CPNP LEADS BARANGAYANIHAN IN PALO, LEYTE

GEN GUILLERMO LORENZO T ELEAZAR, Chief, Philippine National Police (CPNP) graced the PNP’s BARANGAYanihan Help and Food Bank Activity during his Command Visit to this PRO conducted at Brgy. Baras, Palo, Leyte with 100 indigent recipients. He was joined by Hon. Frances Ann Petilla, Palo Municipal Mayor, Hon. Marcelo Nelson Mendiola, Brgy Captain and other members of the Barangay Council. Meanwhile, Regional Finance Service Office 8 (RFSO8) personnel joined efforts on the launching of the PNP’s BARANGAYanihan Help and Food Bank Activity which aimed to continuously respond to the needs of its constituents, especially during this challenging period of COVID-19 pandemic. Among the recipients and beneficiaries of the said BARANGAYanihan were fifty (50) families belonging to the urban poor category and Barangay Tanods (BPATS) residing in the outskirts of Brgy. Campetic in Palo, Leyte. In coordination with Brgy. Chairwoman, Hon. Amalia Sornito, wet & dry goods with grocery and vegetable items were distributed.

GEN GUILLERMO LORENZO T ELEAZAR, Chief, Philippine National Police spearheaded the groundbreaking ceremonies for the construction of classrooms, various offices building and Standard Type B/C Police Station Building for Ormoc City during his Command Visit at the Police Regional Office 8 on June 7 and 8, 2021, respectively. The construction of classrooms and offices building inside the Regional Headquarters is being undertaken by MGCG Construction Inc., with a contract amount of Php 29, 069, 141. 61 as funded under GAA 2021. amp Ruperto Kangleon, Palo, Leyte- The Police Regional Office 8, under the leadership of PBGEN RONALDO FAUSTINO DE JESUS, Regional Director, together with PLTCOL ELMERSON C BADILLA, Regional Police Human Rights Officer, received numerous awards in the celebration of the PNP Human Rights Affairs Office 14th Founding Anniversary, with the theme “Sa Panahon ng Pandemya, Karapatan Pantao ay Ipadama”, at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame, Quezon City on June 29, 2021. To commemorate their remarkable celebration, recognition of the best performing units and personnel, in relation to the implementation of

“LOI PAMANA“ and acknowledgement of support from the well-deserving individuals and organizations were launched. The event was participated by PNP personnel, invited Civil Society Groups (CSOs), NonGovernment Organizations (NGOs), Religious Sector and Caused Oriented Groups via Zoom Application and livestreaming through PNP-HRAO and PNP Facebook page. 2 MOTORNAPPING SUSPECTS ARRESTED; 19 STOLEN MOTORCYCLES RECOVERED

amp Ruperto Kangleon, Campetik, Palo, Leyte – Two (2) members of Esperas Motornapping Group were arrested after an operation launched in Brgy Magay Diversion Road, Tanauan, Leyte on Monday, May 31, 2021, resulting to the recovery of a total of 13 stolen motorcyles.

The joint team of Police Stations 1 and 2 of Tacloban City Police Office and Highway Patrol Group 8, net Jimson DP Brimon, 31; and Joville V Caidic, 36, after receipt of a complaint from Pat Cris Angelo A Pialago, 30 years old, active PNP member, that his stolen Honda XRM motorcycle was found driven by one of the suspects. During the conduct of the investigation, the suspects disclosed the location of 12 more units of stolen Honda XRM motorcycle. Hence, the composite team had subsequently launched another operation on the same day, in coordination with Tanauan Municipal Police Station, resulting to the recovery of said motor vehicles.

In separate follow-up operations conducted on June 1-2, 2021, two (2) stolen motor vehicles were recovered in Brgy Magay Diversion Road, and another four (4) units were retrieved in Brgy. San Roque, all from Tanauan, Leyte, respectively, raising the total number of recovered Honda XRM motorcycles to 19.

amp Ruperto Kangleon, Campetik, Palo, Leyte – The simultaneous service of seven (7) search warrants in Brgy. Hamorawon and Brgy. Migara, Calbayog City, Samar, in the early morning of June 2, 2021, rounded nine (9) personalities for illegal possession of firearms and ammunition and over P100,000.00 worth of shabu. PBGEN RONALDO F DE JESUS, Regional Director, Police Regional Office 8 (PRO 8) confirmed that a certain Carlito Magbutay Jr , ranked as Top 1 in PDEA’s Provincial Target List, has been the subject of the said warrant issued by Hon. Decoroso Turla, Presiding Judge of Regional Trial Court Branch 21, Laoang, Northern Samar for violation of R.A.

The group is reportedly engaged in gunrunning and illegal drug activities in the City wherein Magbutay Jr. has been responsible in seven (7) shooting incidents and was previously arrested on March 25, 2017 for violation of Sections 5 and 11 of R.A. 9165. The operating troop were able to seize from the suspects seven (7) pieces of Caliber .45 pistols; two (2) pcs of Cal.22 rifle with suppressor; two (2) pcs hand grenade; one (1) pc carbine rifle; one (1) pc KG sub-machine gun; one (1) pc of Caliber .38 revolver; two (2) pcs de boga; several live ammunition of 9mm, caliber .38, caliber .45 and 5.56mm; nine (9) pcs Magazines of caliber .45; two (2) pcs magazines of Carbine; two (2) pcs magazines of KG SMG; two (2) pcs of radio with charger; two (2) units of cellular phones; one (1) pc sling bag; several Bank Deposit slips; and one (1) piece of wallet. SAN JORGE POLICE ARRESTS TEN (10) PERSONS IN A CHECKPOINT

T

en (10) personalities were arrested during a checkpoint operation conducted on June 5, 2021, at Brgy. Poblacion 1, San Jorge, Samar.

Initial Investigation disclosed that during the said checkpoint, the suspects, on board a Nissan Patrol, with plate number WJH 715, and Toyota Innova, bearing plate number DAT 5370, were flagged down. Upon further verification, the suspects presented falsified copies of Travel Authority and suspicious identification cards, bearing military ranks. The suspects were respectively identified as GEN GALMA T ARCILLAL; LTGEN ALBERT A VERBA; MGEN JOSE SUAREZ; MGEN FRANCIS SAGUM; CAPT EDWIN E GUMARANG; MSgt Jomar DG Borja; Pvt Robin DT Siso and James Patrick B Reyes. Incidental to the search, the operating units were able to seize assorted firearms and ammunitions, which include: 1. One (1) unit caliber 9mm pistol, make ARMSCOR with recovery grip color green with serial number 1292063, three (3) pcs magazine loaded with 27 pcs live ammunition for 9mm;

COPS BRING GOVERNMENT SERVICES TO FAR-FLUNG NORTHERN SAMAR BARANGAYS 803rd Brigade, 43rd Infantry Battalion, 20th Infantry Battalion, Bureau of Fire Protection, Provincial Social Welfare Development Office, Provincial Veterinary Office, Office of the Representative of 1st and 2nd District of Northern Samar, Municipal Health Officers of Pambujan, San Roque and Catubig, Senior Board Member Hon. Florence Batula, NSPPO Press Corps, and other stakeholders.

T

o bring government services closer to communities, the Police Regional Office 8, with the Northern Samar Police Provincial Office, and in collaboration with other government agencies and stakeholders, successfully held an outreach activity and medical mission in the municipality of Pambujan, Saturday, June 26, 2021. In a meaningful and productive visit, PBGEN RONALDO F DE JESUS, Regional Director, led the medical mission dubbed as “BARANGAYanihan Serbisyong Medikal” in Brgys. Geadgawan, Senonogan, and Cagbigaho. The team offered free medical consultations, circumcisions, medicines, and vitamins to more than 300 beneficiaries in said barangays. The beneficiaries also received free haircuts, slippers, clothing, hygiene kits, and food packs. Some highbreed abaca seedlings and live chickens were likewise distributed by RD DE JESUS for their livelihood assistance. The success of this noble endeavor was realized through the unwavering support of the Provincial Government of Northern Samar, An Waray Partylist, Local Government of Pambujan and San Roque, Office of the Civil Defense 8, Office of the President-Eastern Visayas, Office of Sen. In his message, PCOL ARNEL J APUD, Provincial Director said that the purpose of the activity is to make the government’s presence felt by the people living in areas considered as vulnerable to insurgencies by bringing basic health services and goods right at their doorsteps. The 40x15 ft wooden-hauled motorboat will cater to the island municipalities in situations and eventualities that require an immediate response. he Police Regional Office 8 (PRO 8) under the command of PBGEN RONALDO F DE JESUS, Regional Director, recognizes the good deeds of two (2) male civilians, one of them is a minor, as they turned-over a pouch containing Php 5,347.00 cash and medicine items.

Through the prompt efforts, coordination and validation made by the personnel of Tolosa MPS, said pouch was turned-over to Mr. Noel Perez y Labata, a senior citizen and a resident of Brgy. Poblacion of said town on June 16, 2021. The public is therefore encouraged not to be hesitant to approach us for any kind of police assistance.

T

he Police Regional Office 8 under the leadership of PBGEN RONALDO F DE JESUS, Regional Director thru the Office of the Regional Community Affairs Development Division (RCADD) headed by PLTCOL MANUEL C PAYOS, Officer-In-Charge, and other Officers and personnel of this PRO attended the Simultaneous Flag Raising in celebration of the 123rd Anniversary of the Proclamation of Philippine Independence Day with the theme “Kalayaan 2021: Diwa ng Kalayaan sa Pagkakaisa at Paghilom ng Bayan”, held at PRO 8 Matapat Hall, Camp Kangleon Palo, Leyte on June 12, 2021. The highlight of the said activity was the reading of the CPNP’s message delivered by the Guest of Honor and Speaker, PBGEN ALEXANDER J SAMPAGA, Director, Directorate for Information and Communications Technology Management (DICTM). It was followed by the liberation of the white doves led by the GOHS himself along with

NSPPO RECEIVES BOAT AMBULANCE

BGEN RONALDO F DE JESUS, Regional Director, PRO 8, graced the successful turn-over of boat ambulance and blessing of NSPPO Tennis Court on June 26, 2021.

The boat ambulance, donated by An Waray Party List, is a wooden hauled motorboat with 40ft length and 15ft in diameter, intended to cater island municipalities in the province of Northern Samar by providing mobility to situations and eventualities that need immediate response. Also present in the event were; Mr. Mariano Carlos Noel, Representative of Cong. Florencio Noel of An Waray Party List; Hon. Paul R Daza, Representative, 1st District of Northern Samar; Hon. PNP ADVOCACY GROUPS: BRIDGING GAPS, STRENGTHENING COMMUNITY PARTNERSHIP changing needs of society. Likewise, the organization also engaged in capacitating its personnel in terms of marksmanship, physical fitness, and academic advancements.

However, the dilemma in addressing the root cause of all the social chaos – the presence of CPPNPA-NDF for an instance – remains prevalent despite the concerted efforts of all the government sectors. This fueled the PNP to empirically identify the necessary undertaking that will address these predicaments in a more strategic approach. Hence, the creation of the PNP Lingkod ng Bayan Advocacy Support Groups. The PNP Lingkod ng Bayan Advocacy Support Groups are composed of different organizations coming from almost all walks of life. The Kabataan Kontra Droga at Terorismo (KKDAT) for an instance represent the youth sector. They advocate youth empowerment through meaningful community engagement, talent development, and cultural inclination as a diversionary tactic against the deceptive recruitment of leftleaning organizations from among their sector and the involvement in the illegal drug trade of the Filipino youth.

T

he Philippine National Police – aside from its mandate to serve and protect the Filipino people – has been advocating strong police-community partnership in recognition of the indispensable role of the community in the establishment of lasting peace and order. It has employed various strategies to categorically sustain the effective and efficient enforcement of the law. This commitment was manifested in the development of timely and relevant policies and programs to counter criminality, insurgency, and terrorism. There has been a substantial improvement in facilities, armaments, mobility, and others logistics to attain the necessary responsiveness to the drastically

Relatedly, the KALIGKASAN or Kaligtasan ng Kalikasan represents the environmental protection warriors who promote safekeeping of the natural resources. Other sectors that are presently well represented are the LGBTQ Community, Force Multipliers, Barangay-based Organizations, Faith-based Groups, and the Women Sector. All are traversing the same trajectory towards the establishment of sustainable peace and development. The role that these advocacy groups primarily play in the accomplishment of the objectives of the PNP is beyond compare. They serve as the stream of connection where the law enforcement sector and the community meet halfway and accomplish their shared objective to create a country that is safe, secured, and progressive. The PNP and the community, through the Lingkod Bayan Advocacy Support Groups, are now on their way towards lasting peace and development.

amp Ruperto Kangleon, Palo, Leyte- Joint elements from the WCPD-PRO 8, WCPD PS 2-TCPO, DWSD 8, RIACAT 8 and CSWDO conducted Simultaneous Entrapment and Rescue Operations on Trafficking in Persons around 8:45 PM on June 24, 2021 in Tacloban City that resulted to the arrest of two (2) suspects and rescue of nine (9) female victims including a minor. A certain, Jason Pambojan y Yape alias Kara, 24 years old, single, performer comedian, hair dresser and resident of Brgy. 36, Sabang, Tacloban City was arrested at Senator Enage St., Brgy. 1 and 4, Tacloban City while Khrisha Alvarez y Planas, 25 years old, with live- in partner, jobless and a resident of Brgy. 105 Suhi, Tacloban City was apprehended fronting Sto. Niño Church at Brgy. 25 Zamora Corner Juan Luna, Tacloban City. Along with the arrest of said suspects was the rescue of nine (9) female victims including 1 Minor (16 years old). Confiscated and recovered pieces of evidence from Pambojan are the following: One (1) pc. Unit Techno Spark Cellular Phone color black; One (1) pc. Meanwhile, seized from Alvarez are two (2) pieces five hundred peso bills (500.00) with serial numbers FG069326; thirteen (13) pieces bogus money worth P12, 500; and one (1) unit ViVo cellphone. On the other hand, victims are now under protective custody of the CSWDO. Investigation disclosed that women/minors are being offered money in the social media sites in exchange for sexual services. Pictures of these women/ minors are being posted in the said site with price tag like commodities for sale. On June 26, a case was filed for Violation of Section 6, RA 10364 (Qualified Trafficking in Persons docketed under VIII-03-INO-21F-004, against the suspects before the City Prosecutor’s Office, Tacloban City. “I would like to commend the efforts of our personnel together with our partners in this successful entrapment and rescue operations,” PBGEN RONALDO F DE JESUS, Regional Director stated.

This PRO under the command of PBGEN RONALDO F DE JESUS, Regional Director, recorded an increasing number of drug surrenderees and Former Rebels who submitted themselves before the authorities. The soaring number has been the main objective in intensifying PNP efforts to encourage persons who are into drugs and/or members of armed conflict groups to voluntarily go back to the fold of law. Sta. Iglesia disclosed that he once considered himself a plague in society especially to his own family. He became a bad son and a lost person since he had been addicted to the illegal substance. Despite of this, he chose to surrender and became hopeful. The Local Government Unit of Baybay also played a huge role towards his recovery. Further investigation is also being launched to identify other personalities who may have direct or indirect involvement in similar illegal activities.
