T
imes are changing in trucking industry very fast. Technology is taking over and trucks are becoming more and more efficient by the day. Everyone is talking about trucks going on renewable fuel like electric or hydrogen powered and autonomas very quick. With all this there is concern over the infrastructure not ready for these changes. While all this is going on the freight rates in the trucking industry are falling downwards. Driver shortage is haunting trucking companies like never before. Not to say about new laws coming out on a daily basis. So many lawsuits are lingering around. Insurance rates are skyrocketing because rookie drivers are coming to the market with exceptional speed. We are in a situation where it’s becoming harder and harder to run trucking operation with all the compliance. This is the point where trucking companies start cutting corners and big accidents start happening like ones we recently saw. We at Punjabi Trucking Magazine team pray for victims families and hope speedy recovery for injured. I hope we learn from all these situations and start following the law and stop cutting corners. Everyone needs to understand that the compliance and equipment maintenance is very important for any company. Now we are almost ready to see HOS changes coming next month, hope for the best and be prepared to comment on those changes when it comes available.

INTERNATIONAL
ROADCHECK INSPECTIONS SLATED FOR EARLY JUNE BY: RAMAN DHILLON
A
pproximately 17 commercial trucks or buses will undergo an inspection every minute in the U.S., Canada, and Mexico during the annual Commercial Vehicle Safety Alliance (CVSA) International Roadcheck from June 4-6. CVSA has directed its focus this year to inspections on steering and suspension systems which have not been a high priority during past Roadcheck events. “To the best of my knowledge, we have not focused on steering or suspension systems…but they are safety-critical components, and we want
8
to remind drivers and carriers that they are important,” said Will Schaefer, a director of safety programs for CVSA. In the past, violations involving steering and suspension have been less frequently cited during inspections. During the 72-hour inspection window, CVSA will focus on the 37-step North American Standard Level I Inspection which looks at driver operating requirements and vehicle mechanical health. They may also use the Level II Walk-Around Driver/Vehicle Inspection, the Level III Driver/Credential/ Administrative Inspection or the Level V Vehicle-Only Inspection.
Drivers will be required to show documents such as Medical Examiner Certificate, Skill Performance Evaluation Certificate, driver’s record of duty status and vehicle inspection reports. Drivers will also be checked for alcohol or drug sobriety, sickness, fatigue and seat belt usage. While inspections this year will prioritize steering and suspension, other essential elements such as braking, exhaust and fuel systems, cargo securement, coupling devices, frames, lighting devices, tires, rims, windshield wipers, and trailer bodies could also be scrutinized by inspectors. CVSA reports that in 2018,

nearly 22% of trucks that underwent comprehensive Level I inspections during Roadcheck were scratched from service, representing a small decline from the year before. The rate of drivers ruled out of service for Level I, II, and III violations also declined from 4.7% in 2017 to 3.9 last year. Although CVSA does its best to maintain highway safety, Executive
Director Collin Mooney warns that even though percentages are declining for violations, they may not indicate that roads are any safer from year to year. “The one important thing to note is that it is a percentage based on the vehicles that we had selected for inspection, not necessarily a percentage of the overall condition of the industry,” Mooney said in 2018.
CVSA’s International Roadcheck has conducted more than 1.6 million roadside inspections since it began in 1988. The event includes participation from the Federal Motor Carrier Safety Administration, Canadian Council of Motor Transport Administration, Transport Canada and Mexico’s Ministry of Communications and Transportation.
Reyco Granning’s drive-axle air suspension for e-axles
R
eyco Granning’s WorkMaster 240AR-EV drive-axle air suspension is designed to be packaged with electric axles. The suspension’s low-profile frame brackets are engineered to allow room for body mounts or fifth-wheel angles, while the curved spring beam eliminates the lower air spring mount to increase ground clearance, reduce weight and accommodate a range of frame widths and a larger e-axle space-claim. The 240AR-EV has a GAWR range of 17,000 to 23,000 pounds and is suited for heavy-duty single or tandem drive-axle arrangements with ride heights ranging from 8.5 to 10 inches. 10

Volvo Trucks Expands Over-the-Air Offerings with New Parameter Updates
V
olvo Trucks’ newest series of parameter updates complements its newly-launched Parameter Plus subscription package, which allows for up to 50 parameter updates annually per covered vehicle. With over 250 parameters to choose from, this new set of updates will provide customers with notable value in terms of cost savings, fuel efficiency and uptime. “The enhancements we’ve made to our range of available parameter updates demonstrates Volvo Trucks’ commitment to maximizing uptime for our customers through best-in-class connectivity capabilities,” said Ashraf Makki, product marketing manager at Volvo Trucks North America. “Our customers are already seeing the value in the recently introduced Parameter Plus package, which allows owners to switch between operating modes remotely, balancing fuel usage and performance to optimize the truck’s transport assignment and maximize profitability. These updates will only add to that value.” Volvo Trucks in leading the industry in the breadth and amount of control of over-the-air (OTA) updates. This new release of the parameter updates further increases the potential of the nearly 17,000 Volvo trucks benefiting from OTA update capabilities, delivering a higher level of accuracy and efficiency and offering increased flexibility and optimization. The new packages include over 250 updates in categories including road speed, cruise control, transmission, idle shutdown and fuel economy.
14
Included in these enhancements is comfort shift, a software package that provides smoother launches when load shifting must be minimized, giving drivers a smoother start, changed gear shift strategy and gentler drive. Idle shutdown is another area of control being offered, giving authority over minimum and maximum time allotted for idleness. The Parameter Plus package, introduced in March 2019, set the stage for the release of advanced updates such as these. A supplement to Volvo’s Remote Programming, the new Parameter Plus package was designed with thorough feedback from customers to meet the demands of their applications via overthe-air updates while significantly increasing uptime. Average industry time for typical parameter and software updates can require two or more days of downtime, along with the added administration and costs of acquiring a supplementary truck and managing additional driver logistics. The new Parameter Plus package with OTA powertrain software updates can be completed in under 20 minutes and parameter updates in under 10 minutes.

Trucking Stakeholders Applaud Bill that Would Repeal the Truck Tax
A
bill introduced into the U.S. House is drawing praise from trucking industry groups for its attempt to repeal the federal excise tax (FET) levied on most new heavy-duty trucks and trailers. “Modern, Clean and Safe Trucks Act of 2019″ – H.R. bill 2381 – was introduced by Rep. Doug LaMalfa (R-Calif.) and Rep. Collin Peterson (D-Minn.) to help roll back the 102-year-old tax that was originally created to help finance World War I. The 12 percent excise tax generally adds between $12,000 to $22,000 to the cost of a new truck purchase. “The FET discourages truck buyers from purchasing the newest, safest and cleanest trucks and trailers available,” said Jodie
Teuton, chairwoman of the American Truck Dealers (ATD) and Modernize the Truck Fleet (MTF) coalition steering committee member. “This tax is as outdated as biplanes and trench warfare.” Congressman LaMalfa notes that in the century since the FET was introduced, it has quadrupled from 3 percent to 12 percent and that the inflated acquisition cost has chased would-be new truck
customers out of the market. “It’s an outdated and unnecessary barrier that discourages truck buyers from upgrading to more modern, cleaner and safer vehicles. It’s also the highest percentage-based tax that Congress imposes on any product, and it’s not even a reliable source of funding for the Highway Trust Fund,” he says. “Most heavy-duty truck owners can’t afford a $20,000 tax bill per new truck, so they don’t buy them. They’re far more likely to purchase used or older trucks with older technology that are not as fuelefficient or don’t achieve the air quality goals the government demands. The FET limits truck replacement, the associated economic growth, and needs to be repealed.”

Hendrickson Expands Trailer Commercial Vehicle Systems Operations
H
endrickson, based in Woodridge, IL, is expanding its Trailer Commercial Vehicle Systems operations in Northeastern Ohio with 35 acres purchased from the more than 325-acre parcel of the Stark County Farm property. This new plot will be home to Hendrickson’s sixth trailer suspension plant. “This $50 million, state-of-the-art facility will support local and Canadian customers as well as other Hendrickson divisions,” stated Gary Gerstenslager, president and CEO of Hendrickson. “It is our 11th manufacturing site in the United States and will have the capacity to manufacture axles and suspensions for Heavy-Duty Class 8 vehicles. We are excited for this opportunity not only for Hendrickson but for the State of Ohio, Stark County and the Village of Navarre.” “When completed and fully operational, this 180,000 square foot facility will employ a full-time workforce of nearly 300 associates. Hendrickson anticipates groundbreaking to take place in April 2019 with completion of the facility in the first quarter of 2020. A solid technical workforce, proximity to customers and suppliers as well as Hendrickson Trailer’s roots in Northeast Ohio, all played a major role in our decision to locate the new manufacturing facility in Ohio,” stated Perry Bahr, vice president Trailer Commercial Vehicle Systems.

New Technology Allowing for Easier Parking at Rest Stops
I
n another technological advancement for the trucking industry, Intelligent Imaging Systems (IIS) is making it possible for truckers in the Midwest to know in advance, through real time announcements on highway signs, the availability of parking spaces at upcoming rest stops. Utilizing the recently installed Regional Truck Parking Information Management System (TPIMS) along Interstates 70, 75 and U.S. Route 33 in Ohio, truckers now have the luxury of doing advanced planning for their routes in order to avoid delay by searching for parking spots. Transportation analysts say that 83 percent of drivers routinely take 30 minutes or longer to find parking. “In Ohio, it’s set up where a highway reader board shows the number of spots available at the upcoming rest area,” said Brian Heath, president and CEO of IIS. “And in many cases, it shows the spots available at the rest areas that are further down the road. This takes out a lot of the guesswork of ‘where do I park?’ Plus, if a rest area is full, the driver doesn’t have to pull in and search—wasting time trying to find a spot that doesn’t exist,” Heath concluded.
The product of a Mid America Association of State Transportation Officials (MAASTO) initiative and federal money, TPIMS opened along the region’s high-volume freight corridors through Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Ohio and Wisconsin. The goal of the technology is inform truckers and dispatchers on the availability of parking spots across state lines through road signs and, in some cases, in-cab technology.
In Iowa, the state’s department of transportation has launched its “Trucks Park Here” system to place more data in the hands of drivers. The state is pushing for onboard software that allows truckers to see available parking spots in a variety of areas. “While some states are using more sign-based approaches like placing information on digital message boards on the roadway, in Iowa we decided to take a more technologybased approach,” said Phil Mescher of the Iowa DOT’s Office of Systems Planning. “We are making information available to those who can use the data in existing in-cab systems or develop apps for drivers.” Funding to increase the use of IIS systems across the MIdwest is provided through MAASTO as well as a $25 million grant from the Obama era Transportation Investment Generating Economic Recovery act—renamed the Better Utilizing Investments to Leverage Development act under the Trump administration. The use of IIS is one way that states and the federal government are reacting to a problem which has plagued the trucking industry for many years. “The federal government has recognized the parking issue and has stepped up to offer states funds to implement a truck parking management system,” said Heath. “We expect states with parking issues to take advantage of the funding to make highways safer, and drivers more productive. If a driver can’t find a spot, and their hours of service are about to expire, they’ll often resort to using unauthorized parking spaces, or park on highway shoulders or ramps. By providing real-time information on parking spots, states have the ability to make an impact on the problem.”

Another NFI Subsidiary Hit with Expensive Ruling for Misclassifying Drivers
I
n another indication that California is serious about changing the relationship between workers and employers in the new gig economy, the state labor commission ruled that drivers for Los Angeles based K&R Transportation, an affiliate of New Jersey based NFI Industries, has ruled that the company’s drivers are employees and not independent contractors. The decision, handed down on April 10, will force K&R to pay 10 port drivers a total of $1.2 million in unpaid wages and other damages. Last year, Long Beach based logistics company Cal Cartage, another subsidiary of NFI, was forced to pay $3.5 million in back wages for a similar misclassification of its workers.
Freightliner Columbia, and even though the driver owned the pink slip to the truck and registration was in his name, the truck was actually leased from a bank. The driver also claimed that K&R deducted lease payments without his permission. Although K&R told drivers they could work for other companies at the same time, they threatened to block parking and fueling privileges as well as giving drivers poor assignments if they drove for other entities. And, while given the option of which days to work, hours were determined by K&R. Drivers also could not have their own clients, and could ship cargo only for K&R clients under the established K&R pay rates.
Court documents reveal the drivers filed their lawsuit in May, 2017, looking to recoup unpaid wages from the four previous years. Each driver wanted back wages ranging between $7,000 and $46,000; unlawful deductions from $5,000 to $155,000; expenses in the range of $2,000 and $112,000; meal period and rest period premiums up to $47,000. Documents also showed that drivers worked an average of 10 to 14 hours a day for as many as six days a week at a piece rate per load. In at least one case, the driver leased a truck from K&R but did not get to choose the truck. Instead, he was given a 2009
24
After the hearings, California’s Division of Labor Standards Enforcement said that K&R was negligent in three major areas and ruled in favor of drivers. First, they contended that K&R did not pay for hours worked which were outside the piece rate wage, such as truck inspections and time spent waiting for dispatches. Second, employers are prevented by California’s Labor Code from making deductions from an employee’s paycheck. K&R illegally deducted fuel costs, insurance premiums, parking fees, truck maintenance, electronic logging device usage, trip deductions, radio used, materials and supplies, citations and driver expenses. K&R also did not reimburse drivers for out-of-pocket expenses, including fuel, DMV payments and repairs. Third, K&R flaunted California law by not providing 30-minute meal periods for every five hours worked and 10-minute rest periods for every four hours worked. According to a news release, the average award to drivers was about $130,000 with the highest individual award at $243,000. K&R has until April 25 to either appeal or pay the drivers.

Amazon Seeks Greater Footprint in Delivering Goods
I
n a nod toward responding to consumer demand for faster delivery times, Amazon will begin shipping nonPrime merchandise within five days from warehouses in three major cities, New York, Chicago and Los Angeles, to its final destination. At the same time, Amazon is urging vendors who already sell on Amazon’s platform to participate in the delivery program. The new system is separate from Amazon’s existing Prime program which promises delivery in just two days.
34
An Amazon spokesperson said, “Our company is always working to develop new, innovative ways to support the small and medium businesses who sell on Amazon, including testing shipping programs that help these businesses get packages to their customers quickly and reliably.” At this point, it is uncertain if merchandise will be shipped from these cities direct to consumers or rerouted through Amazon’s numerous fulfillment centers in various parts of the country.

This is yet another move by the online retailer to consolidate its services to the greatest degree possible with company supported transportation and an entire logistics network able to deliver goods from website to consumer with as few middlemen as possible. Ultimately, Amazon hopes to deliver more of its goods through its own transportation than currently. At this time, it accounts for only about 10% of its own deliveries with the United States Postal Service handling the bulk of shipments—

about 62%—with UPS and FedEx accounting for the remainder of deliveries. Some experts believe that Amazon’s new transportation web may someday not only deliver its website’s freight but also that of other entities, substantially competing with established shippers for all the parcel, truckload, less-than-truckload and intermodal traffic moving across the nation, as well as international traffic entering the country from foreign venues.

Daimler CEO Calling for Industry and Government to Embrace Battery-Powered Trucks
I
n a call to industry and government, Daimler Trucks North America President and CEO Roger Nielsen believes battery electric trucks are the wave of the future and he wants all stakeholders to come together to make plans for overcoming high upfront costs, lagging development schedules and a lack of charging infrastructure. Nielsen made his plea during the keynote address at the Advanced Clean Transportation (ACT) Expo, April 23-26, in the Long Beach Convention Center. “Unfortunately, there is no business case today for a sane, sober customer to buy a battery electric truck,” Nielsen
told a large general session crowd just before the opening of the exhibit hall. He further lamented the lack of infrastructure to service the new trucks. “We must work towards a common battery electric charging infrastructure and as we do that we must keep working with the end user in mind,” he said. “Today, there’s not a standard for charging infrastructure. We all need to work together towards this.” Nielsen also urged the industry to quicken the pace of development. Today, it takes seven years from idea to reality for next generation big rigs. “Today it is impossible to thrive in our industry with such lengthy building

cycles. Society demands faster change, our customers demand faster change and we have responded,” Nielsen said. He credits Daimler’s research and development department for quickly conceptualizing and putting
on the road the company’s EM2 and eCascadia trucks. “When I gave them the great commission in 2017 to build electric trucks for America’s trucking companies, I tasked them to be agile and smart. Eighteen months later we will soon have nearly 50 battery electric trucks and buses running every day across this country,” he said. Daimler is also at the forefront of reducing battery costs and battery weight, which have been stubborn impediments to future goals. He said he
wants government to play a bigger role in providing research incentives for manufacturers to invent lighter and more efficient batteries. Likewise, there need to be more government motivation for building a charging infrastructure throughout the nation. “The incentives help and give us all in the industry a chance to scale up,” Nielsen said. Daimler is playing an important role in the Charging Interface Initiative, or Char-In, to help roll-out standardized charging stations for heavy-duty trucks.

Nikola Rolls Out New Trucks, Plans for Building 700 Power Stations
B
oasting that “Preserving our world is a primary motivation,” Nikola Motor Company CEO Trevor Milton rolled out the firm’s future plans for not only producing a Class 8 hydrogenelectric tractor but also installing a fueling infrastructure which will support the trucks once they hit the road. Nikola provided updates on its revolutionary new truck which will begin production in 2022 including the world debut of the Nikola Tre European cabover tractor, and it’s North American cousin, the Nikola Two, at this year’s Nikola World showcase held in Scottsdale, Arizona, the manufacturer’s home base.
The introduction of the zero-emission truck coincided with other releases from Nikola’s Powersports and energy divisions—an autonomous-capable military all-terrain vehicle, the Nikola Reckless, and two zero-emission off-

Nikola plans to build a one-million square foot facility in Phoenix creating more than 2,000 new jobs. Arizona Governor Doug Ducey was on hand for the opening of the event. Milton also revealed that the company would work in tandem with Norway based NEL Hydrogen to design, construct and open 700 hydrogen fueling stations on the routes used by Nikola truck customers. One of those customers is AnheuserBusch, the leading beer producer in the nation. Anheuser-Busch has committed to purchasing 800 of Nikola’s trucks to augment its U.S. fleet. It was fitting that Milton entered the two-day Nikola World event aboard a wagon pulled by the famous Budweiser Clydesdales with Anheuser Busch Vice President of May & June 2019 //
Procurement and Sustainability Ingrid De Ryck riding alongside. Jesse Schneider, Nikola’s Executive Vice President of Hydrogen, introduced the company’s new trucks, including the world’s first purpose-built fuel cell Class 8 truck, with more hydrogen storage, optimized powertrain placement, and a healthy 70 MPa hydrogen fueling network. “We recently opened our first hydrogen station at our Phoenix headquarters...and are leading the way in working with industry and other OEM’s (original equipment manufacturers) to develop hydrogen standards to enable fueling in less than 15 minutes. The goal is safety and interoperability so that anyone can fuel at our station. This is a big deal,” said Schneider. Schneider further said that each station would produce hydrogen on-site. For the first time, fuel was a part of the full-service lease terms. “In the bundle price model, you don’t have to worry about financing,” said Nikola Chief Financial Officer Kim Brady, noting Ryder will continue to provide maintenance and warranty claims for customers paying cash. “[But] for 95 cents per mile, you can lock in the vehicle, maintenance and fuel,” Brady concluded. During its rollout of the new trucks, Nikola said they will be available with hydrogen-electric or battery-electric power. Each will feature upwards of 1,000 horsepower and 2,000 lb-ft of torque with Level 4 and Level 5 autonomous driving capable hardware. “The powertrain of battery electric and hydrogen electric are no different,” Milton said. “They’re identical. The only difference is how the motors are actually propelled.”

fuel more cost-effective than diesel. Nikola and NEL plan on building about 100 stations each year which will be capable of producing eight tons of hydrogen each day with an effective retail price of $6 per kilogram. Topping off a new Nikola Two would take about 80 kilograms. Stations could fuel 150 trucks and 200 cars per day. Schneider also said that lower rates would apply to fleets under contract. The company claims that including fuel in leases with shippers is a major difference between Nikola’s model and the current diesel system. Nikola hopes that customers would choose leases which would include both trucks and fueling. “What would your business have been like if you could have fixed the price of fuel for a period of seven years,” said Dennis Cooke, President of Ryder’s Fleet Management Solutions, who has analyzed Nikola’s plans. In 2016, Ryder System, Inc., signed on to serve as the exclusive distribution and maintenance provider for Nikola, allowing Ryder’s

TIA Updates CSA - Carrier Selection Framework
A
ssisting its shipper customers in choosing freight carriers, the Transportation Intermediaries Association (TIA) recently released a new version of its CSA-Carrier Selection Framework at its annual conference in Orlando, Florida. TIA provides leadership in the third-party logistics industry. The organization’s latest update focuses on the everchanging status of the CSA Reform section of the Fixing America’s Surface Transportation (FAST) Act. Controlled by the Federal Motor Carrier Safety Administration, the Compliance, Safety and Accountability (CSA) program is a federal guideline for evaluating a motor carrier’s fitness to haul freight based on a variety of driving performance data. TIA is committed to navigating 3PL’s, forwarders, shippers
and insurance companies through the changes in the CSA. The committee updating the framework took into consideration that the CSA is going through a number of changes, including how scores are determined and the potential effect of publicly displayed data on shippers. “On behalf of the 3PLs, forwarders, shippers and the insurance companies who desire quantitative data to make decisions about carriers, TIA is pleased to continue leading the dialog in carrier selection,” said committee chair Jeff Tucker, CEO of Tucker Company Worldwide and former chairman of the TIA Board of Directors. In addition to the new framework, TIA commented on a new California regulation which will hold 3PL’s jointly and severally liable for contracting with port drayage carriers who have
been accused of unsatisfied judgements concerning worker’s compensation liability, unpaid wages, damages, expenses and penalties. In a release to news media, TIA Vice President of Government Affairs Chris Burroughs said, “I appreciate all the hard work of the Subcommittee and Chairman Tucker on continuing to refine this framework and provide our membership with the latest information and findings."

The U.S. Department of Transportation plans to unveil new, more flexible hours-of-service rules in early June, according to a regulatory report posted by the department on May 1. The Federal Motor Carrier Safety Administration, a division of the DOT, first published an advance notice of proposed rulemaking (ANPRM) in August 2018 before convening five listening sessions to obtain information on how HOS provisions could be improved. This came after the electronic logging device (ELD) requirement took effect in late 2017, making HOS record keeping more accurate. Since then, Congress and the public have requested the FMCSA to consider revising some HOS provisions, according to the regulatory report. The DOT plans to publish new rules on June 7. A public comment period on the revisions will be open until July 26, according to the DOT. The initial ANPRM generated more than 5,200 comments.

Hyundai Translead Introduces New and Improved Line of
ThermoTech Trailers
F
ocusing on improved thermal efficiency, greater durability and reduced weight, Hyundai Translead recently announced upgrades to its line of HT ThermoTech refrigerated trailers. The company asserts that new design features, improved manufacturing and new automation are allowing for a more efficiently manufactured product. Chief Executive Officer Bonjae Lee said, “We have invested significant capital expenditures and made improvements to refrigerated trailers to be competitive, and we will continue to invest and be innovative.” Through better structural designs, Hyundai Tranlsead is minimizing the effects of heat transmission with increased insulation and new designs to prevent moisture intrusion for longevity. Water damage is prevented by primers and bonding techniques to add strength to laminations between sheet materials. 42
The company also hopes to mitigate depreciation on new trailers with redesigned components which are less likely to be damaged. The deck now utilizes taller, stiffer foundations to help support the floor surface with heavy duty aluminum extrusions fitting together using a mechanical lock to lessen stress on welded joints. Structures which were previously made of wood have been replaced by stronger recycled material with zero increase in weight. For greater durability, rigid PVC now reinforces structural floor sills. Floors will also feature a new lock design with pieces connected together before welding. “The improvement is to put a mechanical lock in the design so that when you connect the two pieces together, we actually have a big advantage in the mechanical fit of these two pieces together even before we weld it,” said Adam Hill, vice president
and a lead chief engineer for Hyundai Translead. To provide a more durable weld, Hyundai Translead is using new automation for uniform computerized welding of all vertical seams on trailer flooring. To prevent against corrosion, steel deck structures, support legs and braces, slider components and rear impact guards are subjected to hot-dipped fully submersed zinc galvanization. Likewise, the integral stainless-steel front impact assembly has a submersed paraffin-based undercoating. Overall, Hyundai Translead has optimized all insulated panels and are converting sidewall, roof, deck and front assemblies to lighter-weight materials as well as taking advantage of new design techniques that use fewer and lighter components. The company boasts that its new trailers are 600 pounds lighter than previous models. May & June 2019 //

U
sing data from five billion miles of commercial trucking operations, Fleet Advantage, a truck lifecycle management solutions company, found that maintenance costs over a vehicle’s life sharply rose after the first three years. In a recent paper, “Mitigating Rising Maintenance & Repair Costs for Class-8 Truck Fleets,” the firm claims that maintenance costs stayed flat for the first three years of a truck’s life but rose in years four and five before leveling out in year six and then rising again in year seven. The study included food service, grocery distribution and chemical tankers.
New Study Shows Fleets Could Save By Replacing Trucks Earlier
44
A main conclusion of the paper is that fleets could save $42,830 in maintenance and repair costs by initiating a threeyear lifecycle for its trucks and replacing in year four instead of in year seven. Fleets could save $17,150 by going from a five-year lifecycle to a three-year lifecycle. “On a new tractor, there’s minimal maintenance expense— tires and PM, mostly—but a few corrective maintenance items are included, and that tends to vary with the make and model of the tractor,” said Fleet Advantage Director of Fleet Services Matt Hendrix. “Based on the data we collected, we believe it’s beneficial to trade the asset some time in its third year of life, before the big costs appear. Starting with a new truck at that point keeps the maintenance costs as low as possible,” Hendrix concluded. The study also concluded that increased maintenance on older equipment kept it frequently out of service while over extending repair shops with service bays and mechanics taking longer to deal with older equipment. Hendrix said, “It follows that as repair costs go up, so too will labor costs, which is a proxy for labor hours. If you’re short of qualified technicians, how will you be able to keep up with the needed repair on the truck in the later years of its life?” While analysts may question Fleet Advantage’s exact data, it is hard to argue with its conclusions. The industry’s increased use of analytics clearly shows the cost of maintaining vehicles under any conditions and makes it easier to determine when equipment has reached obsolescence.

Mack Introduces New Battery Refresher and Pinnacle Grille
I
n an effort to counteract the effects of sulfation, Mack Trucks have adopted a new battery refresher standard on all of its models. The battery refresher will give lead-acid batteries more longevity, durability and significantly improved performance. In a press release, Roy Horton, Mack’s director of product strategy claimed that sulfation is a major cause of lead-acid battery failure. He said, “With the addition of the refresher, we can increase the life of a battery by up to two times and help prevent unplanned no-starts.”
Sulfation happens when sulfite crystals, generated by normal battery operation, develop on a battery’s lead plates causing the battery to lose energy and fail to reach a full charge. According to Horton, the new refresher uses high-frequency energy pulses to remove crystals and allow for a full charge. Most importantly, fully charged batteries help maintain the overall health of other electrical system components, including starters and alternators. The refresher will be standard on all Mack models beginning in April. In other news from Mack, the truck manufacturer has revealed an all new grille for the Mack Pinnacle with production starting later in 2019. According to Mack, the Pinnacle will include Paddains@gmail.com all new LED headlights which are brighter and www.paddainsurance.com more energy efficient as well as a classy new Phone: 916-622-2822 redesigned grille, similar to the Mack Anthem. New Trailers Must Meet CARB Regulations
I
n another step toward meeting California’s ambitious environmental goals, the California Air Resources Board (CARB) will soon require all trailers sold in the state to meet the state’s stringent greenhouse gas emission standards. Beginning in 2020, trailer makers must certify that their products conform to tougher regulations which will be issued by CARB later this month.
Trailer manufacturers and analysts throughout the state still have many questions which they hope will be answered when CARB issues final regulations. For example, HyundaiTranslead, headquartered in San Diego, have been gearing up to meet the tougher standards, although they are questioning the meaning of the term “sold in California.” Chief Sales Officer Stuart James said, “If sold means ‘intended to operate’ in California that is one issue. But if it means delivered or invoiced
48
in California, that is quite another. Many, possibly most, of our trailers are handed to a customer in the state but are removed and placed in interstate commerce within 30 days, thus avoiding state sales tax.” Craig Bennett, senior vice president of City of Industry based Utility Trailer Manufacturing Company, worries that while trailer sales are currently robust in the state, these new rules could put a damper on that. “California is a big market, but depending on the actual language in the regulation, that may change,” Bennett said. California’s new requirements have been in the works since 2016 when the Environmental Protection Agency (EPA), then under the Obama Administration, issued greenhouse gas “Phase 2” rules in its fight to curb emissions. The Trump Administration is currently in court to eliminate these regulations, but California continues to push ahead. The Phase 2 rules mention trailers for the first time with only trucks and their engines previously regulated. The state’s rules establish carbon dioxide emission standards for dry van and refrigerated van trailers of any length, flatbed trailers, tank trailers and container chassis. Just as manufacturers must build trailers to meet the new specifications, owners and fleets are responsible that the listed technologies corresponding to emission standards are maintained on trailers for 10 years. Therefore, emission warranties need to match any structural warranty for newly manufactured trailers in California. “The minimum [warranty] is five years on emission components and one year on tires. If a manufacturer provides anything longer on the trailer, it carries over to the emission components, other than tires. I’m not sure whether this might serve to limit the length of the structural warranty,” said Mike Tunnell of the American Trucking Associations. CARB is also requiring manufacturers to register for their own unique code issued by the EPA. Major trailer specifications which will lead to lower emissions include low rolling resistance tires, side skirts and tire inflation systems. May & June 2019 //

In the Support of Truckers Against Trafficking Kenworth T680 will be Auctioned Off in Phoenix on May 17
T
he project, in conjunction with Truckers Against Trafficking (TAT), has received significant support from platinum sponsors Kenworth Truck Co., Inland Kenworth and Ritchie Bros., along with other leading industry suppliers. In an effort to further educate and fund efforts against human trafficking, Inland Kenworth has once again put together a special “Everyday Heroes” Kenworth T680 with a very distinctive paint scheme and signage. Proceeds from the sale of the Kenworth T680, which has a retail value of $162,000, will go directly to TAT – a 501(c)3 non-profit devoted to stopping human trafficking by educating, mobilizing, and empowering the nation’s truck drivers and rest stop employees. The special Kenworth T680 is fully loaded with a 76-inch sleeper, 485hp Paccar MX-13 engine, and Paccar
12-speed automated transmission. Don Blake, who serves as new truck sales manager at Inland KenworthPhoenix, is again spearheading the effort. Blake said he’s been touched by the industry support for the Everyday Heroes Truck.“This started out as an idea in 2017 that got rolling, and it was a great success. Now, the sponsors we’ve worked with again are so supportive. It shows our industry’s true colors to pull together to raise money for a great cause,” Blake said. “I’m especially appreciative to Kenworth. When I reached out to see if they would be a sponsor again, they were more than happy to help. Kenworth has been great to work with. Entities providing support for the 2019 Everyday Heroes Kenworth T680 include platinum level sponsors Kenworth Truck Co., Inland Kenworth and Ritchie Bros;
gold level sponsors Paccar Engine, SEG Automotive, and Swift Charities; silver level sponsors Bendix, Bridgestone, Eaton, FlowBelow, Horton, Jost, Meritor, Paccar Financial, Paccar, PeopleNet, Utility Trailer Sales of Arizona, and Wabco; and bronze level sponsors Alcoa, Arizona Rock Product Association, Arizona Trucking Association, Beaver Stripes and Molding, Chevron, ConMet, Davco, East Penn, Ex-Guard, National Seats, PrePass/Help Inc, Sheppard, and Tectran. Blake’s initiative to contribute to TAT’s efforts led to an expanded role with the organization. “Don became a TAT board member shortly after the 2017 auction,” said Kendis Paris, executive director of Truckers Against Trafficking. “Not only did we ask him to join the board due to his tremendous work on the Everyday Heroes Truck, but because Don is a true TAT champion. He believes deeply in the mission and enlists his resources and ideas.” In the United States alone, profits from the crime of human trafficking are estimated to be worth $32 billion. “Each year, more truck drivers and truck stop operators are added to the network of TAT trained and educated members – over 663,000 to date,” Paris said. “They are our eyes and ears out on the road and are relied upon to report suspicious activity. ”Through the national hotline (8883737-888) operated by the National Human Trafficking Hotline, 2,250 calls have been made by truckers alone since the program began in 2009. So far, we’ve had more than 600 likely human trafficking cases, involving over 1,100 victims … many of whom are minors.” More information is available on the TAT website at www. truckersagainsttrafficking.org
