Lithuanian Railways transported 20.07 million tons of cargo from January to May this year, which is 3.1 percent more, compared to the same period of 2016. In May, Lithuanian Railways carried 4.37 million tons of various cargo. This is the highest number of a single month throughout this and last year. In comparison to May of 2016, there was an increase of 3.9 percent. We have an ambitious long-term goal of being among the five largest carriers in the European Union. This year’s cargo amount is steadily rising which is a good sign indicating that we have chosen the right path and that we have potential. I believe that we will continue to grow, and together with our team and partners, achieve the goal of being among the largest carriers. At the beginning of June, the first fully loaded train from China arrived at Šeštokai Railway Station, which transported cargo via Lithuania to Germany and France. It seems that dozens of summits, several years of intensive work on logistics challenges have brought some real results. We aim to show the Chinese that if they see their way to Europe through Poland, they should also turn their attention to the way through Lithuania, where we can offer a number of logistical improvements. For example, when travelling across the Belarusian – Polish border, documents need to be processed on both sides and it takes a considerable amount of time, while in the case of choosing Lithuania, it must be done on one side only, in Šeštokai. We can offer a quick procedure. We have had good experience with Belarusian Railways. The first loaded wagons, that had cargo documents processed electronically, crossed the Lithuanian–Belarusian border this year. Cargo from China and Asia can be transported not only via Šeštokai, but also via Klaipėda port and Kaliningrad.

RESULTS OF THE ACTIVITIES OF LITHUANIAN RAILWAYS (JANUARY–MAY 2017)
2016 HAS ALREADY BEEN OVERTAKEN BY 0.6 MILLION TONS OF CARGO From January to May of 2017, Lithuanian Railways had transported 20.07 million tons of cargo. It is 600 thousand tons more than at the same period of last year. “At this stage, we are satisfied with the results. In May alone, the amount of loaded cargo hit the record of the last two years. Lithuanian Railways transported 4.37 million tons of various cargo in May of this year, which is the highest amount of a single month

throughout this and the last years. Comparing it to May of 2016, this year 3.9 percent more cargo was transported.
increase of the transit cargo flow through the territory of Lithuania. The total amount of import dropped by 2.8 percent over the five months, but in May it abruptly increased by 4.5 percent, exceeding the numbers of May of 2016. This indication gives hope that by the end of the year the import (which decreased last year due to the drop in oil and oil product shipments) will also increase.

The amount of cargo transported by local routes hardly changed and reached 5.69 million tons this year, which is 0.5 percent less than last year.
Company’s results have been improved mostly by cargo transportation on international routes: during the first five months of this year, 14.38 million tons have already been transported, which is 4.6 percent more than the last year during the same period.

The amount of exported goods increased mostly due to the growth of food products, chemicals, animal origin or other types of cargo shipments. The transit cargo was dominated by solid mineral fuel, mineral and oil products. The growth of these goods was the main aspect that affected the overall

FIRST TRAIN FROM CHINA ARRIVED IN ŠEŠTOKAI At the beginning of June, the first fully loaded train from China arrived in Lithuania, which was then loaded from Šeštokai cargo terminal onto the European rails and departed for Germany. “Up until now, only individual wagons reached Lithuania from China, while this is the first full train. We hope that by the end of the year about 20 such trains will transit through Lithuania and we are doing our best to make Lithuania one of the most important transit routes from China to the Western Europe”, Gerimantas Bakanas, deputy director of Lithuanian Railways, states. Although many companies are trying to become transit partners with China, the strengths of Lithuanian Railways are an extremely quick handling of documents, cargo reloading, other good quality services and, of course, a great deal of teamwork. “The competition is huge. We have been working for a few years in order to attract the first train, and we have presented our capabilities to various Chinese and international logistics

companies. We believe that aſter seeing how we work, more and more people will be able to transport goods quickly and securely through Lithuania with our help”, G. Bakanas says. The train from China reached Lithuania in 9 days. The trip to German lasted another 3 days. By comparison, sea freight from China to Western Europe takes more than a month. The train carrying 82 containers from China was transporting chemicals to Germany and France. The transit of the train via Šeštokai Station was organized by Lithuanian Railways in cooperation with the Chinese Railways, Kazakhstan’s KTZ Ekspress, Hupac group Russia’s Intermodal Express, Lithuanian Railways Logistics and DB Cargo in Germany.

RENTAL FREIGHT WAGONS – IN AUCTION

In order to ensure transparency of activities and equal opportunities for all customers, the Lithuanian Railways Freight Transportation Directorate began to publish public auctions in which it is proposed to rent out rolling stocks. “While assessing changes in the market for freight wagons, their demand, proposals for other wagon owners, as well as trying to optimize and equalize opportunities to use our own assets, we started to organize larger scale public auctions of freight wagons from 2017 onwards. We see that this brings tangible results – we received 0.7 million euros in revenue for the wagon rent in January–April this year”, Egidijus Lazauskas, head of the Freight Transportation Directorate, says. Public freight wagon rental auctions provide transparent opportunities and equal rights for entities registered in both Lithuania and other foreign countries, performing rail transport activities, to temporarily manage the assets (freight wagons) of Lithuanian Railways for their own needs by renting them. This helps in solving the problem of wagon deficiency.
A public auction for rental grain transports was organized for the 2016–2017 season. Four auctions for the highly demanded semi-trailers were organized in 2017. During that time, 1/3 of their total quantity was rented out. In addition to that, public auctions for coated tank wagons, flat wagons that were modernized and adapted for the transportation of wood, as well as for freight wagons for the transportation of refrigerated goods, consisting of refuelling containers for modernized flat wagons and diesel generator wagons with servicing brigade, were also organized. Public auctions of freight wagons are also planned for the future. Notices and information about these public auctions are published on Lithuanian Railways website www.litrail.lt and distributed by other means of communication and information.

IMPORTANT AGREEMENTS WITH EUROPE AN LOGISTICS COMPANIES IN AN EXHIBITION IN GERMANY On May 9–12, Lithuanian Railways participated in the Global Logistics Exhibition in Munich (Germany). During the international exhibition, important cooperation agreements were signed and contacts with the largest European and Asian logistics companies were established. Agreements Established the Cooperation “The meetings held in the exhibition and signed agreements should give real and tangible results in the near future. Agreements with partners will help us to make more use of the Rail Baltica track and diversify our portfolio of services”, says Mantas Bartuška, CEO of Lithuanian Railways. Cooperation agreements were signed with ČD Cargo, the Czech national carrier, one of the largest Polish logistics groups OT Logistics and one of the largest intermodal train operators in Europe Hupac Intermodal. ČD Cargo is the largest provider of rail services in the Czech Repub-

lic. Annual turnover of cargo transportation is more than 60 million tons. According to this indicator, the company is among the 5 largest railway transport service providers in the European Union. Lithuanian Railways started a partnership with Hupac in 2012, when the container train Šeštokai Express, which runs from Poland to Russia and Kazakhstan via the Šeštokai railway station, was launched jointly. This train has already transported more than 14 thousand TEU (twenty-foot container). This year, 15 percent more containers were transported by this train compared to the last year. An intermodal train from China to Europe via Šeštokai, as well as shipments from the Kaunas Intermodal Terminal to Italy, were successfully transported in cooperation with Hupac.

Closer Relations with DB Cargo During the exhibition, M. Bartuška, head of Lithuanian Railways, met the member of the DB Cargo Board of Directors of the largest rail freight operator in Europe, Dr. Jürgen Wilder, for the first time. During the meeting, the main focus was on cooperation opportunities, the Rail Baltica project and the organization of container trains between Europe and China via Lithuania. There were talks about other potential future joint projects. One of the most important projects is the planned fertilizer shipment from Lithuania to Poland, the Czech Republic and Germany. Another potential type of cargo is liquid cargo, which is currently being transferred from railway tanks onto land vehicles in Lithuania and then is transported to Poland.
“We see prospects for developing cooperation with Lithuanian Railways, which operates not only as a carrier or operator, but also have its fleet of vehicles, infrastructure and experience”, DB Cargo AG chairman of the board, Dr. Jürgen Wilder, said. DB Cargo AG (formerly known as DB Schenker Rail) is the largest rail freight operator in Europe with more than 30,000 employees. Over a year, the company transports about 300 million tons of cargo. The DB Cargo AG fleet consists of more than 87 thousand wagons and almost 3 thousand locomotives. The heads of Lithuanian Railways also met with leaders of Rail Cargo Austria, Fowardis, TX Logistik, CFL Intermodal and other international companies that play a particularly important role in Western European logistics schemes. Both ongoing and possible new projects for the transportation of goods through the territory of Lithuania were discussed during the meeting.

TRANSIT TO KALININGRAD REGION IN RUSSIA: EXPECTED GROWTH On March 17th, 2017, the leaders of the Lithuanian Railways and Kaliningrad Railways had a meeting in Kaliningrad and discussed last year’s results and plans for an increased cooperation. One of the largest planned projects is the route to Kaliningrad Region from South Korea. “For the Lithuanian Railways, the Kaliningrad Region is considered to be one of the most important destinations for any existing and new cargo. Despite the fact that the cargo amount has been decreasing earlier, the results are fortunate now. From January to May 2017, transit to Kaliningrad via Lithuania has increased by 14 percent. I believe that not all opportunities have been used up yet”, Mantas Bartuška, CEO of Lithuanian Railways said. The main focus was put on new opportunities in the field of transport and logistics, as well as the creation of competitive conditions for shippers, so that even more freight travelling to the Kaliningrad Region could be moved from ships to wagons. One of the most promising projects that were discussed during the meeting is the carriage of car parts from

South–East Asia to Kaliningrad via Belarus and Lithuania. The planned route is a railway route from South Korea to the Kaliningrad region, which can be traversed by rail within 12 days. At present, the cargo usually is transported by sea, and the trip takes 45 days. The transportation of transit cargo and the possibilities for increasing it were also discussed in the meeting. A pilot project was also discussed: container transportation on the Kaliningrad–Vilnius–Minsk–Central Russia route. During the meeting, M. Bartuška and Viktor Golomolzin, head of Kaliningrad Railways, signed a protocol on further cooperation. The next meeting and the discussion of the interim results is scheduled to take place in the second half of this year in Vilnius.

SIMPLIFIED CARRIAGE OF CARGO WAGONS BETWEEN LITHUANIA AND BELARUS Lithuanian Railways in cooperation with Belarus railways and representatives of the customs department launched carriages of cargo wagons between Lithuania and Belarus while using the electronic SMGS consignment notes, signed with e-signature. The first cargo wagons loaded while using the electronic SMGS consignment notes were brought to Lithuania from Belarus rail station Centrolit in April 2017. Head of department of IT division of Freight Directorate Darius Pranka noted, that a very important step towards repudiating paper documents, and other processes linked to them, had been taken. According to D. Pranka, this step was also a historical one as the very first loaded cargo carriages were freighted between European Union and CIS countries while using electronic version of SMGS consignment notes. They were signed with a qualifying electronic signature and without printing out paper versions of the consignment notes. “We hope that information technology and teamwork between

two countries will continue helping cargo transportation be more transparent, easy and efficient. Empty wagons could have been transported using electronic SMGS consignment notes from 2015. 92 percent of rail carriages, which travel between Lithuania and Belarus, were transported using this particular simplified method. Therefore we hope that an opportunity to transport loaded carriages while using electronic documents will be convenient for our customers”, D. Pranka said. Lithuanian Railways started using electronic consignment notes with e-signature since 2015 while organizing international rail freightage. In the beginning, a mutual electronic exchange of consignment notes for empty wagons and containers was administered. It was based on the international contracts and paper print outs of the documents were not used.
DEVELOPMENT OF AN LNG POWERED LOCOMOTIVE On March 30th, 2017 in Klaipėda CEO of Lithuanian Railways Mantas Bartuška signed an agreement regarding the development of an LNG powered locomotive. This innovative project will grant more possibilities to use a cleaner fuel and will allow to reduce its consumption. LNG locomotive prototype will be developed by LNG cluster members and partners – Lithuanian Railways, Klaipėda stevedoring company BEGA, Klaipėdos naſta, Vilnius Gediminas Technical University, and Klaipėda University, who will use and integrate their existing experience. In Klaipėda, the heads of these organizations signed a contract stating their obligation to appoint the best professionals and sources for the development of the LNG powered locomotive.

The CEO of Lithuanian Railways and chairman of the LNG cluster board M. Bartuška states that integrating human and financial resources, professional knowledge, and experience of science and business will help to create the best conditions for using a cleaner energy in railways transport. This allows us to speak about the cluster potential and the innovation, as well as competitiveness of the products in development. The new project was initiated by the members of the cluster
The benefit of this innovative technical decision for the society is very obvious – LNG has no sulphur nor nitrogen oxides; while burning it does not form any particulate matter, which is the main cause of smog. The LNG powered locomotive will allow to considerably reduce the consumption of fuel and expenses. The implementation of this project should help to reduce the power resources by 40 percent.
The LNG powered locomotive is intended to be used in the inland port territory of the loading terminals for logistics of cargo wagons. It will ply from Draugystė railway station to the port’s stevedoring companies. The distance might be expanded in the future.

THE DISPUTE WITH ORLEN LITHUANIA ENDED IN A PARTNERSHIP AGREEMENT On June 28th, General Manager of Lithuanian Railways Mantas Bartuška and Ireneusz Fąfara, Head of ORLEN Lithuania, an oil company controlled by the ORLEN Group, signed a partnership agreement that will last until 2024. Lithuanian Railways has reached an agreement with its main client on mutually satisfactory terms of cooperation and competitive tariffs. Both companies also agreed to terminate disputes in the courts. The dispute that lasted for a couple of years over the conditions of cargo transportation, which ended with a compromise agreement, turns the page to Lithuanian Railways cooperation with ORLEN Lithuania, where both companies are partners, not opponents. “A peaceful settlement of the dispute provides an excellent basis for the expansion of cooperation with our most important partner. We would like to expand the number of services provided, including wagon rental, freight forwarding to other countries. Aſter returning to a normal business relationship, the opportunity to expand cooperation with other companies of the PKN ORLEN Group is also possible”, says M. 14
Bartuška, General Manager of Lithuanian Railways. Last year ORLEN Lithuania carried 9.21 million tons of production. Lithuanian Railways and ORLEN Lithuania disputed the cargo contract signed in 2009 that is supposed to last until 2024. Aſter the Government established the methodology for calculating infrastructure charges for the use of railway infrastructure at that time, the carrier’s costs for the transportation of petroleum products have increased since 2014. As a result, Lithuanian Railways increased the tariff for the ORLEN Lithuania company. ORLEN Lithuania treated the new order differently, therefore, it did not agree with the decision to raise the tariff. Failing to reach an agreement, both companies defended their interests in the courts. Today, the agreement signed by company executives confirms mutually acceptable contract terms.
“THE GREAT STONE” CUSTOMERS WILL BE OFFERED LITHUANIAN SERVICES On April 11th, 2017, at the meeting between Lithuanian Railways and representatives of China Merchant Group, it was decided to continue cooperation and to develop joint projects. The heads of the Lithuanian Railways emphasized that the cooperation with one of the largest state-owned corporations in China is very important for the company. Joint solutions for transport and logistics will continue to be sought, an efficient connection between Vilnius and Kaunas intermodal terminals and the logistics park “The Great Stone” in Belarus will be pursued. Representatives of China Merchant Logistics have stated that they are ready to offer Lithuanian Railways transport and expedition services to the clients of “The Great Stone” logistics park. Possibilities of jointly organizing container transportation by rail in the Baltic region and the provision of other necessary transport and logistics services in the region were also discussed.
Bilateral meetings and further negotiations will be further organized on these and other issues. China Merchants Group is currently realizing a 300-million-dollar value project in Belarus. The Chinese company is developing a giant industrial park “The Great Stone” near the Minsk airport. It is expected that active cooperation between Lithuania and Belarus in the implementation of large-scale projects with the Chinese partners will secure a significant place in the New Silk Road chain for both countries.

THE CHINESE ARE INTERESTED IN THE ROUTE TO KLAIPĖDA
On April 19th, representatives of Lithuanian Railways met with their Chinese colleagues from a transport and logistics company YuXiNou, who are responsible for the organization concerning container trains on the China–Europe route. The meeting presented possibilities of Lithuanian Railways to serve containerized trains coming both from China and Europe, acquainted everyone with the railway infrastructure capabilities, introduced the work of container terminals in Vilnius, Kaunas and Šeštokai railway station, and presented the necessary procedures for the acceptance and transfer of these trains. Lithuanian Railways is ready to offer its potential partners a fast, competitive price and a reliable container service to Europe. Representatives of the Chinese company were also interested in the possibilities to transport container cargo via Klaipėda

port and thus to reach potential customers more quickly and efficiently in the Scandinavian markets. It was noted that the intermodal terminals of Lithuanian Railways are not only in good geographical location – in close proximity to other transport links (highways, Kaunas intermodal terminal near the international airport), but can also perform the role of container train distribution by organizing part of the transportation traffic for Western Europe, via Poland, and for Scandinavia via Klaipėda port.
DEVELOPING COOPERATION WITH AUSTRIA
STRENGTHENING BUSINESS RELATIONS WITH KLAIPĖDA LOGISTICS COMPANIES The representatives of Lithuanian Railways and the Lithuanian Stevedoring Companies Association, Klaipėdos naſta and the largest Klaipėda forwarding companies met in Klaipėda on March 30th. Future perspectives, efficiency and competitiveness issues were discussed during the meeting “We are working to increase the amount of cargo transportation in the direction of Klaipėda port. We are looking for new cargo flows and, in addition to that, new transport and logistics project opportunities. At the meeting we also talked about the unification of a single tariff in Lithuania”, Egidijus Lazauskas, director of the Freight Transportation Directorate, stated. The port, stevedoring companies and railways are very closely connected with the transport and logistics system. Throughout the last year, 47.6 million tons of cargo were transported by Lithuanian Railways of which even 55 percent were transported in the direction of Klaipėda port. Different types of cargo are transported to Klaipėda port by rail. The major part consists of fertilizers, oil and petroleum products, metals, chemical products, vegetable and food products, mineral products, timber, containerized cargo and oversized cargo.
On April 6th, 2017, the delegation, headed by the chief executive officer of Lithuanian Railways Mantas Bartuška, met in Vienna with the representatives of the international logistics company Gebrüder Weiss. According to Austrian company’s spokesman Dieter Buchinger, cooperation with Lithuanian Railways will open new opportunities up as the company’s customers are constantly looking for innovative logistics solutions. An increased cooperation in shaping the flow of cargo through the Šeštokai railway station was discussed in the meeting. There were talks about container transportation via Klaipėda port to Russia and Central Asia. The transport of heavy agricultural machinery by rail to Central Asia was named as one of the most realistic and near-term projects. According to M. Bartuška, the head of Lithuanian Railways, the company consistently continues cargo transportation in the direction of Western Europe, taking advantage of the country’s transport infrastructure and the advantages of Klaipėda port. MOBILE LOADING/ UNLOADING TEAMS In the nearest future, customers of the Freight Transportation Directorate of Lithuanian Railways will be able to avail of the services of mobile loading/unloading teams. ‘We used to receive numerous customer requests to help them to deliver their freights to or from a railway station, appropriately pack freights, and solve other issues. VIT is situated next to Lithuania’s largest sorting railway station, Vaidotai, and Vilnius southern bypass. Thanks to the convenient geographical location, freights can be delivered easily and year.
KIT is established in the territory of Palemonas and boasts a well developed railway infrastructure and convenient and IX transport corridors and Kaunas International Airport, are located nearby. Furthermore, KIT is at a reasonable distance from Klaipėda and Kaliningrad seaports, which open roads to the markets of Western and Eastern Europe and CIS countries. At KIT, freights are handled by combining railway and road freights per year.
