As an officer, I had been assigned to several regions where progress was immensely evident. This kind of progress is what I envisioned instantaneously the moment I assumed as Regional Director of Police Regional Office 8. Region 8 is rich both in human and natural resources. The men and women under my command are talented and full of potential. They just needed to be tapped and developed. The natural resources are in abundance; they only need the appropriate technology. However, due to climate change and global warming calamities occur. Subsequent to this fact, it is our prime duty and responsibility as law Mournful RD Cruz on the Search and Retrieval at Luc-soon, Naval, Biliran enforcers to serve and protect the Operations Landslide. people against all types of adversities. Exploitation of resources is evident and almost conducted massively. Calamities, as far as geographical setting is concerned, can be avoided and lessened in many ways. To safeguard the dwellers, it is a requisite to ensure secured and resourceful habitat. It is the principle of the cycle of living. The men and women in uniform at PRO8 are one in this plight. May I request then each and everyone to intensify and reinforce our Environmental Protection Campaigns. It has been known to the world how this Region was lambasted and shattered by the mind boggling Super Typhoon Yolanda four years ago which tragically killed innumerable number of people and damaged extensively infrastructures and properties depleting the Region’s economy. Making a change and convincing the constituency to take the necessary measures to avoid same fate to happen certainly needs a strong will and determination. Through the Kasugbong Magazine, the Editorial Team and I do hope that we convey this appeal to our readers. Let’s love and protect Mother Earth.

PRO 8, PRO-EARTH Can you imagine if there were no mountains beamed with trees around us? How can mankind survive without Mother Nature? From the Biblical viewpoint, God created the world for His creatures. HE endowed them with wisdom to take care all these creations. However, it seems that man had been so unkind to Mother Nature that he unlawfully destroys them to satisfy his whims and caprices which he formally calls “wants.” The call of Police Regional Office 8 is to remind the residents of Eastern Visayas of their inherent obligation to preserve our natural resources. To make it simple for everyone to understand this call of PRO8 with the able leadership of RD CRUZ would like to make it a point that it is not only the responsibility of our government leaders both in the local and national arenas to protect, preserve and conserve our natural resources. It is everyone’s obligation and responsibility. The greatest challenge is the will of everyone to implement environmental laws regardless whoever are involved to win this battle. Obviously, the continuous losses of human lives due to natural calamities which could have been prevented and minimized if only each and every constituent in every part of the Region would have adhered to the basic principle of environmental preservation and love of mankind instead of severe conceitedness and deceit. Needless to point out and spell out here, one by one the agonies experienced by our brothers and sisters in the severely-stricken areas. What matters most now is our concern, our participation in our plight for PRO8, PRO EARTH! May we echo then Marlee Matlin’s “The Earth does not belong to us: we belong to the Earth.”

FROM CRUZ-BELTEJAR TO CRUZ

HIEF SUPERINTENDENT GILBERTO DELA CRUZ CRUZ is PRO8’s new Regional Director due PCSUPT ELMER CRUZ BELTEJAR’s retirement last August 30. PDDG RAMON C APOLINARIO, The Deputy Chief for Administration graced and served as the Guest of Honor and Speaker during the Retirement Honors of PCSUPT ELMER CRUZ
BELTEJAR and Change of Command Ceremonies. Chief Supt Cruz, a graduate of the Philippine National Police Academy Class 1986 and former Makati City Police Director promised to continue Chief Supt. Beltejar’s campaigns in suppressing illegal drugs and all forms of crimes in the region. He stressed out that during his leadership, he will run after the police officers who are on the drug watch list and will advise them not to engage on that trade anymore. He believed that the case of Mayor Rolando Espinosa Sr., Albuera, Leyte remarkably helped in the neutralization of the campaign against illegal drugs. Cruz announced his priority programs on police community relations to ensure the harmonious relationship between the police and the community.

PURIFIERS TO URDUJA-AFFECTED BARANGAYS OF BILIRAN

ater purifiers were distributed by PCSUPT GILBERTO DC CRUZ, Regional Director to Urdujaaffected residents in different Barangays of Biliran Province on Saturday, December 23. RD CRUZ along with PSUPT MORICO, PD of Biliran Police Provincial Office (BPPO) led the distribution of water purifiers to affected Barangays situated at Biliran where there was no potable water available that time due to the contamination brought about by Typhoon Urduja as part of PRO8 ongoing relief efforts to help victims of calamities in the Region. Recently, Biliran faced heavy rains that resulted to severe flooding in the area which caught RD’s attention making Biliran a priority in the distribution of said containers. Among the recipients were residents at Barangays Poblacion, Look, Salangi, Cabibihan, Kawayanon, Binuhangan, Sabang, Atipolo and Sto. Niño.

PRO8 LAUNCHES SKILLS TRAINING AND LIVELIHOOD FOR DRUG SURRENDERERS IN EASTERN VISAYAS

olice Regional Office 8, in partnership with the Technical Education and Skills Development Authority, launches the TOKHANG 200: OPLAN “Pagbabago�, a skills and livelihood program for those previously engaged with the use of Illegal Drugs in the region.
This noble undertaking was made on December 19, 201 along with the signing of the Memorandum of Agreement signed by Police Regional Office 8 and its partner agencies, to wit: TESDA, AFP 564 Engineering Brigade, New Found Way Treatment Center, Department of Health, Borongan City Government and the Provincial Government of Leyte represented by Governor Dominico L. Petilla.
The program will run in forty five (45) days starting January 16, 2018, which will cover both lecture and practical application of specific competency/course. Participants are housed at Camp Araw, Brgy. Candahug, Palo, Leyte where they are provided with meals, beddings and other basic commodities, all for free. Initially, registration and orientation of the overview of the program were cascaded to the participants. Training materials and uniforms were also handed to them during the orientation. While in belief that physical appearance is a necessity in transformation, participants were also groomed. In fact, one of them was even handled in a haircut session by no less than the Regional Director of PRO8, PCSUPT GILBERTO CRUZ, the
initiator of this noble program.
RD CRUZ emphasized that this is also an opportunity for law enforcers, the PNP in particular, that TOKHANG has deeper meaning than that of apprehension, lessening drug-related cases and even aims to correct misconception of extra-judicial killings. “Ito ang pagkakataon nilang magbago at maging produktibong miyembro ng lipunan,� he added.
Competencies/courses offered are Process Food by Salting, Curing and Smoking, Process Food by Ferementation and Pickling, Bread Making, Cake Making, Produce Organic Vegetable, Raise Orgaanic Chicken, Service Motorcycle/Small Engine leading toMotorcycle Servicing NC II, Service Consumer Electronic Products and Systems and Wellness Massage. TESDA went through ardent studies to come up with these offers in consideration of vital factors like employment demand, market feasibility and resources. Police Regional Office 8 says this is its pilot batch of trainees, which means more batches for this program will follow.

REBEL RETURNEES WELCOMED AT POLICE REGIONAL OFFICE 8

n December 19, 2017, six (6) rebel returnees were warmly welcomed by the men and women at Police Regional Office 8, Camp Ruperto Kangleon, Palo, Leyte. The Office was represented by PSSUPT LEONARDO SUAN, Deputy Director for Operation by authority of PCSUPT GILBERTO CRUZ, Regional Director who was then in a prior appointment.

EXPLOSIVE ORDNANCE DISPOSAL TRAINING CONDUCTED

amp Ruperto Kangleon, Campetic, Palo, Leyte – December 05, 2017. The Basic Explosive Ordinance Disposal Course (BEODC) Class 20-2017 was conducted and graced by PSSUPT EDWIN M CAPANZANA, Deputy Director for Operations EOD/K9, Guest Speaker.
The objective of the recently concluded training was to develop, enhance and improve the knowledge, skills and ability of PNP personnel in handling explosive related incidents and addressing threats in the whole region. It also aimed to multiply the qualified EOD personnel who will be assigned to the different PPOs and CPOs
for immediate response during explosive related incidents.
There were forty nine (49) participants coming from the following units: forty five (45) personnel from Police Regional Office 8, three (3) personnel from EOD/K9 Group and one (1) personnel from PRO3 for a total of forty nine (49) personnel as participants. The training lasted for seventy three (73) days or Five Hundred Eighty Four (584) hours.

PRO8 HOLDS 1 REGIONAL DIRECTOR’S CUP ST
PINTADOS CHALLENGE

he Police Regional Office 8 (PRO8) held the very 1st RD’s Cup Pintados Challenge in a four (4) day event from December 7 – 10 at Leysa Firing Range, Kuta Kankabato, San Jose, Tacloban City. The RD’s Cup Pintados Challenge was a level 3 match shooting competition sanctioned by the Philippine Shooters and Match Officers Confederation (PSMOC). It was participated in by PRO8 Personnel and other civilian shooters from in and out of the region. Such event aim to enhance the marksmanship and skills of the participants to foster goodwill and sportsmanship and also strengthened camaraderie among all the competitors. This was one of the series of upcoming sports activities to be conducted by this PRO in support to PNP Physical Fitness and Sports Development Program (PNP-PFSDP) principle “Sound Body Breeds a Sound Mind.” The competition consists four (4) different categories showcasing series of events: 1.) Handgun Category; 2.) Shotgun Category; 3.) PRR Category and the 4.) John Wick Challenge which is a fund raising shoot range intended for the gun restoration project of this PRO.

CAPTURES ANOTHER BREAKTHROUGH by PO2 Rachel C Dingal

st RD’s Pintados Challenge dubbed as “Triathlon/Duathlon with aTwist” was held at the strategic areas of Palo, Leyte on December 3, 2017. The PNP Physical Fitness and Sports Development Program (PNP-PFSDP) adheres to its principle “Sound Body Breeds a Sound Mind.” The said activity was initiated by PCSUPT GILBERTO DC CRUZ, Regional Director Police Regional Office 8 (PRO8).
The Pintados Challenge was participated in by the PRO8 Personnel, Armed Forces of the Philippines (AFP), Law Enforcement Agencies (LEAs) and Civilian Cycling Enthusiasts from within and out of the Region. The event aimed to enhance the endurance and skills of the participants; to foster goodwill and sportsmanship; and to strengthen camaraderie among competitors.
It was a one (1) day competition consisting of two (2) different categories the Bikers’ Category and the Non-Bikers’ Category as showcased in a series of events. The events for the Bikers Category (Triathlon) were as follows: (1) 200 Meters Swimming (2) 17.3 Kilometer Cycling; (3) 1.2 Kilometer Jog Walk/Run with Obstacles Table 1

SAINT MEDARD UNVEILED P

CSUPT Gilberto DC Cruz, Regional Director, Police Regional Office 8 attended the unveiling rites of St. Medard last November 8 at Brgy. San Roque, Tanauan, Leyte. This symbol of faith represents love, passion, and dedication for everyone. This builds a strong connection to the Divine Provider and resilient friendship to its people. The installation of the said patron saint helps strengthen the faith of everyone’s relationship with the Almighty. Saint Medard or Medardus was born at Salency, Oise, in Picardy in the year 456 A.D. He was a bishop of Noyon and a great missionary. He preached the word of God in the churches of Picardy and influenced his unfailing charity. It is said that Medard was once sheltered from the rain by hovering eagle. This is his most common representation in art which led to his patronage of good weather and against bad weather for people who work in the fields. He felt ill and passed away on June 8, 545 which marked his feast day. This sacred monument was realized in memory of all the victims who died during the wrath of Typhoon Yolanda and as a spiritual defiance against natural calamities. The event was attended by the local officials.

YOLANDA DESTRUCTED GUNS
REHABILITATED

n November 8, 2013, Super Typhoon Yolanda hit Eastern Visayas and devastated almost everything. Lives, properties, and valuable things were torned into pieces. Tacloban City, the heart of the Region, sets its first pause, stopped pumping and disabled the major mechanism in the City. With this tragedy, Police Regional Office 8 suffered major destruction on its properties most especially in terms of firearms in the Region. Police officers were forced to maintain peace and order with their bare hands. Firearms and other equipment were wrecked by the storm.
Four years later, Police Chief Superintendent Gilberto DC Cruz launched the “Yolanda Guns Restoration Project” which aimed to restore the guns that were recovered from the surge. Most of them were declared beyond economical repair, but with the help of Mr. Jonathan Ramos, gun expert technician, and the personnel of Regional Public Safety Battalion, guns were completely restored and tested. 1,086 unit firearms were recovered and 291 units of it were turn over by the Regional Supply Accountable Officer (RSAO) to Mr. Ramos for restoration. Personnel of Regional Public Safety Battalion were taught to repair the said guns from dismantling, refurbishing, repainting, and reassembling until the testing process. This project did not only focus on restoring the guns but more on portraying the message, “Yolanda Guns, just like the people of Region 8, Better, Stronger.”

SIMULATION EXERCISE (SIMEX)

olice Regional Office 8 innovates the very first Simulation Exercise (SIMEX) on November 4, conceptualized by PCSUPT GILBERTO DC CRUZ, Regional Director in collaboration with the Tacloban Airsofters Group (TAG) fronted by Ret. Major Mario Jose M. Chico with his enthusiastic members acting as the aggressor.
Operations, PSSUPT LEONARDO R SUAN, together with the Chief Directorial Staff, PSSUPT Nicerio D. Obaob and PSUPT Felidolfo M. Enoviso OIC, Office of the Regional Police Community Relations Division.
Said exercise was initially conducted at Palo Police Station, Palo, Leyte under the command of PCINSP JOSELITO VILLAS, Chief of Police. This was aimed to test the capabilities of the men and women of Police Stations in protecting bases, camps and stations, determine advantages and subsequently address weak points. Four (4) personnel of Palo Police Station were hit while three (3) casualties were from the aggressors’ side. The exercise was supervised by the Deputy Regional Director for
Moreover, PRO8 designed this initiative to be conducted in different cities and municipal police stations with the same objective of determining significant aspects of proactive stances against any type of hostility. With this, the Police Regional Office 8 looks forward to a more competent police force, generally prepared to defend their units, defend their men and defend their lives accordingly.

RD CRUZ visited the Police Provincial Offices, City Police Stations and other Police Offices and noticed that the uniforms of some police officers were faded and overused. Taft Police Station represented by PINSP EMMANUEL G GRATA was the first recipient of this project. Twenty one (21) sets of police uniform were distributed by RD CRUZ during the Monday Flag Raising Ceremony.
On December 4, 2017 three hundred (300) sets of GOA uniform were distributed. The graph on the left shows the list of recipients, number of sets given and corresponding dates to which the uniform were distributed.
The generosity of the Regional Director probes immense gratitude to the entire law enforcement arena. In his speech he overemphasized saying: “… this initiative seeks to uplift the morale level of the PNP service in the Region at the same time gives recognition to the hardworking men and women in uniform of PRO 8.”

Makes Perfect Smile
P
ROJECT SMILE makes perfect smile to realize its theme “Ngiting Magalang ng Kapulisan sa Rehiyon 8.” This project was intended to ensure that all PNP personnel will give their perfect smile while enforcing the law to provide public safety. “PROJECT SMILE” is the brainchild of PCSUPT CRUZ in cooperation with the Dental Office, Regional Health Service 8 aimed at giving free dental care and dentures to all PNP personnel of PRO8 with oral problems.
Further, the project was intended to provide all PNP personnel achieve a perfect smile since engaging with the community and serving the people is better shared with sparkling smiles.
“As long as I have teeth, I’ll keep playing the trumpet. I can’t play it without teeth,” Lionel Ferbos said. Four (4) PNP selected personnel received free dentures. The said project shows that the present administration truly cares for the personnel of Police Regional Office.

This year’s theme is “Keeping Alive the Valor of the Heroes of World War II.” PCSUPT GILBERTO DC CRUZ, Regional Director, PRO 8 was vigilant in ensuring the safety and security of both local and foreign dignitaries, participants and tourists, venues and activities in the entire duration of the celebration. Hundreds of PNP personnel were deployed on identified areas where vital activities were held.

The Leyte Gulf Landing is a commemoration of the Battle of Leyte Gulf, the largest naval battle of World War II, and the largest naval battle ever recorded in history. It was a meaningful event where General Douglas MacArthur vowed, “I SHALL RETURN” fulfilled his vow when he came back to Leyte with the support of the allied forces to liberate the Philippines from Japanese Imperialism.

BODY CAMERAS The First in the Country

CSUPT GILBERTO DC CRUZ Regional Director, spearheaded the distribution of twenty (20) Body Cameras to the provincial and city police offices in Eastern Visayas last September 18 after the traditional Monday Flag Raising Ceremony at the Regional Police Office 8. The Regional Director said that the PNP did not spend even a single centavo for these cameras since these were only donated by his friends in Manila. These will be used in the different police operations to dispel allegations of planted evidence, police brutality and Extra Judicial Killings (EJK).
RD CRUZ required the PNP offices and units which were not recipients of
the cameras to record their police operations using their mobile phone cameras. He also encouraged the members of the media to cover and personally witness the risks of these crucial operations. He also emphasized transparency in every police operation.

OPLAN GALUGAD CONDUCTED SIMULTANEOUSLY IN REGION 8 T

he Philippine Regional Office 8 with its provincial and city police offices in coordination with other jail authority counterparts conducted simultaneous OPLAN GALUGAD on various jails and penal facilities across the Region on September 9.
PCSUPT GILBERTO DC CRUZ headed the conduct of simultaneous “OPLAN GALUGAD” conjoined by the operatives of Leyte Police Provincial Office (LPPO) at the Leyte Provincial Jail (LPJ), Brgy. Kauswagan,Palo, Leyte and afterwards joined by the Tacloban City Police Office (TCPO) at the Bureau of Jail Management and Penology, Tacloban City. Thirty (30) jails and penal facilities undergone the simultaneous OPLAN GALUGAD operations. Consequently,
assorted contrabands were confiscated and seized during these operations. To name a few were drug paraphernalias, assorted ammunitions, assorted deadly weapons, electronic equipment, and many other items unauthorized inside jails. Said confiscated items were later destroyed on September 18, 2017 in front of the PRO 8 Grandstand which was witnessed by Jail Wardens, other focal persons and media practitioners in Region 8. The successful conduct of simultaneous “OPLAN GALUGAD” is the result of the unified effort and hard work of all subordinate units of PRO 8 in coordination with the Bureau of Jail Management and Penology and the management and administration of Provincial Jails and Sub-Provincial Jails.

RD CRUZ EXTENDS SUPPORT TO EVACUEES FROM MARAWI

CSUPT GILBERTO CRUZ, Regional Director of Police Regional Office 8 immediately organized an activity to aid the evacuees from Marawi City. Six (6) families, including children, absconded from the surging fights between the forces of the government and international terror group, the Islamic State in Iraq and Syria being represented in the country by the
Maute Brothers of Lanao. Initial assistance was composed of basic commodities. These evacuees initially coordinated with the press people of Tacloban. Miss Vicky Arnaiz, President of PRO8 Press Corps identified a clandestine shelter for these families somewhere in a barangay within the city. It has been agreed upon that their temporary shelter remains private for safety purposes. It is also due to customary reasons of Islams that the information provided are limited. On December 19, three (3) of these evacuees were invited to Police Regional Office 8 where Christmas gifts from RD Cruz were granted to them. Each of the family received cash assistance, gift packs and groceries. PSSUPT LEONARDO SUAN, Deputy Director for Operations represented RD Cruz in this event where the latter had prior engagements. PSSupt Suan further assured the evacuees that Police Regional Office 8 is an open institution for the needy especially those innocently victimized by futile wars.

In the past years, the locals of the Region were as if already used to this type of catastrophe. The frequency of this occurrence resulted into both positive and negative mindsets to the people. Positive that it provided awareness and proactive attitude to the affected residents as to the extent and possible damage of a certain calamity, thus, taking actions prior to its actual spell. While negative in the sense that it developed the sense of immunity upon them, disregarding warnings and precautions.

In 2013, Eastern Visayas was struck by the devastating Super Typhoon Yolanda which historically immobilized economic flow, damaged properties beyond accounts and most of all, caused unimaginable death toll. It took years until the Region has recovered from the said mishap. In fact, until today, some areas still serve as memoirs of that tragic day.
This was a wake-up call! The incident strengthened the clamor of the people who took part in making such incident less possible. Police Regional Office 8, the government agency primarily tasked to serve and protect provided new and modern search and rescue equipment to ensure readiness in times of inevitable disasters, be it manmade or natural. This is a manifestation of its proactive stance as public servant. These enhanced gears were granted to the Regional Mobile Force Battalion 8 (formerly known as Regional Public Safety Battalion) being the primary and specific unit anchored to search and rescue operations. Flashlights, rescue boats, stretchers and other relevant gears were quality assured upon purchase and awarding. Personal Protective Equipment (PPE) such us vests and helmets were also awarded to guarantee that chivalrous rescuers. Today, these equipment were being safe-kept and maintained by the 8th RMFB at the Regional Headquarters in Camp Ruperto Kangleon, Palo, Leyte.

wo (2) days before the landfall of the Tropical Storm Urduja in the Region, Police Regional Office 8 with its Regional Director, PCSUPT Gilberto Cruz, along with the Southern Leyte Police Provincial Office,conducted an Outreach Program at Barangay. Olisihan, Bontoc, Southern Leyte, one of the farthest barangays in the province.
According to the forecast of PAGASA, tropical storm Urduja was to hit Eastern Visayas on the sixteenth 16th of December this year. Nonetheless, on December 14, albeit the already manic weather composed of strong sustained winds and heavy rain, pushed through. Residents were granted goods and were able to avail services like free medical consultation,
and eye-wears. Children were also given gifts, pair of slippers and were fed with sumptuous lunch in courtesy of the local government of Bontoc and the provincial government of Southern Leyte. The Gawad Kalinga Foundation supported extensively projects by providing medical practitioners to them.
This significant day of good will was also a birthday celebration of PSSUPT Warren De Leon, Provincial Director of the Southern Leyte Police Provincial Office. Instead of a party deluxe, he chose to outpour his thanksgiving through sharing his blessings to the needy. With these simple acts of kindness, the whole organization and its partners were able to ensure the public, especially those who seemed to be neglected, that they are equally significant in the community.

These laws were crafted through deliberate studies, thus, these provisions: Republic Act No. 10654 known as “An Act To Prevent, Deter And Eliminate Illegal, Unreported And Unregulated Fishing, Amending Republic Act No. 8550, Otherwise Known As “The Philippine Fisheries Code Of 1998”, and Republic Act No. 9157 otherwise known as “An Act Regulating the Ownership, Possession, Sale, Importation and Use Of Chain Saws, Penalizing Violations Thereof And For Other Purposes.” The Department of Natural Resources, Regional Office 8, though armed with various environmental protection laws, still needs assistance from other government agencies in order to
effectively deal with these prevalent defilements. PRO8 sets another objective as champion in protecting the nature. Lack of public information dissemination could be one of the contributing factors to the increasing rate of these infringements. Relevant information operations regarding this issue have been published through multimedia. This is embracing the duties and responsibilities of a Police Officer which does not only encompass the concept of criminality but also protect lives, only possible through protection of this sole habitat.
Covering the period of September to October 2017, PRO8 was able to conduct eighty four (84) Anti-Illegal Fishing Operations which resulted to the arrests of one hundred ninety seven (197) Illegal Fishers and confiscation of twenty three (23) fine mesh nets, six (6) active gear compressors, seventy seven (77) fishing boats and other relevant paraphernalia. Estimated amount of confiscated items totaled to four million nine hundred fifty seven thousand and seven hundred pesos (P4,957,700.00). On the same period, ninety four (94) operations against Illegal Logging were also successfully c o n d u c te d and this

hilippine Christmas has been described in many unique ways. It is the longest Christmas celebration in the world. It is already a tradition in different offices in holding Christmas Parties to give thanks to the staff for all their hard work throughout the year. December 20th, when the Police Regional Office 8 celebrated its simple Christmas Party at Camp Kangleon, Palo, Leyte headed by the Regional Director PCSUPT GILBERTO DC CRUZ. This occasion was made possible with the help of all offices of PRO8 to pay off the best performances of PCOs, PNCOs and NUPs. Every unit was tasked to create its own booth to bring excitement and happiness to the participants, especially to the kids who enjoyed the games and received bundle of prizes.
Just like any government entity, the Philippine National Police has its way in celebrating Christmas season. PCSUPT Cruz did not just prepare a surprise for the civilians but he still managed his tight schedule which amazed all PNP personnel. He truly showed his care and love for his constituents. The event went grandiose when they saw the prizes for the raffle draws. There were group competitions for every event and the participants prepared to showcase their talents and to get cash prizes for the outstanding performances. It also included the giving out of cash gifts for the winners of the Parol Making contest.
There was no dull moment during the Christmas party for everyone was entertained on the performances and the breathtaking announcement of the winners for the raffle draw. PCSUPT Cruz gave out Phones, Electric fans, Rice cookers, Flat Irons, Magic Sing, Sacks of Rice, Gas Stove Burner, Air-condition, Broiler, Bar Refrigerators, Flat Screen TVs and Bikes. The major prizes were Oven Toasters, 40 inches Flat Screen TVs, Complete set of Videoke Machine and the most awaited prize was the new rechargeable motorcycle. The Christmas Party ended with a smile in everyone’s lips because of the gaiety in the said occasion.

hristmas is the perfect time for sharing. It was emphasized in the bible verse 1John 4:9 which says “This is how God showed His Love among us; He sent His one and only Son into the world that we might live through Him.� It was an ultimate expression of love through sharing that the Lord had offered His only Son to save humanity from turpitudes.
As one faithful organization who believes and upholds the real meaning of Christmas, Police Regional Office 8 conducted a gift-giving activity at the Robinsons North in Abucay, Tacloban City on December 19. Recipients of the delightful gifts were children from different social welfare units of the City to include those who were orphaned by the unconceivable Supert yphoon Yolanda in 2013.
The activity was composed of a short entertainment show graced by nationally renowned Police Officers, to name: PO1 Arla Ray Paciencia, first ever Ms. PNP GandaPulis 2017, PO1 Norman
Wileman III, GwaPulis 2017 and SPO2 Janet Cadayona, The Voice Season 2 Finalist. The kids and kids at heart were genuinely amused by their talents, something that the PNP is proud of. As the show continues, free-food was distributed to the children sponsored by the charitable fast-food company, the McDonalds. Of course, when kids hear this noun, it automatically implies cheerfulness.
After the brief show, the Adopt-a-Childfor-a-Day followed. This time, Police Officers served as foster parents of the day to the beneficiary children. They went playing arcades, eating at food centers and even shopping, all expenses accounted to the respective Nanay/TatayPulis. It may sound egocentric, but this event can truly claim outstanding success through the evident smiles and outrageous laughter audiblefrom the audience. As a support to this charity event, the management of the Robinsons North allowed the PRO8 to utilize their activity center for free. One true inference that they are also committed to meet social responsibility. Through the munificence of many, the event became a blast.

he devotion of RD CRUZ to his responsibility inspired the men and women of PRO 8 to persevere in reaching Silvino Lubos in spite of the low pressure area and difficult terrain in Northern Samar last November 16. Silvino Lubos is a far-flung municipality of Northern Samar. It is a fourth class municipality composed of 26 barangays. Per 2015 census it has a population of 15,299. Its economic condition inspired PCSUPT GILBERTO CRUZ to reach the place to provide the community free health services.
The outreach program was able to render medical supplies to five hundred (500) recipients; three hundred (300) benefited from free dental checkup and tooth extraction; three hundred

OR SILVINO (300) recipients were circumcised in the Operation Tuli; one hundred (100) had their haircut; two hundred fifty (250) were recipient of eyeglasses; two hundred fifty (250) children received slippers and school supplies; one hundred (100) recipients for pedicure and/ or manicure; three hundred (300) were given free food; and one hundred (100) were registered for SSS and Philhealth. Silvino Lubos is the 2nd municipality recipient of the outreached program of PRO8 led by RD CRUZ. He is the first PNP Regional Director who took efforts and enthusiasm in showing his love and care to such a remote area. This effort was realized in collaboration with the Provincial Director of Northern Samar.

D Cruz immediately ordered the Biliran Police Provincial Office to conduct the Search and Rescue Operations on the Lucsoon landslide. The order is in response of PRO8 to the aftermath Tropical Storm Urduja December 16. The massive landslide in Barangay Luc-soon, Naval, Biliran buried twenty-seven (27) individuals. One of the unfortunate victims was PO1 Haidee Poyales from Biliran Police Provincial Office and her entire family with only one survivor. Initial statements from the witnesses revealed that the Poyales’ residence served as the evacuation center of the neighborhood since it is the sole structure made in concrete materials in the compound. Unfortunately, the mudslide buried them to the grounds.
Typhoon Urduja destructed the infrastructures of the province making transport very rough. RD Cruz, who opted to personally head the rescue operations walked long distances in highways not passable by any type of vehicle. Taking the responsibility as the incident and operations commander, he went directly to the ground zero of the case. He lifted and pulled gigantic rocks along the way and dug the too sticky mud with the hope to rescue a victim. He then coordinated with other agencies and some NGOs to assist on the search, rescue and retrieval operations.

This disaster is truly a despair for the PNP, especially that it has victimized a fellow woman in uniform. Assistance from the Police Regional Office 8 went beyond the search and retrieval operations. Distribution of relief goods to the typhoonaffected barangays was also made possible. T
he inevitable force of nature, internationally known as Haiyan took the lives of over 6,000 men and women in Eastern Visayas. Records show that nearly 2,000 populace were missing; more than 27,000 injured; over 3.9 million lives of Filipinos were affected; and a total damage of 2.86 billion dollars including the neighboring countries on its trajectory that was four years ago, yet, unforgotten.
Regional Director PCSUPT GILBERTO DC CRUZ initiated a series of activities in memory of those who perished due to this catastrophe. Incidentally, November 8 is the birthday of RD Cruz, thus, he heartily uttered this line:
“It is life changing and purely satisfying when you celebrate your birthday, but it is divine when you share it with others.”
Moreover, the celebration of his birthday was focused on the activities that he offered to the victims of Yolanda
like a wreath laying where he said:
“What is more courageous than giving your own life for others? I understand that paying tribute to their heroism may not be enough but in this way we will be able to remember the bravery they showed not only by saving their own family but by extending a hand to others costing their lives.”
Henceforth, the following activities were shared: a mass was celebrated at San Joaquin, Palo, Leyte and a feeding program to the homes of the less fortunate children and elderly at the Missionaries of Charity. The most heartbreaking part of the activity was the unveiling of Saint Medard and wreath laying to the eight (8) identified police officers (the Unsung Heroes) who died during the wrath namely: PSUPT EUGENIO GABALUNOS, SPO4 Rogelio G Alba, PO2 Adelfo Lopez, PO2 Jaffy Villegas, PO2 Lemuel Concrenio, SPO4 Raym Alonzo, SPO4 Wilfredo “Willie” Erandio Saballa, and SPO1 Edgar Grefiel Evina.
The unfading memories of their existence and the stories of their families who shared the same fate on that frightful day were cloaked in loneliness and sorrow but will never be put in oblivion. They may have gone to the other side but their memories will continue to live on the hearts of their families and loved ones whom they left behind.

REMARKABLE 8 IN REGION 8! by PO1 Terence John Cinco
P
olice Regional Office 8 marked a noteworthy accomplishment in the conduct of simultaneous arrest of wanted persons with a total number of two hundred seventy (270) apprehensions in Eastern Visayas in just a span of eight (8) days covering September 17-24 . Out of the 270 wanted persons arrested, 20 of them were included in the Top Ten Most Wanted Person both in city and municipal levels. The implementation of said operation was through the directive of PCSUPT GILBERTO DC CRUZ since he noticed huge number of standing arrest warrants when he
assumed office on August 30.
With this remarkable arrest rate, PCSUPT CRUZ expressed his appreciation and gratitude to the public whose cooperation with the elements of PRO 8 became very instrumental to the arrest of said wanted persons.
Relatively, from September 1 up to November 2, out of the five hundred sixty nine (569) operations conducted, there were already five hundred ninety six (596) persons arrested.These operations in targeting fugitives all over the region will continue until all cases are solved.

ormally, people celebrate birthdays in festive parties with sumptuous food and extravagant set ups, especially for those holding key positions either in public or private organizations.
On November 08, RD Cruz celebrated his birthday with the needy, instead of dressing up in his best tuxedo. This man wore nothing extraordinary but a genuine smile and a pure heart for the people whose necessities needed attention more than any other. He visited the Missionaries of Charity in Sagkahan, Tacloban City where homeless children, differentlyabled individuals and elders are being sheltered. This noble institution is a Roman Catholic religious congregation
established by Mother Teresa in 1950 and is now serving all over the world. RD CRUZ initiated a feeding program and distributed gifts to the occupants of the shelter. There was also an entertainment dance performed by the famous PRO8 mascots Tsip Bato and General McArthur. He also assured that said activity will not be the last and that more assistance will be granted to them in the future.
Indeed, there is no satisfaction better than knowing that on your special day, you did not only provide full tummies, but most of all, you have given people hearts that are fulfilled with affection, acceptance and compassion.

egional Police Office 8 spearheaded by PCSUPT GILBERTO DC CRUZ conducted for the very first time a Halloween Party dubbed as “SPOOKY NIGHT” at the Matapat Hall Camp Kangleon Palo, Leyte on October 31. The occasion was attended by all personnel of PRO, PPO’S and RHU’S of this PRO.
Spooky Night started at 6:00 o’clock in the evening with a sumptuous boodle fight at PRO 8 Gym. Another highlight of the event was the Halloween Dance contest (group category). Participants were the Regional Head Quarters (RHQ), Tacloban City Police Office 8 (TCPO), Southern Leyte Police Provincial Office (SLPPO), Eastern Samar Police Provincial Office (ESPPO), Leyte Police Provincial Office (LPPO), Regional Public Safety Battalion (RPSB) Biliran Police Provincial Office (BPPO), Northern Samar Police Provincial Office (NSPPO), Ormoc City Police Office (OCPO), Regional Head Quarters Support Group (RHSG), and Samar Police Provincial Office. The event was hosted by Matt Centino hall of famer on the ABS-CBN famous noon time show Its ShowTime a proud waray-waray native of Basey Samar, who came all the way from Manila despite of short notice. Also featured was the best in Spooky Costume contest for the individual

category where in winners were chosen among the most horrible and unique costume on that night. Cash prizes and other rewards were given to the winners and even to the non-winners. The panel of judges was composed by the Command Group. Spooky Night Halloween Dance Presentation first place was awarded to Leyte Police Provincial Office; 2nd place was the Eastern Samar Police Provincial Office and the 3rdplace was the Southern Leyte Police Provincial Office Nonwinners also received consolation prizes. For the best in Spooky Costume (individual category) the winners were judged by their uniqueness, terrifying effects and artistic prosthetics. olice Regional Office 8 conducted medical and dental missions in Maslog, Eastern Samar last September 29. These activities were spearheaded by PCSUPT GILBERTO DC CRUZ, Regional Director, PRO8. He was the very first General to set foot on the area. With him was the PRO8 team which distributed school supplies and slippers to the children of the said municipality as an early gift for the upcoming Christmas season. As expected, the crowd eagerly waited at the municipal covered court. The long lines of people both young and old patiently waited for their turn for a tooth extracted or relief for an illness.
The medical and dental missions catered to more or less four hundred ninety nine (499) recipients: two hundred fifty four (254) recipients of eyeglasses, one hundred sixty two (162) medical attention, and eighty three (83) free dental checkup and tooth extraction. This activity signifiedt that the PNP will extend more services to the people to show its compassion and attention, regardless of possible danger while en route to remote areas. Moreover, PCSUPT CRUZ said that it is his advocacy to reach out to the community, to let the people feel the essence belongingness and to let them know that he, as the Regional Director of the Police Regional Office 8, will always be with them by all means. Said activity is just the beginning of more visits and gift givings to the far flung areas of the Region.

LPPO SLIM FIT CHALLENGE

ndeed, Fitness is for everyone! LPPO has been very keen in its fitness program that aside from the Best Practices that we continually observe. PSSUPT NORBERTO D TUAZON, PD, LPPO has contemplated another fitness program that everybody of LPPO and its line units can participate. He spearheaded the conduct of the LPPO SLIM FIT CHALLENGE SPORTSFEST2017 in line with the Mission SLIM FIT POSSIBLE of the PNP on November 21 to December 14. Some of the activities were FUN-RUN, Basketball, Volleyball, Badminton and Lawn Tennis participated in by clustered MPS of Districts 1 to 5 of the Province of Leyte. This was to help achieve the allocated weight loss that the personnel of Leyte PPO are supposed to lose for six (6) months since said activity was launched in June 2017. Leyte PPO has 1,280 strength and has a total number of actual/original weight (lbs) 194,760.2992 lbs in other words has 4,475 total number of pounds to be donated. Up to November 15, it was only able to achieve 81 percent of weight loss.
Launched on June, the 6-month weight loss program aimed to ensure that the entire police force would be fitter and healthier to prevent them from suffering lifestyle diseases. PNP Health Service Director Chief Supt. Edward Carranza, said the weight loss program is not new to policemen as they are required to undergo an annual physical test. The Slim Possible was more challenging as officers were required to shed extra pounds within a certain period of time. LPPO personnel warmly welcomed “Mission: Slim Possible”, “At the start, it was kind of hard because of the change. Sometimes, we don’t easily adapt to change, but with the leadership shown by our Chief PNP, all the unit commanders were bent on complying with the 500,000-lbs requirement,” they said.

To better serve the public and the community, the Samar Provincial Police Office headed by PSSUPT NICOLAS TORREE III in cooperation with the Highway Patrol Group training team led by PCINSP OLIVER V PLANIA, Training Coordinator conducted Motorcycle Riding Seminar on July 10-14, 2017 at Camp Vicente Lukban, Brgy Maulong, Catbalogan City, Samar. This Seminar was participated by the Provincial Director himself and 47 others;

Motorcycle or “motor� officers are usually assigned to traffic enforcement. A motorcycle is quicker and more maneuverable than a car, and able to catch up to and stop violators in heavy traffic.

r. Jerome Paler, a native of Southern Leyte is the one-man medical staff of SSS in the capital town of Southern Leyte. He is a giant of a hero, leading rescue and relief work in all landslides in Southern Leyte for the last ten years. He was involved in relief work in many other calamities affecting Visayan and Mindanao provinces.He used to be leader of a contingent of other heroes for serving others in need - at their own expense. Jerome and the GK team from Maasin were the first to reach Ormoc from the outside, the first to share food packs, and still big brother to the GK of Ormoc who were victims themselves. •
August 6, 2016: The GK Southern Leyte Chapter headed by Dr. Jerome Paler in cooperation with PSSUPT WARREN F DE LEON, Acting Provincial Director – Southern Leyte Police Provincial Office (SLPPO) and other heads of offices of local government agencies and NGOs signed the commitment of support to the “Renewal and Recovery from Drugs Program” before hundreds of parishioners at the Our Lady of Assumption Parish Cathedral in Maasin City. The launching of a multi-sectoral community based recovery program for drug dependents through community care centers helping drug dependents in the province to pursue a morally guided future.The said program ended last May 27, 2017 with 152 graduates who are now ready to begin a new chapter of their lives in the community.

TACLOBAN, FIRST DRUG CLEARED HIGHLY URBANIZED CITY IN EASTERN VISAYAS
T
acloban City is a 1st Class Highly Urbanized City in the Philippines. It serves as the regional center of Eastern Visayas in terms of commerce, trade and industry. Its population is running at 242, 089 that double-up in day time due to the influx of students, workers and business, making it the most populous city in the region. In July 2016, with the flagship program of PRRD’s administration on the intensified campaign against anti-illegal drugs coined as ‘’Project Double Barrel’’. As it was evident that the proliferation of illegal drugs was the pandemic menace victimizing the populace particularly, the youth.
Tacloban City Police Office as per RA 9165 – Comprehensive Dangerous Drugs Act of 2002 in cooperation with the Philippine Drug Enforcement Agency Regional Office 8, Local Government of Tacloban and other concerned stakeholders convened to strengthen and operationalize the Oversight Committee in City Level for Barangay DrugClearing Operations thru the City Anti-Drug Council. Consequently the Barangay Anti-Drug Abuse Councils of the 138 barangays of Tacloban City, followed.
While, the operating arm of TCPO and PDEA RO 8 where consistently increasing their accomplishments in terms of buy-bust operations and filing of appropriate cases. TCPO continued working hand-in-hand with the whole community in the conduct of ‘’TOKHANG’’ – “toktok hangyo’’ or house visitations aimed to encourage individuals formerly involved in illegal drugs to stop and take advantage of rehabilitation for a renewed and better future. Although there was a cessation of Police Interventions in terms of Drug Operations for certain periods, this was not a major setback, TCPO refocused to the conduct of massive information operations from Anti-Drug Abuse Awareness Symposia in Schools, Barangays, Offices and Business Establishments to quad media information drive against illegal drugs and all forms of crime. With continued intelligence support to PDEA RO 8 through monitoring and evaluation individuals under the drug watchlist and other persons of interest.
Establishment of a rehabilitation and referral desk to endorse drug dependents for treatment. On the other hand, the Operation phase is the actual implementation of drug supply and demand reduction strategies in priority drug-affected barangays. Activities include arrest of identified drug users/pushers, service of warrants and searches, filing of appropriate complaints, conduct of advocacy programs and/or preventive education seminars with emphasis on the role parents and children in the antidrug campaign, ill effects of drugs and consequences of drug-abuse. Also, the processing of voluntary and compulsory rehabilitation pursuant to RA 9165 and pertinent DDB regulations. Post-Op phase are inclusive of activities aimed to maintain the ‘’Drug Cleared’’ status of a barangay after drug clearing operations thru support activities. These are the implementation of sustainable support projects such as sports, religious, and social activities in the barangay, implementation of livelihood projects as reintegration for former drug pusher and users, conduct of counselling activities for the community. Section 8 of DDB Res. No. 3 s. of 2017 provides 14 parameters for declaring ‘’Drug Cleared Status’’ for an affected barangay. These parameters shall be carefully validated and monitored by the Oversight Committee, consisted by Chairperson from the Director of the Philippine Drug Enforcement Agency, Regional Office 8, and Vice-chairperson from DILG Regional Office with members including the City Director of TCPO, DOH Representative and the City Mayor. Along with the conduct of barangay drug-clearing operations TCPO continued its drive in providing quality police service in Tacloban City. On August 2017, this office under the dynamic leadership of PSSUPT ROLANDO V BADE, City Director was given 3 Major Awards as follows: BEST CITY POLICE OFFICE for outstanding accomplishments on police administration and operations in Eastern Visayas;
BEST POLICE STRATEGY MANAGEMENT UNIT in Eastern Visayas for service and dedication, visionary guidance and stellar accomplishments in the effective execution of the PNP P.A.T.R.O.L. Plan 2030 helping realize In September 2016, TCPO was awarded by no less than PDG RONALD the vision for a ‘’highly capable, effective and credible police service ‘’BATO’’ DELA ROSA, Chief PNP in his visit to PRO 8 for commendable working in partnership with a responsive community towards the performance in the ‘’Project Double Barrel Campaign’’ highlighted by the attainment of a safer place to live, work and do business’’; and BEST CITY POLICE OFFICE IN POLICE COMMUNITY REALTIONS arrest of 114 drug personalities in 70 Anti-illegal drug operations which resulted to the confiscation of 608.96 grams of Shabu and 32.83 grams in Eastern Visayas for outstanding accomplishments in strengthening of Marijuana with an estimated cost value of P4, 874, 963.00 and the the linkage of the PNP and the general public for effective cooperation and unity towards the attainment of a safer place to live, work and do voluntary surrender of 2,420 drugs personalities in the AOR. The challenge continues in the fight against illegal drugs, TCPO business. became a member of a Technical Working Group headed by the LGU Tacloban thru Honorable City Mayor CRISTINA G. ROMUALDEZ that conceptualized the creation of the ‘’New Beginnings Program’’. This program is the sustainable substance abuse prevention, control, rehabilitation and recovery program of the City Government. It is a holistic approach anchored in the solidarity of all concerned stakeholders in winning the war against illegal drugs and in sincerity toward helping drug surrenderers live transformed lives.
Furthermore, TCPO extended earnest efforts for Barangay Drug Clearing Operations in relation to Dangerous Drugs Board Resolution no. 3 s. of 2017. In terms of Drug Affection in Tacloban City, out of 138 barangays; 127 were moderately affected or with reported presence of drug pushers and ushers while 11 were unaffected. The affection served as basis for prioritization of the drug clearing operations. The said clearing operations shall be conducted in three (3) phases, namely: Pre-Operation Phase; Operation Phase and Post-Operation Phase. PreOp phase are activities undertaken in laying groundwork and basis for effective and sustainable clearing operations. Activities include activation of the Barangay Anti-Drug Councils and BADAC auxiliary Teams, Capability enhancement of all stakeholders in the barangay through the conduct of basic drug prevention and control seminars with emphasis on collection and analysis of drug-related information and prevention information. Organization of house clusters with designated cluster leaders that will report to the BADAC all essential drug-related data. ROMUALDEZ, City Mayor declaring the status of Tacloban City as ‘’DRUG CLEARED’’. After satisfying all the requisites set forth by DDB Res. 3, s. of 2017. In attendance were other members of the City Oversight Committee on Barangay Drug-Clearing Operations, concerned stakeholders from different barangays of this City and various media representatives in Region 8. Indeed, December 4, 2017 marks a noteworthy accomplishment for the City of Tacloban and all Taclobanons as it is the first Highly Urbanized City in Eastern Visayas to be declared ‘’DRUG-CLEARED’’. This declaration poses an even greater challenge for this Office, all concerned agencies and to constituents in Tacloban City to effectively maintain the said status. TCPO takes on the challenge and stands its ground in the commitment to help in sustaining the ‘’DRUG CLEARED’’ status of this City. Moreover, this Office will consistently remind the public that ‘’Illegal Drugs Destroy the Future’’ therefore ‘’When we are fighting illegal drugs; we are fighting for our FUTURE’’. he Regional Mobile Force Battalion 8 (RMFB8) formerly named as Regional Public Safety Battalion 8 (RPSB8) is considered as the striking force of the Philippine National Police in combating insurgency in the country. It is also part of the main operating machinery of the organization which mainly concerns to the anticriminality campaign. With this, we are doing our utmost preparedness and competence in the performance of our duty. Hence, all personnel must not only be equipped with the physical attributes of the job but must definitely react instinctively to all types of sudden attack pursued by the enemy. In our Region, the threat of violence brought by this existing struggle remains rambling, victimizing both parts of rural and urban areas. The conduct of combat operations on the part of the police force is indispensable. However, one factor which is being dealt with in this major challenge is the tactical concept that involves physical confrontation between several combatants. It can take place between police and criminals wherein close quarter combat techniques defines survival and death. What is relatively important is to prepare the troops through the conduct of trainings so as to ensure readiness, efficiency and effectiveness in addressing the present situation.

THE RISKS OF ENFORCING THE ANTI-TERROR LAW

A 9372 otherwise known as the Human Security Act of 2007 was enacted purposely to address terrorism in the country and secure the State and its people from the persisting threats it scatter. As the only law in the land that defines and penalizes terrorism, this seems to be the only shield that the Filipino people have against the growing threats of terrorism.
Laudable this enactment may seem but can be this law really shield its people from terrorism or trigger instead its growth?
If we closely peruse the law and its corresponding provisions, one from the law enforcement sector, will have an impression that this law is not only difficult to implement but very risky as well.
Aside from the fact that the definition of the crime of terrorism is vague and broad, and the characterization of terrorist is not that specific, making it more difficult for law enforcers to figure out whether the act committed by one constitutes terrorism already, and whether the one they are pursuing are really terrorists, there seems to be more “safeguards” for terrorists in the law than courses of action to really eliminate them from our society through effective prosecution and conviction. •

Among these “safeguards” are the following:
Notably, before you can consider a person or group who had long been perpetrating acts characteristic of terrorism, they first have to be declared judicially as such so that you can validly pursue them and prosecute them pursuant to RA 9372.
How can we have them declared judicially as such when summoning them is already far-fetched realizable? Where will we serve summons to these people who have no permanent or known addresses? How can the judicial process for said declaration proceed if summons is not duly served to them?
Before a law enforcer can validly conduct surveillance on a person suspected as terrorist, he has to secure first a Court of Sppeals authorization for that purpose. Prior to that, he must secure clearance from the Anti-Terrorism Council for him to be allowed to apply for said judicial authorization. Without said judicial authorization, surveillance on that suspected terrorist is invalid.
How can we preempt terrorism with this very strict feature? In all probability, before we can secure judicial authorization from the CA, the terrorists have already accomplished their plans and many have been victimized already.
After the conduct of surveillance on the suspected terrorist, the surveilling unit shall institute a criminal action against the person subject of the surveillance. In case the unit cannot file a complaint against the subject, the latter should be informed of the fact of surveillance. Failure on their part to inform the subject of the said surveillance will hold them criminally liable under the law.

If the essence of surveillance is its discreetness, same is set aside in this law, as a law enforcer is required here to inform the subject of the fact of surveillance once he cannot file a complaint against him/her for terrorism. What is the rationale of this requirement? Will this not compromise the safety and security of our personnel who are conducting surveillance on these suspected terrorists? Are we not exposing the identities of our operatives to these lawless groups or elements? In case the accused is acquitted of the charge, the accused shall be paid P500, 00.00 a day for every day that he was detained. Is this not too much of a reward for the terrorist? Does this not instead encourage terrorist groups and those that are not into terrorism yet to further engage in terrorist activities and connive with the investigating units, the prosecution and the courts to charge them of the crime they committed and later on acquit them of the charge so that they could be entitled to the lucrative amount of damages?
In short, instead of providing teeth to the law so that it could eliminate terrorism in the country, it further encouraged groups to further their ends.
We very well know for a fact that our criminal justice is not that perfect and there are pillars therein who have shown their susceptibilities to succumb to pressure, to the extent of compromising the integrity of their actions, either for fear of reprisals from the criminal offenders or mainly because doing it is considerably rewarding.
Given this provision thus, groups or individuals who are not into terrorist activities yet and those who are already into it, are impliedly encouraged to engage in terrorism and continue their said illegal and reprehensible acts as doing it is rewarding and compensable. Difficult and risky the implementation of this law may seem, but we have no choice but to implement it as this is our only weapon in whipping this menace until we attain a peaceful, orderly and terrorist-free society.
As law enforcers, it is imperative thus that we know the provisions of RA 9372 and the procedures embed therein so that we could effectively implement the law without falling into the pit of these risks. Let us not be discouraged by the safeguards guising us measures. Instead, let us jus5t follow and comply what the law mandates us to do. Because so long as these provisions remain in the law, they should be enforced no matter how risky and difficult they may seem. Hence, if we are not that certain that elements of terrorism dare present in a given circumstances and same can be proven during trial with utmost certainty, let us not hesitate to just charge them on common crime they committed instead of the crime of terrorism. In this way, we can avoid the foregoing dilemma of rewarding them for what they have done instead of letting them suffer behind bars of criminal justice.

NUP ANABELLA C JUANICO, Chief, NUPAS sought the help of all Non-Uniformed Personnel (NUP) to provide humanitarian assistance to the 149 displaced and wounded NUP who were victims of Marawi siege. She was able to collect P60,000.00 wherein P23,000.00 was donated by PRO 8 Association. The amount was deposited to the account of the NUP Supervisor of PRO ARMM. A successful NUP Summit was held last August 4-5 with the support PCSUPT SHARE A LOVE THIS CHRISTMAS GILBERTO DC CRUZ , Regional Director, in his latest outreach program to the less fortunate children wherein 10 NUP volunteered as foster parents providing them a free shopping “ SHARE A LOVE THIS CHRISTMAS ” at Robinson North, Tacloban City. She recently requested the NUP of Regional Office 8 to provide financial assistance to the NUP who were victims of the flash flood and landslide in Biliran due to the Typhoon Urduja.

In her desire to meet the utmost level of competencies of every NUP, the Chief NUPAS conducted regular monitoring of the different Municipal Police Stations (MPS) to ascertain that the NUP are performing their respective functions, duties and responsibilities in accordance with their plantilla position. A dialogue was conducted to discuss government working hours of NUP, the implementation of policy on Compensatory Time-Off- (CTO) as an alternative of overtime pay, leave laws, internal cleansing; DR system and the importance of smooth working relation among the uniformed and non-uniformed personnel. The said dialogue was participated in by the COPs and MESPOs of the MPSs at Biliran PPO, Pastrana, Julita, Dagami, Burauen, Javier, Mayorga, Mac Arthur, Palompon, Villaba and a conference with PD, NSPPO and ESPPO together with the MESPOs and NUP PPOs. At present, the strength of the NUP of the entire PRO 8 is 89 % of its authorized fill-up. There is AN ON-GOING HIRING of NUP to fill-up vacancies. Thirty (30) personnel were promoted / appointed and took their oath of office recently.

HOME OF THE BRAVEHEARTS RISES ! The Police Regional Office 8 History
The Camp was constructed purposely to be occupied by the Headquarters of the Leyte Philippine Constabulary/Integrated National Police (PC/INP) Command. When the Cornerstone was laid down by the then President Ferdinand E. Marcos as Commanderin-Chief of the Armed Forces of the Philippines on July 2, 1974, it was named “Camp Daniel Z. Romualdez” in honor of the late Congressman. Later on, the camp was renamed “Camp September 21st Movement” in commemoration of the Proclamation of Martial Law in the country and the birth of the New Society pursuant to General Order Number 385 of the Department of National Defense, General Headquarters, AFP dated June 7, 1977. The actual construction of the camp was realized when His Excellency, President Ferdinand E. Marcos issued a Letter of Instruction Number 375 dated February 27, 1974. The construction was done during the incumbency of Honorable Juan Ponce Enrile, then the Minister of National Defense and Major General Fidel V. Ramos, who was then the Chief, PC/INP.
The first occupant of the said camp was Task Force Leyte-Samar (TF LEYSAM) under Brigadier General Alfredo F Basas and some units of the 53rdPC Battalion. On May 8, 1978, under Special Orders Number 85, the Command was turned over to Colonel /Juanito T Caboboy. On July 1, 1978, the Regionalization of the Constabulary Command was implemented. As a result, all provincial commands and task forces comprised the PC/INP Regional Command 8 located at Camp September 21st Movement, PC Hills, Palo, Leyte. The personnel who propelled the newly created PC/INP Headquarters of the Region came from the defunct PC/INP Task Force and other units. Others were from the PC Headquarters headed by Colonel Juanito T. Caboboy, who was then the Regional Commander. On April 16, 1989, Colonel Vicente S Garcia Jr took over as Regional Commander of PC/INP 8. The Headquarters was transferred from Palo, Leyte
to Kuta Kankabato, San Jose, Tacloban City on May 7, 1989. In the year 1990, the RHQ returned to Brgy. Campetic, Palo, Leyte. Through the effort of Brigadier General Vicente S Garcia Jr, who made representation at Camp Crame, Quezon City, the camp was renamed CAMP SECRETARY RUPERTO K KANGLEON pursuant to General Orders No. 75 dated June 14, 1990 in honor of his unselfish service to the country and people. He risked his life and limbs for the liberty and security of the Region and the populace, Brigadier General Garcia’s efforts did not go in vain.
