GEN GUILLERMO LORENZO TOLENTINO ELEAZAR, Chief, Philippine National Police, strongly advocates Intensified Cleanliness Policy (ICP) which has the main thrust of correcting issues pertaining to PNP organization and its personnel which has the goal to deter them from worsening. ICP is only one of the various programs launched by PGEN ELEAZAR along with the Improved Complaint Referral System, Aggressive Campaign Against Illegal Drugs, Revitalized Pulis sa Barangay and Cyber Crime Prevention. ICP was first launched during PGEN ELEAZAR‘s stint as the Director of the National Capital Region Police
Meanwhile, the PNP Recruitment System has been improved with the launching of the “Faceless and Nameless Recruitment” that abolishes the “padrino“ or favoritism system and guarantees of only qualified applicants. This in turn uphold the credibility and integrity of the PNP. On the other hand, the Simultaneous Anti-Criminality Law Enforcement Operations (SACLEO) in EV is currently being anchored to the ICP’s Cleanliness in the Community. Consequently, three (3) PPOs, to include Biliran PPO, Leyte PPO and Southern Leyte PPO, and the Tacloban City Police Office, were given recognition on May 13, 2021 for the successful conduct of SACLEO. These intensified activities in relation to PGEN ELEAZAR’s ICP, manifest that this PRO is compliant and steadfast to the thrusts being enforced by the Chief PNP. With this, Cleanliness in the PNP will surely be attained!
