New regulations protect home owners Hawkins Construction a fully licensed residential builder New Homeowner Protection Office (HPO) regulations and an enhanced licensing system for residential home builders will serve to protect homeowners, says Shane Hawkins, owner of Hawkins Construction. Hawkins has been building houses in the Powell River area for more than a decade. He says the BC government’s new requirement that all general contractors follow new regulations and enhance their current licences through HPO, a branch of BC Housing, will give homeowners peace of mind that their homes are being built to the highest standards. “Being a licensed builder is way more of a science than just being a guy with a hammer,” says Hawkins. “We have to attend mandatory schooling throughout the year to be educated and stay current on code changes and building practices.” As of March 6, the new HPO builder qualifications require that all general contractors demonstrate proficiency in areas related to residential construction, including homewarranty insurance, management/supervision, customer service, financial planning, budget management and construction technology. In addition to the new requirements for professional home builders such as Hawkins, the HPO also introduced new eligibility criteria for anyone wishing to build a new home as an owner-builder. Effective July 4, those who wish to build their own home will need to pass an Owner Builder Authorization Examination, along with paying an authorization fee of $425. Homeowners are then legally responsible for their work for up to 10 years after the build, no matter how many times the home is sold.

Hawkins says this makes the choice to hire a licensed builder more attractive for most homeowners. “I’ve seen the test criteria for owner-builders and it’s no walk in the park,” says Hawkins. “Why would you want that responsibility? Why not use a licensed builder?” HPO also recently established mandatory professional development in the building industry by requiring that all general contractors who have renewed their licences after October 2015 take continuing training as a condition of their renewal. All of these new regulations are ultimately working to help homeowners, says Hawkins. “I love it, it’s great. It’s bringing the industry out of the dark ages,” he says. “The more regulations to protect the homeowner, the better. It’s all about the end user; the one paying the bill.” C ompl i a nc e w it h t he Hom e ow n er Protection Act for residential builders, homeowners and developers now includes these new regulations and licensing requirements. This compliance ensures all homes being built or sold in BC are covered by homewarranty insurance where required. “Licensed builders like myself have a lot to lose if we’re not compliant,” says Hawkins. “Those who don’t comply have to pay fines and could lose their licence. We post a substantial bond when we first get our licence and the money is not released until the warranty expires on our last build. All of that protects the homeowner.” Hawkins Construction builds custom houses, from land clearing to occupancy. The company also provides project management and renovation services. A newly carved totem pole stands bathed in a spotlight at the corner of International Choral Kathaumixw’s Great Hall stage. In a special ceremony for the Opening Gala Concert on Tuesday, July 5, Tla’amin Nation elder Betty Wilson conducted a blessing of the pole watched over by carver Craig Galligos and his family. Special music from Tla’amin musicians and Kathaumixw singers enhanced the ceremony. At competitions and concert performances this week, audiences have listened to various choirs, chosen their own favourites, and wondered which one would be declared The Choir of the World at Kathaumixw. St. Stanislav Youth Choir won the first totem pole in 2014. It travelled all the way to Ljubljana, Slovenia, a city the size of Victoria, BC, located in a little corner of the Alps. A delegation from Powell River travelled to the European country in May 2015 to present the totem pole to the city. Tla’amin hegus Clint Williams was part of that delegation and told the audience at Tuesday’s opening that he intends to follow the totem pole again to its future location. Where will that be? At Kathaumixw’s Gala Closing Concert on Saturday, July 9, the winning choir and totem pole recipient will be announced. This year’s list of choirs includes those from Hong Kong, Hungary, New Zealand, Austria and South Africa, as well as from across the United States and Canada. Whether it is from near or far, one of them will earn a unique prize for its community as a tribute to its choral performances. Top choirs from various categories, as well as soloists, will perform at the Awards Concert Friday, July 8, in the Great Hall, beginning at 8 pm. One of the choirs performing will be the winner of the festival. While Kathaumixw is much more than competition, having such a unique award provides incentive to choirs to choose Kathaumixw over another festival, according to artistic director Paul Cummings. “This year we had 54 choirs apply to attend, enough for two festivals,” said Cummings, “so we believe it has made a difference.”

Thomas Noel Philip May 1, 1929 – June 25, 2016

It is with great sadness that we announce the passing of Thomas in his 87th year. Dad passed away peacefully with his family at his side in Powell River. He left behind his wife of 67 years Lilly, three children Ken (Irene), Marlene (Brian) Crilly and Norm (Terri), seven grandchildren Leanne, Brenda, Brandy, Jessica, Crystal, Scott and Reid and nine great-grandchildren Alexis, Griffin, Garrett, Shelby, Madyx, Morgan, Brynn, Mason and Parker. Dad was predeceased by his parents Graham and Amy Philip, brothers Griffin, Peter and John and sister Helen (Ridge). Dad worked for MacMillan Bloedel in the shipping department for 42-plus years before retirement. He loved fishing, gardening, trips to Hawaii and being with his family. A special thank-you to staff at Kiwanis Garden Manor, Evergreen Care Unit, fourth floor, emergency department and Dr. Svetlana Skobkareva for the wonderful care given to Dad over the years. International Choral Kathaumixw’s Gala Opening Concert

International Choral Kathaumixw’s Gala Opening Concert set the tone for the five-day festival with a parade of choirs from Canada, United States and overseas. The spotlight shone on stellar choral music, soloists and high-energy performances. Lieutenant-governor of BC, Judith Guichon, was in attendance, as were City of Powell River, Tla’amin Nation and Kathaumixw dignitaries. The biennial festival closes Saturday, July 9.
