monte rider, of Middle Eastern heritage, had planned on a three-month backpacking holiday in Australia to avoid winter at home. But she landed a job in a top harness racing stable and has continued to carve out a successful career as a driver and now trainer. “At school I studied law and economics. I also worked part-time in sales but didn’t like it much,” Kima said. Kima later took to Monte riding, where trotting harness horses competed under saddle, with riders like jockeys. ‘It is the second most popular sport after soccer in Sweden,’ said Kima. The sport is particularly popular in France and Scandinavia. Based in southern Sweden at Jagersro, Kima recorded two wins and developed a desire to continue with the sport. “When I came to Australia, Monte racing was gaining momentum in Victoria, but I was eager to drive and not just ride the standardbreds. I was lucky to have a good support group around me that let me have a go, and after a slow start I improved out of sight,” Kima said.

Kima is a little tough on herself for she has many accolades that support the rising racing harness star’s position in the industry. She is well recognised and respected among fellow drivers and she was awarded the prestigious Alabar Concession Driver Premiership in 2019. Kima pays tribute to ‘I’m The Boss’, the horse who launched her career when she took out the 2019 Shepparton Gold Cup with, defeating champion ‘Lenny the shark’. ‘I’m The Boss’, spoiled the party of stablemate ‘Lennytheshark’ in claiming the Group Two feature in track record time. “I was completely overwhelmed at the time, when you have to pass and then run a horse like Lenny down, it’s not that easy. I remember apologising to David Aiken who was driving Lenny The Shark as we went past the post,” said Kima. Kima’s story doesn't stop there, in late March she experienced an horrific fall that left her bruised and battered but she remains resilient, declaring a desire to get back into the sulky despite the harrowing race fall. Kima, fell during the start of a race at Tabcorp Park Melton, suffering concussion and four broken bones in her hand and wrist.

Drivers James Herbertson, Connor Ronan and Frenning were all dislodged, and while the former two were given the all clear, Kima wasn’t so lucky and required hospitalisation.

Kima fondly talks about her early days in Australia riding trotters rather than driving them. She slowly made the transition to the sulky and after a shaky start suddenly emerged as a promising driver. She talks of Wrapper’s Delight, the horse to take her to another level with a win in an Inter Dominion heat at Ballarat and of Buster Brady, the first horse she’s trained in her own right. Together they’ve won a string of country cups and they haven’t finished yet. "When I first came over to Australia, I obviously never thought I’d still be here 5 years later. I’m very, very grateful for every

Kima said, “I go back to Sweden once a year to see family and friends, but Australia is home at the moment. I’m loving what I’m doing and I don’t want to leave. I have built lifelong friendships that I’m so very grateful for.”

The latest release of important but backward facing visitor economy data around national and international visitor statistics for the December 2019 quarter provides context against what is today a very different scenario facing Australia’s $150 billion tourism and visitor economy. The latest National Visitor Survey (NVS) and International Visitor Survey (IVS) highlighted that domestic overnight spend again rose by double digits (+12% to $80.7 billion) for the year to 31 December 2019 with overnight stays similarly up 12%. Record international spending rose 3% on an annualised basis to $45.3 billion supported by 275 million visitor nights to the end of 2019. Australian Tourism Industry Council (ATIC) Executive Director Simon Westaway said the quarterly industry snapshot for domestic and international tourism activity delivered by Tourism Research Australia remained critical analysis and sets a standard that few other countries replicate globally. “Australian tourism enterprises, wider

players in our industry and governments continue to rely and engage around this detailed quarterly research which tracks both domestic and international tourism within Australia. This data delivery sets continual benchmarks and now policy makers have the representative statistical baseline right before the dual impacts of bushfires and COVID-19 which transpired from the beginning of 2020 from which to help industry address future recovery,” Mr Westaway said. “The reality is Australian tourism has rapidly moved into its lowest ebb with the wrecking balls of the major bushfire impacts and now COVID-19 which are not captured by this latest data release. “ATIC continues its historic callout for a more strongly equipped and resourced TRA to be able to also procure and deliver additional real time data and insights that

complement these quality quarterly releases and assist the tourism industry, our people and our investors to best face the uncertain future ahead. “The how and when to eventually pivot out of the COVID-19 induced and necessary international and in-country travel restrictions will soon come into greater focus. Today’s data release alongside the final furlong of Tourism2020 strategy outcomes must now truly inform government on why ongoing, practical and targeted support for Australia’s tourism and visitor economy is in everyone’s mutual interest and can play its role in our eventual rebuild.” ATIC represents thousands of local tourism enterprises, where a feature of our industry is over 90% of 300,000 still registered tourism businesses are small to medium enterprises

and sole traders that collectively employ 1 million people. ATIC’s 2021 Federal Pre-Budget submission has an outline for a new direction for Tourism Research Australia amongst a short list of common sense and practical reform insights. “For our industry to again prosper to its only recent lofty heights we need to get on top of COVID- 19. But we also need a tourism industry still with oxygen in its veins to effectively pivot and seize the genuine future opportunity the visitor economy presents for our nation. Tourism is an economic pillar of a future Australia and industry will need to rally over coming months to ensure we are not seen more as a pariah despite our undisputed social and economic value,” Mr Westaway said.

Toni Watson, known professionally as Tones and I, is known for her hit song "Dance Monkey", which was released in May 2019 and reached number one in over 30 countries. In November of that year, she broke the record for the most weeks at number one on the ARIA Singles Chart by any artist with 16 weeks. Tones and I made a special trip to Nagambie in March to film her new music video for the newly released hit song ‘Bad Child’. Noorilim Estate was selected as the venue of choice and if you take a moment to watch the video you will see why. In beautifully captured videography the story of Bad Child is told. Brandon Menzies of Noorilim Estate was delighted with the finished product, “I think the video looks incredibly professional and uses some of the haunting aspects of the house including the master dressing room, cellar and study to add a lot to the film.� “Tones was onsite for only a couple of hours of the shoot and sang a couple of lines of the song in the house,� said Brandon. “The shoot started just as the Covid19 situation started to get really serious in Australia and the crew were really aware of social distancing and the necessity to maintain hygiene at all times,� said Brandon.

“At the time, Australia was running out of toilet paper, so the crew came equipped with their own and some hand sanitiser, and they were really respectful and appreciative of being able to use the site,� added Brandon. A crew of 20 captured the material needed to produce the music video at Noorilim Estate over three days and Paul Golding from the Royal Mail Hotel in Nagambie kept the group fed during their stay. Noorilim was selected from a brief the videographers received and they saw pictures of Noorilim online that fitted the brief perfectly. Tones was happy with the look and feel of the property believing it matched the vibe of what they were wanting to achieve. any ratepayer who is having difficulty with paying their rates to contact the Council early as possible to discuss assistance which can be provided through payment plans and Council’s Hardship Policy. “It is important to us that our ratepayers and residents are assured that we are here for them during this crisis,” she said. “We want all ratepayers – whether Residential, Commercial/Business, Farming or other – to know we want to help.” Cr McClaren said any person experiencing difficulty in paying their rates should contact Council to discuss a possible payment plan or assistance in applying for help under the Hardship Policy.

Cr McClaren said Strathbogie Shire Council was also strongly advocating for rate relief at Federal and State government level as part of the Hume Region Local Government Network, a group of 12 councils which represent more than 300,000 People. “We are urgently requesting that the Government considers a funding package to help Councils support their communities at this time of crisis,” she said.
