COVID-19 relief funds and two state grants give Oak Ridge $2.2 million in new options

by CHRIS BURRITT OAK RIDGE – Oak Ridge Town Council plans to reevaluate how it’s going to pay for development of Heritage Farm Park after the emergence of three new sources of funds totaling $2.2 million.

An easing of restrictions on spending of federal COVID-19 relief funds through the American Rescue Plan Act gives Oak Ridge the option of spending its $1.66 million appropriation on the park, estimated

to cost $3.63 million, according to Mayor Ann Schneider. Separately, town leaders learned last month that a second round of funding by the North Carolina Parks and Recreation Trust Fund (PARTF) awarded the town a $490,000 matching grant for development of Heritage Farm Park.

Third, Oak Ridge won a $50,000 grant from the State Capital and Infrastructure Fund for developing the park and the veterans’ site slated for the property, Town Manager Bill Bruce said. As a result, the town council now plans to reassess how to finance the first-phase development of the park on 62 acres that run along N.C. 150 and abut

Summerfield open to selling Gordon Hardware, Martin house

by CHRIS BURRITT SUMMERFIELD – Summerfield Town Council plans to explore selling the historic Gordon Hardware building and the Martin house while retaining ownership of the Brittain Building, where Summerfield’s current town hall is located.

The future of the three buildings at the intersection of Summerfield Road and N.C. 150 is up for debate among town leaders as they await final plans for a new town hall slated for U.S. 220 and N.C. 150. If the council decides to proceed with construction of the new facility, the town could use the current town hall for overflow meeting space, Mayor Tim Sessoms said during the council’s strategic planning retreat last Saturday, Jan. 29.

The Historical Committee recommended the council explore the possibility of selling the Gordon Hardware building and the Martin house, based upon “substantial” costs to rehabilitate the structures. Town Manager Scott Whitaker said he recently talked to three potential bidders for the buildings, including one interested in buying both of them.

Whitaker said he urged the parties to contact him in February after he received guidance from the

“Finding private investment is probably the best direction to go,” said councilman John O’Day, citing refurbishment costs and echoing the sentiment of other council members.

By consensus, the council assigned Historical Committee members Mark Brown and Gary Brown (they are unrelated) to work with town staff to determine covenants that would require buyers to preserve historical features of the two buildings.

I recently noticed a lot of wooden stakes in the ground along the sides of N.C. 68 and 150 in the vicinity of the main intersection in Oak Ridge.

Can you explain why they are there?

Brian Ketner, project engineer for the North Carolina Department of Transportation (NCDOT), explained the stakes signal the start of the department’s roughly $7 million improvement project planned for Oak Ridge’s central business district.

The white-topped stakes mark NCDOT’s proposed right of way, or the outer limit of the property that the agency needs for the road work, Ketner said in an interview last week. The right of way contains the land where sidewalks and ditches will be located, not the roadway itself.

improvements, he said.

The timing of the property acquisition and the relocation of utilities will determine when NCDOT lets the contract, or opens bids from companies seeking to become the “prime” general contractor for the project, Ketner said.

Letting of the contract is currently scheduled for September, followed by the hiring of the general contractor. On that schedule, the relocation of utilities may occur in the fall, followed by the

start of road work in the spring of 2023.

Highway contractors typically don’t like to work during winter months because freezing temperatures hinder excavating, grading and packing of dirt, pouring of concrete and paving.

“They are limited in what they can do (during that time of the year),” Ketner said.

The work involves the installation of new traffic signals and pedestrian crosswalks at the N.C. 68 and 150 intersection and construction of two traffic circles, the first at N.C. 68 and Linville Road and the second at N.C. 150 and Marketplace Drive. Oak Ridge leaders sought the improvements to slow down traffic and improve safety for pedestrians and cyclists, part of efforts to create a “village feel” in the central business district.

Katie Marie Nelson:

BIG heart, BIG impact

by ANNETTE JOYCE Katie Marie Nelson has a big heart and likes nothing more than helping others and spreading joy.

One of the ways she’s found to do that is crocheting hats and scarves and giving them to her students at Greensboro’s Southern Guilford Middle School, where she teaches seventh grade math.

During the 2020 lockdown, Nelson and her stepmom, Peggy Nelson, made about 60 sets of hats and scarves for her homeroom students. It wasn’t until students returned to the classroom months later that she was able to pass them out.

Once the kids saw them, it seemed like everyone wanted to own a “Katie Marie original.”

“Students started asking for them with certain colors,” the Colfax resident said. “I soon realized there were students who weren’t asking because they were too shy, so I made an order form for students who didn’t want to ask me directly.”

Nelson’s idea to give the hats and scarves to her students came about as she searched for a way that she could make a positive difference in their lives.

“I work in a low-income school, and we have a good number of kids in single-parent and multi-generational households or in transition,” she said. “When you give someone a homemade hat it brings them joy, and that brings me joy.”

Although she has seen the relationships with her students become richer through her giving, Nelson also

admits there’s a selfish component to this project.

“I started doing this because I was struggling to feel productive and this gave me a way to see my accomplishments,” she said.

It takes a lot of yarn to make the hats. Nelson has raided Peggy’s large stash of yarn and purchases the remainder from her favorite retailer, Hobby Lobby. Once the weather turns warm, she’ll put away the yarn and begin focusing on the large garden she and her partner, Chase Gustine, and her dad, Mike Nelson, enjoy cultivating during the summer.

Her giving spirit extends to what she produces from her garden. Family, friends, her pharmacist, chiropractor and staff at her doctor’s office have all been recipients of bags of vegetables when the crops are abundant.

Nelson is also a big giver when it comes to the American Red Cross, and has been donating blood since she gave her first pint at a Northwest Guilford High School blood drive when she was 17.

“You could potentially save up to three lives just by sitting there,” she said. “To me that’s a really big deal.”

A few years ago, Nelson, who had been involved with the blood drive Central Baptist Church in Oak Ridge sponsors, took over as coordinator. Under her leadership, the number of blood drives held at the church has doubled and the pints of blood collected at each drive have increased from a goal of 30 to 44.

With every event, she strives to top the previous goal.

Nelson tries to make sure the blood donors have a positive experience and looks for ways to connect to them by providing homecooked food, passing out thank-you notes or simply spending time talking with the folks who come to donate blood. She encourages people to sign up for the church’s next blood drive on Tuesday, March 8.

With all she does, Nelson still finds time to share her musical talents by playing baritone in the CBC Wind Ensemble. You’ll also find her participating with her father in Revolutionary War reenactments three or four weekends throughout the year – she’s the one in the heavy dress, cooking over a fire. Ever the teacher, she relishes bringing history to life and sharing it with others.

Couch is starting to meet with Summerfield leaders, six months after withdrawing his application for a text amendment to the town’s development rules. His original proposal drew criticism from some residents for its lack of specifics, fueling opposition to higher density housing he proposed for Summerfield Farms and several other tracts cutting a wide swath from Summerfield Road to Interstate 73.

“This land is calling upon me to do it right, and that is, provide access, provide connectivity, provide an outdoor lifestyle with multiple different options for people to be here in Summerfield,” Couch said in an interview earlier this week.

Practically speaking, the addition of rental units and other multifamily housing on Couch’s property would push density higher than Summerfield’s zoning rules allow for single-family houses on lots with minimums of 30,000 and 40,000 square feet. Such RS-30 and RS-40 zoning sets the maximum overall gross density of one unit per acre, according to the town’s unified development ordinance (UDO).

a reason to reject his proposal. At the same time, he’s betting that other residents and council members are going to be more open to increasing density in exchange for the benefits his design will offer not only to residents of the development, but to the Summerfield community.

A map with the working title “Summerfield Villages” shows housing clusters surrounded by rolling pastures preserved as green space and winding, tree-lined streets with sidewalks where “it feels right to go 8 mph,” said Victor Dover, a founding principal of design firm Dover, Kohl and Partners of Coral Gables, Florida, hired by Couch to design the project.

Couch points out that more than eight miles of trails for walkers and bikers would connect the villages and the shopping center he plans to build on N.C. 150 at I-73. The trails would also connect to public trails such as the Atlantic & Yadkin and Piedmont greenways, enabling residents in his development to hop on bikes at home and cycle to Greensboro or Winston-Salem.

Single-family homes, including townhouses, would make up about two-thirds of the total number of dwellings, Dover said. He cited Habersham, an award-winning community in Beaufort County, South Carolina, as an example of a successful, welldesigned development with a variety of housing types.

Couch said apartments would be limited to four of the 11 villages in his development. They would be located on the site of the shopping center near I-73 and N.C. 150 and two other corners of the interchange.

The fourth site for apartments would be the eastern-most village, located between Summerfield Road and Pleasant Ridge Road across from the entrance to the Farm at Summerfield, a subdivision developed by Couch about 20 years ago.

Construction of rental apartments and smaller houses and townhomes for sale would enable people with more moderate incomes, such as young families, to move to Summerfield, while allowing empty nesters to downsize and continue living in the town, according to Couch and his designers.

The text amendment being sought

by Couch would create a new zoning district, called OSM-V, or open space mixed use – village. It would allow for higher density housing than

allowed by the UDO. Couch said he’s paused discussions with the city of Greensboro about extending water and sewer lines to his property until the council votes on his text amendment request.

If the council approves creation of the new district, Couch and town officials would negotiate a development agreement for enforcing design and construction standards. It would also regulate the types of housing allowed in the villages.

Couch reiterated that his plan embraces all key concepts of Summerfield’s comprehensive plan, which encourages construction of moderately priced houses and preservation of green space. While the UDO adopted by the council last year loosened density regulations in some zoning districts, the rules don’t allow construction of apartments.

“This definitely helps us with our fundraising,” Schneider said in an interview last week, adding the council plans to discuss the topic during its Feb. 9 planning session for the town’s capital improvement plan.

After the town council learned last September that the town had failed for a second consecutive year to win a PARTF grant, it opted to borrow $2.75 million from Truist Financial for financing the development of Heritage Farm Park and use $855,000 earmarked in the town’s current budget.

The three new funding sources offer more options.

“I think it is likely we will still take out a loan of some size,” Schneider said.

Exactly how much – if any – the town will now seek to borrow is up for council discussion.

Easing of rules governing how municipalities can spend appropriations

from the American Rescue Plan Act now permits spending on capital projects, such as developing Heritage Farm Park, according to Schneider. Earlier, restricted-service governments such as Oak Ridge were allowed to spend the money on water, sewer and broadband projects.

Oak Ridge leaders are also evaluating whether they can spend ARP funds to cover the town’s $490,000 matching portion of the PARTF grant, Bruce, the town manager, said. The town learned of the grant a few weeks ago, when the PARTF Authority announced the approval of $28.6 million in capital improvement projects and land acquisitions for state parks and an additional $13.6 million in grants to fund 41 local parks and recreation projects.

The second round of grants this fiscal year resulted from the recently enacted state budget’s allocation of an additional $101 million to PARTF.

Preview: Feb. 3 Oak Ridge Town Council meeting

OAK RIDGE – State legislators John Faircloth and Jon Hardister plan to present a $50,000 small town development grant to Oak Ridge during the Town Council’s meeting this Thursday, Feb. 3.

The grant from the State Capital and Infrastructure Fund will help pay for developing Heritage Farm Park and the veterans’ site slated for the property, according to Town Manager Bill Bruce.

Bruce will update the council on another financial boost for the park – the awarding of a $490,000 matching grant from the North Carolina Parks and Recreation Trust Fund that, if accepted by the council, would help defray costs for the $3.63 million project. (See related article on p. 2.)

Agility sport brings joy to dog owner and her canine buddies

There’s something mesmerizing about watching dogs whip through an agility course. Over the jumps, through the tunnels, up and down the teeter and across the dog walk they go as their human directs them with movement, body signals and voice commands. The team’s goal? Make it to the finish line with as much speed and accuracy as possible.

Debbie Crews got caught up in the world of dog agility about 15 years ago when she was looking for a way to bond with her young rat terrier, Kodi, and to give her high-energy pup an opportunity to burn off some excess energy.

“Kodi was the smallest dog in the class, but she was very adventuresome and loved doing anything as long as it was the two of us,” Crews said.

The two quickly gelled as an agility team and loved nothing more than going through a well-laid-out obstacle course. Although Crews had her eyes focused

on competing, there was much training to be done before they were ready to step into the show ring.

“It’s probably a good year to two years of training before you can enter a trial,” the Kernersville resident said.

Besides the dog learning to clear various obstacles including jumps, tunnels, weaves and a dog walk, there are intricate details that must be learned as well – such as hitting contact points on certain obstacles and making sure to stay in place until the teeter hits the ground before jumping off. And, all of this must be done at a fast pace and in a specific order. That’s where the handler’s job comes in.

While this is a great workout for the dog, there’s no lollygagging for the handler, who must be equally mentally and physically invested. The handler remains in motion and makes sure the dog runs the course in the correct order.

“There are a lot of things that are very technical,” Crews said. “Where to run, when to turn and when to cue your dog.”

Although Kodi had to retire from the sport at the age of 4, the feisty little dog definitely gave Crews a run for her money.

It was so much fun, and we were both learning together,” Crews said.

Crews made the difficult decision to pull Kodi from the sport after she ran off a dog walk because of an issue with her eye that made it difficult to see. Fortunately, she found another sport the two could safely participate in.

By this time, Lexi, another rat terrier, had joined the family and begun agility training with Crews. Even though she was working with the same breed, Crews quickly discovered that each dog learns differently.

“In the beginning, I’d take off running and she wouldn’t leave the start line,” Crews laughed. “It didn’t take her long to figure things out, and at 9 years old, Lexi still runs occasionally.”

Crews said when she first started competing, she became an “agility junkie” and if there was a trial close by, that’s where she would be.

“The weather didn’t bother us. We ran in the snow and rain,” she said.

Since then, the competitions aren’t as important as much as just having fun with her dogs, which now include Orca, Meeko, and the friends they’ve made along the way.

Over the years Crews has constructed several different obstacles and has a full agility course in her fenced-in backyard. She loves putting her dogs through their paces and inviting friends and their canine companions over for backyard picnics and agility practice.

A few years ago, Crews retired from her full-time IT job and decided she wanted to share her passion with others. She’s now an agility instructor at Dog Gone Fun in Kernersville.

Although Crews is partial to rat terriers, she said almost any dog breed can participate in agility, as long as the dog has the desire and is physically able – and on that note, she said she’s seen a three-legged dog successfully compete.

She encourages anyone interested in agility training to sign up for a class and give it a trial run. And, she notes that making sure you like the sport is as important as your dog liking it. Recalling a friend who gave agility a try, she said, “My friend said that she went to her first and last agility class. ‘I found out I had to run,’ she told me.”

For Crews, having to run is a small price to pay for the enjoyment both she and her dogs get from agility and their The Northwest Observer time together.

“For the most part, we are going to maintain a two-lane operation,” Ketner said, adding that road closures will be at nighttime. To keep vehicles moving,

workers will shift traffic from one lane to another and route traffic to shoulders and temporarily paved areas, he noted.

Motorists may want to find alternative routes during the construction, Ketner advised.

“With the high density of traffic, there’s no way to close the roads down,” he said. “We have to maintain traffic flow.”

Boom Supersonic, the company building the world’s fastest supersonic jet, announced last week it has selected Piedmont Triad International airport in Greensboro as the site of its first full-scale manufacturing facility, the Overture Superfactory. Carrying 65 to 88 passengers, Overture is capable of flying at twice the speed of today’s fastest passenger jets. When asked about noise from Overtures as they fly over homes during the testing phase, Boom’s president, Kathy Savitt, said during a press conference on Jan. 26 that Overture will fly faster than sound only over the ocean.

As a homeowner who lives near Piedmont Triad International Airport (PTI), I am sometimes disturbed by airplane noise.

So, I’m worried after seeing the announcement last week that Boom Supersonic plans to build and test airplanes at the airport. Won’t the

jets flying faster than sound cause sonic booms and rattle windows around PTI?

Other people have also expressed concerns about the possibility of sonic booms around PTI since the Overture airline to be produced by Boom Supersonic will travel as fast as 1,300 mph. According to the U.S. Air Force, a thunder-like sonic boom occurs when an object, such as a plane, travels faster than •sound Totally local750 since – about mph1996 at sea level.

In response to a reporter’s question during last week’s announcement by Boom Supersonic, the company’s president, Kathy Savitt, said Overture will fly faster than sound only over the ocean.

When the plane flies over land, it will travel slower than sound.

Savitt explained that PTI’s proximity to the Atlantic Ocean is one reason Denverbased Boom Supersonic selected the airport for its first manufacturing facility. Initially, pilots testing the airliner will fly roughly half an hour to the ocean before accelerating to Mach 1.7, or 1,304 mph, she said.

The same speed rules will apply after regulators approve the airliner for carrying passengers, she said.

“We follow all current noise guidelines,” Savitt said. “In the United States and really anywhere throughout the world, our plan is to fly only supersonic over the water and subsonic over the land.”

OBITUARY Brian Edward Ainesworth, 53, passed away on Sunday, Jan. 30, at Wesley Long Hospital surrounded by his family and in the arms of his loving wife.

A memorial service will be held at 2 p.m. on Friday, Feb. 4, at Oak Ridge United Methodist Church, with Pastor Mike Carr officiating. The family will receive friends an hour prior to the service at the church.

A native of Cedar Rapids, Iowa, Brian was born on Aug. 10, 1968, the son of the late Billy Gene Ainesworth and Catherine Poston Ainesworth. In addition to his parents, a sister, Judi Parmer, preceded him in death.

On June 25, 1986, he married his high school sweetheart, Tracy Hewett. He was a loving husband and father and will be greatly missed by all who knew and loved him.

Mobile Makeover update 15 mobile classrooms on Northwest High School’s campus have been adopted for renovations this summer, leaving nine still in need of sponsors

by PATTI STOKES Northwest High School’s PTSO hosted an open house Jan. 29 for community members and leaders to tour the 24 mobile classrooms occupying the school’s campus for over two decades. Through its “Mobile Makeover” project, the PTSO is seeking the community’s support in “adopting” the classrooms for long overdue renovation and repairs.

Despite some snow the night before the open house, about 100 people came to the school’s campus the following morning for a look inside the classrooms. Most were surprised at their condition.

Besides the need for new roofs, gutters, decking and step replacement on the exterior of the classroom units, worn, dirty carpet, sagging yellowed blinds and dented wooden bookshelves are common to most of the classrooms. And then there is the mold on several of the bathroom ceilings.

One mobile classroom has had no heat for the last few weeks, the heating unit apparently damaged in a mid-January ice storm. NWHS senior Jasmine Gee said she attends class in that mobile unit every day.

“The teacher had to bring in multiple space heaters,” Gee said. “She tries to space them out – there are three – and it’s either really warm if you’re next to it or chilly if you’re further away from it.”

The mobile unit’s bathroom can also be “gross” sometimes, Gee said. And for certain bathroom needs, she said students just get a pass and go into the main building.

Gee pointed out that all history and social studies classes are taught in mobile units, and since every student at the high school must take four history classes, they’re well used. She’ll soon be graduating and won’t personally benefit from the renovations, but she said she’s excited that thanks to the PTSO’s efforts, her younger brother will.

Greg Shue, who has taught history in a mobile classroom since he started teaching at NWHS in 1999, was at the open house on Jan. 29.

“They have aged, as anything would over 20 years of being exposed to the elements and having 150 kids in them each year,” Shue said of the mobile units when speaking with the Northwest Observer. “The maintenance of them needs a lot of work, so we’re grateful for this (Mobile Makeover project) to bring

things up to a better standard.”

Shue confirmed the needs in the mobile classrooms are many and include new roofs (“most of them leak or have leaked,” he said); new subflooring; new carpet or other floor covering; repair of stairs and decking leading to the exterior classroom doors; interior ceiling repair and exterior wall repair.

“They show their age and insufficient maintenance over the years, and again, we’re just grateful to bring things back up to standard,” he said.

Some who came to the open house have committed to adopting a mobile classroom for renovation, others were parents, a few were town council members, and two were candidates for county commissioner.

Of those running for office, Stallings said, “I wish them all well in their campaign and hope whoever wins keeps our school in mind, especially now that they’ve seen it up close and in person.”

by PATTI STOKES Despite the familiarity of winning a state championship, the excitement never wanes for Coach Jennifer Loveday-Donovan, her fellow coaches and of course, her cheerleaders. The Northwest High School head varsity cheerleading coach said her cheer team’s Carolina Cup win at the North Carolina High School Athletic Association’s state championship in December was every bit as exciting as the first time her cheerleaders were awarded the cup.

“Because every team is different, it’s a different experience,” LovedayDonovan told the Northwest Observer.

“We were on pins and needles through the rest of the day to see if anyone else scored higher than we did,” Loveday-Donovan said.

At 9 p.m. that night, the announcement was made that out of 139 teams competing, no one had scored higher than Northwest High School.

As reigning state champions, for the first time, the Northwest High School cheerleaders and coaching staff will now be heading to Nationals, which will take place in Orlando, Florida Feb. 11-14. There, they’ll compete against about 45 other teams in the small varsity, non-tumbling division.

“People have asked if we’re freaked out by Nationals and competing against 45 other teams,” LovedayDonovan said. “My answer is, ‘No, we just beat 139 other teams with top-tier programs, so it’s all kind of relative.

We are the best team in the state.’”

Loveday-Donovan appreciates her coaching staff’s contributions to this year’s success.

“We have a really good coaching

staff,” she said. “Obviously, I’m the head coach and get to make the final decision, but I want it to be one that we all make together. If we win, we win together and if we lose, we lose together. Each of us has our own specialty. And obviously, it works.”

She also credits the school’s administration, saying “We have the program we have because the administration of the school trusts us to do what is right by the students and the parents.”

And last, she gives the highest marks to her cheerleaders, who are not only hard-working and talented, but shine in the classroom and in the community.

“I’ve got kids in the Top 3 academically, and I’ve got kids involved in community service,” Loveday-Donovan said, emphasizing her commitment to help her cheerleaders balance competitiveness with developing character and caring for others. “We’ve always wanted to do community service projects and this year we’ve done it – the cheerleaders have participated in the Reading with the Vikings program, and collected 400 books to deliver to kids.

Every team member read a children’s book and we’re going to host it live for kids who maybe don’t have someone to read to them. And last month we collected food for the backpack program.”

The PTSO is accelerating its efforts to get the remaining nine units adopted so that work on all of them can be completed this summer when school is not in session. To that end, board members are beginning to shift their focus to seek individual donations from alumni, parents, community members and others.

“I have noticed on social media

where people are saying, ‘I went there, and those mobiles were there when I was a student,’ and ‘the students and teachers deserve better,’” Stallings said.

“I love the buzz it is getting, and I would just ask for the community to consider making a donation based on their personal connections to the school.”

Boom said it plans to break ground later this year on 65 acres along Interstate 73 for its approximately 400,000-square-foot facility. The company plans to start hiring next year.

Production is slated to begin in 2024, with the rollout of the first Overture in 2025. Boom plans to start flights in 2026 and to carry its first passengers by 2029.

Traveling at twice the speed of today’s airlines, the slender, sleek

plane will carry 65 to 88 passengers, according to Boom. It will run on 100% sustainable aviation fuels.

Boom joins FedEx, Honda Aircraft Company, HAECO Americas and Cessna as major tenants at PTI, bolstering the airport’s efforts to attract aerospace manufacturers and other companies to more than 1,000 acres it’s designated for economic development.

Boom said it selected PTI over other U.S. cities because of the Triad’s aerospace workforce, technical schools, close proximity to aerospace suppliers and a half-hour flight to the Atlantic Ocean, where supersonic testing will occur. (See related Q&A on p. 12.)
