City creates mobile app to help outreach workers better serve people experiencing homelessness

To assist local community outreach workers in providing timely and effective services to those experiencing homelessness, the City of Abbotsford has created a new app, the Community Homelessness Information Application (CHIA).

CHIA allows frontline workers to track service delivery in encampments, access real-time bed inventory updates at shelters, and develop historical data to advocate for more resources. This new mobile, web and desktop application supports the City’s drive towards a robust Coordinated Access system of care for Abbotsford, and allows better coordination between service agencies and organizations, ultimately leading to improved support and access to housing.

CHIA was developed by the City as a component of the Reaching Home, Designated Community federal grant program in response to the need for service providers to better understand and serve people experiencing homelessness in Abbotsford, specifically those staying in encampments or shelters, or sleeping outside. Service organizations and outreach workers can use CHIA to view, input and update data related to encampments, day sites, sleeping sites, and shelters to improve coordination of services and help create long term data which will aid advocacy efforts for additional supports and resources.

“CHIA is a truly innovative and invaluable tool that will support the work of our City team to develop a robust Coordinated Access System, and improve the way our local service providers respond to and support the most

vulnerable in our community,” said Ross Siemens, Mayor of Abbotsford.

“By accessing real time data, front line workers can collaborate and work together to assure those who need help aren’t missed and that resources are being distributed in the most efficient way. The development of this app will undoubtedly have a positive impact for service providers and those they are helping, and will provide us with valuable data to more effectively advocate for more supports in our community.”

Through the mobile app, different icons can be placed by users on identified encampments, day sites and sleeping sites to display services, like waste removal as well as water and harm-reduction supplies, as they are delivered to these locations so other users can easily identify where the current needs are across the city. Outreach workers will also be able to indicate the number of people staying at each site, and shelter workers will be able to update the occupancy status of their shelter and show how many beds remain available. The app dashboard also provides real-time information, statistics and historical data summaries that can be used to identify trends related to encampments, day sites and sleeping sites, shows the inflow and outflow of people experiencing homelessness and will provide an approximate count for the total number of people living unhoused in Abbotsford at any given time. All these functions provided through this digital solution will elevate how those experiencing homelessness are supported and will contribute to the goal of creating a better and more livable city.

The team, led by SFU biological sciences professor Jim Mattsson, is exploring how biotechnology, advanced physiological methods and precision indoor growing techniques will help maximize plant productivity while minimizing water and energy consumption, even in the depths of winter, resulting in fresher, better and more sustainable produce.

“If you have an indoor environment, you can tell the plants when to produce leaves and when to produce flowers and fruit,” Mattsson says. “You’re not dependent on the season and weather. You can change the light intensity, day length, and temperature to get the full potential of different blueberry varieties.”

The Canadian blueberry season runs from July to the end of September. For the rest of the year Canada imports nearly half a billion dollars of blueberries from countries such as Mexico and Peru.

A home-grown solution needs to be both energy efficient and profitable for farmers. The research is being done in partnership with B.C.-based agritech company BeriTech Inc. with $1 million in support from the Weston Family Foundation as part of the Shepherd Phase of the Homegrown Innovation Challenge.

The research team is evaluating selected blueberry varieties under controlled environmental conditions to better understand how factors such as temperature, lighting and airflow can be used to enhance their growth. The first round of growth trials are underway at BeriTech’s research farm and at SFU.

The research team will also be exploring ways to use resources more efficiently, reducing water and energy use and recycling fertilizers to reduce waste. They are also considering how they will introduce a brand-new category of food to Canadian consumers, with support from Beedie School of Business professors Terri Griffith and Andrew Harries.

Province strengthens drought preparedness

Hundreds of B.C. farmers will be better equipped to deal with drought with supports to help manage, collect and store water for crops and livestock.

“Last year, our province faced an unprecedented lack of rain, and this winter we’re seeing snow levels are at remarkable lows, meaning next summer might be even worse,” said Premier David Eby. “Climate change – and drought in particular – makes it tough to secure water for animals, crops and feed, and it makes food more expensive for everyone. Our government heard the call for help from farmers. This money will help build water storage and buy the equipment farmers tell us they need to keep providing the food we all depend on.”

B.C. farmers will be able to access an additional $80 million in funding through the Agricultural Water Infrastructure Program to make irrigation more efficient, or to build infrastructure to improve water availability and storage. These actions will benefit stream flows, fish populations and support more sustainable food production.

“Climate change is impacting both water and food security for people in British Columbia, making it challenging for farmers’ livelihoods and affecting local food systems,” said Pam Alexis, Minister of Agriculture and Food. “This is why we’re providing enhanced support to improve on-farm and community water infrastructure so we can grow more food and ensure proper water management during potential floods and drought.”

Launched in June 2023, with an initial $20-million fund, the program is funding 108 projects ranging from water storage, such as agricultural dams and dugouts, to improved water-supply systems for irrigation and livestock. It’s expected the additional funding will benefit hundreds more farmers.

On the territory of the Lheidli T’enneh in Newlands, northeast of Prince George, Hope Farm Organics has been able to increase its water supply through the program, allowing them to grow more fruits and vegetables.

“With uncertain times in changing climate patterns and weather extremes, the Agriculture Water Infrastructure Program helped our vegetable and fruit farm become more resilient in the face of these extremes,” said Andrew Adams, owner, Hope Farm Organics. “This resilience has given me the confidence to continue developing and expanding our crops into the future, which ultimately will help improve British Columbia’s food security and the sustainability of our farm. Water is life.”

The City of Delta received $2 million, which is helping improve the efficiency of the local irrigation system. These enhancements will help ensure water keeps flowing to farmers in times of drought and reinforces food security for people in the region.

“The support our city has received from the B.C. government’s Agricultural Water Infrastructure Program has been instrumental in facilitating crucial irrigation upgrades, greatly benefiting our valued farming community,” said George V. Harvie, mayor of Delta. “This strategic investment not only bolsters water security but also plays a vital role in fostering resilience and sustainability within our local food supply chain.”

Another $3 million will go toward regional workshops that will provide demonstrations, education, best practices and tools for water and irrigation use specific to drought-affected communities. This is in addition to the Agricultural Water Management Workshops and Drought Management Engagement Sessions that government staff have been leading in close to 30 communities throughout the province over the past month and continuing in the weeks ahead.

(NC) Scent is a powerful part of our human experience. Different aromas can take us down memory lane or transport us to a calming or energizing place. Essential oils often bring such scents to everyday items like candles, soaps and lotions. But there are some things you should know about them.

The meaning of essential

It may be easy to assume that essential oils are called that because they’re essential to our health, like essential nutrients. But it actually means that they’re the “essence” of something, specifically, a plant. Depending on the plant, oils may be extracted from the roots, flowers, leaves, bark or whatever part will give off the fragrance or flavour.

The safety of natural

Even though essential oils are natural substances, made directly from plants, that doesn’t mean they are always safe for our health. In fact, many plants produce toxins to protect themselves

against insects or animals, which can also harm us.

The ongoing research

Under Canada’s Chemicals Management Plan, Health Canada has been evaluating the safety of essential oils. Lab studies have shown that some essential oils may affect important organs, hormones or the reproductive system when they’re breathed in, put on the skin or eaten. Developing babies could be especially sensitive.

To assess if they might pose a health risk, Health Canada draws on information about how these oils are being used in products and by consumers and in what quantities. After considering this information, they determine if there is a potential risk to people in Canada. If an assessment determines that essential oils could be harmful at current levels of exposure, there could be new regulations or guidelines about how particular oils are used.

The Altima is Nissan’s mid-size family sedan that’s has been a popular seller over the last two decades or so. For 2024 it comes off a 2023 revamp with bolder front-end styling, standard LED lighting, new wheel designs, expanded standard safety features and available 12.3inch display. The facelifted Altima looks sharper, inside, and out, and updated technology. One extremely attractive feature is that All-wheel drive is standard with the Altima, perfect for wintry weather provinces. The Altima is powered by a 2.5L four-cylinder engine rated at 182 hp and 178 lb-ft of torque. This unit is teamed with Nissans propri-

Not a lot to complain about. Fuel economy is rated at 6.7L - 9.3L fuel / 100 km, highway/city/combined.

To sum up, the Altima’s well priced model range is a bargain-priced, especially with as availability of AWD as standard, which sets it above the crowd. Highly recommended.

Does the new Underused Housing Tax apply to you?

(NC) Taxes are a fact of life, but it’s understandable to have questions about any new tax you hear about.

The Underused Housing Tax (UHT) is an annual federal one per cent tax which took effect in January 2022. The key question on most minds when you hear of a new tax is – will I have to pay it?

Well, it depends.

Unlike some municipal or provincial vacancy taxes, the UHT usually applies to foreign nationals, meaning non-Canadian citizens or non-permanent residents, who own vacant or underused residential property in Canada. The majority of Canadians who own residential property are excluded owners, which means they do not have to file a UHT return or pay the tax.

But overall, it’s usually a good idea to double check.

While Canadian owners are typically excluded, there are situations in which you could still be an affected owner, such as if you own residential property as a partner of a partnership or trustee of a trust.

It’s up to an individual to confirm if they are an affected or excluded owner. If you are excluded, you do not have to file a return.

If you are an affected owner, you may not have to actually pay the tax if you are eligible for an exemption, but you still have to file a UHT return by April 30, 2024 to avoid penalties and interest. Ultimately, it’s a good idea to check.

Note, even though the familiar annual income tax and benefit return is due on April 30th for most people, the UHT return is a separate return.

Reflecting on a Legacy: Mike de Jong’s Enduring Impact on British Columbia Politics

In the realm of British Columbia politics, few names resonate with the same level of reverence and respect as Mike de Jong. As one of the province’s longest-serving Members of the Legislative Assembly (MLAs), de Jong’s tenure has been defined by unwavering dedication, astute leadership, and an unyielding commitment to public service. However, as he prepares to bid farewell to the political arena, his departure marks the end of an era for both his constituents and the province as a whole. In an exclusive interview, The Patrika had the privilege to delve into de Jong’s illustrious career, exploring the milestones, challenges, and invaluable insights he amassed along the way. Join us as we reflect on the remarkable journey of a true stalwart of British Columbia politics.

Throughout your extensive political career, what do you consider to be your most significant accomplishment and why?

Claiming “accomplishments” in politics can be somewhat dubious because no one accomplishes anything on their own. I have worked with some incredible community leaders, volunteers and colleagues in government over the years who have helped to make many objectives a reality. Locally, I am very proud of having helped to secure the following:

a) The desperately needed Abbotsford Regional Hospital and Cancer Treatment Centre which is now in need of further expansion.

b) Expanded Highway infrastructure at the Mt Lehman, Clearbrook Road and McCallum Road interchanges.

c) The establishment of UFV as a full degree granting University.

d) Important expansions to runway and terminal infrastructure at YXX that have made Abbotsford International one of Canada’s fastest growing airports.

e) Establishment of Holmberg House Hospice and Canuck Place on the Dave Lede Campus of Care.

f) Creation of Abbotsford’s award winning Discovery Trail network

On the provincial level I was privileged to serve in a number of ministerial positions and could point to achievements in each that I believe have benefitted the people of BC. However, I will highlight two areas that I believe are noteworthy given our present circumstances in Canada. At a time when governments in Victoria and Ottawa are showing such profound disrespect for Canadians by dramatically overspending their budgets and condemning future generations to mountains of unsustainable debt, I am proud to be the only former Finance Minister alive in Canada who table and delivered 5 successive balanced budgets whilst building the strongest economy in Canada!

Reconciliation with Aboriginal Peoples in Canada remains an important work in progress. However, during my time as Minister of Aboriginal Relations and Reconciliation I am proud to have helped negotiate and sign comprehensive treaties with six of BC’s First Nations. These, and the hundreds of other agreements we negotiated, are important and necessary steps along the pathway to reconciliation. I note that since my time as Minister no other comprehensive treaties have been negotiated and there is obviously much more work to be done.

I am very proud of the leadership role BC played on the national stage in advancing trade relationships with our democratic allies like India. When I issued the formal apology on behalf of the Government of BC for the Komogata Maru tragedy, it was an important and necessary step to advancing closer cultural and economic ties with one of the world’s fastest growing economies and an important geopolitical ally.

As someone who has held various ministerial portfolios, how do you approach the balancing act between serving your constituents’ interests and upholding broader governmental

objectives?

The challenge associated with balancing ministerial responsibilities and serving the needs of constituents can be difficult. However, there are two things that I have always tried to keep in mind. Firstly, the only reason I have the honour to serve the people of BC is because the people of Abbotsford have given me that honour. It is to them that I owe the incredible opportunities I have experienced and I remind myself each and every day that the people are my boss and I work for them! Secondly, I have had the benefit of having incredibly dedicated staff working in our constituency office. Linda has been serving families here in Abbotsford for over 20 years and in some cases has literally helped to save people’s lives. Today she is joined by Jean and Navita who also bring great passion and dedication to their roles as public servants.

In what ways have your experiences as Minister of Finance informed your perspectives on fiscal policy and economic management, and how do you believe these insights could benefit your constituents?

Governments need to respect taxpayers and, unfortunately, governments today are showing a profound disrespect for taxpayers. Everyone reading this article understands that if they and their families continuously spend more money than they have they will eventually find themselves in deep trouble. Imposing mountains of debt on future generations is something selfish politicians do because they know that they won’t be around to clean up the mess. It also imposes a hugely unfair burden on our children and grandchildren and places their well being at risk in the event of some

unforeseen catastrophe. The example I like to use is what happened when COVID shut down our economy in 2020. Because we had paid down our public debt with the budgetary surpluses that our nation leading economy produced BC was in a better position than any other province in Canada to offer assistance to families when they needed it most. Affordability and opportunity are both in need of attention in this country. Young people need to be able to find a home they can afford. Young people need to be able to get into the Universities and Vocational institutes that can provide them with the training they require to secure family supporting jobs. And governments need to do a much better job attracting the investment necessary to create those jobs. Unfortunately, Canada and BC have now acquired a reputation internationally as a place where it is virtually impossible to get anything done. Government spending at the rate we are presently seeing at a time when no real efforts are being made to expand and grow our economy is a recipe for disaster and families are already feeling the effects of that incredibly shortsighted combination.

Abbotsford Hospice & Grief Support Society (AHGSS) is proud to announce the unveiling of a stunning butterfly sculpture, marking a significant moment in the launch of the Abbotsford Hospice Foundation.

This masterpiece, crafted with intricate detail and profound symbolism, serves as a symbol of hope and strength for our community. Designed by internationally renowned sculptor, Kevin Stone, the butterfly stands as a testament to the resilience of the human spirit and the beauty of life's final stages.

"As we unveil this magnificent sculpture, we honor the individuals and families who have entrusted us with their care during life's most challenging moments," said Andrea Critchley, Executive Director of AHGSS. “Today also signifies the official launch of the Abbotsford Hospice Foundation, a non-profit that supports the programs and infrastructure of our hospice. The Board of the Foundation recognizes that the Holmberg House building is aging and will require significant funding over the next few

years to keep up with repairs and maintenance. Our goal is to raise 8 million dollars to help us sustain and carry the legacy of Holmberg House into perpetuity.”

Fittingly unveiled to recognize National Butterfly Day, which occurs each year on March 14, the butterfly is placed beside 2 glass plaques that honour the individuals and businesses who give a meaningful legacy gift to the Foundation, creating a lasting impact for generations to come.

We were honoured to have deputy Mayor Patricia Driessen, councillors Les Barkman and Dave Sidhu, Phil and Michelle Holmberg, Alex Mitchell, Miriam Bozman, Vijay Manuel, and Bharathi Sandhu in attendance.

The board has contracted Wendy Neufeld, who has been volunteering and working in the charitable sector

in Abbotsford for more than 2 decades, to spearhead this fundraising campaign. "I am excited to assist the Foundation in growing a meaningful endowment that will support the ongoing and future costs to keep Holmberg House in operation, forever”, said Neufeld.
