The governments of Canada and British Columbia finalize an agreement for the Canada Housing Infrastructure Fund

The governments of Canada and British Columbia have finalized an agreement under the Canada Housing Infrastructure Fund (CHIF). The agreement provides $250 million in federal funding over five years for Phase 1 of the Iona Island Wastewater Treatment Plant project to enable more homes and improve densification. The funding is an equal cost match of the Province’s contribution toward the project in 2023 and helps secure the funding required for phase one of the project. The funding will support the Metro Vancouver Regional District to improve the facility for the health and safety of the residents in Metro Vancouver and the surrounding coastal waters.

Thanks to this ambitious partnership, the Province is also working on extending the existing in-stream protection for housing projects that are subject to Metro Vancouver’s DCCs. These measures provide homebuilders with greater certainty and reduce financial pressures by lowering project costs, which keeps homes more affordable for people.

Provincial secondary-suite pilot program update

In reaching this agreement, the governments of Canada and British Columbia negotiated terms that better support communities across the province. These terms are designed to pave the way for the construction of more homes for people, as well as support infrastructure investments to address the growing population of the province.

The terms include actions to reduce upfront costs for homebuilders that assist in paying for essential infrastructure. The Province is intending to change the installment payment timing of development cost charges (DCCs) that will give homebuilders more time to pay. It will in turn make life more affordable and help build more homes, faster.

The Province is also considering providing an avenue for local governments to waive DCCs for non-market homes within market housing projects, which could encourage the development of more affordable housing. This change would apply provincewide, helping local governments secure additional affordable housing options in their communities, making housing more accessible for people. The Province will share more details when this work is finalized.

These measures are part of B.C.’s work to support growth in a balanced way to help more homes get built and address key infrastructure needs during uncertain financial times.

The remainder of the $590-million allocation to B.C. will be redirected to the direct delivery stream under the Canada Housing Infrastructure Fund.

Due to uncertain financial times, and with the federal government committing to implement a similar program, the Province’s pilot secondary-suite incentive program will no longer be accepting applications after March 30, 2025.

Funds allocated from this program will go toward other existing and future BC Housing programs and services aimed at delivering more affordable homes for people, including BC Builds.

“As we face uncertain economic conditions and an unpredictable tariff situation with the United States, we’re making sure we deliver the best value for people,” said Ravi Kahlon, Minister of Housing and Municipal Affairs. “With the federal government committing to deliver a national secondary-suite program, we are ensuring that we are not duplicating programs so we can use those funds for other programs that give people more housing options.”

Announced in 2023, the three-year pilot program was designed to provide assistance in the form of a forgivable loan to eligible homeowners who build a secondary suite or accessory dwelling unit on their property.

In 2024, the federal government announced the intention to launch a similar program, the Canada secondary-suite loan program, enabling homeowners to access low-interest loans of up to $80,000 to add a secondary suite. Homeowners in B.C. who are interested in developing a secondary suite may have the opportunity to apply for loans through the federal program when it is launched. Applicants who have started the process with the provincial secondarysuite incentive program and who have received all necessary permits and cost estimates will be able to submit their application until March 30, 2025.

BC Housing will continue to work with approved applicants to process committed funds, register forgivable mortgages and carry out loan forgiveness over the coming years.

The Province is continuing to focus on creating affordable housing and initiatives that address the housing needs of British Columbians. Since 2017, the Province has nearly 92,000 homes delivered or underway, with actions underway to help deliver thousands more.

The First Nations Leadership Council, Indigenous Services Canada, and the B.C. Ministry of Emergency Management and Climate Readiness have been working together to advance the development of a new Multilateral Emergency Management Agreement that reflects the unique needs and priorities of First Nations in British Columbia.

The negotiation of this new agreement marks a significant milestone and recognizes First Nations as full

and equal partners and provides a level of self-determination and control over emergency management services in their communities.

On March 20, 2025, the First Nations Leadership Council, the Honourable Patty Hajdu, Minister of Indigenous Services, and the Honourable Kelly Greene, British Columbia’s Minister of Emergency Management and Climate Readiness, announced the completion of the Phase I negotiations. Achievements made in Phase I will bring immediate enhancements to emergency management funding and capacity for First Nations across British Columbia.

Examples of enhancements under Phase I include:

new funding of $2.5 million from Indigenous Services Canada (ISC)

to establish 34 new emergency management program coordinator positions in high risk communities, in addition to the 14 existing positions already working in First Nations communities;

co-developing a risk-based funding approach;

confirming ISC funding of $2.8 million a year to support the 31 remaining eligible structural mitigation projects identified in the 2022 report by the Office of the Auditor General of Canada on Emergency Management in First Nations Communities; and

implementing significant improvements to the emergency response claims process to streamline procedures and ensure First Nations receive more timely reimbursements.

Additionally, the B.C. Ministry of Emergency Management and Climate Readiness has launched the Disaster Resilience and Innovation Funding program to provide direct funding to First Nations and local governments in British Columbia. This program enhances capacity to withstand and adapt to natural and climate-driven hazards such as droughts, erosion, storms, floods, landslides, and tsunamis.

Enhancements achieved in Phase I provide a foundation for Phase II and Phase III, which will further develop the British Columbia First Nations Multilateral Emergency Management Agreement. These next phases will continue to advance the goal of recognizing full First Nations jurisdiction over emergency management services in their communities.

Permanent supportive, complex-care homes planned for Kamloops

People living with complex mentalhealth and substance-use challenges in Kamloops will soon have access to robust health and social supports in housing, with 20 new complex-care homes planned for the community.

“This project is part of our work to make communities safer for everyone by delivering real solutions to address the complex challenges people face,” said Ravi Kahlon, Minister of Housing and Municipal Affairs. “By providing a safe place to live with enhanced supports, individuals facing complex challenges can find a pathway to hope and healing.”

Teams of professionals will work with residents to provide the supports needed to maintain stable housing and improve their quality of life.

A non-profit operator will manage the building and provide support services.

Interior Health staff will provide and connect tenants to the health services they need.

The Province, through BC Housing, is proposing to build the 20 complexcare homes on a subdivided portion of a 5.5-hectare (13.5 acres) lot in the Columbia Precinct area of Kamloops. BC Housing will be partnering with a housing provider to operate the site, at 1100 Glenfair Dr., as well as Interior Health, which will provide health services to complex-care clients. The operator, not yet selected, will bring proven experience in providing support for residents and being a point of contact for neighbours. Staff will work with residents and the surrounding community on an ongoing basis to address any concerns.

“People living with substance-use challenges are often experiencing multiple concurrent challenges such as homelessness, health and mentalhealth conditions, which pose significant barriers to accessing the treatment they need,” said Josie Osborne, Minister of Health. “The new Kamloops complex-care housing project will provide comprehensive care and supports for people and will help many community members get the support they need to lead healthier lives.”

Complex-care housing provides voluntary housing and support services

“These new homes will provide muchneeded support for some of our most vulnerable residents, ensuring they have access to the care and stability they need,” said Margot Middleton, deputy mayor of Kamloops. “This project is an important step toward building a healthier, more inclusive community for everyone in Kamloops.”

Before construction can begin on a new three-storey building, one of the nine aging buildings requires demolition. BC Housing is working with its partners to develop individualized relocation plans based on personal housing needs for each of the 21 current tenants to ensure no one is displaced. Moving expenses will be covered by BC Housing.

“With dedicated health and social services in place, we’ve seen and experienced how complex-care housing supports people in communities,” said Susan Brown, president and CEO, Interior Health. “This expansion of purpose-built housing will enable us to meet the diverse needs of some of our most vulnerable community members in Kamloops.”

This site was selected for complexcare housing because of its proximity to health services, transit, shops and other amenities in the area.

First Nations continue to expand development in cleanenergy sector

Twelve First Nations throughout B.C. are receiving provincial funding to support clean-energy projects that will help their members lower energy costs and provide them access to efficient, sustainable sources of energy.

“Investing in community clean energy strengthens our energy independence, reduces reliance on power imports and creates lasting economic opportunities,” said Adrian Dix, Minister of Energy and Climate Solutions. “First Nations are leaders in the clean-energy sector with innovative and diverse projects, and we look forward to continued partnership together as we create a cleaner, greener future for all British Columbians.”

The First Nations Clean Energy Business Fund is providing 12 First Nations approximately $1.49 million in capacity and equity funding to develop clean-energy projects that will help provide energy options that are affordable, reduce emissions, protect the environment and bolster local economies. Projects range from installing 24 residential solar photovoltaic systems on Cayoose Creek homes to developing a comprehensive community energy plan for the Nazko First Nation.

The Yekooche First Nation will explore clean-energy opportunities in its territory, where frequent climaterelated hazards, such as wildfires and severe storms, have started to impact the local electricity supply. The Prov-

ince is providing $50,000 to help the Nation complete a prefeasibility study that will assess the viability of solar and wind power projects. The assessments will bring the Yekooche First Nation closer to having a resilient energy source, while also generating long-term employment opportunities.

“Yekooche First Nation is excited and grateful for this funding to investigate solar and wind power projects,” said Steve Nycholat, director of economic development, Yekooche First Nation.

“It will help us create a more sustainable and greener future for us and our neighbours.”

In addition to supporting the cleanenergy goals of many First Nations communities, the First Nations Clean Energy Business Fund supports projects that align with the Province’s CleanBC plan, including:

- community energy plans and cleanenergy feasibility studies;

- energy efficiency projects such as heat-pump installations and improving insulation in homes; and

- clean-energy generation projects.

2054 Hyundai Kona Electric Ultimate review: Refreshed and Renewed!

The Hyundai Kona has been Canada’s strongest-selling compact crossover since its introduction in 2018. A five door, fuel efficient and tremendous value for money family transport; for 2024 it arrives with a full redesign with more advanced technology. The 2025 version arrives in a single Preferred Trim, with options packages. The Preferred adds a power sunroof, leather -look upholstery, digital key, LED interior lighting and wireless charge. The top line Ultimate version (Electric version as tested) receive a hands-free power liftgate, and all Kona models now have rear air ventilation vents. Also standard is exterior vehicle-to-load (V2L) capability, allowing electric devices to be powered by the vehicle. A sporty N-Lin Kona package is also added to the Ultimate.

The Kona Electric’s electric powertrain carries over from the lastgeneration model. A 150-kW motor and 64.80-kWh & Lithium-Ion battery power the Kona. It still makes 201 hp, with 188 lb-ft foot of torque. It is frontwheel drive (FWD) only, as it is single electric motor equipped. Also carrying over is a larger battery size -increased from 64.0 kWh to 64.8 kWh, and EV range increases from 415 km to 420.

Further good news is that on a Level 2 charger –the charging time to a full battery drops to only three hours, down from six hours and there is now a heated front-mounted charging door

for those freezing Canadian winters. To also cope with sub zero conditions, the battery also gets an improved precharging optimization for pre-conditioning heating and cooling systems.

The 2025 Hyundai Kona Electric model comes in 6 trim levels, with pricing ranges from $46,499 to $52,199. The entry-level, Preferred model starts at $46,499 for the Electric: The price for the mid-range Preferred with Ultimate Package trim is $51,299. The new Preferred with the N Line Ultimate Package is priced at $52,199. This adds 19-inch wheels, N Line styling package, front sport seats, leatherwrapped steering wheel, and sport pedals. Freight and PDI is $1,950 for all models.

The Preferred trim arrives with standard with wireless Apple CarPlay and Android Auto, heated steering wheel and front seating, dual-zone automatic climate control. There is also a heat pump, navigation system, adaptive cruise control with stop-and-go function. Safety includes emergency front braking, blind-spot monitoring, lanekeep assist, automatic high-beam control, and highway driving assist that provides steering assist around bends. The top tier 2025 Hyundai Kona Electric ‘Ultimate’ starts from $51,199 plus $1,925 freight and PDI. This trim adds premium upholstery, wireless device charging, ventilated front seats, 360-degree camera views, power-

adjustable driver’s seat, upgraded stereo, wireless smartphone charger, and head-up display. There is also: a sunroof, digital key access via a paired smartphone or watch. Safety upgrades include Surround-view cameras, camera-based blind-spot monitoring, and remote parking assist is also standard. This system enables owners to move the vehicle into or out of a parking space with the key fob while outside the vehicle.

Also added is an advanced update to the Hyundai Highway Driving Assist 2 system, which enhances the steady hands-on, eyes up ADAS to turn in and leave extra space if a vehicle is detected off to one side when driving. The interior is smart and functional and includes a cool multifunction display that incorporates two 12.3-inch screens, one for infotainment and the other for instrumentation. One good feature is that there are still tactile hard buttons or dials. The front seats are comfortable, and rear-seat legroom is on par for the segment.

Interior storage is excellent with plenty of cubbyholes and compartments plus rear cargo volume increases to 723 L with the rear seats in place and 1,803 L when they are folded, There’s a

dual-height cargo floor, and a detachable load cover with on board storage. A small “frunk” storage compartment under the hood.

On the road, the Kona Electric has wonderful road manners on the highway in city traffic, and urban areas. There is smooth acceleration and 2the Kona is powerful enough for all situations. Drivability and economy has been sacrificed for power, but it is no slouch. The steering is responsive, it corners well, and the ride is smooth and well-composed. This is no dual motor rapid sport CUV although this may change in the future. The key attributes are the comfortable, interior, and smooth-driving everyday livability. The 2025 Hyundai Kona Electric has an NRCan efficiency ratings of 16.3 kWh/100 km city, 20.3 kWh/100 km highway, and 18.1 kWh/100 km combined.

To sum up the 2025 Hyundai Kona remains an extremely attractive electric vehicle for family life and has great versatility. Highly recommended. One my favourite compact SUV’s.

Newcomer Women Gathered to Celebrate International Women’s Day

The Community Connections program at Archway Community Services hosted its 12th annual International Women’s Day celebration at Central Heights Church on March 14, bringing together over 230 women for an evening of inspiration, connection and cultural expression.

As attendees arrived, they were warmly greeted by staff at registration and organized into groups to partake in various activities. Numerous organizations hosted booths and generously provided gifts to the attendees.

Attendees had the opportunity to create their own bookmarks with positive messages and colourful stickers in one area. In another area, mason jars were filled with Epsom salt mixed with essential oils and pleasant-smelling potpourri to create take home bath jars. Various participating organizations handed out snacks, information on resources and giveaways such as reusable bags, keychains. At one table attendees were even surprised with stuffed animals. After each booth was visited, attendees made their way downstairs to the Central Heights’ Women’s Resource Centre to enjoy dinner before heading into the auditorium for the performances and speeches.

Attendees enjoyed soft piano music performed by Yuliia Maiko as they walked into the auditorium. The event was emceed by Archway’s Amy Van Bergen and featured performances, speeches, and cultural showcases, providing a welcoming space for women to share their journeys to Canada and celebrate the resilience needed to face the difficulties of being newcomers.

“Our theme this year is “Give and Grow” which recognizes that, as women, we all have the opportunity to contribute to our relationships and our communities in whichever ways we are able to,” said Archway Community Connections supervisor Elise Marier.

Lenore Baker, daughter to the Sḵwx wú7mesh and Skwa peoples and Dawn Blacklock who immigrated to Canada more than 20 years ago and married into the Matsqui First Nation, opened the celebration with a blessing song, "Tem Tem" which translates into "Snowbird Song," a song gifted by Sisulia-t (late Emma Douglas, Lil’wat), who was the wife of late Chief Billy, in the upper Sḵwxwú7mesh village. Later in the evening they returned to sing the “Women’s Warrior Song,” an honour song, gifted by Elder Martina Pierre,

Lil’wat First Nation. It is a song that brings strength to those fighting for justice and for Murdered, Missing, Indigenous Women and Girls (MMIWG). Performers from diverse backgrounds showcased music, dance and traditional attire, reflecting the rich cultural heritage of the women in attendance.

The Ukraïna Dance Group performed several dances including one to “Divochyi Kozachok”, a Ukrainian Folk Song. “Since many girls from our ensemble came to Canada after the war in Ukraine began, dancing has helped us adapt to a new country, stay together in a Ukrainian community, and support one another. Now, dance is a powerful source of our feminine strength and energy,” said Yuliia Rychkova on behalf of the group. Myroslava Nyshchota sang a Ukranian folk song “Cheremshyna Platon Maiboroda” while playing the piano. Nyshchota finds peace through music and shares the sense of solace by teaching others to play piano. Attendees also heard from an inspiring speaker, Mayra Barcenas Ceron, who shared her personal stories of overcoming challenges and finding empowerment through community support.

“Friends make the difference and by joining together we can better serve or help each other,” said Ceron in her speech. “Let’s continue encouraging more women to make them believe in themselves, because I think that all the women can make their dreams possible!” A group of eight women performed a Giddha dance, a popular folk dance from the Punjab region of India. The evening concluded with attendees participating in a dance party, coming together in a joyful celebration of unity and empowerment.

Extended closures resume as work advances on Canal Road

Travellers are advised that extended closures are planned on a section of Canal Road on South Pender Island to advance repair work on the road.

Road closures will be in effect daily starting on Monday, March 24, 2025, through to the end of May 2025, with closures lasting as long as four hours between 10 a.m. and 2 p.m. The extended closure window keeps drivers safe and allows the contractor to complete repairs.

Work will be ongoing seven days a week between 7 a.m. and 7 p.m., and all efforts will be made to minimize traffic disruptions. Passage for emergency services and other important de-

liveries will be accommodated through the closure as required.

The road is currently operating under single-lane-alternating traffic configuration, with timed signals at each end of the site, outside of the road closures. Load restrictions may be in place depending on rainfall.

Travellers should plan for delays and travel outside the extended closure windows when possible. Drivers are reminded to drive for the conditions, observe construction zone speed limits, and follow the direction of trafficcontrol signs and personnel.

People invited to learn about new roundabout coming to Port Alberni

Residents of Port Alberni and surrounding areas are invited to review online materials showcasing the new roundabout to be constructed at the Highway 4 and Beaver Creek Road intersection.

The materials will provide information about the benefits of the new roundabout, which include improved traffic flow, reduced congestion, and enhanced safety for drivers, cyclists and pedestrians.

Highway 4 is a critical route connecting Port Alberni to Highway 19 and popular Vancouver Island destinations, such as Tofino and Ucluelet. The proposed roundabout will create a safer,

more accessible intersection, eliminate left turns to improve sightlines and enhance access to Clutesi Haven Marina, the only public boat ramp in Port Alberni.

The project is expected to be tendered in late summer 2025. Once work gets underway, construction is expected to take a year.

Community Members Invited to Finalize the Abbotsford Food Charter

The Food Justice program of Archway Community Services is inviting community members to participate in the finalization of the Abbotsford Food Charter. The community has until April 11th to engage and have their voices heard in the charter.

Last year, Archway Food Justice’s Valley Food Connection program in partnership with Abbotsford ACCESS, hosted three community engagement sessions to gain a better understanding of the local food system. These sessions included informative discussions on food and culture, education, social equity, economic development, agriculture/sustainability, and health/ wellbeing.

Through these discussions, key values and priorities related to food have been identified, reflecting the opinions and perspectives of Abbotsford residents. To develop a food charter that truly

represents the community's vision and priorities, a survey has been developed to gather community input.

“We’re looking to build a sustainable, connected, and equitable local food system – one where everyone has access to nutritious, affordable, and culturally preferable food,” said Vicki Lin, Archway’s Food Justice program supervisor.

A food charter is a community-developed statement that establishes a shared vision for a sustainable and food secure community. Food charters help advocate for nutritious, affordable, accessible, and culturally relevant food for all community members.

In Loving Memory of Kuldip Kaur Dhaliwal

Kuldip Kaur Dhaliwal (Jal Kaur) was born January 3, 1927 in the village of Saraba, Ludhiana Punjab to Punjab Kaur and Khem Singh (Tota Singh) Grewal. Jal Kaur was the youngest of her siblings, her brothers Mewa Singh, Mota Singh and Maggar Singh and sisters Sujan Kaur Hari, Ranjit Kaur Gill, and Tej Kaur Bath all predeceased her. She came to Canada in November 1967 with her husband the late Sardar Kartar Singh Dhaliwal and settled in Abbotsford, British Columbia. Jal Kaur is survived by her children Brijpaul (Gurdish), Harinder (Manjit) and Harmandir Kaur Sidhu (Satpal), grandchildren Uphar (Rob), Anchal (Kulvir), Isher (Harpreet), Mandev (Jasmine), Tanvir (Gurpreet), Aman (Mary), Arma (Arsh), Aron, and great grandchildren, Sohan, Keerat, Nidhan, Sahil, Dhaya, Jodh, Janam, Sewa, and Amina. She had a love for her family, sweets, dancing, and misbehaving. She was the last of her generation, her passing concludes an era for our family.
