PRO 8 ARRESTS CALABARZON’S TOP 1 MWP
Tumanda is tagged as Top 1 Most Wanted Persons (MWP) in Region 4-A (CALABARZON) being charged for five (5) counts of Rape. He is 25 years old, single, laborer and presently residing at the abovementioned place. Through the support of the advocacy group of the Joint Intel-driven operations of the operatives, Tumanda was arrested by virtue of a Warrant issued by Hon. Matias M Garcia II, Presiding Judge, Regional Trial Court Branch 19, City of Bacoor, Cavite with no bail recommended.

he Commission on Elections (Eastern Visayas) conducted an orderly mock election to two selected cities in the region: Tacloban City and Baybay City on December 29, 2021 In preparation of the upcoming Elections 2022, pre-election activity had been conceptualized to demonstrate the entire election process from the polling precincts up to the transmission of votes to the Provincial and City Board of Canvassers. As such, PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director, Police Regional Office 8 ordered the provision of Security Assistance in the conduct of election simulation strictly imposing the Minimum Public Health Standards limiting the number of voters inside the precincts to pave way for social distancing and safety protocols as part of the mitigation to contain Covid-19 spread during the actual election day. COMELEC, as the lead-agency enforcing election regulations, stressed out the significance of this preelection activity educating the public how the election process and the whole election system work with targeted test voters taking part of this voting simulation. “This is a good avenue to be more equipped with information relative to election protocols especially that May 9 is already nearing. Let us all be cooperative and united so that a peaceful and orderly 2022 elections be put in place during the actual day of voting,” RD CABAGNOT said.

EV CELEBRATES A PEACEFUL CHRISTMAS

Despite the full response of the police force in Southern Leyte amid Typhoon Odette, this PRO generally celebrated the Christmas peacefully. Every field unit had a police force patrolling all over their areas of jurisdiction to pre-empt any eventualities especially during the Misa de Gallo in their respective churches. No firecracker-related incidents all over Eastern Visayas has been reported. PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director, directed all the Chiefs of Police and all the Unit Commanders to intensify their police presence and to strictly adhere to precautionary measures so as to thwart any artrocities during the Yuletide Season.
“It was the cooperation of the public to the
police authorities that made the Christmas celebration generally peaceful in the entire Region,” RD CABAGNOT said.
PRO 8 CONTINUES ITS RELIEF OPERATIONS TO AFFECTED AREAS OF TYPHOON ODETTE Division and PLTCOL JOSE MANUEL PAYOS, Acting Chief, Regional Community Affairs Development Division proceeded to Southern Leyte for another batch of relief operations on December 20, 2021. It is in collaboration with the Office of Civil Defense led by Dir. Lord Byron Torrecarion. Bottled water and food packs were distributed to the affected individuals. In total, 449 PNP personnel are already deployed to the affected areas of Southern Leyte. As of this writing, PRO 8 has already conducted 15 relief operations and six (6) rescue operations where 150 individuals have been rescued.

Around 100 children received clothes, stuffed toys, chocolates, biscuits, school supplies (notebook, pencils, crayons, eraser and glue) and personal hygiene kits (alcohol, face masks, toothbrush, toothpaste and bath soap). In welcoming the new year, it is expected that there will be no reports on indiscriminate firing. Said directive does not only apply to uniformed personnel but also to all gun owners in the Region. All the Chiefs of Police and Unit Commanders are directed to take all the precautionary measures to avoid any involvement of their personnel to such unlawful act especially in the coming new year. It has been reported that PGEN DIONARDO BERNARDO CARLOS, Chief, Philippine National Police will be unforgiving once this directive is violated regardless of designation and rank. As of press time, there has no directive yet on the muzzle taping of all issued firearms. With or without

INCIDENTS ON VIOLENCE AGAINST WOMEN AND CHILDREN DROP AMID PANDEMIC incidents. Out of 3,393 total incidents recorded, 1,463 are Violence against Women; 1,905 are Violence against Children; and 25 are Trafficking in Persons. As the record shows, most of the reported cases for violence against women falls on the Violation of RA 9262 while Rape is the most reported case for violence against children and sexual exploitation in Trafficking in Persons.

amp Ruperto K Kangleon, Palo, Leyte- Incidents on the Violence against Women and Children dropped by 642 during this pandemic compared to that of March 16, 2016 to November 23, 2018. Data show that from March 16, 2019 to November 23, 2021, there are 3,393 incidents on VAWC recorded. Such incidents are lesser compared to that from March 16, 2016 to November 23, 2018 with 4,055
Based on the PNP WCPD CIRAS as of November 23, 2021, out of 3,393 incidents, there are already 1,037 suspects arrested with their cases being filed at the Prosecutor’s Office while 956 are already filed in court. However, there are 604 which are amicably settled by both parties. Meanwhile, there are 626 suspects who are still at large but their cases have been filed at the Prosecutor’s Office. DAMAGES TO PNP BUILDING DUE TO TYPHOON ODETTE REACHES TO ALMOST P23M

amp Ruperto K Kangleon, Palo, Leyte – As Typhoon “Odette” hit Eastern Visayas, it did not spare the PNP Buildings of the Police Regional Office 8 wherein cost of damages reached up to Php 22, 828, 711.17 as of December 20, 2021 as assessed by the Office of the Regional Engineering Unit 8. Southern Leyte Police Provincial Office has the most damaged PNP buildings and Offices costing to Php 15,833,902.14. Among the damaged buildings were that of Malitbog, Liloan, Saint Bernard, San Francisco, San Juan, Silago, Hinunangan, Hinundayan, Anahawan, Maasin, Bontoc, Sogod, Tomas Oppus, Pintuyan, San Ricardo and Limasawa. The Samar Police Provincial Office has damages worth Php 5,298,693.84 while damages to the Leyte Police Provincial Office costs Php 869,513.19. Northern Samar Police Provincial Office recorded Php 570,192.00 worth of damages while Eastern Samar Police Provincial Office total damages amounted to Php 256, 420.00. Most of the damaged parts of the PNP buildings are its roofs, ceiling and window glasses while walls, electrical wirings and fixtures are also for repair. RD CABAGNOT in his visit to some of the affected areas assured that PRO 8 will make all the necessary procedures for the speedy renovations of the said damaged buildings.

Police Regional Office 8 (PRO 8 ) under the leadership of PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director, together with PLTCOL JOSE MANUEL C PAYOS, Acting Chief, Regional Community Affairs and Development Division (RCADD) and Regional Medical and Dental Unit 8 (RMDU 8 ) led a bloodletting activity in coordination with the Department of Health Eastern Visayas (DOHEV ) and Eastern Visayas Medical Center (EVMC) at the PRO 8 Grandstand on December 7, 2021. The activity dubbed as “Dugo Ko, Regalo Ko Para Sa Iyo” (PRO 8 Christmas Bloodletting Program) has collected a total of 41, 850 cubic centimeters (cc) of blood extracted from 93 qualified donors from Regional Headquarters (RHQ), Leyte Police Provincial Office (LPPO), Tacloban City Police Office (TCPO), Regional Mobile Force Batallion 8 (RMFB 8 ), and Regional Support Units (RSUs) which will be used to help refill the shortage of blood supply in blood banks. “The pandemic won’t stop us from pursuing our goal to serve and protect lives in the simplest way possible. The blood collected is a great help to those in need of blood especially those who struggle finding donors during this pandemic. CAPUL COPS RUSH TO RESCUE CAPSIZED MOTORBOAT

amp Ruperto K Kangleon, Palo, LeytePersonnel of Capul Municipal Police Station, Northern Samar Provincial Police Office led by PLT ELIEZER P ARANCILLO JR, Officer-In-Charge, together with the personnel of Municipal Disaster Risk Reduction and Management Office (MDRRMO-Capul) rushed to the seawater of Brgy 5, Capul N. Samar to rescue M/B NOAH AKIM which was capsized due to bad weather on December 7, 2021 at about 3:00 o’clock in the afternoon. Capul MPS received a phone call from concerned citizen that allegedly M/B NOAH AKIM sank in the seawater of Brgy 5, Capul N/Samar. Immediately thereafter, they proceeded to the area and conducted rescue operation. On-board the motorboat were 14 crew members and according to them, at around 12:30 in the afternoon of December 7, 2021, they departed from San Isidro, N. Samar going to Capul, Northern Samar loaded with a generator Mingpowers owned by the National Power Corporation, (NAPOCOR) and that while the motorboat is approaching Brgy San Luis, they experienced bad weather. The strong wind and the waves destroyed the
hull of the motorboat and the cargo generator sank into the seawater of Brgy 5, Poblacion. When the said generator set sank in the sea, they abandoned the motorboat and they swam towards the shore. All the crew members were safe and unharmed. The said crews were brought to the custody of the Brgy Officials of Brgy San Luis, while the motorboat (M/B NOAH AKIM), was dragged by responding motorboat M/B Princess Hailey going to Brgy Jubang, Capul Northern Samar for docking purposes. PRO 8 DISASTER PREPAREDNESS AND RESPONSE: DE-ESCALATING EFFECTS OF DISASTER TO HUMANKIND AND NATURE The Police Regional Office 8 had been all set on disaster preparedness plans to include participating in the disaster task group activation, establishing emergency communications systems, setting up evacuation plans and sites, listing emergency contact personnel and providing information/awareness to the public. Based on this PRO’s disaster preparedness and response during Typhoon Odette, PRO 8 thru PBGEN ROMMEL BERNARDO A CABAGNOT, Regional Director led the participation in the disaster task group, spearheaded the road-clearing operations in typhoon-stricken areas, augmented PRO 8 personnel to hardly hit barangays, deployed thirty-four (34) vehicles to help transport relief supplies to Southern Leyte and dispatched equipment such as generator sets for Southern Leyte Police Regional Office (SLPPO), established evacuation and relief efforts ,and provided public information of emergency contacts/ hotlines during ST Odette to help affected areas cope up with the typhoon aftereffects. Also, national headquarters provided desalination machine in Limawasa with trained crew coming from PNP Special Action Force (SAF) and two (2) PNP air assets (helicopters) stationed at Daniel Z. Romualdez Airport for ready use during relief operations.

isaster preparedness is one of the strategies that helps reduce risks and effects of disasters, both to humankind and nature, which are oftentimes disregarded and ignored during calamities. To minimize the damaging aftermath of disasters, the public, alongside the Disaster Risk Reduction Management Council and Local Government Units (LGUs) and other sectors to include the Philippine National Police must all be prepared and cooperative.
Undeniably, disasters are one of the most horrible things to deal with especially if those in the area are not prepared---can even trigger chaos and panic, worst, can be fatal and deadly. This is actually not a convivial thought to think of especially that disasters nowadays are getting more destructive. In this note, it is a must to always be strategic and to have Emergency Preparedness and Response Plan in place during man-made or natural crisis. We have then to continue our steady efforts to identify systematic ways to prevent people to be disadvantaged in times of disaster. This PRO is inclined in keeping the faith that those strongly affected by disasters can recover and overcome the adverse effects, and that, “We should learn not just to be resilient during disasters but also empathize not just with ourselves but with others.”
