olice Brigadier General RONALDO F DE JESUS, Regional Director, Police Regional Office (PRO) 8 acknowledges receipt of medical supplies from Tacloban of Filipino-Chinese Chamber of Commerce, Inc. (TFCCI) to the police frontliners in the Region on October 22. The donation consists of 10,000 pieces of surgical masks, 1,000 pieces of face shields, 100 pieces of goggles, 60 sets of Personal Protective Equipment (PPE), and 40 gallons of alcohol. “This invaluable support from one of our stakeholders shows that we are not alone in our fight against the COVID-19 pandemic. I am so much grateful for this contribution and support and you are making us stronger and more determined as we take our duties and responsibilities,” RD DE JESUS said. Mr. Johny Go, another TFCCI member, donated a box of 10,000 Vitamin C tablets (Ascorbic Acid) on November 13. TFCCI has been an active stakeholder of PRO 8 even before the COVID-19 pandemic emerged. “PROJECT RIKUPO” NETS 1,447 MOST WANTED PERSONS AND OTHER VIOLATORS
Violators include personalities involved in illegal drugs, illegal gambling, illegal fishing, illegal logging, anti-carnapping, with loose firearms and violators of municipal ordinances. Apprehended persons along with the confiscated items were brought to the police stations of their jurisdiction for subsequent filing of criminal charges. Top performers in the implementation of local ordinances and other special laws were Biliran PPO, Eastern Samar PPO, and Ormoc CPO while Leyte PPO and Tacloban CPO have recorded the highest number of conducted Search Warrants and/or Buy Bust Operations against High Value and Street Level Individuals. Meanwhile, Tacloban CPO got the most number of arrested persons during the service of Warrants of Arrest.

total of 1,447 Most Wanted Persons and other violators were arrested following the regionwide conduct of Simultaneous Anti-Criminality Law Enforcement Operations (SACLEO) named as “Project RIKUPO” on October 27-28, November 3-4 and November 10-11. “Project RIKUPO” led to the apprehension of 438 individuals by Leyte Police Provincial Office (PPO); 295 in Southern Leyte PPO; 211 in Biliran PPO; 41 in Samar Police PPO; 141 in Eastern Samar PPO; 71 in Northern Samar PPO; 111 in Ormoc City Police Office (CPO) and 139 from Tacloban CPO. The project encompasses preparation, validation, investigation, and intervention phases in order to ensure the systematic conduct of operations. “We have just launched “Project RIKUPO” but we already made a significant number of arrests involving Most Wanted Persons and those involved in various illegal activities. he Regional Mobile Force Battalion (RMFB) 8 under the supervision of PLTCOL JOSE ROY M TORRECHILLA, Acting Force Commander, conducted its monthly outreach program dubbed as “RMFB 8 Bullet Formula” in Barangay Gov E Jaro, Babatngon, Leyte on October 24. “RMFB 8 Bullet Formula” aims to strengthen and capacitate the community especially the Geographically Isolated and Disadvantaged Areas (GIDAs) and conflict-affected areas which are marginalized and socio-economically neglected, thus, vulnerable to the propaganda and manipulation of the Communist Terrorist Groups (CTGs). The purpose is to ensure that public safety and security be sustained in the target barangays. The activity consisted of eight (8) basic community programs and services, namely Reinforced Education through IEC (Information Education Campaign) Distribution; BP, Health and Weight Monitoring; Unified Clean-Up Drive; Libre nga Arot /Free Haircut; Lecture/ Seminar on Anti-Criminality and Anti-Insurgency; Entertainment locally known as “Kaliawan ha Barangay,” Team Building and Feeding Program. Pastor Aniceto Candole, Chairman of Battalion Advisory Council, graced the event and gave his guidance through moral and spiritual upliftment to the residents. He also donated two (2) boxes of manna pack rice for the feeding program and distributed face masks and face shields. PLTCOL TORRECHILLA lauded the efforts of the Battalion Headquarters, its five Maneuver Companies and the Technical Support Company in coordination with the Local Government Unit of Babatngon, Leyte and the officials in Barangay Gov E Jaro for the success of the activity. former child warrior of the New People’s Army (NPA) identified as Ka Anda formally filed a case for Human Trafficking against two NPA recruiters before the Prosecutor’s Office in Laoang, Northern Samar on November 5. SPPO BRINGS HOPE TO CHILDREN IN SAMAR

On October 17, PLT AILEEN G VELARDE, Chief, SPPO Women and Children Protection Desk (WCPD) collaborated with the Provincial Social Welfare and Development Office (PSWDO) for a visitation activity at the God’s Love Center for Women and Children in Catbalogan City where food packs, face masks and face shields were delivered to the rescued trafficking victims. The activity was also a part of the 2020 National Children’s Month Celebration with the theme, “Sama-Samang Itaguyod ang Karapatan ng Bawat Bata sa Panahon ng Pandemya.” SPPO said that the activity primarily strengthens the support system of the children in communities to include their families, schools, churches and barangays. Together with the Western Samar Development Foundation Incorporated (WESADEF) which caters to rescued child victim/s of sexual abuse in Calbayog City, and the Child Protection Committee, SPPO WCPD
remains incessant in the implementation of laws and issuances protecting children’s rights. The initiative also aims to monitor the victimsurvivors of the child sexual abuse incidents as they are being reintegrated in their respective communities. According to SPPO, crime incidents committed against children in the province particularly sexual abuses have statistically increased from January to October 2020. PRO 8 ASSISTS BICOL THRU OTSO PARA SA SINGKO
he Police Regional Office 8 under the leadership of PBGEN RONALDO F DE JESUS, Regional Director, extended assistance to the victims of Super Typhoon Rolly in Bicol Region thru a relief operations dubbed as “Otso Para Sa Singko” in coordination with the members of PRO 8 Regional Advisory Council, Rotary Club of Tacloban, other supportive Non-Government Organizations and private organizations/individuals. As of this time of writing, this PRO collected financial assistance from all its units and offices which totalled to Php 674,953.00. The money was used to procure relief packed goods which were distributed to 3,972 recipents in some affected municipalities of Bicol region. PRO 8 also collected in kind items from private organizations/individuals and other NGOs: 15 boxes of Tuna, 71 sacks and 500 packs of rice, 28 boxes of noodles, 15 boxes of assorted canned goods, 10 cases and 2 boxes of mineral water, 5 boxes of coffee, 1 case of mosquito coil, 1 case of matches, 73 pieces of mosquito nets, 1 box of flashlights, 2 boxes of blankets, 8 boxes of casserole, 8 boxes of Beef Loaf, 15 boxes, 25 sacks and 4 bags of used clothings.
This PRO’s initiative to be of help to the Typhoon victims fosters strong police-community partnership which is an essential component for the sustainability of peace and order. Today, this tagline literally entails collaboration and unity of everyone to come up with a very solid entity, like a team, working jointly for a positive output. The Philippine National Police along with other government and private entities volts in to deliver quality-service programs that give emphasis to the security and welfare of the people. The unprecedented occurrences of natural disasters coupled with the COVID-19 pandemic remarkably blew us all off. These days really put us all into test: the endurance and resiliency of Filipino people amidst crises and disasters. However, the presence of police authorities who handle the pressure and commotion smoothly brings the muchneeded relief to everyone. We have seen them manning the COVID-19 checkpoints 24/7 as frontliners to help flatten the curve; saving lives during rescue and disasterrelated operations similar to the recent typhoons in the Bicol Region and Luzon areas; fighting and preventing criminality; insurgency and terrorism; protecting lives and properties in the community; and devoting quality time to his/her family. Reinforcing the law and combating illegalities without transgression of the human and civil rights are only among of the various tasks of police officers. he Police Regional Office 8 under the leadership of PBGEN RONALDO F DE JESUS, Regional Director, through the Office of the Regional Learning and Doctrine Development Division conducted a shooting competition dubbed as 1st RD’s Cup held at the LEYSA Firing Range, San Jose, Tacloban City on October 30-31 and November 6-7. The Level 1 Practical Shooter Match Officer Confederation Sanctioned Match (PSMOC) was intended to enhance the skills of PNP personnel in pistol marksmanship making them more competent and reliable law enforcers. It also aimed to improve the shooting competency of the authorized civilians and inculcate them to be responsible gun owners. A total of 500 participants from the different PPOs/ CPOs to include the Regional Headquarters, Armed Forces of the Philippines and civilian shooters in Eastern Visayas joined the said competition. “This match is not meant to put you against each other, rather, to strengthen your bond with one another through a healthy shooting competition. The idea here is to foster discipline, teamwork and camaraderie aside from making you better shooters,” said PBGEN DE JESUS with utmost encouragement. They will also attend another six-month Field Training Program (FTP).
Part of the discipline mechanism he created is the reward and punishment system which will become the guiding principle in the PNP.

PGEN SINAS succeeded PGEN CAMILO PANCRATIUS P CASCOLAN who took over the helm of the PNP in a two-month stint with his 9-point strategic thrusts which aim for a better, more effective, and efficient PNP. PGEN SINAS served as the Director of the National Capital Region Police Office prior to his appointment as the new Chief, PNP. He was also the former Regional Director of Police Regional Office 7 (Central Visayas) and was assigned as the Deputy Regional Director for Administration in Police Regional Office 12 (South Cotabato). He was designated as the Secretary to the Directorial Staff in Camp Crame and soon became the Chief of PNP Crime Laboratory. CPNP SINAS, a native of Butuan, Agusan Del Norte, is a member of Philippine Military Academy “Hinirang Class” of 1987.
