A recent article in RealtorMag, the beginning of January, points to mortgage rates starting to rise and that 2011 may settle in a 5-6 percent range. And some experts say this may stimulate a sluggish housing market. People will have more incentive to buy before rates continue to go higher.

Lawrence Yun, chief economist of the National Association of REALTORS®, doesn't foresee a moderate hike in mortgage rates as a negative for the industry. Instead, he says the real mortgage challenge is getting lenders to approve creditworthy buyers for a loan. "It's less about rates than it is about underwriting standards… If lenders return to more normal, safe underwriting standards for creditworthy buyers, there would be a bigger boost to the housing market and spillover benefits for the broader economy," Yun said.

In Rental Assistance U.S. Housing and Urban Development (HUD) and Health and Human Services (HHS) announced a joint partnership between the two agencies to help nearly 1,000 non-elderly Americans with disabilities leave nursing homes or other healthcare facilities to live independently.
Almost twice as many single women (20 percent) are buying homes than single men (12 percent), according to the National Association of Realtors (NAR). The reason? Because they can.

• Make a list of what’s important to you—Focus your search on finding a property that will meet your needs today and in the future. Fifty-one percent of single female homebuyers in 2010 said proximity and convenience to their job was most important in terms of location (NAR Report 2010).
Existing-home sales are projected to rise about 8 percent to 5.2 million in 2011 from 4.8 million in 2010, with an additional gain of 4 percent in 2012. The median existing-home price could rise 0.6 percent to $173,700 in 2011 from $172,700 in 2010, which was essentially unchanged from 2009. (Realtor.org)

HUD is providing $7.5 million in rental assistance vouchers that will help nearly 1,000 individuals with disabilities rent private apartments. Public housing authorities in 15 states will administer the rental subsidies and will work with state human service agencies to identify eligible individuals who could benefit from the program. New Flood Insurance Option From FEMA There may be good news for residents and business owners in locations recently designated as high-risk flood areas. Starting in 2011, the Federal Emergency Management Agency’s (FEMA’s) low-cost insurance policy may be available to help them save on flood protection. Flood risks are dynamic and change over time due to a variety of factors, including changes in the natural landscape, the impacts of land use and development, and the condition of flood control structures such as levees. Since mandated by Congress in 2003, a multi-year effort has been underway to update the nation’s flood maps to reflect these changes. The new maps are providing more accurate information about where flooding is most likely to occur. As a result, many property owners are finding that their risk has changed and they may now be required to purchase flood insurance. Fortunately, FEMA understands the financial burden this may place on some property owners and is expanding eligibility for its popular lower-cost flood insurance policy.

Owning A Home Can Pay Dividends
There are many good reasons to become a homeowner. In addition to the social benefits, the feeling of autonomy and sense of community investment, there are the tax benefits. One major tax benefit is the mortgage interest deduction (MID). The MID has been part of the federal tax code since 1913 and helps families offset the cost of homeownership.
The program will make Preferred Risk Policies (PRPs), which start at just $129 a year, available for properties that have been newly mapped into high-risk areas due to a flood map revision on or after October 1, 2008.
The ability to deduct the interest paid on a mortgage can translate into significant savings come tax time. For example, a family who bought a home this year with a $200,000, 30year, fixed-rate mortgage, assuming an interest rate of 4.5 percent, could save nearly $3,500 in federal taxes when they file next year.

According to the most recent IRS tax return data available, 65 percent of the families who claim this deduction earn less than $100,000 per year. “People who benefit most from the MID are first-time home buyers and younger homeowners,” said Yun. “These families can use the money they save to build their emergency fund, apply it toward their children’s future education or help them improve the quality of their lives right now. Should You Sell Your House to Pay Off Debt? “Help!” you are crying. “My debt load is weighting me down so much! Should we sell our house to get out of debt?” Although I appreciate your willingness to sacrifice in order to dump debt, selling your house may not be the best way. Ask yourself the following question:
Why am I in debt? You need to identify the source of your debt before you can properly attack it. Is the debt a result of poor money management or because your house is too big for your budget? Hint: if your mortgage payments are less than 30% of your take home pay, you have money management problems. On the other hand, if your mortgage payments are above 40%, you probably have too much house. Depending on how you answered, here are some tips:
Money management problems Selling your house to pay off debt is treating the symptom instead of the illness. Reality is that you can afford to keep your house if you learn to manage your money. Whether you eventually sell your house or not, you need to: Montgomery County, PA
1. Make a budget. You will never be able to manage your money without a budget. No exceptions. Write down all of your take home pay and all of your expenses. Agree with your spouse. Now track them and adjust them each month until you are confident that you are in control of your money.

2. Get rid of other debt. If car payments are dragging you down, get rid of your car. Give up eating out, vacations, satellite TV, and look for other ways to cut expenses until the debt is gone. Consider taking on a second job. It won’t be easy, but the best way to deal with your mess is to clean it up. 6

Too much house People with too much house often manage their money quite well and live very frugally just to make their monthly mortgage payments. Is this you? Does your house payment feel like an anchor trying to pull you under? Are you unable to make progress on your debt reduction because your house payment controls your life? If so, you probably need to sell your house. This being said, you should not blame your debt on your house payment; you still need to manage your money and make the same sacrifices (get rid of car, no eating out, no vacations, etc) in order to eat away at that debt while you are marketing your house.
Special considerations While the above analysis should give you the guidelines for whether to sell your house, I realize the decision is not a black and white issue. Some special considerations are: * “I know I have money management problems, but I have so much debt that it will take me years to get rid of it. I would love to sell my house and take care of the debt immediately.” I applaud your enthusiasm. My concern, however, is that you may be taking a shortcut to learning money management. * “We fall in money management problem camp, but we hate our house. Shouldn’t we go ahead and sell it?” Sure. But now the motive changes. You are selling because you hate the house, not because of your debt. I think you should sell, pay off debt, and rent while you are saving up down payment for another house. Of course continue working on the source of your problem: money management. Otherwise, whether you rent or buy again, that debt will reappear.
* “We know we have too much house, but we love our house. Is there a way we can keep it?” I hate to see people sell their houses. It is an extreme move, especially if you love your house. But if you are living on a tight budget, you don’t see any big pay raises on the horizon, and you are unable to make progress on your debt – or save for an emergency fund or invest for retirement – your house is controlling your life. You would probably be better off with less house. * “I know I have too much house, but I am recently divorced and I want the kids to maintain the stability of living in the same house. Finances are extremely tight because we used to make the mortgage payments on two salaries and now I am making them on my own. Any thoughts?” I realize this is a delicate time for you and your children. However, staying in a house you can’t afford is not in your best interests or theirs. Children are much more resilient than we give them credit for. Moving to a smaller house with less stress will usually be best for both the kids and for you. Explain to them (age appropriately) what is going on and my hunch is that they will do fine.
Concluding thoughts Selling your house to pay off debt, while admirable, can be a way of masking a money management problem. You need to clearly identify whether your debt is because of poor money management or too much house before you make your decision. The more clarity you have about the source of your debt, the better decision you will make. Be gentle on the gas and brake pedals - Instead of making quick starts and sudden stops, go easy on the gas and brake pedals. The U.S. Department of Energy reports aggressive driving can lower a car's fuel economy by up to 33 percent. Drive the speed limit- Slowing down to observe the speed limit not only can conserve fuel but also avoid a speeding ticket. The U.S. Department of Energy reports that each 5 mph driven over 60 mph is like paying an additional $0.24 per gallon for gas. Properly inflate tires - Only 17 percent of cars have all four tires properly inflated, yet the U.S. Department of Energy reports that proper tire inflation can improve fuel economy by up to three percent. It's important not only to check tire pressures at least once a month, but also make sure it's done correctly. Check the pressures when the tires are
cold and have not been driven on recently. Tires should be inflated to pressure levels recommended by the vehicle manufacturer, NOT the pressure levels stamped on the tire sidewall. The proper pressure levels can be found on a sticker on the driver's side door jamb or in the owner's manual. Plan errands in advance - Try to combine multiple tasks into one trip. Several short trips starting with a cold engine each time can use twice as much gas as a longer multipurpose trip covering the same distance when the engine is warm. Also, plan the route in advance to drive the fewest miles. Keep luggage off the roof - Try to avoid using a car's roof rack to transport luggage or other equipment—especially over long distances on the highway. A loaded roof rack affects the vehicle aerodynamics and creates extra drag that reduces fuel economy.

Probably the most common questions sellers grapple with before listing their home for sale is: should I or shouldn't I renovate?
For some sellers, remodeling is the key to selling their house, while for other sellers, home renovations before selling are simply a waste of time and money. However, there are a few questions you can think about to determine if home makeovers before selling are ideal for you:
What are the comparables in my area? The best way to determine whether you should renovate your home is by simply studying the comparables in your neighborhood. With the help of your real estate agent, evaluate other similar homes that are either currently for sale or even have recently sold.
Most real estate agents will tell you that the value of house renovations before selling will largely be determined by the room you decide to renovate. The two most popular rooms to renovate - and also the two rooms of the home that you're most likely to see a return on your investment - are the bathroom and the kitchen. Both of these rooms remain a large motivating factor among buyers for purchasing a home, so it only makes sense to concentrate on these rooms. Additional rooms in the home, such as the living room or the bedroom, for example, may not show you as large of a return on your investment as would the master bathroom or the kitchen.
The bottom line, of course, is money when it comes to determining whether or not to take on home makeovers before selling.
