The program was pioneered by the 2nd SPMFC and expected good feedback from the Department of Education (DepEd) Administration, parents, students, and other sectors of the community. The program rendered by this unit hopes that this endeavor will promote good rapport to the community and will be emulated by other police units. The cops assisted and gave security to the teachers in the distribution of learning modules and syllabus to the students in compliance and in observance with the “new normal” imposed by the DepEd using the Patrol Car of 2nd SPMFC readily available whenever needed by the schools. “I acknowledge the hard work and sacrifices of our school teachers, that is why we launched this program to ease their burden and make them feel that we are always ready to help them in any way,” PLTCOL Leanza stressed out.

olice Regional Office (PRO) 8 under the stewardship of PBGEN RONALDO F DE JESUS, Regional Director, spearheaded the turn-over of Hazardous Materials Storage Building, Concrete Road to Motorpool and Renovated Regional Engineering Unit (REU) 8. The groundbreaking ceremony for the two-storey PNPA “Bahay-Alumni” beside the Regional Legal Service (RLS) 8 followed on October 12. Present during the event were PCOL RONALDO R MENDOZA, Deputy Regional Director for Administration (DRDA), PCOL EDWIN BUENAVENTURA C WAGAN, Deputy Regional Director for Operations (DRDO), PCOL JONATHAN A CABAL, Chief Regional Staff (CRS), Regional Staff, PMAJ ASPIRO B BADIOLA, Officer-inCharge, REU 8 and PMAJ TEDDY C DAVID, Regional Pastoral Officer.
The cost of the four infrastructure projects is Php 3,591,931.82. This is in line with RD De Jesus’ “Structure” program that pertains to the facility development of this PRO. These state-of-the-art facilities are designed to cater to its clientele and visitors.
NORTHERN SAMAR COPS RECOVER PHP5.6M EXPLOSIVES
Through their continuous efforts, the joint operatives also discovered an abandoned IED manufacturing site and IED materials amounting to Php2.1 million in a follow-up operation on October 2. An informant revealed that there are still manufacturing facilities operating in the island. It was also learned that some of their products were not only used in illegal fishing but also end up in the hands of NPA terrorists that are utilized for roadside bombings against government forces.

total of Php5.6 million estimated worth of explosives, including raw materials, were recovered by the PNP in two separate operations in Brgy. Burabod, San Antonio, Northern Samar. An estimated Php3.5 million worth of Improvised Explosive Device (IED) materials were discovered on September 20 in the area as a result of the intelligence-driven operation and follow-up investigation after an explosion that occurred in the island town last September 17. The operating team of the Northern Samar Police Provincial Office, led by PCOL ARNEL J APUD, Provincial Director, together with the San Antonio Municipal Police Station, 1st Northern Samar Provincial Mobile Force Company, Northern Samar Explosive Ordnance, and Canine Unit, Northern Samar Crime Laboratory Office, and the Philippine Coast Guard successfully recovered 34 kgs. of Tri-Nitro Toluene (TNT); 25,000 pieces of blasting caps; and 3.5 meters detonating cord in the mountainous village of said town.
The IED products are allegedly distributed throughout Eastern Visayas and in Masbate, Cebu, and Quezon. PCOL APUD vowed to stay on track against the perpetrators and manufacturers of the said contraband. “The recovery of the IED materials and manufacturing site is a result of our follow-up operations aided with the active support of the residents in the municipality. I am also urging everyone to immediately report to the authorities any illicit activities being perpetrated in your localities. Protection of lives, properties, and our natural resources is our utmost concern,” PCOL Apud said.

NEW NORMAL: A CHALLENGE TO POLICE FRONTLINERS
Public mandatorily follow lockdowns, community quarantine and health protocols because of stern implementation supervised by police along with CoViD-19 Inter-Agency Task Force to help control the spread of CoViD-19 and to enforce quarantine protocols in border checkpoints. It is not merely the compensation they are getting that keeps them going amid this pandemic crisis but more intensely the ‘calling’ to serve and protect the people against any harmful threats and insurgencies. Even if going out in the street nowadays is a bit risky and means being more susceptible of getting the virus, this pandemic cannot stop them of carrying out their duties.

ew Normal’ is the new challenge everyone is trying to adopt since the Coronavirus Disease (CoViD-19) had emerged throughout the globe. It is not the typical viral challenges like
#dropyourcouplephotochallenge
and other popular #dropyour_ challenges you’ve seen being posted in social media platforms.
The impact of CoViD-19 is drastically affecting almost everyone. Even the rich and famous, the poor and underprivileged, the low-income and high-income earners, the leaders and even ordinary people all of us are affected by this virus and the so-called “new normal.” The Department of Health (DOH) latest update on CoViD-19 cases in the country soar high to more than 349
thousand already with 6, 497 total death cases to date. Frontliners such as police officers are encountering unprecedented challenges in combatting the virus along with other security and safety threats. Police frontliners compare this pandemic to a battle where enemy presence is hardly being caught by our mere sight. The challenge has even been tripled on the part of our police frontliners since they are not only tasked to conduct police visibility and checkpoints, but, on top of their usual duties, some are also mandated to supervise and secure safety in swabbing areas and to CoViDpositive patients in some of the quarantine facilities. While others stay in their houses to stay away from the
virus, police frontliners need to go out their way and out into the streets to ensure public safety. While some choose to stay with their families and loved ones especially in these trying times, police along with other frontliners need to devote their time and effort to serve the people for a greater purpose, and that is not only to secure their own family but to secure each and every Filipinos the best way they can. They continue to strictly impose minimum health standard protocols like maintaining 1-meter social distancing at all times; wearing face masks and face shields especially in public places and washing hands thoroughly and/ or using hand sanitizers/alcohol from time to time.
Be it a terroristic threat, health threat or any kind of threat, police force will always be present at all times. They will continue to perform what is being mandated even if it means taking the risk of being infected by the virus. Indeed, CoViD-19 crisis has changed almost everyone’s lives as we know it. Though how lifethreatening the virus is, police frontliners remain steadfast and firm in enforcing the law and protecting everyone. Hence, they must always be reminded that they are being appreciated by their zealous efforts and that they are braver than they believe, stronger than they seem, and loved more than they’ll ever know. And that almost everyone, if not all, consider them as the ‘new heroes’ amidst the ‘new normal’ challenge.

During the Conference, the mission of dismantling the Front Committee of the Eastern Visayas Regional Party Committee (EVRPC) was discussed. Relatively, PRO 8 and 8ID,
PA acknowledged the success of Inter-Agency Task Force (IATF) SABAMA which expedited the ongoing operations and sustained pressure against the Communist Terrorists in Samar. PRO 8 UNDERTAKES WAR AGAINST ILLEGAL DRUGS AMID PANDEMIC
amp Kangleon, Palo, Leyte– The Police Regional Office (PRO) 8 under the leadership of PBGEN RONALDO F DE JESUS, Eastern Visayas Police Director, arrested a total of 59 drug personalities from 48 operations conducted by Eastern Visayas Cops with a total of 119.39 grams of Shabu and Marijuana confiscated having an estimated street value worth of Php 948, 149.00 for the period of September 14 – October 14.
Leyte Police Provincial Office (LPPO) arrested 15 drug personalities out of 16 operations conducted by the police operatives and confiscated a total of 53.33 grams of Shabu and Marijuana with estimated value of Php 426.269. Further, LPPO together with the Regional Drug Enforcement Unit (RDEU) 8 neutralized one (1) drug personality
in a buy-bust operation on October 12 resulting in the confiscation of 25.84 grams of shabu with an estimated street value worth of Php 206,720.00. Likewise, Southern Leyte Police Provincial Office (SLPPO) nabbed 4 drug personalities over 4 operations conducted and confiscated 0.94 grams of shabu and marijuana with a street value of Php 3, 269.90. Meanwhile, Samar Police Provincial Office (SPPO) apprehended 14 drug personalities out of 6 operations conducted and an estimated of 26.48 grams of shabu and marijuana with estimated value of Php 211,840. Also, Northern Samar Police Provincial Office (NSPPO) seized 0.33 grams of shabu and marijuana and arrested 4 drug personalities out of 3 police operations conducted.

their former comrades who have already yielded are now living better lives with their respective families. “It is not even a month had passed since I assume into office, but the brave act of these former rebels is already a welcome development. I will make sure that more NPA members will start to lay down their arms and pledge loyalty to the government so they could start living in genuine peace again, an opportunity robbed off of them by the rebel group,” RD De Jesus said. Moreover, gaining units shall assign personnel who availed the localization of assignment, as much as possible, to municipalities or cities nearest to his or her place of residence while severely affected units shall be given priority for allocation of recruitment quota to replenish the reassigned personnel. “This Program of our Chief, PNP in relation to one of his 9-point agenda will surely boost the morale of the troops who have been far away from their families and residences. This time, I am confident that family solidarity shall be reinforced while we guarantee excellent performance and maximum efficiency in the performance of their duty,” RD De Jesus said. Recovered/confiscated during the said operation were several pieces of transparent plastic sachet containing suspected “shabu” weighing more or less 15 grams with an estimated market value of one hundred two thousand pesos (Php 102,000.00). s we are adopting the new normal life, one thing is certain, this change can be challenging. The way we live now is different. Observing social distancing, wearing of face masks and face shields in common and public places are now the new norm. Likewise, the small things that make up a community have changed. There are travel restrictions here and there that even sitting over a cup of coffee with friends and relatives is no longer allowed. More so, low-income or those who belong to indigent families are the most affected by this pandemic. BER months have also started which signals the beginning of rainy season. With this, the Biliran Police Provincial Office (BPPO), through the leadership of PCOL JULIUS M COYME encouraged all the Chiefs of Police of this Province to emanate the call to provide a humble “HOME SWEET HOME” to our indigent families. For the month of September, this Office has turned-over two (2) houses to the famillies of Tatay Ernesto Mesa in Culaba and Nanay Hernanita Tapayan in Almeria. During the turn-over of Handog Pabahay Project, the joy of our recipients cannot be contained; they were in tears while they received said houses as an expression of happiness.
Likewise, Pedal Kontra Iligal na Droga/ Corona was again conducted by this Office after the granular lockdown. In the same month, this Office visited two (2) far-flung areas in Sitio Ansay, Brgy Union, Caibiran, Biliran and Brgy. Julita, Biliran, Biliran wherein a dialogue with the community and house to house visitation were initiated to create a healthy relationship with the residents. astern Samar is one of the less progressive provinces nationwide. The water system of each municipality is not stable. PNP personnel in Eastern Samar recognize the hardship of poor families particularly those who have no source of water in their daily lives as one of the basic components to the people in the community. Thus, PNP Patubig Program dubbed as “POSO MO, SAGOT KO” was launched and initiated by the PNP of Eastern Samar Police Provincial Office spearheaded by PCOL CARLITO D ABRIZ. This project aims to provide water supply to ensure
adequate and long-term availability and accessibility of clean water. Chiefs of Police and Force Commanders of each municipality were directed to adopt this project as Best Practice and select one deserving barangay in their areas of jurisdiction especially those with no Jetmatic locally known as “Poso” as recipient. With the active support of the Local Government Units and other stakeholders, this program was materialized. In fact, as of this writing, there are already Eight (8) out of Twenty six (26) that are finished and installed:
from Balangkayan MPS at Brgy. Bangon, Balangkayan Eastern Samar, Dolores MPS at Sitio Salak, Brgy 02, Poblacion, Dolores Eastern Samar and was turned over last September 22, Sulat MPS at Brgy. Del Remedio, Sulat Eastern Samar; Canavid MPS at Brgy Canteros, Can-avid Eastern Samar, San Policarpo MPS at Brgy. 01, Poblacion San Policarpo Eastern Samar and was
turned over simultaneously on October 13. While Balangiga MPS, Giporlos MPS and Taft MPS are ready for turn-over, others are ongoing for installation for funding and selection for beneficiaries. All projects are expected to be completed by the end of this year with high hopes that all LGUs will support this initiative, “Poso Mo, Sagot Ko.”

Fortunately, the organization has been doing more than what is expected to help the government mitigate the impact of the crisis by staying in the frontlines at the onset of the world health crisis.

Consequently, the Leyte Police Provincial Office (LPPO) which is also under the baton of the newly-appointed Regional Director, PBGEN RONALDO F DE JESUS, remains steadfast in the battleground fighting against this invisible enemy. While it has always been serving the region in addressing pressing peace and order issues, the Leyte PPO, under the leadership of PCOL RODELIO CRUZ SAMSON, Provincial Director, also goes way and beyond fulfilling its creed of being “Makatao” through its humanitarian efforts.
From giving of relief goods to indigent families to the construction of decent homes for selected underprivileged households through the ‘Kapwa ko Sagot ko-Adopt a Family’ Program, our LPPO personnel have proactively extended their helping hands to our students and educators. Just like in the previous years, our personnel were deployed in schools to ensure the safety and security of parents, students, teachers, and stakeholders. Our police also ensure that health protocols are strictly observed. Moreover, free rides, known as the ‘LPPO Libreng Sakay’ Program are continuously offered to our educators who are having difficulties in traveling from their homes to their schools due to lack of public utility vehicles.

Encourage Community Partnership and support through the strengthened collaboration with its stakeholders (LPPO Provincial Advisory Council, Sirakwaraynun Eagles Club, Navara Nation, NGOs, and other private individuals) raised an amount out of their own pockets to purchase bond papers in support to DepEd’s advocacy, “Bond Paper Mo, Module Ko” program. As of this writing, a total of Eight Hundred Fifty-six (856) reams of bond papers have been distributed to 145 public elementary and high schools across the province. To some, this contribution might be too small but for every teacher who has received supplies such as face shields, face masks, and thermal scanners, and for every destitute learner who benefits from the free modules, this will surely leave an indelible mark in their minds – a positive impression that the PNP is doing its best to help alleviate their situation. These, and all other combined efforts, will eventually resonate to every member of the household to
whom the PNP pledged to serve and protect, and whose loyalty and cooperation is being asked for to become one of its strong allies in maintaining safe and sound communities. CoViD-19 may have changed the landscape of the country and the rest of the world, yet Leyte PPO will always come out braver, more resilient, and united more than ever. Through the years, those daunting challenges have molded them to be better versions of themselves, and created a bigger room in their hearts to display indefatigable love and patriotism. There are still a lot of uncertainties hanging up in the air with this new set up but ultimately, our province, our region, and our country as a whole can do this together, one step at a time. But for now, the men and women of Leyte Police Provincial Office have successfully fulfilled its promise in joining hands with the Department of Education to achieve its mutual quest that “no one will be left behind” this school year.
