Where does the buck stop! Canada Border Services AgencyOversight Desperately Needed
By Mumtaz Khan, Immigration Consultant
Canada Border Services Agency (CBSA) the enforcement arm of Immigration and its officers have enormous powers of arrest, detention, search, and seizure. CBSA has wider powers than the RCMP and many of the various police forces in Canada. They even have more pow ers than those of the Canadian Security Intelligence Service (CSIS). Out of all these powers, the one I come across the most, in my immigration consultancy, is that of “detention and arrest of non-citizens with or without a warrant”. In some cases a warrant has to be requested by a CBSA officer, and when one is requested, warrants are being granted without any perceiv
able grounds or the flimsiest of grounds. The worst part is that there is no one to complain to and no oversight of the CBSA at all. These officers carry guns, can arrest people, and lock them up, without an oversight body to look at any complaints of abuse of these powers.
In February 2020, Parliament ta bled Bill C-3: An Act to amend the Royal Canadian Mounted Police Act and the Canada Bor der Services Agency Act. Bill C-3 proposes the establishment of an independent and civilian review and complaints function overseeing CBSA. The Civil ian Review and Complaints Commission (CRCC), which currently oversees the RCMP,
would take on additional re sponsibilities of oversight over CBSA and be renamed the Public Complaints and Review Commission. The bill did not clear before the end of the last parliamentary session as an election was called, the bill died on the table. There is talk about it again.
“We have made a promise to Canadians that we’d create a new body to strengthen civilian review and police accountabil ity. We are keeping that prom ise,” said Public Safety Minister Marco Mendicino. For the third time in two years, the Liberal Cabinet has introduced a bill for oversight of the largest police force in the country.
Bill C-20 An Act Establishing The Public Complaints And Review Commission would ap point an independent board to look into complaints regarding “conduct and levels of service” at the Agency. This bill will also give powers to investigate “seri ous incidents” involving death, injury or breach of federal or provincial law.

migration detention deal with CBSA. It will take some time, but immigration detainees, who have not committed any crimes, will not be housed with people charged with crimes.
A number of my clients who were detained at the IHC have complained to me about their dietary needs not being met and proper COVID protocols not be ing followed at the center. Two of my clients who were being held, are married to Canadian citizens no less, but were being detained by the CBSA. Why were they being detained you may ask? Well, they were lan guishing in the IHC for months at a time because an officer made an application for a warrant, as when the CBSA visited the address which they had on record, the foreign national was not there. No letter was sent to explain why they were not at the address, no telephone contact, just an application for a warrant.
To add further insult to injury, some of these people were in contact with the CBSA by telephone but were not alerted to attend the CBSA office as a warrant was issued.
I have looked at some of these applications for warrants and the notes accompanying the application. These officers are using some of the flimsiest of
reasons to take away the away the liberty of foreign nationals in Canada. In one instant, during an Immigration Division hear ing for a review of continued detention of a young man at the IHC, when I questioned CBSA officers about notes made the file to obtain a warrant of ar rest, many of the officers denied writing some part of the notes. Apparently, an invisible person tampered and added informa tion to the notes. Either that, or one of the officers giving evidence under oath, perjured themselves. The CBSA are very loose with following procedure and protocols, particularly the office here in BC.
There have also been a number of deaths of refugees in immi gration detention, where these detainees sometimes face prolonged and cruel confinement. There have also been countless public incidents of CBSA officer misconduct.
Let’s hope that Bill C-20 be comes law, so that there can finally be some independent oversight the Canada Border Services Agency, which has an annual budget of $1.6 billion and 11,500 employees and has profound effect on the lives and liberties of thousands of foreign nationals.

The COVID-19 fall booster program started early in September and will be joined by the annual influenza vac cine campaign in October.
With the start of the respiratory ill ness season, it is expected that CO VID-19 cases will increase as more people gather indoors. The Province is preparing for the possibility of an influenza surge, following two years of low influenza rates due to public health restrictions that reduced travel and socialization.
Hospitals throughout the province have been planning for various sce narios and are ready to respond to an influx of patients requiring care for
risk, will be able to get their influenza vaccine starting the week of Oct. 3. The influenza campaign will launch the week of Oct. 11, following the long weekend, and vaccines will be available in participating pharmacies and health authority clinics.
Public health officials continue to rec ommend the influ enza vaccine for ev eryone in B.C. older than six months and to offer it for free.
Additionally, for the first time, all seniors older than 65 can get a free enhanced influenza vaccine this year. Enhanced influenza vaccines give seniors better protection against influenza than stan dard-dose vaccines.
COVID-19 or influenza.
Invitations for fall booster doses are going to people who had their last COVID-19 vaccine at least six months ago. Invitations are distribut ed in priority order based on age and risk factors for severe outcomes from COVID-19. People are encouraged to book a vaccination appointment as soon as they get their invitation.
People in long-term care and assistedliving facilities, along with others at
Enhanced influenza vaccines stimulate stronger immune responses, which compensate for the natural weaken ing of the immune system that occurs with age.
Eligible people can get an influenza vaccine and a COVID-19 fall booster at the same time.
New in 2022, people will be able to book their influenza vaccine through the provincial Get Vaccinated sys tem, just like booking COVID-19 vaccines.

Our community has a very diverse and rich cultural makeup – some thing that we have all recognized - it defines who we are. Culture touches
from each other, and then to incorpo rate what we learn into our interac tions with one another.
each of our lives in dif ferent ways, which at times can be sensitive in nature.
This year, Council has enacted a Culture Strategy, which is a first for our communi ty. It was one of sever al strategic initiatives set out by Council at the outset of this term in 2018. The process has taken the better part of two years, and staff has had to navigate some challenging currents along the way, and from my perspective, they have done it well.
This Strategy will, hopefully, move our community towards a path of bridging the cultural gaps that exist within our community.
I offer four general observations about this Culture Strategy – not a conclusive list:
As I already noted, it’s a first for our City, and I might add, it will bring with it a full-time position dedicated solely to its purpose.
The plan reflects a positive tone - it communicates an intent to observe and listen; to engage in respectful dialogue with each other and to learn
The level of public and stakeholder engagement was encouraging.
It identifies an objective to engage in meaningful conversations with our Indigenous neighbours that leads us closer to reconciliation and restored relationships.
With the level of diversity in this community, we cannot afford to squander our opportunities for bridg ing the cultural gaps that exist within our community, and this strategy certainly sets our course in the right direction.
A quote I collected along the way states that “Culture makes us wiser, which makes us kinder.” I believe that a strategic initiative such as this can go a long way in building a stronger, wiser, and kinder com munity

Tips to save time on household tasks
(NC) Between cooking, cleaning and laundry, household tasks seem neverending, but they don’t have to be daunt ing. Here are three tips to help make household chores more manageable:
Clean as you go
Filling up the dishwasher as soon as you’re finished a meal instead of piling dishes by the sink is more efficient and helps reduce kitchen clutter.
Multi-task
Need to book an appointment or call your parents? Do double duty while on
the phone by quickly prepping dinner or watering the plants.
Think remote
Home technology you can use right from your phone or smart speaker device is a huge time-saver. Start the washer from the grocery store or preheat the oven while on a conference call. LG ThinQ technology gives you more flexibility to control your appli ances from wherever you are. Bonus: you can take advantage of the most cost-effective times of day to run your appliances.

“We are proud to have raised more than $500,000 in the last seven years with our Smart and Caring Golf Classic,” says Marcus Janzen, Board Chair. “This year we were able to bring the event back to Ledgeview Golf Club where a sold-out group of golfers enjoyed a warm & sunny day to help raise money for the kids. The tremendous success of this year’s

Free transit for kids rolls on for B.C. families
The Province, TransLink and BC Transit are celebrating one year of providing free public transit for kids 12 and younger, as part of its invest ment in affordable, safe and sustain able transportation for people.
In Metro Vancouver, TransLink esti mates that young transit users have taken three million free journeys on transit.
“We know families are looking for ways to get around their communi ties that are convenient, safe and af fordable, and that reduce pollution,” said George Heyman, Minister of Environment and Climate Change Strategy and Minister Responsible for TransLink. “By providing free public transit for children 12 and under, we’re helping parents keep money in their pockets and encour aging families to take transit to help their kids get to school or around
public transit all the time with my family for different trips we need to take. This summer, I had fun riding the SkyTrain and exploring parts of the Lower Mainland that I'd never been to before.”
The Get on Board – Kids 12 and Un der Ride Free program was launched in September 2021 throughout the province in partnership with Trans Link and BC Transit. It is estimated that approximately 370,000 children in B.C., including 200,000 in Metro Vancouver, aged 12 and younger are eligible to ride public transit free of charge.
“My family takes the SkyTrain and TransLink buses a lot more now that it’s free for me to ride,” said Munro, eight-year-old transit rider. “My fa vourite part about using public transit is that we don’t get stuck in traffic, and we’re helping the planet by not
town. We want to make sure that more families benefit from this program so that we can encourage a new genera tion of regular public transit users.”
Greta, 10-year-old transit rider in Vancouver, said: “I love taking the SkyTrain and bus to go visit my friends and get around the city with my parents. Now that it's free, I take
polluting the atmosphere.”
Families using the Kids 12 and Under Ride Free transit program can save hundreds of dollars per year in fares and monthly bus passes. For example, a family with one child younger than 12 is able to save $58.60 monthly on a TransLink pass and could save more than $700 annually.

University of North Carolina Charlotte apologizes; UNITED SIKHS offers to train staff and campus security on Sikhism
A Sikh student on the campus of University of North Carolina Charlotte had to face harassment last week. He was handcuffed and detained merely for wearing a kirpan — a Sikh article of faith. Such mistreatment of a Sikh student and gross ignorance displayed by the 76-year-old university about Sikhism shocked the Sikh community around the world. Sikhs have been part of the American social fabric for over a cen tury. People on social media questioned the lack of understanding about Sikh ism at the university, known for taking pride in its diversity.
Sikh student being handcuffed on UNC Charlotte campus for wearing kirpan — a Sikh article of faith
UNITED SIKHS applauded the quick response from the university — as Chancellor Dr. Sharon L. Gaber issued an apology on the university website. We had written to the Dean of Students, Dr. Christine Reed Davis, seeking an apology for the misconduct that had taken place with Aman Singh. The apology from the Chancellor stated that they will use the incident “as a learning opportunity by engaging in construc tive dialogue with Sikh students and employees”. It also stated that they "apologize", that the student didn't feel “welcomed, supported and safe” that day, as they wanted every student to feel so, further adding that they are

"committed to ensuring it doesn’t hap pen again.”
UNITED SIKHS shared with them a Sikhism Fact Sheet. We also offered to provide sensitivity-training to the university staff and security, about Sikhism and Sikh articles of faith.
"Despite curt behavior by the police on the campus, Aman Singh was graceful, resilient and showed leader ship — everyone should practice their faith freely and fearlessly," Manvinder Singh, UNITED SIKHS Advocacy Director said.
"All institutions, particularly, universi ties that attract students and staff from around the world must have a mandate to sensitize students and staff about Sikhism and other world religions, cultures and traditions. It is essential to create a culture of co-existence to prevent incidents of racism and mis conduct with students and members of any community," he stated.
Everyone should be able to practice their faith freely and without fear. If you face harassment and discrimina tion because of your faith, please write to us.

3 ways to make your table more plant based this Thanksgiving
(NC) Hosting Thanksgiving can be extremely overwhelming, especially when it comes to the menu. Fortunate ly, serving alternatives like plant-based options may be easier than you think.
A survey found that 49 per cent of Ca nadians are interested in trying plantbased, but many aren’t sure where to start. To help encourage and inspire you, check out these vegan products anyone can incorporate into their rep ertoire:
Dairy alternatives
There are so many options now when it comes to dairy-free products, mak ing it easy to incorporate into meals.
A plant-based butter alternative can be a great way to baste your turkey or add to any side dishes, such as grilled vegetables. The coconut oil in many vegan butters delivers a very smooth, rich and creamy mouth feel. Another great product is a sour cream alterna tive with coconut cream replacing milk ingredients, which makes the perfect topper for your baked potatoes.
Meat less stuff ing Try switch ing things up for your traditional stuffing by using a meatless crumble. The PC plant-based beefless crumble is an undeniably delicious product that is easy to use in Thanksgiving meals. Made with pea protein rather than ground beef, it provides a strong source of protein that flavours can build on.
Irresistible desserts
Ending the meal with a deep, chocolate homemade brownie will have everyone asking for more. Most brownie mix tures are made with eggs, but the PC brownie baking mix only requires the use of water and oil. The addition of pea protein gives this product a moist and chewy texture, so no one will know the difference.

Families will save big as child care fees cut as much as $550 more per month
Starting in December, parents in British Columbia will save as much as an additional $550 per month for each child they have in participating licensed child care centres.
“Child care is one of the biggest bills many families face each month,” said Katrina Chen, B.C.’s Minister of State for Child Care. “Cutting child care fees again, this time by as much as $550 a month more per child, is one way we are taking action to put money back in people’s pockets at a time when rising global inflation is making life more expensive.”
The Province is directly funding licensed child care centres so fami lies will not need to apply for these savings. This funding will lower fees for children, kindergarten-aged and younger.
These additional savings, which build on earlier fee cuts introduced as part of the Province’s $2.7-billion invest ment in ChildCareBC since 2018, are being funded through the five-year, $3.2-billion Canada-British Colum
bia Canada-wide Early Learning and Child Care Agreement.
“The Canada-British Columbia Canada-wide Early Learning and Child Care Agreement that we signed just over a year ago puts families first, and will ensure every child has access to high-quality, affordable, accessible child care,” said Karina Gould, federal Minister of Families, Children and Social Development.
As part of this fee cut, the Province is taking action to better support child care providers. Payments to providers will be increased by 100% or more. These payments are designed to help ensure providers can continue pro viding quality care for children, help them fight rising costs and reduce the need to pass on these costs to families.
These monthly fee cuts mean that par ents will be saving as much as $6,600 more a year for each child in licensed care at facilities participating in the Child Care Fee Reduction Initiative, depending on their children’s ages and the type of care they are receiv
ing. As a result of the new savings, on average, families will be paying simi lar out-of-pocket costs for child care, regardless of type of care, if their pro vider is charging typical fees.
For example:
A family with a 10-month-old and a three-year-old in group care could save as much as $11,940 more per year, in addition to the $5,400 per year they are already saving.
A family with a two-year-old and a four-year-old receiving family care would see up to $10,080 more in savings each year, in addition to the $3,120 per year they are already saving.
In addition to these fee reductions, the Province has been making further progress toward all families being able to access affordable child care
by introducing the Affordable Child Care Benefit and by transforming child care centres into $10 a Day ChildCareBC sites. By the end of 2022, there will be 12,500 of these low-cost, high-quality $10 a Day child care spaces throughout B.C.
To support families in accessing highquality, licensed care, the provincial government, with support from the federal government, has also funded more than 30,500 new licensed child care spaces since the launch of Child CareBC in 2018, while improving training opportunities and wages for the early childhood educators needed to deliver this service.
