WELCOME Xx WELCOME TO COUNTER TERROR BUSINESS 365 Thank you for joining us today for CTB365’s webinar – Protect Duty (Martyn’s Law): How do we safeguard public spaces? 22nd May 2017. A date that will be forever etched in the memories of the family and friends of the 22 people that were needlessly, cruelly murdered at the Manchester Arena when a suicide bomber detonated a shrapnel laden IED as people, many of them children, were leaving a concert. A further 139 people were seriously injured. Everyone connected to that awful day still bears the mental scars. Almost five years on, and thanks to the tireless campaigning by Figen Murray and her supporters, we await the Protect Duty (Martyn’s Law) being written into UK law by mid-2022. The consultation process in formulating this legislation was directed at organisations, businesses, local authorities, and public bodies who own or operate publicly accessible locations, including sporting, entertainment & meeting venues, high streets, schools & universities, medical centres, places of worship, government offices, transport hubs, parks, public squares and other open spaces. Areas and places that affect our everyday lives. Those of you familiar with the consultation will be aware of its four key questions: • To whom (or where) should the legislation apply? • What should be the requirements? • How should compliance work? • How should government best support and work with partners? Also, the specific proposals related to the introduction of the Protect Duty: • The Duty should apply to large organisations (employing 250 staff or more) that operate at

publicly accessible locations. • The Duty should apply to owners / operators of publicly accessible venues with a capacity of 100 persons or more. • A Protect Duty should be used to improve security considerations and outcomes at public spaces. There are, however, many other questions that need answering, that can be broadly categorised into the following groups: • Implementation, Regulation and Enforcement: How/when, what and who by? • Financial & Resource implications: How much/ many and who is expected to pay? • Legal & Risk implications: What are the additional responsibilities, on top of existing legislation/ regulations? Whilst I cannot promise you answers to all these important points, I can assure you that our speakers and panellists today will highlight the tireless work that they and the organisations they represent have been putting in place over the last four years to safeguard our public places and to continue to protect our way of life, from those that seek to do us harm. SPEAKERS Lee Doddridge, Security professional, former NaCTSO member, Director of Covenant As the Director of security consultancy firm Covenant, Lee is a highly motivated professional with experience at strategic level within the highest levels of UK Government departments. He has experience as an operational adviser, trainer, and coordinator and quality assurance management of over 280 police Counter Terrorism Security Advisers nationally and internationally. Under the Crowded Places work stream, Lee works closely with the retail sector and large event venues and continues to conduct security and threat/risk assessments within both. The Home Office and Security Services have acknowledged his contribution to the protection of people, infrastructure and other key assets within the UK as part of the UKs response to the threat and risks from international terrorism and organised crime. As a professional commentator on venue security matters, Lee makes regular appearances in the mainstream media commentating on measures that must be put in place following major terrorist incidents that occur in the UK.
Figen Murray Figen Murray is the mother of Martyn Hett, who at 29 years of age was tragically killed in the terrorist attack at the Manchester Arena in May 2017. Figen is now committed to her mission of promoting peace, kindness and tolerance in Martyn’s memory, while also working towards tangible changes that can help ensure no other family has to go through what hers did. Figen commits her time to talk to young people in schools, colleges and universities educating them about the dangers of radicalisation and is also the force behind Martyn’s Law, a legislation requiring entertainment venues to improve security against the threat of terrorism, and one that requires that all venues in Manchester have a counter-terrorism plan. Her petition to make Martyn’s Law mandatory has received over 23,000 signatures and is now on its way to becoming a reality. She has also just been presented with the Outstanding Contribution award at the 2020 Counter Terror Awards for her efforts in stopping terrorism.
Dr David BaMaung, Honorary Professor, Glasgow Caledonian University David has previously served for 39 years within the UK police service. For the last 10 years of this he worked in the area of counter terrorism protective security, specialising in insider threat and infrastructure protection. In 2020 he was appointed by Sir John Saunders as a Security Subject Matter Expert to the Manchester Arena Public Inquiry and concluded this work at the end of 2020. He is both a Chartered Security Professional with the Security Institute, and a Principal Member of the Register of Security Engineers and Specialists (RSES).

SPEAKERS Henry Havis, Head of Security, ExCeL London Henry Havis is the Head of Security at ExCeL London, one of the UK’s leading exhibitions and convention centres in the capital. He is responsible for defining and implementing the venue’s security strategy, working closely with a widerange of stakeholders to keep the venue and wider estate safe and secure. He is also the Chair of the South Newham Community Security Zone and Chair of the Association of Event Venues Security Group. Henry also chaired the Joint Security Working Group for NHS Nightingale London during the pandemic, gaining valuable experience in creating Covid safe environments and working alongside government and emergency service stakeholders. Prior to joining ExCeL, Henry spent 11 years at Canary Wharf Group, as a Security Manager. Before that, he served in HM Armed Forces with the Royal Anglian Regiment completing several operational tours and many overseas exercises. He is looking forward to working with colleagues across the industry to make positive changes using the Protect Duty as a spring board to making Public Accessible Locations a safer place to be.
Steve Coates, Chief Underwriting Officer, Pool Re Steve is Chief Underwriting Officer and a member of the Executive management team at Pool Re. Steve has responsibility for all aspects of underwriting and claims, including exposure management and modelling. Prior to this, Steve spent 12 years at Allianz UK, latterly as Head of UK Property and Casualty. He also spent a year with Allianz Australia in 2005/6. Before that he worked for Independent Insurance for 10 years, ending up as UK property underwriting manager.
Nigel Cook, Security Consultant – Historic Environments / Crowded Places Protection Nigel Cook retired as a Chief Inspector in the Metropolitan Police Service following a 33 year career where, for the last seven and a half years, he served as one of London’s dedicated Counter Terrorism Security Coordinators. In that role Nigel was responsible for the security planning for major events, conducting reviews of sensitive premises and providing security related advice and guidance on behalf of the police service. In addition to having been the UK’s Counter Terrorism SME within two EU funded projects, in 2010 Nigel conducted a national review aimed at professionalising the role of Counter Terrorism Security Coordinators across the UK. The findings and recommendations of that review saw the formation of a National ACPO led Board, and remain the catalyst for a significant amount of ongoing work. Following his retirement Nigel served for six years as the Security Adviser at Historic Royal Palaces, the independent charity responsible for HM Tower of London, Hampton Court Palace, Kensington Palace, Kew Palace, Banqueting House Whitehall and Hillsborough Castle, HM Queen’s official residence in Northern Ireland. In 2020 Nigel established Nigel Cook Consulting Ltd, and in addition to his role as a Consultant Security Adviser to Arts Council England, Nigel is currently working with a number of companies on a wide range of projects ranging from holistic reviews of security risk assessment and management processes, security governance, policy and procedures, incident management and business continuity, to the completion of site vulnerability assessments in readiness for the proposed ‘Protect Duty’, the provision of advice and guidance regarding proportionate mitigation options and the definition of operational requirements for security system upgrades. Nigel is a founder member of the Protect & Prepare Counter Terrorism Business Information Exchange, and is the ‘Protect Duty’ lead within that forum, working closely with the Home Office to help define what impact the duty may have on affected business sectors.

SPEAKERS Steve McGrath, Head of Information Capability & Engagement (Protect & Prepare) National Counter Terrorism Security Office Steve is a Detective Chief Inspector, the Head of Information Capability and Engagement with NaCTSO and responsible for engagement with business and industry. As joint chair of the Counter Terrorism Business Information Exchange (CT BIE), he works with business and industry leaders to oversee projects delivered jointly by NaCTSO and business. Steve is responsible for the multi-award winning ACT e-learning, ACT App and the Information Sharing Platform. He is also co-chair of the Security Institute Counter Terrorism Special Interest Group (CTSIG).
Guy Huckle, Operational Resilience & Contingency Planning Manager, Network Rail Guy is a resilience management and security professional with over 25 years’ experience in the field. His responsibilities at Network Rail include the operational security of the rail network in mainland UK, resilience planning for civil emergencies and the security of critical infrastructure. He led the Network Rail operational planning for Brexit and in response to the Covid-19 outbreak. Guy has over 15 years’ operational command experience at tactical and strategic levels. He has also mentored the top leadership team of a Gulf railway company on their business continuity and crisis management doctrine including designing policy and writing tactical manuals. He currently Chairs the European (Rail) Infrastructure Managers (EIM) Security Working Group where he represents the interests of members at the European Union LANDSEC and RAILSEC expert committees.
