SPEAKER profiles PHIL KILLINGLEY Deputy Head OZEV
Phil is Deputy Head of the UK Government’s Office for Zero Emission Vehicles (OZEV), which is responsible for a multi-billion pound programme to drive uptake of zero emission vehicles in the UK. He has worked for OZEV since 2016, leading teams on overall strategy, vehicle incentives, public communication, local delivery and innovation. He has over 15 years of experience in transport and environmental policy including roles in air quality; road traffic operations; rail and aviation strategy and regulation; and local transport strategy and funding.
PETER ELDRIDGE Director, The Association of Fleet Professionals
Commencing in 1963 with Fiat Auto UK, Peter has enjoyed a successful career in the fleet motor industry, encompassing almost every aspect of customer service and technical support. Fleet management of a large blue chip fleet operation and senior management positions followed management roles within the franchised motor trade with major contract hire, leasing and accident management companies. Peter has been a member of the Institute of Car Fleet Management (ICFM) since 1993 and was invited to become a full Board Member in 1997. In 2011 Peter was inducted as an Honorary Fellow of the ICFM. Following the ACFO and ICFM announcement of a merger to create the Association of Fleet Professionals, Peter was invited to join the AFP board in in March 2020. Peter is also regarded as one of the AFP ’s strongest lead tutors and regularly provides training support at both Certificate and Diploma level.

JO OSBORNE Regional Commercial Director (Fleet and Aviation), BlueLight Commercial
Jo was the Director of Procurement for the forces of Yorkshire and Humber. She played a lead role in the establishment and implementation of the Regional Procurement Team there, transitioning and transforming four disparate transactional teams into one harmonised category management function. The Team was successful in attaining the CIPS Procurement Excellence Standard Award and scored as ‘Better’ against the Government Commercial Framework. She is also the Commercial Lead for the National Police Air Service (NPAS); established in 2012 to provide all police forces in England and Wales with air support. Jo supported the organisation to set up all elements of its commercial framework on a national basis, developing a clear procurement strategy. And she leads the national fleet category, working in partnership with colleagues from the National Association of Police Fleet Managers (NAPFM). The associated £280m third-party spend incorporates all vehicles owned, leased, or hired by Police Fleet - including those services and goods needed to repair, maintain, modify, and keep vehicles safe, roadworthy and available for use.

Lisa Parker has more than 30 years public sector commercial experience, beginning with contract and performance management of major strategic outsourced contracts with Sheffield City Council followed by Category Management of a number of categories including ICT, Professional Services, Children’s Social Care & Education and Public Health. She then moved to work in policing as a member of the senior management team at the Yorkshire and Humber regional procurement team leading on Victim Services, Estates and Fleet. Last year she joined the newly formed BlueLight Commercial Organisation as Commercial Specialist for Fleet following work with the Home Office on a national fleet category pilot.
Charged with leading the fleet team within CCS, Tammy has worked in the public sector for more than five years. Prior to this, she has over 20 years of fleet experience in the private sector where she was responsible for the procurement and management of a fleet of circa 1,500 vehicles. Tammy’s portfolio also includes experience across the total fleet solutions including strategy and policy setting, risk management, procurement, contract management and key stakeholder engagement. Featuring at number 17 in the list of the most 100 influential people in Green Fleet, Tammy leads not only the CCS fleet team in the creation, execution and evolution of the fleet strategies but also drives through commercial value and best practice across public sector fleets. Tammy is a Member of the Institute for Car Fleet Management (ICFM) and leads CCS’s membership of the Association of Car Fleet Operators (ACFO).
James joined Toyota in November 2018, to oversee the north of the UK, handling their public sector fleet and business customers. With extensive experience in the fleet industry under his belt, through his time with Nissan GB and JCT600, his knowledge has become integral in communicating Toyota’s Self Charging Hybrid Technology to SME’S and Public sector organisations across the north and Scotland, and he has helped and supported these organisations to make the switch into new , cleaner technology.

Helen joined Toyota in December 2020 to oversee the South of the UK, although not from the industry Helen brings with her a wealth of knowledge around the Public Sector Frameworks. Helen shall be working with both new and existing customers in the Public Sector industry communicating Toyota’s self-charging hybrid technology and their ongoing roadmap.
CHRIS RUTHERFORD Head of Fleet Strategy & Transformation, London Ambulance Service
Chris is the lead on a national project to develop a zero emission electric ambulance and working to replace all vehicles in the Trust with zero emission alternatives. This is particularly challenging due to vehicles being required for long shifts often with short breaks, power lifesaving equipment and be resilient for any type of emergency.
STEVE IMM Head of Transport Gloucestershire Constabulary
Steve Imm is the Head of Transport Services at Gloucestershire Constabulary. He started his career in the public sector in 2010 joining as a Custody Detention Officer before climbing the ranks to become Contract Manager in 2015. In 2018 his career took a turn when he was recruited to the role of Head of Transport. He brings with him an innovative approach to fleet management and has been able to bring a fresh and new perspective as to how Gloucestershire manages its fleet of operational vehicles.

Paul is a recognised industry figure, panellist and presenter at various domestic and international conferences. He is widely regarded as an expert in Electrifying Corporate Fleets, MaaS/ Big Data solutions and managing businesses to reach the peak of their potential. He has had a diverse career, having had senior board roles within retail, OEM, Leasing, Fleet Management, fuel, mobility and technology businesses. He is currently Chairman of the Association of Fleet Professionals and Managing Director at TMC.
TOM SIMM Head of Business Development - Emergency Services, Babcock
Tom is accountable for exploring ways in which Babcock can enable the UK Emergency Services to better deliver core frontline services through the increased availability of their vehicles and equipment. With a business that is built to deliver fleet services, Tom has played a leading role in developing an emerging capability to deliver, maintain and optimise ultra-low emission vehicle fleets – something that is being led by the Emergency Services’ requirement, but the principles of which will be applied to all of Babcock’s Land fleet contracts.
DR RUSSELL FOWLER Senior Project Manager, National Grid
Russell is the Senior Project Manager looking at National Grid’s role in transport decarbonisation – from rapid charging of EVs to synthetic fuels for aviation. Prior to this he led the analysis for RIIO-2, National Grid ESO’s first price control after legal separation, helping the ESO to operate the system, carbon free by 2025. Before that, Russell lead the production of the Future Energy Scenarios (FES) document, the detailed electricity demand analysis that stood behind it and in 2012 was part of the Electricity Market Reform (EMR) project, producing analysis and reports for the first low carbon capacity and security of supply auctions. Throughout his career, Russell has held various analysis and finance roles at both RWE npower and EON and has a PhD in mathematics from the University of Birmingham.

Dr Christian Jardine is a founder member of Joju Solar and has been involved with solar PV since 2001 when he ran Oxford University’s research into solar energy and microgeneration. He is recognised as one of the UK’s foremost experts in the performance of solar PV and is the author of prizewinning papers on the subject, as well as leading publications such as “PV in the UK” and “Power from the People”.
