72% of B.C. Construction Companies Face Severe Labour Shortages:

Amid a housing affordability crisis and growing economic uncertainty, a staggering 72% of B.C. contractors report a shortage of skilled tradespeople, according to the Independent Contractors and Businesses Association’s (ICBA) 2025 Wage and Benefits Survey of its construction members. This persistent issue is forcing businesses to delay or turn down projects and absorb rising costs, undermining B.C.’s ability to address its housing and infrastructure needs.

Further, 63% of respondents said government is on the “wrong track” in dealing with a business like theirs – only 5% answered that government is on the “right track.”

“When nearly two-thirds of businesses in a major job-creating sector say the government is on the wrong track, it’s time to listen,” said Chris Gardner, ICBA President and CEO.

“Labour shortages remain a significant challenge facing construction, and government must get serious about fast-tracking training programs and aligning immigration policies with industry needs.”

Despite these challenges, demand in the construction sector remains strong. Nearly 50% of contractors expect increased work volumes in 2025, with average anticipated growth reaching 19%. Wages in construction also remain highly competitive, with the average hourly rate climbing to $37, equating to an annual base salary of $77,000 – without bonuses, benefits or overtime factored in.

“Our industry continues to deliver, despite worker shortages, regulatory burdens, and project delays. But B.C.’s construction sector could contribute so much more if government policies enabled us to thrive,” Gardner added.

“Instead, contractors and businesses get more red tape, higher taxes, and a seemingly never-ending stream of anti-business rhetoric that have many saying it’s never been harder to start and build a business in B.C. than it is today.”

The ICBA survey underscores the urgent need for the provincial and federal governments to tackle skills shortages, streamline approvals, and prioritize policies that support housing and infrastructure development.

The 2025 EC40 remains one of the quickest production Volvos ever in the Volvo lineup. New for 2025 is the introduction of the Black Edition Ultra Twin Motor version (As tested,) this adds deep black metallic paint. glossy black detailing on the exterior body, grill. exclusive black badging and 20 Inch, 5 spoke. This version has the same format but with Twin-Electric motors and AllWheel Drive. Power output is up to 402 hp with 494 lb.-ft of torque. The motors are paired with an 82 kWh Lithium-ion Battery and offers 364 KM of pure electric driving range,. Electric Consumption figures are [EPA]: 2.5 City / 2.9 Highway / 2.7 Combined. The EC40 Recharge is fast and can reach 0-96km in just 4 seconds.

The EC40 can be charged with a 150-kW DC fast-charger for a quick

40-minute charge to an 80 per cent charge in just 40 minutes according to Volvo. A home fast charger unit cuts the time to a few hours for a full charge. A standard household outlet will require approximately 12 hours or more to top up the battery completely.

The EC40 is available in three trim levels with various extras and a Volvo cabin with a wonderfully airy and tasteful looking interior. A plethora of bright metal detailing, leather seats and satin metal chrome detailing are also highlights. It is equipped with a 2-zone climate control, air purifier, heated front and back seats, interior lighting, suede, and leather trim and a large panoramic sunroof.. Also available is a wireless phone charger, surround-view cameras, and Volvo’s active driver assist system that helps with lane-keeping and adaptive cruise control. Another plus in the Ultra trim level is the upgraded Harman Kardon sound system which sounds fantastic. Add the illuminated backlit door and dash trim panels and it is sublimely cool interior.

The dash features a large infotainment system, complete with the vertically aligned 12.3 -inch driver display screen. There is also Android and Google compatibility with Wi-Fi Connectivity. The seats as with all Volvo’s are superb; comfortable ,firm yet sup-

portive in all the right places. Rear cargo space is not hampered by the battery capacity. There is also a “frunk” storage compartment under the front hood, sized just right for the charging cable. The rear compartment is well appointed. It is a good two-seater cabin back there – but three occupants will be tight. Rear cargo space is rated at 413 L with the seats up and 1,342 L with the rear seats folded down.

This being a Volvo safety is high. Volvo’s suite of safety features includes adaptive cruise control, lane keeping assist, rear collision alert, and blind-spot and cross-traffic alert, Front & Rear Collision Mitigation Support, Hill Start Assist & Hill Descent Control. In addition to regular crumple zones the EC40’s battery pack has its own crumple zones, and in the event of a crash will automatically disconnect itself from the motors.

On the road, Instantaneous torque from the two electric motors means the EC40 can accelerate from 0-100 km/h in a very quick 4.9 seconds according to Volvo! Yes, the acceleration is incredibly fast and the EC40 feels almost overpowered! There are two drive modes: “Normal,” and “One

Pedal,” which slows the car once you lift off the accelerator and reclaims kinetic energy to help recharge the battery. “Normal” mode is the default for smoother everyday driving. The XC40 offers good steering feel and control, the low center of gravity offers a stable, poised feel. Also note, the EC40 regenerative brakes also produce power that goes back to the battery and has a more natural feel than other electric or hybrid vehicles. The EC40 offers a full-time all-wheel drive system and can even tow 2,000 lb when properly equipped.

To sum up, the EC40 is a premium fully Electric powered SUV with a decent range and excellent safety. Downsides are few - there is the high price and extra equipment options that should really be standard at this price point. Still buyers gain a fantastic vehicle from a premium auto maker. Highly recommended for families everywhere who want a fast performance and safety in a premium package.

Buy BC helps more local farmers, processors succeed

British Columbians will experience a wider variety of local food and beverage options as more farmers and small businesses get support through Buy BC.

“British Columbians know the Buy BC logo represents local products that are produced and processed by people in their communities, from small family farms to innovative food producers,” said Lana Popham, Minister of Agriculture and Food. “Buy BC is supporting the people who make up our province’s diverse agriculture and food industry so, together, we can continue to shine a light on many unique and delicious products produced here at home, while strengthening local food systems and economies.”

Through the Buy BC Partnership Program, $2 million is available to support those eligible to participate in provincewide marketing projects to help boost awareness, demand, and sales of B.C. products. The funding will help additional local food and beverage companies and industry associations share their stories with more people around the province.

Examples of B.C. companies that have increased sales through Buy BC include Rad Jamz and Preserves in Kelowna, which uses only B.C. produce with a focus on the Okanagan region for its high-quality jams, jellies and preserves. The company used Buy BC funding to attend a trade show and promote its products through a series of advertising campaigns that included print and digital components. As well, it partnered with former Buy BC chef ambassador Ned Bell for a local TV segment.

“This was the second round of Buy BC funding for Rad Jamz and we were able to change our packaging from glass jars to flexible packaging, a more economical and user-friendly package,” said Kyla King, owner, Rad Jamz and Preserves. “We knew it would be an interesting transition for consumers, so with the funding, we were able to share why we made the switch. Now we are getting more sales than ever and extremely positive feedback on our products.”

In Surrey, Not Too Sweet Craft Sodas received funding to redesign its packaging with the Buy BC logo so consumers could easily identify its products’ local roots. The company participated in a trade show with new marketing collateral that helped lead to new retail partnerships and more stores carrying its craft soda beverages.

“With the help of Buy BC, we gave our packaging and marketing materials a much-needed glow-up,” said Elaine Van, owner, Not Too Sweet Craft Sodas. “We also used the funding to attend a key trade show and the results have been game-changing. It’s opened the door to a whole new channel, connecting us with more customers than ever and fuelling some truly exciting growth for our business.”

Since relaunching in 2017, the Buy BC Partnership Program has supported more than 600 B.C. producers, processors and associations with $13.7 million to support their efforts to increase food sales, product promotion and food security in B.C.

Acting conflict of interest commissioner appointed

Former B.C. Supreme Court justice and current commissioner Victoria Gray, KC, was appointed as the acting conflict of interest commissioner for British Columbia’s legislative assembly, starting Monday, Jan. 6, 2025.

Gray was first appointed as the conflict of interest commissioner by the legislative assembly in 2020. Appointing an acting commissioner is necessary because the process of establishing a special committee of the legislative assembly to select a commissioner was affected by the provincial general election. It is fortunate that commissioner Gray is willing to continue in an acting capacity.

The commissioner is an independent officer of the legislative assembly of British Columbia, providing advice to members of the legislative assembly concerning their obligations under the Members’ Conflict of Interest Act.

The commissioner has three primary roles:

to provide confidential advice to members about their obligations under the act;

to oversee the disclosure process, including meeting with each member at least annually to review the disclosure of the member’s financial interests; and to respond to allegations that a member has contravened the act and conduct an inquiry if needed.

After receiving her bachelor of laws degree from the University of Toronto, Gray practised law as a commercial litigator in Vancouver for 19 years and taught civil litigation at the Peter A. Allard school of law at the University of British Columbia. The commissioner sat on the B.C. Supreme Court from 2001 until 2017. She has chaired several boards, including the Law Foundation of B.C., YWCA Metro Vancouver and West Coast LEAF Society.

An acting position under the Members’ Conflict of Interest Act is subject to time limitations. Government is exploring options to extend the acting term to allow sufficient time for the legislative assembly to establish the special committee and complete the work of appointing a commissioner to a five-year term.

Renter’s tax credit, homeowner grant help people get ahead

Whether they rent or own, people in B.C. may be eligible for help with their housing costs in 2025.

Renters may be eligible for support through the renter’s tax credit. Starting in 2025, income thresholds are increasing for the credit. Renters can now claim as much as $400 a year off their taxes if their adjusted income is $63,000 or less, or a partial credit for an adjusted income as much as $83,000.

Most homeowners can get a grant to reduce the amount of property tax they pay. To start the new year, B.C. is adjusting the property value threshold for the homeowner grant so it continues to cover 92% of homeowners. This is an increase of $25,000 from the previous

threshold to reflect moderate and stable market conditions.

People with properties with an assessed value of as much as $2,175,000 can get $570 off their property tax bills if they live in certain regional districts, or $770 for the rest of the province.

Veterans, seniors, and people with a disability could qualify for an additional grant and receive $1,045.

Another support that homeowners can consider if they need more time to pay property taxes is applying to defer their property tax for the year. Families with dependent children, people over 55 and people with disabilities may be eligible. People can continue to defer as long as they qualify.

Ingredients:

1 ripe avocado from Mexico, sliced

1 cup (250 ml) cooked sticky rice

1 carrot, julienned

1 zucchini, julienned

1 cup spinach, blanched

1 egg, fried sunny-side up

½ cup (125 ml) kimchi

1 tbsp (15 ml) sesame oil

1 tbsp (15 ml) gochujang (Korean chili paste)

1 tsp (5 ml) soy sauce

1 tsp (5 ml) sesame seeds, for garnish

Directions:

Sauté carrots and zucchini lightly in sesame oil. Blanch spinach for a minute and season with soy sauce.

In a bowl, add rice and top with avocado slices, sautéed veggies, spinach, kimchi and fried egg.

Drizzle with sesame oil and gochujang, and garnish with sesame seeds. Mix everything together before eating.

Team BC Dominates 2025 Jurassic Classic and Dino Cup

This past weekend, Team BC's Provincial Wrestling Team delivered an outstanding performance at the 2025 Jurassic Classic and Dino Cup in Calgary, Alberta. Competing against top athletes from across Canada, including Alberta, Saskatchewan, Manitoba, Ontario, Newfoundland, Yukon, and Northwest Territories, Team BC showcased exceptional talent and determination, cementing their place as a powerhouse in Canadian wrestling.

The team, led by head coaches Gurjot Kooner and Sukhan Chahal, along with assistant coach Jess Tang and physiotherapist Vic Sanghera from River District Physio, competed in both an individual tournament on the first day and a team tournament on the second day.

The 24-athlete roster, equally divided between 12 boys and 12 girls, included an incredible milestone for BC Wrestling, with 15 athletes of Punjabi heri -

tage—a historic representation. The team represented 10 different wrestling clubs, six of which are Punjabi-based clubs from the Lower Mainland, underscoring the sport's growth and the community's contribution to its success.

Coach Kooner expressed his pride in the team's achievements, saying, “These athletes worked incredibly hard to earn their spots on the team. It was exciting to see such a diverse group of young wrestlers come together to

represent BC. They made us proud in Calgary.”

International Mother Language Day Celebration

Currently, close to 2 million Punjabi speakers call Canada their home. Punjabi language is now the third most spoken language in Canada. In cities like Brampton, Edmonton, Calgary and Metro Vancouver, Punjabi is the second most spoken language after English. Punjabi was recognized as one of several second languages to be available in BC’s public schools. As things stand now, students in B.C.’s public schools are required to take one of six recognized second languages including Punjabi, from grades 5 to 8. It is optional from grades 9 to 12.

PLEA would like to request the B.C. Government that the second language requirement for our students should be changed from the existing requirement of grades 5 to 8 to grades 4 to 7 as compulsory and grades 8 to 12 as optional. For Middle schools, it should be compulsory from grades 6 to 8 and optional from grades 9 to 12. Our reason for this is that in our current school system there is a natural break from Primary to Intermediate grades- Kindergarten to grade to 3 being Primary and grades 4 to 7 being Intermediate. As such, it should be made compulsory from grades 4 to 7 and optional from grades 8 to 12. However, for the Middle Schools, it will make sense to have it compulsory from grades 6 to 8 and optional from grades 9 to 12.

Furthermore, PLEA requests that Punjabi is the third most spoken language. As such, the provincial government and the local school districts should have appropriate support, messaging and information available to parents about the availability of Punjabi as second language in our public schools. Also, the province should ask the post secondary institutions to include teaching of Punjabi as a second language in B.C.’s public schools as part of the teacher training programs in their universities. In addition to that, the school districts and the province should assist with professional development opportunities for teachers of Punjabi language. In certain schools/school districts, it may be difficult to have enough students or qualified teachers. As such, providing online Punjabi

classes throughout the province should be given careful consideration and support.

In some of the Metro Vancouver schools/ school districts where there are many students who may be interested in taking Punjabi, the process of determining their interests should start early in the calendar year so that the schools/School Districts get enough time to hire teachers, provide classrooms and other support structure to ensure the success of the Punjabi classes. At the secondary school level, it should clearly be stated at the time of course selection early in the new year that Punjabi is available as an option from grade 9 onwards. Incidentally, Punjabi is the tenth most spoken language in the world with more than 150 million speakers worldwide. In Canada and many other countries, it has now become an asset in employment opportunities. PLEA urges all political parties to give serious consideration to these recommendations. At the same time, PLEA would like to appeal to parents of six elementary schools in Surrey to enroll their children for Punjabi classes. These schools are: Newton, Chimney Hill, T.E. Scott, Beaver Creek, Green Timbers and Strawberry Hill. Surrey has become the centre for the Punjabi community. As such, we expect and hope to have large number of Punjabi and non-Punjabi students benefit from this opportunity.

The ultimate comfort food: Creamy avocado meets Canadian tradition

Wintertime is all about slowing down, embracing comfort and savouring simple pleasures that make life feel a little warmer. This twist on bannock—a fried bread originating in Scotland and later adopted by Indigenous Peoples in Canada—is just that: a golden, crispy treat that brings some coziness to the colder months.

Crafted using ingredients from the boreal forest with the unexpected exotic creaminess of avocados from Mexico, these fried bannocks are the perfect fusion of tradition and innovation. The creamy avocado ensures a moist, tender texture, making these golden breads an irresistible dish for gatherings or casual nights at home.

Avocado Fried Bannock With Sprucetip Whipped Butter

Prep time: 50 minutes

Cook time: 15 minutes

Makes: 6 servings

Ingredients:

3 avocados from Mexico, divided

1 tbsp (15 ml) + ½ tbsp (8 ml) lemon juice

¼ cup (60 ml) sugar

2 cups (500 ml) all-purpose flour

1 tsp (5 ml) salt

3 tsp (15 ml) baking powder

¾ cup (180 ml) warm water

1 tbsp (15 ml) canola oil + more for frying

½ lb room temperature unsalted butter

1 ½ tbsp (23 ml) dried spruce tips

2 tbsp (30 ml) honey

Directions:

Heat deep fryer to 350°F° (177°C) or heat oil on a stovetop at medium heat.

Cut and peel two avocados. Mash them together with 1 tbsp (15 ml) of lemon juice; cover and set aside.

Combine all dry ingredients (sugar, allpurpose flour, salt, baking powder) into a medium-sized bowl and mix by hand.

Add avocados into the dry mixture and mix through. Add warm water and mix dough until it’s all combined, being careful not to over mix. You can add water if it’s too dry. Dough should be soft to touch.

Cover and rest dough for 20 minutes. Add 1 tbsp (15 ml) oil and portion bannocks into six pieces, being sure not to over mix the dough.

Fry bannock pieces until golden brown and cooked through, flipping as needed. Serve warm.

To create the spruce tip whipped butter, grind spruce tips in a spice grinder until fine. In an electric mixer, add room-temperature butter, one mashed avocado, ½ tbsp lemon juice, ground spruce tips and honey. Whip until mixture is easy to spread and serve with warm bannocks.

5 things you might not know about RRSPs

Most Canadians do not have a workplace pension. That’s why the federal government created the Registered Retirement Savings Plan. If you’re one of the roughly fifty per cent of Canadian wage earners who contribute to their RRSPs each year, there are a number of things you may not know about them. Here are five.

They provide a tax-deduction

One of the main benefits of contributing to your RRSPs is that you can get a deduction on your current taxes. Simply put, every dollar you contribute to your RRSPs is deducted from your income for the year. This will reduce the amount of income you pay taxes on, and may even move you into a lower tax bracket. Your investments in the RRSP are also tax-sheltered as they grow.

There’s a contribution limit

There’s a maximum amount that Canadians are allowed to contribute to their RRSPs each year. Your personal amount

is based on 18 per cent of your previous year’s income, up to a maximum of $31,560 for the 2024 tax year. But, if you don’t use all your contribution room, any extra can be carried over into the future. You can find your unused contribution balance on your annual Notice of Assessment you receive from the Canada Revenue Agency.

You can withdraw them before retirement

Generally, when you withdraw from your account before its time, you will get hit with a hefty withholding tax and the money you take out will be counted as taxable income for that year. But there are exceptions. For example, you can withdraw up to $60,000 from your RRSPs to use for a down payment if you qualify as a first-time homebuyer. Similarly, you can withdraw up to $10,000 a year (to a $20,000 lifetime maximum) to use for a qualifying educa-

tion program. Note that in both cases you must pay back whatever amount you withdraw into your RRSPs within a set period to avoid penalties.

They don’t last forever

Many people don’t realize that you have to close your RRSP account by December 31st of the year you turn 71. At that point, you have three options: withdraw all the remaining funds, transfer them to a similar investment called a Registered Retirement Income Fund or purchase an annuity.

You can use you RRSPs to donate

Want to leave a legacy and make a big impact on a cause you care about? You can name a charity as a beneficiary on your RRSP. Your financial institution has a simple form for you to fill out where you

list all the people and/or registered charities you’d like to receive your leftover funds. Note that in Quebec, you can only name a charity as a beneficiary of your RRSPs through your will.

An added benefit? Your estate will receive a donation tax credit that could eliminate much or all of the taxes that would have to be paid on any leftover RRSPs anyway.

Cybersecurity awareness – How to avoid 4 common scams

There is no better time than right now to educate yourself about the dangers of online cyber threats, and enhance your cyber literacy.

In 2023, the Canadian Anti-Fraud Centre received fraud reports totalling more than $554 million in losses, an almost 40 per cent increase compared to 2021. And this may not be an exact figure because most fraud goes unreported.

To help you better understand what to watch out for and avoid falling victim, here are descriptions of four common scams currently being used by fraudsters. Job scams

Job scams can arrive via unexpected text messages or emails from someone pretending to be a recruiter or hiring manager. Fraudsters will sometimes advertise these fake jobs on legitimate job search websites, in classified ads, and through direct email or texts, with fake offers of “easy money.” Always research any job offers you receive and apply only through official company websites or recognized job boards.

Phishing

Phishing is a method used by scammers to send emails or other messages masquerading as reputable sources to deceive you into giving away personal or financial details, such as your bank account information, credit card numbers, passwords or Social Insurance Number. Avoid clicking on suspicious links, keep your apps and anti-virus software up to date, enable two-step verification and log into services using biometrics when available.

Investment fraud

Targets can be tricked into “investing” large sums of money into fake investments, with “get-rich-quick” promises — money they will never see again. Exercise caution when approached by anyone you don't know. Also keep your personal details, such as phone number, address and familial connections hidden from public view as much as possible.

Online shopping fraud

Unfortunately, there are plenty of pitfalls for online shoppers, from websites that post fake “customer” reviews to sites

that advertise items at prices that are too good to be true (in hopes of obtaining a customer’s personal and payment information). The simplest form of protection is the ability to recognize when a deal seems too good to be true — and opting to shop somewhere familiar and trusted instead.

If something appears too good to be true, it usually is. Whether it’s jobs, easy investments or low prices, people should be aware and verify who is contacting them before disclosing their personal or financial information.

What to do if you’re the target of cyber fraud

The first thing is to remember that you’re far from alone, and there’s no reason to feel embarrassed.

Report it: Contact your bank and the police immediately. It is also advised that you report the fraud incident to the Canadian Anti-Fraud Centre.

Talk about it: If you’ve fallen victim to a scam, share your story. The more people who know about these scams, the harder it may be for fraudsters to take advantage of others.
