As we all know that technology is taking over our trucking industry with lightning speed and everything is using AI to project almost everything around us. A lot of tech companies got into the open market of ELD services and now we see that these companies are also getting into smart load boards. Getting everything electronics to have its own pros and cons. Sometimes we see it helps using every inch of the trailer space and on the other hand it is really hard on the detention time issues because now driver who is getting paid per mile but when sitting at shipper or receivers door and spending precious time there to get loaded or unloaded for long hours and not

getting paid is very tough. Lawmakers needs to understand the issue and help eliminate this problem. This is a very tough time for trucking and lots of trucking companies are closing and more than that are just on last resources. Rule and regulations are taking a big toll on these companies, insurance rates are just unheard of, shortage of drivers and also drug and alcohol clearinghouse took eight thousand drivers out as positive for drugs make it harder to get drivers. And last but not least coronavirus in China epidemic is going to create a crisis in the coming months. We hope that our trucking industry will get out of this hard time and thrive again.

lectronic logging devices (ELDs), which track driver hours of service, remain a major issue for produce shippers looking to get their product to market in a timely fashion, logistics suppliers say. It may be the biggest issue the industry faces this year, perhaps because it applies more pressure on drivers to get loaded quickly. With longer-than-usual loading times and the final changes to the ELD rules, most U.S.-market shippers are struggling to load trucks in a timely fashion, with some produce facility wait times of more than 12 hours. Regulators must address wait times, said John Hollay, senior director of government relations with the Washington, D.C.-based United Fresh Produce Association. “Given the wider implementation of ELDs, the government must ensure that time logged is time spent in actual transit and not in time spent by drivers waiting for the product to be loaded,” Hollay said. Transportation providers have been transitioning to electronic logging systems over the last couple of years, and the transition has been smooth with some and bumpy road for produce haulers. Since their implementation, ELDs have shined a spotlight on shipper operations and their importance to carriers’ drive times. Lots of people are talking about HOS rules that need to be overhauled, As we all are waiting for FMCSA recommended changes to take effect. Most of the impact felt by the mandate of ELDs was absorbed by the marketplace in late 2017-early 2018, while normalcy in carrier capacity has returned, shippers have recognized that greater efficiencies and stronger relationships with carriers are now more critical than ever. Alert and rested drivers are essential, but the rules should allow for a bit of flexibility, Hollay Said. “We are as concerned as anyone that fresh produce drivers have proper rest and are not a danger to others on the road, but that requires greater flexibility in the enforcement and application of these regulations,” Hollay said. “We are confident that updated regulations and potential legislation will include policies that ensure that fresh produce will be delivered both safely and in a timely manner.”

Regulators Need To Solve Detention Challenges In Shipping Of Fresh Produce

Several recommendations have been filed with the agency.

For most of the last two years since the mandate went into effect, the marketplace has reacted efficiently to the transition and normalcy has returned to carrier capacity. Both shippers and carriers, however, have recognized that more efficiency and better relationships will be essential in the future. While well-rested drivers should be the goal for everyone, flexibility should also be foremost in the minds of regulators, according to Hollay. He concluded by saying, “We are confident that updated regulations and potential legislation will include policies that ensure that fresh produce will be delivered both safely and in a timely manner.” www.punjabitruckingusa.com

Amazon Expanding Service And Innovation But Not Without Criticism

F

or the last decade, Amazon has been reinventing the online marketplace and is now widely considered the leader in the industry, with sales exceeding $200 billion in 2019. One of Amazon’s most recent innovations is their incredibly popular one-day delivery option.

In Phoenix, Arizona, home of an Amazon Fulfillment Center, Amazon Prime members can have products delivered in only a few hours. In fact, the last quarter of 2019 saw a heavy increase of shoppers opting for Prime membership. Prime status includes free shipping and other benefits.

Currently, Amazon is able to provide this service to roughly 75% of the U.S. This delivery option has presented a series of upsides for the retailer, yet problems have also arisen.

One side effect of this is that expectations for shipping have been raised across the board and other companies are scrambling to match Amazon’s lead. With customers expecting merchandise on their doorsteps in light-speed haste, Amazon’s competitors are looking to increase their productivity, which experts see as a positive which can only increase innovation.

On the positive side, the benefits of one-day service are clearly evident. Customers are overwhelmingly supportive with many clamoring to get their merchandise as quickly as possible.

Another cutting-edge invention by Amazon are the company’s new Amazon Go grocery stores which allow customers to simply pick up groceries and walk out without bothering with check-out lines or cashiers while their Amazon Prime account is charged. Competing grocery outlets are now tasked with providing similar services.

Another problem, pointed out by labor advocates, is that working conditions for carriers can often be dangerous and overwhelming with schedules exceeding 60 hours. Combine that with low wages and Amazon is ripe for criticism.

One of the biggest benefits that Amazon has created is the simple fact that as convenience grows, customers are willing to spend more, an influence that really has no comparison in U.S. retail history. Another boon, especially for the trucking industry, is that with e-commerce surging the need for investment in transportation will also increase. But, with any revolution there are downsides. Amazon’s streamlined operations are presenting a major problem for

the U.S. economy as smaller businesses are not able to compete and are going out of business. Customers are increasingly ignoring companies which cannot provide the level of service which Amazon has become famous for. Finally, experts estimate that Amazon will soon have a monopoly on commerce throughout the U.S. with many believing the company will soon be overly powerful and influential. As Amazon continues to expand its inventory and growing presence on Wall Street, with analysts predicting a share in Amazon stock could reach $5,000 by 2023, the sky’s the limit for the online behemoth.

Love’s Expands, Adds New Stops In Virginia, Oklahoma, And Mississippi

I

n a boon for truckers and their never-ending quest for parking spaces, Love’s Travel Stops & Country Stores has opened three new locations with over 200 new parking spots in Virginia, Oklahoma, and Mississippi.

The Oklahoma City-based company is one of the largest private companies in the U.S., operating over 500 truck stops throughout the nation. Class 8 Engine Sales Rise To Highest Level Since 2019 2006

L

ed by independent engine maker Cummins Inc., retail sales of Class 8 diesel motors in 2019 rose to their highest level since 2006. Cummins supplied more than 35% of engines in the first half of the year until production waned and fewer orders were reported in the second half, said automotive industry experts WardsAuto.com. In fact, most truck manufacturers saw increased engine sales, with only a slight dip at Cummins and Mercedes-Benz. Cummins total of 112,756 engines sold was slightly less than 2018, although overall engine sales by all companies was up from 309,701 to 323,225, according to Ward’s. Ward’s divides Class 8 engines into two categories, Group 1, under 10 liters, and Group 2, 10 liters and over. Cummins dominates the competition in Group 1, accounting for 88% of all engine sales in that category with Daimler Trucks North America (DTNA) subsidiary Detroit Diesel, Paccar Inc., Mercedes-Benz and Hino Motors accounting for most of the remaining 12%.

Cummins sold a majority of its Group 1 engines to Freightliner at 15,403 while International, part of Navistar Inc., accounted for 7,023 of Cummins under 10-liter engines. Detroit, Mercedes-Benz and Hino saw improved sales in the Group 1 category over 2018. In the Group 2 category, DTNA’s Detroit Diesel outpaced Cummins with 97,903 engines sold in 2019 with most of those engines going into DTNA’s Western Star brand and the marketleading Freightliner. Cummins CEO Tom Linebarger said, “Original equipment manufacturers prioritized production of their own engines when making cuts to production in the second half of the year.” Freightliner confirmed this when DTNA emphasized the company’s focus on an integrated power train that links Freightliner and Western Star trucks with Detroit Diesel engines. DTNA Senior Vice President of Sales and Marketing Richard Howard said, “We revealed the all-new DD15 Gen 5 late last year at the North American Commercial Vehicle show and we begin production in January 2021 to continue to deliver on the promise of performance, efficiency and maximum uptime.” Cummins supplies the bulk of its Group 2 engines to Kenworth and Peterbilt. For its part, Paccar Inc. increased its sales of Group 2 engines from 36,471 in 2018 to 40,627 in 2019. Paccar CEO Preston Feight said, “Last year, we finished

FMCSA’s Drug and Alcohol Clearinghouse Identifies Nearly 8,000 Substance Abuse Violations in First Weeks of Operation

T

he U.S. Department of Transportation’s Federal Motor Carrier Safety Administration today released data following the first weeks of operation of its Commercial Driver’s License Drug and Alcohol Clearinghouse. The information released showed that the clearinghouse has detected and identified nearly 8,000 positive substance abuse tests of commercial drivers since January 6, 2020. The clearinghouse now has more than 650,000 registrants. “We’ve seen encouraging results from the Drug and Alcohol Clearinghouse, but there’s still work to do to ensure we identify more drivers who should not be behind the wheel. The clearinghouse is a positive step, and the Agency continues to work closely with industry, law enforcement, and our state partners to ensure its implementation is effective,” said FMCSA Acting Administrator Jim Mullen. The clearinghouse is aimed at improving road safety by providing FMCSA and employers with the necessary tools to identify drivers who have violated federal

drug and alcohol testing program requirements and are prohibited from operating a Commercial Motor Vehicle. The goal of the clearinghouse is to ensure that such drivers receive the required evaluation and treatment before they have the opportunity to resume driving. There is no cost for registration. Commercial drivers are not required to immediately register for the clearinghouse, but will need to register to respond to an employer’s request for consent prior to a preemployment query or other full query being conducted. In addition, employers must be registered during the first year of implementation to ensure they are able to conduct the required annual query on all employed drivers. Combating drug abuse has been a top priority of the U.S. Department of Transportation and the Trump Administration. President Trump has brought attention to the nation’s opioid crisis by declaring it a nationwide public health emergency and has implemented critical federal initiatives to help reduce opioid abuse.

Employers must purchase a query plan before conducting queries in the clearinghouse – query plans must be purchased from the FMCSA clearinghouse website only;

• Drivers who respond to employer consent requests or would like to view their clearinghouse record when applying for a job; and

FMCSA’s clearinghouse website contains important resources, including user brochures and instructional aids with step-by-step registration instructions for all users. Coronavirus Causes Supply Chain Disruptions For Nissan

S

ince it is truly a global economy, the continuing outbreak of the coronavirus in China is leading to supply chain problems for Nissan Motor Co. in its automobile manufacturing plants across the world, including in the U.S. Parts such as brake hoses and air conditioning components are in short supply as factories in China’s Hubei province, where the epidemic began, have closed down. Chinese government officials, however, were hoping to get production back on-line in Hubei as early as Feb. 21, but Nissan fears that if parts aren’t moving by then, assembly plants in Japan could shutter by Feb. 23. Plants in the U.S. and Mexico could be next. One of Nissan’s main partners, Dongfeng Motors, makes its home in Hubei. Hubei represents China’s fourth largest vehicle production center and, since each assembled automobile requires thousands of parts from different factories, any disruption can paralyze the entire supply chain. In fact, analysts have suggested that the coronavirus could cut production by as many as 1.7 million vehicles.

Nissan has already halted production in segments of its facilities in Kyushu Japan. These obstacles for Nissan come at a particularly inopportune time as the automaker is already facing a series of challenges which began when its chairman, Carlos Ghosn, was arrested in 2018 for misuse of company assets. And, recently, the manufacturer posted its lowest profit margins in ten years with stock market shares cratering to Great Recession levels. Not surprisingly, the company is considering cutting back some 6,800 units in February with more reductions likely if problems with the coronavirus persist. Nissan is in discussions with the Chinese government for factories in Hubei to resume production as long as safety precautions are put in place to protect workers. Currently, only slightly more than half of Nissan’s suppliers in China are at full production mode with many staying closed because they cannot get approval to open from the Chinese government.

Volvo LIGHTS Project Ramps Up With The Introduction Of Electric VNR Models

A

s part of its multimillion-dollar LIGHTS project, Volvo Trucks North America (VTNA) showcased its new electric VNR model by providing rides during a recent event at the TEC Equipment location in Fontana, California. LIGHTS is the acronym for the Low Impact Green Heavy Transport Solutions project which has received $44.8 million from the California Air Resources Board as part of the state’s California Climate Investments (CCI) initiative. Volvo says the new trucks will be on California roads in a few weeks and sales will begin later this year. VTNA President Peter Voorhoeve said, “There are many different alternative energies to fuel trucks with, but I personally believe, and Volvo Groups believes, that electric mobility is the way forward.” The CCI hopes to invest billions in the fight to reduce greenhouse gas emissions, bolster California’s economy and improve public health and the environment. Currently, the initiative, which seeks to develop electric power options for heavy-duty applications, has several partners, including Volvo which has contributed $36.7 million to the project’s total of $90 million. During the Fontana event, Volvo Group CEO Martin Lundstedt extolled the collaborative nature of LIGHTS and the CCI. He said, “Partnership is the new leadership. We will learn, all of us, how to move forward. Volvo as a company, and together with all of our partners, should drive prosperity through transport solutions.” Lundstedt also boasted of the economic gains which could be reaped by the program, saying, “We know that any society that has advanced transportation and infrastructure actually has a very clear correlation with the perspective that we all know about, which is measured as GDP. This is a necessity, but it’s also a competitive edge.”

Federal Court Rules Against Walmart Appeal over $54.6 Million In Lost Wages To Drivers

D

espite claiming it pays above average wages to its drivers, Walmart is on the hook for $54.6 million in lost wages to its drivers after a federal court ruled against them on Feb. 20. The U.S. Circuit of Appeals for the 9th District, representing several western states, upheld a ruling by a lower court in the class-action lawsuit against the retail giant. Walmart had disputed the lower court’s decision that they owed drivers for 10-hour end-of-shift layovers, sleeper-berth rest breaks and inspection time. The court, however, consisting of a threemember panel, ruled that drivers should be compensated under California law because Walmart controlled their schedules during break times and mandated layovers. California law requires employers pay at least minimum wage during the entire time a worker is under their control. Walmart argued they should not have to pay for the 10-hour layovers because drivers could potentially just go home for rest. Walmart’s own manual, however, prohibits drivers from taking a layover at home without getting permission from the company.

In the end, drivers, who worked for Walmart between 2004 and 2015, successfully argued they were due the difference between Walmart’s layover fee and minimum wage. The circuit court panel ruled against Walmart’s claim that it paid its drivers quite well and the disputed wages were simply part of their salaries. “We continue to believe that our truck drivers are paid in compliance with California law and often in excess of what California law requires,” said a Walmart statement. “We are proud that our drivers are among the best paid in the industry, earning, on average, between $80,000 to over $100,000 per year. We disagree with the decision.” Walmart has not yet decided what to do next, although the American Trucking Associations, California Trucking Association, CRST Expedited Inc. and U.S. Express have filed a petition on behalf of the retailer. Walmart could still ask for an en banc hearing, which would require a decision by all of the 9th District judges and not just a three-member panel.

With Elections Looming, Congress Still Working On Regulations Aimed At Self-Driving Vehicles

A

s autonomous vehicle (AV) technology advances at a rapid pace, the federal government is scrambling to develop legislation to provide a regulatory structure for self-driving vehicles. Lawmakers in the U.S. House of Representatives, including Rep. Frank Pallone (D-N.J.), chairman of the Energy and Commerce Committee, are hoping to create a “national road map for self-driving cars” within the near future. But, as primary elections loom and this congressional session merges into campaign season, leaders have yet to put anything on the House floor. Plans, however, are in the works and seem to be progressing on bipartisan terms. In a recent hearing, Pallone said, “The legislation should facilitate the collection and reporting of vital crash and incident data and protect Americans’ rights to access the courts for the inevitable incidents related to self-driving cars. It should also promote consumer awareness and provide robust resources to federal regulators to oversee these complex technologies, while also preserving the appropriate role of state and local governments.” Ranking member of the House committee, Rep. Greg Walden (R-Oregon) noted that, while legislation had been worked on in previous sessions, he warned against the consequences of not passing legislation, saying, “Despite the work that was done then and the setback of coming up short, we are still here today talking about a need to pass an AV bill

in the House. The U.S. is in a global race to AVs, but today the cost of inaction is clear: We are behind.” Senate leaders also understand the need for action. Commerce Committee Chairman Roger Wicker (R-Miss.) said, “As technology continues to improve, AVs will be increasingly part of our daily lives. Therefore, it is up to us to ensure that the safety benefits of these vehicles are fully realized.” Specifically, lawmakers say that legislation should focus on innovation and the need for advanced technology which will save lives. The death of a pedestrian who was hit by a self-driving car in Tempe, Arizona in 2018 has highlighted the need for further precautions to ensure that AV developers are utilizing the safest technologies possible. National Transportation Safety Board Chairman Robert Sumwalt recently told senators, “There has been an absence of safety regulations and federal guidelines regarding how to adequately evaluate [automated driving systems], which has prompted some states to develop their own requirements for AV testing.” Companies such as Apple, Ford, General Motors, Mercedes-Benz, Uber and Waymo are among those that are testing safety technology and participating in a selfassessment program sponsored by National Highway Traffic Safety Administration.

Questions Abound As CARB Rolls Out Zero-Emissions Plan

A

move that would ensure that 100% of California’s light, medium and heavy-duty trucks and buses will be zero-emission vehicles (ZEVs) by 2045 is being roundly criticized by truckers and other stakeholders in the transportation industry.

The new rules will begin on a graduated basis in 2024. Each year afterward, a higher percentage of trucks sold by manufacturers will need to be ZEVs. Although many obstacles stand in the way of this lofty goal, CARB officials contend they are optimistic about reaching those standards.

In efforts to fight climate change, promote clean air and provide new green jobs, the California Air Resources Board (CARB) has recently adopted regulations mandating that all large vehicles be powered by battery or fuel-cell engines within 25 years.

Trucking industry representatives, however, have raised a series of questions about the feasibility of such a timeline. They expressed those concerns at a “kickoff workshop” on Feb. 12 and at a CARB meeting in December which saw more than 100 individuals contribute comments. Questions at the workshop and the board meeting included: Who goes first? Although the plan’s requirement will be the same for all trucking sectors and vehicle configurations, the rule almost certainly will be graduated to first require conversion by those sectors that presumably can make it quicker and less painfully.

The large numbers of truck technicians needed to work on the ZEV technologies will require a major training effort. Other problematic issues cited by stakeholders included what would happen if a wildfire—frequent in recent years—should shut down the state’s power grid; how would the state recoup the loss of billions of dollars in revenue it currently receives through fuel taxes; will electric trucks be powerful enough, especially in mountainous conditions; and what will happen to recently converted natural gas trucks?

At the Feb. 12 workshop, CARB officials said they would consider a suggestion by the Truck & Engine Manufacturers Association to require 100% of sales and purchases in market segments that would be ready between 2023 and 2027. Some argued that the 2024 date for compliance is unreasonable.

The current plan devised by CARB calls for drayage trucks, first and last mile delivery services, buses, shuttles, public fleets and private utility vehicles to go first in the program. In addition, the plan will require manufacturers of Class 7 and 8 trucks to sell a percentage of ZEVs by 2024, although they admit the ultimate goal of getting the heaviest classes into full compliance by 2045 will be difficult.

n order to avoid the disruption of critical infrastructure that relies on GPS for positioning, navigation and timing (PNT), the Trump Administration has issued an executive order that directs federal agencies, especially in the transportation sector, to protect and promote these vital systems. “The national and economic security of the United States depends on the reliable and efficient functioning of critical infrastructure,” the executive order states. “To strengthen national resilience, the Federal Government must foster the responsible use of PNT services by critical infrastructure owners and operators.” Referred to as the “first-ever” executive order on PNT usage, it tasks various cabinet departments, including the Department of Transportation (DOT), to develop programs to evaluate the use of PNT services along with infrastructure operators. The main goal is to eliminate problems or disruptions as well as creating a “PNT profile” that could lead to opportunities for research and development. In a recent statement, the DOT said, “The Department is committed to working with industry, as well as the other departments and agencies, to ensure expeditious implementation of the framework and resulting transportation PNT profiles. Our challenge is to enable increased resilience across our transportation systems and ensure the traveling public and freight transporters experience an increased level of safety and efficiency without the possibility of interference caused by loss or manipulation of PNT.”

Trump Executive Order Looks to Strengthen GPS Systems The executive order requires the Department of Homeland Security, DOT, and other agencies to establish plans within 180 days on how to ensure proper security surrounding the use of PNT services. The feds hope to avoid GPS disruptions such as those that took place in the Mediterranean Sea last year when “spoofing” of cargo vessels led to lost GPS signals which caused problems for bridge navigation, GPS timing, and communications. Since their inception in the 1980s, GPS-based PNT services have generated over $1.4 trillion in economic benefits to the U.S. Potential PNT disruptions could lead to massive losses in the range of $30 billion to $45 billion, according to a recent study commissioned by the U.S. Commerce Department’s National Institute of Standards and Technology.

Truckers Will See Reduced Registration Fees In 2020 and 2021

T

ruckers will have heavier wallets in the future as annual registration fees that go to support state safety programs will drop by 14.45%. Carriers, brokers and freight forwarders will see these decreased rates in both 2020 and 2021. In a notice published by the Federal Motor Carrier Safety Administration (FMCSA), the cost of fees collected by the Unified Carrier Registration (UCR), which makes recommendations about rates, was actually less than had been anticipated. The fees became effective and the 2020 registration period opened on Feb. 13. In addition, the FMCSA reported that the reduction in 2019 registration fees, completed in Dec. 2018, was between $3 and $2,712 per entity in accordance with the number of trucks owned and operated.

In order to pay for state safety programs and enforcement activities, the UCR teams with 41 states to enact and collect fees from carriers, private carriers of property, brokers, freight forwarders and leasing companies. If collections are in excess of what is mandated by federal law, the UCR automatically adjusts fees which must be approved by the FMCSA. (See this year’s fees in the box below): The Small Business in Transportation Coalition (SBTC) disputed some of the fees, arguing that the UCR was unlawfully collecting fees from intrastate carriers and that refunds would be needed, thus affecting revenues available to the states and fee levels. The FMCSA, however, found no need for fee adjustments. In its notice published in the Federal Register of Feb. 13, the FMCSA said, “It is the responsibility of each motor carrier to determine if it is required to register with the UCR Plan under the UCR Agreement because it is an interstate carrier, including carriers engaged in interstate transportation in a single state that involved a prior or subsequent movement across a state line.”

More Trucking Companies Closing,

Laying Off Drivers

wo more operations have added their names to the alarming number of truck companies that have closed and laid off drivers in the last year. 2019 saw the number of closures double over 2018.

New England Motor Freight, Minnesota-based LME Inc. and California-based Starlite Trucking.

Blaming rising insurance rates, government regulations, softness in the freight market and a lack of qualified drivers, both San Leandro-based Rodgers Trucking Company in California and the Nashville, Tennessee-based refrigerator trucking company Howard Baer Inc. have shuttered in recent days. Founded in 1972, Rodgers leaves 130 union truck drivers without employment. One factor in their decision was that previous client Southern Glazer’s Wine and Spirits now has its own trucking services. Howard Baer, founded in 1951 and providing refrigerated trucks to 30 states, had employed 198 drivers at the time of closing. Major trucking companies that have closed in the last year include Ohio-based Falcon Transport, New Jersey-based

Trump Budget Would Build More Wall, Upgrade Border Infrastructure

I

n its continuing efforts to bolster the southern border with Mexico, the Trump Administration has requested $18.2 billion for Customs and Border Protection (CBP), including $2 billion for 82 miles of new border wall, in its 2021 budget. In 2016, Trump promised to build a wall to prevent undocumented immigrants from entering the U.S., although at the time he promised that Mexico would pay for the wall. The bulk of the money will go to strengthen the agency’s land-border infrastructure and to add border personnel. Along with the money for wall construction, more than $340 million is earmarked for border station upgrades and the hiring and training of 750 new Border Patrol agents. Although analysts say the budget will be dead on arrival in the Democratic-held House of Representatives, the proposed CBP budget also provides $25 million for maintenance of nonintrusive inspection technology (NII) and the requisitioning of 45 small-scale and handheld systems for cargo which will be used “to inspect and screen conveyances or cars, trucks, railcars, sea containers, as well as personal luggage, packages, parcels, and flat mail through either x-ray or gamma-ray imaging systems.”

An additional $23.4 million will be used for computer systems upgrades, including the migration of CBP’s national database to the “cloud” and ongoing enhancement of the agency’s computers labeled the Automated Commercial Environment (ACE). “Continued funding is required to migrate the functionality from the antiquated mainframe and into the ACE platform,” the administration’s budget proposal said. “The development includes a cloud-based platform that reduces costs to the agency, provides a common framework that aligns with other initiatives and is flexible enough to allow for future technological enhancements.” What is left out of the CBP budget is funding for adding officers to the agency’s Office of Field Operations that is in charge of outbound trade at the nation’s ports of entry. This lack of funding has drawn criticism from the CBP’s officers’ union which claims that staffing levels at many ports of entry are lacking. Part of the Department of Homeland Security, the CBP is responsible for prohibiting the entry of illegal narcotics, contraband and unsafe products. CBP is also the secondlargest—behind taxes—source of revenue to the federal government and brought in over $80 billion in duties, fees and tariffs in 2019.
