Regional Director: This goal was made possible by engaging in different strategic approaches. But the most effective among these is the intensification of the Anti-Illegal Drug Campaign. It is undeniable that most of the victims of this adversity are the children and the youth, be it directly or indirectly. With the eradication of this long prevailing social peril, we believe that we are able to build a safer community for the children, thus, a brighter future.

With equal importance, we also recognize the indispensable role of women in law enforcement and in nation-building. It has been recorded in the history that there were women who made an inconsiderable impact to the social, spiritual and economic progress of the country.

This thrust does not only encompass our organizational objective, but there are things beyond our mandate that we were able to achieve. One of these is our commitment to be instrumental to the realization of the childrenâ&#x20AC;&#x2122;s brighter future. Though child protection is basically one of our duties, we affirm that ours is beyond what is mandated. This is in belief that children play a vital role in the society for they are the future managers of the legacies that we are going to leave behind. They have the full capacity to maintain or even to surpass our achievements.

Luckily, Region 8 is blessed to have these kinds of women with laudable contributions to the overall success of Eastern Visayas. Their achievements are worthy to be made known to the public not to brag rather to inspire. These women extraordinarily made a name in the different fields and these made them worthy to be considered as empowered women in the Region. This issue is actually a compilation of the different activities of the PRO which focuses on its stance as an innovative institution. Drug-Cleared Province by Lizbeth Ann A. Abella, PRO8 Press Corps Member

AVAL, Biliran - The Philippine Drug Enforcement Agency along with the Philippine National Police (PNP) in the region has declared Biliran as a drug-cleared province, making it the second province in the region to be given such classification. The declaration held on May 11 coincided with the 26th founding anniversary of Biliran as a province. Chief Supt. Gilberto Cruz, Police Regional Director, said that the declaration of Biliran as a drug-cleared province was a product of efforts from various sectors, to include the people of the province themselves. “This is a collaborative efforts of Philippine National Police, Philippine Drugs Enforcement Agency (PDEA) the local PNP of Biliran, the eight municipalities of Biliran, the provincial government as well as the barangay officials,” he said.

With a good peace and order situation in the province, investors will not think twice in putting their businesses, Espina said. Biliran was declared as drug-cleared upon validation of the regional oversight committee of the requirements submitted by the 32 villages from its eight municipalities pursuant to the parameters set forth in section 8 and 11 of Dangerous Drug Board(DDB) regulations number 3 series of 2017. The declaration carries with it the duties and responsibilities following to the drug-cleared status as stated in section 11 of the said DDB regulations.

Biliran became the second next to Southern Leyte to be declared as a drug-cleared province in the region and fourth in the country.

The certificate of the declaration presented to Biliran province was signed by Gov. Sharee Ann Tan who is the chairman of Regional Peace and Order Council, Minerva Molon, regional Director of the Department of Health, Director Maribel Sacendoncillo of the Department of Interior and Local Government, PDEA Regional Director Edgar Jubay, and Chief Supt. Cruz.

Biliran Governor Gerry Espina Jr. said that he was proud of what his province has achieved on the campaign against the proliferation of illegal drugs which led for its declaration as a drug-cleared area.

Jubay said that it was easy for the oversight committee to push for the declaration of Biliran province because of the support given by the village officials, the mayors and the provincial government.

“I believe that there are still bad elements just lurking in the dark corners of the province. However, we should work together to maintain this declaration,” the governor said.

“Being a drug-cleared province is like a status you have to work hard to maintain it and hold on to it to be able not to lose it,” the PDEA regional director said.

Espina also said the declaration will also bring big impact to the whole province as its people will feel safer.

The declaration, Jubay said, is for the future of the children and the best legacy a community has to offer to them.

The governor added that bad elements will also see that the province is serious in dealing them and be charged accordingly.

He was also happy to inform that other provinces in the region may be declared soon as drug-cleared, and hopefully the entire region before the year ends.

n today’s generation where moral character is degrading due to the bad effects of social media impacting to the chaos of the present time, it is very delighting to know that there are still people especially the children who have embraced the virtue of honesty. On April 22, three (3) children namely Stephanie D. Borromeo, 11 years old, Jolicah M. Daño, 13 years old and Kristiane D. Bongcawel, 13 years old, all residents of Padre Burgos, Southern Leyte turnedover to Padre Burgos Police Station an ID jacket containing money, student permit id and a certificate of live birth owned by a certain Christopher C. Asino. According to these children, while they were on their way home, they found the said ID jacket with money inside and they decided to surrender it to the Police Station. Such act of honesty shows that somehow the present society has still high hopes of reviving the old and traditional ways of being good citizens. They did not show any interest in spending the money, instead, they portrayed an example worthy of praises from the public. The PNP also commends the parents for instilling discipline on them firm enough to withstand any temptation. Also, the trust of the children to the police uplifts the morale and image of the PNP organization and so with this, RD CRUZ invited the children to Tacloban City accompanied by the PCR PNCO of Padre Burgos Police Station, PO1 Jen Capistrano. The children were rewarded to roam the City of Tacloban especially the Robinson’s Place and shop different apparels for free. These children were extremely happy as this was their first time in the city and they never expected RD Cruz’s generosity. “Sa mga bata po na makakakita o makakapulot ng kahit anuman huwag pong matakot ibigay sa mga pulis dahil mapagkakatiwalaan po sila,” said the children in an interview. Indeed, being honest doesn’t cost a thing, it leads you to a more blissful life instead.

CDM Competition for the First Time by PO1 Florylyn M Gapul

he Police Regional Office 8 conducted for the first time a competition on Civil Disturbance Management (CDM) on April 30 at PRO8 Grandstand, Camp Kangleon, Palo, Leyte. Said competition aims to enhance the personnel’s knowledge in handling public disturbances through quick and proper execution with high respect for human rights observing maximum tolerance. Hon. Jerry “Sambo” Yaokasin, Vice Mayor, Tacloban City, in his message elaborated his new meaning for the word CHANGE, C for Courage; H for Honesty; A for Accountability; N for Non-Negotiability; G for Gentlemen and E for Example. “This is the CHANGE that we hope you will bring to the leadership, to the rank of the PNP, not only here in Region 8, but all throughout the Philippines.” Contenders came from the six (6) different Police Provincial Offices, two (2) City Police Offices and the Regional Mobile Force Battalion (RMFB). Each team composes one (1) platoon. Performance and execution must conform to the PNP Police Operational Procedure. Each team was given scenario to be performed. All contenders performed properly and excellently, nonetheless, there will always be on top based from the criteria made by the board of judges. The following team bagged the top 3 ranks of the competition: 1st_____ Southern Leyte Police Provincial Office (93.5%) 2nd _____ Samar Police Provincial Office (93.2%) 3rd _____ Tacloban City Police Office (93.0%) RD CRUZ commends all the personnel who participated in the competition for they really showed competence in handling scenarios with much care in promoting human rights. Southern Leyte is the First DRUG-CLEARED in Eastern Visayas by Marie Tonette Grace Marticio, PRO8 Press Corps Member

Southern Leyte is the first province in Visayas with one city and eighteen municipalities drug-cleared and the third in the country following the declaration of Batanes in 2016 and Romblon in 2017. Out of 500 barangays in the province, 462 were identified as drug infested, and the first one was the island municipality of Limasawa on September 20, 2017. Director General Aaron Aquino, Philippine Drug Enforcement Agency (PDEA) commended the provincial government of Southern Leyte, the barangays, Philippine National Police (PNP) and all other line agencies for the vital roles played in attaining their goals making it the first drug-cleared province in the region. A Man From A Humble Beginning by PO1 Romea Joy O Cesista

ho would ever think that a son of a humble farmer from the Municipality of Lawaan, Eastern Samar will become the Regional Director of Commission on Election Regional Office 8? Atty. Jose Nick A. Mendros was born to Mr. Nicolas Mendros and Mrs. Julie Aguanza Mendros on March 31, 1976. His formative years started at Taguite Elementary School and Lawaan National School of Craftsmanship and Home Industries. He graduated Valedictorian in both levels. He took up Bachelor of Arts in Political Science at the University of the Philippines Visayas, Tacloban City and pursued Bachelor of Laws at Don Vicente Orestes Romualdez Educational Foundation, (DVOREF) Tacloban City and ranked second in class. He passed the Bar Examination in 2000 and right there and then started to serve the government at the Commission on Election. In June 2016, he was appointed as the Regional Election Director of COMELEC Region 8 and up to present is still serving the same office.

In his journey as an officer in COMELEC, he was sent to other areas where election process was more complicated to handle. He was entrusted to handle the Special Registration of Voters in Maguindanao as the Team Leader, Special Election Officer on the Special Elections conducted at Tamparan, Lanao del Sur and the Special Action Officer and Team Leader on the 2005 Regional ARMM Election in Sulu.

Shooting enthusiasts from Leyte Police Provincial Office (LPPO), Eastern Samar Police Provincial Office (ESPPO), Northern Samar Police Provincial Office (NSPPO), Samar Police Provincial Office (SPPO), Biliran Police Provincial Office (BPPO), Southern Leyte Police Provincial Office (SLPPO), Ormoc City Police Office (OCPO),Tacloban City Police Office (TCPO), PMFCs and RMFB8 contended for the

championship title in the said tournament. The said shooting competition was through the effort of PCSUPT GILBERTO DC CRUZ, REGIONAL DIRECTOR. Prior to the event, the organizing committee together with the range masters and officers conducted an orientation on the range rules and regulations to refresh all the lady shooters on the safety measures and how the scoring will run. PCSUPT CRUZ stated that the primary aim of the competition is not only to improve the shooting skills of the policewomen of this PRO but most importantly to build camaraderie among them and strengthen their working relationship.

“Heart of the Samar Island” REACHED by PO1 April Reena C Brillantes

an Jose De Buan, Samar - On March 22, the Police Regional Office 8 conducted an outreach program at the said municipality, spearheaded by PCSUPT GILBERTO DC CRUZ, Regional Director, PRO8. Located 133 kilometer. North of Tacloban, it is more than 40 km. away from the nearest cemented highway. Dubbed as the “Heart of the Samar Island,” its population of more than 7,000 residents is spread out in far-flung mountain barangays, mostly accessible by footpaths and trails scattered on hazardous mountain ridges and shaky terrains of the area. Deprived of modern facilities and services, the folks faced difficulties acquiring advance medical attention due to its geographically and depressed location. As the troop set forth their journey, on board of a 6x6 truck, they faced a three (3) long hours of roller coaster ride. Their voyage was indeed a challenge. On the right side of the road was steep cliffs and on the left side was an open area, prone for ambush and peculiar happenings but this was set aside when they see the locals eagerly waiting for the medical and other services offered. Among the free services provided to the community were as follows: Medical Supplies with three hundred fifty (350) recipients; one hundred eighty-eight (188) benefited from free dental checkups and tooth extraction; eighty-two (82) recipients

were circumcised during the Operation Tuli; one hundred thirty-one (131) had their hair cut; one hundred seventy-three (173) were given eyeglasses; three hunred (300) children received slippers and school supplies; and one (1) local received a minor surgery wherein the localâ&#x20AC;&#x2122;s cyst where removed. Among the local agencies and allied forces that joined and supported the PNP troop were: Samar Police Provincial Office (SPPO), San Jose De Buan MPS, Eastern Visayas Regional Medical Center (EVRMC), Department of Health (DOH), San Jose De Buan LGU, Provincial Government of Samar, 32IB of Philippine Army, members of the media and San Jose De Buan Local Government Unit headed by their Municipal Mayor and Vice Mayor. Sohoton Cave Clean-up Drive by PO1 Maiko N Medino

This showcased their dedication to maintain cleanliness and to win peace through advocacy. Sohoton Cave is one of the tourist destination in Basey, Samar. It is a hidden paradise composed of marvellous rock formations and an underground river. However, its setting became advantageous to the hostile group occupying it as their safety haven. They irresponsibly vandalized the rock formations in an attempt to instil fear to the people. It was even deemed that it cannot be visited by the uniformed men. but Police Regional Office 8, did it!

ive hundred forty two (542) trainees in 12 classes completed their Basic Internal Security Operations Course (BISOC) at the PRO8 Grandstand on March 19.The rigid training started from December 8, 2017 to March 19, 2018, BISOC Class 67-78 2017-R8. LTC Ronnie T. Ebarita, Battalion Commander, 52IB, 8th ID, PA, Guest and Honor Speaker stressed out in his speech:

â&#x20AC;&#x153;Huwag mong ipagpalit ang pagod sa siguridad. Sa training ninyo lumabas yung mga pawis ninyo. Mahirap, pinahirapan kayo, dahil sinanay kayo ng ganoon ang maramdaman pagnasa field na kayo.â&#x20AC;? The program was highlighted showcasing the dynamic skills of selected trainees on Immediate Action Drill (IAD) and Defensive Tactics on rifle and pistol marksmanship.

These PNP neophytes will be assigned at the PRO8 Public Mobile Force Battalion in the different RMFB Maneuver Companies in the region.

olice Regional Office 8 celebrates its 27th PNP Foundation Day on March 12, at PRO8 Matapat Hall with Hon. JOSE LAO ONG JR., Governor, Province of Northern Samar as Guest of Honor and Speaker. The highlight of the program was the message of the Guest of Honor and Speaker commending the peacemakers as an organization and emphasizing that he will cooperate with the PNP to the full extent of his power and authority in implementing the laws of the land for the benefit of the people. The program also centered on the presentation of awards for the top performing units of this PRO for the month of January. The following table shows the different categories and its awardees:

A total of sixty-six(66) bags of blood from PNP personnel including the Regional Director, himself as blood donors to implement the National Blood Services Act of 1994 (Republic Act 7719) , an act promoting voluntary blood donation providing adequate supply of safe

blood. It aims to create public consciousness on the importance of blood donation in saving the lives of millions of Filipinos. Further, PRO8 and EVRMC had signed a Memorandum of Agreement (MOA) which states that PRO8 will support the above-mentioned activity of the latter. This was instilled in the minds of PNP personnel that donating blood is a social responsibility.

Tokhang 200: OPLAN “PAGBABAGO.” Graduation Day was indeed a new day and a new beginning for the 151 former drug personalities who graduated from their 45-Day Skills and Livelihood Training dubbed as Tokhang 200: Oplan “Pagbabago,” and initiative programof Police Regional Office 8 under the leadership of PCSUPT GILBERTO DC CRUZ, Regional Director, PRO8 and other government agencies. The event was graced by PDIR EDUARDO SERAPIO M GARADO, Director TDPC together with PCSUPT RHODEL O SERMONIA, Director of PCRG.

The participants graduated from different vocational courses under TESDA and given Academic Excellence Award and recognition for their outstanding performance throughout the program. During the event, they showcased their talents and at the same time they demonstrated their new skills acquired on Solar Panel Energy Assembly, Motorcycle Overhauling Small Engine and on Rescue Operation. Those who graduated in Food Processing prepared and shared their finished products to others, especially with their families for free.Other graduates were recruited by other LGU’s to be part as Rescue Volunteers of their place. Moreover, PCSUPT CRUZ wanted

to make sure that after they graduated from their courses they will practice it more and be expert to it, with the help of other government agencies they were given PAGBABAGO PACKAGE and DSWD Financial Assistance that they can use to start their own businesses. PCSUPT CRUZ advised all Chiefs of Police in every municipality where the surrenders live to monitor them and they might as well undergo random drug testing to make sure that they will not use illegal drugs again. He added that in case he finds out they are positive illegal drugs users, they will still be arrested by the police officers.

“Takbo para sa Pagbabago!”

olice Regional Office 8 conducted a FUN RUN dubbed as “TAKBO PARA SA PAGBABAGO” last February 25 at around 4:00 a.m. at the Leyte Provincial Capitol Building, Plaza Libertad, Tacloban City. The objective of this activity was to promote TOKHANG 200: “Oplan Pagbabago” Skills Training and Livelihood Program, a reformation program for those who once were inclined in using illegal drugs in the region according to PCSUPT GILBERTO DC CRUZ. The event was divided into six (6) categories namely: three (3) kilometer run, five (5) kilometer run, ten (10) kilometer run, twenty one (21) kilometer run, three (3) kilometer buddy run, and five (5) kilometer couple run. The three (3) kilometer buddy run gives one a chance to tag along friends, relatives, or even pets, and (5) and a five kilometer couple run with a special someone. It was at test of speed, stamina, and endurance. The following table shows the breakdown of the winners in every category. This FUN RUN is one of the fund raising programs initiated to augment budget in giving the participants of the program necessary supplies for their training. It was conceptualized to promote and raise funds for the program. PRO8 is eyeing a great impact of the said program to all drug dependents not only in the region but in the country as a whole. “It is difficult to regain oneself back, to decide to do right or wrong when infected by illegal drugs, that is why drug-related cases boomed where there is a rampant usage of drugs; however, with the help of the right people and the right opportunity, this difficulty can be turned into possibilities,” RD CRUZ said. Rehabilitating these former drug personalities and restoring their old selves back armed with jobready-skills would help them reintegrate to the community. This is the true essence of the program.

ive-year (5) old Salvador S. Yap Jr, more known to his friends and family as “Sasay” was unfortunately diagnosed with leukemia at his very young age. Born to Salvador Jr. and Joana Mae Yap, Sasay was naturally witty and gleeful prior to his illness. Slowly, leukemia slowed down his immune system and deprived him of the opportunity to live as a normal child who dreamed of becoming a policeman someday. While undergoing medication at Eastern Visayas Regional Medical Center (EVRMC), Sasay expressed his wish to meet and greet a policeman. This simple wish was posted in social media and abruptly made an impact to the netizens to include the Men and Women of Police Regional Office 8 which led them to immediately organize a planned visit to Sasay.

olice Regional Office 8 held its 1st DRDAs Cup dubbed as â&#x20AC;&#x153;Admin Challengeâ&#x20AC;? spearheaded by PCSUPT ROBERTO T BADIAN, Deputy Regional Director for Administration in a three (3) day event from February 32 to 25 at the Leysa Firing Range, Kutakagkabato, San Jose, Tacloban City. The event was a Level 1 Shooting Competition organized and sanctioned

with the collaborative efforts of the Police Regional Office 8 and Philippine Shooters Match Officers Confederation (PSMOC). It was participated in by one hundred forty nine (149) teams of PNP personnel assigned in administration of different PPOs/CPOs and sixty-one (61) civilian enthusiast shooters in the region. This event was intended to stir and test the aptitude of police personnel who are already used in staying at the office for

loads of paper works. Likewise, it was intended to enhance the marksmanship and skills of the participants to foster sportsmanship and to unite the force camaraderie among competitors. The shooting competition consisted two (2) different categories: 1.) Hand Gun Category and 2.) PRR Category. The following tables present the winners of the different categories:

It was geared towards the development of endurance, skills, camaraderie, and sportsmanship SWAT Teams in the region. This event was participated in by SWAT Teams from their respective Police Provincial Offices (PPOS) City Police Offices (CPOs) and Regional Mobile Force Battalion (RMFB8) in Eastern Visayas. This competition was mainly crafted for the selection of members, and teams for the National SWAT TEAM Competition for March 1 to 3, 2018 at Davao City, says PCSUPT GILBERTO DC CRUZ. 2,048 Residents from Las Navas, Northern Samar are PRO8’s Beneficiaries by PO1 Romea Joy O Cesista

Police Regional Office 8 under the headship of PCSUPT GILBERTO DC CRUZ conducted its 3rd Community Outreach Program at Las Navas, Samar in spite of its geographical location. Various services included Medical and Dental Mission, PhilHealth Registration, Psychological Counselling and Support, Free Haircut, Distribution of School Supplies and Slippers, Reading Eyeglasses and Nutritious Feeding were extended to the two-thousand forty-eight (2,048) recipients. This was made possible through the untiring support of the Armed Forces of the Philippines (AFP), Department of Health (DOH), PhilHealth, Social Security System (SSS) , the Provincial Government of Northern Samar and the Local Government Unit of Las Navas. Also highlighted was the performance of the PRO8 popular duo mascots “Tsip Bato” and “Gen. McArthur” which enliven the activity. Economically, Las Navas is known as one of the most fast progressing towns.However , there are some factors that hamper its total development such as geographical location which is advantageous to the inimical groups to conduct their hostile activities especially in the interior parts of the town to include its hinterlands. This is the reason why it is very risky on the part of the uniformed men to visit Las Navas even for a noble purpose. This is the second successful attempt of Police Regional Office 8 under the stewardship of PCSUPT CRUZ to visit the farthest municipalities of Northern Samar. Other outreach programs with the same services offered were conducted to other far-flung municipalities of Eastern Visayas was able to reach out the Municipality of Las Navas, the farthest town in the Province of Northern Samar. Kiddingly termed “Last Navas” being the endpoint municipality composed of fiftythree (53) barangays in which three (3) of it are situated at the town proper.

ebellion or insurgency had been a social nuisance in the country which dates back more than fifty years ago. It had been affecting all facets of the community and had resulted into innumerable loss of lives and properties. Impacts to social and economic aspects are palpable in the constant depletion of tourism, marketing and investment in areas affected by this adversity. Undeniably, it had taken a toll in the community as a whole. The government however, did not remain nonchalant on this matter and had engaged in different strategic and empirical actions to address this peril. One of these is the intensification of Anti-Insurgency Campaign throughout the country in coordination with other law enforcement agencies specifically the Philippine Army primarily in-charge of this matter. Police Regional Office 8 (PRO8) had launched various programs purposely to accord to the objectives of insurgency related defies. One of these is the conduct of simultaneous community outreach programs to conflict-affected areas. On February 01, 2018, PRO8 reached out Las Navas, Northern Samar, one of the most rebellious group infested areas in the province due to its geographical setting. En route to the said municipality, there were placards posted shouting out the dismay and disagreement of the people of Northern Samar to the hostility of the new Peopleâ&#x20AC;&#x2122;s Army, the longest operating rebel group in the locality. These manifests that people are no longer easily encouraged by their propaganda and principles especially in their means of sustaining operations which includes theft, extortion and harassment. It is indeed encouraging to exert more effort in reaching out people in the low lines especially now that they are already aware of the negativities of well-disposing the principles of the rebel group. This is definitely the perfect timing to showcase the services that the government is always ready to provide.

ASUGBONG” magazine was finally launched during the traditional Monday Flag Raising Ceremony on January 29 at Camp Ruperto Kangleon, Palo, Leyte. PCSUPT GILBERT DC CRUZ, spearheaded the aforementioned activity. Dubbed as “KASUGBONG” which basically refers to a shoulder, this magazine is published on a quarterly schedule. It aims to reach out to the public and create awareness that police officers of this PRO are all shoulders to lean on. At its root, the word “Kasugbong” refers to a shoulder which portrays that police officers of this PRO are all shoulders to lean on. Priding itself of showcasing a compilation of significant events, activities and accomplishments from this office, each issue focuses on a particular theme for publication. This is a free publication with the support of the lower units under this PRO and encouragement from other sources. Among the articles in the 1st issue are the notable accomplishments of PRO thru RD CRUZ’s leadership that have taken place since RD’s installation as the new Regional Director. 44-Km Commemorative Bike Ride for the Gallant SAF44 by PO1 Maiko N Medino

amp Ruperto Kangleon, Campetic, Palo, Leyte – On January 28, 2018, Police Regional Office 8 offered a fun bike ride dubbed as “44-KILOMETER COMMEMORATIVE BIKE RIDE FOR THE GALLANT SAF44” as a tribute to their heroism and gallantry when they selflessly sacrificed their lives during the Mamasapano Clash

It started from MacArthur Park, Candahug, Palo, Leyte at around 05:00am going to San Juanico Bridge, circling around downtown area, and to its finish line/end point at Regional Headquarters Camp Ruperto Kangleon, Palo, Leyte at around 08:30am for a total of forty four kilometer (44-km) bike ride.

PCSUPT GILBERTO DC CRUZ, Regional Director, encouraged all PNP units to join and invite participants to join the activity. The objectives of the activity were to commemorate the heroism of the 44 SAF commandos and to raise funds to be given to the families of the 6 gallant men from Visayas.

It was then followed by a WREATH LAYING activity in front of the administration building to honor the forty four (44) SAF commandos highlighting the six (6) brave men from Eastern Visayas namely PO3 John Lloyd Sumbila, PO2 Glenn Bedua, PO2 Noel Balaca, PO2 Rodel Ramacula, PO1 Joseph Sagonoy, and PO1 Mark Loy Clemencio.

The event was joined by more than two hundred (200+) cyclists composed of uniformed, non-uniformed, and civilian cycling enthusiasts around Eastern Visayas.

“We should never forget what they have sacrificed for our country. To their bereaved families, let us join hands as we pray for their souls,” RD CRUZ said.

RD Cruz Initiates Surprise Drug Test to All Chiefs of PRO8 by PO1 Florylyn M Gapul

PCSUPT GILBERTO DC CRUZ, Regional Director, Police Regional Office 8 initiated the conduct of surprise drug test to all the attendees of New Yearâ&#x20AC;&#x2122;s Call on January 2018 in Matapat Hall, PRO8. The officers were unaware when the SOCO team from the Regional Drug Enforcement Unit PRO8 proceeded to have them tested , but they were not worried anyway. It was an action taken by RD CRUZ to show transparency to the public as to what kind of leaders this region has. Fortunately, all the officers and chiefs of this region were found out to be in negative users of illegal drugs. Based on their urine samples, those did not contain Metamphetamine Hydrochloride (SHABU) and Tetrahydrocannabinol (MARIJUANA) components. Likewise, on January 18-19, all participants on the seminar-workshop on Anti-illegal drugs strategies and implementation of special skills held at PRO8 Matapat Hall were also given a surprise drug test. Results of their drug tests were all negative. It is imperative to all the PNP personnel not to engage in any use of illegal drugs since it is an intense campaign of the organization. Itâ&#x20AC;&#x2122;s just notable that of all the surprise drug tests to the personnel of this PRO were all negative. The administration therefore can be proud to such a pure and good image of its personnel.

Rescued Chinese Cargo Vessel in Northern Samar by PO2 Rachel C Dingal

drifted Chinese Cargo Vessel Jin Ming 16 anchored more or less 300 meters from the shoreline of Bry. 2 Poblacion, Pambujan, Northern Samar due to bad weather on January 2, 2018 with nine (9) crew members rescued. Upon receipt of a distress call from the said vessel, members of the Philippine Coast Guard (PCG) and PDRRMO, both based at Northern Samar in cooperation with Pambujan Municipal Police Station (PMPS), Northern Samar Police Provincial Mobile Force Company (NSPMFC), 803rd Brigade of the Philippine Army and Pambujan and Laoang Municipal Disaster Risk Reduction Management Councils and other concerned agencies, immediately responded and nine (9) foreign crew were rescued,â&#x20AC;? PCSUPT CRUZ said. This incident prompted PCSUPT GILBERTO DC CRUZ to lead an ocular inspection and assessment of the drifted Chinese cargo vessel on the coastal water of Pambujan, Northern Samar on January 5, 2018. The said Chinese cargo vessel was seen to be on distress as per Kabalikat Civicom who personally reported before Pambujan MPS on the coastal water of Pambujan, Northern Samar anchored more or less than 300 meters from

the shoreline due to engine failure resulting its hull to rupture caused by the gigantic waves in the open seas while on their way to Chile loaded with 100 cartons of alcoholic beverages. The nine (9) rescued crewmen were identified as XU, WEILONG, SAI CHEONG HO, XILONG SUN, CHEN HSIN-CHUAN, WU NENG JIN, HANS FEBIE, YE GUI JIN AND XU XI who were temporarily housed at the residence of Felipe A Sosing, Municipal Mayor, Municipality of Pambujan following an SOP where all undergone medical/physical examination at Pambujan Rural Health Unit and were debriefed at Pambujan Municipal Police Station. The Philippine Coast Guard with the support of the PNP PRO8 conducted a thorough investigation as to the cause of the incident . Up to this date , investigation is still on going.

Diwalwal, located at Campetic, Palo, Leyte. Despite the steep and slippery route of the said mountain, the troop’s perseverance and determination prevailed as they climbed their way up. The said activity was made to keep the communities safer by deploying more uniformed personnel to perform patrol duties. This activity was undertaken to minimize incidents perpetrated with the use of firearms; neutralize members of private armed groups (PAGs); and criminal gang members; and assures law abiding citizens of their safety from impending crimes by would-be perpetrators. Thus, PCSUPT CRUZ relentlessly implemented Intensification of Patrolling to intensify internal security operations (ISO) for a better and safer place to live in.

Relief Goods Distributed to Landslide Victims by PO1 Terence John O Cinco

n January 13, 2018, a landslide occurred along Cong. Artemio Mate Avenue in Brgy. 43-B, Quarry, Tacloban City which caused the collapse of a concrete wall and buried several houses. There were 4 casualties reported and 10 houses buried affecting 9 families and 22 other individuals forcedly evacuated by the local government. The cause of the said landslide was due to the heavy rains for several days on the first month of the year 2018 brought by tail end of cold front affecting the eastern part of the region. This resulted to severe flooding and landslides which recorded several incidents. Immediately, PCSUPT CRUZ, Regional Director, PRO8 directed PNP

rescue teams to help in the conduct of search and retrieval operation on the said area. He personally visited the site despite the danger that can possibly occur any moment because of the continuous heavy downpour. RD Cruz led the distribution of relief goods and cash covering the urgent needs of the affected residents especially to the family of the victims.

The Exceptional Projects by PO1 Romea Joy O Cesista

PCSUPT GILBERTO DC CRUZ is known to be an advocate of environmental protection. Aside from that, he is also famous for being the initiator of first times and innovator of extraordinary projects. This time, just before he left the portals of Police Regional Office 8, he was able to set another record once again. Environmental Jesus Christ was built atop the peak of the highest mountain of Police Regional Office 8 in Camp Ruperto Kangleon, Palo, Leyte. The image was built using scrap metals, debris of typhoon Yolanda and confiscated materials from police operations conducted against illegal logging, illegal fishing and other criminality. It was artistically bent by Mr. Lucky Salayog, the nationally renowned metal sculptor. Along the trail lies the fourteen Stations of the Cross. Per piece of the materials used has representations relating to the onslaught of various disasters and other significant events relating to the environmental 48

protection campaign. It is also lighted with various forms of illumination, hence, its visibility even during night time. Today, it serves as one of the touristsâ&#x20AC;&#x2122; attraction in the region. Another is the launching of M/V Lakan, the very first ever PRO8â&#x20AC;&#x2122;s patrol boat made possible in partnership with the Bureau of Fisheries and Aquatic Resources. It can carry a maximum of fifty (50) persons and has a mounted machine gun. It is also powered with an engine which is so far the fastest in the region. Its primary purpose is to serve as the vehicle to be utilized in conducting patrolling in the aquatic territories of the region where possible illegal fishing may occur. It also secures the territories fronting the Pacific Ocean from entry of foreign vessels which is very likely to happen. It will also serve as the primary rescue vehicle in case of catastrophes to areas impassable by land vehicles. hildren are precious gold on Earth. Their existence makes the world vibrant as projected in their genuine and innocent smiles. They lighten up even the gloomiest days and brighten up everyoneâ&#x20AC;&#x2122;s perspectives they come in contact with. These are only few of the magical things that only a child is able to do. But, how about if they are the ones in need?

In the process of reaching out the grass roots of the society to render services they deserve, PCSUPT GILBERTO CRUZ, Regional Director of Police Regional Office 8 (PRO8), met these children who are suffering from different kinds of illnesses. Kind-hearted as he is, RD Cruz immediately decided to extend assistance to these children. To mention a few, they are as follow:

NOEMER MABANAN, with cleft palate Noemer, 13-year old with cleft palate from San Jose de Buan was brought to EVRMC for proper consultation on April 5. Today, he is waiting for the schedule of his surgical operation. 50

IAN DALIGON, with hernia Ian, with hernia underwent an operation called herniotomy last April 26.

MAY JANE AGOSTO, with club foot May Jane is club footed. Her parents are the caretakers of the chapel at PRO8 Camp. She is a grateful and a bubbly child despite of her condition. She plays around the camp everyday and is a usual bleacher occupant on RD Cruz’s basketball games. This caught the attention of the kind- hearted PRO8 Regional Director. On March 27, May Jane was brought to EVRMC for medical consultation. She is now waiting for the availability of the surgery equipment and the Medical Experts from Cebu City to perform the surgical operation. May Jane is the most known kid in the camp and he fondly calls RD Cruz as “Kuya RD.”

EARL JOHN RELOS, with scabies Earl John suffers from severe scabies. RD Cruz came to know his skin problem through the Facebook post of a concerned citizen. RD Cruz immediately ordered the local police of Libagon, Southern Leyte to look into the whereabouts of the child. The personnel of Libagon Municipal Police Station promptly brought the child to EVRMC, Tacloban City for medication. Today, Earl John is under home treatment with the assistance of the DSWD and the local health office of the Municipality of Libagon, Southern Leyte.

ice Mayor Sambo Yaokasin of Tacloban City graced the Civil Disturbance Management Competition on April 30 which was held at the Police Regional Office 8 grounds. Known for his sturdy support to the Philippine National Police, Vice Mayor Yaokasin emphasized strong points in his speech which is a message of change.

for Good and Gentleman. A Police Officer must refrain from engaging in acts that may cause harm, danger or even annoyance to others. It includes but not limited to using profane languages, disrespectfulness and irresponsible multimedia use.

for Example of Excellence. Police officers shall at all times be an example of excellence. He shall always portray expertise and mastery. Some profession has a small room for mistake, in law enforcement, a tiny hole of discrepancy could mean loss of life.

for Courage and Compassion. He believes that Police Officers are tasked to serve and protect the country and its citizenry at all times. They must be willing to take the risk at all cost when the situation demands and must serve with willingness and dedication. for Honest and Helpful. A Police Officer shall bear the concept of honesty at any cost because it brings integrity and quality service to the people. He must also be helpful at all times and shall be willing to lend a helping hand to everyone in need.

for Accountable and Accessible. Law enforcement officers are never “off duty”. They should be dedicated public servants who are sworn to protect public safety at any time and place that the peace is threatened.

responsibility in one’s self, hence, responsibility in all its undertakings. He should also be nonnegotiable which means no factor shall affect his performance of duty.

Vm Yaokasin believes that Police Officer as a profession deserves recognition and prestige for the nobility of its objectives. He even thinks that there should be a celebration of Police Officers Day just to express the public’s gratitude to the extent of service an officer could offer. This perception from a dignified public servant like Vice Mayor Yaokasin matters to the men and women of Police Regional Office 8. It is a spur to do better and to serve beyond the call of duty.

n June 13, 2017, “Mission: Slim Possible” was launched nationwide. This is a fitness program for police personnel to enhance the morale and welfare of PNP personnel and at the same time improve their physical well-being. A manifestation that the PNP is really serious in its campaign of winning the war against obesity. PRO8’s representative for the “Weight Loss Challenge” as TOP 1 biggest loser of this PRO was PSSUPT LEONARDO R SUAN, Deputy Regional Director for Operations (DRDO). According to PSSUPT SUAN, the road to having a slimmer body was not that easy. He observed proper diet and regular exercise. For 8 months, no rice, no sweets. He also does biking and zumba. Healthy diet, regular exercise and remaining committed to your goal are your tickets to a healthier version of you. Last Dec. 14, 2017, the biggest losers representing all PROs attended in the presentation of models in the mission slim possible. Overall, PRO8 contributed more or less close to 20,000 pounds. Losing 18kgs from 130kgs to 112kgs in just 6 months was one gigantic leap for a man determined enough to attain his goal of having a slimmer and healthier body. PSSUPT SUAN indeed faced a big challenge before he achieved his desired weight. “Sa sarili ko pa lang, big accomplishment na yan di ba. Ang gusto ko lang ma-inspire din iyong other PNP personnel na mas malaki pa sa akin na I have to do more. Hindi importante sa akin na manalo sa national or saan. Sa sarili ko lang panalo na ako,” said PSSUPT SUAN in an interview. The feat successfully faced and overcome by PSSUPT SUAN will serve as a challenge to other PNP personnel in the region. He just proved that the seemingly impossible is possible.

ven as a Cadet in the Philippine Military Academy, OSCAR DAVID ALBAYALDE already showed great potential as a leader. He was the multi-awarded Commander of Charlie Company who consistently qualified for the Dean’s, Academic Board’s and Superintendent’s Lists before graduating as Cum Laude of the Sinagtala Class of 1986. In the next three decades after leaving the Academy, Albayalde steadily rose through the ranks, he started his career as a young Lieutenant with the Philippine Constabulary Special Action Force and with the Special Reaction Unit or SWAT; he also become the Chief of Police of the Guagua (Pampanga) Municipal Police Station, City Director of the Olongapo City Police Office, and Provincial Director of the Pampanga Police Provincial Office. He also served in various capacities as Regional Staff Officer of Police Regional Office 3 (Central Luzon) and as Regional Intelligence and Operation Officer. When he was assigned to the PNP Directorate for Plans (DPL), he headed the United Nations Peacekeeping Operations Center and Organizational Development Division. Eventually, he was appointed as DPL’s Executive Officer and promoted to Police Chief Superintendent. PCSUPT Albayalde is also known to be a man of sports, he loves to play basketball, he is an avid skydiver; scuba diver and a motorcycle rider. In July 2016, PCSUPT Albayalde assumed the post of Metro Manila’s Top Cop: Regional Director of the 29,000-strong National Capital Region Police Office (NCRPO). He challenged Team NCRPO to make Metro Manila the showcase of the change that President Rodrigo Roa Duterte promised to the Filipino people, by leading the way in making it the safest place in which to live, work and do business. He directed the implementation of a practical program for crime prevention and suppression, an intensified campaign against criminality and illegal drugs, and a sustained internal cleansing of NCRPO’s ranks. By December 2016, or barely six months after Albayalde took over NCRPO, a Pulse Asia survey found

that 81 percent of respondents from Metro Manila agreed that they felt safer because of the campaign against criminality. This campaign was anchored on the war against illegal drugs. From July 1, 2016 until April 10, 2018, OPlan Double Barrel operations resulted in the arrest of 39,032 and neutralization of 1,519 drug personalities, while Project Tokhang persuaded 233,509 drug users and pushers to surrender. Likewise, Metro Manila saw a drastic decrease in its crime volume for the Eight Focus Crimes from 63,492 for the period July 2014 until April 10, 2016 to 32,005 for the comparable period July 2016 until April 10, 2018, or a difference of 49.59%. The success of Team NCRPO can be attributed to PDIR Albayalde’s brand of leadership: He leads by example, and he leads for results. Officers and staff do not hesitate to follow him because he is confident about who and what he is and he knows where he is going. Metro Manila’s LGUs also responded well to his leadership as Vice Chairman of the Regional Peace and Order Council, and issued various resolutions in support of Team NCRPO. He not only displays the attributes of a good leader; more importantly, he uses them to produce and achieve the desired results. His principles of teamwork emphasize consultative decision-making, clearly defined roles and accountabilities, empowerment of and shared leadership among team members, recognition and utilization of diverse skills and talents, open communication with stakeholders and practical approaches to problem-solving. He often encourages police officers by assuring them that when they work as a team, no task is too daunting to be successfully accomplished. A total of 58 awards and decorations bear witness to PDIR Albayalde’s outstanding performance in his assignments, including a Gold Cross Medal, a PNP Outstanding Achievement Award, and three (3) PNP Heroism Medals, among others. Despite the recognition, he remains humble, always ascribing his success to the grace of God. PDIR Albayalde takes his oath as the 22nd Chief of the Philippine National Police on April 18, 2018. Already, his service reputation as a strict disciplinarian engendered positive reactions from the President, several Senators and Congressional Representatives, ordinary citizens and the media. They are one in saying that he is the best choice to lead the PNP at this time.

Prompt Rescue, Retrieval and Relief Operations for Victims and Families of Collapsed Walls in Tacloban City Tacloban City -- In January 12, 2018, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued a weather advisory for Eastern Visayas due to heavy rains caused by the tail-end of cold front that may lead to heavy flooding and landslide in prone areas. The Tacloban City Government suspended classes in public and private elementary and secondary schools as well as work in government offices due to the incessant rains. While the Tacloban City Police Office (TCPO) led by PSSUPT ROLANDO V BADE, City Director activated the Disaster Incident Management Task Group to ensure optimum response to any incident that may occur in relation to the tail end of a cold front which brought heavy rains in this City. In the evening of January 13, 2018 (Saturday), the continued heavy rains caused a landslide that collapsed a concrete wall and buried ten (10) houses along the mountain side of Cong. Artemio Mate Avenue in Quarry District, Barangay 43 – B, Tacloban City. There were (9) nine families affected, (7) seven of which were forcibly evacuated after the erosion thru prompt rescue operations led by the Tacloban City Risk Reduction and Management Office and TCPO Search and Rescue Team together with Tacloban BFP, City Engineers Office, DPWH RO8, 546 ECB Philippine Army and other volunteer groups in the City. There was one (1) confirmed dead and the body was retrieved in the morning of January 14, 2018 while (4) others were still reported as missing. TCPO set up perimeter security in area round-the-clock to ensure safety of the rescuers and prevent outsiders from entering the danger zone. The search and retrieval operations continued amidst the heavy rains with caution as to possibilities 58

of further landslide was imminent. As the affected families were rescued from the area of incident, TCPO thru its police community relations branch in cooperation with Korea Food For the Hungry, an international non-government organization led by Mr. Justin Kang conducted a mass feeding for victims and residents in Barangay 43-B, Tacloban City. After 2 intensive days of search and retrieval operations, the remaining 4 missing persons were found as cadavers inside the rubble of the collapsed wall and houses. The bereaved families were briefed as to results of said operations and were condoned for the loss of their loved ones. On January 16, 2018, PCSUPT GILBERTO DC CRUZ, RD PRO 8

spearheaded a relief operation for families of the ten (10) totally damaged households in the landslide site. Each affected family was given relief goods and cash. With sincere compassion, RD CRUZ expressed sympathy to the affected families and encouraged them not to lose hope and hold their faith in God to lighten up any burden. Further, he advised the public to be alert and prepare for any eventuality during severe weather conditions. ‘’In times like this kindness is a gift everyone can share,” RD CRUZ said in his message. The innate resilience of Taclobanons will help in the recovery of the affected families but more importantly, the whole community should learn to be more proactive in implementing disaster preparedness measures through unity and cooperation…

Barangay Anti-Drug Education (Bade) Program in Tacloban City Tacloban City – In line with the intensified campaign against drugs, the PNP has continuously implemented Project Double Barrel Program without fear or favor. The Tacloban City Police Office has given tremendous efforts along with other concerned agencies in the City to eradicate this menace in order to protect the community, especially the youth from the evil effects of drugs. The declaration of Tacloban City as the 1st Highly Urbanized City to be ‘’Drug-Free’’ in Eastern Visayas last December 4, 2017 posted a great challenge for all concerned stakeholders, primarily to TCPO. This Office needed to formulate an avenue to strengthen information awareness and capitalized on cooperation of the local barangay officials so that the barangays, will be responsible in maintaining and sustaining the ‘’Drug-Free’’ Status in the City as per guidelines from DDB Res. No. 3 s. 2017. The conduct of sustained intense information awareness activities against drugs in every barangay thru barangay visitation, symposia, distribution of IEC’s/flyers, dialogues and other community assistance activities with participation of all its residents will ensure heightened awareness and involvement. Thus, the Barangay AntiDrug Education (BADE) Program came into being thru the dynamic leadership of PSSUPT ROLANDO V BADE, City Director. The BADE program is an update of the TCPO Best Practice ‘’Lingganay han TCPO’’, innovative intensified information campaign of this Office against illegal drugs and all forms of crimes.

The police community relations branch of this Office launched this program with data and information that is relevant and fit to every barangay. The discussion or lecture is done in the vernacular so that the local residents will easily understand the concepts delivered. It is further coupled with supplemental feeding for children in cooperation with Mr. Allan Tanjaukio, a prominent businessman thru ‘’Duterte’s Kitchen’’ to help augment malnutrition concerns in the community. From its’ launching in September 2017, BADE Program has been conducted in 38 barangays in Tacloban City and has reached out to more or less 2,000 participants and fed approximately 1,500 children. Every BADE Program conducted is a great opportunity for the police to deliver pertinent information regarding the salient provisions of RA 9165, ill effects of drugs, the ways to maintain a drug-free community, crime safety tips, woman and child protection and other relevant facts for safety and security of the general public. This program also helps in obtaining feedback from the community as to pressing concerns that need immediate action, may it be from the police, the local government or to any other agency.

PO3 Jojo Cua, a Policeman with a Badge and a Big Heart Tacloban City – PO3 Enrique ‘‘Jojo’’ Cabahug Cua Jr has been in the police service for 10 years and 7 months, currently he is assigned at the Tacloban City Police Office, Traffic Section as a Traffic Investigator. PO3 Jojo Cua is a family man, happily married to Mrs. Nybeth Mae B. Cua with 2 wonderful children named ‘‘Thirdy’’ and ‘‘Yuki’’. To his colleagues and friends he is a man of a million jokes. He never seizes to make everyone laugh at his comic stories and funny ‘‘Hugot Lines.’’ On February 20, 2018, PO3 Jojo Cua took time out of his daily routine at work to visit and meet Sasay. Sasay is a 5 yr. old boy with Leukemia. Sasay’s family says that Sasay has long been fascinated with cops and wants to be a policeman someday. PO3 Cua with his comic personality met Sasay, gave him goodies and encouraged Sasay to stay strong and be braver, just like a real policeman. On that day, Sasay agreed to have his chemotherapy started and even said to his family, ‘‘Diri Na Ak Magtutuok, kay it Pulis Diri Matuok’’. Sasay was indeed inspired; he showed a hype of bravery and hope for regaining his health and fulfilling his dreams. On March 25, 2018, PO3 Cua re-visited Sasay at EVRMC, just before the kid’s bone marrow transplant operation. Again, PO3 Cua gave Sasay a boost of encouragement to keep fighting and keep praying for good health. PO3 Enrique ‘‘Jojo’’ Cua is simple police officer with badge and even bigger heart to share love, compassion and hope to Sasay and his family. After PO3 Cua visited Sasay, more police officers came and also shared their blessings of love, hope and prayer for Sasay…. ‘‘May God bless Sasay, a young child warrior’’...

3 Million Worth of Contrabands Seized by SLPPO in 15 Months of Operations

n line with directives of PRO8 Regional Director to maximize the accomplishments on the Environmental Protection Laws, SLPPO announces the number of accomplishments from January 2017 – March 2018. Since the start of 2017 last year, SLPPO had already conducted 51 seaborne patrols in coordination with the local BantayDagat, MFLEET and other force multipliers. These operations resulted in the arrest of 153 persons for Illegal fishing (Municipal ordinance and National law) while the estimated total worth of confiscated

items like fishing boats and fishing paraphernalia amounted to a staggering ₱ 2,900,630. On the other hand, Anti Illegal Logging operations in the same period reached 39 operations and arrested a total of 44 persons. Violations such as transportation of undocumented sawn lumbers and illegal cutting of trees are common offenses committed. The estimated worth of seized items like vehicles, chainsaw and lumbers amounted to ₱331,903.40.

The declaration was made possible after meeting all the requirements, both operations and documentation, set forth by the Dangerous Drug Board. The 462 affected and the 38 unaffected barangays were rigorously validated by the personnel of PDEA RO8. As a result, the PDEA declared Southern Leyte as drug-cleared on April 17, 2018, the 1st in Visayas Regions and 3rd nationwide.

16 Municipalities and 1 City Declared as Drug Cleared

Under the leadership of PSSUPT NORBERTO D TUAZON, Provincial Director, LPPO the Province of Leyte as of this time, out of 42 municipalities 15 municipalities and 1 city are already declared as Drug Cleared by the Philippine Drug Enforcement Agency 8. These are the municipalities of Mahaplag, San Isidro, Matag-ob, Tunga, Tabango, Capoocan, Sta. Samar Police Provincial Office, under the leadership of PSSUPT NICOLAS D TORRE III has propelled as the most capable PPO in police operations and “winningest” in skills competitions in PRO8 having bagged the Overall Champion in the PRO 8 SWAT Skills Olympics in February 2018 thereby earning the right to represent PRO 8 to the SWAT Olympics National Finals in Davao City on March 1 to 3, 2018 . It has also blanketed with a P2,000,000.00 radio communications system at no cost to the PNP which successfully installed one repeater in Calbayog City which covers the areas of Calbayog, Santa Margarita, and Matuguinao. Another installed repeater is located at Catbalogan covering the areas of Catbalogan and Tarangnan while another is located in San Sebastian and it serves the municipalities of San Sebastian, Calbiga, Hinabangan, Paranas, Motiong, and Jiabong. Another repeater was installed in Tacloban City collocated with the AFP facilities and it covers the areas of Marabut, Basey, Talalora, and Santa Rita. Likewise, a notable accomplishment of SPPO was the neutralization of the bank robbers responsible for the December 5, 2017 carjacking of an armored car in Bulacan and the killing of its driver and the neutralization of the most wanted criminal of Region 8, in his hideout in Tarlac where he fled after striking terror in Samar. Also, SPPO has established the Tactical Motorcycle Unit (TMU) of Samar PPO which patrols areas that are previously unreachable due to terrain and insurgency situation. It has also procured the Text Blaster system which can send 25,000 text messages in ten (10) hours operations per day. Simultaneous Simulation Exercises in different parts of Samar province were properly conducted to ensure the readiness of personnel in all eventualities. ESPPO “Upuan Para Sa Kinabukasan” Outreach Effort Yield Positive Results

Rampant illegal logging is having devastating effects on wildlife, people and the global climate. Illegal logging occurs across the globe. It has contributed to an increase in the rate of devastation and has a range of negative ecological, economic and social impacts. In the Province of Eastern Samar, abandoned illegally cut lumber found by police officers of the 23 police stations in their AOR during police patrol operations, were put to use by members of the ESPPO, spearheaded by the Provincial Director himself, PSSUPT TRANQUILINO A ARARAL III. According to PD ARARAL, it is more appropriate to address significant forest loss issues by converting it to a more useful intent. As part of its Police Community Outreach effort, ESPPO has given out 200 chairs to school children in different public schools in the province. This project was a brainchild of the Regional Director of PRO8, PCSUPT GILBERT DC CRUZ through the efforts of the ESPPO Provincial Director. Project such as this targets specific effects needed to make connections with the school children as well as to the teachers in the depressed areas and communities. For the last quarter of 2017 and the first of 2018, there are three (3) elementary schools and one (1) high school benefited from ESPPO’s project “UPUAN PARA SA KINABUKASAN”. To name them are: Cabay Elementary School, Cabay, Balangkayan, ES; Tagaslian Elementary School, Tagaslian, Maydolong, ES; Malaintos Elementary School, Malaintos, Dolores, ES and the Eastern Samar National Comprehensive High School, Borongan City. The goal was to make chairs for school children in less privileged schools, making an environment conducive to learning and education out from abandoned lumber brought by illegal loggin. In this way too, police officers had the time to know the needs of their surroundings and are able to establish rapport that later would yield progressive outcomes. While improving the quality of life for the school children and teachers, as well, it is hoped the volume of calls for services will increase enabling the school children to focus their attention on matters of importance as Learning and Education. Confiscated Lumbers Turned into School Chairs

n its incessant enforcement of environmental laws, the Northern Samar Police Provincial Office has beefed up operations with a total of 39 operations on anti-illegal fishing, antiillegal logging and illegal extraction of sand and gravel. These records were set from January 1 to April 10, 2018. NSPPO records show that 19,224.5 board feet quantity of illegal lumbers were confiscated with an estimated value of Php 456,273.06 while 54 persons were arrested and are now facing criminal charges for violation of PD 705 otherwise known as the Forestry Law and R. A. No. 8045 or the Coconut Preservation Act. Complementing with NSPPOâ&#x20AC;&#x2122;s advocacy, abandoned lumbers were used to assemble one hundred chairs and donated five schools in Catarman mostly affected by the onslaught of typhoon last year. NSPPO, under the strong leadership of PSSUPT ROMEO P CAMPONES, ensures that the mandate to unequivocally enforce the environmental protection laws in the province shall be in place as it is one of the major thrusts of the Regional Director, PCSUPT GILBERTO DC CRUZ.

Gone are the days that policewomen are underestimated that they were just good for office paper works without being mindful that they also undergo the same of training as their male counters men. This goes to show that the Juanas today are equally capable as men are.

Despite the challenges and struggles, our modern juanas paved the way and proved that women are not just more for pretty faces, but also for battles- battle which triumph is bloodless with feminism as the key to capture the hearts of community.

Worldwide, women now are considered as war keepers for they can appease and harmonize the chaotic era. RMFB8 is positive that we can attain through the help of our modern juanas on the lead.

n this modern age where everything seems to be fast-paced and one has to keep up with the chaos of life, there is a form of escape that one always looks forward to. An addiction in its healthiest form . Traveling. From my own stand point, let me answer through this article, the million-dollar question that my friends and family alike always ask: “Kay ano ka sige lalakat? Di ka lugod nagsisave” (Why do you have to always travel? Save instead). Why do I Travel? Here goes. • I travel for necessity. The need to travel to broaden my horizon, my world other than my work as a police officer. Don’t get me wrong. There is nothing wrong with what I have at the moment. But it does help to break away from my routine even just for a while. I am spontaneous and a fluid person. Thus, traveling gives me time to think, observe and learn new things. It serves as a breather from the mundane. From the ordinary. It provides a different perspective on how I look at things. Away from deadlines. • Travel keeps me grounded. Seeing all these places, meeting new people, experiencing new cultures and traditions, makes me realize how small and seemingly insignificant I am compared to the vast world out there. Travel helps me learn about myself, my vision, my purpose. It allows me to stay connected with the outside world yet still in tune with work. • I travel for the sights. If I will allow myself to be stuck in one place, then I don’t deserve my feet. Even the roots of the trees make their way further down the grounds of the earth other than where they are planted. So, why should I be rooted to one place when I am given the time and opportunity to be elsewhere? Because of going to places, I get to see and explore places I’ve only seen in the pages of books. And I couldn’t be any happier.

If these reasons are not enough reasons for travel to be a must-do, then I don’t know what is. If travel is a drug, then, yes I am an addict. Guilty as charged, that is. Of course not everyone is given the same privilege that I am given, but my point is, it doesn’t have to be expensive. It doesn’t have to be every holidays. Or it does not necessarily mean you totally forget about work. What is important is that you at least get to visit a place you have never been to- it could be somewhere far from home, but it could also be that mountain top you have always seen from your window sill all your life. You don’t need magic to disappear. All you need is a destination. After all, travel is never a matter of money but of guts. For me, traveling is everything! It shows the other side of me.

“Eastern Visayas Police NonCommissioned Officers and NonUniformed Personnel Tulongan” RESPO, PRO8 felt the necessity of having a program dubbed as “Eastern Visayas PNCOs and NUP Tulongan,” on the ground that in the event when uncertainties strike in the life of our personnel, no one is prepared for it, thereby affect office productivity welfare and morale of our personnel. The “Eastern Visayas PNCOs and NUP Tulongan is a heart-to-heart appeal to all active PNCOs and NUP of the Philippine National Police assigned in Eastern Visayas Region to heartily offer their treasure in anticipation of uncertainties that may strike (death, hospitalization, victim of fire, landslide and flood) to their co-PNCOs and co-NUP. This noble undertaking bears continuous effect on the ground that RESPO’s Office continuously receiving series of financial requests and consequently cascaded down to the lower units. In order to properly record the love offering, the amount collected by respective PESPOs, City ESPOs, Companies ESPOs, Battalion ESPO, Chief Clerks of the Command Group and D-Staff as well as Chief Clerks of NASUs and NOSUs should deliver personally or by any mode of delivery to RESPO’s Cash Custodian/Secretary for consolidation, accounting and recording. Women of God

Mary, the mother of Jesus Christ. According to the Biblical Scripture from the Gospel of St. Luke 1:42, “Blessed are you among women”, reveals that Mary is tremendous model of women. She manifested her compassion, loveliness, and resiliency in the care of her child Jesus Christ and people of God. Her courageous acts and faith-filled heart brought magnificent impact in history and all times; and lighted women to be a woman equipped with wisdom. In the bible, woman was created by God as partner of man, child-bearer, and carries duty of a wife and a mother. Likewise, there have been many thoughtful images of women in the bible particularly description as to women are followers of Jesus Christ. They are obedient to the Son of God. They are faithful and expressive in actions of sincerity. However, real times speak that, most if not all human beings convicted that women are entitled to be wives and mothers, spies and warriors, humanitarians and prophets, wise and naive. Although they are said to be in such manner, God extends His message of Love with scriptural verse from 1Timoty 3:11 “In the same way, the women are to be worthy of respect, not malicious talkers but temperate and trustworthy in everything.” Woman should be loved and be cared for. These are their rights and just humane reward for their Excellency as wife and mother. Otherwise should not be dealt with. Women of all ages carries great responsibilities and duties that no material price can equalize. Such are beauty of womanhood. However, certain issues like violation against women through abuse in any forms, slavery, and inhumane maltreatment deteriorate the essence of women. In return women call for reprisal and foray to suppose antagonists. Such acts remain our women as brave, simple and with fear of God. These women of all ages contribute to the evangelization and bout against evil acts. Despite of their womanhood, they underwrite conversion of people to be good, diligent, humane and God-fearing. Hence, by the Grace of God. Women are our hope for good and success in love. The Church of Christ calls for unity, we should love one another as a brothers and sisters, and as a family. We are children of God and God sees us as equal to one another.

GENDER AND DEVELOPMENT – A STANDPOINT by PO2 Lalaine C. Rosales – Castro, FJGAD PNCO

n a country fighting for equality between men and women and the squeals of LGBTI, Gender and Development is pushing forward for its recognition in the Philippine society. Although it has been socially accepted, but there remains conflicting interpretations, arguments everywhere, and competition has become pervasive. Indeed there is an indication of animosity from one point of reference to another especially in a men-dominated organization as that of Philippine National Police. Theoretically, GENDER AND DEVELOPMENT focuses on the socially constructed differences between men and women and the need to challenge existing gender roles and relations, which means, it seeks to liberate the context of the constructed understandings which is based from the shared assumptions of fallacy. People are rational and they tend to create models of the social world which they treat these “concretism” as real event. In other words, Gender and Development unshackles the notion of misjudgment and the errors of treating something that is actually not concrete. People have to be adaptive of the existing gender roles not only centered on the conceptions of femininity and masculinity. On the claim of some, accordingly GAD is solely crafted by pitting women seeking equal treatment in the society. In this stereotyped observation, it can be assessed that GAD mainstreaming requires to be aggressive for everyone to understand that this program addresses not only on the needs of women but all individuals – young and old – men and women – and those belonging to the LGBTI. At a standpoint, there can never be any genuine sustainable human development for as long Gender Equality is not properly observed. Hence AWARENESS and SENSITIVITY are two important aspects of understanding Gender and Development. It will be through these perspectives where people would consider adjustments due individual distinctiveness. Let us all collaborate in this efforts because neither of us prosper unless we are equally supportive of the existing genders in our quest for a fulfilling life. -30-

he Philippine National Police marked a history in the world of law enforcement when it launched for the first time the search for ‘Gandapulis MS PNP 2017’ on the 28th of March 2017. The Search for MS Gandapulis 2017 highlights the observance of the National Women’s Month Celebration with its theme “ We Make Change Work for Women.” The four-day search was spearheaded by the Police Community Relations Group (PCRG ) and participated in by PRO, NSU and 5 districts of NCRPO. PO1 Arla Ray OctavianoPaciencia, MS PNP Gandapulis 2017 and Best in PCR awardee, is 24 years old police officer from Tacloban City. She represented Police Region Office 8, Eastern Visayas. During the conduct of PRO8 Regional Screening on the 15th of March, POI Pacencia retorted: Needless to say, I was very uncertain of myself, my capacity, and my deficiency. “What is essential is not seen by our naked eyes but felt by our heart” a quote from one of my favorite movies, “Little Prince”. It taught me something that lifted my courage and passion and reminded me that the beauty INSIDE me, as a person matters most. No journey to success has ever been easy. My life has never been so easy. But no matter how rough it is, I must remained determined and always have a kind heart. Inspired by my mother’s condition (Ma had a stroke last Jan 2004) I pursued BS Nursing, as an academic scholar at CSLLFI, Tabontabon, Leyte and graduated as an academic excellence awardee, best in clinical performance, most outstanding student nurse and cum laude. I passed the Nursing Licensure Exam on January 2013, thinking that my life will be fine. Nevertheless, May 2013 I was diagnosed to have a vitiligo, an autoimmune skin disease, leading to inefficient melanin production, causing irregular white patches on my skin, I was doubtful of myself and fearful of being judged or rejected. What is more on November 8, 2013, Super typhoon Yolanda destructed my hometown which took away the innocent lives including my precious grandmother who inspired me to be a cop. I decided to enter the strong and

male-dominated organization, the Philippine National Police. However, as a PNP applicant it was a tough decision due to the destruction that Typhoon Yolanda left. And because of my vitiligo, I suffered stigma, discrimination and social withdrawal. But, instead of making this as liability, I portrayed it as my asset. On a more personal view, being a Police Officer is a quite challenge and a responsibility. The lifetransforming training, regimented way of life, tencount habit, deprivation of luxuries in life are just some of the many facets in a uniformed life. Undeniably, to be a beauty queen in uniform is a privilege that entails a great responsibility. Responsibility to be a better version of oneself, to embark inspiration and hope to the women and children sectors of the community and most especially the members of the police force. I say, life teaches a lot and it is all part of our transformation that we have to embrace it to be a better and stronger person. The Lady Governor

overnor Sharee Ann Tan of the Province of Samar, an epitomeâ&#x20AC;&#x2122; of an empowered woman. At 25 years old, she became the Congresswoman of the 2nd District of Samar and made clatters in her extraordinary approaches as a young politician. At 30 years old, she astounds the political arena as the Governor of Samar. Her beliefs and principles includes earned leadership not merely by title or designation but by hard work and determination. Her governorship was fueled by her clamoring desire to change peopleâ&#x20AC;&#x2122;s perception of Samar. Her ultimate mission is to uplift the economic status of Samar through the Spark Samar Development Agenda. With this she believed that her province will no longer remain at the bottom. Her feminist aspect boosted her to excel in her path as she considers it an advantage with just the right set of values and determination. Recently, she launched the project LARA to address the livelihood needs of women weavers in the province. She hardened a Provincial Framework Plan focusing on women and children, tourism and culinary involving the peopleâ&#x20AC;&#x2122;s organization mostly in the countryside. More funds were allotted for the PWDs, the elderly and the women sector as she considers it as influencers and partners in community transformation. She also aspires to legislate a law which will address the gender wage gap to equalize wages among all gender preferences. Her advocacies and profound dedication to service makes her worthy to be branded as a one of the most empowered women in Eastern Visayas.

ucy Torres Gomez hails from the City of Ormoc. Born on December 11, 1974, she is the daughter of Manuel â&#x20AC;&#x153;Manolingâ&#x20AC;? Torres, Jr. and Julie Martinez. She is happily married to Richard Gomez, the current Mayor of Ormoc and a loving mother to their child, Juliana. After earning a degree on Business Management at the University of the Philippines, she entered the show business world and became a model, dancer, actress and host. She is also a columnist at the Philippine Star. It was on June 30, 2013 when Lucy run for the position of Representative of the 4th district of Leyte. Her husband, Richard was disqualified by the Commission on Elections (COMELEC) to run for the candidacy because of his failure to sufficiently establish residency in the said province. Lucy then substituted for her husband. She won but shortly after two (2) months, she was surprised with the decision of the Supreme

Court to unseat her as Leyte Representative but she conquered it in the rightful process and resumed her position. Despite her lack of experience in politics, Lucy proved to be a quick learner. In the 16th Congress, she is the Assistant Majority Leader and Vice Chairperson of the Committee on Public Order and Safety. With her leadership, her congressional district was awarded as Best Performing in the Eastern Visayas Region, in the few years she has been part of the local government. She set a record in Ormoc when she constructed the New Ormoc City National High School, a standard four- classroom building prescribed by the DEPED and the DPWH, in just three months. Aside from pushing health and education, Lucy is set in developing Ormoc into a tourism site. These achievements made her worthy of emulation in the field of public service.

The Lady Mayor

ayor Cristina Romualdez is a symbol of functional woman that works in all facets of life and deals with all types of adversities, be it natural calamities or social chaos. Indeed, a woman of substance, beauty and class. Tacloban City Mayor Cristina Gonzales Romualdez is an actress turned politician. Married to former Mayor Alfred Romualdez, she left show business to raise a family. They have two children. She served as a City Councilor for 2007 to 2016 in Tacloban City which fueled her candidacy for the City Mayor position. She is known for her advocacies in women empowerment, her thrusts to a better employed society and her dedication to serve the low-liners of the society. Among her priority programs are Comprehensive Nutrition Programs catering infants, children and nursing mothers, improvement of facilities and services of hospitals and health centers, completion of permanent shelters, development of tourism attractions, disaster-resilient infrastructure projects, disaster preparedness programs, sports activities for the youth both traditional and nontraditional, cultural activities, environmental protection and women empowerment. She also founded the Cristinaâ&#x20AC;&#x2122;s Learn and Earn Program, a livelihood skills training program for Taclobanons, had established the Shelter for Battered Women where abused and maltreated women and their children are free to avail board and lodging, legal and medical assistance. During their stay in the center, they are taught with different skills which they can use in earning a living. She is also an Ambassadress for Habitat for Humanity Philippines from 2015 up to present.

Most Empowered Woman in the Judiciary ATTY. VEVELYN O. MONSANTO is the Regional Public Attorney of Region 8. She is 38 years old and single mother to two children. She was one of the resource persons during the senate hearing on the Espinosaâ&#x20AC;&#x2122;s case. She introduced significant improvements to the PAO Regional Office, including but not limited to the institutionalization of PAO-RANGAL, a region wide Performance awards system for lawyers and district offices in the region; office improvements in the 25 district offices of the Region and PAO information system; Was the OIC RD of the same office at the age of 34; youngest RD, appointed by PRRD on September 15, 2016 at the age of 37. She advocates women empowerment in the region by promoting laws that protect the rights of women and their children. You will also get impressed by her principles. She believes in equality and mutual respect regardless of marital status. Her solo parenthood made her symbolic to resiliency, flexibility and adaptability to any kind of distress, chaos and complexities. Her experiences in life made her the woman that she is now, capable of becoming an exemplary woman of the contemporary.

PSUPT MA BELLA DUQUE RENTUAYA is a native of Palo, Leyte and the youngest in the family of two siblings of Mr. and Mrs Bernardino and Lilia Duque. She is happily married to Senior Fire Officer 2 Juan L Rentuaya Jr., and a proud mother of two (2) children both consistent honor students: Beah Marie (10th Grader @ Philippine Science High School) and John Rey (7th Grader @ St. Mary’s Academy of Palo).

She is also a beauty queen in her youth: First Runner-up, 1993 Miss Divine Word University and Fourth Runner-up, 1990 Miss Palo.

In her nineteen (19) years in the PNP service, she had undergone many schoolings/trainings of which she graduated as top-notcher: the Public Safety Basic Course and the Criminal Investigation and Detection Development Course and ranked top 5 in her Public Safety Officers Advance Course; International Training in South Korea on Information Security in November 2014; ICITAP courses, the Instructors Development Course and the Strategic Communications Seminar/ Workshop; and the Specialized Women and Children Protection Desk Training and the Investigation Officers Basic Course (IOBC).

She entered the PNP in September 16, 1999 as Police Officer 1 and in February 2006, she passed the Lateral Entry and became Police Inspector. From June 2007 to January 2009, she became Chief of Police of Almeria Municipal Police

arolina de Guzman-Alberca’s, Ph.D, the editorial consultant of “KASUGBONG” inclination to print media commenced when she was designated as school paper adviser of the official school papers of Leyte Institute of Technology (now Eastern Visayas State University), Tacloban City in the late 1980s: “The Industrial Wheel” ( English Version) and the “Ang Gulong” (Filipino Version). Due to the trophies and medals garnered through the schools papers contests and the individual writing competitions participated in by the studentwriters who were then the editorial staff, Dr. Alberca became one the regional lecturers in schools press conferences in DepEd Region 8.

Inspired of these exposures, she conducted a research entitled “Predictors of Performance of Secondary School Papers in Region 8,” the first dissertation in the entire Philippines in the field of campus journalism in the 1990s. She came to know about this for another researcher came to DepEd Regional Office 8 to look for a copy of her dissertation. From there on, Dr. Alberca’s name was associated to Schools Press Conferences in Region 8. Her indebtedness to Jose Ceciliano Cruz, author of Campus Journalism and to Eufemia C.Estrada and Rosario P.Nem Singh authors of Basic Journalism who were then her references is unfathomable.

Dr. Alberca’s professional life did not just end up in the classroom. She held several administrative posts: Vice President for Academic Affairs; Vice President for Administration; Special Assistant to the President; Head, Publications Office from 1990 to 2004 at Leyte Institute of Technology now Eastern Visayas State University respectively. She was also a member of the Board of Trustees, Alumni Trustee from 2001 to 2004.

She co-authored a book entitled Research and Technical Writing with other five SUC professors nationwide published by Trinitas Publishing Company, Meycauayan, Bulacan, 2003; published an article “The Role of Student Publication in Nation Building, Philippine Journal of Education, 1997; conducted a research on “Policy and Policy Making in Education in State Universities and colleges in Region 08, 2010; published articles in the Graduate School Journal of EVSU to name a few: Green English: Linking the English Classroom to the Environment; Strategies in Teaching English as a Second Language. Today, she spearheads the Research Team at the Police Regional Office 8 and is the research proponent of an ongoing research entitled “Performance Governance System (PGS) 2030 of Police Regional Office 8: Perceptions of Commissioned Officers, Local Government Unit Executives, and Advisory Councils in Eastern Visayas.” A day after her at retirement at Eastern Visayas State University last June 14, 2014, she became Vice President for Academic Affairs at Saint Paul School of Business and Law, Palo, Leyte. However, she resigned for the job was so demanding for her age and

strength. The career did not end there, still there were good people who had faith in her administrative capability and again became the School Principal of Leyte Progressive High School, Tacloban City, a Chinese School where she first taught. This lady professor, Carolina de Guzman Alberca is a Doctor of Philosophy in Education major in Educational Programs Management; Master of Arts in Education major in Administration and Supervision both earned at the Leyte Institute of Technology last 1986 and 1990 respectively; and Bachelor of Science in Education major in English earned at the Leyte Colleges, 1973. Her thirty eight years in government service as an academician included her designation as a regular faculty member at the Graduate School at Eastern Visayas State University, Tacloban City. She taught English as a subject for the last 20 years in the secondary and tertiary levels; and 18 years in the master’s and doctoral programs. As a parttime lecturer, she produced BSE graduates major in English and taught Legal English at the College of Law at Leyte Colleges from 1990 to 2002. PCI CLEOFE G INCISO, a registered dentist and a solo parent to her only child. She entered the PNP service on September 30, 1998 as Police Officer and made it to the Lateral Entry for Police Inspector in 2004. In 2007, she was reassigned to PRO8 where she considers her home. She served as dental officer for eight (8) years and in January 2017, took the position as the Chief Dental Officer. She has made big improvements in her department right there and then. She is known as an advocate of outreach programs especially in areas where dental services are hardly available. She knows no distance, religion, status or political stance when it comes to service. Also a renowned bike enthusiast branded as the Top Lady Biker of PRO8. Just this Women’s Month Culmination Night, she was just awarded as the PNP Dentist to have the most number of patients cared of. The Health Advocate PINSP MARICHU P MONTAÑO is a native of Barugo, Leyte and is born to the middling family of Mrs. Lilia and Mr. Antonio Peñas. PO1 ARLA RAY O PACIENCIA, the first GANDAPULIS in the entire Philippines is indeed, a woman of real beauty and intellect. This was proven when she represented Police Regional Office 8 in a national search for Ms. PNP GANDAPULIS 2017 and was crowned as the 1st Ms. PNP GANDAPULIS 2017.

PO1 Paciencia depicts a woman of pure ambition as she never ceases in aspiring something she really wants. She tried her luck in a Lateral Entry but as it was not yet her time, she failed. Nevertheless, this did not stop her from getting herself involved in public service. In fact, she was also a rescue volunteer at Tacloban City Rescue Unit, an active member of the Prime Event Productions Philippines Foundation Inc (PEPPS Foundation), member of the JCI Tacloban Love, Inc., and an advocate of the Women Empowerment at Ms PNP Gandapulis 2017 as Project Coordinator.

orn in a small town of Brgy. 4, Can-Avid, Eastern Samar on January 21, 1983, PO3 Jathyx Hesido Obon, 35 years old, single, began her journey through life. The 2nd child amongst 5 wonderful children of Mr and Mrs. Alex Obon and Lorna Hesido. She holds a Bachelor’s degree in Secondary Education major in Home Technology. A teacher by profession but has a heart in policing, which spurred her to enter police service in 2006. She also earned units in Bachelor of Laws believing that it is somewhat beneficial in the performance of her duty as a law enforcer at the same time to safeguard herself from harassment of any kind. Presently, PO3 Obon is assigned at Dolores Municipal Police Station, Dolores, Eastern Samar designated as WCPD and FJGAD PNCO. In her 11 years in the service, she played a big part in crime solution through filing numerous WCPD cases and eventually putting offenders behind bars resulting to a VAW-free community. This earned her the award as Best WCPD PNCO of the year in the recently concluded Women’s month dubbed as “Gabi ng Parangal” on April 2 in PRO8.

Due to numerous incidents in the locality, she initiated the establishment of Brgy. VAW desk in the municipality of Dolores Eastern Samar purposely to lessen VAWrelated incidents and to immediately provide relief and assistance to VAWC victims particularly situated in farflung barangays. She trained 46 barangay VAWC Desk officers to equip them and make them ready to respond to incidents within the area. She is also an active member of the United Women’s Association of Dolores Eastern Samar which she organized together with the help of DSWD workers as part of its continuing battle against violence, abuses and discrimination against women and other similar offenses. Her advocacy reflects her dedication towards work. Eager and always on the go to provide good services to her clients especially those less fortunate victims and who in one way or another are restrained from accessing government services. She believes that being a WCPD is her true calling. Having this close connection to the community says everything about her.

She is multi-awarded lady shooter who garnered numerous awards and championships in the local, regional and national level shooting competition. With her intellectual capability and undeniable devotion to her work, she was assigned to the Regional Public Community Relations Division as the Family Juvenile Gender and Development PNCO. She is the Regional Awardee in the 2017 Best Junior Police Non-Commissioned Officer for Operations Category. PO1 Romea Joy Olinan Cesista is a native of Las Navas, Northern Samar. She loves music, reading and writing. She was once a scholar for the Performing Arts Organization for her singing and visual arts talent. She is a graduate of Bachelor of Science in Criminology at the Eastern Visayas Central Colleges, Catarman, Northern Samar, but is a journalist by heart. Her passion for writing and public speaking, ability to work under pressure and her dedication for excellence brought her to her present assignment and position as the Public Relations Manager and writer of the current Regional Director of Police Regional Office 8, PCSUPT GILBERTO DC CRUZ. Historically, the only Police Officer 1 assigned at the Office of the Regional Director as office personnel. Most Senior Non-Uniformed Personnel NUP HELEN DAVID PEDRERA is a registered midwife assigned at the Regional Health Service 8 (RHS8). She earned her Midwifery course at Cebu Maternity Hospital batch 1976. She is the 4th child among seven siblings and a native of Tacloban City. NUP Pedrera started her career in PRO 8 on August 1982 and until today is still rendering her utmost service for more than 36 years. As the front liner work force of RHS 8, she performs various tasks as a midwife and also as the record keeper of patients, recruitments, physical examination results, schoolings and the new Annual Physical Examination (APE) of PRO 8 personnel. With her perseverance and dedication to her job, she was awarded as the long service awardee of the year for her invaluable service rendered in this PRO during the Culmination of Women’s Month on April 2 dubbed as “Gabi ng Parangal.”

PRO8’s Passionate Cook Elma Grande is very well known at the Police Regional Office 8 having worked for thirty years as cook and helper in the said office. What is extraordinary in her is she cooked food with love and affection, always putting the happiness of the PRO 8 personnel first, catering to their needs. She feels happy just by making sure everyone is enjoying their meal. She was born in the small town of Basey, Samar but grew up in Tacloban City. She is married to a retired police officer and they had five offspring. She first worked at the Regional Special Training Unit as a cook and helper.
