EV COPS ARREST 829 MWPs, 15,669 OTHER LAW VIOLATORS

T

he Police Regional Office 8 recorded an arrest of 829 Most Wanted Persons and 15,669 Other Law Violators in the entire 2021.

The year-round intensified implementation of Warrants of Arrest, yielded 829 Most Wanted Persons from Regional/Provincial/City/Municipal level and 5,084 Other Wanted Persons. In the implementation of anti-illegal drug operations, 664 drug personalities were arrested with Php 12,756,274.94 worth of confiscated illegal drugs. In anti- illegal gambling operations, 3,863 individuals were arrested with Php 2,517,549.50 worth of confiscated bet money. Accordingly, 5,081 illegal fishers were nabbed with Php 333,348,934.00 worth of confiscated fish and fishing paraphernalia.

Further, 753 personalities engaged in antiillegal logging operations were arrested while Php 10,787,503.00 worth of products were confiscated. In Oplan Kontra Boga, 224 illegal gun owners were arrested. Authorities were able to recover 51 and confiscated 261 different firearms. Accordingly, 1, 667 different firearms were turned-over to the authorities. PRO 8 also recorded a surrender of 173 members of the Communist Terrorist Group. Along with their surrender, they turned in their firearms, magazines and ammunition. EASTERN SAMAR POLICE OPERATIVES RECOVER ANTI-PERSONNEL MINES (IED)

P

olice operatives of the Eastern Samar Police Provincial Office (ESPPO) under the supervision of PCOL MATTHE L ASEO, Provincial Director conducted Intel-driven operation on January 19 thru utilization of Former Rebel (FR) “IBINGAN”. This operation led to the recovery of four (4) antipersonnel mines (IEDs), one (1) motorcycle, twelve (12) volts battery and a piece of detonating wire distributed at the vicinity of Mountain “Sinab-ungan” beside Kalikoan river of Brgy Huknan, Giporlos, Eastern Samar. The aforementioned barangay is said to be where the Front Committee South East (FC SE) of SubRegional Committee (SRC) SESAME, Eastern Visayas Regional Party Committee (EVRPC) operates, headed by Sec. Guarino a.k.a. “Mael/Suyo”.

Recovered Improvised Explosive Devices (IEDs) were brought to ESPPO for proper disposition.

EV CRIME INCIDENTS DROP AT 14.42% A drop of 14.42% crime volume was documented in the months of Aug 2021 – Jan. 2022 compared to the same period of last year, resulting to a total of 685 decrease in crime incidents. Based on the reported data on crime statistics in EV, this PRO logged a reduction in crime volume for the period in review recording a total of 4,069 crime incidents: 2,566 on Peace and Order Index (POI) and 1,498 on Public Safety Index (PSI) while in Aug 2020 – Jan 2021, PRO 8 recorded a total of 4,749 crime index: 3,419 for POI and 1,330 for PSI.

RD CABAGNOT commends the operational efforts of the line units which led to the crime drop. “This positive outcome suggests that EV cops are steadfast and committed to lessen crimes with our strengthened anti-criminality efforts and intensified police operations. This too strongly manifests the good partnership of the police and the community in its quest for a peaceful and orderly Eastern Visayas.”

RIAS 8 OTBT PUSHED

he Regional Internal Affairs Service 8 (RIAS 8) pushed a two-day One Time Big Time Red Teaming Inspection in relation to the PNP Intensified Cleanliness Policy (ICP) and Gabay-Aral Program held at Biliran Police Provincial Office, Naval, Biliran on January 12-13. It was launched to assess the degree of the individual and unit compliance and adherence to ICP, LOI Tamang-Bihis and the Minimum Health and Safety Protocols (MHSP). This was also effected to educate, remind and guide the police personnel of Biliran PPO thru the GabayAral Program to reduce the volume of administrative cases and complaints being filed against police personnel.

A conduct of lecture cum-dialogue was also outlined to further disseminate and reiterate information to the personnel. Cited topics were as follows: RA 8551 known as the Philippine National Police Reform and Reorganization Act, NAPOLCOM Memorandum Circular No. 2016-002 (Philippine National Police Reform and Reorganization Act of 1998), Statistics of Administrative Offenses committed by police personnel of Biliran PPO, Delinquency Report (DR) System and Financial Literacy. The OTBT Red Teaming Inspection and GabayAral Program were simultaneously set out to different Municipal Police Stations, Mobile Force Platoons and Provincial NSUs in the said province. KAWAYAN COPS TRANSPORT MOTHER WITH HER NEWLY-BORN CHILD The Police personnel of Kawayan MPS immediately responded and upon their arrival to the area, PSSg Bayaban instructed to bring the baby first in order to be attended by a medical practitioner and Pat Romero helped in carrying down the mother to the Rural Health Unit. PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director, PRO 8 lauded the prompt response of the said personnel. “Indeed, our police are ready to serve anytime, anywhere,” RD CABAGNOT said.

SSg Retchie H Bayaban and Pat Jake P Romero of Kawayan Municipal Police Station, Biliran Police Provincial Office helped in the transport of Mrs. Leslie M. Romero who just gave birth in the mountainous part of Brgy. Mada-o, Kawayan, Biliran on January 20, 2022. The mother unexpectedly gave birth while they were on their way home near the residence of Mr. Leopoldo Malinao, a Brgy. Kagawad of said place. Kagawad Malinao and his family were at the mountain that time when they heard shouts asking for help. They responded and discovered the situation of Leslie to which they provided immediate assistance.

PRO 8’s INTERNAL CLEANSING PROGRAM PENALIZES 47 PERSONNEL IN 2021

amp Ruperto Kangleon, Palo, Leyte- In line with the Internal Cleansing Program (ICP) of the Philippine National Police, 47 police personnel to include the Non-Uniformed Personnel got penalized for the year 2021. PRO 8, through the Regional Internal Affairs Service (RIAS) and Discipline, Law and Order Section (DLOS), received a total of 108 administrative cases

within the year. This is lesser than that of year 2020 which was 114. Of the received cases, 96 were already resolved and 12 are still pending, making the Admin Case Resolution Efficiency (ACRE) to 88.89%. Of said cases, 47 Personnel were penalized broken down as follows: 10 Police Non-Commissioned Officers (PNCOs) were dismissed from the service; five (5) PNCOs were demoted; three (3) Police Commissioned Officers were suspended together with 26 other PNCOs; and three (3) PNCOs were reprimanded. Meanwhile, 24 PCOs, 87 PNCOs and two (2) NUP or a total of 113 respondents were exonerated. Also, there were 45 cases that have been dismissed including that of 14 PCOs and 31 PNCOs. To compare, PRO 8’s ACRE of 2020 was 100% having been able to resolve all the received cases. However, for 2021, there are still pending cases which are subject for resolution. SEE

PRO 8 DESIGNATES FOCAL PERSONS FOR MEDIA SECURITY

T

he Police Regional Office 8 assigned PLTCOL MA BELLA D RENTUAYA, Public Information Officer as the Focal Person for media security relative to the forthcoming 2022 National and Local Elections (NLE). This is in response to the directive of the Department of Interior and Local Government to assign police personnel at all levels who could facilitate and hasten the process in providing protection to the members of the media in case media workers face threats or intimidation in the course of the 2022 NLE. This step is the request of the Presidential Task Force of Media Security (PTFoMS) in anticipation of a possible increase in violent incidents involving media personnel during the election period. However, the media should also coordinate to the police authorities from time to time especially if they receive threats in any form. As for a faster and efficient response to media’s

PRO 8 DISTRIBUTES CASH DONATIONS TO TYPHOON ODETTE PNP VICTIMS amounted to Php 2,572,150.00. The remaining Php 1,085,150.00 was given to 208 PNP personnel who were categorized as totally affected by the typhoon. The identification of the recipients was in accordance with the validation launched by the Regional Executive Senior Police Officer (RESPO). PNP PRO 8 is grateful to all the donors for their compassion and benevolence. “My heartfelt gratitude to those who have extended help and assistance in times of calamity such as the Typhoon Odette. To the affected ones, may you somehow find comfort in the kindness of others. May you stand firm amid adversities,” RD CABAGNOT said.

amp Ruperto K Kangleon, Palo, Leyte – The Police Regional Office 8 under the leadership of PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director, distributed cash donations received from various donors to all the PRO 8 PNP personnel affected by the onslaught of Typhoon Odette that hit Eastern Visayas on December 16, 2021. A total of Php 1,487,000.00 was distributed to 1,487 PNP and Non-Uniformed Personnel. The amount was downloaded to their individual payroll through the Regional Finance Service Office 8 on January 28, 2022. HAS JUSTICE FOR SAF 44 BEEN SERVED? of PNP-Special Action Force were ghastly killed by the callous members of said rebel groups at Mamasapano, Maguindanao. To recall, the police operation named ‘Oplan Exodus’ was launched to capture notorious Malaysian bomber Zulkifi Abdhir, one of FBI’s Most Wanted Terrorists. Said encounter yielded the deaths of fortyfour (44) SAF members to include Most Wanted Terrorist Zulkifi Adhir and eighteen (18) from the MILF and BIFF and five (5) other civilians. Based on reports, twenty-nine (29) SAF members survived and saved through the rescue operation launched by the Armed Forces of the Philippines (AFP). The Philippine National Police recently commemorated the mournful fate of our Fallen Heroes dubbed as The Day of National Remembrance for the Gallant SAF 44 with the theme: “The Dedication and Sacrifice of the Men of Valor is the Pinnacle of Patriotism.” Seven years already passed yet justice for our uniformed SAF troopers seems elusive and still beyond reach.

anuary 15, 2015- the day that teared and ripped the heart of many Filipinos and even residents across countries recalling the bloody Mamasapano Clash that took place during the encounter of the PNP-SAF troopers with the Bangsamoro Islamic Firefighters (BIFF) and the Moro Islamic Liberation Front (MILF) which resulted to the gruesome killing of forty-four (44) PNP-SAF members. This was so depressing since our comrades from the elite group

The grieving families likewise the public were enraged of what happened and still seek justice up to this day. The unbearable struggles that the fallen SAF 44 and the rest of the survivors went through in the performance of their mission may be one of the most unforgettable and heart-wrenching encounters recorded in the Philippine history that claimed the lives of our gallant and fearless SAF 44! Though the judicial authorities have not yet come up with their final verdict on the said clash, this ascertains the public that genuine act of heroism is still present and practiced among the uniformed men and women. Putting their lives on the line in order to keep their sworn duty to safeguard the public against the threat of insurgency and terrorism is a glory that will remain beyond the passage of time.

WANTED PERSON ARRESTED AFTER SECURING POLICE CLEARANCE

he Tacloban City Police Office thru the Police Station 2 led by PMAJ WINRICH LAYA LIM, Chief of Police, arrested a 40-year old male with pending warrant of arrest for Attempted Murder after applying for a police clearance at said station. The accused identified as Randy is a motor cab driver in Tacloban City. It was found out that the said subject was securing a National Police Clearance when personnel of Police Station discovered that he has a pending Warrant of Arrest for Attempted Murder dated August 10, 2016 issued by Hon. Eduardo Ramon R. Reyes, Presiding Judge, Branch 15, RTC NCJR, Manila. He is now temporarily detained at the aforesaid station for disposition. GUN BAN

Cases to be filed against these violators will depend on the following: If the holder has no Certificate of Authority, LTOPF and FA License, two (2) charges can be filed against the violator: Violation of RA 10591, and Violations of Sec. 261 of the OEC and Sec. 32 of RA 7166 in relation to COMELEC Resolution 10728, while If the holder has a Firearm’s License, LTOPF and PTCFOR but no CA, the violator can be charged for Violation of Sec. 261 of the OEC and Sec. 32 of RA 7166 in relation to COMELEC Resolution 10728 and for those who were arrested through Search Warrants in their residences shall be charged for Violation of RA 10591 if they have no permits and licenses to possess it. PRO 8 Condemns Shooting of Intel Cop in Northern Samar

T

he Police Regional Office 8 under the leadership of PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director condemned the fatal shooting of PMSg Joerel Pajac, an Intelligence Police Officer assigned at Catubig, Northern Samar who was treacherously shot by four unidentified men on January 10. PMSg Pajac, 39 and a resident of Calingnan Village in Catubig town was shot dead when he was about to disembark from a motorboat. The victim was able to jump into the water but the gunmen continued shooting at him before fleeing. The victim’s body was recovered floating on the river after more than an hour. This PRO condoled with the bereaved family of the late PMSg Pajac of this inhumane attack leading to the victim’s untimely death.
