FOREWORD When I took the helm of the Police Regional Office (PRO) 8, a premier law-enforcement institution in the Eastern Visayas Region, the situation then demanded for an adept COVID-19 response, heightened insurgency campaign, and aggressive operations against criminality and illegal drugs. The moment I have steered the wheel of PRO8 was perhaps an opportunity to rise above the unprecedented situation. As I heeded to this call, notwithstanding the challenges linked with this huge responsibility, I have remained committed to put competence, consistency, and sustainability of public service front and center. In order to underscore the values I stand for, I have resolved to advocate the spirit of excellence and persistently infuse the same in the character of all the men and women under my command. As such, the underlying principle of my policing system has been largely influenced by advancing the vision to “go the extra mile”. To best exemplify said vision, this Coffee Table Book illustrates the administrative and operational feats of this PRO during the first six (6) months of my leadership. During the said period, PRO 8 had resonated strongly with our stakeholders and the people whom we served, as manifested by the consistent support and appreciation we have reaped from them. The police force of the region has done well but I know that we are fully capable to do even better. I owe all the success and glory to the men and women of PRO 8. It has been the greatest privilege of my professional life to count myself amongst the extraordinary breed of Waraynon Warriors. Let us continue to manifest excellence and go the extra mile!

I

n order to standardize, develop, and sustain the proficiency of personnel in using issued firearms, a modified handgun marksmanship training was launched by this PRO. Accordingly, dry firing exercises, mandatory eight-bullet tests, shooting competitions were also initiated to increase the personnel’s competency.

otwithstanding the threat of the COVID-19 pandemic, this PRO had maintained the peace and order situation by intensifying the conduct of Checkpoints, Beat/Foot/Mobile Patrol and Oplan Bakal/Sita, among others. In line with its mandate to enforce the law, campaigns on anti-criminality and anti-insurgency have also been strenghtened.


Following the lead of CPNP, PRO 8 will continuously and passionately hone investigative skills of the Uniformed Personnel to deliver more efficient, effective and quality service to the clients/public.

o provide better opportunities for PRO 8 personnel to enhance and specialize in the fields of investigation corresponding with the function to deliver effecient criminal records system, case records keeping, case monitoring and analysis, case filing and prosecution, the following investigative competency trainings were conducted: • Criminal Investigation Course - 200 participants • Automated Fingerprint Identification System - 50 participants • WCPD Specialized Course - 100 participants

he Office of the Regional Community Affairs Development Division (ORCADD) conducted infodemic drives on the Coronavirus Awareness Response and Empowerment (C.A.R.E.) to around 4,328 barangays, from January 11, 2021 to March 17, 2021, to attain maximum information dissemination on COVID-19 prevention.

Through the collective efforts of ESPPO, Local Government Units and other stakeholders, 15 projects of the target barangays have soon completed in 2020; six (6) were turned-over to the recipient barangays; while another is still being subjected for funding and installation. In totality, 21 projects were completed and it is expected that more of this program will be realized. Indeed, when public service is being rendered with genuine intentions, significant results are being accomplished.

However, in some areas of a low-income province like Eastern Samar, accessing water supply has been a constant dilemma for the lives of many, despite the continued resounding boom of modernization. The struggle of Estehanons has been a growing concern of Eastern Samar Police Provincial Office (ESPPO), thus it continuously intensified its community engagement activities to be able to reach more people. At the height of the COVID-19 pandemic, a clean source of water is an essential need for all. On August 18, 2020, a community project dubbed as “Poso Mo, Sagot Ko” PNP Patubig Project was initiated by ESPPO. Under the lead of PCOL CARLITO D ABRIZ, Provincial Director, said program has been adapted by its lower units as a good deed. With careful and thorough identification/selection process of deserving program beneficiaries, in coordination with local barangay officials, the ESPPO was able to distribute water pumps, locally known as “poso” to selected recipients.

he Police Regional Office 8 takes pride in its WarayWaray COVID-19 Prevention Jingle featuring the observance of minimum health protocols and the importance of COVID-19 vaccines in order to contain the spread of the virus. The jingle also highlights the myriad talents of women frontliners in celebration of the 2021 Women’s Month, with the theme, “We Make Change Work for Women”, and its tagline “Juana, Laban sa Pandemya: Kaya!”

CMS Aimee Lutze D Cadiente of Police Regional Office 8, was conferred with the “Dangal ng Bayan Award”by the Civil Service Commission (CSC) during the 2020 Search for Outstanding Government Workers on October 16, 2020.

The award is in recognition of her brave service during the launched attack of more or less 80 heavily-armed CommunistNPA-Terrorists (CNTs) on March 28, 2019 around 3:44 AM, at Victoria Municipal Police Station in Northern Samar. PCMS Cadiente, being the sole policewoman on duty during the said incident, had made a steadfast contribution to thwart and repel the attacks despite being outnumbered, by replenishing and loading magazines that were handed over to her comrades in the entire duration of the gunfight. The firefight lasted for about three (3) hours which resulted in the death of three (3) CNTs, the capture of three (3) others, and the recovery of four (4) high-powered firearms, grenades, improvised explosive device and assorted ammunition. Indeed, the unwavering courage of PCMS Cadiente, possessing such alertness of mind, compusure and bravery on that fateful morning clearly depicts a police officer’s integrity in its highest form.

BLESSING AND INAUGURATION CEREMONY OF THE NEW ORMOC CITY POLICE OFFICE BUILDING

he ₱26.9 million-worth newly constructed Ormoc City Police Office (OCPO), under the PNP-DPWH Convergence Program, complements the thrust of the PNP on the modernization of facilities. With the assistance of Congresswoman Lucy TorresGomez, 4th District of Leyte, the project was materialized on the last quarter of Calendar Year 2019 and has commenced last February this year. The Inauguration, Blessing and Turn-over Ceremony on November 24, 2020 was graced by Cong. Lucy Torres-Gomez; Mayor Richard Gomez; City Councilor Goito Yrastorza; PCOL RAMIL L RAMIREZ, City Director, OCPO; and PCOL ARMEL S GONGONA, former City Director; and Rev. Fr. James Tan, officiating priest. PBGEN RONALDO F DE JESUS has expressed his appreciation for the concerted contributions of stakeholders and the police force of Ormoc in the realization of the noble project. “As you perform your mandated tasks in this building, I expect that you

will uphold integrity and excellence. Sa lahat po nang naging parte ng proyektong ito, kinikilala ng PNP ang inyong kontribusyon. he Police Regional Office 8 under the leadership of PBGEN RONALDO F DE JESUS, Regional Director, extended assistance to the victims of Super Typhoon Rolly in Bicol Region thru a relief operations dubbed as “Otso Para Sa Singko” in coordination with the members of PRO8 Regional Advisory Council, Rotary Club of Tacloban, other supportive Non-Government Organizations and private organizations/individuals. This PRO was able to raise a total of ₱674,953.00 financial assistance from the collective contributions of all its units and offices. The fund was used to procure packed relief foods which were distributed to 3,972 recipients from the affected municipalities of Bicol region. The benevolent donations of stakeholders also include 15 boxes of tuna; 71 sacks and 500 packs of rice; 28 boxes of noodles; 25 boxes of assorted canned goods; 10 cases and two (2) boxes of mineral water; five (5) boxes of coffee; a case of mosquito coil; a case of matches; 73 pieces of mosquito nets; a box of flashlights; two (2) boxes of blankets, 15 boxes , 25 sacks and four (4) bags of used clothing; and eight (8) boxes of casserole. Among the donors were Benhua Trading Tacloban, Phi Omega, Eastern Visayas State University, Tacloban Filipino-Chinese Chamber of Commerce, Regional Regional Health Service 8, Mayor Pelagio Advisory Council, Samar PPO Advisory Council, Rise Tecson Jr and Mr Eugene Tan. and Rebuild International Foundation, Carigara Chapter, RD DE JESUS is glad for the prompt and RTRMF AKMA-ResBAK Organization, Tacloban City, Alpha compassionate response of all the personnel and the active support of the above-mentioned organizations and individuals. “Despite the pandemic we are all facing these days, we are still blessed here in Eastern Visayas for not being badly hit by the destructive typhoon like that of in Bicol. “If you can’t feed a hundred people, then feed just one”

I

t was in the high time of heavy rains, the locals of Jipapad in Eastern Samar were submerged in deep waters after the onslaught of a weather disturbance on February 10, 2021. Being stranded while hunger and fear creeping in, the personnel of Jipapad MPS has immediately acted upon the situation and provided assistance to the community. Under the led of PLT BALTAZAR C CEPEDA JR, the personnel, launched rescue and relief operations. Amid the scenario, the police force of Jipapad even shelled out money from their own pockets to be able to raise enough funds for the food packs that were subsequently distributed to the affected residents. True enough that the dedication to serve surpasses event the risk and challenge that come in a situation. t is a known fact that the act of helping goes for beyond the physical completion of a task of a challenge. It has the effect of enriching our lives, by connecting people and ideas that give positive impact on how to see things in a better perspective. Helping the community, for an instance, gives people the opportunity to grow into a better individual and further understand how to fit into the worlds around us. Accordingly, the spread of the COVID-19 has been an avenue where helping one another becomes a contagious act. As such, the Biliran Police Provincial Office initiated the “We Heal as One” challenged to reach the marginalized Biliranons. In support to “Kapwa ko, Sagot ko” Project, packed grocery goods were distributed to residents. During the conduct of relief activities, the Biliran PPO has witnessed that some families are living in dilapidated house that cannot withstand heavy rains. This encounter become an eye-opener for the unit to provide long-term assistance by building descent houses for the choosen residents. With this initiative, Biliran PPO coordinated with various stakeholders for the construction of new houses for selected recipients whose homes were damaged by Typhoon Ursula and Urduja which struck the province in 2018 and 2019. Through the help of generous donors, Biliran PPO has constructed nine (9) disaster-resilient houses being occupied now by the selected families. Nanay Naning, one of the recipients has expressed her never-ending praise for the benevolent acts of the police force, “Daghan kaayong salamat ma’am and sir, sa among katigulangon karon pa kami natagaan ug balay na dili na kami mahadlok panahon sa kalamidad. Ang atong buhi nga Dios magabalos kaninyo sa daghan pang panalangin.” The act of giving has indeed reached deserving Biliranon families. More than the provision of a beautiful house, the unit has also given them a chance to live beautiful lives in the comfort of their own homes.

The same protection and drive we intend to influence on the youngsters of Biri Island. With this, PLT MAE ANN F ERIVERA, OIC, came to realize the importance of such. Hence, “Tsinelas ng Pag-asa” was initiated. She believes that whoever wears a pair of slippers could go places--beautiful places! Thus, she selflessly shared her blessings by giving pair of slippers to a number of children in the island town.

As a responsive police service and in line with the PRECIOUS GEM program thrust if PBGEN DE JESUS, the unit endeavors to inculcate a renewed strength of hope and positivity among the less fortunate especially in this year’s Christmas celebration. The month-long celebration of the Yuletide season enlinned the warmth of the Christmas spirit amidst the challenges brought about by COVID-19. The gift-giving program of the Hinunangan Municipal Police Station in Leyte, under the leadership of PCPT RYAN JILL S MERQUITA, is an expression of their gratitude for being continually blessed even during this pandemic. With the collective donation from the personnel, the unit was able to sustain the month-long philantrophic deed.

To be able to live peacefully with her family, especially her children, has been the primary factor for Soyang to build enough courage to surrender. Joining the communist movement stripped her off of the opportunity to be with her loved ones and provide them with necessary care especially during this pandemic, a regret which she has to endure with. As such, on December 18, 2020, she made a decision that has changed her life-course and on several others. Upon coming back to the folds of the government, she has also convinced three (3) other former comrades to join her surrender, namely, alias “Jimboy”, “Babi”, and “Rio” who also yielded a caliber .45 pistol. With the belief that the government is genuine to its promise to provide normal and peaceful lives to former rebels, Soyang has also convinced alias “Jai”, the Deputy Secretary of Kabataan Party - Samar Chapter, along with alias “Sonia” to return to the fields of law on December 22 of the same year.

he intensified efforts of Samar Police Provincial Office to call upon the members of the Communist Terrorist Group (CTG) to abandon non-sensical armed struggle has yielded significant results with the surrender of a top female leader of the New People’s Army (NPA) in the Samar province. The surrenderee is identified as “Ka Soyang” who decided to lay down her arms and seek refuge in the Philippine National Police from the 1st Samar Police Mobile Force Company in Brgy. Palanas Cara, Calbayog City, Samar, then headed by PLTCOL AQUILINO G PONCCOL III. Soyang revealed that she was the former Secretary General of People Surge Alliance-Samar and a member of Militia ng Bayan/Yunit Militia (MB/YM) of Central Front Samar 1 (CFS-1), Sub-Regional Committee (SRC) Browser, Eastern Visayas Regional Party Committee (EVRPC) operating in the areas of Samar Province. She was in possession of one Caliber .223 - 5.56mm AR-15 BUSHMASTER XMl5-E2S Rifle and other subversive documents which she surrendered to the government.

On January 10 and February 18 of the following year, upon the news of the top leader’s surrender, alias “MANNY/JINKY”, “BEBOT”, “BENING”, “Mayo” and rebel couple “NARCING” and “NORA” also surrendered, yielding one M1 Garand Rifle, one Carbine Rifle, one Cal .45 Pistol and Cal. 38 revolver. During the three-month period, a total of 11 NPA members with three (3) high-powered firearms and four (4) short firearms were surrendered. PCOL GLENN OLIVER C CINCO, Samar PPO Provincial Director, noted that the NPA leaders’ surrender is a manifestation of the effective implementation of Executive Order No. 70 through Institutionalizing a WholeOf-Nation Approach in Attaining Inclusive and Sustainable Peace and creating a National Task Force To End Local Communist Armed Conflict (NTF-TELCAC). In partnership with the 8th Infantry Battalion, Philippine Army, and other participating government agencies and stakeholders, this PRO conducted a two (2) day relief operations in the towns of Sta. Rita, Basey, and Marabut, all of Samar Province, on November 18 and 19, 2020.


Catubig, Northern Samar

A community outreach program had been established, thru the Retooled Community Support Program (RCSP), on January 13, 2021 at Brgy. Hitapi-an, Catubig, Northern Samar. The activity was initiated through the support of different participating government agencies and private entities.



Borongan, Eastern Samar

Another RCSP Barangayan/Serbisyo Caravan has been held in the remote community of Brgy. San Andres Lower, Borongan City, Eastern Samar, categorized as Geographically Isolated and Disadvantage Area (GIDA) on March 25, 2021. In line with the continous peace and development effort of this PRO, and other government agencies, food packs and other goods, and cash assistance from DSWD were given to 65 family recipients. Also mountain bikes, tablets and rubber shoes were also distributed to the raffle winners. Meanwhile, children received Jollibee food packs and personalized toys while adults were given packed lunchs. Another 150 food packs were turned-over to the barangay officials for their subsequent distribution to the constituents. Meanwhile, other services and programs provided to the recipients were as follows: Assistance for Individuals in Crisis Situations (AICS); free check-up/medical consultations; dental mission; free vaccines/ medicines and distribution of Seedlings (High Value Crop Development Program).
