Ladies and Gentlemen, Welcome to the Counter Terror Awards, where public and private sector organisations from the UK and overseas are recognised in ten categories for their contributions to reducing the threat from global terrorism. 2017 was the most challenging year for the police and security services for decades. Attacks, such as the tragic events at the Manchester Arena in May where 22 people, many of them children, lost their lives to a suicide bomber, are tragic reminders of the threats we face. We are all eternally grateful to the emergency services, many of whom are in attendance today, for their work in responding to these incidents. In 2017, arrests on suspicion of terrorism-related offences were up more than 50 per cent on the previous year, and for every arrest made, there may have been many other potential suspects whom the security services have scrutinised. We applaud their efforts to counter the threat, along with the range of interventions that have been adopted to reduce risk, such as community cohesion projects, counter terrorism education and the overall decision process which leads to appropriate actions being taken to prevent and mitigate the effects of terrorist incidents. These are highly detailed, and the result of many years experience in countering terrorism. It is heartening to see this best practice being shared across the globe. While the Awards recognise projects and strategies funded by the public sector, these are often made possible by innovative products and services from the commercial sector. Communication systems, Information Technology and CBRNE protection equipment are all recognised along with physical defence systems that can be put in place to make it harder for attackers to infiltrate business and infrastructure. As well as those in attendance, we would like thank our sponsors and supporters. With a very fast belt speed and large rectangular tunnel, these scanners offer a continuously high throughput of up to 1,800 bags per hour. They can be updated as necessary in the future to detect new explosive threats. Smiths Detection recently installed 14 Hi-SCAN’s at Düsseldorf Airport in Germany.

For example, the investigation can reveal if a suspect was seen in various locations within a set time window, always with the same group of persons, or in one location too many times during the day.

H Patriot One (UK) – PATSCAN CMR Concealed Weapon Detection Patriot One Technologies Inc. has partnered with McMaster University and radar expert Dr. Natalia Nikolova to commercialise a system to detect concealed weapons using microwave radar technologies and custom software. The PATSCAN CMR concealed weapon detection radar device and SaaS software aims to address a growing active threat phenomenon that is driving an increase in weapon detection research globally. The system can be covertly deployed at key access points in buildings, event venues, and stadiums.

H Tactical Electronics – CORE System Thermal Fusion Technology Tactical Electronics’ CORE product line improves the way tactical inspections are performed, and features wireless, high definition, digitally encrypted cameras and monitors. The modular system allows users to attach four different camera necks to a CORE Grip or Pole Grip. Video from all CORE cameras is streamed wirelessly over an AES encrypted channel and features Thermal Fusion technology. Video from the camera is used to produce a blended image of both sensors, delivering physical detail that surpasses what is available from a lone thermal imager.

Working closely with leading security teams such as FBI Hostage Rescue, US Secret Service, US Department of Homeland Security, USSOCOM, DEA, UK SAS etc - the company identified that the most important transmissions that had to be communicated in security operations were simple geospatial situational awareness and basic command/control messaging. H Primetech – MultiNet Comms ground communications solutions The MultiNet Comms range answers a real need among emergency services and security and counter terror forces for more flexible, high capacity incident ground communications, helping them improve their response to major public safety threats. H State Security Networks Group / AirBus / Motorola Roaming The network coverage for Virve devices and other equipment for officials has ended soon after crossing the border. This was the motivation for combining Virve and Nødnett using an Inter-System‑Interface (ISI) solution. Now Finnish Virve phones can be used to make calls in the entire Norwegian administrative radio network and they can also be operated using Norwegian Nødnett base stations. The project began in February 2017 when a preliminary agreement was concluded. The technical implementation has taken one year.

H Navtech Radar – AdvanceGuard perimeter surveillance system Navtech Radar’s AdvanceGuard is a fully automatic, radar-based perimeter surveillance system which detects the exact location of intruders anywhere on a site in all weather conditions. The radars are positioned around the site and complete a full 360° scan several times a second. During each scan, every object is accurately positioned and displayed to the operator through an intuitive graphical interface. Zones with different security levels can be quickly defined or modified with a few clicks of a mouse.

H Frontier Pitts – Hostile Vehicle Mitigation Side Folding Bollard The Terra Quantum Side Folding Retractable Bollard has successfully been PAS 68 tested, stopping a 7.5t vehicle travelling at 30mph with zero penetration past the bollard. It rises/retracts with a side folding motion, unlike other retractable bollards which raise vertically. This feature has certainly invigorated the Frontier Pitts brand within the architectural and street furniture sectors. Frontier Pitts also has a solution where a HVM bollard is required on a site which only has shallow foundation depths due to existing utilities and underground services.

H Heald – Matador surface-mount automatic bollard system Heald’s PAS68 crash tested surface-mount perimeter protection product, the Matador, is an example of where existing locations face a real issue in retro-fitting products due to underground cables, gas pipes etc. and a highly secure solution is required which provides the same level of protection as other products on the market. H Civil Nuclear Constabulary Since its inception three years ago, CNC has worked closely with the Cabinet Office, OSCT and military to develop an emergency responsive plan which delivers over 400 armed police officers across the UK in support of the national Operation Temperer. CNC has deployed twice under this plan; in May 2017 after the Manchester bombings and again in September 2017 following the Parsons Green attack. On both occasions, with just a few hours’ notice CNC successfully moved these large numbers of armed officers from all over the UK.

H National Counter Terrorism Policing – ACT (Action Counters Terrorism) ACT, a new strategy launched in 2017, is designed to encourage the public to play a part in helping tackle the terrorist threat. When attacks have occurred in the past, people have said they suspected something was wrong but were worried they might be wasting police time, yet some of the highest priority investigations have benefited from information police have received from communities. The ACT campaign, which features videos and podcasts to re-enforce its message, aims to make the public feel comfortable with reporting any potential suspicious activity or online content.

H City of London Police – Project Servator Project Servator is the name given to unpredictable, highly visible police deployments, designed to deter, detect and disrupt a wide range of criminal activity. The tactics are designed to deny, disrupt and detect hostile reconnaissance that may be carried out. They involve specially-trained officers supported by other resources, such as police dogs. The City of London Police was the first police force to introduce Servator deployments in February 2014. This launch followed several years of planning and development with the Centre for the Protection of National Infrastructure (CPNI).

The web page asks to pull data from your Twitter account and starts with a simulated notification on your phone, showing news that the jobs market is bad for young people. You then look for something to do, and end up going to a combat class in your local gym. After the class, you’re contacted by a new ‘friend’ who runs a Twitter account called Youth Action.

H Assistant Chief Constable Chris Shead, National Police Chiefs Council Chris is the National Police Chiefs Council lead for the National Public Order and Conflict Management Portfolio and the National Maritime Portfolio where he has successfully lobbied for national work to develop a maritime CT response. He is a Counter Terrorism Commander, performing the role for the recent Westminster attack and continues to maintain his public order and SFC accreditation. The NPoCC role has enabled Chris to draw on his experience and expertise to deliver work on a national scale against an ever changing policing landscape.

Mark Rowley is most senior figure in the UK police’s efforts to combat terrorism and has been national lead for counter terrorism policing since 2014. Rowley worked with MI5 and other intelligence agencies to successfully stop 23 attacks since the murder of Lee Rigby in 2013, ten of which were foiled since March 2017. Current Prime Minister Theresa May has paid tribute to Mr Rowley, saying his dedication to protecting public safety had served as an example of the professionalism of the UK’s police forces.
