RSOTG ARRESTS MURDER SUSPECT IN SAMAR

amp Ruperto Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN BERNARD M BANAC, Regional Director, thru the Regional Special Operations Task Group (RSOTG) arrested Alejandro Wahingon y Balentino @ Anling, suspect in the shooting incident in Brgy. Olera, Calbayog City, Samar. Wahingon, 59 years old, married, Brgy. Kagawad of Brgy. Olera was arrested by operatives of RSOTGSAMAR led by PLT ABELARDO J LLANITA together with Calbayog CPS and 43IB, 8ID,PA under the direct supervision of PLTCOL RODOLFO C ALBOTRA JR, Officer-In-Charge, RID thru a hot pursuit operation on February 20, 2022 in Purok 1, Brgy. Aguitan, Calbayog City, Samar. Accordingly, said suspect was positively identified by witnesses which resulted to his successful arrest. Suspect is now detained at Calbayog CPS for documentation and appropriate charges are now being

Dumalo-ong, Gandara, Samar on February 22, 2022. A certain Alias Yamog/Clem, 24, with commonlaw wife, jobless, a resident of Brgy. San Antonio, Gandara and a Team Leader of Squad 1 SYP Platoon Zandrew, FC-2, SRC Emporium submitted himself and turned-in one (1) 9mm Smith and Wisson revolver with defaced serial number, five (5) live ammunition and one (1) fragmentation grenade. Surrenderee decided to lay down his arms to the authorities of Samar PPO led by PCPT MICHAEL RAY G CAÑETE together with the 802nd Maneuver Company (MC), Regional Mobile Force Battalion (RMFB) 8 led by PMAJ NORMAN A KIAT-ONG JR and Gandara MPS led by PLT NORBEN D CARBONERA.

ta Margarita, Samar- A shooting incident transpired at Brgy. Roxas, Sta. Margarita, Samar causing the death of Ernesto Lipan Doinog; Jun-Jun Deborbon; and Peddie Deborbon and the wounding of Ronnie Queroda Medoranda and Gerry Rontos Deborbon on February 6, 2022. The incident was allegedly perpetrated by a group of armed men identified as Jimmy Managaysay, Byetta Jolacao, Edito Ampoan @ Kier; Alfred Manas and other unidentified persons. Immediately thereafter, combined elements of Regional Intelligence Division, Sta Margarita MPS and 43IB, 8ID, PA conducted hot pursuit operations at Brgy, Nabulo, Sta. A Special Financial Assistance from the Philippine National Police amounting to Php 477, 145.98 was given to the family of PLT TAD-AWAN. It was

handed over by PLTCOL EDWIN M OLOAN JR, Assistant Chief of the Regional Comptrollership Division of this PRO. Likewise, RD BANAC personally handed cash assistance amounting to Php 100,000.00 to his bereaved family during the wake service. Moreover, this PRO also shouldered the funeral expenses amounting to Php 165,000.00; the transport of the remains of PLT TAD-AWAN (Php 9,665); travel expenses of the escort team (Php 79,096) and miscellaneous expenses worth Php 19,000.00. Further, financial support of Php 20,000.00 was given by the Regional Finance Service Office 8. Meanwhile, the PSMBFI, Tacloban Branch has coordinated with Cordillera Region to facilitate the release of the benefit claims (Total Insurance Coverage) amounting to Php 1, 095,428.22. Marks the 31st year anniversary of the Philippine National Police since it was formed on January 29, 1991. It was formerly known as the Philippine Constabulary and the Integrated National Police. These were merged pursuant to Republic Act 6975 also known as the

WHAT’S IN E-SABONG? restrictions it did not stop cockfighting aficionados to continue betting. As part of the resolution to keep this gambling operation amidst COVID-19, E-Sabong has been introduced to cater the demand of the cockfighting enthusiasts while reducing the risk of spreading the virus. To put into details, it is the online counterpart of the traditional cockfighting wherein the operation is live streamed from cockpit arena duly licensed and authorized by the LGU having the authority and jurisdiction. This gambling activity is being regulated by the Philippine Amusement and Gaming Corporation (PAGCOR) thru E-Sabong Licensing Department (ESLD). However, E-Sabong in the country has been recently controversial following the reported disappearance incidents of at least 34 individuals who were seemingly reported to be involved in game fixing. An in-depth investigation through Senate Committee hearing has already been facilitated to look over and scrutinize the disappearances which already gone viral in the country.

ockfighting locally termed as “sabong” is one of the favourite pastimes of the Filipinos and long been part of the Philippine tradition. It is a betting game placing two cocks to fight in an arena or designated area and whoever intends to join must gamble in a form of bet money for his gamecock. Relative to the trending E-Sabong issue, this PRO had already penalized one (1) PNP personnel with a 60-day suspension who was allegedly engaging and operating said illicit activity in the town of Kananga, Leyte. A case in relation to PD 1602 known as Prescribing Stiffer Penalties on Illegal Gambling and an administrative case of Grave Misconduct had already been filed against the personnel thus, he is administratively penalized while facing criminal charges. This is a clear confirmation that PRO 8 will not support in any way police personnel being linked on illegal gambling and other unlawful activities as this is a conduct of unbecoming a police personnel. Hence, appropriate sanctions must be charged against uniformed men and women in the entire police force who will be caught engaging such illicit acts.

amp Ruperto Kangleon, Palo, Leyte- Through the Regional Investigation and Detective Management Division (RIDMD) has penalized PSSg Jeffrey Cabelin with a 60-day suspension.

An administrative case of Grave Misconduct was filed against said personnel who is allegedly engaged in E-Sabong, maintaining said illicit activity in Kananga, Leyte. An operation was launched by the elements of Kananga Municipal Police Station and Leyte Police Provincial Office. Subsequently, a case for Violation of PD 1602 was filled against him and his brother. “Following the specific instructions of the CPNP against erring personnel, I am giving stern warning to every police officer under my watch. This PRO will not tolerate any wrongdoing of our personnel in the ranks. We will lodge appropriate charges to anyone caught violating our laws and internal rules and regulations,” RD BANAC stated. He further appealed to the public not to hesitate on reporting similar involvement of police officers in their nearby communities as such will be dealt with accordingly.
