SPEAKER profiles MARK HARTELL Vice Chairman, Institute of Vehicle Recovery

Since leaving school over 30 years ago, Mark Hartell has spent his entire working life, working at the roadside. He brings vast recovery industry experience into his current role as an Institute of Vehicle Recovery (IVR) approved instructor. Amongst others, he trains vehicle recovery operators, fire services, salvage operators and police forces. Additionally, Mark achieved ITSSAR CAT4 tutor status, responsible for training other instructors to ensure they meet industry standards. His relationship with the IVR began in 1996 when he joined as a member. He went on to become a National Council member and today holds the position of Vice Chairman.

JON RAWLING Regional Commercial Director, BlueLight Commercial - Estates

Jon has over 20 years of experience in procurement, primarily in the steel industry, latterly as Head of Procurement at Liberty Steel. In his career Jon has covered a wide range of categories across supply chain planning, direct materials, indirect materials and major capex and opex projects working across multiple sites and geographies.At BlueLight Commercial, Jon leads the Estates team which provides national advice and guidance on a range of areas from Construction, Energy, to Furniture. He is also heavily involved in the Policing Sustainability Programme, which is undertaking the decarbonisation of Estates and Fleet across forces in England and Wales. Jon is an MBA graduate of Warwick Business School.

SETH FINKELSTEIN Fleet Development Lead, Metropolitan Police Service Seth Finkelstein is currently the Fleet Development Lead within the Fleet Services unit of the Metropolitan Police Service (MPS) and part of the Fleet Services Senior Leadership Team. Fleet Services is responsible for the whole lifecycle management of the entire MPS fleet, which consists of circa 5,000 vehicles. For the past few years, Seth has been the MPS lead around the implementation of vehicle charging points across the organisation, which currently has over 200 points across the estate. Seth is now currently leading on the next phase of the charging infrastructure rollout via Operation Electra, which will see an additional 600 charge points installed by 2025.

JOHN GORTON Head of Transport, Kent & Essex Police

Responsible for all fleet and transport related matters for both Kent & Essex Police, John is a chartered fleet professional and qualified engineer with a track record of improving the safety, efficiency and effectiveness of front line emergency service operations. With many years’ experience leading fleet operations for the London Fire Brigade, Metropolitan Police and now Kent & Essex Police, John has become an expert in both light and commercial emergency vehicle operations. He has also won awards as a fleet industry specialist and provided professional consultancy support. John is currently Chair of the National Association of Police Fleet Managers (NAPFM), leading its members into an exciting and challenging period of change for the sector. SAM DENYER Strategy Advisor, OZEV Sam Denyer joined the Office for Zero Emission Vehicles Strategy Team in September 2021. His work focuses on helping fleets transition to zero emission vehicles.

SPEAKER profiles ARRON DESANTOS Account Manager, LeasePlan Arron has over 8 years in the leasing and rental sector. Joining LeasePlan in 2018, Arron is a key member of the Account team where he is responsible for a portfolio of corporate and international accounts, with a key focus on sustainability. Away from work, Arron is a busy family man away from work with two children under the age of two.

E V E N T S CO M I N G U P I N 2022 The electrification of UK fleets has gathered real pace over the last few years, and despite the pandemic, things have not slowed down. It is generally felt that the whole ‘electric car’ narrative has arrived, been embraced and will now kickon at great pace. The next shift, in terms of strategy, is how we clean up our commercial vehicle fleets… Electric vans and trucks are here, and the industry opinion appears to be that growth in this sector will be much quicker than that of the electric car. But there is also a feeling that ‘electric’ is still not the ONLY solution. Gas, in the form of CNG and LNG, especially in LGVs, is seen as vital, and we cannot forget Hydrogen either. Commercial GREENFLEET will look at all these aspects, with Q&As, Polls and much more.

Put simply, the Great British EV Rally (GBEVR) is a ‘demonstration’ of UK EV charging infrastructure, combined with clean and innovative vehicle technology. Sponsored by the UK’s leading leasing specialists, Lex Autolease, the idea is to demonstrate the roles that EVs can play in UK fleets… That no matter what the job, there is likely an EV available that can perform the task… Improving efficiency, saving money and, overall, helping reach net zero. We plan on putting 20+ EVs on the road, in July, and set them off from John O’Groats, on a 5-day, 1400+ mile ‘e-Rally’, taking in many of the beautiful landmarks across the UK, but most importantly, showcasing the charging infrastructure at the same time. Over 100 key suppliers will be showing vehicles, equipment and technology used by the Ambulance,

Police and Fire & Rescue sectors, and rescue organisations. These exhibitors will include major vehicle manufacturers of emergency vehicles who will be displaying current and future vehicle technologies, making it the essential event for everyone involved with emergency fleet. Institute of Vehicle Recovery Formed almost 40 years ago, the Institute of Vehicle Recovery is a not-for-profit membership body tasked with setting and improving training standards to provide a safer environment for those working and travelling on the road network. This internationally recognised organisation is resident on all the industry working groups, partnering with key stakeholders including the SURVIVE Group (a partnership between National Highways, the National Police Chiefs’ Council, the breakdown/recovery industry and other service providers), The Health and Safety Executive (HSE), Professional Recovery Operators (PROF) and

National Recovery Industry Training Group (NRITG), to name just a few. In 2006, the Institute were awarded the Administrator role for the National Highways Sector Scheme 17/17B (NHSS17/17B) National Training Scheme.
