PRO8 CONDUCTS RESCUE OPERATIONS AND LIBRENG SAKAY DURING TYPHOON AURING individuals and families in the municipalities of Sta. Fe
and Palo, Leyte trapped in their flooded homes during the onslaught of Typhoon Auring on February 10. RD DE JESUS immediately deployed personnel of this PRO to flooded areas onboard man-trucks to help in the force evacuation of said residents. The overnight massive rainfall struck the low-lying areas and near mountain slope barangays of said towns. In Leyte province alone, authorities rescued 53 individuals as major rivers overflowed its banks. At least two (2) persons were reportedly injured while 350 were stranded after the flood hit 44 barangays in the entire region.

amp Ruperto K Kangleon, Palo, Leyte – In an effort to heighten the Internal Security Operations (ISO) of Police Regional Office 8 (PRO8), a soft launching of Digital Joint Tactical ISO Mapping System (DJTIMS) was conducted last January 18, 2021. The DJITMS is an Information System that records, captures, analyzes, and presents a variety of geographical data relative to the location and activities of enemies and/or maneuvering and friendly forces. PBGEN RONALDO F DE JESUS, Regional Director, PRO8, conveyed that the said initiative program provides opportunity to explore innovative approaches to improve the offensive stance. The prime focus of this endeavor is to highlight the importance of incorporating advanced technological tools to ensure an operationally effective mapping system. “This program is a promising development. We cannot let our enemies take even the slightest lead over us. If we

These two newly-built structures were the PRO 8 RHQ Admin Building PWD Ramp and PRO 8 Admin Annex Building constructed and completed under the initiative of RD DE JESUS through the Office of the Regional Engineering Unit (REU) 8 headed by PMAJ ASPIRO BADIOLA, Chief, REU 8. These projects were in partnership with the Department of Public Works and Highways represented by Engr. Johnny M Acosta, JESUS, District Engineer, 1st Leyte Engineering District. PRO 8 RHQ ADMIN BUILDING PWD RAMP was funded through the Department of Public Works and Highways Special Program in compliance with Batas Pambansa Bilang 344 or the Act to Enhance Mobility of Disabled Persons. It was constructed on October 15, 2020. Likewise, PRO 8 Admin Building Annex was made possible through the Department of Public Works and Highways (DPWH) – PNP Convergence Program for Calendar Year (CY) 2020. The funds came from the General Appropriation Act (GAA) CY 2020 with a project cost of 28M as part of the continuing PNP Modernization Program. This project was constructed on February 21, 2020. Both projects were realized thru the collaboration of the PNP Police Regional Office 8 and the DPWH Regional Office 8.

The event dubbed as “Salamat Kapatid Program” was held in recognition of PCOL EUCOGCO’s thirty-three (33) years and nine (9) days of faithful and honorable service in the Philippine National Police. He was subsequently awarded Medalya ng Paglilingkod (with Two Silver Stars). Also conferred to him was the Medalya ng Pambihirang Paglilingkod (PNP Special Service Award) for his eminent services rendered as Provincial Director of Southern Leyte Police Provincial Office (SLPPO) and Medalya ng Kasanayan (PNP Efficiency Medal) as Chief, RPRMD which he implemented effectively various programs aimed at improving the quality of public service delivered in this PRO.

COVID-19 VACCINATION: MANDATORY FOR PNP PERSONNEL
COVID-19 IATF minimum health protocols in the community while surge of nationwide COVID-19 cases continue, it is highly important for uniformed personnel to be inoculated. Likewise, police force plays a vital role in pacifying the worries and fears of everyone in the community most especially when the first wave of the virus hits the country while others are being strictly instructed to stay at home, police offices are established in every local government units. Given those challenges in the performance of duties associated with the threats of the pandemic, more than half of PRO 8 personnel opt to be vaccinated the soonest time possible once the vaccine becomes available. This is to better maximize our capability as law enforcers and to execute our responsibilities and moral obligations to the public despite the presence of the deadly virus. Despite the hesitations of others on the efficacy of the COVID-19 shots, the organization is in full support of the vaccine and is more than willing to undergo the COVID-19 inoculation process so may also share the same hope. To date, only sixty-one (61) PRO 8 PNP personnel received the first dose of the vaccine, with a 63.09 % efficacy. Regional Health Services 8 is one of the top priorities of the vaccination program being among the highly exposed to the virus. Procedures such as registration, counselling and screening were observed prior to the inoculation.

She recalled her hardships while with the group, “Nandyan na yong malayo ka sa pamilya mo, malayo ka sa mga anak mo, lalo pag time na may sakit anak mo, hindi mo man lang mayakap, himdi mo man lang mahawakan kung kumusta na ang yong nararamdaman. Para akong binuhusan ng malamig na tubig kaya naisip ko sa sarili ko na ayoko na.” She also testified that joining the said group comes the risk of wasting lives to nonsensical struggle, losing parents and/or children due to untimely deaths. Further, she resented that becoming a competent police officer has become a distant dream due to the poor decisions she have made while under the said armed group, thus she was not able to help her family. Along with her in the presentation of Former Rebels (FR) were the thirtyeight (38) others who made their way back to the fold of the government from the last quarter of 2020. The Police Regional Office 8 under the lead of PBGEN RONALDO F DE JESUS, Regional Director, has been relentless in the campaign against insurgency and terrorism. Based on record, PRO 8 has a high number of New People’s Army (NPA) surrenderees from October 1, 2020 to February 2, 2021. A total of sixteen (16) members of Communist-Terrorist Group voluntarily surrendered to the authorities at Police Regional Office 8 from January 16 to February 16. Of the 16 surrenders, the Northern Samar Police Provincial Office (NSPPO) recorded nine (9), four (4) in Samar Police Provincial Office (SPPO) and three (3) in Regional Mobile Force Battalion (RMFB). The surrendered rebels were identified as @Justin; @Ka Redy; @Macmac; @Renz; @Pyra; @Rex; @Peddy; @Rhea; @Easter; @Ivan; @Bam; @Madi; @ Arnold; @Julie; and two (2) others without alias name. Consequently, the subjects also turned-in fourteen (14) assorted firearms with eight (8) magazines and fifty-nine (59) live ammunition. PBGEN RONALDO F DE JESUS, Regional Director, PRO 8 confirmed that the said surrender was facilitated by the government’s intensified security operations in line with the implementation of Executive No. 70 through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). “The continuing surrender of these rebels is a manifestation that our campaign against terrorism is serving its purpose,” RD DE JESUS said.
