Supporting B.C. jobs, food security through agritech
Four B.C. businesses that are developing solutions to help ensure the province’s food systems remain secure, resilient and sustainable are the first to receive funding through the recently launched B.C. Centre for Agritech Innovation (BCCAI).
“We need to be continuously innovating and working together to improve local food production and access to food for people here in B.C.,” said Pam Alexis, B.C.’s Minister of Agriculture and Food. “Agritech is the future and the work these four companies are doing in partnership with the B.C. Centre for Agritech Innovation is helping ensure B.C.’s food systems are secure, resilient and sustainable.”
The four companies receiving a total investment of $540,000, including $122,500 from BCCAI, are: Aeroroot Systems (Surrey); Agrotek Industries (Burnaby); Bakerview EcoDairy (Abbotsford); and Lucent BioSciences (West Vancouver).
Each project is contributing to longterm priorities of agriculture in B.C., such as Indigenous food security and vertical farming, as well as increased and sustainable crop production. It is anticipated these projects will be farm-ready for commercialization in two years, creating more than 30 well-paying jobs.

Hello Editor,
My name is Raj Singh Toor. I am the grandson of one of the passengers on the Komagata Maru, and Vice President and spokesperson for the nonprofit Descendants of the Komagata Maru Society.
The Komagata Maru arrived in Vancouver on May 23, 1914 with 376 passengers including two women and five children, one of which was my grandfather. His name was Baba Puran Singh Janetpura.
I represent the Descendants of the Komagata Maru Society, in which there are 15 families all over Canada who are direct descendants of the passengers (children, grandchildren or great grandchildren). The entire South Asian community supports us because we are the ones who suffered in losing loved ones and who deeply shared the pain of our parents, grandparents, or great grandparents being rejected by Canada in 1914.

Komagata Maru Society, Raj Singh Toor, contacted staff in the Parks, Recreation and Culture department (“PRC”) requesting the renaming of a park, street, or the development of a commemorative interpretive plaque as a tribute to educate the public about the tragic event.
The Sikhs were some of the early pioneers of Abbotsford making important contributions to the labour pool for the lumber mills, railway projects, and industries of the area. Support of the passengers of the Komagata Maru was a very pressing concern for all Sikhs in BC during the summer of 1914, Some Sikhs lived in Abbotsford Summer of 1914 as well and they generously responded with donations of food, water, money, and medicine. The City of Abbotsford has direct connection to the Komagata Maru incident.

BACKGROUND
Komagata Maru Importance: The Komagata Maru event was a significant event in the application of racist and exclusionary immigration laws in 1914. The Komagata Maru was a charted Japanese steamship that arrived in the Burrard Inlet on May 23, 1914 with 376 passengers on board. The passengers were mainly from the Punjab Province in British India. Of these 376 passengers, 24 were admitted to Canada as mainly returning immigrants while 352 were not allowed to disembark. As the ship sat in Burrard Inlet, the majority of the passengers aboard the ship suffered greatly. For months, little food, water, and health provisions were available to them, and they were essentially shipbound prisoners. The subsequent legal action ended in favour of the Canadian government upholding the immigration laws at that time, which are now seen as
laws that were racist and exclusionary. On July 23, 1914 the ship was forced to return back to Asia, and eventually reached Budge Budge near Kolkata India on September 23, 1914. There the majority of the passengers were imprisoned, and twenty were killed by gunfire when the ship was fired upon.
Abbotsford Connection: The Historic Sikh Temple, the Khalsa Diwan Society, and the Abbotsford Sikh community played an important social and economic role for new arrivals from India in the early 1900’s. They provided food, housing, information, and community connection. Understandably, Sikh residents of Abbotsford rallied together to assist passengers aboard the Komagata Maru as part of the Shore Committee, organizing the delivery of food, water and health items as well as raising funds for lawyers on behalf of the stranded passengers.

New funding supports more accessible taxis
British Columbians who use wheelchairs or have other accessibility needs will soon see more accessible taxis on the road with the launch of the Passenger Transportation Accessibility Program (PTAP).
People who depend on wheelchairaccessible taxis often experience longer wait times or lack of service. The program will help offset the extra costs that taxi owner-operators face in providing wheelchair-accessible vehicles, which will help to increase the number of accessible taxis available.
“Promoting equity in passenger transportation is an important way that we’re working to build a better, stronger future for all British Columbians,” said Rob Fleming, Minister of Transportation and Infrastructure. “By investing in a more inclusive transportation network we’re helping people participate more fully in their communities by connecting with friends, attending appointments and getting to work.”

Earthquake safety strengthened in B.C. with new early warning sensors
Across Canada, natural disasters like floods, landslides, wildfires and earthquakes are affecting the lives and livelihoods of thousands of Canadians.
Today, the Honourable Jonathan Wilkinson, Canada’s Minister of Natural Resources, along with Bowinn Ma, British Columbia Minister of Emergency Management and Climate Readiness, announced that British Columbia is installing up to 50 earthquake early warning sensors in high seismic risk areas. These sensors will connect to the national Earthquake Early Warning (EEW) system that will be operational in 2024, supplementing and complementing several hundred sensors already installed by Natural Resources Canada.
The system will give seconds to tens of seconds of warning before the strongest shaking arrives at coastal communities in British Columbia and will assist in the protection of critical transportation infrastructure in British Columbia. In the spring of 2022, the first sensors for the national EEW system were installed at the BC Ferries’ terminal at Horseshoe Bay as part of a suite of initiatives being brought forward by the Government of Canada to strengthen the safety, security and resilience of Canada’s emergency readiness infrastructure.
Building on NRCan’s long history as
critical infrastructure, industry and the public, helping to protect people, communities, infrastructure and the environment during an event where every second counts. When the full system is operational in 2024, more than 10 million people in Canada living in the most earthquake-prone regions of the country will receive Earthquake Early Warning alerts, providing a few precious seconds to take action: usually to drop, cover and hold on.
Alerts from the EEW system could also be used by infrastructure safety systems to take action automatically, such as:
Triggering trains to slow down
Stopping traffic from driving onto bridges or into tunnels
Diverting incoming air traffic
Allowing surgeons to stop surgery
Closing gas valves
Opening fire hall and ambulance bay doors

2023 Toyota Tacoma: Nightshade Edition. Something different!
The Toyota Tacoma is Canada’s bestselling model in the midsize truck segment. And it is not hard to see why, the”Tac” has always offered an excellent combination of good looks, performance reliability, and resale. The pretty, high sitting 2023 Tacoma is still available as an Access Cab, Double Cab or four -door crew cab. There is no more four-cylinder option, just V6-power and four-wheel-drive. No more two-wheel drive either. For the 2023 model year, there is an upgraded infotainment interface with bigger screen sizes, Apple CarPlay, and Android Auto compatibility. Exterior changes include: a new grille design, different wheels, revised taillights, new LED headlights (select models), a power-adjustable driver’s seat, and new exterior camera systems.
Across the range, the Tacoma is powered by a 3.5L V6 that makes 278 hp and 265 lb-ft of torque. All models are four-wheel-drive, with a choice of sixspeed manual or a six-speed automatic transmission. Pricing starts at $40,690for the Access Cab short bed, at five feet, while other models offer longer 6-foot pickup boxes such as the Double cab crew. There are more expensive models such as the Double Cab TRD off Road with automatic transmission and the TRD Pro Package option.
We tested a new version of the Tacoma, - a special “Nightshade” Edition base priced at $54,350 base in the 4x4 Limited Double Cab with unique Black exterior accents and 18-inch gloss black wheels. But it is not all visuals, the Tacoma is practical. Out back, the Tacoma models have a cargo bed depth of 485 mm (19.1 inches) maximum towing capacity of 2,900 kg (6,393 lb) and top payload of 450 kg (992 lb). It can tow 3,470 kg (7,650 lb) and haul 726 kg (1,600 lb). The tailgate is damped, locks and is removable.
Inside, there is a lot of rather hard black plastic in a neat, simple designs, but the cabin does looks very durable and well finished. Simple, logical controls have glove -friendly large dials for the climate control (automatic dual-zone on the TRD package), and an elegant touch screen with nice bright menus and icons, There are also a sensible dial for the volume and tuning, and hard buttons for different functions. There’s a dial for switching from rearwheel to four-wheel drive, while terrain select, a locking rear differential, and crawl control are handled by buttons and dials in the overhead console The front cabin has decent enough storage
space, and the front seats are comfortable enough. At the back there is an adequate cabin with a rear seat that folds and stows. Handy hidden stealth compartments are also a nice touch in the rear.
On the road the Tacoma is an easy to drive truck. Yes there is some truck rumble and harsher steering feedback than a sedan, but that is too be expected really. In contrast the Tacoma excels on rough trails and gravel. Four-wheel drive is selected by a turn of a dial and the multi-mode function adjusts for different terrain such as loose rocks or mud. Tackle rougher ground and the crawl control feature comes into its own, allowing for constant lower control without having always juggle with the throttle.
The Tacoma is rated at 13.0 L/100 km in the city and 10.5 on the highway, for a combined official figure of 11.9 L/100
km. Downsides are few, to be expected with truck that is refined, updated, and improved with every generation. Yes, the options packs can make the truck pricy, but even the base trucks come pretty well equipped. It is all there, in this high resale, high value truck. The Nightshade version adds some new drama to the Tacoma line and is highly recommended for work and play.

Toxic-drug supply claims nearly 2,300 lives in 2022: BC Coroners Service
As the province’s drug toxicity public health emergency continues into its eighth year, at least 2,272 British Columbians lost their lives to toxic drugs in 2022.
“British Columbians across the province are continuing to experience tremendous harm and loss as a result of the province’s toxic illicit drug supply,” said Lisa Lapointe, chief coroner. “Our province continues
to lose an average of six lives every day, and many more people experience serious health consequences as a result of the unpredictable, unregulated drug supply. Death due to drug toxicity remains the leading cause of unnatural death in British Columbia, and is second only to cancers in terms of years of life lost.”
The number of deaths being investigated by the BC Coroners Service
in 2022 is the second-largest total ever in a calendar year, and only 34 fewer than the 2,306 deaths reported to the agency in 2021. Toxic drugs were responsible for an average of 189 deaths per month in 2022, or 6.2 lost lives each and every day. The final number for 2022 will almost certainly increase as investigations are completed and final causes of death are established.
No area of British Columbia has been spared from the devastation caused by the toxic-drug supply. While the Vancouver Centre-North Local Health Authority (which includes the city’s Downtown Eastside area) recorded the largest number of deaths in 2022 (319), that total accounts for only 14% of the number of lives lost. And although the provincewide rate of death declined slightly to 42.7 per 100,000 residents, record high rates were recorded in Northern Health (59.5), Interior Health (46) and Island Health (43.6). Vancouver, Greater Victoria, Kamloops, Kelowna, Prince George and Nanaimo were among the townships recording more illicit drug-related deaths in 2022 than in any previous year.
At least 11,171 deaths have been attributed to the illicit drug toxicity since the public health emergency was first declared in April 2016.
”The reality is that these deaths are preventable,” Lapointe said. “Toxicology data confirms that the drug supply in British Columbia is increasingly volatile and life-threatening.
The Standing Committee on Health and two BC Coroners Service death review panels are in agreement that we must rapidly increase access to a safer supply of substances, while at the same time, building out a robust
system of evidence-based care. Those dying are our family members, neighbours, friends and colleagues. Urgent action is required to reduce the significant risks that tens of thousands of British Columbians are currently facing.”

In 2022, 70% of those dying were aged 30 to 59, and 79% were male.
The townships reporting the highest number of illicit drug toxicity deaths in 2022 were Vancouver, Surrey and Greater Victoria.
By health authority in 2022, the highest number of illicit drug toxicity deaths were in Fraser and Vancouver Coastal Health Authorities (680 and 637 deaths, respectively), making up 58% of all such deaths during 2022.
By Health Service Delivery Area in 2022, the highest rates were in Vancouver, Northwest, Northern Interior, Thompson Cariboo and Fraser East.
By Local Health Area in 2022, the highest rates were in Vancouver –Centre North, Terrace, Merritt, Hope and Prince George.
There was one reported death at an overdose prevention site in 2022.
Analysis of post-mortem toxicology results shows no indication that prescribed safe supply is contributing to illicit drug deaths regionally or provincially.

B.C. takes action to save lives, build new connections of care with drug decriminalization
The Province is taking a critical step to end the shame and stigma that prevents people with substance-use challenges from reaching out for life-saving help as B.C.’s decriminalization of people who use drugs comes into effect on Tuesday, Jan. 31, 2023.
Health Canada granted the Province of B.C. a subsection 56(1) exemption under the Controlled Drugs and Substances Act to decriminalize people who use drugs. Beginning Jan. 31, 2023, until Jan. 31, 2026, adults (18 and older) in B.C. will not be subject to criminal charges if they possess a small amount of certain illegal drugs for personal use.
“We know criminalization drives people to use alone. Given the increasingly toxic drug supply, using alone can be fatal,” said Jennifer Whiteside, B.C.’s Minister of Mental Health and Addictions. “Decriminalizing people who use drugs breaks down the fear and shame associated with substance use and ensures they feel safer reaching out for life-saving supports. This is a vital step to get more people connected to the services and supports as the Province continues to add them at an unprecedented rate.”
This exemption does not mean drugs are legalized. The drugs included in the exemption remain illegal; however, adults who are found in possession of a cumulative total of as much as 2.5 grams of opioids, cocaine, methamphetamine and MDMA for personal use will no longer be arrested, charged or have their drugs seized, if abiding by the scope and conditions of the exemption. Instead, police will offer information on available health and social supports, as well as local treatment and recovery options.
“Every day, we are losing lives to overdoses from the increasingly toxic illegal drug supply. We are committed to stopping this tragic epidemic with bold action and significant policy change,” said Carolyn Bennett, federal Minister of Mental Health and Addictions and Associate Minister of Health.
“By supporting British Columbia in
this exemption to the Controlled Drugs and Substances Act, our government is providing the Province with the ability to help divert people away from the criminal justice system and toward the health and social services they need. We look forward to continuous collaboration with the Province to measure the public-health and public-safety outcomes, help save lives and bring an end to this crisis.”
To prepare for Jan. 31, the Province has worked with police leaders to develop training resources and practical guidance, which are now available to more than 9,000 front-line police officers.
In addition, the Province is building new pathways into the health-care system by hiring health authority specific positions dedicated to building connections with local service providers and people referred by police. These positions will also help connect people with resources and information on voluntary mental-health and addictions supports in their own community.
Drug possession in any amount will continue to be a criminal offence on K-12 school grounds and at licensed child care facilities. Further, decriminalization does not apply to youth 17 and younger. Youth found in possession of any amount of illegal drugs are subject to the federal Youth Criminal Justice Act, which offers them alternatives to criminal charges in some cases.
Together, the federal and provincial governments will be working closely to evaluate and monitor the exemption to ensure the desired outcomes of decriminalization are met and there are no unintended consequences.
This exemption is just one tool in the Province’s toolbox in the fight against the toxic drug crisis. In addition, the B.C. government has been urgently working to build a comprehensive and seamless system of mental-health and addictions care that works for all British Columbians. This includes adding hundreds of new treatment beds and increasing access to harm-reduction programs, such as supervised consumption sites, safer supply and naloxone.

Canadian ministers focus on protecting people’s online information
Establishing ways to further protect the online identity of Canadians to ensure people’s information is safer and more private was the central theme of a ministers’ symposium in Vancouver this week.
The Symposium on Digital Trust and Cybersecurity brought together ministers and deputy ministers from the federal, provincial and territorial governments. The symposium signalled a commitment from governments to take the lead in protecting personal information in the digital world.
“Partnerships are key to addressing the shared challenges we currently face and to transforming how we provide digital services to Canadians while protecting their information online,” said Mona Fortier, President of the federal Treasury Board. “I look forward to continuing collaboration with all provincial and territorial governments to advance digital credentials.”
The meeting was a followup to the first ministerial gathering on digital trust and cybersecurity in June 2022 in Quebec City.
“People increasingly expect secure and safe access to digital services, so we’re working toward providing new digital tools to ensure Canadians are safe online,” said Lisa Beare, B.C.’s Minister of Citizens’ Services. “The ministers’ symposium was a clear indication that Canadian jurisdictions are united in the goal of empowering people and businesses to participate confidently and securely in the digital world.”
Ministers agreed to work toward making it possible for every province and territory to provide Canadians with digital credentials, which are issued to an individual and contain verified information about that person or their business. These credentials are held in a digital wallet on a smartphone and can be used by the person or business to prove facts about themselves online. Digital credentials reduce
fraud, increase people’s online confidence, and streamline and simplify service delivery.
“This second Symposium on Digital Trust and Cybersecurity shows how federal, provincial and territorial governments are working together to ensure that all Canadians are safe and secure while using online services,” said Greg Fergus, Parliamentary Secretary to the President of the Treasury Board. “As part of this, the Government of Canada is working with provinces and territories to explore the use of digital credentials across Canada, and with international partners.”

project underway with a small number of B.C. lawyers.
In co-operation with the Law Society of British Columbia and the B.C. government, participating lawyers have received a digital credential in a new BC Wallet, proving their status as a practising lawyer. To access court materials remotely from the Court Services Branch, lawyers present their credential digitally. This is the first time B.C. lawyers have been able to do this.
The BC Wallet is being developed by the Ministry of Citizens’ Services for eventual wider use by British Columbians for storing and managing digital identities and credentials, such as licences, permits, professional memberships, certificates and IDs.

What new home buyers need to know about deposits
(NC) If you’re a pre-construction home buyer, you may have spent many years saving up your deposit, and you may feel nervous as you hand it over to your builder.
The fact that your new home warranty includes deposit protection is good to know. If you’re not sure exactly how this deposit protection works, here are answers to the most basic new-home-buyer questions.
How much of my deposit is covered?
If you’re buying a freehold home (that is, where you own the home and property outright), deposit coverage is based on the selling price. For a home that costs $600,000 or less, your deposit is covered for up to $60,000. And if the home you’re buying costs more than $600,000, you’re protected for 10 per cent of the purchase price, up to a maximum of $100,000.
If you’re buying a condo unit, there are two levels of deposit protection. First, your deposit is protected by the
trust provisions of the Condominium Act. Under the act, your builder must hold your deposit money in a trust account. As a second level of protection, if for some reason your deposit was not placed in trust, the new home warranty provides protection for up to $20,000.
What about the money I pay for extras?
While some payments you make to your builder are protected, others are not. Deposit protection now covers payments you make for upgrades and extras - like hardwood flooring or granite counters.
But the new home warranty does not protect any payments that reserve or hold a home before the purchase agreement is signed, nor does it cover deposits provided to builders for lot grading.
What if my builder goes bankrupt or the project gets cancelled?
Your builder is required to return your deposit to you if they go out of business or cancel your project. You’re also entitled to a refund of your deposit if you exercise a legal right to terminate your purchase agreement.
If you’re unable to get a refund from your builder, you can make a claim to Tarion, the consumer protection organization that administers the new home warranty.
