WELCOME Xx WELCOME TO COUNTER TERROR BUSINESS 365 Thank you for joining us today for CTB365’s Radicalisation & Extremism: The Bigger Picture – brought to you by the team behind the Counter Terror Business brand. The ongoing inquiry into the way prisons deal with convicted terrorists has raised concerns of a growing wave of radicalisation behind bars. Leading the inquiry, Jonathan Hall QC said: “There has been a steady drumbeat over recent years of terrorist attacks against prison officers, and an increasing number of individuals who may well have formed their terrorist intent in prison under the influence of high-status terrorist prisoners… We need scrutiny of how prisons operate to either contain, or worse encourage, terrorism.” There can be no doubt that the petri dish atmosphere in the UK prison system is ill-equipped to prevent vulnerable, malleable and disillusioned young offenders (often with mental health issues) from being ‘converted’ to a harder, more violent and extreme individual, not only more capable, but more motivated to carry out terrorist acts on their release. We only have to look back to the events at Fishmongers Hall in November 2019 – where recently released Usman Khan fatally stabbed Jack Merritt and Saskia Jones at a prisoner rehabilitation event, then going on to injure two others before being shot dead by police officers – to see that the custodial deradicalisation program was ineffective. Indeed, the Prevent officers tasked with monitoring Khan had “no specific training” in handling convicted terrorists. At the time of writing, the inquest was ongoing. Let us hope that the lessons learnt have not come too late to prevent another savage attack. How can the extremist education agenda be thwarted in the prison system? Should solitary confinement for terror-related offences be mandatory? Does the deradicalisation process need strengthening and revalidating? Should all prison officers be ‘Preventtrained’ to be able to better spot those inmates in danger of being exposed to cancerous cellmates, hellbent on turning the prison system into a terrorist training camp? How do we address the issue of online radicalisation? Do ISPs need to intervene earlier? The head of Counter

Terrorism Policing, Assistant Commissioner Neil Basu, said that the last 12 months of national lockdown had increased the risk of radicalisation due to groomers seeking to exploit children’s isolation and spending more time on the internet. Only recently, a 16-year-old boy from Cornwall was sentenced to a 24-month youth rehabilitation order for offences against the Terrorism Act. He was identified as the leader of the UK cell for the worldwide online extremist group Feuerkrieg Division (FKD), promoting right wing terrorism, white supremacy, homophobia and racism. SPEAKERS Philip Ingram, Journalist & Intelligence Specialist Philip Ingram MBE BSc MA GCLI is a widely published journalist, specialising in the security and intelligence arenas, who has built on a long and senior career in British Military Intelligence, with years of experience in all aspects of intelligence and security as well as strategic planning. Slightly tongue in cheek in his Twitter profile, Philip refers to himself as an, ‘Ex spy, specialised in taking over countries, now writes and broadcasts about things intelligence, security, cyber, CBRNE (that is Chemical, Biological, Radiological, Nuclear and Explosives), geopolitics, terror and more’. Philip now runs his own media company, Grey Hare Media, and between the Army and this, he was a sales and marketing director for a large cast steel manufacturer, learning about business, and then managing director and editor in chief of a B2B Security focused print and online publication.
Mubin Shaikh, Professor, School of Public Safety Seneca College & NGO Counter Extremism Specialist Mubin Shaikh is a former supporter of the global Jihadist culture who became an undercover operative for the Canadian Security Intelligence Service and the Royal Canadian Mounted Police (RCMP), Integrated National Security Enforcement Team (INSET). Shaikh worked multiple classified infiltration operations, online and on the ground. The last investigation became public when the RCMP in the ‘Toronto 18’ terrorism case of 2006 arrested 18 individuals. In total, 11 aspiring violent extremists were convicted after five legal hearings over four years in which Shaikh was the main Fact Witness. Shaikh was subsequently involved with the ISIS social media boom having infiltrated their networks online and deals with the Foreign Fighter file including Returnees and rehabilitation at the international level. He has a Master of Policing, Intelligence and Counter Terrorism (MPICT, Macquarie), is an external SME (Subject Matter Expert) to international diplomatic and expert institutions, and trains police, intelligence and special operations forces on a range of topics. Shaikh is currently a Professor in the School of Public Safety at Seneca College, and a Counter Extremism Specialist for the NGO, Parents for Peace. Shaikh is also co-author of the acclaimed book, Undercover Jihadi and is featured in a permanent exhibit at the new International Spy Museum in Washington, D.C. under, ‘Preventing Terror’.
Shaun Greenough, ex Counter Terror Policing Shaun Greenough been in UK Policing for over 36 years having joined in 1983 and is recognised as one of the most experienced former Operational Counter Terrorism Police Officers in the UK. He has worked multiple high level operations that have saved hundreds of lives. This has included the Transatlantic Bomb plot, one of the biggest Al-Qaeda plots to have ever been foiled. His main area of expertise has been intelligence acquisition and intelligence management and for the last 12 years he has engaged in Counter Terrorism Policing in a wide range of roles, including managing intelligence gathering and assessment within several different departments. More recently, Shaun has been working in the Prevent arena, initially being involved in the Channel Programme and then within referral management. He has also managed a wide range of intervention work both within the Channel Programme and outside of it. Within this role he has worked alongside active investigations and intelligence operations where Prevent activity has been required. Shaun now works with The Unity Initiative, using his vast experience to create a safer world.

SPEAKERS Liam Duffy, Advisor, Counter Extremism Project Liam Duffy is a strategic advisor for the Counter Extremism Project based in the United Kingdom. Liam previously delivered the British government’s Prevent Strategy – the prevention strand of the overall Counter-Terrorism policy – in London, and was Director of SINCE 9/11, a UK educational charity teaching about the September 11th terror attacks and their impact. Liam is a regular contributor for UnHerd on extremism, and has written on the subject for The Spectator, The Times Educational Supplement, The Daily Express, The Jewish Chronicle and CapX, among others. Liam is also a Fellow of the Salzburg Global Seminar.
Dr. Julia Rushchenko, Consultant in Violent Extremism at UNODC Senior Lecturer in Criminology at the University of West London Dr Rushchenko teaches Counter Terrorism and Organised Crime at the University of West London. Besides her academic experience, she also has a track record of working with the think tanks and international organisations, including the United Nations, on combating extremism and social cohesion. She is currently a Consultant at the United Nations on Drugs and Crime (UNODC) and a Research Fellow at the NATO Defense College (NDC). Julia holds a PhD in Criminology and speaks Spanish, Arabic, Ukrainian, Russian, Italian, and other languages.
Jesse Morton, Former Jihadi Extremist & Executive Officer, Parallel Networks Jesse Morton was once a prominent jihadi extremist and founded Revolution Muslim, a New York City-based recruiter group active in the noughties. After serving a prison sentence for terrorist activity, he assumed his current role as executive director at Parallel Networks, a US-based non-profit dedicated to combating violent extremism. Today, he stands for counter-messaging, prevention, education, training and awareness campaigning, and lends his experience to support programmes for terrorism-related offences that enable reformers to return to society after incarceration in America. Jesse has authored an array of journal articles, reports, and publications on topics related to countering violent extremism and is a seasoned public speaker.
Dr. Angela Misra, Deputy Chief Executive and Co-Founder of The Unity Initiative Dr. Angela Misra is the deputy chief executive and co-founder of The Unity Initiative (TUI), a specialist intervention consultancy based in the UK that focuses on rehabilitating individuals convicted of terrorist offences; training prison, probation, and police staff; tackling absolutist mindsets in the wider community; and advising governments on countering-extremism strategies. Angela works one-to-one rehabilitating female offenders, as well as British women who spent time with the Islamic State in Syria. A convert to Islam and a registered NHS doctor, Angela co-founded TUI with her husband, Usman Raja, in 2009 and has worked at the grassroots level, tackling issues such as physical/emotional/sexual/domestic abuse, honour violence, violent extremism, and hate crimes. She has advised the UK Department of Education on issues relating to Islamic education.
