Most people who live in Powell River have known someone who has dealt with the difficulty of obtaining tertiary care within the region’s rural health care system.

Tertiary care is referral to a specialist from a primary or secondary health professional for advanced medical investigation and treatment, such as what is available in Vancouver and Victoria hospitals.

According to Gavin Wilson, Vancouver Coastal Health (VCH) public affairs director, places such as Powell River have never had those levels of advanced treatment.

“Smaller communities are just not going to have the kinds of highly specialized services which would be available in a major centre like Vancouver,” said Wilson. “That’s just the way it has to be because this is where specialized services exist. There are services provided in Vancouver that are one-of-a-kind for the province.”

Former Powell River resident Denise Reinhardt had to go that one step further than travelling to the care she needed.

Reinhardt and her partner Paul Schachter, a longtime and well-known community leader in Powell River, made the difficult decision to

That lack of services is referred to as health care inequities. These inequities exist in health care available among population groups, such as rural and urban, that are considered unfair, unjust, or preventable.

Inequities also exist among income groups and interruptions in regular services.

According to Powell River Division of Family Practice chair Bruce Hobson, those interruptions are an important area that is often overlooked in discussions about health care inequities. In particular, they centre around the management structure of hospitals and other health care institutions.

System lacks rural resources According to Hobson, if one of those managers was unavailable for the job for any reason, it creates a big gap in the hospital’s ability to deliver services.

Wilson said the reality is some medical cases require highly specialized care on a regular basis, which is not available in Powell River.

“You’re going to have to move closer to where those services are available,” he said.

Schachter said it was extremely hard to leave Powell River, but it did not make sense to stay at the cost of the health of his family.

“It was sad that we weren’t able to access an acceptable level of care for conditions that are part of the aging process for many of us,” said Schachter. “Even the best family practitioner, if you are lucky enough to find one, can only do so much.”

Since making the move from Powell River to Victoria, Reinhardt has been experiencing coordination

and followup from specialists and access to programs that were simply out of reach in Powell River.

According to Hobson, there is not access here to some of the tertiary services, specialists, investigation and interventions that a larger city would have and that raises the question of how to get to those doctors.

“A lot of the challenges have to do with transport,” said Hobson. “Having timely transport to be able to get somebody down to get tertiary services is really a piece of inequity that could be improved upon. That’s really a key one that comes up in small and isolated communities over and over and over.”

In Victoria, Reinhardt said she is participating in many excellent secondary and tertiary care programs with the coordinated care of doctors and medical professionals.

“My mobility and enjoyment of life are much improved,” she said. “I credit the care and programs I have now for this result.”

According to Hobson, there are ways in which inequities in care can be improved upon, including new communication technology, such as video conferencing and telephoning, that would even out the playing field between isolated communities and large urban centres.

could be somewhat of a game-changer and provide people in more remote areas with increased access to services that are taken for granted in the city.

One of those programs is an initiative for Powell River and Sunshine Coast called TIDES, which stands for Telehealth, Innovation,

therapist and a speech-language pathologist.

Another initiative is a new hub for palliative care at Lions Gate Hospital, which will include a palliative outpatient clinic and is projected to be complete by late 2017.

Hobson said inequity between rural and urban areas is a reality that cannot be completely solved.

“There are cost and geographical limitations and logistics to some of the health services that can never be overcome,” he said.

“However, when there are things there could be solutions for, we need to be consulted on those, and if decisions are made we also need to be consulted. We need to be part of that decisionmaking process.”

Given the cost constraints on Canada’s health care system, solutions have not been easy. Wilson said VCH is constantly restricted to limited resources.

“There are always resource issues,” said Wilson. “We’re working within a certain amount of resources available to us and there’s always that constraint in the health care system. We certainly are aware of these issues.”

According to Hobson, video conferencing is currently being used at Powell River General Hospital.

“Being able to have that from any point of care, like in a physician’s office, is something that would really help make things more equitable and life more smooth,” said Hobson.

None of this is to say Powell River does not have specialists, including general surgery, general internal medicine, psychiatry, radiology and ophthalmology.

However, some specialist care is performed by GPs on a limited basis, said Hobson, including one doctor who does paediatrics and another doing oncology.

Hobson said VCH needs to address health care inequity and, more importantly, understand it.

According to the closure plan, in 1995 while repairing a broken culvert near the old Squatters Creek ravine dump near Duncan Street, city workers dug up and

Between 1972 and the early 1990s, the Marine Avenue incinerator, an approximately 10-hectare site, was used for the operations of a pit burner, which took household, commercial and paper mill waste.

Earlier this year the re-

gional district announced it had received $6 million to close the incinerator site, where it plans to build its resource-recovery centre.

While the waste incinerator and airport landfill sites operated with ministry permits, the ravine dump never had one. According to a report on the regional district’s existing solid-waste management system, concerns linger over the release of methane from the site.

According to the environment ministry, the airport landfill closure plan was received by the ministry last year.

City councillor CaroleAnn Leishman, who also sits on the regional board as a municipal director, said closing the site is something the city has been aware of for quite some time, however, this is the first it has seen of the regional district’s closure plan.

“We’re aware of it, but it’s

not on the radar just yet,” said Leishman.

Brabazon explained that before handing the plan to the city, regional district staff had to work with the environment ministry during the past year to ensure that the airport closure plan met provincial requirements.

According to regional district manager of community services Mike Wall, once approved by the province, the plan is then handed to the city. When the city is ready to move forward with closing the site it will notify the provincial government and the environment ministry will respond with further requirements for the closure, including retaining a qualified professional to implement the closure based on the regional district’s plan.

“There’s no date set yet for dealing with that,” said Leishman. “We have to make a plan.”

Costs to City of Powell River for closing the Powell River Airport landfill site are estimated at between $1.8 and $2.2 million, according to the recently released closure report from Powell River Regional District.

The report, submitted to the local government in 2014 from a North Vancouver-based environmental consulting firm, is one part of the regional district’s updated solid-waste management plan that it will be looking to have approved by BC Ministry of Environment. The regional district began its process to update its solid-waste management plan in August. It is expected to be complete and submitted to the provincial government next summer.

According to regional district board chair Patrick Brabazon, the old plan, which was not approved by the provincial government, now requires updating.

Provincial law dictates that regional districts are responsible for preparing landfill closure plans for any site no longer in use. The company, or in this case city, that held the permit for the landfill is then responsible for its closure.

“This leaves the City of Powell River with a cleanup job,” said Brabazon. “It’s their dumpsite and they have to clean it up.”

Two landfills stand out in need of closure: one is the Marine Avenue incinerator site; the other is the airport landfill.

As the lockout at Texada Quarrying limestone mine enters its seventh week, the union representing workers said it is resolute in its stance on seniority rights.

U n i te d S te e l wo r k e r s Local 816 president Mickey Pancich, who represents 90 workers in the quarry, said the labour dispute is taking its toll on the island community.

“It’s going to be a long haul here, so we’re just trying to get some community support out there,” said Pancich.

Local 816 has not been working since quarry owner LafargeHolcim locked workers out on October 17.

Approximately 160 Texada residents attended Local 816’s community rally Wednesday, November 23, in Lafarge Park.

U n i te d S te e l wo r k e r s District 3 staff representative Earl Graham said the rally was key to letting the community know what is going on.

“Community is extremely important, especially when you live on a small island,” he said. “When they really listen to what is going on they are all appalled.”

LafargeHolcim communications director Jennifer Lewis said that given the bargaining committee’s re-

jection of the offer without a membership vote, and its issuance of strike notice without leaving the premises, the company had no option but to move to a lockout situation in order to manage the business.

Powell River Regional District Texada Island director Sandy McCormick said with the quarry being the largest employer on Texada, any work disruption has a negative impact on the entire island. She hopes the two sides can put aside their differences and resolve the outstanding issue of seniority as soon as possible.

“With the loss of employment during the lockout, there is also a loss of income to support families of workers and to spend at local businesses,” said McCormick.

Texada has a long history of mining limestone that dates back to as early as 1918. The limestone mine is the oldest in the province.

The lockout came after months of negotiations and mediation. Incremental progress was made on wages and benefits, but negotiations came to a halt with the company’s demand in the current offer to alter how employees are organized for work.

Graham said he has spoken with the company’s negotiator on several occasions asking if the employer is at the point it wants to withdraw its offer and go back to negotiations, but each time the company has not given its negotiator a directive to do so.

According to Lewis, the

fundamental benefits that seniority provides remain in the current offer.

“Seniority still provides for job security during layoffs, overtime allocation and vacation scheduling,” she said. “Our offer may have an impact on the application of seniority with respect to assignment of work.”

Lewis explained that the current offer reduces the current 22 classifications down to three. Anyone in the classification can be assigned to a job the company determines they are qualified to do, she added.

“This allows the company to assign work more efficiently, increase our productivity and support our sustainability initiatives,” said Lewis.

Graham said the reduction of classification levels is unacceptable to the local and it has more to do with the company wanting to have more control over who it chooses to stand in for sick or absent workers than creating efficiencies.

Seniority rights have been a part of the contract for workers at the quarry since it certified in 1947.

“There’s absolutely no way these workers will give up their seniority rights,” said Graham. “If we can’t get this off the table it will be literally impossible for us to get to a collective agreement.”

Lewis said the company trusts in the negotiation process to end the dispute. “ We appreciate their safe, dedicated and diligent work,” said Lewis. “We would like to see a fair agreement that meets everyone’s needs.”

District defeats hazard resolutions Regional board members split on amending official community plans CHRIS BOLSTER reporter@prpeak.com

Resolutions to amend south of town official community plans recognizing expanded areas of landslide and flooding hazards were defeated at Powell River Regional District’s board meeting on Thursday, November 24.

The resolutions were brought to the board after the regional district’s planning committee passed them on Tuesday, November 15.

According to regional district manager of planning Laura Roddan, current community plans do not recognize the full extent of areas at a hazard for landslide or flooding.

Amendments would expand the electoral areas’

development permit areas.

Residents who have property within those areas would first need to apply to the regional district for a permit if they wanted to build new construction, remove vegetation or alter drainage, among other items.

Electoral Area C director Colin Palmer and Electoral Area B alternate director Alan Rebane said they could not support the expansion of the development permit areas until BC Ministry of Transportation and Infrastructure came forward with its comprehensive drainage plan for the areas.

“We had an understanding that nothing was going to happen in our areas until we knew exactly what the ministry of transport was going to do and we still don’t know,” said Palmer.

“When I hear what their plans are, I’ll be very happy to vote in favour of this, but in the meantime my area has an education program, brochures about it and the people are very aware.”

The regional district board contracted Vancouver consultants Tetra Tech EBA to perform a detailed study of natural landslide and flooding hazards south of town after several landslides occurred in December 2014 in locations not previous identified as hazard areas.

A widely held view from south of town residents is that logging management practises on the hillsides above Highway 101 and lessthan-adequate upkeep on drainage ditches, combined with record rainfalls, caused the slides. Maintaining ditches and managing forestry practises do not fall under the regional district’s jurisdiction, said Palmer.

Since Tetra Tech completed and submitted its Landslide and Fluvial Hazards Study, a number of community meetings have been held throughout 2016. According to Roddan’s report, the majority of Area C residents at a community meeting held October 13 were supportive of the proposed amend-

ments to expand naturalhazard development permit areas to include those areas identified in the 2015 study.

Electoral Area A director and board chair Patrick Brabazon said he was disappointed with the result of the vote.

“We hired a professional

who has told us there are hazards in these lands,” said Brabazon. “We cannot simply ignore the report and the advice.”

He said that at the “bare minimum” the regional district’s responsibility is to educate residents in those areas, but even with that

there is no guarantee everyone will know.

Brabazon added that it would be plausible for a new owner to not necessarily know his or her property was included in one of these hazard areas.

“To me,” he said, “that’s an unacceptable situation.”

Training, recruitment and retention are three key areas of focus identified for Powell River Regional District’s four volunteer fire departments.

The regional district contracted consulting firm Salis Enterprises in May to perform a review of local fire service in rural electoral areas, including Malaspina, Northside, Savary Island and Lasqueti volunteer fire departments. Regional district manager of emergency services Ryan Thoms said the review initially focused on recruitment of new volunteers.

“While we’re fortunate to have a lot of volunteers, none of our fire departments are at the point where we’d like to be in membership,” said Thoms. “We know volunteering is tremendously rewarding, but we aren’t see

lineups at the doors, either.”

Thoms described his volunteers as “unpaid professionals.”

Regional District board chair and Electoral Area A director Patrick Brabazon said the board’s highest priority is supporting staff to move forward with the review’s recommendations to ensure volunteers receive the right training.

“All across the province volunteer fire departments have to meet the new standard and we have very little room to maneuver,” said Brabazon.

Thoms explained that firefighting practice has increasingly been focused on improving training and safety, but not all departments are at that same level.

“We know this is not just a question of how do we attract people to volunteer their time,” said Thoms. “It’s also about us ensuring our firefighters are getting the training they need in order to do their job.”

Thoms said he recognizes it will be a longterm project, but by the end of 2018 he hopes to have a training plan that brings the four departments into compliance with expected service levels.

Health care lacking After hearing countless stories over the years about what residents with health issues have to go through in order to receive specialized care, it is never a surprise to hear when someone decides to move out of Powell River to get the help they need.

The lack of health specialists in Powell River is a chronic problem and one of the main drawbacks of resident retention and attraction to the area.

It is difficult enough to coax family doctors to come here, but our lack of specialists in geriatrics, paediatrics and other areas is a serious problem that has plagued this community for decades.

Powell River Division of Family Practice has used a provincial program called A GP for Me to attract more family doctors to the area, bringing the number of Powell River patients without doctors down from approximately 4,000 to under 1,500 in a two-year period.

Once at crisis levels, the lack of doctors is being addressed and most residents in the area now have care.

The problem is most referrals from family doctors result in patients who have to travel to larger centres. The provincial Travel Assistance Program can be used to offset costs, but that does not include hotels, meals, loss of work and, more importantly, time and effort spent. It is common to hear of patients spending more than 24 hours travelling to a 15-minute specialist appointment. For those with severe health problems, travel can often exacerbate their conditions.

Even more alarming is that emergency patients with serious injuries or conditions are often airlifted down to Vancouver rather than treated onsite at Powell River General Hospital due to a lack of resources. Many have had their lives jeopardized by the hospital’s inability to treat patients.

Unfortunately, health care inequity between rural and urban cities will always be a reality, especially when transportation comes into play, as it does so prominently in Powell River.

Vancouver Coastal Health has been pushing programs that connect patients to specialists via video and phone, which could cut down on patient travel time, but those are just bandages on a health system that is so desperately in need of more funds.

LETTERS » Inconsistent editorial In your editorial [“Inconsistent rulings,” November 23] regarding the Agricultural Land Commission (ALC) decision rejecting the application to exclude land from the Agricultural Land Reserve (ALR) for a 30-acre parcel of land, you questioned why the ALC excluded a larger amount for Site C.

The answer is very simple: Site C was excluded because cabinet (BC Liberals) enacted an Order in Council and compelled the ALC to do so; that’s it.

The BC Liberals used their power to completely bypass the normal process.

The commission was not consulted, the BC Utilities Commission was also bypassed and, similarly, the public. Even during the

joint review panel, experts from the agrologist community came out to talk about how some of the soils in that area were some of the best in the ALR. Someone needs to fully inform the public of the truth, rather than mislead the public as you have in your editorial. I realize an editorial is supposed to be the newspaper’s opinion, which I can respect, but I

think you really mixed up the facts. Your editorial is a fine example of disappointing journalism and research.

In fact, none of these assumptions are true. Canada has not had full employment for decades and since NAFTA we have seen billions of investment dollars head to Mexico and Asia. Since 2014, we have been running deficits with the US and the world, in spite of signing additional “free trade” deals with

11 individual nations.

And the promise of jobs? Since 2000 and all those trade deals, Canada has lost 540,000 industrial jobs.

An objective study by researchers at Tufts University in Minnesota shows things will get even worse with CETA. The share of national income going to workers will decrease (wages have already been flat since the early 1980s). The average worker will have

forgone annual pay increases of more than $2,500 by 2023 and governments will experience revenue decreases.

According to the study, instead of gaining jobs Canada will lose 23,000 jobs in the first seven years while Gross Domestic Product will actually decrease by over $10 billion.

The Trudeau government ran on a promise of more transparency and public consultations on key policies. But it is short-cir-

cuiting the democratic process by denying input from the public at hearings on CETA at the Standing Committee on International Trade.

Bill C-30 is expected to be passed by Christmas. The more things change, the more they stay the same.

Changes are coming to Powell River Recreation Complex’s fitness centre.

According to City of Powell River manager of recreation Neil Pukesh, the complex received $60,000 from Powell River Community Forest for replacing existing fitness equipment.

“There’s a number of reasons why we did it,” said Pukesh. “One is that the existing equipment in the fitness facility is aging and one of our goals is to become an active and healthy community; one of the most active and healthiest communities in BC.” Pukesh said keeping up with the technology trend that has improved dramatically over the last several years is difficult. He added that the industry has also seen a shift from sole-purpose toward multi-function machines that better suit the fitness centre.

“We realize ours isn’t the biggest gym of all, so we have to be cognizant of space and personal workout space,” said Pukesh. “We want to find equipment that

is functional more than being a single purpose.”

According to City of Powell River health and fitness program coordinator Christine Parsons, changes in fitness machines have been mostly in ergonometric design in order to properly work muscle groups and lessen the likelihood of injury, which is a top priority, she said.

While Parsons has been attending trade shows shopping for the right equipment, Pukesh said the complex has been conducting a survey to determine what clients want to see.

Approximately 100 surveys have been completed.

With the new equipment, Pukesh said new cardio machines, such as treadmills and stationary bikes, are not part of the changes.

“The plan is just for strength-training equipment,” he said. “All the free weights will remain the same.”

According to Parsons, the centre was expanded in 2006 and there are some times during the day that the fitness centre is at capacity. Pukesh added that there could be possible expansion within a 10-year period.

According to Pukesh, the plan is to have easy-to-operate equipment with clear instructions.

Despite Regional Trails Working Group wrapping up its last meeting in mid-November, the board has requested the group to invite all stake-

holders to make final presentations.

Powell River Parks And Wilderness Society president Eagle Walz requested the opportunity to speak to the working group to ensure that his group’s concerns around the branding of the Sunshine Coast Trail remains consistent in the regional trails plan expected to be released in December.

Film festival recognizes inclusion International day helps break down disability barriers DAVID BRINDLE community@prpeak.com

International Day of Persons with Disabilities takes place on Saturday, December 3, and Inclusion Powell River will mark the day with a film festival.

“The films are about people with disabilities and people with disabilities are included in the films,” said Inclusion Powell River executive director Lilla Tipton. “They are some of the actors and actresses in the films.”

According to Tipton, the majority of the films in the 90-minute program come from Sprout, a New York-

based organization that gives people with developmental disabilities the chance to star in and be part of the creative video-making process. Tipton said there will also be local content.

“One of the films being shown will be from Inclusion BC and then we’re going to show one or two locally made films by people we serve and support,” said Tipton.

Two of the films are from Inclusion Powell River’s 60th Anniversary in 2015.

According to Tipton, local filmmaker Claudia Medina helped with some of the films made by people the agency supports.

Another movie to be screened is Bird Set Free by filmmaker Lorelei Reed.

“My film is about finding your freedom,” said Reed. “Feeling like you’re

stuck and not being able to say anything and feeling all the depression and all of the blackness of feeling isolated.”

Intended to help breakdown disability barriers and celebrate abilities, International Day of Persons with Disabilities has been promoted by the United Nations since 1992.

According to Tipton, Powell River is an inclusive community.

“That’s what families of people with disabilities tell us,” she said. “They feel quite supported here and it’s not just services, it’s the members of the community who are generous and welcoming to people with developmental disabilities.”

The local coffee company has been recognized with nominations for the 14th annual Small Business BC Awards in premier’s people’s choice and best community impact categories.

“That kind of recognition makes people understand more about the depth of our company,” said co-owner Nathan Jantz.

Jantz and wife Margot have been busy growing a young family and a coffee business in Powell River since late 2012.

“Business is good; it has definitely grown” said Nathan. “The roasting side of it has been steadily improving since we started.”

Also nominated for community impact are Tla’amin Convenience Store and Aboriginal Business Match, a Tla’amin-based company that uses online technology to expand aboriginal business development.

This is not the first business award nomination for Tla’amin Convenience S tore ’s co-owner Er ik Blaney, who said he is happy to share with his fellow nominees.

According to Nathan, community impact is an important driving model for 32 Lakes, including locally made furniture for the café, food from local caterers, honey from Wildwood and as a gallery for local artists. It is a conscious effort that extends beyond Powell River.

“Our coffee, we know where all of it is coming from down to the producers; we know the farmers and the communities,” he said.

“There’s a focus on sustainability for those communities and the farmers and people who are involved and all the way down.”

for marketing, which is not always easy, she said.

“I am very self-conscious about selling and so it was hard being pushy,” said Margot. “I don’t think either of us are pushy people, we’re just very passionate about what we’re doing.

According to Margot, the award nominations are important for promoting the company, to show involvement in the community and to take stands on important social issues.

In January, 32 Lakes will be transitioning out of its current location in Townsite.

“We have ideas of where we want to go,” said Margot.

“We have our eyes on a place where we can combine very different business concepts into one space.”

According to the ministry, the reason is to refine the curriculum after teachers, principals and trustees asked for more time for implementation.

To collect feedback from students, some teachers started using the new curriculum last fall. It will now come into full effect at the beginning of the 2018-2019 school year.

According to Brooks Secondary School principal Jamie Burt, the school’s staff and School District 47 have invested a lot of time to be ready to implement the new curriculum. He said the school was ready to move ahead with some of the changes.

“We do welcome the decision to delay as we feel there is still a lot of work that needs to be done regarding the new grad program

and the new assessment pieces,” said Burt.

Burt said the decision will allow Brooks and its teachers more time to work with the new curriculum in real settings, provide feedback into the grad program and take a longer look at student assessment and reporting.

According to Ken Holley, president of Powell River and District Teachers’ Association, the province needs to put up the financial resources and training for the new curriculum to be successful.

“This delay, although not unexpected, will allow teachers to gradually implement parts over the next year,” said Holley, “but also time to investigate the numeracy and literacy tests and the revised graduation program that are all still in draft form.”

The matter of restored class size and composition language also needs to be implemented, said Holley.

Those issues are still to be addressed by the province after the Supreme Court of Canada recently ruled in favour of a BC Teachers’ Federation appeal.

For centuries, arts collectives have created and exhibited work, often out of a group studio space.

The Louvre in Paris was such a collective during the French Revolution and Andy Warhol revolutionized pop art out of The Factory, his New York studio.

For the past two and a half years, Powell River has had its own creative hangout, an eclectic place conceived by a group of young artists who had the idea to come together as Kaleidoscope Collective.

The storefront on Marine Avenue will be missed by many after the collective is evicted in January.

“When the news first came in, I was a bit sad,” said Kaleidoscope member Stefan Fogarty, also known as graffiti artist Catnip. “I got over it fast because it just means new beginnings.”

Where and when the collective will begin anew is unknown at this point, but it is important for the group to have a cooperative space, said Fogarty. They may be losing their current home but not their vision and reason for being, he added.

is time to move on.

According to Fogarty, Kaleidoscope began when a group of artists came together to create a movement, which is the purpose of an art collective.

About 13 people regularly come in and out of the space to make anything and everything artistic.

“They work together in this anachronistic sort of way,” said Fogarty, adding it was when space was found on Marine that the energy and kaleidoscope of creation grew, thus the name of the collective.

“We focused a lot on creating art and a space for artists to come and talk about everything in an underground headquarters,” he said. “A lot of magic happens here.”

operative environment, inspired by each other’s ideas.

“We feed off each other,” he said. “We’re all quite young, into selling art and getting our art out there, so we collaborate a lot on ideas and help each other.”

Fogarty said the space brings an energy that is out of the norm. At any given time, passersby can see a painter on the sidewalk working on a new canvas, a maker of masks, a sculptor shaping metal or people milling about. Inside, items are for sale, including paintings, jewellery, photographs and clothing; even videos are produced.

But it is in the back room of the paint-splattered, jumbled space that the magic happens.

“We put an effort into creating an outward scene for the community,” said Fogarty. “It was kind of a joke for us at first, but then we realized how it was affecting everything. We saw how we could present us and other artists to the community in a positive way.”

Fogerty said he has spent 10 or 12 hours in the space almost every day.

“I get to see everything that happens, everything that fits together to make this thing work is really beautiful,” he said. “It’s like something no one person can own or control; there is no boss, it’s all of us working together.”

Fogarty said he has been able to create a career out of Kaleidoscope and everything in his life is just art now.

“It’s been super successful for me; I created my own job,” he said. “I could work, but I prefer to make art.”

Banff film festival tickets in high demand Annual event raises funds for high school programs

As far as film festivals go, Banff Mountain Film Festival World Tour is hugely popular in Powell River, as it celebrates the outdoors, mountain culture, sports and the environment.

Powell River is all of that.

According to Jim Palm, now in his 11th year organizing and curating the two-day event, when it hits town in January 2017 all 400 seats in Max Cameron Theatre will be filled.

“We want to get the word out because last year I sold out my tickets for the public before the end of December,” said Palm.

Films selected for the tour are about all things outdoors. To choose the best films for Powell River, one of approximately 300 communities around the world the festival visits, Palm said he works with the festival committee and other communities on the tour.

One reason the festival sells out every year is because people want to be in

those videos, said Graham Cocksedge, an endurance athlete and teacher at Brooks Secondary School.

“Everybody flocks to these videos because they secretly envy, admire and aspire to be those kinds of people but, of course, real life gets in the way and you can’t,” said Cocksedge, who recently placed second at the Canadian Cross Country Championships in the masters division. “That’s why it’s a sellout every year.”

Palm, who is a counsellor at Brooks Secondary School, said the two nights are a fundraiser for youth in need.

“Some of the students we’ve seen over the last 10 years since we’ve been running our trades program are really up against it,” he said.

“For example, this year a couple of students are working part-time, in a program fulltime, and struggling to make ends meet. They’re making $600 a month, they do not have parental support and they’re paying $500 in terms of rent and food, which gives them very little to live on.”

According to Palm, the festival assists those students, as well as the overall student body at Brooks.

“We’ve purchased snowshoes, kayaks, canoes, bikes and a wide range of outdoor equipment,” he said, adding that one or two sets of

For the first time this year Palm has upped the ticket price by $5 to $25 dollars.

The increase is to cover escalating costs for screenings of the films, complimentary food and refreshments and the appearance of a guest host.

turer and Banff National Park media specialist Ray Schmidt, is a longtime friend of Cocksedge; they first met in 1994.

“He is of the adventuresome spirit,” said Cocksedge.

“He’s the real deal.”

Cocksedge said Powell River is becoming what Banff Mountain Film Festival videos are about.

“Powell River is a place

where these videos should be coming from,” he said.

“It’s definitely a place that could be creating them.”

Palm said he agrees that Powell River, with its climbing, water sports, hiking and trail running, is ideal for an outdoor adventure film, but it comes down to cost.

“I have approached council and our Powell River Community Forest about

the possibility of supplying some funds to have one made, and it would make for a great story, but so far I haven’t been able to convince the powers that be to do that,” said Palm.

Tickets are available at Taws, River City Coffee and Pacific Point Market. Banff Mountain Film Festival takes place January 6 and 7 at Max Cameron Theatre.

Every day for the first 17 years of his life, Powell River fiddler Matt Emig practised three to five hours a day. A singer/songwriter and master fiddler, Emig, now 26, is finishing his own record and playing on Lukah Bouchard Band’s new album. His expression is influenced by Celtic music.

What was it like moving here from Abbotsford when you were 16 years old?

It was a challenge. At that point I was playing and dancing professionally five days a week. It was a hectic lifestyle. Moving here, it slowed down considerably.

At what age did you know you

wanted to play music?

I started playing when I was three. I saw Itzhak Perlman, a famous classical player, on television when I was a toddler. After that, I wouldn’t stop asking my mom to play. She ignored it for a while and finally gave in.

But you don’t play classical music?

I’m classically trained, but I’d call myself a fiddler playing that Celtic, French and east-coast-Canadian vibe. I’ve been in the music world for so long and played so many different styles, I have a lot of influences, so it’s difficult to define.

You seem to be a self-assured person.

I feel that my identity is secure, but life is a discovery of the things

you love. I love all things bright, brilliant, artistic and expressive.

You’re busy with your record and Lukah Bouchard Band’s soon-to-be-released album with Bouchard and Ben Wayne Kyle.

How is that going?

Lukah is a quality man and pleasure to work with; a very skilled writer, guitar player and singer. I love Ben and seeing how his creative process works. He’s a young leader in the making and I think he’s destined for success. I met both of them the first day I showed up to record.

Who are you listening to?

I’ve been listening to a record called Are You Serious by Andrew Bird and I always have a steady dose of Coldplay and love Chris

knew it. We all knew it. It happens in hockey.”

According to Lewis, the Kings could have scored more in a 3-2 win over the Capitals on Saturday. Kings outshot their opponents, 42-21.

“We let them hang around,” said Lewis. “We’ve just got to get that killer instinct and bury pucks around the net. You hold a club to 25 shots on Friday and 21 shots on Saturday, you don’t get much better than that. I’m disappointed that we didn’t get two wins.”

The split dropped the Kings two points back of Victoria Grizzlies in the battle for top spot in the BC Hockey League Island Division.

According to Lewis, defence has been the biggest turnover for the Kings this season.

“We knew there would be some growing pains,” he said.

“There’s been some really good developments, but it’s going to keep getting better.”

Lewis has three defenders from last season, Jake Kohlauser, Andy Stevens and Jack Long. With his new goaltenders, Lewis’ defence was almost entirely new.

Lewis said he is excited about the news from Team Canada that three Kings have been invited to join the Canada West camp roster at the 2016 World Junior A Challenge; Stevens and forwards Kyle Betts and Carter Turnbull. Betts and Turnbull attended the camp last year and Lewis said they know what to expect.

Regals host Knights Powell River Regals continue to search for their first win of the season when South Island Knights make their first-ever visit to Hap Parker Arena on Saturday, December 3.

“They’re having fun, adjusting to the physical play and getting better every game.”

Veteran John Coyle recorded a hat-trick and Welsh also scored once for the home team. Former Regal John Murgatroyd scored the winning goal in extra time for the Capitals.

With only one game remaining in the first half of the season for Powell River Villa soccer club, coach Mario Paul said, “It is what it is.”

The team has been languishing in seventh place in Vancouver Island Soccer League Division 2 standings for almost the entire first half of the season.

“We need to find a better way for the second half,” said Paul.

Sunday, November 27, on the road against Vantreights FC, one of the top teams in the division, Villa suffered a 4-0 blowout loss.

Going into its last game of the first half, Villa has one win, seven losses and two

ties for five points. The team has scored seven goals and given up 20 against for a minus 13 differential.

According to Paul, Villa needs more players, and the players he has require time to heal from injuries and get through suspensions.

“That creates a difficult circumstance moving into the second half of the season,” he said.

In the match against Vantreights, Paul said multiple members of the club played through the entire game with injuries and, if that was not enough to compound the team’s difficulties, the one sub who the coach had to rotate through the injured players was injured himself.

Villa also lost captain Dean Thorsell to suspension for the Vantreights game. Thorsell will be back for Villa’s next game against Prospect Lake Lakers.

According to Paul, Nick Van’t Schip filled in for Thorsell and high school student Cullen Buholzer

played again for Villa on a permit.

“Thankfully, he did,” said Paul, “otherwise we would have played shorthanded without him. He did a fantastic job, as usual.”

Paul said a couple of players have the capacity to step up their game and play a leadership role.

“I really need to lean on those guys coming into the second half,” he said.

In Prospect Lake, Villa faces a tough opponent this weekend. Villa’s last game before the holiday break is slated for Sunday, December 4, at Timberlane Park. Game time is 1:30 pm.

Real estate market slows down Mortgage stress test one reason for fewer buyers CHRIS BOLSTER reporter@prpeak.com

Powell River Sunshine Coast Real Estate Board president Neil Frost said although the Powell River market was strong this summer, sales have slowed this fall.

“It has quieted down in October and November,” said Frost, “but overall we’re up in volume of sales and price.”

Frost said at this point it is hard to say if the market is back to its typical winter slowdown or if other factors are at play, including the federal government’s announcement in October of its stress test for insured mortgages.

Monica Peckford said she has seen a slowdown since the introduction of the stress test.

“The first part of October was quite busy with people trying to get in before the stress test came to fruition,” said Peckford.

Since then she said potential buyers have been holding off, perhaps thinking the move will lower prices in the sellers’ market.

Despite five-year fixed rate mortgages being offered at between 2.49 to 2.79 per cent, the stress test means a potential buyer needs to qualify at the Canadian benchmark rate of 4.64 per cent.

Peckford added it is a misconception that the stress test applies only to firsttime homebuyers.

New stress test rules for borrowers putting less than 20 per cent down were aimed at making sure they

are capable of paying a higher interest rate on the mortgage than the one they had been offered.

According to the Canadian Real Estate Board, more time needs to pass before the effect can be gauged on the wider market.

One effect being felt immediately is homebuyers who are not able to put 20 per cent down are being qualified for mortgages about 20 per cent smaller, said Peckford.

“It’s really reduced what they can borrow,” she added.

In comparing this year to 2015, Frost said that despite the slowdown there have still been more sales this year than last. As of Saturday, November 26, total sales were 489 compared with the same period last year where only 424 homes were sold.

“Overall, we are up from 2015, which was a strong year itself,” said Frost.

There were 54 sales in October 2015 compared with only 25 this October, and 55.5 per cent of the sales this year went to outof-town buyers, people either investing in property or moving here.

Almost half of Powell River home sales in 2016 have been to out-of-town buyers, according to the latest board statistics.

Prices remain up, but demand is down a little and there are also fewer homes

available for sale, said Frost.

Despite an increase in local prices, Powell River remains relatively affordable compared to other areas in BC and, according to Frost, it is “a very desirable community.”

Preliminary results in the United States Department of Commerce rev ie w o f C atalyst Pap er Corporation’s export of supercalendared paper, if upheld, indicate a positive impact on the Powell River mill, according to Catalyst senior vice-president of human resources Len Posyniak.

In December 2015, the department levied countervailing duties against Catalyst and other Canadian producers at the rate of 18.85 per cent. Since then, Catalyst has paid more than $18 million in duties and legal costs, imposing a burden on its financial performance, most notably on the Powell River mill.

Posyniak said while the duties have been in place, the company has done as much as it can to offset the effects on the Powell River mill.

“What we’ve done is move the mill to other products to mitigate against the effect of the duty as best we can,” said Posyniak.

He added that almost all of

Catalyst’s supercalendared production is out of Powell River “so it’s very significant for the Powell River mill,” he said.

According to City of Powell River mayor Dave Formosa, if duties are lifted it will have a positive impact on the city. With the penalties Catalyst is currently paying, the mill is vulnerable and duties threaten the existence of the city’s largest employer and taxpayer, said Formosa.

“It’s good news because it also means that if Catalyst gets that $18 million back maybe some of that would come into capitalization to help keep us viable into the future with upgrades or capital

needs as required,” said Formosa.

He added if the ruling went the other way, the conversation would be around how much longer it would be before Catalyst closed its doors in Powell River.

Formosa said due to the fact that the mill might be able to obtain a surer financial footing if the duties are lifted, he would be very nervous about considering raising its taxes.

“Does this get me excited about if I can put the taxes where they used to be? No,” said Formosa. “Does it excite me that they may live another day to fight? Yes. Other councillors may think differently.”

Posyniak said the Department of Commerce’s decision preliminarily establishes that Catalyst has not received any material subsidies from the governments of BC or Canada.

“It doesn’t change the fact that we’ll continue to pay that duty until a final decision is made,” said Posyniak. “It is charged against the Powell River mill, so financially it makes it very difficult.”

According to Posyniak, final results of the review could come as early as February 2017.

The Powell River Regional District is looking for a Contract Caretaker to operate Shelter Point Park and Campground, 4919 Shelter Point Road, on Texada Island for the 2017 camping season. The Powell River Regional District requires a seasoned aviation professional to perform the duties of the Airport Manager to ensure compliance with the applicable requirements of Transport Canada, NAV Canada, WorkSafe BC, Canadian Aviation Regulations (CARs) and the obligations required of the Powell River Regional District and its Aerodrome Authorization Pursuant to CARs 302.01(3) by maintaining operational control of the Texada/Gillies Bay Airport (CYGB). This is a contract part-time year-round position reporting to the Manager of Community Services.

Some duties include facility inspection and follow-up, issuance of Notices to Airmen (“NOTAM”), coordinating any Transport Canada inspections and corrections as well as emergency response preparedness. The successful candidate will also be expected to prepare annual operating and capital budgets.

The individual shall be personable and possess the dexterity to effectively deal with the public and public relations as well as have the ability to succeed within a local government organization.
