At the time, our staff had been providing answers to many of our readers’ commonly asked questions since our flagship publication, the Northwest Observer, was introduced in 1996. Shortlyafterincorporatingin1996,Summerfieldapproved voluntaryannexationrequests;thetownnowencompasses 26.56milesandisGuilfordCounty’sthirdlargestmunicipality. The Town of Summerfield owns properties at all four corners of the N.C. 150 (Oak Ridge Road) and Summerfield Road intersection. Plans to renovate the historic Gordon building at one corner of the intersection and the historic Martin House diagonally across the street from it werescrappedafewyearsagoaftercostestimatesprovedto beprohibitive.Recentlytherehasbeeninterestfromoutside sourcesinpurchasingthetwobuildings,somethingthetown council was to discuss at its annual retreat in January 2022. Thankstoa700-footsidewalkcompletedin2019,pedestrians andcycliststravelingontheAtlantic-Yadkin(A&Y)Greenway, whichbeginsindowntownGreensboroandcrossesStrawberry Road in Summerfield, can now travel through the pedestrian tunnel underneath U.S. 220 to Summerfield Road. Last year studentsfromNorthwestGuilfordandNorthernGuilfordHigh Schoolscompletedamuralontheinsideofthe110-foot-long tunnel with an “abstract, bold take on a park scene.” Thetownhasbudgeted$50,000thisfiscalyearforright-of-way progressontheA&YGreenway(South),whichispartofNorth Carolina’s Mountains-to-Sea Trail. Othercapitalprojectsinthe2021-22FYbudgetincludecompletingthemajorityofconstructionona9,000-square-foot town hall to be located on a 13-acre tract the town owns at the corner of N.C. 150 and U.S. 220; completing the town’s landuseplan;HistoricalCommitteeprojects;andimprovements to the town’s athletic park on U.S. 220. The desire of Summerfield Farms owner David Couch to create a Traditional Neighborhood Development on almost 1,000 acres he owns in Summerfield would have a far-reaching impact on the town and has consequently promptedmuchscrutinyanddebateamongtownstaff, councilmembersandcitizens.Thedevelopmentwouldincludeavarietyofhousingtypesatawiderangeofprices, someclusteringofhouses,atrailsystem,commonopen spacesandtree-linedstreets;Couchisexpectedtopresent his development plan to the town in early 2022. Likesomanyothersmallcommunitieswhoseroots are in farming, Summerfield continues to face the challenge of balancing growth with residents’ desire to preserve its rural character.

PiedmontLandConservancyishelpingSummerfieldseekadditionalfundstohelppayforthe developmentofthepark,estimatedtocost$1.79million.Theparkisenvisionedasanetworkof loopingtrails,aplaygroundandasectionofthePiedmontGreenway,aproposed19-miletrailfrom Greensboro to Winston-Salem.

Planning advances for over-budget town hall

After pledging to spend no more than $3.5 million for a new town hall, SummerfieldTown Councildecidedtoproceedwithfinalplanningfortheproject,althoughit’sestimatedtoexceed the original budget by about $272,934. Thecouncilvoted3-2inNovembertoauthorizeCreech&Associates,theproject’sarchitect, andconstructionmanagerSametCorp.toproceedwiththedesignofthebuildingandfinalize costs.Thetown’sFinanceCommitteeisevaluatinghowtopayfortheproject–cash,borrowing or a combination of both – if the council decides to proceed with construction. Summerfieldleadershavebeendiscussingconstructionofanewtownhallforabout20years. Notingthatpreviouseffortsstalledagainandagain,MayorBJBarnessaid,“Ithinkweshouldgo ahead and get this done.’’ In December, Barnes ended his term as mayor. In August, citing“divisiveness in the community,”Couch withdrew his application for a text amendmenttothetown’sdevelopmentregulationsthatwouldallowhigherdensityhousing. As of mid-January 2022, Couch had not yet unveiled another proposal for development of SummerfieldFarmsandseveralotherparcelsheownsthattotalabout1,000acresandextendfrom Summerfield Road to Interstate 73.

SummerfieldleadersareregroupingaftertheGuilfordCountyBoardofCommissionersrejectedthe town’s efforts to impose its zoning rules on property owners on its eastern and southern borders. ThecommissionersvotedunanimouslyinNovembertodenySummerfield’srequesttoestablish anextraterritorialjurisdiction(ETJ)inatwo-mile-widebandofunincorporatedGuilfordCounty.In early2020,SummerfieldTownCouncildecidedtoaskthecountytocedezoningcontroloverthearea so the town can regulate the density of residential development on the town’s borders. The commissioners sided with two ETJ opponents: the city of Greensboro and heirs of Lunsford Richardson, the inventor of cold salve Vicks VapoRub. The family owns about 1,000 acres in the area proposed for the ETJ. GreensboroCityCouncilaskedthecommissionerstodenySummerfield’srequestuntilthecity canevaluatehowestablishmentofanETJwouldimpactitsgrowthplansandinvestmentsinthe area, including its extension of water and sewer lines. AT A GLANCE Stokesdale was originally established in the 1860s as Green Pond because of a swampy pondinthegeneralareaofwhatisnowEllisboro Road and N.C. 68. The town of “Pond” was renamed “Stokesdale” in 1887; it is not certain whether the name was in honor of a railroad executive, a train conductor or the man who surveyed the area at the time. Firstincorporatedin1907,Stokesdalewentbankrupt duringtheDepressionandbecameinactiveinthe 1930s. After its charter was revoked in 1971, the town incorporated for a second time on Nov. 9, 1989, and has steadily evolved into a healthy, growing community. After purchasing 25 acres on Angel Pardue Road in 2004,thetownconstructeda6,600-square-foottown hall which was completed in April 2011. The town park,whichisalsoontheproperty,hasbeendeveloped overtheyearsandnowoffersathleticfields,picnicshelters, a walking trail, horseshoe pits, volleyball courts anddiscgolf;anadjoining9.8acreswaspurchasedin September 2021 for future park expansion. Stokesdale is the only town in northwest Guilford County that does not levy a property tax, and that operatesitsownmunicipalwatersystem.Theinitial water system was installed in 2003 after the town receiveda$3milliongrantfromthestatetoaddress contaminatedwaterinsomepartsofthecommunity.Withhundredsofnewhomesonthehorizon, the town continues to assess its water system infrastructureneedstoservenewhomeownersas well as existing homeowners not yet served by the water system.

Council plans for growth, water system expansion

Withseveralresidentialsubdivisionsonthehorizonanda300-acreindustrialparkunderway justafewmilesfromthetown’sborder,Stokesdale’stownleadersbeganexploringoptionslast year for a secondary water source and an expansion of the town’s water system. Sincethetown’swatersystemwasinitiallyinstalledin2003,Stokesdalehascontractedwith Winston-Salem/ForsythCountyUtilitiestopurchasewater;itcurrentlyusesabout120,000gallons/day of its contracted 300,000 gallons/day. Inresponsetotheanticipatedresidentialandcommercialboon,thenmayorJohnFlynttold fellowcouncilmembersinOctober2020thatStokesdalehasa“ton”ofhomesonthehorizonand developers “knocking on the door all the time.” “Ifwe’regoingtodoublethewatercustomersinthenextthreeorfouryears,weneedtoplan,”hesaid.

Town to receive $720,000 in COVID-19 federal funds

Water projects topped the town’s priority list for spending $720,000 it will receive from federal COVID-19 relief funds appropriated to Guilford County through the American Rescue Plan Act. Whenthetownwasnotifiedofthefunding,formerStokesdalemayorJohnFlyntsaiditcouldhelppay forasecondwaterlinefromWinston-Salem,whichsupplieswaterforStokesdale’smunicipalwatersystem. Accordingtofederalrules,Stokesdalewillhavethreeyearstoobligatethefundingandfiveyearsto spend it.

Land purchased for future park expansion

StokesdaleTownCouncilvoted3-2lastSeptembertopurchase9.8acresadjoiningthetown parkfor$214,000.ThenmayorJohnFlyntandmayorprotemThearonHooksvotedagainstpurchasing the land at $24,000 over its appraised value. In 2018 the town acquired “the Whitakerproperty,”consistingof62acresofopenlandthat abutsOakRidgeTownHallonLinvilleRoad,withfrontageon N.C.150.Thetownhopestogetconstructionunderwaythis spring to develop the Whitaker property, which has been named “Heritage Farm Park,” for an expansion of its existing park. Heritage Farm Park will initially offer two lighted multi-purposefields,atrail,aplayground,picnicshelters, restrooms, a parking lot and a site to honor veterans. Oak Ridge officials have been exploring options for a municipal water system since soon after incorporating 24 years ago. In 2019 the state legislature distributed equallyamongOakRidge,SummerfieldandStokesdale theremaining$3.4millionthathadbeenearmarkedfor aregionalwatersystemstudy,contingentuponeachof themunicipalitiesusingthefundingforwater-related projects. Oak Ridge plans to use its $1.1 million share, and funds from a $2.1 million allocation from the county through the American Rescue Plan Act, to help establish a municipal water system that will initially serve new subdivisions with 30 or more houses; after a year of negotiations, the town enteredintoacontractwithEnvirolinkinJuly2021 to establish and operate the system.

WHAT MADE THE NEWS IN 2021 Heritage Farm Park moving ahead

OakRidgeleadersaremakingfinalpreparationstoexpandTownParkwiththetransformationof 62 acres of old farm land behind Town Hall into Heritage Farm Park. Oak Ridge Town Council voted unanimously in October to line up financing and a general contractorforthepark,estimatedtocost$3.63million.AlthoughthetownfailedtosecureaNorth CarolinaParksandRecreationTrustFundgrantearlierintheyear,itreceivedwordinJanuary2022 thatthankstothestatemakingadditionalfundingforparksavailable,thetownwasbeingawardeda matching grant in the amount of $490,000. InDecember,thetownadvertisedforbidsforageneralcontractorwhilenegotiatingwithTruist Financial to borrow money and tap cash reserves to pay for the project. OakRidgeexpectstoreceivestateapprovalforfinancingoftheprojectMarch1,allowingconstruction to begin in the spring, according toTown Manager Bill Bruce said. Spending will cover gradingandinstallationofutilities,alongwithconstructionofrestrooms,aparkinglot,twolighted multi-purpose fields, a trail, a playground and picnic shelters.

Growing donations for veterans site

Donations are climbing forVeterans Honor Green, a site within Heritage Farm Park that will honor veterans. AsofearlyDecember,contributionstopped$49,000,oraboutathirdoftheproject’s$150,000 goal,accordingtoPattiDmuchowksi,chairofthetown’sSpecialEventsCommittee;thecommittee is leading efforts to construct the veterans site. OakRidgeTownCouncilcommittedtoproviding$68,000inmatchingfundsovertwoyearsfor constructionoftheproject.Renderingsshowacurvedconcreteboardwalkleadingtothecircularsite with granite monuments honoring the different military branches.

Municipal water system nears start

The town council voted 5-0 in November to adopt a resolution seeking state environmental approvalforcreatingawatersystem,anideatownleadersbegandiscussingsoonafterOakRidge’s incorporation in 1998. Theresolutionaddressesthreedocuments–awatersystemmanagementplan,waterrulesand awaterconservationplan–submittedbyOakRidgetotheNorthCarolinaDepartmentofEnvironmental Quality for approval. In July, the town hired contractor Envirolink Inc. to establish and operate the water system, describedbyMayorAnnSchneiderasa“modest’’systeminitiallyservingnewsubdivisionswithat least 30 lots. ThesystemmayeventuallyexpandtoprovidewaterforfireprotectionandtoOakRidgehomeownerswhowanttoswitchtomunicipalwaterfromcommunityandprivatewells,accordingto town officials.
