The Province announced $4.8 million for the Tourism Events Program in April this year, marking the return of TEP after a two-year absence due to the global pandemic. TEP fund
ing supports a wide range of tourism ex periences, in cluding arts, cultural, or international ly recognized sporting com petitions, bol stering aware ness of the event, attract ing additional overnight visi tors and in creasing tour ism benefits to communities.
The Province has provided over $18 million in TEP funding since 2016, supporting 317 events.

People in Abbotsford will be better protected from flooding with more recovery work underway, including permanent Sumas Dike repairs and sediment removal for sites in the Fraser Valley.
Emergency Management BC is pro viding more than $1.6 million for re pairs to the dike through the Disaster Financial Assistance program. The repairs are expected to be complete by the end of November 2022.
“We’re very pleased that the City of Abbotsford, with the support of the Semá:th First Nation, is moving forward with permanent repairs to the Sumas Dike,” said Mike Farnworth, Minister of Public Safety and Solici tor General. “We are encouraged by this collaborative work on solutions for flood mitigation in the Sumas Prairie, and we will continue to sup port this work as we move forward.”
Extreme flooding from November 2021 caused substantial sediment movement and changes to B.C.’s river systems. The Province has re sponded with an extensive program
to remove debris and address these changes.
To address the effects of the atmo spheric river, more than $41 million has been approved to repair and restore sites on the Sumas River, Clayburn Creek, Kilgard Creek and Vedder Canal. The funding supports work to remove sediment, address erosion and help restore river chan nels.
Disaster Financial Assistance (DFA)
Through the DFA program, the Prov ince has dispersed more than $24 mil lion to help people repair and rebuild their homes and businesses after the 2021 flooding.
As of Nov. 10, 2022, 84% of DFA applications for the private sector (individuals, small businesses, farms and charitable organizations) have been processed.

We also know that for too long, substance use was treated as a criminal justice issue instead of a public health matter, making this crisis even more destructive.
This fall, the all-party Select Standing Committee on Health released our re port on the drug toxicity and overdose crisis with 37 recommendations aimed at saving lives and moving British Co lumbia out of the current public health emergency.
Putting aside political differences, members of all elected parties in B.C. agreed on recommendations to ex pand access to a safer supply, imple ment decriminalization, and increase enforcement of organized crime that preys upon vulnerable people with an increasingly toxic supply.
It is our belief that moving out of this public health emergency will require not just policy-makers and key invest ments but all British Columbians to put aside any preconceived notions about this crisis and, fundamentally, to ad dress our society’s deeply held stigma towards people who use drugs.
It is important to understand who is most often impacted by toxic drugs. We heard that the populations that are most affected include men aged 19-39 (77% of deaths), and people working in trades, transportation, or as equip ment operators. Most deaths are also occurring when people are alone and in private residences. While the drug toxicity crisis can affect anyone, un derstanding these factors helps us to target solutions.
It was clear to all members that the toxic drug crisis is not – and should not – be a partisan issue and we need to work collectively to find and focus on solutions that will save lives and help people achieve wellness.
Over the course of its work, the com mittee received briefings from federal and provincial government ministries and agencies, health authorities and other experts. The committee also held public hearings and invited written input to ensure all British Columbians had the opportunity to participate. The committee heard from 118 presenters and received 881 written submissions.
It was a big step forward to see allparty support for 37 recommendations to fight the overdose crisis, including evidence-based policies like safer sup ply and decriminalization. Each com mittee member comes from different parts of B.C., has different political affiliations and lived experience. Yet we all came together to build consensus and meet at our places of agreement. Ultimately, the work of this committee was an act of solidarity with all British Columbians impacted by this crisis.
B.C. is taking a comprehensive ap proach to addressing the ongoing public health emergency, including acting on decriminalization, adding new treatment and recovery services, and investing in new harm reduction supports, like prescribed safe supply. After decades of neglect, we are build ing up treatment and recovery services in B.C. to make sure help is available when someone is ready to take that step toward wellness.
We know there is more to do, and we won’t stop working until we turn the tide on this crisis. It’s our hope to build upon the work the province has done already and fill the remaining gaps.

The 2022 all-new Land Rover Defend er is now available in both a short and long wheelbase model with retro styl ing cues and with legendary extreme off-road capability. The design still showcases that classic Defender trope; the upright, squared-off boxy shape, and contrasting roof colour. The University of the Fraser Valley welcomed community supporters to its Abbotsford campus on November 10 for the sixth annual Town & Gown, a celebration demonstrating the trans formational power of a UFV education.
The event was the first in-person Town & Gown since 2019 and raised $210,690 in support of students. This more than doubled the event goal of raising $100,000 to fund one hundred new scholarships.
UFV President Joanne MacLean wel comed guests and thanked them for
honoured for supporting UFV for 15 or more years, with tribute paid to Dr. Malwinder S. Dhami and family, Paul and Jackie Hogan, Dr. Sylvie Murray, Stacey Irwin, and RBC (represented by Nicky Kang). The Lifetime paddle, bestowed to donors contributing $100,000 or more, was presented to Dr. Malwinder S. Dhami and Jason Dhami, who received a standing ovation for their family’s longstanding support totalling $228,000.
Several new donations were announced during the evening.
Dr. James Chamberlain, who re ceived an honorary degree from UFV in 2021, established with husband Jean-Marie Russell the 2SLGBTQ+ Pride Endowment Leadership Award. This $25,000 endowment will provide a $1,000 scholarship each year to student leaders engaged in queer activism in the Fraser Valley.

Douma is a registered nurse and a health care educator who served on the frontlines of the COVID pandemic and is also building a career as a re searcher and academic in the health sciences field. Once he completes his PhD, he hopes to teach full time at the university level at the University of Alberta.

Matt Douma, who earned a Bachelor of Science in Nursing in 2006, was named Distinguished Alumni for his leadership in nursing education and health research.
Susan Mide Kiss, who re cently joined UFV as VicePresident, Community Engagement, presented the Betty Urquhart Commu nity Service award. Betty’s son Andrew attended the event and helped celebrate the award recipients.
Every year, UFV honours a community member or group who makes a differ ence through volunteer work within an organization or on a specific commu nity project. The Betty Urquhart Award reflects its namesake’s commitment to helping others and aligns with UFV’s commitment to building communities.

(NC) Driving in the winter comes with an increase in road hazards and poor driving conditions. While many of us know what to expect for the winter season ahead, there are many driving tips that could help you safely navigate the road and feel better behind the wheel in the face of such risks.
The dreaded ice and snow
Move with ease in snowy or icy weather. Do not accelerate or brake too quickly. This can cause your vehicle to lose traction with the road and create skidding, which can be extremely difficult to control. It is best to navigate the road slowly and use more time to get to your destination.
Winter can bring a number of sce narios that decrease your visibility on the road. There is the potential for heavy snowfall; the glare from the sun reflecting off the snow; or slush spraying from other vehicles onto your windshield. Before you
start your next trip, ensure you have a pair of sunglasses, your wind shield washer fluid is filled, your headlights are working, and your windshield wipers aren’t damaged from freezing.
Although fun to play in, large snowbanks can create a major hazard while driving in the winter. They can result in blind spots and reduced visibility at intersections, which can put drivers at risk. After you come to a complete stop, it’s important to slowly approach the corner until your view of oncoming traffic is no longer blocked.
Colder temperatures in the winter typically result in a decrease in your tire pressure. Low tire pressure can result in damage to your tire and make your vehicle more difficult to control. Be sure to check your tire pressure frequently. Additionally, low temperatures can also make the rub

There’s nothing worse than clearing the snow and ice off your vehicle in -15-degree Celsius weather. How

Keep an eye out for snowcovered vehicles on the roadways and avoid them when possible.

Matt Douma is a shining example of an outstanding University of the Fra ser Valley alumnus now, but back in the mid-2000s he wasn’t your typical nursing student.
Douma, who earned a Bachelor of Sci ence in Nursing in 2006, is this year’s recipient of the UFV Distinguished Alumni award. He received the award at UFV’s recent Town and Gown cel ebration event.
During his student days he chafed against convention and questioned the rules. He had passions outside of the nursing degree program, including rowing, research, and volunteer work.
He was at risk of dropping out, was living in his car, and almost gave up on his dream of becoming a nurse. It was the support of his UFV rowing coach, Liz Chisholm, and of his research mentor, Dr. Adrienne Chan, that kept him going.
Chisholm helped Matt focus his energy and pursue athletic excellence. And Chan, then a professor of social work and human services, introduced him to university-level research opportunities.
“Two people were key to my academic and personal success: Liz Chisholm and Adrienne Chan,” Matt asserts. “They bolstered my wellness and helped me transition from a rebellious youth to a disciplined young adult. Adrienne was the first person to make me feel smart. She taught me that if I put in the time and effort into a project, I could be successful. Thanks to her, I am as much a research scientist as I am a registered nurse now.”
Douma persevered in his studies, and 16 years later has been recognized regionally and nationally for his work with others on trauma and life-saving practices related to aortic compression and hemorrhaging, practices he first learned about while doing UFV-spon sored research as a student in Vietnam.
His career since graduating, based in Edmonton, has been a mix of hands-on bedside nursing, clinical nursing teach ing, academic research, and training nurses and other health-care profes sionals in emergency life-saving skills.
Prior to the COVID-19 pandemic, he had been focused increasingly on teaching, but the urgent need for criti cal care nurses drew him back to the bedside providing direct care to CO VID-19 patients.
“Returning to the bedside as a critical care nurse was challenging and re warding,” he recalls. “It reinforced my determination to change and improve the way that care occurs.”
It was particularly frustrating for Dou ma, his colleagues, and nurses through out the world to have to keep patients isolated from their families during the pandemic, to watch them suffer and sometimes die without family present.
Based on this experience, Douma is an advocate for increased transparency for families of patients through methods such as continuous streaming.
“It may be passive communication, but it at least lets families see the patient.”
He was also part of an international team developing and writing curricu lum providing evidence-based critical
care knowledge for nurses involved in COVID-19 care and has led an international collaborative team aimed at training people to teach resuscitation methods to use when conventional methods fail with COVID-19 patients.
Douma left bedside nursing again recently to focus on his PhD studies through the University College of Dub lin, having earlier earned a master’s degree at the Uni versity of Toronto.
Now an adjunct professor of critical care nursing at the University of Al berta, where he continues to teach and mentor new health care researchers, he plans to be a fulltime tenure-track faculty member when he completes his PhD.
Douma has made significant contribu tions to emergency health, according to his mentor, UFV professor emeritus Adrienne Chan, who nominated him for the Distinguished Alumni award.
“Matt has an empathetic understanding of a broad set of issues. He sees prob lems differently and seeks to shift para digms of thinking about nursing and about health. His strong commitment to clinical education and emergency care, and a lifelong commitment to vul nerable and marginalized populations makes him a respectful and inclusive practitioner.“
Douma continues to be driven by curiosity and a relentless desire to improved understanding of complex medical issues and problems.
“Asking difficult questions and for mulating answers is essential to both the scientific method and the nursing process,” he says. “It’s also a key part of how we can improve the functioning of the health care system.”
He feels honoured to receive the Dis tinguished Alumni award for 2022, and despite his sometimes-precarious status during his student days, looks back on his UFV time with fondness.
“I am so proud of the university I came from,” he notes. “I especially came to appreciate UFV’s value after experi encing the massive scale at the Univer sity of Toronto. I could characterize my undergraduate experience as accessible and practical, with great opportunities for research and one-on-one mentor ing from my rowing coach Liz and my research mentor Adrienne Chan.”
When asked what advice he would have for the UFV community, his wish was a simple one: “Get first aid train ing. Everyone can learn to save a life.”

Every year on November 16th, Louis Riel Day is a time to learn about Métis history, values, and culture. This year, Métis Nation British Columbia (MNBC) and Fraser Health are reflecting on our joint efforts to support the health and wellness of Métis people in the Fraser Health region.
MNBC recently joined Fraser Health’s Aboriginal Health Steering Committee to further advocate for Métis people and Chartered Communities in the region.
“I’m excited to have Métis Nation British Colum bia represented in the Aboriginal Health Steering Committee,” says Willie Charlie, First Nations Health Council Rep.- Fraser Salish Region, Fraser Health Board Member and Co-Chair of the Aboriginal Health Steering Committee. “By strengthening our collaboration, we are ensuring that Indigenous Peoples have equal access to health services delivered in an environment free of racism and discrimination.”
To further the work of the Steering Committee and to better understand the history and distinct culture of the Métis people, both organizations came together on September 16, 2022 to participate in a unique learning workshop facilitated by Lisa Shepherd, a Métis knowledge carrier and artist. Lisa is famous across British Columbia for her iconic beadwork designs and continues to educate on topics such as Métis art, culture and language.
The experiential learning day, called Miyomah cihô which in Michif means: “the person in good health”, aligned with the Truth and Reconciliation Commission’s Call to Action 23 that addresses cultural competency training for health care work ers. It also aligned with the Province’s commit ment to addressing systemic racism in the health care system, as documented in the In Plain Sight: Addressing Indigenous-specific Racism and Dis crimination in B.C. Health Care report.
“It was an honour to participate in Miyomahcihô and, in doing so, reaffirm Fraser Health’s com mitment to truth and reconciliation,” says Dr. Victoria Lee, Fraser Health president and CEO.
“By learning from the teachings that have been shared with us, we can create a health system that embeds cultural safety and humility in everything we do, each and every day.”
Miyomahcihô also built upon the foundation cre ated by the joint Letter of Understanding between Fraser Health and Métis Nation British Columbia in 2019. In the letter, the parties committed to
the common goals of equitable access to health services along with improved health and wellness outcomes for Métis people in the Fraser Salish region.
“In order for MNBC to be a self-governing nation moving forward, we need to work with the health authorities in British Columbia,” says Louis De Jaeger, MNBC Minister for Health and Director for Region 2.
“We have to be able to provide the health services our Métis citizens need no matter where they live in the province. We will continue to do the work necessary to build these relationships, to support Actions 4.20 through 4.26 of the Declaration of the Rights of Indigenous People Act Action Plan, and to see equity for our nation. The Miyomahcihô workshop is a good first step in addressing the lack of awareness regarding Métis culture, but it is the first step. With Louis Riel Day on November 16 this year, MNBC would ask all Health Authori ties in the province to take November 16 as an opportunity to learn and reflect on Métis history, values and culture,” De Jaeger says.

Three new trustees - Rupi Kanda-Rajwan, Mike Rauch and Jared White - join incumbents Korky Neufeld, Stan Pe tersen, Preet Rai and Shirley Wilson. The Abbotsford Board of Education will serve from 2022 to 2026.

Korky Neufeld, a Trustee since 2018 and who has previously served on the Board of Education from 2005 to 2014, was voted in by acclamation as Board Chair. This will be his first term serving as Board Chair. Addi tionally, newly elected Trustee Mike Rauch was voted in by acclamation as Vice-Chair for the Abbotsford Board of Education.

nity and school district. The City of Abbotsford is once again inviting Abbotsford elementary stu dents in kindergarten through grade five to participate in a contest to design the Mayor’s annual Christmas card.
Every year Mayor and Council send out many electronic Christmas cards across the city and province. Adding children’s artwork to the card adds an extra element of cheer. Elementary students from across the city are en couraged to create and submit a fes tive Christmas drawing that could be selected for the cover of the Mayor’s official 2022 Christmas card.
“Children bring such joy to the holiday season and it is my hope that their fes tive spirit shines brightly in their art work for the Christmas card contest,” said Ross Siemens, Mayor of Abbots ford. “I look forward to seeing all the creative artwork and it is my privilege to share the winning art with family, friends and community members this holiday season.”
This is the third Mayor’s annual Christ mas card contest and the first for Mayor Ross Siemens. Last year, nearly 600 entries were submitted. Each entry was festive, cheerful and truly showcased our elementary school children’s com munity talent and spirit.
The student with the winning design will receive a Christmas prize package. Students wanting to participate in the contest must email their card design to mayorsoffice@abbotsford.ca no later than November 30th.
