Province hits pause on electrical connections for cryptocurrency mining
To preserve British Columbia’s supply of clean electricity to support the Province’s climate action and economic goals, BC Hydro will suspend electricity-connection requests from cryptocurrency mining operations for 18 months.
The temporary suspension will preserve B.C.’s electricity supply, while giving government and BC Hydro sufficient time to engage with industry and First Nations, and develop a permanent framework for any future
be temporarily suspended. That is equivalent to the energy needed to power approximately 570,000 homes, or 2.1 million electric vehicles, per year in B.C.
If these connections were to continue unchecked, much of BC Hydro’s available energy to use strategically in support of British Columbia’s CleanBC goals could be eroded by cryptocurrency mining projects, with little remaining to electrify projects that have greater jobs, economic

“Cryptocurrency mining consumes massive amounts of electricity to run and cool banks of high-powered computers 24/7/365, while creating very few jobs in the local economy,” said Josie Osborne, Minister of Energy, Mines and Low Carbon Innovation.
“We are suspending electricity connection requests from cryptocurrency mining operators to preserve our electricity supply for people who are switching to electric vehicles and heat pumps, and for businesses and industries that are undertaking electrification projects that reduce carbon emissions and generate jobs and economic opportunities.”
B.C.’s clean, affordable electricity has attracted unprecedented interest from cryptocurrency miners. Currently, 21 projects are requesting a total of 1,403 megawatts that will

To preserve B.C.’s clean and affordable electricity, the Province has directed the B.C. Utilities Commission to accept an application from BC Hydro for temporary relief from its obligations to provide service to new cryptocurrency mining projects for 18 months while government develops a permanent framework.
New cryptocurrency mining projects may not initiate the process of connection with BC Hydro, and projects at early stages of the connection process will also be halted. Cryptocurrency mining projects that are operational, and a small number of projects that are well advanced in BC Hydro’s connection process, will not be affected. The connection of other types of projects that do not mine cryptocurrency will not be affected.

The Patrika Auto Review: 2023 Dodge Durango SRT 392 : 475 Horsepower performance SUV
Auto review By Veeno Dewan
First off let’s gets straight to the good stuff! The Dodge Durango SRT SUV offers a stonking Hemi V-8 provides 475 horsepower, and in our testing, it propelled the Durango SRT from 0 – 96 kph in just 4.7 seconds, with top speed of 257kph. Now that’s seriously quick - approaching luxury ultra- performance vehicle performance from the likes of Porsche and Mercedes that cost more than twice the Durango’s price! In fact Dodge claims the SRT as North America’s fastest seven-seater SUV!
However, utility is not compromised. The full-size four –door Durango still offers three rows of seating but has been massaged with the 6.4-litre V8, with Fuel Saver MDS technology hooked to an 8-Speed TorqueFlite auto transmission. The exterior receives the SRT treatment with a gaggle oof air scoops, ducts and vents in the hood and front valence. Nicely flared fenders are filled by 20-inch black-finished alloy wheels wrapped in performance tires. big twin exhaust, and a plethora of functional air vents and intakes. Stopping power is also uprated to cope with extra horsepower in the form of high performance Brembo brakes. An uprated suspension with Bilstein adaptive shocks rounds out the package. Standard features on the SRT 392 include navigation, leather-andmicrosuede seats with heating and ventilation for those up front, heated second-row captain’s chairs, and three-zone automatic climate control. Options include cool red seat belts, a premium 19 speaker audio system and the Technology Group package with its adaptive cruise control, automated emergency braking, and other driver-assistance features. Buyers will no doubt be attracted by the extra cost SRT Interior Appearance Group that offers a suede headliner, carbon-fibre interior accents, and a leather-wrapped instrument panel. A fancy hood and body stripe package is also available.
Interior wise, there is an optional $3,250 SRT Interior Appearance Group comprising carbon-fibre details, suede trim, SRT badging and other bit and pieces. Buyers also gain a sports flat-bottom steering wheel with paddle shifters. There is comfortable, as standard Nappa leather seats that are heated and ventilates. The roomy interior features, the standard second-row captain’s chairs, and a two-person third-row bench. Although there is also the option of a three-person middle bench that deletes the third-row bench seat. The SRT is as roomy and family friendly as the normal Durango. Both first- and second-row occupants get heated seats; the fronts also get cooling. In terms of cargo space, behind the third row is a smallish 487, but with all seats folded the Durango SRT stretches to 2,392 L.
Feature wise, the SRT comes equipped with all the power conveniences you could wish for. There is a responsive 8.4-inch touchscreen infotainment system with clear bright graphics and the menu is intuitive and easy to navigate. Excellent connectivity and infotainment features, plus big user-friendly controls are highlights. One neat trick is the ability to adjust the performance parameters of the SRT Durango via various SRT Drive Modes and Performance Pages programs. You can also monitor and measure your results and performance times with this feature. Oil temperature, oil pressure, transmission temp, and air intake temperature. Available drive models include – auto, sport, track, tow, custom, and valet, plus adjustable performance parameters for the

eight-speed ZF automatic transmission, stability control, steering feel, throttle response, and suspension stiffness. Autonomous driver-assist aid includes lane-departure warning, lane-keep assist, adaptive cruise and active emergency braking as option.
On the road, the Dodge Durango SRT offers blistering straight-line performance, the dramatic acceleration is accompanied by the roar of that huge V8 and the burbling performance exhaust. Standing starts are a hoot as the SRT just about aces anything at the lights. You can also tune and customize the performance parameters by choosing one of the seven Drive Modes. The remapped 8-speed automatic transmission delivers blazingly fast transitions and if it takes your fancy, you can use the paddle shifters for manual type gear changes. Traction and road holding is superb thanks to the handling package and quick steering. The full-time all-wheel drive can send up to 70
per cent of drive rearward. Yes, it is fast, but the SRT Durango is still a well-mannered comfortable cruiser in and around town. Fuel consumption is rated at (liters/100 km): 18.3 city/12.2 hwy.
Downsides are few. The SRT 392 is expensive, not very low key, its loud and proud of its V8 and scarily intimidating- exactly what its dedicated buyers want! However it can seat seven in roomy comfort and will give you thrills and straight-line performance that you won’t find in any other SUV.
Not enough power for you, well an available 710-hp Durango SRT Hellcat might suffice, billed as the fastest SUV on the planet- but that’s another story! Once for die hard V8 muscle fans everywhere!

Abbotsford Residents Raise Over $31,000 During 3rd Annual Toy Drive
Jasmit Singh Phulka, of Abbotsford started the first annual toy drive in 2020 after the passing of his grandmother. She was very near and dear to Jasmit. She taught him the importance of doing good for others and leaving the world a better place than you found it. Being an international level wrestler and winning numerous medals over the years have given Jasmit a platform to rally the community and lend help to those who may need it.
In 2020, the first year of the toy drive, Jasmit was able to raise a total of $13,053.76.
In 2021, Jasmit brought on his friend Gurbaj Gill and together raised a total of $20,350.
In 2022, Gurbaj and Jasmit added their good friend Rajin Gill, who
is a very successful realtor in Abbotsford, to the team. Together, the three raised a grand total of $31,127. Of this $22,202 in cash donations were donated to the Abbotsford Canuck Place Hospice. Additionally, $8,925 worth of toys were donated to the Fraser Valley Health Care Foundation that works with the Abbotsford Regional Hospital.
Initially what started as a small holiday toy drive has raised over $65,000 in 3 years!
“I am blown away by the support I have gotten from the community. Thank you to my partners Gurbaj and Rajin who worked tirelessly to reach our fundraising goal and to all the sponsors that donated their hard-earned money to two great causes.” – Jasmit Singh Phulka.

Thousands more families in B.C. benefit from $10-a-day child care
Thousands more families in B.C. will save thousands of dollars per year as more than 2,450 more child care spaces moved into the $10 a Day ChildCareBC program in December.
These spaces will help reduce costs for families in British Columbia and further develop high-quality, affordable and accessible child care as a core service in B.C.
“We doubled the number of $10-a-day spaces earlier this year and continue our work to nearly double yet again by the end of 2022, with more than 2,450 spaces added this month alone,” said Katrina Chen, Minister of State for Child Care. “Affordable child care can be life changing, and we’re one step closer to making that a reality for all families in B.C.”
Spaces in the $10-a-day program reduce the average cost of child care from $1,000 a month for full-time, centrebased infant care to $200 a month for the same service, saving families an average of approximately $800 a month per child.
to high-quality, affordable and inclusive early learning and child care, the Government of Canada is contributing $3.2 billion for child care in B.C. over five years.
“Going from child care expenses of over $1,300 to only $200 per month for our youngest child is a huge savings for us and it will make a world of difference for parents with more than one child in child care,” said Colleen Nitta, a parent of a child attending Bowling Green Road Children’s Centre in Richmond. “As the $10-a-day benefit is rolled out, I believe it will have a positive impact on our society. We’ll likely see a reduction in household debt and overall poverty, and an increase in the number of women joining the workforce.”
The newly approved $10-a-day spaces are being offered at 61 child care centres throughout B.C., bringing the total number of $10-a-day spaces to more than 10,500.
“Our governments are making affordable, high-quality, flexible and inclusive child care a reality,” said Karina Gould, federal Minister of Families, Children and Social Development. “Through our transformative investments, we remain focused on making life more affordable for families and giving every child the best possible start in life.”
More spaces will be added over the next few weeks with the number expanding from 6,500 in April to approximately 12,500 by February 2023.
The $10-a-day program expansion represents further progress in partnership with the federal government under the Canada-B.C. Canada-wide Early Learning and Child Care Agreement. To support the goal of ensuring access
“We are pleased to be entering the $10-a-day program for all six of our Richmond centres on behalf of our families,” said Nicky Byres, executive director, Society of Richmond Children’s Centres. “We know this move will be life changing for many, and we look forward to continuing to work with the government on all aspects of the child care system to support the success of $10-a-day plan.”
In addition to these spaces, the Province, with federal funding support, is helping approximately 69,000 families with the cost of child care at centres that are not part of the $10-a-day program through child care fee reductions of up to $550 more per month per child. These savings, which began Thursday, Dec. 1, 2022, are in addition to the $350 a month per child that families have been saving through the Child Care Fee Reduction Initiative since 2018.
Since 2018, the Province has invested $2.7 billion

3 tips to conquer tough winter roads
(NC) Whether it’s driving to work, running errands or heading out for a weekend sports event that has you tackling treacherous winter roads, getting there can be an adventure. Here are three expert tips to help you perform regardless of the challenge:
Look ahead. Be aware of your surroundings and use your peripheral vision. Both will help you prepare for what’s down the road, optimizing your ability to avoid obstacles, steer steady and avoid sudden movements that can cost you control.
Slow down before you turn. One of the most common mistakes a winter driver can make is to apply the brakes when changing direction. The best way to slow down and maintain control is to brake while moving in a straight line. Release the brake while initiating a turn. Similarly, wait until you’ve completed the turn to apply the throttle.
Invest in a good tread. When the temperature consistently drops below
freezing, it’s important to have four high-quality, matching winter tires that offer extreme winter traction and wet performance, as well as control and durability, such as the new BFGoodrich Winter T/A KSI tire. Exclusive in Canada, this tire’s high-density silica compound adapts to varying winter temperatures for traction in snow, ice and wet conditions, while its maximized biting edges are created for confident acceleration and braking on snow and ice. Investing in tires like this one can help you maintain the upper hand in challenging winter conditions.
How to find the right winter tires
(NC) To buy or not to buy winter tires – that’s a question many Canadians ponder as winter approaches. Here are a few tips on how to choose your winter tires and maintain them:
Quality is the priority
When choosing your winter tires, start by identifying a reliable brand with online research and reviews. Depending on the province, you may be eligible for a discount. Many insurance providers like Belairdirect offer their customers savings on car insurance for using winter tires. Make sure you let them know once your winter tires are installed.
Better tire treads
The rubber on winter tires is designed with deeper treads compared to those of all-season tires. This gives you much-needed grip on ice and snow in
sub-zero temperatures. The tread on winter tires also allows for better traction and maneuverability, improving movement on wet or icy roads.
Longer lasting tire pressure
Air pressure decreases in cold weather, but did you know winter tires are less likely to lose air than all-season or summer tires? This will save you more time and energy in the long run. Check your tire pressure at least once a month as the temperature starts to drop.

Is mortgage protection worth considering?
(NC) Moving into a new home or renovating your current one can be an exciting time with many decisions – from renovations and upgrades, to landscaping and furniture selection. But in tough economic times it can feel risky.
And while these decisions are important, a key consideration is how to help ensure you can keep your home for the long run.
As a homebuyer, you probably already know about home insurance, but you may not know that there are optional coverage choices which may help protect your ability to remain in your home in case of a covered health event.
Optional mortgage critical illness and life insurance, like TD Mortgage Protection, can pay down or pay off the remainder of your mortgage balance in case of certain health events, so it may be worth considering.
According to a 2022 TD survey, almost half of Canadian respondents reported their homes as the most important asset they have. And just over 30 per cent of respondents said they would be willing to cash out their investment assets to save their home in the event something unexpected happens, including a covered critical illness.
But what if they didn’t have to worry about that?

Province continues funding fair wages for long-term-care, assistedliving
People living in long-term-care and assisted-living facilities will continue receiving high-quality care from fairly compensated workers as the Province renews its commitment to temporarily fund wage increases for staff working in the sector.
“COVID-19 has been challenging for people working in long-term-care and assisted-living facilities, and we’re committed to continuing to support them so they, in turn, can continue providing our most-vulnerable citi-
staff
PHO orders that limit clinical staff working in long-term-care and assisted-living facilities, provincial mental-health facilities, private hospitals and extended-care hospitals to working at one worksite or within one worksite cluster. The order limiting staff to working at one site was made on April 15, 2020. The order allowing vaccinated staff to work within one worksite cluster was made on Dec. 15, 2021.
Consistent with current PHO orders,
zens with the consistent, compassionate and high-quality care they deserve,” said Adrian Dix, Minister of Health. “Ensuring all health-care workers receive appropriate compensation for their invaluable work is a key commitment in our Health Human Resources Strategy.”
The Province started funding temporary wage increases for staff working in long-term-care and assisted-living facilities, as well as in provincial mental-health facilities, private hospitals and standalone extended-care hospitals, as part of the implementation of a provincial health officer (PHO) order issued on April 10, 2020. The wage increases gave workers the same hourly wages as their counterparts in the applicable Health Employers Association of British Columbia collective agreement.
When the order ends on Dec. 31, 2022, the Province will continue funding temporary wage increases through standardized contracts between health authorities and employers.
On Dec. 31, 2022, the provincial health officer will also rescind the
health-care workers still need to be immunized with a primary COVID-19 vaccine series, unless they have obtained an exemption from the PHO.
“Given British Columbia’s high level of vaccination against COVID-19 among all staff in long-term-care and assisted-living facilities, it’s no longer necessary to have restrictions on where health-care staff can work,” said Dr. Bonnie Henry, provincial health officer. “We will continue to closely monitor COVID-19 cases in all health-care settings and adapt our approach as needed to protect the health and safety of patients, residents and staff.”
Ensuring health-care workers receive competitive wages is part of the Province’s Health Human Resources Strategy. This strategy, announced on Sept. 29, 2022, ensures people get the health services they need and are cared for by a healthy workforce. The strategy focuses on 70 actions to recruit, train and retain healthcare workers, while redesigning the health-care system to foster workplace satisfaction and innovation.

More people can train to become cyber systems security specialists
Up to 30 eligible participants will receive skills training to prepare them for jobs as cyber systems security specialists on the Lower Mainland through a new government-funded Community and Employer Partnerships (CEP) project.
“People get a pathway into high-demand cybersecurity jobs when B.C. funds training,” said Sheila Malcolmson, Minister of Social Development and Poverty Reduction. “The sector is growing rapidly, and employers want workers who can keep their operations safe from hackers.”
The Surrey Board of Trade is receiving more than $550,000 to prepare participants for employment as cyber systems security specialists, with the help of its partners, Progressive Intercultural Community Services (PICS), and Western Community College.
“This leadership-oriented program will train the participants and provide them with the connection to businesses to ensure work support,” said Anita Huberman, president and CEO, Surrey Board of Trade. “Participants will be trained for job openings and increase demand for digitally capable business management staff due to
unforeseen issues, such as a limited number of professionally digitally literate employees.”
Participants will receive 27 weeks of employability skills training, including cybersecurity fundamentals, cloud security, and intrusion and vulnerability testing courses, and four weeks of on-the-job experience with local employers. They will also get one week of job search support and one week of follow up support to prepare them for employment.
The first intake of full-time, group-
based learning begins on Monday, Dec. 19, 2022. The second intake begins in March 2023. Anyone interested in finding out more about this or other CEP projects can contact their local WorkBC centre.
This announcement is part of Stron gerBC’s Future Ready Plan. Future Ready is making education and training more accessible, affordable and relevant to help businesses grow and prepare British Columbians for the jobs of tomorrow.

B.C. delivers on Surgical Renewal Commitment: Patients get their surgeries
The Mid-Year Progress Report on B.C.’s Surgical Renewal Commitment to patients shows that surgery volumes are exceeding pre-pandemic levels, and almost all surgeries postponed by multiple waves of COVID-19 have now been completed.
“Our Surgical Renewal Commitment was to deliver surgeries that were postponed due to the pandemic, to
book and deliver surgeries that were not scheduled due to the pandemic, and to change the way we deliver surgeries in B.C. to get more patients their surgery faster,” said Adrian Dix, Minister of Health. “In fulfilling this commitment, we’re showing that when surgeries are postponed, patients quickly have them rescheduled, and we’re demonstrating the strength of our B.C. surgical system to over-
come challenge to get patients the surgeries they need.”
Due to COVID-19, non-urgent scheduled surgeries were postponed on March 16, 2020, resuming on May 18, 2020. Since then, additional surgical postponements have been caused by subsequent waves of COVID-19, extreme weather and staff illness.
As of Nov. 10, 2022: 99.9% of the 14,783 patients whose scheduled surgery was postponed during the first wave, and still wanted a surgical treatment, had had their surgery; 99.2% of the 3,166 patients whose scheduled surgery was postponed because of the second and third waves, and still wanted a surgical treatment, had had their surgery; and 98% of the 6,620 patients whose scheduled surgery was postponed because of waves four and five, and still wanted a surgical treatment, had had their surgery.
Fiscal 2022-23 mid-year surgical renewal achievements include the following:
delivery of 215,188 scheduled and unscheduled surgeries — 7,663 surgeries or 4% more compared to the same timeframe as 2019;
delivery of 20,425 urgent scheduled surgeries completed within four weeks — 6% more compared to the same timeframe as 2019;
delivery of 18,733 non-urgent surgeries for patients waiting longer than two times their target wait — 13% more compared to the same timeframe in 2019;
expansion of operating room hours by 17,796 to 376,399 hours – 5% more compared to the same timeframe as 2019;
reduction by 6% of the total waitinglist size compared to the same timeframe in 2019;
addition of 19 new initiatives in health authorities to increase operating room time and capacity since April 1, 2022;
completion of training by health authorities of an additional 180 surgical specialty nurses, bringing the total trained to 798 throughout B.C. since April 2020; and
addition of net new health-care staff to surgical services throughout B.C., including 125 surgeons,106 anesthesiologists, 181 perioperative nurses, 80 general practitioner anesthetists and 76 medical device reprocessing technicians since April 2020.
“What making our surgical renewal commitment taught us is this: With dedication, innovation and drive from all parts of the health-care system, patients got their postponed surgeries. And we know this, too: If respiratory season and COVID-19 require postponements in surgeries this fall and winter, we’ll quickly get those surgeries rescheduled. Patients will get their surgeries. But key to that is the work we can all do to keep the pressure off our hospitals. Getting our COVID-19 and influenza shots, and taking the other steps we know prevent the spread of respiratory illness supports all those who are waiting for their surgery — and the health-care workers who support them,” Dix said.

Government reforms to ICBC are paying off with affordable, steady rates and fiscal stability for people.
ICBC is filing an application with the British Columbia Utilities Commission (BCUC) for no increase to basic insurance rates for the next two years, which marks five years of no increases to basic insurance rates.
“Our government is committed to keeping costs down for all British Columbians,” said Premier David Eby. “Holding firm on ICBC’s basic insurance rate for two more years will help millions of drivers with their monthly bills amid global inflation.”
With the introduction of Enhanced Care in May 2021, auto insurance rates in British Columbia have gone from some of the most expensive in Canada to being among the most affordable. A Canada-wide rate comparison report by Ernst & Young looked at 30 different driver profiles and compared how much auto insurance would cost in nine provinces across Canada. The report found that
British Columbians pay among the lowest auto insurance rates in Canada.
“A key priority with Enhanced Care was to make insurance rates more affordable and to keep them that way, and this rate application continues to deliver on that,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “We are pleased that, during this time of rising inflation and the cost of everyday life increasing, ICBC is able to keep Basic insurance rates stable for British Columbians for another two years.”
If the BCUC approves the application, British Columbians will continue to benefit from stable and more affordable basic auto insurance rates for another two years.
“This filing means British Columbians will have seen no increase to basic insurance rates for five years.
We’re very pleased to see Enhanced Care continues to deliver on one of its key principles: more affordable auto insurance for our customers,” said Nicolas Jimenez, president and CEO, ICBC.
In support of ICBC’s basic insurance rate application, government has provided direction to BCUC to ensure ICBC builds sufficient capital reserves, which paves the way for a two-year rate
Along with more affordable and stable insurance rates, Enhanced Care is providing British Columbians with some of the best care, recovery and income-replacement benefits available in Canada. Under Enhanced Care, British Columbians injured in crashes can have peace of mind knowing they will be supported with benefits when they need them for as long as they need them.

Prospera Credit Union collected gifts for youths in need through their 11th annual Youth Angel Tree Project. The program began in 2011 after Prospera met with Archway Community Services staff and realized that there was an unmet need in providing Christmas gifts for youth.
Trees were set up at the two local Prospera branches, which featured tags with holiday wishes from youth connected to the Archway Youth Resource Centre. Prospera members and staff purchased the gifts and then Prospera staff assembled and wrapped the gifts.
“This is our favourite time of the year as we get to see the youth light up with excitement when we deliver their presents!” said Brandy Sundstrom, a Youth Support Worker at Archway. “We’re so grateful to Prospera and all of the people who make this happen! Thank you for bringing joy to so many of our clients each Christmas season!”
Kristyn Thomson, Regional Director and Branch Manager, West Oaks branch at Prospera, says that the Angel Tree Program is something that employees and members look forward to every year.
“We absolutely love taking part in this program year after year as these kids are aged out of most other holiday gifting programs. It’s so rewarding to do something special for these youth,” said Thomson.
“After the holidays, we receive personalized thank you letters from the youth. It brings tears to our eyes every year. The appreciation these kids have, and the renewed faith in community, really warms the heart.””
“Christmas is an extremely difficult and lonely time for our youth,” shared Sundstrom. “Many of our youth are living on their own or even experiencing homelessness, without a family to spend the holidays with.”
Gift suggestions ranged from grocery store gift cards, cleaning supplies to clothes and books. One youth just wanted socks, so Sundstrom took them shopping for socks so they could request a “real present.”
“I don’t think people realize how much these gifts can mean to youth,” said Sundstrom. “It’s not just getting something that they couldn’t afford, it reassures them that there are good people out there who care about them.”
“When we tell them about the gifts, the youth often feel like they don’t want to take a spot away from another youth. They don’t feel like they deserve anything, and these gifts are just one of the ways to help build self-esteem and confidence.”

First rent supplements begin for youth from care in B.C.
Young people from government care have more support to make stronger transitions into adulthood because of $600-a-month rent supplements.
Beginning this month, 797 young adults from government care began receiving monthly support through the Ministry of Children and Family Development’s new Rent Supplement Program.
“We know that youth and young adults from care are at a much higher risk of experiencing homelessness,” said Mitzi Dean, Minister of Children and Family Development. “Finding and securing housing poses a stressful challenge for many young adults in British Columbia, especially for those transitioning from care. We are focused on doing even more to make sure every young person who transitions from care has the supports they need to succeed.”
More youth from care will be able to sign up for the rent supplement program in spring 2023 when a second intake opens to provide further housing supports for youth transitioning from care.
“With the cost of rent going up all over the province, so many are struggling, and this rental subsidy will help countless young people,” said Landon P., a former youth in care. “Six hundred dollars a month may not seem like a lot; to a youth from care $600 can mean the difference between paying rent on time and being able to afford food.”
People who have been in government care are far more likely to experience homelessness or a mental-health crisis in their lives. Budget 2022 investments aimed at supporting strong transitions for former youth in care are part of a $633-million cross-government strategy to prevent homelessness and keep people housed.
Province cancels student health fee for people fleeing war in Ukraine
On Dec. 19, 2022, the government enacted the Canada-Ukraine Authorization for Emergency Travel International Student Health Fee Remission Regulation.
This regulation allows for the remission of debt to students enrolled in the Medical Services Plan (MSP) under a study permit issued under Canada-Ukraine Authorization for Emergency Travel (CUAET) measures. The regulation is applicable from March 1, 2022, onward.
The Province enacted this regulation to support people arriving from Ukraine who may not have the financial means to pay the International Student Health Fee (ISHF) and may be unable to work for some time. Currently, people from Ukraine fleeing
the Russian invasion of their country are not provided refugee status by Immigration, Refugees and Citizenship Canada.
For these individuals, who arrived in B.C. and enrolled in MSP with a CUAET study permit since the summer of 2022, the Ministry of Finance has been holding the bills while planning of the remission regulation was underway. To those who paid their fee prior to Dec. 19, 2022, the Ministry of Finance will contact these individuals and refund their payments.
