3 tips to keep your finances on track with a chronic illness
(NC) Financial security is important for everyone, but for those living with a chronic illness it can look a little different.
This can be due to challenges with staying in or entering the workforce. For instance, even though many people living with arthritis manage well at work with no additional support, many others must stop working or cannot start working due to their arthritis symptoms.
“People might be surprised to learn working-aged Canadians with arthritis are twice as likely to not be working compared to their peers without ar thritis,” says Trish Barbato, Arthritis Society Canada’s president and CEO.
“For many people with arthritis, the impact can be severe, affecting their ability to perform daily activities others take for granted.”
Having a chronic illness can also come with increased expenses such as assis tive devices and medications. Here are some options that could help if your chronic condition is impacting you financially.
1. Funding and benefits for persons with disabilities
While the legal definition of dis ability can differ between provinces/ territories, there are several federal benefits including the Canada Disabil ity Savings Grants and Bonds; Child Disability Benefit; Canadians Pension Plan Disability Benefit; and benefits specifically for those under 25.
2. Tax credits
The federal government provides tax relief through the Disability Tax Credit, Medical Expense Tax Credit, and GST/ HST exemption on medical devices and supplies. For those with a perma nent mobility impairment who cannot safely use public transit, there’s the option to ask for a refund of part of the federal excise tax you pay on gasoline.

New rules increase safety for young workers
Changes to employment standards will better protect young people by outlining the types of work that are suitable for those aged 16 to 18.
“For a young person, working can be a reward ing and valuable experience, im portant for per sonal growth and setting them on a path to their own success,” said Harry Bains, Minister of Labour. “But it must be work that is both physically and mentally appropriate for their age, with the necessary train ing and supervision.”
To develop the new rules, ministry staff examined WorkSafeBC injury data and other jurisdictions’ labour laws relating to hazardous employ ment. Based on that information, a number of jobs within several industries were identified as hazard ous for young workers, including areas within construction, forestry, food processing, oil/gas and power, asbestos removal and others. Consultations on the draft rules were held with industry, labour, safety and skills training groups, and an online survey was available to the public. Overall, survey respondents agreed that 18 years old was an appropriate minimum age requirement for most types of hazardous work, with some exceptions. For construction work, and fish and some animal process ing work, a minimum age of 16 was deemed appropriate.
There was also agreement that work place safety and training must be prioritized at any worksite, and there needs to be rigorous enforcement of existing safety standards.
Jessica Kruger, owner of Vancouver’s The Stubborn Baker, understands the importance of protecting youth at
work. At 15, she was beginning her second week as a house painter when
she fainted and fell two storeys off a ladder, suffering life-altering injuries.
“Being so young, I felt like I had a lot to prove and never questioned the safety of any of the jobs I was required to do - there were no restric tions in place demanding I wear a harness and I didn’t know any better,” Kruger said. “If these regulations had been in place in 2008, I probably wouldn’t require a wheelchair today, so I applaud the B.C. government for working to protect young people now and moving forward.”
To ensure youth can still access im portant apprenticeship and training opportunities, the age restrictions will not apply to industry training pro grams overseen by SkilledTradesBC. The regulations come into effect on Jan. 1, 2023, so that employers have time to adjust the work performed by existing young employees. As well, current employees who are within six months of reaching the prescribed age will be excluded from the age requirements.
“Through stakeholder meetings and the online survey, we received thoughtful and practical feedback on what age restrictions should be in place,” Bains said. “We have listened to all those perspectives, and developed balanced, reasonable requirements that provide valuable employment opportunities to youth without compromising their safety.”

New health workforce strategy improves access to health care, puts people first
Improving care for people in British Columbia is central to investments in workers as the Province launches a health human resources strategy to optimize the health system, expand training and further improve recruit ment and retention.

“We are taking the next step in in creasing access to public health care for people in B.C.,” said Adrian Dix, Minister of Health. “Since 2017, we’ve taken significant actions to improve and increase access to health services. From performing a record number of surgeries, to increasing our workforce by over 20% and adding more health-related education seats to post-secondary institutions, we have made important progress. But we know that people are facing real chal lenges right now and there is much more work to do, and this strategy will guide our next steps in building a strong, resilient public healthcare system now and in the future.”
The strategy will support patients who rely on the public health-care system by adding more doctors, nurses and health sciences profes sionals, adding new education and training seats, taking actions to im prove retention and to optimize the system to help with workload. The strategy will focus on four key areas:

Redesign: Balance workloads and staffing levels to optimize quality of care by optimizing scope of practice, expanding and enhancing team-based care, redesigning workflows and adopting enabling technologies.
Recruit: Attract and onboard workers by reducing barriers for international health-care professionals, supporting comprehensive onboarding and pro moting health-care careers to young people.
Train: Strengthening employer sup ported training models; enhancing earn and learn programs to support staff to advance the skills and quali fications; expanding the use of bur saries, expanding education seats for new and existing employees.

of medicine, which will be phased in throughout the province beginning in 2023. The expansion will create more op portunities for students and resident doctors to learn, train and stay on to practise in communities around B.C.
Beginning Oct. 14, phar macists will adapt and renew prescriptions for a wider range of drugs and conditions, and they will be able to administer, further to a prescription, a wider range of drugs by injection or intrana sally. The Province is also working toward ex tending the valid period of prescriptions to two years, which is anticipated to be in effect on the same date. These changes will, for example, help patients dealing with mental-health and substance-use dis orders, and for those without a regular primary care prescriber to access the medications they need.
The Ministry of Health is working with the College of Pharmacists of BC on regulations that will enable pharmacists to prescribe for minor ailments and contraception by spring 2023.
New regulations to enable paramed ics and first responders provide a broader range of services to better care for their patients during emer gencies.
More actions will be announced in the coming weeks and months, with ad ditional steps in the following years. Health human resources has been a key priority for this government. This strategy, and the actions set out within it, will build on this foundation.
Since 2017, B.C. has committed more than $1 billion to support health-care workers and increase access to health services for people. The Province has added 602 new nursing seats and 322 additional allied health-related seats to public post-secondary institution,
is providing bursaries for existing health-care workers and those from outside the province, streamlining the process for internationally educated nurses to enter B.C.’s health system, and has welcomed more than 38,000 new workers to the provincial health system during the past five years
In addition, BC Emergency Health Services has recently added more than 250 net new paramedic positions throughout B.C., many located in rural, remote and First Nations com munities and are transitioning from a casual workforce to more permanent positions.
The Province is investing $118 mil lion in stabilization funding for fam ily doctors together with Doctors of BC. The Ministry of Health is also working with Doctors of BC on a new physician master agreement and a new compensation model for family practice physicians.
Expanding the number of people who will be entering and graduating from UBC’s school of medicine is in addition to work underway with Simon Fraser University to open the second medical school in Surrey. The Province has provided $1.5 million to Simon Fraser University to support planning and development of the business case, and a project board has been established.

Rapid increase in deaths among people experiencing homelessness in B.C. in 2021
Preliminary reporting from the BC Coroners Service shows 247 deaths of individuals experiencing homelessness were reported to the agency in 2021, which is a 75% increase over the num ber of lives lost in 2020.
“This report reflects the risks and realities that people experiencing homelessness face every day,” said Lisa Lapointe, chief coroner, BC Coroners Service. “We know that many are facing significant health concerns, including physical disabilities, mentalhealth challenges and substance-use issues. Additionally, as is also evident in the province’s housed population, the report details the significant risks associated with toxic drugs for those who are unhoused. My hope is that this information will help support positive action, both during Homelessness Ac tion Week and beyond.”
During the 10-year period studied (2012-21), approximately 120 deaths of people experiencing homelessness were investigated by the BC Coroners
Service annually. However, following a significant increase in the number of lives lost between 2015 (73) and 2016 (181), an average of about 153 deaths per year were reported between 2016 and 2020.
Individuals between 30 and 59 years accounted for 72% of reported deaths, and 83% of decedents were male. More than half of the investigated deaths occurred in either the Fraser (32%) or Vancouver Coastal (25%) health authorities.
Nearly three-quarters (74%) of the investigated deaths were classified as accidental, and 87% of those accidental deaths were determined to have been caused by illicit drug toxicity. In 2021, 93% of all accidental deaths among people experiencing homelessness were identified as being caused by the illicit drug supply.
“The BC Coroners Service’s death review panel report into illicit drug toxicity deaths found a high cor relation between deaths due to drug
toxicity and persons living in poverty or experiencing housing instability,” Lapointe said. “Almost one-third of the 2,117 decedents in the panel’s protocol cohort were either living outdoors or in temporary shelters. This data in this release reinforces the panel’s recom mendations: the urgent creation of a provincewide framework for distribu tion of safer supply; the establishment of clear goals, targets and deliverable timeframes to reduce the number of illicit drug toxicity events and deaths; and the establishment of an evidencebased continuum of care.”
For the purposes of the reporting, an individual experiencing homelessness was defined as “a person living out doors, in a makeshift shelter, a parked vehicle, or any other structure not in tended for habitation; or a person stay ing at an emergency shelter (overnight) or temporarily sheltered (suspected to be for less than 30 days) by friends or family, in a short-term shelter, tempo rary modular housing, safe house for youth, or transition house for women
and children fleeing violence.” People residing in short-term shelters, safe houses or transition houses for an un known length of time were included. Additional key preliminary findings are below. Data is subject to change as open investigations are received:
50% of individuals met the criteria for street homelessness and 33% for shel tered homelessness. Males were more likely than females to meet criteria for street homelessness (51% versus 44%).
Deaths occurred more often in the later months of the year. November (11%) had the highest proportion of deaths, followed by August (10%) and De cember (10%).
By classification, from 2012-21, 74% of deaths were considered accidental, followed by 13% classified as natural and 7% as suicides.
The townships with the highest number of deaths were Vancouver (248), Surrey (127) and Victoria (99).

Incentives bringing physicians to family practices
People in B.C. will benefit from better access to care with 54 new doctors having signed contracts as of Oct. 1, 2022, to provide full-service primary care in communities throughout the province.
In June 2022, the Ministry of Health offered new incentives to recent family medicine grad uates through a new-to-practice family physician contract pro gram. New family physicians who sign the contract will earn $295,457 for the first year, plus a $25,000 signing bonus, medical training debt forgiveness of up to $50,000 for the first year and up to $20,000 for years two to five. In addition, the doctor will receive a $75,000 payment that will be used as a contribution toward overhead costs for their host clinic.
Along with the 54 contracts signed, more than 60 family physicians are in discussions about suitable clinic
placements and the terms of the contract. Since June 2022, 140 new family physicians have expressed interest in the incentives.
The incentives are part of B.C.’s Health Human Resources Strategy to improve and increase access to health care for people. Other actions to help patients get continued ac cess to primary care services include $118 million in stabilization fund ing to support family doctors in the province.

New research shows that older adults may be better supported as they age when their personalities are consid ered—for example, are they more like orchids or dandelions?
Researchers from Simon Fraser Uni versity’s Circle Innovation examined the potential effects of lifestyle activi ties on the cognitive health of more than 3,500 adults aged 60+, and found that personality–using psychology’s
circumstances, since they are more sensitive and biologically reactive, while ‘dandelion adults’ are thought to be resilient and can easily adapt to any environment.
That means orchid individuals could require more nurturing solutions, re searchers say. “These older adults are more fragile, like the delicate flower they represent, and hence prone to overreact to ongoing health and hous
orchid-dandelion metaphor—can be a factor in how well supportive pro grams work.
Their results, published this month in the journal Frontiers in Aging Neuro science, make a case for policy-mak ers to consider designing programs tailored to personality types rather than a one-size-fits-all approach.

Family reunification plays a signifi cant role in attracting, retaining and integrating immigrants who con tribute to our success as a country. Canada has an extremely generous family sponsorship program, which allows Canadian citizens and perma nent residents the option to bring their parents and grandparents to Canada as permanent residents.

This week, IRCC will begin sending invitations to apply to 23,100 interested potential sponsors—enough to make sure we receive our goal of 15,000 applica tions. Invitations will be sent over the course of 2 weeks.
Due to the number of interest to spon sor forms remaining in the pool of submissions from 2020, IRCC will send invitations to apply to randomly selected potential sponsors from that pool instead of opening a new inter est to sponsor form. This is the same approach taken for the 2021 intake. minimum necessary income, instead of the minimum necessary income plus 30%, and regular Employment Insurance benefits and temporary COVID-19 benefits (such as the Canada Emergency Response Ben efit) will be allowed to be included toward the sponsor’s income. These measures will ensure that sponsors and applicants are not unfairly penal ized for a temporary loss of a spon sor’s income during the pandemic.
Those who wish to reunite with their parents and grandparents in Canada, but who are not invited this year, may consider having their parents or grandparents apply for a super visa, a multiple-entry visa that is valid for 10 years. Enhancements to the super visa, implemented in the summer of 2022, allow super visa holders to stay in Canada for up to 5 years at a time, with the option to extend their visit by up to 2 years at a time without leaving the country. These changes make it easier for Canadian citizens and permanent residents to reunite with their parents and grandparents in Canada for longer periods of time.

How communities can come together
(NC) In communities across Canada, people and organizations are raising awareness of the contributions of those who’ve served in Canada’s armed forces.
These are acts like delivering human itarian aid after Haiti’s devastating earthquake; serving in Panjway, Af ghanistan; rescuing people stranded by floods or ice storms; or stepping in at long-term care homes during COVID-19.
Often, communities raise awareness by creating memorials and monu ments and holding commemorative events. These activities honour the accomplishments and sacrifice of local people who have served the country in uniform. Commemorative activities also help bring communi ties together by uniting neighbours. These types of projects even could qualify for financial support from a federal funding program designed to help communities commemorate
members and veterans of the Cana dian Armed Forces.
Veterans Affairs Canada’s Com memorative Partnership Program supports organizations undertaking remembrance activities. These can include the construction, restora tion or expansion of a community war memorial, an exhibit, learning materials or commemorative events. Past projects that have qualified in clude a series of concerts to honour those who served in the Korean War, as well as exhibits showcasing the service of Indigenous veterans and the contributions of veterans during times of conflict.

Jas hopes to use in global exposure and multi-facetted experience to bring the community of Abbotsford together. First and foremost, Jas believes that community engage ment needs to be increase, most directly through voter turnout, and more organically through facilitating communication channels. Jas is of the opinion that increasing engage ment will have a direct impact on the betterment of Abbotsford. It is a privilege and an honour to call a place like Abbotsford home because of its strong and capable multi-cultural population and endless beauty.
If elected, Jas wants to tackle issues such as the homelessness problem, job security, citizen safety, acces sibility (especially for seniors and disabled people), and children safety and resources (like sports and cocurricular). Jas believes that a multidimensional approach is required to tackle any or all of these issues which is only possible through collaboration and communication. For example, Jas argues that the homelessness problem should not be viewed as one problem but as a combination of several issues such as addiction, lack of mental health awareness, lack of job security, rising housing prices, among others.
Jas Anand wants to change the world and he believes that Abbotsford is the community where he can achieve this, with the help of all of you. Jas wants to “shock the system” and “change the world,” one voter at a time. Jas might be a dreamer, but he hopes he’s not the only one.

Foundation (ACF) is pleased to publish its 2022 Vital Signs report, examining issues that affect our community quality of life, including community belonging, health and wellness, housing, safety, and work, income, and economy.
Vital Signs is a national program led by community foundations and coordinated by Community Foundations of Canada that aims to inspire civic engagement and provide focus for public debate in our communities and around the world. Vital Signs reports are used by residents, businesses, community organizations, post-secondary institutions, and government leaders to take action and direct resources where they will have the greatest impact.
“The purpose of Vital Signs is to examine and raise awareness of the strengths
and challenges facing Abbotsford,” says Wendy Neufeld, Executive Director of the Abbotsford Community Foundation. “Reading through the report, some of our challenges are obvious: housing continues to get more expensive, with 1 in 5 homeowners and 1 in 3 renters spending more than 30% of their income on housing. Another concern is mental health, with nearly 40% of our survey respondents reporting a decrease in mental wellness over the last two years. However, our strengths are equally clear: Abbotsford remains one of the most generous communities in Canada, when measured by charitable donations given, and it has a thriving not-for-profit sector. Vital Signs also reports that poverty rates in Abbotsford are lower than our provincial and national counterparts,
and local median incomes are on par with provincial median incomes. While there is work to be done to make Abbotsford an even better place to live, we have the tools to do so.”
In March of this year, the ACF surveyed residents about their perception of the issues included in the report. Survey results are included in the report under the heading “Your Voice.” This information complements the data from sources like Statistics Canada and illuminates the experiences and opinions of Abbotsford locals.

TogetherBC annual report highlights actions to reduce poverty
The 2021 Annual Report on Togeth erBC: B.C.’s Poverty Reduction Strat egy shows poverty rates continued to decline as people benefited from CO VID-19 relief and cross-government actions.
Tabled in the legislature on Oct. 5, 2022, the annual report details govern ment actions that have contributed to the decline in the number of people living in poverty.
“I am pleased that the actions of our government in 2021, and the actions we continue to take, are lifting people out of poverty,” said Nicholas Simons, Minister of Social Development and Poverty Reduction. “Efforts across government have helped British Co lumbians, and this work will continue as we build a more equitable B.C.”
TogetherBC is the Province’s first poverty-reduction strategy. By law, government needs to produce an an nual progress report. Key actions to help reduce poverty in 2021 included: making the largest permanent increase to income and disability assistance rates;
doubling the seniors’ supplement and ex panding its eligibility to reach 20,000 more seniors;
making public transit free for children 12 and younger;
increasing the minimum wage to $15.65 an hour;
introducing five days of paid sick leave for workers; and
providing new protections to prevent illegal renovictions (evictions to com plete renovations to a property).
According to the most-recent Statistics Canada data from 2020, B.C. has again exceeded its initial targets to reduce poverty. In 2020, there were 378,000 fewer people living in poverty than there were in 2016.
The Poverty Reduction Strategy Act requires the strategy to be renewed every five years. The first strategy was released in March 2019, and the minis try will begin to engage on a refreshed strategy this fall.

B.C. serving up permanent delivery fee cap to support restaurants
Restaurant and bar owners facing ongoing challenges from the pan demic and global inflation can look forward to permanent support for the cap on fees charged by food-delivery companies.
“As the costs of food and labour rise worldwide, B.C. restaurants need to be supported to ensure prices are af fordable and that delivery companies aren’t charging unfair fees,” said Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation. “By in troducing legislation allowing us to convert the delivery fee cap from temporary to permanent, we are able to provide more certainty to the sector and to delivery drivers.”
In December 2020, the Province in troduced a tempo rary cap on fees charged to res taurants by fooddelivery compa nies un
der the Emergency Program Act and transitioned to the COVID-19 Relat ed Measures Act when the provincial state of emergency was lifted in June 2021. The measure also prohibits delivery companies from reducing driver compensation, making sure employees and contractors continue to be paid their wages and gratuities.
Adam Walker, Parliamentary Secre tary for the New Economy, is leading the development of a strategy to ad dress the challenges facing gig work ers in B.C., including food-delivery drivers.
As many restaurants and bars needed to increase their reliance on fooddelivery companies to serve their customers early in the pandemic, the temporary 15% cap on food and 5% cap on additional fees were intro duced in response to fees as high as 30% being charged to restaurants.
The cap, which was extended in Sep tember and December 2021, is set to expire Dec. 31, 2022.
Government has introduced legisla tion allowing a permanent fee cap, which would limit the fees that coreservices delivery companies can charge restaurants to no more than 20% of the dollar value of an order.
“Transforming the temporary deliv ery fee cap into a permanent model is a game changer for the recovery of our industry and setting restaurants up to be able to thrive in the future,” said Ian Tostenson, president and CEO, BC Restaurant and Foodser vices Association. “We want to thank government for listening to our con cerns over these fees and continuing
to take action to support our industry through these challenging times.”
If passed, this legislation will be an addition to government’s ongo ing supports for the industry. This includes the ability of bars and tour ism operators with liquor licences to purchase beer, wine and spirits at wholesale prices permanently and the authorization of thousands of Tempo rary Expanded Service Areas, helping businesses weather the pandemic and serve more patrons while complying with health orders.
“We do a lot of business through the delivery apps, so bringing in a permanent fee cap gives me a huge sense of relief,” said Kelsey McInnes, general manager, Virtuous Pie in Vic toria. “Knowing that our delivery fees will remain constant going forward will help us keep costs down for our customers.”

If you own a business in Abbotsford, you’re probably having a tough time right now.
Inflation is lightening people’s wallets, and operating costs are surging. You’re likely facing challenges finding people to work for you in a tight labour market..
Canada’s economy is threatened by major shifts from rising interest rates, digital disruption, the race for talent, and widening inequality across the country. All of these trends manifest in higher costs for food, gas and other expenses, and affect our competitiveness.
How do we ensure Abbotsford maintains a strong economy with so many forces working against us? How do we keep business from passing us by, and keep jobs and investment in our city?
Simple: like in a video game, we unlock achievement. Here’s how we do that.
The History
Seven years ago, Abbotsford council decided to do economic development in-house instead of establishing a stand alone agency for the purpose. I served as the city’s economic development officer
as part of these in-house efforts, starting in 2015.
The job was rewarding - I was charged with growing and retaining our existing business, which are the primary drivers of local job growth.
After leaving that job, I’ve watched ef forts to grow the economy become just another bureaucratic task at city hall, with little connection to the private sec tor. As a result, business has slowed to a crawl in our community.
It used to take only seven weeks to ap prove a permit on a multi-family housing project; now it takes around 20 weeks. Even if you want to build a single-family home, the wait for a permit has nearly tripled, going from about six weeks to 16 weeks.
The City of Abbotsford is speeding up this process by slowly moving from a paper-based application system to an electronic one. This is good - but just like humans didn’t stop developing at the invention of fire, Abbotsford can’t stop moving at the discovery of the internet.
I’ve talked to small business owners who have told me about the advantages of a standalone economic agency in
communities like Chilliwack, where the Chilliwack Economic
Partners Corporation (CEPCO) not only seeks out investment, but welcomes with open arms the entrepreneurs who want to set down roots there CEPCO has played a key role in realizing District 1881, a development by Abbotsford’s Algra Bros. The district has seen new homes, restaurants and breweries rise in a beautiful brown-brick community that has brought new life to Chilliwack’s downtown.

Dave Algra of Algra Bros. credited CEPCO with attracting and supporting business, “and I would expect a similar model in Abbotsford could produce simi lar results for businesses in Abbotsford.”
Contrast that with what Lily Ellis, a former Abbotsford Downtown Business Association executive has to say about her own city: “After many years of doing business in Abbotsford, we were blown away by the ease of permitting and the eagerness of the City of Chilliwack to work with our business and the entire District 1881 development. This has not
been our experience or the experience of many of our small business friends and neighbours here in Abbotsford.”
Let’s look to the future
To put it bluntly, we are seeing major investments bypass Abbotsford in favour of neighbouring communities that are rolling out the red carpet for economic development.
To stop this, we can build an outside agency that doesn’t compete with the private sector, but serves as a pipeline between the parties that drive economic growth in our community.
An agency that speaks the language of business, that starts with “yes, how can we help?” instead of “no, that’s not how we do things here.”
I’ve lived in Abbotsford all my life. We are a community of farmers, of builders and of doers.
We have the talent we need to succeed, but we still haven’t opened the door wide enough to meet our potential.
Let’s show the world that Abbotsford means business.
